Licensing Business Services Through the SiCantik Cloud Application System

Licensing business services through the SiCantik Cloud application system at the Investment and One-Stop Integrated Services office in Banda Aceh City is an implementation of business licensing services that are integrated electronically to speed up business licensing in Banda Aceh City. By providing one-stop integrated services, people can get services that are easier, faster, and more effective. One of the regulatory targets implemented by the government is the SiCantik Cloud application system, which is a smart application for integrated licensing services for the public. The theoretical benefits based on the results of this research provide an embodiable design for the SiCantik Cloud application system at DMP-PTSP in Banda Aceh City. The practical use of this research is expected to be input and consideration in the implementation of non-business licensing services through the SiCantik Cloud application system at DPM-PTSP in Banda Aceh City. This research approach was carried out using qualitative descriptive methods through interview techniques, documentation, observation, and drawing conclusions to obtain business licensing services through the SiCantik Cloud application system in Banda Aceh City. The research results show that the business licensing services through the SiCantik Cloud application system at the Investment and One-Stop Integrated Services office in Banda Aceh City mean that the applicant’s ability is only limited to fulfilling the business licensing documents being carried out. Penerapan Aplikasi Sicantik Cloud Terhadap Kualitas Pelayanan di Dinas Penanaman Modal, Pelayanan Terpadu Satu Pintu dan Tenaga Kerja Kota Lhokseumawe

The management information system applied in the government is known as the term electronic government (e-government) which is interpreted as the user of information technology transforming government activities with the aim of increasing the effectiveness and efficiency of government administration. SiCantik Cloud is a smart application for integrated public cloud-based licensing services that can be used by government agencies independently. SiCantik Cloud or an intelligent application system for integrated licensing services for the public, is intended for the public to make it easier to manage online licensing. The purpose of this study is to determine the application of the Sicantik Cloud application to Services at the PMPTSP and Naker Office and the inhibiting factors for the application of the Sicantik Cloud application to Services at the PMPTSP and Naker Office of Lhokseumawe City. This study is a study using a qualitative descriptive approach. The application of the SiCantik application to the quality of service at the Investment, One-Stop Integrated Service and Manpower Office of Lhokseumawe City is quite good, as known from several benchmarks of service quality from the Sicantik Cloud application, namely Accountability, Transparency, Effectiveness, and Efficiency. The lack of public awareness of the importance of using information technology means that many people have not been able to optimize the Sicantik application.

Bureaucratic Reform through Public Policy Implementing Quality Dimensions in Integrated Licensing Services

The bureaucratic reform of the licensing service sector in Gorontalo City was followed up by Regional Regulation Number 14 of 2006 concerning the establishment of a one-stop integrated service unit. However, the integrated service unit has not been able to provide quality services as expected. Therefore, this research is very important to provide corrections and improvements to publicly accessible licensing services. The scope of the study on the two services has reviewed the procedures carried out in the two selected services from the beginning until the licensing documents were issued. The research method used is a qualitative descriptive method through an in-depth and comprehensive study of the series of licensing services. The results showed that 1) there are differences in the application of public service dimensions in environmental permit services and building permits. 2) several factors determine the success of licensing services, namely internal factors and external factors. Internal factors include general management patterns of the organization and the provision of supporting facilities, as well as human resource development. External factors include service patterns, service provision procedures, and service distribution patterns, as well as service delivery patterns. This research provides positive benefits in the efforts of local governments to innovate public licensing services. The practical implications of the research results encourage the organization of regional equipment to meet the facility standards needed to provide quality public services.

Implementation of OSS Application-Based Licensing Services at the Investment Office and One-Stop Integrated Licensing Services of Langkat Regency

This study discusses the implementation of OSS Application-Based Licensing Services at the Investment Office and One-Stop Integrated Services of Langkat Regency and its inhibiting factors. Public services in Indonesia are aimed at improving the relationship between the state and society. The research method uses a qualitative approach with a focus on analyzing relevant aspects as well as community satisfaction surveys. Data were obtained through direct observation, interviews, and literature studies. The results showed that OSS has had a positive impact in facilitating the licensing process for the community and business actors in Langkat Regency. However, several inhibiting factors such as inadequate technology infrastructure, lack of understanding of licensing requirements, and legal issues need to be addressed. By addressing these factors, DPMPTSP can improve efficiency and support regional economic growth.

IMPLEMENTATION OF NUISANCE PERMIT AND CONTROL POLICIES TO ACHIEVE EXCELLENT SERVICE AT THE BANDUNG CITY INTEGRATED SERVICE AND LICENSING AGENCY

Excellent service is one of the crucial issues in the implementation of regional autonomy in Indonesia. So far, public services still have a bad image in the eyes of the public. Service is considered so bureaucratic that it creates negative impressions and perceptions about bureaucracy. The notion that bureaucracy is irrational, wasteful, unproductive and trapped in ceremonial activities is actually more common in society. Based on the problems described above, this study aims to determine the effect of the implementation of the disturbance permit policy and control on the excellent service of the City of Bandung. The research method used is explanatory survey method. The variables of this study consist of the independent variables namely Policy Implementation and Control, while the dependent variable is Excellent Service. The data was obtained through employee and community respondents who took care of disturbance permits at the Bandung City Integrated Licensing Service Agency. Respondents were determined as many as 87 through the Likert Scale questionnaire questionnaire instrument. The results of data collection will be tested for validity and reliability using moment product correlation techniques and Alpha-Cronbach. The results of the study stated that there was a significant influence between variables. The results of the data prove that policy implementation and control of excellent service at the Bandung City Integrated Licensing Service Agency have a significant influence.

GAMPIL FOR PUBLIC : The Application for Licensing Services

The purpose of this study is to examine about Gampil for Publict. This is an application based smartphone (Gadged) developed by the Department of Investment and Integrated Licensing Services (DPMPTSP) in Bandung City. This is government licensing services application with goal to providing ease of public services, especially licensing services. This study uses a descriptive method with a qualitative approach. The results of the study show that this application has made it easier for public to obtain licencing services. People who use this application have felt the benefits. This is in acoordance with the purpose of making this application.

Public Service Arrives Departure Through the Integrated Licensing Service Information System in Making Nurse Practice Permits (Study at the Manado City Investment and One-stop Integrated Service Office)

This study aims to identify, analyze, and describe public services through the Integrated Licensing Service Information System in the making of nursing practice permits by the Manado City Investment and One Stop Integrated Service Office. The research method used is descriptive qualitative. The study’s findings show that the Investment and One Stop Integrated Service Office of Manado City provides public service through SIP2T in the form of nurse practice permits via four indicators. 1) The service procedure is by the established flow, but there is no printing process for the SIPP issuance, which takes a long time. 2) In a comparison of online and offline management, online is considered quite effective, there is no need to come to the office. 3) Obstacles regarding socialization that are not working for applicants. 4) Encouraging and inhibiting factors in the use of online-based systems in implementing this system already due to having competent human resources in the information technology field, as for the obstacles there are still obstacles that do not understand advances in online-based technology, besides that there is also no socialization regarding the information on the innovation of this online-based system.

Public Service Innovation in the Era of the Covid-19 Pandemi in Tangerang District, Banten

The government has a big responsibility for the best and quality services in all public service sectors to the community. However, during COVID-19, the government imposed strict health protocols that affected the quality of service. This condition requires the Tangerang Regency Government to innovate digital-based public services or information and communication technology. The theory of innovation in research uses the theory developed by Rogers, Everett M in his book Diffusion of Innovations, which looks at innovation from the dimensions of Relative Advantages, Compatibility, Complexity, Trialability and Observability. The research design used is qualitative with a narrative or descriptive study approach. Data collection techniques used triangulation techniques by means of observation, interviews and document review. Meanwhile, data analysis used techniques developed by Miles and Huberman, namely data reduction, data display, and conclusion drawing/verification. The results of the study show that during COVID-19, the Tangerang Regency Government has developed e-government-based public service innovations, including; the Population Administration Service Information System application (SIPENDUK), the Integrated Licensing Service Information System application (SIPINTER), the Integrated Online PBB Print Information System application (siCEPOT) and the Online Medical Check-Up Booking Information System application (Si BOMCU). Public service innovation development strategies that need to be used are; compiling and establishing a blueprint for an integrated e-government application system and creating an ideal institutional model in e-government management.

Characteristics of Implementing Organizations in the Implementation of Investment Policy (Case study in Garut Regency)

The Endowment Development Strategy paradigm is one of the keys to success in carrying out development in our country. In the principles of the Endowment Development Strategy, one way to market the regional economic power is by opening up investment opportunities. However, the reality that has occurred regarding the development of investment in various regions (especially in Garut Regency) is still very far from expectations, where investment interest with investment realization is still far from the targeted figure. As for the purpose of this research is to find objective facts in the hope that the results of the research can be accepted as the truth. The research method used is a qualitative approach method with the object of institutional research, as well as the unit of analysis in this research is the DPMPT and other related Technical Services. The data analysis technique uses the triangulation method by synchronizing the data obtained among one informant and other informants. The results of the study show that existing SOPs at other Technical Services have not been integrated into the DPMPT so that they are still implemented partially. Based on field results there are still problems related to delays in issuing permits, this shows that the principle of excellent service, service that is fast, precise, certain, efficient and effective in accordance with the principles of good governance have not been maximized. The characteristics of implementing organizations in Garut Regency are still relatively weak, this is indicated by the unpreparedness of the human resources of the policy implementer, this is proved by the lack of understanding of the main tasks and functions (TUPOKSI) as well as Standards and the objectives of the policy itself. Based on this research, it is suggested that the implementing apparatus in the field should be involved in technical meetings in the context of integrated licensing services in order to understand the real purpose of the integrated licensing services policy. Building good and effective communication so that policy implementers have the courage to ask superiors about things they do not understand, especially about the objectives of the policies being implemented, the leaders must display a more responsive attitude, not arrogant and not authoritarian.

EVALUATION OF THE QUALITY OF LICENSING SERVICES AT THE INVESTMENT SERVICES AND ONE DOOR INTEGRATED LICENSING SERVICES IN NORTH SUMATRA PROVINCE

Licensing services at the Investment Service and One-Stop Integrated Licensing Services of North Sumatra Province are still experiencing problems and problems related to Information and Technology systems, the absence of Regional Regulations regarding guidelines for licensing or regulations, facilities and infrastructure that are less supportive and the number of public complaints regarding licensing services which can be seen through television and internet media. This study aims to determine the quality of licensing services at the Office of Investment and One-Stop Integrated Licensing Services in North Sumatra Province. This research is descriptive research with a qualitative approach. Data collection techniques using the method of observation, interviews and documentation. The theory used is SERVQUAL Theory by Zeithaml, Parasuraman and Berry mention five dimensions in determining service quality, namely Tangibles (physical evidence), Reliability (reliability), Responsiveness (responsiveness), Assurance (guarantee) and Empathy (empathy). The results showed that the quality of service at the Investment Service and One-Stop Integrated Licensing Services of North Sumatra Province for the Tangibles and Assurance dimensions did not match what the community expected, while the service quality for the Reliability, Responsiveness and Empathy dimensions were in accordance with what the community expected.

PERAN PRODUK MANAGER DALAM PENGEMBANGAN APLIKASI SI CANTIK

Si Cantik stands for Integrated Licensing Service Application for the Public in the form of a cloud system that can be used by government agencies for free. Si Cantik itself is a web-based application that is integrated with online single submission (OSS) for licensing and non-licensing carried out by the government's One Stop Service (PTSP), both at the central and regional levels. This application was developed to facilitate transparent, effective and efficient licensing services. Product Manager or product management is a strategic function within a company organization that deals directly with matters related to product development, business improvement, product launches, to determining the marketing strategy of a product in the company. Product manager is concerned with product development. Therefore, a product manager is needed to develop the Si Cantik application. This type of research is a qualitative research with a descriptive approach, as well as data collection techniques with literature or literature studies. Si Cantik is designed to handle licensing and non-licensing processes, from the application stage to document issuance, and integrated executive report generation. The role of the product manager will help in developing the Si Cantik application. The product manager will use 12 tools to make his job easier. These 12 tools will be used for the development of the Si Cantik application and also add features that will provide convenience and convenience of service for the community.

Information System Strategic Planning DPMPTSP Riau Province using Ward and Peppard Method

Appropriate application of information systems and information technology can increase efficiency and effectiveness and create a competitive advantage. Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Riau Province is one of the agencies for providing integrated licensing services spread throughout the Provinces and Regencies/Cities in Indonesia. DPMPTSP is required to carry out the task of licensing services that are fast, accurate, in accordance with existing regulations and transparent costs to the entire community. Thus, it is necessary to design a strategic information system so that the implementation of IS/IT is in line with the vision and mission as well as the company's goals. This research uses the Ward and Peppard method because the method has a fairly clear and complete framework besides that it does not only focus on technology, but also focuses on the business needs of the organization. The result of this research are recommendations for future portfolio applications that can be used within the next four years.

Effectiveness of Integrated Licensing Service Information System Services (SIPPAU) in Application for Building Permits (IMB)

This study aims to analyze and describe the effectiveness of the Integrated Licensing Service Information System (SIPPADU) in applying for a Building Permit (IMB) at DPMPTSP Sidoarjo Regency. The method in this study uses qualitative research methods with descriptive methods. The collection technique uses interview, observation, and documentation techniques. The data analysis technique used by Miles and Huberman consists of four components of analysis, namely data collection, data reduction, data presentation, and drawing conclusions. The results of this study show the conclusion that the Integrated Licensing Service Information System (SIPPADU) in applying for a Building Permit (IMB) at DPMPTSP Sidoarjo Regency in terms of service efficiency in completion time needs to be evaluated while the responsiveness of officers, facilities and infrastructure, the spirit of cooperation and loyalty of the working group, and the relationship between the leader and subordinates is appropriate.

Innovation of INFIS (Integrated Natuna Financial Information System) and SALAM LABURA in Optimization of Public Services in Natuna and South Labuhanbatu District

This research is about public service innovation through Electronic Government (e-government). This research is interesting and relevant to study considering that the two innovations created use technology in the process of their use. With the use of technology, of course, it will have a lot of positive impacts on society because it is considered more efficient. With this research, it is hoped that it can become a learning medium for other regions in making innovations to facilitate the community in realizing efficient public services. The population in this study is in areas that have implemented policies orinnovation in public services by utilizing technology. While the sample in this study isthe innovation of Salam Labura and the Smart Application for Integrated Licensing Services for the Public (SiCANTIK) which are innovations created by North Labuhanbatu Regency. The results of this study indicate that North Labuhanbatu Regency has succeeded in realizing optimal public services by implementing good e-government by creating various electronic-based innovations such as the Salam Labura innovation and the Smart Application for Integrated Licensing Services for the Public (SiCANTIK). Where, the Salam Labura innovation is a community report application system that is intended to facilitate the community in conveying their aspirations to the Regional Government of North Labuhanbatu Regency. While the use of SiCANTIK aims to facilitate the licensing service process.

IMPLEMENTASI SISTEM LAYANAN PERIZINAN TERPADU (SILAT) DI KANTOR DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU

Basically, public services include three aspects, namely goods, services and administrative services. One form of administrative service is licensing. The community must obtain services that are easy, cheap, fast, and friendly in order to achieve the desired public satisfaction. Through the Integrated Licensing Service System (SILAT) there are innovations in service methods, namely new changes in the way of providing licensing services to the community and also new changes in the way of interacting between actors involved in services. The purpose of this study is to analyze the implementation of the One Stop Integrated Licensing Service System (SILAT) at the Bekasi City Investment Service and One Stop Integrated Services and evaluate the obstacles faced in implementing the One Stop Integrated Licensing Service System (SILAT) at the Investment Service and One Stop Integrated Service for Bekasi City. This research method is qualitative with a case study research design, data collection techniques using observation and in-depth interviews with purposive sampling technique to determine informants. The results of this study state that the implementation of the Integrated Licensing Service System (SILAT) at the Bekasi City Investment and One Stop Services Office (DPMPTSP), started on August 8, 2017. The implementation of the integrated licensing service system (SILAT) is still experiencing many obstacles. Many Bekasi City people still do not understand the Online-Based Integrated Licensing Service System. In addition, there are still many people who do not understand the mechanism of online licensing and there is also a lack of socialization from the government, especially the Investment Service and One Stop Integrated Service regarding the integrated licensing service system (SILAT).

E-Government Based Public Service Innovation At The Investment Office And One-Stop Integrated Service (Dpmptsp) In Bengkulu City

This study aims to determine the e-government based public service innovation at the investment office and one-stop integrated service in Bengkulu city. This research is a qualitative research which is presented descriptively. Informants in this study amounted to 6 people consisting of: 3 key informants and 3 main informants. Data collection methodes through interviews, observation and documentation. The data analysis techniques used are data reduction, data presentation and conclusion drawing. Based on the results of research and discussion, it is known that e-government-based Public Service Innovation at the Bengkulu City Investment and One-Stop Integrated Service Office is seen from the theory of the Characteristics of Public Service Innovation: (1) The element of novelty, the policy issued by the government through the Bengkulu City DPMPTSP is that the service system already uses an online system through the website. (2) The positive benefits and impacts, for agencies, are that employees can be more assertive in carrying out the rules without having to meet face-to-face with applicants during the current pandemic because the agency has implemented an online licensing system. For the community, it is easier for the applicant's business because there is no need to manually process files because an online system has been implemented through the website. (3) Providing a solution to the problem, the solution provided by the Bengkulu City DPMPTSP is that the agency facilitates computers, scanners and assistance to assist applicants in conducting business permits. (4) Continuous, the application of technology in DPMPTSP will be sustainable because it can facilitate licensing applications. (5) Compatibility, Employees at DPMPTSP adjust e-government licensing services by following established regulations, namely Government Regulation No. 24 of 2018 concerning Electronically Integrated licensing services.

Public Service Innovation in Issuance of Building Permits in Sidoarjo Regency

The innovation of public services provided by the Investment and One Stop Service Office provides many benefits for people who use the services and services of the relevant agencies. This innovation also helps a lot in terms of issuing building permits which are one of the most needed public services by the community, where in its implementation requires accuracy and speed in managing and issuing building permits so that buildings used for business get legal. The purpose of the launch of SIPPADU has been stated in the Regulation of the Regent of Sidoarjo Number 8 of 2017 concerning the Application of Information Technology in Integrated Services. The type of research used is descriptive research with a qualitative approach. The focus in this research is how public service innovations in overcoming delays in the issuance of IMB files through the Integrated Licensing Service Information System program by the Investment Office and One Stop Integrated Service of Sidoarjo Regency which includes forms of innovation, processes and cycles of innovation as well as the diffusion of innovations at the Investment Office. and One Stop Services in Sidoarjo Regency. Based on the results of the research above, it can be concluded that technology-based innovations made by the Office of Investment and One Stop Integrated Services, namely the SIPPADU application, have helped the operation of licensing services at the agency. the service is to upgrade this SIPPADU innovation in the future so that things don't happen such as unstable networks, applications or websites that can't be accessed because the server is down. As well as providing more direction to existing Human Resources to understand more about SIPPADU. Suggestions for the public is to add more information about the SIPPADU application which can be accessed through the website of the Sidoarjo Regency Investment and One Stop Integrated Service website.

Implementation of Policy for Establishing License Policy at Department of Investment and One-Door Integrated Licensing Services (DPM & PPTSP) in Binjai

The aims of this study is to describe Implementation of Policy for Establishing License Policy at Department of Investment and One-Door Integrated Licensing Services (DPM & PPTSP) in Binjai. This study use qualitative research. Based on the descriptions that the researcher has put forward in the previous chapters, in this chapter the author will draw some conclusions from the results of the field research that the author has done so far and provide suggestions as the last step in this research. In the first year of IMB implementation with OSS there were 732 reports and actions that had been carried out the percentage was 90%. In the second year of IMB implementation with OSS there were 647 reports and actions that had been carried out, the percentage was 89%. In the third year of IMB implementation with OSS, there were 213 reports and actions that had been carried out, the percentage was 81%. So there is a decrease in the issuance of permits in IMB with OSS for actions that have been taken from the first year of implementation to the third year of implementation by 9%.

The Influence of Coordination of Effectiveness of Publishing Fatwa Locations In Board of Investment and Central City Integrated Licensing Services

Coordination has an important role in achieving the effectiveness of employees in an organization. As of this research is to study and analyze the effectiveness of coordination Influence Publishing Fatwa Locations in Board of Investment and Integrated Licensing Services Banjar. The method used in this research is explanatory research study. The population in this study were employees at the Board of Investment and Integrated Licensing Services Banjar, with a sampling technique that is the census that all employees in the Board of Investment and Integrated Licensing Services Banjar, with a total of 32 people, not including the Head BPMPPT. Based on the results of the study showed that each of the terms of coordination covering Sense of Cooperating, Rivalry, Team Spirit, Esprit de Corps, has contributed to the effectiveness of the issuance of Fatwas location by the Board of Investment and Integrated Licensing Services Banjar, so by testing hipoteis shows overall ( simultaneous) on the terms of coordination on the effectiveness Publishing Fatwa Locations in Board of Investment and Integrated Licensing Services Banjar.

UPAYA PENINGKATAN PELAYANAN PERIZINAN MELALUI SISTEM PELAYANAN TERPADU SATU PINTU PADA DINAS PENANAMAN MODAL KOTA JAMBI

This paper was written to find out how the one-stop integrated service system at the Jambi City Investment Agency can improve the process of better licensing services. Reform of public service policies, especially in matters of licensing, is an activity that encourages the development of the formal economic sector. Therefore, it is necessary to know how to regulate the one-stop integrated licensing service procedure at the Jambi City One Stop Integrated Investment Service, to know what are the constraints in the implementation of one-stop integrated services at DPMPTSP Jambi City, and how the efforts to increase licensing are carried out at the One Integrated Investment Office Jambi City Door.
