Erosion, debris flows and environment in mountain regions

An International Symposium on Erosion, Debris Flows and Environment in Mountain Regions will be held July 5–9, 1992, in Chengdu, China. The symposium is jointly organized by the International Association of Hydrological Sciences and the Institute of Mountain Disasters and Environment, Chinese Academy of Sciences, in cooperation with the International Union of Forestry Research Organizations and the United Nations Educational, Scientific, and Cultural Organization.

IAHS Bureau Meeting

A Bureau meeting of the International Association of Hydrological Sciences was held during the International Hydrological Program‐Council meeting in Paris on March 20, 1990. Representatives from almost all the IAHS Commissions, Committees and Working Groups, UNESCO and WMO attended. The next Scientific Assembly will take place in Japan in July 1993 and will be held together with the Scientific Assembly of the International Association of Meteorology and Atmospheric Physics. A Japanese organizing committee has been formed and preparations for the assembly have started.

IHP Intergovernmental Council

Representatives of 69 countries, five United Nations organizations, and eight international non‐governmental organizations (NGO) met March 19–24, 1990, in Paris, France, at the headquarters of the United Nations Educational, Scientific and Cultural Organization to evaluate and approve projects for the fourth phase of the International Hydrological Program (IHP‐IV), which will be active during 1990–1995. The International Association of Hydrological Sciences was represented by AGU members and IAHS officers Vit Klemes, President, University of Victoria, Victoria, Canada; Henny Colenbrander, Secretary General, TNO, The Hague, The Netherlands; and Ivan Johnson, Honorary President, A. Ivan Johnson, Inc., Arvada, Colo. The International Water Resources Association was represented by AGU member and IWRA Secretary General Glenn Stout, IWRA, Urbana, 111. The U.S. representatives (observer status) were David Rickert, U.S. Geological Survey, Reston, Va., and Glenn Stout.

1990 Hydrology Prize awarded

The International Association of Hydrological Sciences awarded its 1990 International Hydrology Prize to Z. Kaczmarek of Warsaw, Poland. The award was presented on March 16 in Paris, France, during Unesco's Commemorative Symposium on 25 Years of the International Hydrological Decade/International Hydrological Program.The IAHS International Hydrology Prize, a silver medal, was first approved in 1979 as an annual award to a person who has made an outstanding contribution to hydrology and gives the candidate universal recognition of his international stature. The IAHS national committees give nominations to the IAHS Secretary General for consideration by a nominating committee, which consists of the IAHS president, the first and second vice presidents and representatives of Unesco and the World Meteorological Organization. The citation for the award to Kaczmarek, which was given by IAHS president Vit Klemes, follows.

IAHS/WMO and GEWEX

The Working Group on GEWEX of the International Association of Hydrological Sciences (IAHS) and the World Meteorological Organization (WMO) has urged a strong involvement of IAHS in GEWEX, the Global Energy and Water Experiment. The Working Group met May 16, 1989, at the IAHS Third Scientific Assembly in Baltimore, Md.The group recommended that the main thrust of GEWEX‐related IAHS initiatives in the immediate future be concentrated on the following two international projects.

ICRSDT and GEWEX

At the 1987 General Assembly of the International Association of Hydrological Sciences in Vancouver, Canada, the International Committee on Remote Sensing and Data Transmission (ICRSDT) established a Working Group on GEWEX and Global Change. (GEWEX is the Global Energy and Water Experiment.)

25 years of International Hydrological Programs

The United Nations Educational, Scientific, and Cultural Organization (Unesco) held a commemorative symposium March 15–17, 1990, in Paris to celebrate 25 years of the International Hydrological Decade and International Hydrological Program (IHD/IHP) under its general guidance and supervision. The symposium was attended by one or more representatives of 37 countries, five United Nations organizations, and five international non‐governmental organizations such as the International Association of Hydrological Sciences (IAHS) and International Water Resources Association.

Climate and water

The International Conference on Climate and Water was held in Helsinki, Finland from September 11‐15, 1989 and was attended by 250 specialists from 28 countries. It was convened by the World Meteorological Organization (WMO) under the auspices of the Organization's Regional Association VI (Europe). The majority of the participants and scientific papers were from European countries; experts did, however, attend from as far away as Africa, India, the United States, and Australia.The organizers of the conference were Ministry of the Environment, Finland; Academy of Finland; National Committee for the International Hydrological Programme (IHP) and the Research Council for the Environmental Sciences; Finnish National Board of Waters and the Environment; Finnish Meteorological Institute and World Meteorological Organization. The cosponsors were the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Environment Programme (UNEP), the International Association of Hydrological Sciences (IAHS) and the International Institute for Applied Systems Analysis (IIASA).

IAHS Third Scientific Assembly

The International Association of Hydrological Sciences (IAHS) convened its Third Scientific Assembly in Baltimore, Md., May 10–19, 1989. The Assembly was attended by about 450 scientists and engineers. The attendance was highest from the U.S., as could be expected; 37 were from Canada; 22 each, Netherlands and United Kingdom; 14, Italy; 12, China; 10, Federal Republic of Germany; 8 each from France, the Republic of South Africa, and Switzerland; 7, Austria; 6 each, Finland and Japan; others were scattered among the remainder of 48 countries total.one of the cosponsors and also handled business matters for the Assembly. Other cosponsors included the International Association of Meteorology and Atmospheric Physics (IAMAP), United Nations Environmental Program (UNEP), United Nations Educational, Scientific, and Cultural Organization (UNESCO), World Meteorological Organization (WMO), and U.K. Overseas Development Authority (ODA). U.S. federal agencies serving as cosponsors included the Environmental Protection Agency, National Aeronautics and Space Administration, National Science Foundation, National Weather Service, Department of Agriculture, Department of State, and U.S. Geological Survey.

IAHS‐AGU Symposium on Atmospheric Deposition

This symposium was held May 11–12, jointly sponsored by AGU and the International Association of Hydrological Sciences. The first two morning sessions concentrated on the global and regional modeling, acid removal rates and abatement strategies. Hiram Levy, II, of the NOAA Geophysical Fluid Dynamics Laboratory at Princeton University, Princeton, N.J., presented a general circulation transport model that stimulates the global deposition of reactive nitrogen emitted by fossil fuel combustion. The model has a medium resolution with 265‐km horizontal grid. The simulated yearly depositions are generally in good agreement with observations.

1989 Spring Meeting of AGU and MSA

The 1989 Spring Meeting of AGU was held jointly with the Mineralogical Society of America (MSA) in Baltimore, Md., May 8–12, 1989. This was the first time that the MSA and AGU met together. Nearly 2700 people attended and about 1920 papers were presented. Overlapping at the same location was the International Association of Hydrological Sciences (IAHS) Third Scientific Assembly, May 10–19, which AGU hosted.

ITSA Planning

The Organizing Committee for the International Association of Hydrological Sciences (IAHS) Third Scientific Assembly (ITSA) met December 6 during the AGU Fall Meeting in San Francisco. A total of 743 provisional registrations and inquiries of interest had been received by the first of the year. On the basis of these preliminary statistics, actual attendance is estimated at well over 500. Interest has been indicated by potential attendees from 63 countries with the largest numbers from Canada, England, China, Netherlands, France, and Australia, in addition to the United States. ITSA will be held May 10–19 in Baltimore.

Eight Questions on Forest Influences and the International Association of Hydrological Sciences

GEWEX

At the Vancouver General Assembly of the International Association of Hydrological Sciences, its International Committee on Remote Sensing and Data Transmission (ICRSDT) established a Working Group on Global Change and the Global Energy and Water Cycle Experment (GEWEX). The ICRSDT Working Group has begun formulating areas of effort to consider, discuss, and develop over the next few years. The present members are Barry Goodison, Canada; Robert Gurney, U.S.; Helmut Rott, Austria; Albert Rango, U.S.; Vincent Salomonson, U.S., Chairman; and John Stewart, U.K.Tentative effort areas include the following: Further definition of the role of remote sensing and data transmission in GEWEX. Definition of the large‐scale effects of seasonal snow cover, particularly as observed by remote sensing. Quantifying the spatial and temporal variability of evapotranspiration over large areas using remote sensing. Selection of models making good use of remote sensing for general circulation models and water balance studies. Definition of methods involving remote sensing or data transmission to aggregate observations or parameterize processes on a regional scale (for example, GCM grid scale/100×100 km) so as to Jink local processes with GCM models of the atmosphere or large watershed models. Developing recommendations for remote sensing and in situ data sets that should be given high priority and compiled for studies of the hydrological cycle and its evolution over time. As part of this recommendation, identifications of key countries and their existing data sets might be included in the effort.

IAHS General Assembly Symposia

The following reports continue the summary of various symposia and workshops held at the International Association of Hydrological Sciences (IAHS) General Assembly in Vancouver, Canada, August 11–17, 1987. The first part of the summary was published in the April 19, 1988 issue of Eos.

IAHS General Assembly

The International Association of Hydrological Sciences (IAHS) General Assembly, held as part of the International Union of Geodesy and Geophysics (IUGG) Assembly, August 9–22, 1987, in Vancouver, Canada, had an estimated 500 attendees. At least 20 countries were represented by official delegates. Attendance from the United States is estimated at 120, with Helen J. Peters (California Department of Water Resources, Sacramento) as chief delegate and Marshall E. Moss (U.S. Geological Survey (USGS), Reston, Va.) as alternate delegate and future chief delegate for the 1991 General Assembly.The Canadian Organizing Committee had done a masterful job of organizing the assembly, with excellent housing and meeting facilities on the University of British Columbia campus. In addition to five symposia and nine workshops, the IAHS Bureau and all commissions and the committees held several meetings. Some excellent social events and tours were included.

New activities for IAHS

In view of the emerging large‐scale environmental problems whose solutions will require a deep understanding of the global water cycle, the International Association of Hydrological Sciences (IAHS) is planning a number of new activities. For instance, a substantial contribution from hydrologists is necessary for the Global Energy and Water Cycle Experiment (GEWEX), which is planned for the mid‐1990s. This project is under the Joint Science Committee (JSC) of the International Council of Scientific Unions (ICSU) and the World Climate Research Program. A special IAHS‐World Meteorological Organization (WMO) working group for GEWEX has been formed to turn the attention of hydrologists to the much‐neglected large‐scale hydrologic problems; foster international collaboration of hydrology with its closest geophysical sister disciplines, i.e., atmospheric and ocean sciences; and emphasize the potential of the newly developed observation technologies, which so far have been applied in hydrological science only on a very limited scale.
