Formation of Industrial and Logistics Hub in the Border Areas of Kazakhstan and Uzbekistan

Central Asia is a strategic region of the China-Europe continental bridge. The conflict between Russia and Ukraine has seriously affected international supply chains, which has led to the intensification of the development of alternative corridors and the construction of new regional logistics hubs along them. The purpose of the research is to determine, on the basis of these sources, the factors of the formation of industrial and logistics hubs, as well as the directions of their development on the example of the border regions of Kazakhstan and Uzbekistan. In preparing this article, a mixed research strategy was used, which implies quantitative and qualitative methods. It consists not only of the systematic study of the literature on the research topic and statistical information but also involves the implementation of theoretical studies, comparison, generalization and analysis of the results, argumentation and formulation of conclusions. The study identified the main constraining factors for the development of such centres delays in customs inspection, inconsistency in the legal framework of the transportation process, underdevelopment of infrastructure, low level of digitalization and the use of information systems, the use of non-tariff barriers, low level of digitalization and the use of information systems. The creation and development of integrated transport services based on a digital platform will speed up this process. In addition, taking into account these factors, the components of an industrial and logistics hub are proposed: an industrial zone, a logistics zone, a trading zone, a certification zone with appropriate services, as well as a digital platform as a link between all components.

ПЛАН УСТОЙЧИВОЙ ГОРОДСКОЙ МОБИЛЬНОСТИ В КОНТЕКСТЕ MAAS

This article discusses the features of the implementation of the «Maas» service, reflecting the stages of the SUMP cycle. The MaaS system is the integration of transport services into a single system. The article describes the aspen principles of the «mobility as a service» service, considers the principles of the sustainable urban mobility plan in the context of MaaS, analyzes the results of the sociological survey «Readiness to use MaaS services».

HUBS AS A KEY TOOL FOR IMPROVING THE QUALITY OF THE SERVICE AND DEVELOPMENT OF MULTIMODAL PASSENGER TRAFFIC

This article stresses the need to develop multimodal passenger transport. Particular attention is paid to the construction of HUBs based on railway stations. HUB is the transport interchange node, passenger complex, which redistributes passenger flows between transport modes and directions. They allow to optimize transportation processes, as well as to create an infrastructure for convenient and fast passenger transfer between different transport modes. The preconditions for creating organizational conditions to ensure the sustainable development of the passenger railway transport sector are outlined. In the near future, combined passenger transport with the participation of several modes of transport will attract tourists from around the world. The authors’ concept of the term “passenger comfort zone” is proposed, which takes into account all the needs of modern tourists. The mechanism of multimodal transportations of passengers by railway transport in interaction with other participants of the servicing process is presented. A model of institutional support for the development of multimodal passenger railway transport is proposed to create conditions for integrated transport services for passengers by the passenger railway transport complex. The expediency of forming a system of railway passenger HUBs in Ukraine is vital to attracting investments to improve transport and tourism infrastructure, as well as to roll stock and a range of services for the benefit of all stakeholders in the transport sector (e.g., the state, investors, and passengers).

Beep4Me: Automatic Ticket Validation to Support Fare Clearing and Service Planning.

An integrated transport service fare system, supported by an agreement for ticket revenue sharing among service providers, is an essential component to improve the experience of the users who can find single tickets for the integrated transport services they look for. A challenge is to find a model to share the revenue which all providers agree on. A solution is to adopt data-driven approaches where user-generated data are collected to extract information on the extent each transport service was used. This is consistently used. However, it suffers from incomplete data, as not all users always validate their ticket when checking out or when switching lines. We studied all technologies available to support automatic ticket validation in order to record when the users access and exit each service line. The contributions of this work are the following: we give an in-depth description of the inner workings of this novel approach describing how we take advantage of each technology; we present the developed solution (Beep4Me), which adds new functionalities to an existing mobile ticketing platform; and we describe our testing framework, which includes most cases users might encounter during a trip. Our results demonstrate how it is possible to collect key data related to validations which can be used first for clearing purposes and then for network planning/fleet optimization.

Models for Supporting Mobility as a Service (MaaS) Design

Mobility as a Service (MaaS) is the new approach in transportation systems that allows users to use different transport services as a single option, by using digital platforms and with integrated design. In MaaS many actors can be identified: MaaS operators, MaaS companies, MaaS users, citizens, system manager/planner. In order to be able to design the system in an integrated way, it is necessary to identify comprehensive methodologies that make it possible to reach sustainability targets in a context where the decisions to be taken are shared between several operators and affect users and citizens. In this paper, the methods to be adopted for the design of an integrated transport service system have been studied. The main aim of this paper concerns the specification of transport system models for estimating the effects of decision-makers’ actions on MaaS. The consolidated design methodologies of transport networks have been extended in the context of the MaaS. The paper reports a methodology that can be used and describes the main models to be used, which derive from consolidated specifications in the field of transport systems engineering. The methodologies have to be integrated into Intelligent and Communication Technology systems to build the Intelligent Transport System in the MaaS environment.

This article discusses the prospects for the development of the "Smart City" concept based on the introduction of the MaaS system. The MaaS system is the integration of transport services into a single system. The article describes the principles and features of the implementation of the mobility as a service system and considers the system maturity index.

Integrated transport service model as a mechanism for sustainable economic development

Production enterprises need to take into account changes in the external and internal space in real time and self-adapt to these changes for effective functioning in modern economic conditions. Based on this, it is important to solve the problem of finding new (alternative) approaches and mechanisms for sustainable economic development, increasing the synergy effect and the quality of the implementation of business processes, both for the entire enterprise and for its individual production and technological divisions. At present, the transport system, as an indicator of all economic activity, is characterized by technological disunity, fragmentation of technological processes, lack of systematic and holistic technological development of elements that ensure the functioning of transport, with a sufficient level of partnership with the owners of rolling stock and cargo owners. This leads to a failure to meet the forecast values of production volumes and a loss of profitability. The model of integrated transport services presented in this paper ensures the unity of the space of transport services (transport services) and creates prerequisites for the sustainable development of the enterprises’ economy.

Stages of sustainable development of the integrated transport service model

The inevitability of the formation of a strategy for the accelerated development of competitive advantages, both industrial and transport manufacturing enterprises, is due to the influencing factors affecting the decrease in the volume of freight traffic. To solve this problem, a multidimensional method is needed that provides a decrease in production costs and an increase in profitability based on the principle of comparative analysis of production indicators. One of the ways to solve this problem is to reduce the value of the additional price for the finished product, which includes the existing transport costs. Reducing the price of transport costs, it is possible to increase the efficiency of all subjects of transport and production processes integratively and taking into account the logically rational distribution of business processes, elimination of ineffective participants in business processes. This paper presents an integrated transport service model that creates a unified transport service architecture. The stages of sustainable development of the model are analyzed taking into account traffic categories. The proposed method for constructing a model of integrated transport services decreases the price value of correspondence of freight flows, reduces the additional value of goods (products), stimulates factors of economic growth and factors of competitiveness of enterprises of the industrial, production complex and subjects of transport services.

Методологические подходы к формированию транспортно-информационного пространства при развитии кластеров комплексной транспортной услуги

In this paper, methodological approaches to formation of transport and information space in the development of clusters of integrated transport services based on a multi-agent construction method are considered. The scheme of inter-cluster subject mutual integration based on implementation of unified technological (transport and production) processes is presented. The model of the system of subject mutual integration in the single transport and information space of the cluster of integrated transport services has been developed. Methodology for constructing a matrix of indicators in the system of determining and recognizing optimal solutions based on the ratio of three-dimensional cubes has been formed. The information architecture of the environment of subject mutual integration is proposed, based on the multi-agent method of construction and displaying specific properties, culture of information behavior, memory and goals, uniqueness of definition and recognition of management decisions. A three-level model of the algorithm of subject mutual integration has been developed, which establishes the procedure of actions aimed at achieving continuous integration and updating of a single knowledge database, along with this, the knowledge gained is used as an information resource opportunity in the development of production entities and regions. Methodological approaches to the construction of the transport and information space provide the basis for virtual subjective mutual integration, transformation of automated control systems into information and intelligent systems.

Межотраслевая информационно-интеллектуальная модель интеграции информационных потоков субъектов межрегионального уровня

Modern challenges actualize the search for transformation of management and interaction mechanisms and tools for determining and making optimal managerial decisions based on quota (distributed) information and intellectual content, which create conditions for the implementation of a systematic method for solving the problem of creating a large-scale and multifunctional complex of information and intellectual management and interaction systems. In this paper, the principles of building an intersectoral information and intellectual model of integration of information flows of subjects of the interregional level are considered. The construction of the model is based on the principles of information and intellectual interaction in the segment of the information economy of social and marketing cooperation. The components of the model formation methodology are presented. The system of component-methodology assumes concentration in one perimeter of information flows coming from the integrating information systems of subjects of the intersectoral, interregional level, federal regulators and business associations, using the information technology «big data». The model of integration of information flows accumulates and concentrates information knowledge in a single transport and information space and is a quota-based information and intellectual system, the structure of which reflects the coordinated interactions of virtual agents. The subjects of accumulation and concentration of information knowledge are virtual agents (integrating information and intellectual systems) of regulators, subjects and business associations. The creation of such virtual agents is based on the multiagent construction principle. Virtual agents are a new category of software products that operate in information and intellectual environment on behalf of the user. The principles of virtual agent modeling and methodology for constructing the model were used in creating software products «Electronic Service of integrated transport services» and «Multiagent intellectual system for management of transport services in rail-marine traffic», which were registered by the state.

Increasing the efficiency of urban public transport (UPT) services through the use of multimodal transport technologies

The present paper investigatesthe problem of providing integrated transport services to passengers traveling from suburbs to the city center. Options for the organization of the route “From the resort of healing waters - Tashkent railway station” will be studied. By using the multimodal transportation technology, and by taking an account the following demandslike the timetable, comfort, the price of transportation of passengers, the possibility of independent mobility to the different destinations will be organized. The article proposes a set of measures of improving public transport services on the routes in suburbs or from suburbs to the city center.

Cargo transportation and commodity flows management

Introduction: the subject of the study is the development of recommendations for improving the planning and organization of freight transportation and operational work in the framework of goods flow management and the effective interaction of transport market participants in the value chain. The relevance of this topic is associated with the implementation of the priorities of the Long-Term Development Program of the Open Joint-Stock Company Russian Railways until 2025. Materials and methods: analytical, marketing, design methods. Materials of general access and official sites, own research. Results: Authors have considered priority tasks that require a scientific and practical solution: building a compliance system; improving the planning and pricing system of integrated transport services; updating the concept of rationing the operational work of railways; distribution of quotas between companies - operators for the transport of goods; rating of operators’ companies; criteria for evaluating logistics activities and balanced scorecard. Conclusions: When implementing the proposal, Russian Railways will formulate tools for improving the planning and organization of freight transportation and operational work as part of the management of goods flows and the effective interaction of transport market participants in the value chain.

Organization of cargo transportation and management of commodity flows in the value chain

The subject of the research is the development of recommendations for improving the planning and organization of cargo transportation and operational work in the framework of commodity flow management and effective interaction of transport market participants in the value chain. The relevance of this topic is related to the implementation of the priorities of the long-Term development program of open joint stock company “Russian Railways” until 2025.Used analytical, marketing, and project methods; materials of general access and official sites, own research.Priority tasks requiring scientific and practical solutions are Considered: building a Compliance system; improving the system of planning and calculating the price of integrated transport services; updating the Concept of rationing the operational work of Railways; distributing quotas between operator companies for cargo transportation; rating evaluation of operator companies; criteria for evaluating logistics activities and a system of balanced indicators.When implementing the proposal, Russian Railways will develop tools for improving the planning and organization of cargo transportation and operational work within the framework of commodity flow management and effective interaction of transport market participants in the value chain.

Marketing aspects to investment attractiveness of diversified enterprises of aviation transport and logistic clusters

Introduction. Increased competition on the global capital market encourages companies to use marketing tools to stand out from competitors and thus have higher chances of investments attraction. The purpose of the article is to improve the theoretical and methodological foundations of regional logistics clusters formation, and to develop scientific and practical recommendations on the investment attractiveness of diversified enterprises in the aviation cluster of low-budget transportation.
 Aim and tasks. The purpose of the article is to improve the theoretical and methodological foundations of regional transport and logistics clusters, and to develop scientific and practical recommendations on the investment attractiveness of diversified enterprises in the aviation cluster of low-budget transportation.
 Results. Modern conditions of economic development are characterized by accelerating globalization and intensifying competition not only between companies and countries, but also between regions. The competitiveness of Ukraine consists of the competitiveness of the regions, which is formed by active development of economic entities in the respective regions. The competitiveness is characterized by support and development of clusters by consolidating the efforts of the state, business, science and education in priority areas of the regional economy. Besides private investment and commercial loans, the traditional sources of funding for the airport development programs are local budget support and loans, which are targeted at public financing of investment projects. In order to attract private (foreign) investments in airport development it is important to abide to several standards, including liberal administrative and tax policies of both local and public authorities, which encourage private investment initiative; effective antitrust policy of local authorities aimed at maintaining a healthy competitive environment.
 Conclusions. In order to form the positive image of the low-budget transportation cluster as a reliable, competent and solvent borrower, it is necessary to properly position the cluster and its offer to investors. The target market segment is the zonal aviation cluster can occupy a dominant position in the market segment of integrated transport services by customizing its strategy to stand out from the existing pool of competitors.

The publications of economists who studied the world transport system and the telecommunications market are considered. The role of the transport industry and telecommunications in the world economy is determined. The influence of transport infrastructure and telecommunications on the development of international economic relations at the global level is studied. The world leaders in the length of transport routes and the main telecommunication lines are determined. An incentive for the development of global transport infrastructure, which has the greatest impact on the global transport market, has been identified. The volumes of the world transport market and telecommunication market are analyzed. The factors on which the structure of the transport system and the demand for integrated transport services depend are highlighted. The main indicators of the transport system are analyzed. The structure of world freight and passenger turnover is formed. The characteristics of the primary network, which is the basis of the telecommunications infrastructure, are given. The geographical structure of the world market of transport services and the telecommunications market is considered, the leaders in each market are determined. The distribution of transport and communication services by country was considered. The leading center for the provision of transport services and the largest representation in the telecommunications sector have been identified. The connection between the transport system and telecommunications was considered. The problems that exist in the transport industry and the telecommunications sector are pointed out. The shortcomings of the transport industry and ways to overcome them are highlighted. The influence of the development of the transport industry and the telecommunications sector on the efficiency of the economy in different countries is determined. ПРОЦЕСС ФОРМИРОВАНИЯ ТРАНСПОРТНОЙ СИСТЕМЫ РЕГИОНА: ОСНОВНЫЕ ФАКТОРЫ ВЛИЯНИЯ

The transport system is an important part of the infrastructure of the Russian Federation, the development of which contributes to economic growth and stability, guarantees the integrity of the state, national security and defense of the country, improves the life of the population, and brings the Russian state closer to the world economic level. The article examines the factors that influence the development of transport infrastructure in the region. Specific regional features and their significance in the development of transport infrastructure are identified, and a classification of regions and transport infrastructures is proposed. The relevance of the research topic is related to the fact that transport infrastructure is directly connected with the life support systems of the region, has a direct impact on the production sectors, and contributes to the effective functioning and development of the production sector. The purpose of the article is to study approaches and factors affecting the development of transport systems in the regions of Russia. Research methods: system, situational approaches, analysis and description of theoretical and methodological factors that determine the prospects for socio-economic development of the region based on the coordination of strategic goals of regional policy with the goals of transport infrastructure development. Results. The article considers different approaches, classifies the transport infrastructure of the region, and identifies specific factors that influence the development of the transport system. The analysis of the transport system of the Krasnodar territory was carried out and strategic directions for its improvement were determined. Conclusions. The results of the analysis have shown that despite the diversification of transport routes in the Krasnodar territory (water, rail transport), a significant share is accounted for by road transport. Digitalization is one of the most relevant and promising areas of development of the transport system. Intelligent systems will allow to provide innovative integrated transport services, depending on the constantly changing needs of the client. To improve the regional transport system, it is necessary to improve the types of road networks and develop a modern regulatory framework for the transport sector

Formation stages of the target model of integrated freight transport services

Abstract. The need to create a strategy for a more advanced development of the competitiveness of industrial and manufacturing enterprises has been actualized considering actual conditions of reducing freight framework. Solution to this problem requires a comprehensive approach, involving a reduction in costs and an increase in revenues based on an assessment of economic performance. One way to solve this issue is to reduce the added value of the finished product. In order to reduce the cost of transport services, it is necessary to increase the efficiency of all participants in the transportation process integratively and with rational redistribution and interaction of transport business processes; exclude inefficient subjects and anti-competitors from the market of transport freight services. Article presents the target model of integrated transport services, ensuring the unity of transport service framework. Stages of the model formation were analyzed, taking into account the categories of traffic. New main quality criteria for consumers of integrated transport services has been established. Proposed system of forming the target model of an integrated transport service ensures a reduction in the cost of transportation, the added value of finished products, stimulates the growth of efficiency and competitiveness of industrial, production enterprises and subjects of transport services.

A tool to aid redesign of flexible transport services to increase efficiency in rural transport service provision

ABSTRACTRural areas generally have lower and more dispersed demands for travel which cannot sustain conventional public transport services and consequently have a greater number of flexible and demand responsive transport services operating. These services usually operate on a stand-alone basis, are often subsidized and are typically only accessible by certain passenger types or for specific trip purposes. This generally results in uncoordinated and inefficient transport provision overall. The Flexible integrated transport services (FITS) system featured in this paper has been designed to address this problem. FITS can be used as a planning tool to assess potential benefits from relaxing operating constraints (e.g., a service's operating boundaries), which can potentially suggest service redesign. It also includes the capacity to assign subsidy payments on a trip by trip basis to increase cost efficiency whilst meeting a greater proportion of transport needs. The case study in the paper focusses on transport to health in the Aberdeenshire and Morayshire areas of Scotland in the UK. Despite flexible transport operators receiving public funds to meet passenger needs, this is currently being supplemented by public bodies paying large amounts in taxi fares in instances where there is a statutory obligation to provide travel but where no other suitable transport service exists. The results demonstrate the potential substantial savings which could be realized by allowing transport operators to redesign their services by relaxing constraints and by the reassignment of subsidies: resulting in more passenger demands being met and a reduction in public spending on taxi fares.

Interactive Evolution and Coordination of Urban Transport

With the continuous expansion of urban scale, blindly increasing or controlling transportation infrastructure possibly creates a short board in an urban system. In this study, a macro traffic integrated system was constructed according to a city's economic size distribution and transportation infrastructure. The planning strategy of traffic, industry, space interaction and coordinated development was put forward. Through theoretical model, the evolution mechanism between transportation infrastructure and economic scale distribution was revealed. Starting from the center of the city and inter city level, China's new urbanization strategy was implemented, and a comprehensive transportation system model was built. The traffic planning in Singapore was taken as an example, and the solution to traffic problems such as congestion, traffic jam, and distance was obtained. Practice has proved that the rational and effective urban transportation infrastructure construction can effectively promote the coordinated development of economy and resources, and comprehensively enhance the level of integrated transport services.
