The role of inter-organisational communication in the performance of strategic alliances: a relational perspective

PurposeThis study aims to determine whether inter-organisational communication, based on four communicational dimensions (willingness, behaviour, commitment and quality), influences the performance of strategic alliances.Design/methodology/approachTo achieve this objective, from a relational perspective, a qualitative approach was adopted, resorting to five small and medium-sized enterprises (SME)/cases in Portugal. Interviews with the key informants of these SMEs and documentary analysis were used to collect data.FindingsBased on the cases analysed, the results show that communication is fundamental, valued and implemented in the SMEs studied. However, this is informal communication, reflecting the cooperation established and not based on contracts. In these SMEs, communication is the basis for understanding the alliance’s objectives and their fulfilment, which creates satisfaction in the partners and the alliance’s success. Communication also allows an alliance to be maintained and develop continuously, creating bonds between the partners.Practical implicationsWithout that communication, alliance performance will not be possible. The study is relevant as it indicates management practices in strategic alliances based on inter-organisational communication, aiming for good performance. Therefore, it contributes to advancing knowledge about strategic alliances through the innovative link with inter-organisational communication and its applicability.Originality/valueThis study is new and innovative because it contributes to the literature in the area of strategic management, as it presents phenomena to do with inter-organisational communication and its relation with strategic alliances in SMEs, as well as advancing knowledge about the relational perspective. In addition, the application and development of inter-organisational communication, in all its communicational dimensions, are the basis for maintaining alliances over time and their performance.

Implementation of Disaster Mitigation Educational Policies in Pre-school: A Case Study of Effective Steps in Preparing Children for Disaster

Disaster mitigation for early childhood involves introducing preparedness before and after a disaster to reduce vulnerability risks. The objective of this study is to examine the implementation of disaster education policies in early childhood education. This descriptive qualitative research employs interviews, observation, and documentation as data collection techniques. The research subjects include two teachers and the principal at PAUD IT Insan Madani Meukek, South Aceh. The findings indicate that the implementation of disaster mitigation education policies in early childhood education has been effectively operationalized, such consistent integration of disaster preparedness into curriculum activities and adequate training and support provided to educators. furthermore, the teacher’s role is critical as a planner, organizer, implementer, communicator, director, and facilitator in disaster mitigation education for early childhood. Additionally, according to Van Meter and Van Horn's policy implementation theory, the effectiveness of implementing disaster mitigation education in preschools is influenced by the clarity of policy objectives, availability of resources, inter-organizational communication, as well as the attitudes of the implementers.

Facing the Garbage Piles: Implementation of Domestic Waste Management by Village-Owned Enterprises

As part of efforts towards Indonesia's Free of Waste, Bojonegoro Regency implemented the Garbage Emergency program in 2020. This program includes strategies for waste utilization and determining the location of Final Waste Disposal Sites. Through collaboration between the Village Government and Village-Owned Enterprises (BUMDesa), innovations have been created to address household waste issues. The domestic waste management program managed by BUMDesa targets the direct participation of households in waste sorting and storage according to its classification, with the hope of reducing the accumulation of waste that pollutes the environment. This research aimed to analyze the implementation of domestic waste management by Village-Owned Enterprises. The method used in this research employed a qualitative approach with a case study design. The research focused on six indicators: policy standards and objectives, resources, characteristics of implementing agents, inter-organizational communication, socio-economic-political conditions, and the disposition of implementers, with data collection techniques including interviews, literature review, and documentation. Findings from this research indicated that the implementation of waste management programs in Sambiroto Village involves cooperation between the village government, Village-Owned Enterprises, and residents. This program aimed to reduce the volume of waste originating from households by actively involving community participation. However, the implementation of this program faces challenges, including limited resources and a lack of financial support from the community. The village government needed to improve communication and provide training for the community and personnel involved in the program. Additionally, providing subsidies or assistance to low-income communities can also enhance participation in waste management. With the hope that this program can have a positive impact on environmental cleanliness and increase public awareness of the importance of sustainable waste management.

Information technology permeates every facet of human society in the internet age. The internet has fundamentally transformed human interactions by providing unprecedented support for interpersonal and inter-organizational communication and information sharing. As the paramount technological tool in the contemporary world, it is instigating social reconstruction (Li, 2017). Currently, the comprehensive impact of the internet on education is intensifying, bringing about digital transformation of education across the globe (Zhong, 2019).

<p align="justify"><em>When the COVID-19 pandemic gradually subsided, digital disruption was considered a game changer for today's work, such as work from home (WFH). The prevalence of digital disruption in contemporary work has triggered the birth of a digital labor class, which broadly impacts intra- and inter-organizational communication, especially in dealing with work-related risks in an increasingly insecure labor market. In a macro context like this, digital labor within neoliberal higher education institutions became an interesting phenomenon, especially given the worsening conditions of intellectual workers and changes in academic behavior and practices. A recent study showed many practices violating academic integrity in Indonesian higher education institutions, such as plagiarism, data fabrication, improper claims of authorship, contract-cheating, and other violations of professional codes of ethics. To address these problems, the author employed a critical method of the political economy of communication and the sociology of work to analyze 'short-time logic' as an operational mechanism in flexible capitalism, commoditizing workers' time by blurring the boundaries between productive and leisure time and turning the illusion of worker autonomy into a 'sustained contestation.' The 'short time logic' of flexible capitalism deformed intellectual workers in higher education in Indonesia into digital labor because they were constantly conditioned to produce intellectual products with highly competitive metrics but lacking reflection and meaningfulness, which sharpened the gaps in competency-based inequalities and created a new hierarchy of social classes in higher education. </em><strong></strong></p>

IMPLEMENTATION OF DIGITAL TOURISM MARKETING PROGRAMS IN THE ERA OF INDUSTRIAL 4.0 BY DEPARTMENT OF TOURISM AND CREATIVE ECONOMY IN CIREBON CITY

Tourism is a leading sector that has a positive impact on development on all fronts, both from a socio-cultural perspective, especially in terms of economic growth. At this time, the industrial revolution has reached industry 4.0. In this era, internet users in the world are increasing from year to year. As one of the sectors that plays a very important role in the economy of Cirebon City, namely the tourism sector, it is also necessary to use methods digital marketing in terms of marketing. With digital marketing, tourist attractions, culinary, cultural and everything related to tourism which has its own charm and appeal can be promoted quickly and widely with the help of the internet network. Tourism marketing carried out by the Cirebon City government has actually implemented digital marketing, but this application is only limited to social media and is still less active in marketing tourism in Cirebon City. In this research, the author used descriptive qualitative research methods. Data collection techniques were carried out by means of observation, interviews and documentation. Based on the tourism digital marketing program, it has been implemented by the Department of Tourism and Creative Economy, but because there are still several obstacles, this program cannot run optimally. This is in accordance with the results of the author's research using implementation theory from Van Meter and Van Horn, for the dimensions of policy size and objectives, characteristics of implementing agents, attitudes/dispositions of implementers, inter-organizational communication and implementing activities are considered to be good, whereas for the dimensions of resources and the economic, social and political environment are still not supportive

Unlocking the potential of digital transformation: a dual-chain mediation model for product innovation performance in manufacturing

ABSTRACT This study investigates how digital transformation enables product innovation performance. Drawing on the two factors of collaboration, specifically interaction and integration, this research introduces variables encompassing both intra- and inter-organisational communication as well as resource integration. A dual-chain mediation model is constructed to examine the underlying mechanism by which digital transformation enhances product innovation performance in manufacturing firms. Results from 268 questionnaires indicate: (1) Digital transformation alone is not enough to drive product innovation performance. Instead, firms need to enhance both intra- and inter-organisational communication to promote resource integration. (2) The chain mediation effect of intra-organisational communication and resource integration is stronger than that of inter-organisational communication and resource integration. This suggests that merely improving intra-organisational communication through digital transformation is insufficient and that increased resource integration is necessary to effectively promote product innovation performance. Conversely, when digital transformation enhances inter-organisational communication, it increases product innovation performance. (3) A fit effect is observed between intra- and inter-organisational communication, significantly influencing resource integration. This research contributes to the existing literature by elucidating the two-stage logic of collaboration and highlighting the complementary effect of intra- and inter-organisational communication on resource integration between digital transformation and product innovation performance.

Communication Catalysts: How Personal Ties Enhance Supply Chain Efficiency

The role of communication is crucial for the longevity of businesses and contributes to the integration of the supply chain. While the significance of inter-organizational communication within this chain is widely acknowledged in the literature, there are still gaps in understanding the impact of personal ties among employees on these communications. This study specifically addresses a gap concerning the insufficient exploration of the role of personal ties outside the professional environment, with a particular focus on friendships among employees of partner companies within the supply chain and their influence on company-related communication processes. Through semi-structured interviews and employing the grounded theory method, this research identifies four emerging aspects of the processes, highlighting the facilitating role of personal ties in professional exchanges. The findings allow for the development of a preliminary theory on the interaction between personal social networks and inter-organizational communication within the supply chain, thereby paving the way for significant implications for future research.

IMPLEMENTASI PROGRAM KAS-RPA KAMPUNG ASUH DALAM MEWUJUDKAN SURABAYA KOTA LAYAK ANAK

KAS-RPA is a Surabaya City government program in the context of realizing Surabaya as a child-friendly city. This program consists of five indicators, namely, learning villages, healthy villages, assisted villages, safe villages and productive creative villages. This research aims to examine various aspects, human resources, communication between organizations, the disposition of implementers, and bureaucratic structures that contribute to the successful implementation of (the KAS-RPA) foster village. The method used is descriptive qualitative, with primary and secondary data sources used through direct interviews and participant observation. The research focus of this study is to describe the factors for the success of implementing the foster village program in order to create Surabaya, a child-friendly city in RT 4, RW 2, Sidosermo Village, Surabaya. The results of this research indicate that the implementation of the KAS-RPA foster village program was successful due to the following factors, including good inter-organizational communication, good characteristics of implementing agents, and responsiveness of competent human resources.

ANALYSIS OF THE COMPLIANCE OF IMPLEMENTING PERFORMANCE ALLOWANCES FOR CIVIL SERVANTS AT LEMDIKLAT POLRI WITH THE PROVISIONS OF THE INDONESIAN NATIONAL POLICE CHIEF REGULATION NUMBER 7 OF 2020

The research evaluates the implementation of performance allowance policies for Civil Servants at Lemdiklat Polri (Indonesian National Police Education and Training Institute). The bureaucratic structure effectively supports policy implementation due to Standard Operating Procedures (SOP) from the central authority serving as a reference. However, inter-organizational communication faces obstacles when interacting with employees as the target group. Information about National Police Chief Regulation Number 7 of 2022 and Employee Performance Appraisal (SKP) procedures has not been adequately communicated, leading to discrepancies in performance allowances and SKPs.Insufficient human resources can impact the policy's success, especially in Lemdiklat Polri's Human Resources Department (Bag SDM Rorenmin). However, infrastructure and facilities seem adequate to support policy implementation. Policy implementers still lack a high commitment to their duties as per National Police Chief Regulation Number 7 of 2020. Delays in monthly performance allowance disbursement are common due to tardiness in attendance summaries and processing requests. This reflects that policy commands aren't fully executed by the target group, primarily due to ineffective communication influencing their behaviour. Addressing these challenges is essential to implement performance allowance policies at Lemdiklat Polri successfully.Keywords: Compliance, Performance Allowances and National Police Chief Regulation Number 7 of 2020

Kinerja Implementasi Kebijakan Pendataan Lengkap Koperasi, Usaha Mikro, Kecil dan Menengah Tahun 2022 di Sumatera Selatan

The data collection level in the Comprehensive MSME Census Activity 2022 in some regions of South Sumatra exceeded the target, while others fell short, despite facing similar challenges and receiving the same policy instruments. This study aims to analyze the implementation performance of the Comprehensive MSME Census Activity in South Sumatra and identify factors influencing performance gaps. Employing a descriptive analysis method with a qualitative approach, the study utilizes Van Meter & Van Horn's Implementation Process Model, considering six policy implementation aspects: policy standard and objective; the policy resources; inter-organizational communication and enforcement activities; the characteristics of the implementing agency; economic, social, and political conditions; and the disposition of the implementors. The research findings reveal a generally successful and comprehensive implementation performance of the 2022 Comprehensive MSME Census Activity in South Sumatra. Notably, the highest data collection achievement in Muara Enim District (171%) resulted from implementers' dispositions, modifying data collection mechanisms through discretionary initiatives. In contrast, the lowest achievement in Ogan Komering Ilir District (60%) was attributed to adhering strictly to procedural steps provided by policy framers. Effective policy implementation necessitates technological infrastructure readiness and the competence of involved personnel. Policy success hinges on government urgency to establish a Unified MSME Data System and specific task allocation based on professional needs. Impeding factors include field workers' inefficiency and persistent sectoral egoism affecting collaboration.

Implementation of Career Development Policy for Civil Servants Through Talent Mobility in Dki Jakarta Provincial Social Services

In accordance with PANRB Ministerial Regulation Number 3 of 2020, National ASN Talent Management is an integral component of National Career Development Management, executed through transfers and/or promotions. The DKI Jakarta Provincial Social Service, housing a staff of 200 employees, reveals that approximately 18.5 percent, or 47 employees, have not undergone rotations in over 5 years. This study seeks to assess the application of civil servant career development policies via Talent Mobility within the DKI Jakarta Provincial Social Service. Employing a qualitative descriptive research method with an inductive approach, the research delves into the implementation of these policies by scrutinizing the factors connecting policy to performance. The findings indicate a reasonably effective implementation of the civil servant career development policy through Talent Mobility in the DKI Jakarta Provincial Social Service. However, certain aspects, such as standard factors and policy objectives, policy resources, inter-organizational communication and law enforcement activities, characteristics of implementing agencies, economic, social, and political conditions, and the disposition of implementers, warrant improvement. Recommendations stemming from the research are as follows: (1) Emphasize the need for commitment from all stakeholders in executing the talent mobility policy, (2) Prioritize the analysis of employee needs before recruitment processes to ensure a more accurate alignment with organizational requirements, (3) Initiate formal outreach programs dedicated to discussing talent mobility to deepen employee understanding and engagement, (4) Establish a structured training program aligned with employees' respective fields of work, backed by a designated budget for training initiatives, (5) Institute programs aimed at enhancing employee welfare comprehensively, and (6) Recognize the pivotal role, particularly that of leaders, in reshaping employee thought patterns to align with the objectives of Talent Mobility.

Implementasi Program Jaminan Sosial Ketenagakerjaan bagi Tenaga Kerja Bukan Penerima Upah di BPJS Ketenagakerjaan Padang

The existence of high threats and work risks that can occur at any time to the entire workers can have an impact on the welfare of workers. Therefore, there is a need for social protection for workers so that they can be protected from all threats and risks resulting from work. Especially for the Non-wage workers in Padang city which number of Non-wage workers in Padang city is quite high. Program of BPJS Employment is a government effort to fulfill the basic rights of citizens to obtain protection from various socio-economic risks resulting from work threats. This research aims to know how the implementation of employment social security program for Non-Wage workers at BPJS Employment Padang City. This study uses a qualitative approach with a descriptive method. Data collection techniques were conducted through interview, observation, and documentation. This research uses the theory of Van Meter and Van Horn, which consists of six variables: policy standards and objectives, resources, characteristics of implementing agents, inter-organizational communication, attitudes or tendencies of implementers, and social, economic, and political environmental conditions. Based on the research findings, the researcher concludes that the implementation of the Employment Social Security Program for Non-Wage Workers at BPJS Employment in Padang City has been implemented, but its application is still not optimal. There are still several obstacles in the implementation of the BPJS Employment Program, such as the lack of human resources in program implementation. Furthermore, there is a lack of knowledge and understanding, as well as misunderstandings among the public regarding the BPJS Employment Program. In addition, there is inconsistent communication and coordination with labor institutions and organizations, and the presence of other insurance institutions that may hinder the implementation of the BPJS Employment Social Security Program.

Calculative trust, relational trust, and organizational performance: A meta-analytic structural equation modeling approach

We draw on transaction cost economics and social exchange theory to explore how two different types of inter-organizational trust, namely, calculative trust and relational trust, affect organizational performance. Our meta-analysis of 60 empirical studies shows that both types of trust have a positive effect on organizational performance. However, the two types of trust influence organizational performance through different mediating mechanisms. Whilst calculative trust influences organizational performance through inter-organizational information exchange and uncertainty, relational trust affects organizational performance through inter-organizational communication and commitment. Our study enhances understanding of the mechanisms through which trust influences organizational performance, and also provides an explanation of the contradictory findings regarding the relationship between inter-organizational trust and organizational performance.

Implementation in Handling Ex-Lepros Communities by The Social Service of Makassar City

This research aims to find out how the implementation of the development ex-leprosy Community by the social services of Makassar city. Starts from standards and targets of resource policies, inter-organizational communication, characteristics of implementing agents and strengthening activities in economic, social and political conditions. The research method used in this study is to use a qualitative descriptive method, namely the data obtained will be analyzed and then poured into a series of words, this technique aims to systematically describe the facts and data obtained. The results of this study indicate that there are still obstacles in the implementation of handling of the excluded community based on Makassar Mayor Regulation No. 89 Years 2016 carried out by the social services of the city of Makassar. problems related to work programs, provision of skills training and basic food assistance to the community are not implemented actively and meet the needs of the ex-leprosy community in the city of Makassar.

Managing inter-organizational trust and risk perceptions in transboundary fisheries governance networks

Transboundary fishery management represents a significant governance challenge that requires ongoing inter-organizational communication, collaboration, and collective action to ensure sustainability. Previous research suggests that different dimensions of perceived risk, trust, and control interact in complex ways to affect inter-organizational collaborative performance, providing an administrative ‘architecture’ that enables partners to share resources, engage in teamwork, resolve conflict, and coordinate tasks and responsibilities while also allaying their concerns about the alliance. However, the extent to which different control mechanisms influence trust and mitigate the perceived risks of collaboration between the diverse organizations involved in transboundary fisheries management remains unclear. This paper presents the quantitative results of survey research conducted in the Salish Sea of North America, an ecosystem spanning the Canada-US border between British Columbia and Washington State. The survey instrument operationalizes a multi-dimensional trust-control-risk framework considered suitable for studying inter-organizational natural resource management (NRM) networks. The findings support descriptions of the Salish Sea as having fewer nation-to-nation governing bodies resulting in a lack of effective formal controls, high perceived regulatory risk, and low procedural trust attributes that can negatively affect the collaborative performance of the fishery management network. This study represents the first quantitative analysis of the complex relationships between different inter-organizational management strategies, trust dimensions, and perceived risks in transboundary fisheries governance, and offers new directions for future research on NRM collaboration.

Advancing shared accountability for meaningful community engagement with socially vulnerable communities: Lessons learned from COVID-19 health education and general outreach in an urban region.

As COVID-19 public health emergency measures come to an end, socially vulnerable communities have reduced access to resources that address social and health disparities created or exacerbated by the pandemic. Social workers must uphold access to healthcare as a human right in the post-pandemic era by reducing social vulnerability and strengthening community resilience to respond to future health emergencies and natural disasters. This paper draws on the experiences of a team of social work researchers, students, and practitioners engaged in efforts to disseminate information on COVID preventive measures and broker access to local health and social resources. This project, based in one of the fastest-growing metropolitan areas in the United States, formed part of the federal research response to promote community engagement in regions most disproportionately impacted by the COVID-19 pandemic. Through participation in health fairs and community events that targeted persons with limited access to healthcare resources, we gathered critical insights on how to build community capacity for meaningful community engagement. Drawing on a conceptual model for evaluating community engagement strategies, we describe three main barriers to collaborative community outreach: weak organizational communication and coordination, inconsistent strategies for requesting on-site health services, and low neighborhood awareness of outreach events. We advance strategies for improvement that engage community-based organizations, health systems, backbone organizations, and community members in targeted activities to build community resilience. This includes inter-organizational communication during outreach event planning, formal processes to promote greater use of mobile health services, centralized event communication, and grassroots outreach event promotion.

THE IMPLEMENTATION ANALYSIS OF E-GOVERNMENT USING E-BPJS KESEHATAN IN HARJAMUKTI CIREBON: A CASE STUDY

The mechanism for paying BPJS contributions using a virtual account system is considered inflexible; although administratively collective payments are deemed more efficient, the potential for reducing the collectability of contributions is remarkably high. For this reason, this study aims to analyze the implementation of e-government using BPJS Kesehatan Mandiri virtual account system in Harjamukti Sub-district, Cirebon City. The research was conducted using qualitative methods. Data collection techniques were carried out through literature studies, observations, and interviews. The selection of informants in the study employed purposive sampling against 3 employees and 10 families. The results concluded that e-government using BPJS Health Mandiri virtual account system in Harjamukti Sub-district, Cirebon City, had taken into account Van Horn and Van Meter policy implementation variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agents, and the disposition of the implementer. In the present context, the social, economic, and political circumstances continue to be limited by the unpredictable nature of communal revenue. Implementation of tourism levy policy at Minanga beach in North Gorontalo district

The research objectives are: · To know and describe the implementation of retribution policy of Minanga beach tourism in North Gorontalo Regency, · To find out and describe the determinants of the success of the implementation of Minanga beach retribution policy in North Gorontalo Regency. Data collection techniques were observation, interview, and documentation which were then analyzed using qualitative analysis based on the concept of Miles and Huberman. The result of the research shows that: · Implementation of retribution policy for Minanga beach tourism in North Gorontalo Regency has been carried out starting from the stages of planning, implementation, and monitoring and evaluation, but still experiencing obstacles such as cooperation agreements that are considered to provide less value/benefit of economic improvement for the community, often asymmetric information between the management of retribution policy at the village level and at the regional level, lack of government attention in improving the availability of infrastructure, and still lack of supervision conducted by the Regional Government. · Factors determining the success of the implementation of the Minanga beach retribution policy in North Gorontalo Regency are appropriate and implemented starting from policy standards and objectives, factors of policy standards and objectives, resources, inter-organizational communication and strengthening activities, organizational characteristics of implementing agents, and factors of socio-economic and political conditions. However, there are still some obstacles in the retribution policy targets that are not yet visible, resource factors including facilities and infrastructure, as well as low budget capabilities and poor levels of cross-sector communication.
