International comparisons in the field of measurement of specific adsorption of gases and specific surface area of solids: the optimal amount to ensure calibration and measurement capabilities

Indicators of the accuracy of measurements of the most important characteristics of the structure of porous and dispersed materials - specific adsorption of gases, specific surface area, specific pore volume and pore size – are considered. The performance of sorbents, catalysts and membranes in the chemical and petroleum industries, including the purification of substances and materials, depends on the values of these characteristics. It has been established that for mutual recognition of national standards and certificates of calibrations and measurements of porosity characteristics of solid substances performed by national metrological institutes, it is required to organize and successfully participate in three international key comparisons under the auspices of the Consultative Committee for Amount of Substance: Metrology in Chemistry and Biology of the International Bureau of Weights and Measures. The results of the participation of national metrology institutes and designated organizations of Germany, China, Japan, Brazil, Turkey and Russia in three international key comparisons in the field of measurements of specific adsorption of gases (nitrogen, argon, krypton) and specific surface area of solids (zeolite, silicon oxides and aluminum) are presented. Carrying out the optimal number of comparisons makes it possible to register in the Key Comparison Database of the International Bureau of Weights and Measures the measuring and calibration capabilities of the national metrological institutes of the participating countries for various matrices in a wide range of measurements of specific adsorption of gases 0.001–25 mol/kg and specific surface area of solids 0.1–1500 m2/g. Based on the results of these three international key comparisons, 18 of broad calibration and measurement capabilities of the Russian participant, the D. I. Mendeleev Institute for Metrology, were entered into the Key Comparison Database; two of these items are currently undergoing examination, including reference materials produced by this institute. A comparative analysis of the results of measurements of the specific surface area of solids using nitrogen and krypton as adsorbates was performed. It has been established that the uncertainty of the measurement results of the specific surface area is significantly less in the case of using krypton as an adsorbate with a specific surface area of less than 1 m2/g, which is due to the higher values of the relative pressure of krypton compared to nitrogen. The use of calibration and testing laboratories in Russia of certified reference materials of sorption properties presented in the Key Comparison Database of the International Bureau of Weights and Measures will ensure metrological traceability in the field of measurements of porosity characteristics.

The royal Welsh agricultural society: Patronage and the reproduction of elites in rural Wales

This paper is concerned with the reproduction of rural elites and the role of volunteering and participation in rural civil society institutions. Set in the context of popular discourses of the gentleman farmer and the agricultural elite as historic (as opposed to contemporary) leaders in the countryside, this research extends longstanding debates on rural class politics and gentrification, and resonates with a renewed sociological interest in the elites in society. Focusing on senior volunteer roles in the Royal Welsh Agricultural Society (RWAS), we explore the connections between social and cultural capital, the maintenance of moral boundaries, and the relationship of these processes with recruitment at the committee level. Our findings indicate that systems of patronage remain significant in rural contexts, and that these systems interrelate with professional and business fields, and with embedded social and intergenerational networks. Data depicts an organisation that is looking to balance the sustained benefits to organisational capacity brought through longstanding obligations of public service, duty, and family ties, with an acknowledged need to recognize diversity and foster inclusivity. This requirement, however, is largely articulated and confined to considerations of gender, age and to a lesser extent, multiculturalism.

CSR perceptions and practices in small hotels in urban cities

PurposeThis study aims to examine the perception and practices related to Corporate Social Responsibility (CSR) implemented in Small and Medium-sized Enterprises (SMEs), focussing on small hotels in London.Design/methodology/approachA qualitative research design comprising detailed semi-structured interviews was employed with 12 small hotel owner-managers in central London and its outskirts. The study adopts a social constructionist approach to explore CSR perspectives and practices, along with a social capital framework to investigate how CSR is perceived at the individual level and consequently manifested into CSR practices.FindingsThe findings indicate that a small hotel’s implementation of CSR is influenced by long-term versus short-term considerations, as well as socio-economic and socio-political conditions. Individual-level factors, like hoteliers’ CSR conceptualisation and personal and business values, affect CSR adoption in small hotels. Lastly, institutional-level factors, such as ineffective institutional participation and the hotelier’s cultural background against the cosmopolitan context of a big city, have contributed to a muted response to socially responsible issues.Research limitations/implicationsThis study was conducted with a limited sample of 12 participants from small hotels in London and its outskirts, which may limit the generalisability of the findings. Future research could enhance these findings by involving a larger and more diverse group of participants from various urban areas, potentially employing a quantitative research approach for broader applicability. This study’s insights can guide policymakers in educating small business owners on CSR benefits and implementation. It also proposes how governments could encourage sustainable practices among small hotels seeking to enhance their reputation. Moreover, these findings enable small businesses to develop their stakeholder strategies for greater CSR initiatives.Originality/valueThis study integrates social capital theory into investigating CSR in small hotels in London, broadening the literature on CSR perception and integration, particularly in SMEs and the hospitality sector.

Circular Economic System Under Political Economy Through Institutional Participation and Good Governance: In Search of Attainment of Dynamics of Macroeconomic Stability

The political economy plays an important role in good governance with institutionalisation and environmental scanning. This can assist in alleviating social injustice and reducing income inequality in an emerging economy, alongside an expanded formal sector and equitable growth. Macroeconomic stability can lead to favourable outcomes for the overall socio-economic landscape of a country, depending upon the effectiveness of a circular economy. Implementation of SDG-10 is vital for the social and financial inclusion of the people. This study examines whether the circular economy can contribute to achieving a substantial, planned and participatory democracy, thereby advancing institutional participation through good governance to attain macroeconomic stability. We found that contributory and participatory governance arrangements are essential for pro-people government and can be regarded as a criterion for effective participation. This can be facilitated through the circular economy to achieve macroeconomic stability dynamics in an emerging economy like Bangladesh.

Are Women Commissioners More Compassionate Spenders? Evidence From Florida County Governments

While the number of women in government has increased, prior research on whether enhancing women's political representation alters policy choices has produced inconclusive findings. This study asks if higher women's participation in electoral institutions at the local level is associated with a different spending profile. Using Peterson’s typology of developmental, redistributive, and allocational government programs, we argue that legislative bodies with more female members will spend more on redistributive programs than on developmental or allocational. Using data from Florida's 67 counties between 2005 and 2015, our analysis supports this theoretical expectation. In line with critical mass theory, women's representation in county commissions must reach a threshold of about 33% to sway budgetary decision-making toward more extensive redistribution. We also find that the traditional commission form of government intensifies the redistributive effect of women commissioners on county spending while having a home rule charter has no significant effect.

Translating a motivational interviewing intervention for childhood cancer survivors into an eHealth tool: A user-centered design process.

Childhood cancer survivors have a higher risk of developing cardiomyopathy than members of the general population. Screening echocardiograms can facilitate early detection and treatment of cardiomyopathy. Furthermore, motivational interviewing can increase uptake of cardiac screening. However, such approaches are time- and resource-intensive, which limits their reach to the survivors who need them. We describe how we utilized a user-centered design process to translate an in-person motivational interviewing intervention into an eHealth tool to improve cardiac screening among childhood cancer survivors. We used an iterative, three-phase, user-centered design approach: (i) setting the stage (convening advisory boards and reviewing the original intervention), (ii) content programming and development (writing and programming intervention text and flow), and (iii) intervention testing (research team testing and cognitive interviews.) For cognitive interviews, participants were recruited via institutional participant registries and medical records. Data were analyzed using rapid qualitative analysis. During Phase 1, we identified survivor and provider advisors and outlined elements of the in-person intervention to change for the eHealth tool. During Phases 2 and 3, advisors recommended several modifications that guided the final intervention content and flow. Examples include: acknowledging potential hesitation or apprehension surrounding medical screenings, addressing barriers and facilitators to obtaining screening, and improving the tool's usability and appeal. In Phase 3, cognitive interview participants suggested additional refinements to the intervention language. This translation process shows that continued in-depth engagement of community advisors and iterative testing can improve the applicability of an eHealth to survivors' lived experiences and social contexts.

Booster treatments in interdisciplinary multimodal pain therapy : Preparing structural and process parameters for the implementation of cross-sectoral booster treatments

Interdisciplinary multimodal pain therapy (IMPT) is an established procedure in the treatment of chronic pain. In daily practice, many institutions regard so-called booster units as an integral part of IMPT. However, no consensual recommendations and evidence for booster concepts are available to date. This article uses the results of adiscussion between clinical experts in the field of IMPT at the German Pain Congress in 2022 in order to show the status quo in care. It has been shown that currently applied booster offers vary greatly in terms of time intervals, intensities, therapy content and patient selection and that there is aneed for structural and process parameters for the implementation of cross-sectoral booster treatments. In conclusion, the authors outline how the development of these parameters will be planned as an expert consensus with the participation of interested institutions and the inclusion of the patient perspective and offer opportunities for participation in this process.

How Citizens Meet the State: Police Contact, Trust, and Civic Engagement

This paper investigates the relationship between the police, the most visible street-level bureaucrat of local city governments, and citizen political attitudes and behaviors toward local city institutions. We introduce a holistic conceptualization of police-citizen contact and examine how each type impacts citizen trust toward and participation in political institutions. Leveraging an original survey targeting the city of South Bend and spatial data from the city government, results demonstrate that greater day-to-day contact with police has a positive impact on trust in state agencies while citizens who seek service from the police but are left unsatisfied result in lower trust in state apparatus. Most importantly, indirect exposure to police coercion has a negative impact on trust while direct and proximal contact with police predicts higher level of civic activism. This study demonstrates the fragility and challenge of building trust in police-citizen relationships, and how extreme encounters with the police can, in the right circumstances, spur citizen activism.

Soft Skills: Rankings in the Assessment of Entrepreneurs and the Participation of HEIs in Their Formation

The problem of forming and developing soft skills has not lost its relevance for many years. It is believed that possession of these skills ensures the subject’s competitiveness in the labor market. A special role is played by the formation of flexible skills in entrepreneurs, who allow them to be more adaptive to changes, interact effectively with the internal and external environment, find non-standard solutions in difficult situations, thereby increasing the efficiency and competitiveness of their own business.The purpose of our research is to compile a rating of soft skills in the assessment of existing entrepreneurs and to identify the degree of participation of higher education institutions in their formation. The data are obtained empirically from a study of 360 entrepreneurs. They show the undeniable importance for entrepreneurs of developing soft skills and, in most cases, their underdevelopment at the proper level. The paper presents the results of a survey demonstrating the proportion of entrepreneurs who have developed a particular skill in the process of self-education (19-38%), as well as the proportion of entrepreneurs who received an education at a university (0-22%) or in additional education programs in other organizations ( 1-13%). The study found that between 33 and 73% of entrepreneurs surveyed had not received soft skills training. Entrepreneurs ranked communication management (opinion of 76% of respondents) and decision making (73%) as the most important skills for their activities; the most developed were decision making (30%) and customer focus (28%). The work provides recommendations to universities in terms of increasing their presence in the market of additional education in order to develop soft skills among entrepreneurs as a factor in increasing their competitiveness.

The article is devoted to organizational and legal peculiarities of activity of the Central Asian Regional Information and Coordination Center for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC) as an interstate body designed to assist regional cooperation in combating illicit drug trafficking through exchange and analysis of operational information, organization and coordination of joint operations. The author of the article notes the importance of multilateral format of cooperation in Central Asia in the field of combating drug trafficking and search for joint responses to the drug threat. It is suggested to use CARICC analytical materials in terms of strategic analysis of the situation related to drug production in Afghanistan, assessment of potential risks and threats to Central Asian states from drug trafficking. In recent years, Uzbekistan's role in the world arena has been growing, and the country's positive influence on international processes has been increasing due to the pragmatic and active foreign policy pursued by the country's leadership. In this context, the country's active participation in multilateral cooperation institutions - international and regional organizations, including the CARICC format - plays an important role.

The authors formulated the fundamental postulates of the institutional approach to the study of the patterns of development of the real estate market, investigated the main stages of the functioning of the Russian Federation’s residential real estate market, which identified specific trends and analyzed the causes of crisis conditions. For each period of market development under consideration, the spheres of influence of the main institutional participants have been established. As a result, a generalized classification of residential real estate market institutions is proposed based on the experience of foreign traditional and neoclassical economic schools, as well as the works of domestic authors in the field of institutional economics. As a result of the performed research, the authors identified the key institutional factors specifying the formation and state of the modern housing construction market, which are systematized by the source of their impact on individual indicators of the real estate market or the behavior of its participants.

Medical and social aspects of the activities of local self-government and the medical community of Yekaterinodar in the late XIX – early XX century

The purpose of the study: to study the medical and social aspects of the activities of public institutions of the city of Yekaterinodar in the early twentieth century, as a reflection of global trends shaping the public health system. Materials and methods: historical-descriptive, comparative-historical, problem-chronological, biographical methods were used in the work. The article is based on published sources and archival materials available to the authors. Results. Currently, there is no doubt that the level of public health depends not only on the activities of medical institutions, the qualifications of doctors, medical staff, but also on the timely comprehensive solution of many social issues with the participation of public and state institutions. The article presents some examples of the formation of such interaction and original solutions to urgent medical and social problems in Yekaterinodar (now Krasnodar) at the end of the XIX – beginning of the XX century. The issues of financing medical institutions, medical salaries and pensions, the organization of measures to combat epidemics, the formation of sanitary services, the opening of new specialized hospital departments, and services for the poorest segments of the population were touched upon. The elements of educational work, ways to solve the problem of high infant mortality and the organization of the first Consultation for infants are shown. Many doctors actively participated in the work of local city government, being “public” of the City Duma and the City Council, thereby contributing to the solution of many social and medical issues, including problems of payment for treatment, different categories of the population and “hospital arrears”. Conclusion . Thus, without having a clear state concept and program for the development of healthcare, the city administration, together with the medical community, demonstrated the desire and possibility of jointly solving many medical and social problems of the city of Yekaterinodar. That is, during this period, the potential properties and understanding of the need for the development of the public health system and sphere were formed in the regional society.

Inclusive governance of hydropower on shared rivers? Toward an international legal geography of the Lower Mekong basin

Hydropower is now the largest source of renewable energy worldwide. The International Renewable Energy Agency estimates that current hydropower capacity will need to double by 2050 in order to transition to net zero and to arrest the rise of global temperatures at 1.5 degrees Celsius. Much of the currently built and planned dams are on rivers shared between two or more countries. This raises the risk of increased inter-state conflicts. However, to exploit hydropower peacefully, the impact on local communities must also be considered. This foregrounds the need to build inclusive institutions that can mediate the different interests, norms, and values held by communities located across different scales. The article examines the role of international river basin organizations to manage this legal pluralism in shared river basins. In many basins globally, such as the Lower Mekong, the Columbia, the Zambezi, or the Senegal, international river basin organizations are tasked with the development of shared water resources. To understand to what extent river basin organizations can mediate the legal pluralism in a shared basin, the article develops an international legal geography approach to the governance of transboundary waters in an attempt to uncover marginalization and disempowerment in the process of law-making. It therefore expands the analytical scope of legal geography to the study of transnational spaces, in this case complex ecosystems for which there are no fixed jurisdictional boundaries. It then applies this approach to the case study of the Lower Mekong basin. Findings indicate that the Mekong River Commission, despite attempts to include project-affected people in decision-making, largely operates within a Westphalian framework of sovereignty to the detriment of more inclusive forms of governance. Project affected communities are largely unable to exert influence and are relegated to participation in alternative forums. These forums, or counter publics as Yong called them, are disconnected from official processes. While they give rise to marginalized voices and enable the creation of inclusive and participatory spaces, the exclusionary official decision-making processes continue to produce significant tension and conflict potential as hydropower is championed globally as a clean, climate friendly form of energy. As hydropower is set to double by 2050, inclusive participatory institutions in basins worldwide must be built to navigate complex stakeholder interests and to benefit those who are otherwise likely to lose out in net zero transitions. These findings are relevant for other shared basins, particularly across Southeast Asia, Africa and Latin America where hydropower is booming. An international approach to legal geography can foreground these hidden and marginalized voices and help identify ways to build inclusive institutions for the governance of shared resources.

Sustainable Fishery Value Chain (SFVC): Study Case in Tilapia Industry

This research is built on the concept of sustainable value chains, where a framework for sustainable value chain analysis emerges that covers not only economic aspects but also includes environmental and social impacts in a collaborative model of value chain management. It explores the dimensions on which value chain sustainability should focus. It illustrates how and why it is necessary to take a broader perspective in ensuring the internal economic sustainability of the chain in line with its external socio-environmental consequences. This research aims to analyze the sustainability of the tilapia processing value chain. This research uses the Multi-Dimensional Scaling analysis method supported by Rap-fish software. The Rapfish methodology is a flexible technique that rapidly assesses fisheries status by integrating ecological and human factors according to identified norms. The results of this research show that the sustainability of the tilapia processing value chain is considered entirely sustainable from economic, social, and environmental aspects, with a sufficient sustainability index of 74.40%. The sustainability of the value chain relies on four key actors: tilapia cultivators, collectors, processors, and distributors. The sustainable tilapia processing value chain strategy in North Sumatra can limit floating net cages by considering the environmental carrying capacity and supported by suitable policies and active stakeholder participation in community-based legal institutions. This research found this is a strong sustainability concept if implemented with better governance and policy management in the tilapia industry value chain.

The increase of women's representation in formal politics in Makassar is encouraging for democracy. Even though there has been an increase in numbers, it has not yet reached the 30 percent quota in accordance with the affirmative action policy. This article wants to discuss the barrier for women in Makassar making it difficult for them to get chance into formal politics. Then, this article also wants to discuss the barriers and impact of female in Makassar legislative and executive institutions to gender equality. In writing this article, we used the library research method. The conclusion in this article is that social structures and political party are barriers for female who want to advance into formal politics, and the impact of female participation in legislative institutions is also quite satisfying by issuing policies and programs that contribute to gender equality and women's empowerment.

Study on the evolution of collaborative innovation in marine economy considering the participation of financial institutions and two types of cooperation

In the realm of significant technological research and innovation within the marine economy, enterprises and academic research institutions often grapple with a lack of innovation motivation due to financial constraints. This paper introduces the factor of "capital constraints" into the marine innovation chain, establishing a technological innovation chain within the marine economy. Utilizing a three-party evolutionary game model, the study delves into the strategy selection and evolution of financial institutions, marine enterprises, and academic research institutions. In contrast to previous studies, this paper categorizes technological innovation cooperation into two types: "cooperative tackling type" and "market-oriented promotion type." Additionally, it posits that collaboration between academic research institutions and marine enterprises establishes an implicit guarantee relationship, facilitating access to higher loan amounts for both parties. The research reveals that the behavior of governments and marine enterprises is influenced by the initial willingness of participants. Higher basic benefits of cooperation and innovation between academic research institutions and marine enterprises lead to a quicker attainment of an evolutionary stable state. Moreover, in collaborations between marine enterprises and research institutions, an excessively high proportion of funds occupied by marine enterprises proves disadvantageous. The paper suggests that pure market-oriented promotion innovation cooperation could serve as a supplementary approach to traditional cooperation and innovation. Finally, numerical examples are presented to elucidate the outcomes of the theoretical model, accompanied by policy suggestions.

The Many (De)colonial Lives of Kāpena George Gilley

This article provides the first full biographical account of history’s only known Native Hawaiian whaling captain, George Gilley, whose life story ranges across the entire North Pacific, throughout the Bering Sea, and into the Arctic Circle. It adds to a growing body of work on Indigenous participation in colonial institutions, including Pacific commercial whaling, and makes a case for using relevant Indigenous epistemologies and methods to locate Native agency within the largely non-Native sources born of those institutions. Gilley’s mo‘olelo (story/history) specifically fits into the burgeoning field of Native Hawaiian biography, which, it is argued, should expand to consider historic Hawaiians who left few written records. The article demonstrates a model for achieving this expansion, by treating Gilley’s hybridized, (de)colonial mobility and embodied, inherited knowledge as legible evidence of his sovereignty within the Euro-American economic, racial, and nationalistic structures that nineteenth-century whaling purveyed throughout the Pacific.
