Alokasi Dana Desa Tolongano Kecamatan Banawa Selatan Kabupaten Donggala Provinsi Sulawesi Tengah

This study aims to determine and describe the Implementation of the Village Fund Allocation Policy of Helpano Village, South Banawa District, Donggala Regency, Central Sulawesi Province. The usefulness of this research is Theoretical and Practical. The Literature Review explains the concept of Administration, Public Administration, Public Policy, Policy Implementation and Village Fund Allocation. The flow of thought by the theory of Van Meter and Van Horn which includes the Standards and Objectives, Resources, Characteristics or Nature of the Implementing Agency, Inter-Organizational Communication, Implementor Disposition and the Socio-Economic and critical Environment. Research with qualitative methods, research location in the village of Helpano, South Banawa sub-district, research time for three months, informants are elements related to the allocation of village funds, namely 5 (five) people The definition of the concept is related to the implementation model of the policy. Types of qualitative data, and data sources are secondary data and primary data. The discussion explains the results of interviews and the results of analysis and theory in gambling. The researcher concludes that its implementation in the field of implementing the function has not fully gone well, Lack of understanding of the community about the Village Fund Allocation program so that there is a need for socialization and transparency of the use of Village Fund Allocation funds from the village government then accountability for the use of Village Fund Allocation by village financial managers. Accountability for the use of Village Fund Allocations is a form of consequence for the use of public funds entrusted to the village government.

One Earth, One Humanity Versus the Virus: Examining the Global COVID-19 Social Partnership Communication Networks on Social Media

The COVID-19 pandemic has posed severe challenges that require collaborative efforts from multi-sector organizations. Guided by an institutional theory framework that considers how both organizational fields and national level contexts affect organizations’ social partnership communication, the current study examines the COVID-19-related social partnership communication network on social media. The cross-national study using semantic network analysis and exponential random graph models (ERGMs) first maps the meaning of COVID-19 social partnership network, and then investigates the role of organizational fields and a country’s political system, economic system, educational system, and cultural system on the formation of interorganizational communication ties surrounding the relief efforts of COVID-19. Results reveal the importance of the political system—such as the presence of populist government, economic disparity, and uncertainty avoidance cultural orientation in shaping the social media-based social partnership communication network. In addition, NGOs from multiple issue areas are actively engaged in the network, whereas corporations from manufacturing and financial industries are active players.

Physician Engagement before and during the COVID-19 Pandemic in Thailand.

The COVID-19 pandemic has affected not only the quality of care and patient safety but also physician engagement. The aim of this study was to investigate physician engagement before and during the COVID-19 pandemic and to identify the areas to improve regarding physician engagement. An online survey was conducted from April 2019 to September 2020 among the physicians of 44 hospitals under the Bangkok Dusit Medical Services Public Company Limited (BDMS) before and during the COVID-19 pandemic. The results were analyzed using an independent T-test and one-way ANOVA to compare the continuous variables across groups. Multiple linear regression was used to identify and adjust the variables to determine the areas for improvement. Among the 10,746 respondents, physician engagement during the COVID-19 pandemic was significantly higher than in the pre-COVID-19 period (4.12 vs. 4.06, p-value < 0.001). The top three recommendations to promote physician engagement during the COVID-19 situation comprised (1) marketing (70%), (2) intra-and inter-organizational communication (69%), and (3) the competency of clinical staff (67%). During the COVID-19 pandemic, the positive outcomes toward physician engagement focused on infra-organizational development. These results can be considered in a strategy to optimize physician engagement, which affects the quality of care and patient safety.

Analisis Implementasi Program Ponek Di Rsud Sleman Melalui Pendekatan Model Van Meter Van Horn

Background: The maternal mortality rate, newborns in Sleman Regency is quite high. The death rate can be prevented by implementing the Emergency Neonatal Care (EmNC) program. RSUD Sleman is a 24-hour EmNC hospital, has been running the program since 2012.Objectives: To find out the EmNC program at RSUD Sleman through the Van Meter Van Horn model approach to see the implementation performance on aspects: standards, targets, and policy objectives; resource; communication between units, organizational character; attitude of the implementers.Method: Research with a mix method approach. Quantitative data were collected through questionnaires, and qualitative data through in-depth interviews with key informants: the person in charge of the program, doctors, nurses, midwives, and management leaders. Data analysis using qualitative descriptive analysis techniques.Results and Discussion: Aspects of standards, goals, policy objectives of the EmNC program, resources, inter-organizational communication are included in the good category. On the aspect of organizational characteristics, and the attitude of the implementers in the sufficient category.Conclusion: The performance of the implementation of the EmNC program policy at RSUD Sleman from the aspect of standards, goals, objectives, and resources, communication between organizations is categorized as good, but the aspects of organizational characteristics and attitude of the implementers are categorized as adequate.Keywords: emergency; obstetrics; neonates; service; vanmeter van horn.

Quality Management Practices and Inter-Organizational Project Performance: Moderating Effects of Inter-Organizational Communication, Relationship, and Process Conflicts in Healthcare

The purpose of this study is to empirically examine the relationship between quality management practices (QMP) and inter-organizational project performance (IPP), as well as the moderating effects of inter-organizational communication (ICOM), relationship, and process conflicts in Pakistan’s-government healthcare organizations (NGOs) and public healthcare organizations. We developed a hypothetical model based on contingency theory. Using a self-administered questionnaire, the empirical data was collected from 296 respondents from NGOs and public healthcare in Pakistan between March and November 2019. SmartPLS 3.3.9 was used to apply structural equation modeling (SEM). The findings show that QMP significantly impacts IPP in healthcare inter-organizational collaborative projects. ICOM and process conflict significantly moderate the impact of QMP on IPP. In contrast, relationship conflict does not affect IPP. This study has practical implications for healthcare NGOs and public healthcare organizations that want to improve the performance of their projects by implementing QMP in their projects. This study added to the total quality management literature by clearly understanding QMP and its relationship to IPP.

Application of Inter-Organizational Communication for Collaboration (Descriptive Study Between UPT BP2MI East Java and P3MI in East Java)

The increase in the number of complaints by Indonesian migrant workers (PMI) from 2017 to 2019 raises big questions as to why this case happened, especially in the province of East Java with the fourth largest number of complaints in Indonesia. The function of UPT BP2MI in East Java and P3MI in East Java is questioned, how big is their role in protecting PMI, including how they collaborate to achieve this.This research will use the constructivist paradigmwith the IOC and Collaboration approach which aims todescribe how the application of communication between UPT BP2MI East Java and P3MI in East Java to collaborate with each other in protecting PMI. Informants in this study were employees of UPT BP2MI East Java and representatives of P3MI East Java which consisted of 4 companies that the researchers interviewed. Researchers can build the proposition thatobstacles come from the center, not UPT BP2MI East Java. In addition, researchers can conclude that communication between UPT BP2MI East Java and P3MI East Java is going well although there are still shortcomings. Its good application also makes collaboration elements able to be achieved well.

Size and attributes of probation officers’ service provider networks: connecting individuals with mental illnesses to community-based supports

This exploratory study examines inter-organizational communication patterns and information sharing between probation officers and service providers when coordinating services for people with mental illnesses on probation. Thirty-four probation officers from one rural (n = 12) and one urban (n = 22) county completed a researcher-administered questionnaire pertaining to the size of probation officers’ service provider networks and the frequency and nature of contacts with those networks. Egocentric network analysis and bivariate inferential statistics were used to examine direct relational ties between each officer and the service providers within their communities. Probation officers in both counties reported high frequency of contact with service providers and indicated that service providers and officers were more likely to share information if reciprocated by their dyad counterpart. Probation agencies may consider enhancing probation officers’ service provider networks and fostering reciprocal and mutually-beneficial relationships to ensure timely access to services for adults with mental illnesses who are on probation.

Experiences of Experts with Communication and Information Exchange in Response to Disasters

Introduction: Effective communication and timely information exchange during disasters and emergencies can help responsive organizations prepare better and react fast and effectively in order to mitigate losses and casualties. Objectives: This study summarizes the experiences of experts at Iran’s Relief and Rescue Organization and Emergency Organization with regard to how communication and information exchange contributed in response to past disasters. Methods:: The content analysis approach was used in this qualitative study. The statistical population included the operational managers and employees of Iran’s Relief and Rescue Organization and Emergency Organization from different provinces with various in managerial and field work's experiences at supreme, middle, and operational levels as well as experiences with local, provincial, regional, national, and international disasters. The purposive sampling method was then employed to collect data through semi-structured interviews from 24 participants. Data analysis was performed in MAXQDA 12. Findings: The results of analyzing the interviews included a main theme of communication and information exchange with two categories. The first category was identified as intra-organizational communication and information exchange with seven subcategories called organizational individuals and departments, communication channels, communication model, message content, purpose of communication, standards and instructions, and challenges. The second category was identified as inter-organizational communication and information exchange with six subcategories called organizational individuals and departments, communication channels, communication model, message content, purpose of communication, and challenges. Conclusion: The participants believed that there were limited horizontal communications and information exchange between Iran’s Relief and Rescue Organization and Iran’s Emergency Organization at the same level via fixed phones, mobile phones, and wireless radios in response to disasters. Therefore, disturbance to accurate timely communication and information exchange between organizations, especially in the first 24 hours of a disaster and lack of inter-organizational agreements and communication infrastructure result in the further vulnerability of victims, Red Crescent rescuer, and emergency technicians.

“PROGRAM INDONESIA PINTAR” IMPLEMENTATION FOR UPPER SECONDARY EDUCATION IN MOJOKERTO

Education is one of the keys to success in effort to prepare quality resources for progress of the nation in the future. However, economic factor is one of the reasons for the high dropout rate in Indonesia. Therefore, the Government issued “Program Indonesia Pintar” Policy which aims to provide the widest opportunity for students from underpivilliged families to have access for education. The purpose of this study is to describe the inhibiting factors as well as the efforts made to overcome the problems of “Program Indonesia Pintar” implementation for the upper secondary education in Mojokerto. The results of this study indicate that the implementation of “Program Indonesia Pintar” at upper secondary level in Mojokerto encountered some obstacles seen from the policy implementation model of Van metter dan van Horn, namely the aspects of policy standards and objectives, policy sources, inter-organizational communication, characteristics of implementing agencies, socio-political economic conditios, executive dispositions. Then, the implementing agencies of “Program Indonesia Pintar” for upper secondary education in Mojokerto has sought various alternative solutions to deal with these obstacles.

Enhancing inter-organizational collaboration for wildlife disease surveillance in Sri Lanka.

Management of zoonotic infectious diseases is an urgent global heath imperative. Interdisciplinary approaches for zoonosis management exist in literature, but collaboratively implementing them is a pervasive challenge. The Sri Lanka Wildlife Health Centre (SLWHC) was created in 2011 to coordinate wildlife disease surveillance and response among government agencies. We interviewed SLWHC-affiliated personnel about existing communication and collaboration channels to identify operational needs as well as potential enhancements for the SLWHC's operations. We used the Policy Sciences' analytical framework to identify opportunities and challenges for the SLWHC. Study participants held both human and animal health as the utmost priorities. However, their observations indicate that inter-organizational communication barriers and intra-organizational hierarchies still need to be overcome for the Centre's partnering organizations to collaborate to their fullest potential. Any interventions to enhance the SLWHC's collaborative capacity for detecting and managing zoonotic disease outbreaks could be strengthened by appealing to participants' shared value orientations towards enlightenment and respect. A common interest was the desire to collaborate and combine resources, knowledge and personnel to detect, reduce and prevent the incidence of zoonotic disease outbreaks in Sri Lanka. These lessons about institutionalizing communication have considerable relevance for organizational responses to the current SARS-CoV2 pandemic and other zoonoses.

A multi-agent framework for container booking and slot allocation in maritime shipping

Digitalization is constantly altering company paradigms and expanding cross-border supply chain prospects. Maritime transportation plays an increasingly essential part in the global supply network. Since maritime shipping services need to exchange a huge number of papers and paperwork across numerous companies, the usage of a unified platform for inter-organisational communication and information sharing is required. To develop an integrative, adaptive, and intelligent container booking system, a multi-agent architecture is designed in this article. The proposed architecture will aid the maritime industry in establishing real-time information interchange between autonomous agents, shippers, freight forwarders, and shipping lines. The process outlined in this paper reveals how the agents communicate with one another to resolve underlying inconsistencies. With the multi-agent framework, the article also presents a container slot optimisation problem considering market segmentation, different booking periods, heterogeneous containers and port congestion scenarios. Using this model the managers can find the booking limit for each type of containers and accordingly they can accept or reject the incoming booking requests. Furthermore, a simulated case study is also provided to validate the model.

The role of communication style in adaptation to interorganizational project disruptions

AbstractInterorganizational projects often suffer disruptions that require participating organizations to adapt in order to restore project operations. We study the role of communication style in facilitating adaptation to such disruptions. Whereas the literature on interorganizational communication has emphasized communication mode and frequency, we study the content and features of written communication in seven U.K. construction projects. Communication style mattered for adaptation quality in these projects, and we found that several properties of communication style were particularly important for adaptation: cost and information orientation, as well as informality, precision and authenticity. Moreover, managerial slack and organizational reputation were important precursors of communication style. These results provide novel insights into the role of communication style in adaptation to interorganizational project disruptions. We discuss the implications of these insights for research on interorganizational projects in operations and supply chain management.

United for health to improve urban food environments across five underserved communities: a cross-sector coalition approach

BackgroundCross-sector coalitions can be a powerful vehicle to promote adoption and implementation of evidence-based programs and policies across diverse racial/ethnic communities with a high chronic disease burden. Few studies have examined coalition composition, function, or capacity to promote learning among members.MethodsWe used a mixed methods approach to examine the United for Health coalition’s implementation of multiple food environment interventions across five low-income communities of color in Los Angeles, California (USA). At the coalition-level, key measures included the collaborative environment, membership characteristics, process and structure, communication, resources, strengths, challenges/barriers, and community impact. At the organizational- and individual-levels, we collected data on participation, leadership development, intraorganizational change, perceived benefits, and learning outcomes.FindingsOverall, the United for Health coalition produced five community gardens, three pop-up produce markets, and one farmers’ market; members also expanded Electronic Benefits Transfer (EBT) access at three existing farmers’ markets. Findings indicate early coalition strengths included having a mutual purpose, which was maintained throughout the study period. Coalition participation and engagement was consistently high, while coalition and inter-organizational communication improved over time. Strengths were membership diversity and the availability of learning opportunities. Benefits included leadership development and strategic alignment across organizations. Members demonstrated an increased awareness of the importance of culturally adapted interventions and knowledge of community health planning topics. Key implementation challenges were a lack of resources and social context barriers.ConclusionsExamining coalition function and maturation in a real-world context reveals important lessons for scholars and practitioners committed to addressing nutrition-related health disparities in marginalized and historically underserved communities. Future work should investigate the sustainability of externally funded cross-sector coalitions after funding ceases.

Institutional Arrangement in the Investment Sector through Inter-Organizational Communication

Investment is one of the economic drivers in various countries, because investment will be able to have a very significant impact on economic development. Therefore, this investment growth has special attention in various regions to support the smooth development of investment. Therefore, investment services, especially in licensing development, have changed dynamically in line with global economic developments. This situation requires innovation in investment and licensing processes to improve the investment climate. Handling efforts can be carried out in various ways such as human resource development or organizational management aimed at facilitating services for the business community. Based on the newest phenomena and facts supported by data, the problems were analyzed using qualitative method approaches and descriptive analysis methods. Thus, a descriptive analysis method is applied to find facts by accurately interpreting and describing the group and individual characteristics of the phenomena found from the results of this study. The results of this research showed that the bureaucratic path in completing licensing was very long and had an impact on the increasingly expensive licensing fees, so that this will not support the objectives of investment policies in the region. It can be concluded that the problem lies in the institutional aspect of the agency that handles licensing and investment issues that exist in each region which are still weak in formal and informal regulations and their enforcement, so that the implementation of policies on investment is still very difficult to be implemented, or bad implementation. The implementated of law enforcement both formal and informal, one of them is supported by the synergy between policy actors and harmonization of communication among organizations because this will have an impact on making licensing easily for investment to cut long bureaucratic paths as well as expensive costs

The Implementation Of Pertisun As A Policy Innovation In Absorbing Public Aspirations In Merangin Regency

This study aims to analyze the implementation of Pertisun as a policy innovation in Merangin Regency. The implementation of autonomy makes the regions have sufficient flexibility in managing their territory. Its form is regional development programs based on community inputs. Various studies show that many people's desires are not accommodated in conventional mechanisms, thus requiring innovative ways. Merangin Regency has Pertisun as a mechanism to pick up people's aspirations, especially in remote areas. Innovation is an idea, product, information technology, institution, behavior, values, and new practices or objects that can be perceived as something new by individuals or society. According to van Metter and van Horn, there are six variables that affect the performance of public policy implementation, namely: policy size and purpose, resources, characteristics of implementing agents, attitudes and tendencies of the implementers, inter-organizational communication and implementing activities, and economic, social and political environment. This study was conducted using a qualitative research approach and was conducted in Merangin Regency. The results of this study found that implementation of Pertisun program has been going well as innovative policy in absorbing people’s aspirations. The Pertisun program has been able to increase the role of the community in development activities, especially public aspiration in the development planning stage.

IMPLEMENTASI PROGRAM SEMBAKO

Poor people in Indonesia finds difficulties in fulfilling their nutritional food needs. The Ministry of Social Affairs has implemented “sembako” program aimed at reducing the burden of the poor and vulnerable people in fulfilling some main food items. This research aims to describe the implementation of “sembako” program in Lebak Regency, Banten Province. This research regarding the implementation of “sembako” program is based on theory of policy implementation that emphasizes six dimensions, namely standards and objectives, resources, characteristics of implementing agencies, disposition of implementors, interorganizational commu-nication, and economic, social and political conditions. This research uses descriptive-qualitative method. Samples of this research are drawn on purposive and snowball sampling. The collection of data uses interview, observation, literature study, and documentation. The collected data are qualitatively described. Results of this research indicate that the implementation of “sembako” program in Lebak Regency, Banten Province, is not optimally conducted on dimensions of standards and objectives, resources, characteristics of implementing agencies, disposition of implementors, interorganizational communication, and economic, social and political conditions. Some causes are related to the lack of discipline of the local government apparatus, the lack of people’s awareness in completing assistance administration, the lack of inter-implementor coordination and communication, the occurrence of social jealousy because of poor people that do not obtain assistance yet, and the presence of political motives in selecting e-Warong and poor people that obtain assistance.

Strategies of relief organizations for improvement of disaster risk communication process in Iran

The frequency and severity of disaster occurrence and emergency situations, and the importance of disaster risk communication of relief organizations to increase the readiness of societies in the case of disaster are increasing around the world. This study aimed to identify relief organizations' strategies to improve disaster risk communication in Iran. This qualitative study was conducted with the participation of 25 managers, relief workers, and people who had experiences in response to one of the disasters. The data were collected using semi-structured interviews and analyzed using conventional content analysis.The analysis of the data of this study led to the identification of 3 categories and 9 sub-categories regarding strategies of relief organizations to improve risk communication. These categories are 1) management of information and educational communication 2) management of communication barriers, and 3) Inter-organizational communication management.Relief organizations use different strategies to improve disaster risk communication, and communication barrier management is vital for improving organizations' communication with people. Developing risk communication improvement strategies can help planners and managers design and implement effective risk management programs.

Interorganizational Communication at Mass Gatherings: Professionals' Perceptions during the Planning and Implementation Stage of Marathon Events.

Mass gatherings (MGs) often bring together professionals and organizations that collaborate irregularly or have never engaged in joint working. They involve interaction and communication among multiple and diverse services, which can often prove challenging. Planning such an event is of paramount importance for its success, and interorganizational communication ranks among its most important aspects. Nonetheless, there is limited empirical evidence to support interagency communication in MGs. This study used the 2017 Athens Marathon (Athens, Greece) as the empirical setting to examine how interorganizational communication was perceived among the multiple public health and safety professionals during the planning and implementation phase of the event. Data comprised 15 semi-structured in-depth interviews with key informants, direct observations of meetings and the event itself, and documentary analysis. Open coding and thematic analysis were used to analyze the data. Findings indicated three key components of interorganizational communication in such an event: (1) shared situational awareness; (2) interorganizational understanding; and (3) implementing liaison officers. This study outlined the factors that influenced interorganizational communication before and during a MG. Practical implications arising from this study may inform the way organizers of marathons and other mass sporting events can engage in effective interorganizational communication.

IMPLEMENTASI DAN EFEKTIVITAS KEBIJAKAN PEMERINTAH DALAM BENTUK BANTUAN PANGAN NON TUNAI TAHUN 2020 DI KECAMATAN SORKAM KABUPATEN TAPANULI TENGAH

One of the programs established by the government to reduce the burden on the community in meeting basic needs is the Non-Cash Food Assistance Program (BPNT). This study aims to determine the implementation of the Non-Cash Food Assistance Program (BPNT) in Sorkam District, Central Tapanuli Regency. This research is a qualitative descriptive study. Data collection techniques used are observation, interview, and documentation techniques. Determination of informants using purposive sampling technique. The data validity technique used is triangulation. The results of the research regarding the Implementation of the Non-Cash Food Assistance Program (BPNT) in Sorkam District, in Interorganizational Communication; The socialization carried out by the implementing actors has been carried out properly and sustainably, namely before the launch of the BPNT program through E-Warong in Sorkam District and monthly socialization by the companion party to the target group. Implementing Characteristics; The process of implementing the BPNT policy in Sorkam District has been optimal and is felt by the community. However, the behavior of implementing agents in service still needs to be improved. Social, economic and political conditions; the social situation is still not good because there are still some residents who are illiterate so that in conducting transactions the BPNT program has difficulty. For the economic situation of the community can still be said to be stable and the political situation in Indonesia is also not experiencing problems. The disposition or attitude of the executor; implementor that the parties involved provide a good response to the implementation of the BPNT program which will later be able to achieve its goals properly. All the implementers involved have actually carried out their respective tupoksi, it&amp;#39;s just that there are implementors who are reluctant to carry out their duties.

Inter-organisational communication: organisational future orientation, inter-organisational interaction quality and inter-organisational group mechanism

The purpose of this study is to investigate the effect of organisational future orientation and interaction quality on inter-organisational communication, and the mediating role of inter-organisational group mechanism on the relationship between organisational future orientation, interaction quality and inter-organisational communication. A questionnaire assessing the experience of organisational future orientation, inter-organisational interaction quality, inter-organisational group mechanism and inter-organisational communication was administered to 101 out of 136 humanitarian organisations delivering social services to refugee settlements in Uganda. The proposed hypotheses were tested using PLS-SEM in the SmartPLS version 3.3.0 for professionals. The paper found that organisational future orientation has a positive impact on inter-organisational communication. Inter-organisational group mechanism partially mediates organisational future orientation and inter-organisational communication whilst it fully mediates the relationship between inter-organisational interaction quality and inter-organisational communication. The findings of this research provide useful insights into the role of inter-organisational group mechanism in boosting the role of organisational future orientation and interaction quality in inter-organisational communication in humanitarian relief delivery. Hence, a high level of inter-organisational group mechanism not only improves inter-organisational communication in humanitarian relief delivery but also enhances the benefits of organisational future orientation and interaction quality for inter-organisational communication. This research is one of the limited studies that investigate the effect of organisation future orientation and interaction quality on inter-organisational group mechanism and inter-organisational communication in humanitarian relief delivery in sub-Saharan Africa.
