AbstractGlobal university rankings have always been associated with international political and economic conflicts. Even before the COVID-19 pandemic there were signs that scientific and academic globalism was breaking down. The pandemic, the various measures taken to combat it, and military and ideological conflicts have led to the breakdown of international academic cooperation, the formation of very different research complexes, and the development of new regional ranking systems.

The Marjani Institute of History of the Tatarstan Academy of Sciences is a leading humanities research center in Tatarstan. It is one of the recognized and authoritative regional centers in Russia and an important link in international academic cooperation in the field of studying the history of the Tatars, Tatarstan, Eurasian history, and Turkic-Tatar civilization. Researchers from the Usmanov Center for Research on the Golden Horde and Tatar Khanates of the Marjani Institute of History of the Tatarstan Academy of Sciences, in collaboration with colleagues from other research centers in the Russian Federation and abroad, not only investigate the historical realities of the past, including the Golden Horde state and Tatar Khanates but also develop common approaches to its history, which is essential in modern conditions. As part of this work, roundtable discussions and presentations were organized in Bashkortostan and the Samara Region in May-June 2023. All of these scientific events provide a significant impetus for the study of the legacy of the Tatars of the Golden Horde at the regional and international levels. An important outcome is the establishment of cooperation between historians and local historians from the Volga and Ural regions. Joint discussions of scientific issues have allowed not only to outline the prospects for further research, but also to establish new productive traditions in the relationships between professionals and history enthusiasts.

Developing International Collaboration Indicators in Fisheries Remote Sensing Research to Achieve SDG 14 and 17

Remote sensing technology significantly contributes to fisheries management and marine ecosystem preservation. The development disparities among countries create gaps that hinder sustainable fisheries and ecosystem protection. Assessing progress and efforts across regions and countries is crucial for sustainable development. Effective measurement methods are used to identify shortcomings, guide academic development, and strengthen partnerships. Tracking and highlighting partnership achievements is challenging due to the difficulties in quantification. The objective of this study is to create indicators for evaluating the community of international academic cooperation. We analyzed and examined the trend in national efforts and international partnerships before and after the Sustainable Development Goals (SDGs) were released in 2015 using bibliometric methods and bibliographic information from the Web of Science (WoS). The results show that tracking the progress and evolution of international collaborations in fisheries remote sensing research can be facilitated by employing quantitative indicators that measure international cooperation among coauthors, institutions, and countries. Additionally, the number of partnerships in each country displays a significant relationship with the country’s level of national development. A comparison of indicators developed by actors with different orientations can be used as a strategic reference for developing partnerships among countries. Academic research in developing countries that rely heavily on fisheries plays a critical role in preserving life below water (SDG 14). The achievement of this SDG can be enhanced through global partnerships (SDG 17).

COVID-19 and the crisis in the internationalization of higher education in emerging contexts

This article analyzes the effects of the COVID-19 pandemic in the Brazilian context and highlights the impacts of internationalization of higher education in the country. Qualitative in nature, the article is characterized as an exploratory-descriptive research, carried out from a bibliographic and documentary examination. Analysis: it was revealed that Latin America and the Caribbean are parts of the global regions most affected by the pandemic that experienced severe negative aggravation in their economies. In particular, in Brazil, findings reveal that the repercussions of the crisis impacted the public resources for education through budget cuts, while the private institutions suffered from an increase in defaults and evasion. Internationalization as a transversal dimension of higher education also suffered from the effects of the pandemic, and in Brazil, information and communication technologies were used to maintain international and intercultural learning and academic cooperation. This made it possible to increase the number of students benefited and to print out an equitable perspective on internationalization of higher education. For the future, it will be necessary to consolidate strategies that include information and communication technologies and promote the strengthening of cooperation networks, with the development of policies that support a more symmetrical relationship in the South–South and South–North, even in unfavorable scenarios.

The Global Knowledge Value Chain on Sustainability: Addressing Fragmentations through International Academic Partnerships

While research on universities’ role in sustainability transitions has flourished in recent years, explorations into the potential of academic internationalization for the promotion of sustainability transitions are still rare. This article aims at contributing to this incipient literature by emphasizing an underexplored property of international academic networks and transnational academic cooperation: their potential to break disciplinary and geographical barriers in the global debates on how transitions towards sustainability can be achieved. When realizing this potential, international partnerships are able to provide more comprehensive knowledge to inform sustainability transitions while shaping sustainability transitions in various places at the same time. This article pursues three objectives: First, it introduces the concept of the “global knowledge value chain on sustainability” and explores its value as a heuristic to understand global knowledge production relevant for sustainability transitions. Furthermore, it identifies two fragmentations in this chain resulting from global inequalities and specific dynamics within the global science community. Second, it confirms empirically the fragmentations of this global knowledge value chain on sustainability. Third, it provides good practice ideas on how international academic partnerships can overcome these fragmentations by drawing on the authors’ experience with the international partnership “trAndeS—Postgraduate Program on Social Inequalities and Sustainable Development in the Andean Region” carried out by the Institute of Latin American Studies of Freie Universität Berlin and the Department of Social Sciences of the Pontificia Universidad Católica del Peru (PUCP).

A Comparative Study of Chinese and Foreign Research on the Internet of Things in Education: Bibliometric Analysis and Visualization

Known as the third revolution of information technology, the Internet of Things (IoT) embodies the transformation of human technology from “virtual” to “reality”. The application of IoT in education has risen the concerns of both researchers and practitioners. However, there are few research on using bibliometric to visually analyze the hotspots and trends of the IoT in education. In this study, a total of 2257 articles, including (1) 1243 domestic articles from 2005 to 2021; (2) 1014 foreign articles from 2005 to 2021, were collected for comparative analysis between China and foreign countries using the visualization software CiteSpace. The results show that authoritative journals both at home and abroad have paid varying degrees of attentions to the basic theories, emerging technologies and applications of IoT in education. The number of research literatures on this topic is generally increasing year by year. It is particularly worth mentioning that in the field of the IoT in education, on the one hand, the United States, China and Spain are the top three major countries actively participate in, and their international academic cooperation is relatively close; on the other hand, the main research findings are concentrated in the northern and eastern hemispheres, while there is less distributed in the southern and western hemispheres. Regrading research directions, on the whole, much attention has been paid to the construction of smart learning environment; to be specific, its research focus has shifted to the deep integration of intelligent technology and education (e.g., learning feedback supported by IoT technology is delivered to student with the purpose of improving teaching effect). However, in general, the application of IoT in education is still in its infancy, and the scope of practical application is relatively limited. Therefore, future research will concentrate on construction of smart education environment, curriculum teaching and data-driven education evaluation, in order to inaugurate a new situation capable of carrying out experimental teaching, presenting abstract concepts and connecting realistic situations.

THE UNIVERSAL PERIODIC REVIEW: A DEVICE FOR BUILDING UP COOPERATION WITH HUMAN RIGHTS MECHANISMS IN BRAZIL AND MIGRATION PROTECTION

This presentation is part of a research project developed within the scope of the international academic cooperation program between Estacio de Sa University, the Fluminense Federal University and Birmingham City University, under the Erasmus + program, electing as its motive theme the Universal Periodical Review- UPR, adopted by the Human Rights Council of the United Nations. One of the objectives of this UPR mechanism is to assure that human rights obligations and commitments are fulfilled by the States in order to promote the universality and indivisibility of civil, political, economic, social, and cultural rights as well as the right to development. In this sense, one of the axes of relevance for improvement of the human rights situation in every country with significant consequences for people all around the globe focuses on building up a legal framework (with international legal sources or roots) that could be articulated locally as a shield for those who (legally bound to the State) find themselves in situations of human rights violations. This shield makes the State internationally accountable for violating its duty to comply with international norms. Even though this spectrum of legal normativity is not enough to assure human rights full effectiveness in all the levels and complexities of human life and existence, it brings the symbolic weight of the idea of the rule of law. In this opportunity, we intend to present the legal framework for the promotion and protection of human rights in Brazil, taking into account Brazil´s constitutional order and its relation with international legal instruments. Then considering Brazil´s performance within the UPR 3rd Cycle, 2017, 27th Session, we will discuss Brazil’s compliance with this international environment of instruments for protecting human rights taking the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families recommendation as an example to be studied.

Internationalization of higher education in Brazil: advances, obstacles, and challenges

Abstract In recent years, in Brazil, the theme of the internationalization of universities has become part of the agenda of academic leaders, main funding agencies and representative entities of public and private HEIs. This article aims to analyze the experience of HEIs and funding agencies in Brazil regarding the issue of internationalization. Starting from the process of traditional international academic cooperation, we seek to observe advances of Brazilian universities towards the definition of broader and more complex institutional strategies and objectives regarding internationalization. Drawing on concepts of the internationalization process, we briefly depict the main features of the Brazilian higher education and postgraduate system, analyzing cooperation and international influences within it. Then, we discuss the internationalization policies implemented by central government agencies and the involvement of HEIs in institutional internationalization actions. It is observed that the internationalization of Brazilian higher education system is still incipient and that HEIs are scarcely proactive in the development of institutional policies to receive and in leveraging the opportunities offered in the process.

Achievements and Challenges of International Academic Cooperation. The Case of VISIR+ Project

This article presents the results of a research on the achievements and challenges of international academic cooperation to contribute to professional training in higher education. Methodologically, it describes relevant aspects inherent to the modality through a case study of a multilateral Project; specifically, the VISIR+ Project that involves engineering careers taught in six Latin American and European countries. Data collection is based on participant observation in different instances of its implementation (in person meetings and virtual interchanges). The results allow systematizing its achievements and challenges, in order to promote international academic cooperation as a fundamental strategy for the improvement of higher education.

Koncepcja rozwoju systemu profilaktyki i kształcenia specjalistów w zakresie profilaktyki zachowań ryzykownych dzieci i młodzieży w Ukrainie

The goal of the article is to present an applied research project which sets an example of best practice in international academic cooperation for building an evidence-based prevention system in Western Ukraine. As a neighboring country, Poland is open to sharing its experience and achievements in attaining effective systematic solutions regarding alcohol and drug issues, which is of interest to Ukraine and is confirmed by the execution of the presented project, realized in cooperation with the academic staff of the Drohobych Ivan Franko State Pedagogical University. The aim of the project is to develop a conceptual and educational module for courses preparing students for prevention work with children and the youth. The project was implemented by a team from the Kazimierz Wielki University in Bydgoszcz, which has over twenty years of experience in preparing social educators for the implementation of preventive tasks. The article contains the empirical foundation, the need for the fulfillment of the project, the descriptions of its goals, subject, method of action and implementation stages. It discusses the difficulties encountered at the design and implementation stages, and the final results.

Academic Collaboration in Entrepreneurship Research from 2009 to 2018: A Multilevel Collaboration Network Analysis

Entrepreneurship research is widely regarded as an important basis for competitive advantage in a rapidly changing international business environment, enhancing capacities for sustainable business growth, economic activity, and the wealth of nations. In recent years, international cooperation has been considered to be one of the key factors promoting the sustainable development of entrepreneurial research. However, the evolution of the cooperative network of entrepreneurial research and the relationship between international cooperation and entrepreneurial research performance has not received the attention of most researchers. Therefore, we used a multilevel collaborative analysis method, i.e., country, city, institution and scholar, analyzing 2037 studies in this area from 2009 to 2018 from the Business Source Complete database by collaboration network analysis and bibliometric analysis. Our study tracked the evolution and cooperation trends in entrepreneurship research and detailed characteristics of international academic cooperation over the past decade, and we found the following: (1) The four types of cooperative networks have evolved over time, and generally conform to the distribution characteristics of the core periphery; cities, institutions, and researchers from central countries such as the United States, the United Kingdom, Canada, France and Germany occupy central positions in cooperation; they are scale-free networks and subject to the principle of priority connection. (2) The evolution of cooperative networks at different levels are non-conformal, there is a subtle relationship between micro-networks that can explain the distribution and changes in macro-networks. (3) International academic cooperation can promote the performance of entrepreneurial research, and cooperation has become the main theme of entrepreneurial research. These findings can help researchers to better study cooperative relationships in entrepreneurship research. Moreover, they can provide entrepreneurial decision support for national and local governments and contribute to the sustainable development of entrepreneurial research.

Cold War, Press Freedom and Journalism Education: Paradoxes of the Untypical 1968 IAMCR Conference in Pamplona

In the context of the Cold War that affected the first steps of the International Association for Media and Communication Research (IAMCR), journalism education was the topic dealt by attendees from West and East Europe during the 1968 conference in Pamplona, Spain. Paradoxically professors from communist countries spoke openly in an event partly sponsored by Spain's anti-communist regime. Indirectly, the lack of press freedom in the late dictatorship caused some incidents due to some Spanish professors’ critical speeches. Beyond these controversies related to domestic issues, depoliticisation—in accordance with the original spirit of IAMCR—became a key strategy for the conference success as a whole. The election of Pamplona, located in a non-aligned country, as the conference's venue meant a break in the struggle to gain power and influence within the organisation. This story, based on unpublished documents from the University of Navarra's School of Communication, sheds light on several intertwined issues such as international academic cooperation beyond the post World War II East–West confrontation, and press liberalisation in authoritarian regimes through journalism education. It is also a contribution for a more accurate knowledge of the life of IAMCR as a worldwide organisation in the field of communication research.

Transnacionalidade da Língua Portuguesa, política linguística externa e cooperação acadêmica Sul-Sul nos governos Lula da Silva-Dilma Rousseff (2003 – 2016)

Durante os governos Lula da Silva (2003-2010) e Dilma Rousseff (2010-2016), no Brasil, a cooperação acadêmica internacional Sul-Sul se fortaleceu, em particular no que alude aos Países Africanos de Língua Oficial Portuguesa – PALOPs. Houve, por exemplo, o incremento dos Programas Estudantes-Convênio de Graduação e Pós-Graduação (PEC-G e PEC-PG) e a criação da Universidade da Integração Internacional da Lusofonia Afro-Brasileira (UNILAB). Dentre os fatores que costumam justificar essa parceria educacional, destacam-se a história de colonização dessas regiões do Atlântico Sul e o compartilhamento da língua portuguesa como língua oficial (embora não majoritária em todos os países). O presente artigo pretende analisar, no âmbito das políticas linguísticas e educacionais de convênio acadêmico, o estatuto da língua portuguesa no processo de integração de estudantes oriundos dos PALOPs no ensino superior brasileiro. Questionando a ideia etnocêntrica e utópica da “lusofonia” (FARACO, 2016), bem como sua “base cultural comum” homogeneizadora de espaços, sujeitos e línguas, problematiza-se o apagamento da violência simbólica da colonização linguística portuguesa nos discursos da CPLP além dos pressupostos neocoloniais e interesses econômicos da cooperação acadêmica brasileira.

From 1999 to 2019: 20 years of European debate, development, and achievements

This paper suggests that, although the Bologna process officially began in the late 1990s, the conditions that made it possible had already been created in the previous decade through the growing practice of international academic cooperation, mainly triggered by EU inter-institutional programmes. As the need for structural reforms in some higher education systems became more evident, in 1999 the Ministers of Education of 29 European countries gathered in Bologna to start a process of voluntary convergence of their systems with the objective of creating a European Higher Education Area. In the last 20 years the participating governments (now 48), with the support of international organizations and major stakeholders, have jointly developed a common framework of principles, actions, policies and tools. Accordingly, different types of structural reforms have taken place in the various countries. At present, however, implementation of the key commitments – full adoption of the three-cycle structure and ECTS, of the Lisbon recognition convention and the Diploma supplement, and of QA systems based on the European standards and guidelines – is still uneven in the EHEA and a peer-support approach was adopted by the ministers last year. Concerning the implementation issue, this paper raises two sets of questions. First: to what extent have the structural reforms implemented by the governments really affected grassroots educational activities? How deeply have the underlying principles – like student-centred learning – been implemented in actual programme design and everyday teaching/learning practice? Second: although inspired by the same basic principles, are EHEA-induced reforms actually being implemented consistently throughout European countries and institutions? Deeper involvement and more international coordination of European academics is advocated in the paper, in order to face these challenges and consolidate the EHEA in the years to come.Received: 03 April 2019Accepted: 02 May 2019Published online: 29 May 2019

Internacionalización de las universidades mexicanas hacia Asia del Este

El artículo da cuenta del estado de la cooperación académica entre las universidades de México y de Asia del Este. Sitúa esa colaboración en el contexto de una cooperación académica internacional dependiente de Estados Unidos y de los países europeos centrales. Recurriendo a fuentes segundarias y a entrevistas, analiza la movilidad y la firma de convenios, por ser las dos actividades de internacionalización mejor documentadas. Se plantea que la cooperación México-Asia está en tránsito debido a su proceso de consolidación y al hecho de que ya no está fincada exclusivamente en los estudios de área, sino en los intereses de grupos académicos. Se argumenta que reforzar esas modalidades de cooperación universitaria especializada y disciplinaria permitiría diversificar los alcances de la cooperación académica internacional, robustecida en una perspectiva Sur-Sur, aunque eso implicaría superar obstáculos organizacionales, interculturales y estratégicos, así como déficits de institucionalidad.

A Comparative Study of Chinese and Foreign Green Development from the Perspective of Mapping Knowledge Domains

This paper identifies the spatial and temporal distribution characteristics, research hotspots, research frontiers and knowledge base of green development research by using the bibliometric method, mapping knowledge domains and spatial analysis method, and through making a comparison of green development research between China and foreign. The main conclusions are as follows: (1) The number of research literature on green development in China and aboard both show a trend of increasing year by year, and the gap of annual volume evolve a M-shaped trend compared with international scholars. The United States and China are both major countries in green development research, and their international academic cooperation is relatively close. Moreover, the main research findings are concentrated in the northern hemisphere while there is less distribution in the southern hemisphere, and the eastern and western hemispheres are distributed widely. (2) The research hotspots of China’s green development mainly include development concepts, regional and urban development and ecological environment while international green development mainly include green economy, framework, city and supply chain management. (3) The frontiers of China’s green development research are focused on coordinated development, ecological environment and green development concepts while international green development research are more abundant. (4) The knowledge base of the research includes Manuscript of Economics and Philosophy in 1844, the concept of sustainable development and the theory of two mountains.

International Cooperation through Academic Projects: Are There Any Future Prospects?

Today, international academic cooperation of universities is going through a tough period due to political and economic challenges. The authors consider the main causes of this and show how the situation could be improved through the development of local academic programs, such as LEADER Project. This joint educational project, focused on entrepreneurship and management skills, is arranged by Richard Ivey School of Business, University of Western Ontario (Canada). The program has 11 years of positive experience at Baikal State University in Irkutsk and it has proved to be successful and viable. The article provides analysis of the projects strengths and the main components of its success. Attention is also drawn to the specific features and potential advantages of using the case method as a modern teaching procedure, as well as to the innovative format of the project and its mutually beneficial character. The authors analyze the results of a feedback survey of the participants and instructors in order to find out their takeaways from the project, its possible drawbacks and future development prospects. The key conclusions refer to the importance of retaining international academic contacts.
