Abstract

The “information society” in Japan has established a new significance for telecommunications. One such important consideration is in the data communication systems area. In response to great demands for international data communications, several new programs have been initiated. This article provides a techno-historical perspective on the emergence of data communication policy and focuses on the legal regime and liberalization of data communications in Japan.
