Todays, organizations need an effective governance framework for their service-oriented architecture (SOA) so that they can use the framework to evaluate their current state governance, determine the requirements of governance, and then provide a suitable model for their governance. So far, various frameworks to evaluate the governance of SOA are presented. In this paper, after a brief introduction of the internal control framework COBIT, in order to provide a framework for evaluating SOA governance within the organization, how to use of this framework with a six-level maturity model provided by the Software Engineering Institute that COBIT apply it to carry out comparative studies and identify necessary improvements in the field of information technology, is provided. Finally, to evaluate the proposed framework, SOA and information technology experts’ survey was done and the results show that the proposed framework is verified.
