The management of construction projects in Iraq and the most important reasons for the delay

In Iraq, there is a vast construction movement. Still, it is accompanied by many problems, the most important of which is the delay in completing projects during the specified time. The time must be optimized by adopting the leadership practice and dedicating it to the benefit of performing the process and functions of the project. The research aims to identify the most important reasons and factors that affect the project delivery process within the specified period. The investigation initially dealt with the most important previous studies, on this subject, by researchers, then touched on the concept of construction projects, their types and details. A questionnaire containing reasons for the delay was identified and divided into several items. It concluded that the most common reasons for delays are delays in laboratory testing of materials, assignment of works to the lowest bidder, contractors' financial incompetence, and high building materials prices. The most crucial factor is to streamline building material inspection procedures, set up inspection laboratories on several occasions and assess the contractor's effectiveness and ability to implement before the project is referred financially. Organizations and individuals should coordinate their work between the construction departments to prevent any issues that may arise during completing tasks.

Durability assessment of brick and stone structures in engineering surveys

Introduction. According to the main legal acts of the Russian Federation that regulate the procedure of inspection and monitoring of buildings and structures, the technical statement should include the results obtained during the studies and calculations of possible temporal variations. However, these results are virtually absent in the monitoring technical documentation presented today. In the case of brickwork, this is primarily due to the lack of reliable methods for durability surveys. For example, the formation of salts in the brick material can affect its durability. Such reactions are considered as the side reactions of the second type, i.e., reactions caused by external effects.Aim. To develop an engineering technique for assessing the durability of a brick material on the basis of a mathematical model.Materials and methods. The article presents the results obtained in a survey of a free-standing brick building, as part of the “GES-2” Moscow multifunctional complex built in 1906, using the developed techniques. The process of brick material destruction is considered according to the laws of physical chemistry and described by a multi-stage process.Results. The developed technique for assessing the durability of building ceramics can be additionally used to assess the residual durability of a historical building brick material.Conclusion. During the durability assessment of building walls made of ceramic masonry materials, it is necessary to take into account not only the frost resistance, but also the chemical destruction of materials. It is proposed to supplement the masonry inspection technique outlined in GOST 31937-2011 with the following items: sampling rules for the subsequent determination of the moisture content in structural materials with a statement of the requirements for equipment; sampling rules for the subsequent determination of the material residual durability, including the technique for calculating residual durability.

Damage-augmented digital twins towards the automated inspection of buildings

Current procedures for the rapid inspection of buildings and infrastructure are subjective, time-consuming, and cumbersome to document, necessitating new technologies to automate the process and eliminate these shortcomings. Fortunately, recent developments in imaging devices and artificial intelligence, such as computer vision, provide the necessary tools for this, though they are not yet integrated into infrastructure applications. In this paper, we propose an end-to-end pipeline that generates damage-augmented digital twins for buildings at LOD3, including geometrical information as well as data pertaining to damage condition and its characterization. Our framework incorporates multiple-view images to (1) create a level of detail model, (2) segment damage information, and (3) characterize damage. The core of the method is the structure from motion, which is used to reconstruct the building scene, and machine-learning models that segment and characterize damage. In contrast to current practices, our method does not require manual intervention, generates lightweight models, and can be applied to a wide range of assets. The results generated with our pipeline represent a significant step towards an automated infrastructure damage assessment. We intend to expand our work in the future to include real-time applications and applications to other types of infrastructure. Establishment and utilization of diagnostic reference levels in medical imaging: Results from a survey and consultation under the IAEA technical cooperation programme in Europe and Central Asia

The paper presents the results of the activities under the IAEA Technical Cooperation programme in Europe and Central Asia, aiming to improve utilization of diagnostic reference levels (DRLs) in the region through identifying status, problems, and gaps in establishing and utilization of the DRLs, and suggesting potential solutions. Status was identified through a survey with two electronic questionnaires answered by the regulatory bodies for radiation protection of 26 IAEA Member States and 34 representatives of relevant professional bodies of medical physics, radiology, nuclear medicine or radiographers. Problems, good practices and potential solutions were identified as a result of the discussion during a regional workshop with 50 nominated representatives of 21 countries. Results were disseminated through open webinars. Existing gaps are related to the lack of adequate regulations in some countries, inadequate awareness of radiological professionals of DRLs as a tool for optimization, insufficient cooperation among relevant stakeholders, education, and staffing. Strengthening of the cooperation between regulatory and professional bodies could benefit the awareness and consequently the utilization of DRLs in clinical practice. The need of improved education and training of the DRL process was highlighted. Improved inspection procedures and education of inspectors would also support the process. Access to clinically qualified medical physicists was found to be critical for the DRL utilization. Suggestions were placed for continuous IAEA assistance through training, guidance and expert support.

A layer-2 solution for inspecting large-scale photovoltaic arrays through aerial LWIR multiview photogrammetry and deep learning: A hybrid data-centric and model-centric approach

Defective components within solar photovoltaic (PV) arrays overheat, resulting in particular temperature patterns under the long-wave thermal infrared (LWIR) spectrum. The detection and on-field localization of these patterns is of paramount aid to the operations and maintenance of PV installations. In this context, we develop a two-layer end-to-end inspection solution for the detection, quantification and on-field localization of overheated regions on PV arrays from LWIR UAV imagery. Layer 1 generates a georeferenced orthomosaic of the inspected site via a Structure from Motion-MultiView Stereo (SfM-MVS) photogrammetric acquisition/post-processing workflow. Layer 2 is a tile-based deep semantic segmentation stage that extracts and quantifies the affected regions from the generated orthomosaic. We collect aerial images from 103 PV sites, comprising approximately 342000 modules. After a SfM-MVS workflow, we produce and annotate 7910 orthorectified unique affected tiles, posteriorly augmented to prepare the state-of-the-art dataset in terms of size and representativeness. Through a training/cross-validation and test process, we investigate the implementation of 9 models in the segmentation process: FCN, U-Net, FPN, DeepLab, LinkNet, DANet, CFNet, ACFNet and TransU-Net, each of which experimented with 2 backbones: ResNet50 and DenseNet121. The models feature efficient encoder-to-decoder feature map transfers, pyramidal feature recognition, spatial and channel attention, feature co-occurrence, class center as well as vision transformers. The best performance is achieved by FPN-DenseNet121, with a mean mIoU of 93.44% and an F1-score of 96.39% on our test set. The two-layer solution takes the best of the data-centric and model-centric paradigms, alongside addressing the limitations of conventional inspection procedures. It is put into a concrete application framework, where it provides a pixel-based and a tile-based quantification of the affected regions within a PV plant. The results are promising, and the selected model can be deployed efficiently for extensive aerial monitoring of large-scale PV plants.

The evaluation of gingival phenotype using visual inspection method by clinicians.

Evaluating gingival thickness is an essential factor for aesthetic, function, and the maintenance of soft tissue health around natural teeth and dental implants. This study aimed to evaluate the accuracy of visual inspection procedures used to identify gingival phenotype by clinicians with different expertise and level of experience. The gingival phenotypes of a total of two hundred cases were identified as either thick or thin via visual assessment with clinical photographs by eight clinicians. One periodontist examined the gingival phenotype of all subjects based on the translucency of the periodontal probe through the gingival sulcus. The accuracy between these two methods was evaluated using percentile agreement and k statistics. The mean percentage of accurately identified cases was seventy-five percent of the cases irrespective of the clinician's experience and expertise. Almost half of the thin phenotype cases were misclassified by clinicians. İnter-examiner agreement was generally fair to moderate and intra-examiner agreement was generally moderate. Within the limits of this study, the present findings demonstrated that the visual inspection method misclassified the cases, especially thin gingival phenotype, compared to the probe translucency method. Therefore, there is a need for identifying a universally accepted, accurate method and clear clinical definitions.

Analysis of Passenger Inspection during the Covid-19 Period at Zainuddin Abdul Madjid International Airport, Lombok, West Nusa Tenggara

Domestic travel by airplane during the COVID-19 pandemic requires several new things regulated in dynamic regulations that are adjusted to the conditions of the development of COVID-19 in the community and the control carried out by the government. Some new things that passengers must do during security checks by Aviation Security at SCP-1 and PSCP. The purpose of this study is to explain the passenger inspection procedures and obstacles faced by Avsec officers in conducting passenger checks on SCP-1 and PSCP during the Covid-19 pandemic at Zainuddin Abdul Madjid International Airport, Lombok, NTB. This study used descriptive qualitative methods, the informants interviewed consisted of 1 Supervisor and 1 Squad leader at SCP-1 and 1 Officer at PSCP, with data collection techniques using interview, observation and documentation methods. validity of qualitative data using triangulation method. The results found that passenger inspection procedures by Avsec officers at SCP-1 and PSCP underwent changes with several additional procedures. Additional procedures are implemented in accordance with the Circular Letter of the Minister of Transportation Number SE 82 of 2022, the Circular Letter regulates various matters related to health protocols, completeness of vaccination and matters related to safety from Covid-19 transmission during travel. The obstacles faced by Avsec officers when conducting passenger checks are related to compliance with health protocols, completeness of vaccinations, long queues so that the inspection time is longer than usual. The solution is in the form of adding emergency clinic facilities for passengers who need vaccination and maximizing services by existing Avsec officers.

Investigating the Incorporation of Idle, High Idle, and Driving Acceleration NOx Emissions Tests into the Periodic Technical Inspection Procedures

NOx pollution is one of the greatest air quality issues that urban areas face today, particularly within the European Union (EU), yet currently this pollutant is only controlled through the homologation process. There is currently no periodic technical inspection (PTI) process for NOx emissions within the EU, leaving a weakness in the legislation that is currently allowing high polluters to negatively impact air quality. Work needs to be performed to incorporate a simple, quick, inexpensive, and representative test to accurately identify these high emitters within the on-road vehicle fleet. This paper investigates options for the incorporation of a NOx test into the EU PTI test procedures. In a trial constituting over 600 vehicles, a 3DATX parSYNC was used to measure the NOx emissions over a series of short test types. These are an idle test, two types of high idle test (a constant high idle and a rapid high idle), and an on-road driving dynamic acceleration test. The repeatability of all three test types was good. The NOx concentrations have strong correlations to the mass emissions for each test type, with the use of mean concentrations being deemed more representative than the use of maximum concentrations. The mean results across the tested fleet are calculated and used to define pass/fail thresholds for different vehicle types. The findings of this work show that multiple test methods have the potential to characterize NOx emissions from a vehicle, but in order to catch high emitters on a PTI test, the unloaded idle and high idle test types are not suitable substitutes for a dynamic acceleration test, particularly for petrol vehicles.

Rapid Detection of Staphylococcus aureus in Milk and Pork via Immunomagnetic Separation and Recombinase Polymerase Amplification.

Separation processes using immunomagnetic beads (IMBs) are advantageous for the rapid detection of Staphylococcus aureus (S. aureus). Herein, a novel method, based on immunomagnetic separation using IMBs and recombinase polymerase amplification (RPA), was employed to detect S. aureus strains in milk and pork. IMBs were formed by the carbon diimide method using rabbit anti-S. aureus polyclonal antibodies and superparamagnetic carboxyl-Fe3O4 MBs. The average capture efficiency for 2.5 to 2.5 × 105 (CFU)/mL gradient dilution of S. aureus with 6 mg of IMBs within 60 min were a range of 62.74 to 92.75%. The detection sensitivity of the IMBs-RPA method in artificially contaminated samples was 2.5 × 101 CFU/mL. The entire detection process was completed within 2.5 h, including bacteria capture, DNA extraction, amplification, and electrophoresis. Among 20 actual samples, one case of raw milk sample and two cases of pork samples were tested positive using the established IMBs-RPA method, which were verified by the standard S. aureus inspection procedure. Therefore, the novel method shows potential for food safety supervision owing to its short detection time, higher sensitivity, and high specificity. IMPORTANCE Our study established IMBs-RPA method, which simplified the steps of bacteria separation, shortened the detection time, and realized the convenient detection of S. aureus in milk and pork samples. IMBs-RPA method was also suitable for the detection of other pathogens, providing a new method for food safety monitoring and a favorable basis for rapid and early diagnosis of diseases.

Investigating defects and annual degradation in UK solar PV installations through thermographic and electroluminescent surveys

As the adoption of renewable energy sources, particularly photovoltaic (PV) solar, has increased, the need for effective inspection and data analytics techniques to detect early-stage defects, faults, and malfunctions has become critical for maintaining the reliability and efficiency of PV systems. In this study, we analysed thermal defects in 3.3 million PV modules located in the UK. Our findings show that 36.5% of all PV modules had thermal defects, with 900,000 displaying single or multiple hotspots and ~250,000 exhibiting heated substrings. We also observed an average temperature increase of 21.7 °C in defective PV modules. Additionally, two PV assets with 19.25 and 8.59% thermal defects were examined for PV degradation, and results revealed a higher degradation rate when more defects are present. These results demonstrate the importance of implementing cost-effective inspection procedures and data analytics platforms to extend the lifetime and improve the performance of PV systems.

KOMORAS-EXPACKHAUSES IN THE SYSTEM OF STATE CUSTOMS SERVICE OF GREAT DUCHY OF LITHUANIA IN LATTER HALF OF XVIII CENTURY

In the latter half of the XVII century, there was a reform of the state apparatus in the GDL; one of the results of this reform was the reorganization of the customs service and its transformation into a special institution in the system of the executive power of the State. During this period, the customs service of the GDL was rebuilt on the principles of bureaucracy and became one of the most perfectly organized state structures. In order to ensure that the money collected from duties on goods transported across the border is fully received by the budget, the state looked for optimal ways to organize the effective work of customs, including those by institutional changes.
 
 Basing on the study and generalisation of archival materials, the article shows the role and significance of komo-ras-expackhouses for the first time in domestic and foreign historiography. In particular, it was noted that these special customs checkpoints appeared in the structure of the customs service of the GDL in 1788. They were organised in the cities where the most active trade in foreign goods was carried out - in Vilnius, Grodno, Kaunas, Minsk, Brest, Slonim, Pinsk, Mozyr, Niesvizh and Novogrudok. In addition to carrying out the procedure of customs inspection, valuation of goods and calculation of duty, expackhouses were also places of temporary warehousing and storage of goods. The study describes the activity of expackhouses, notes their role in the expansion and development of trade in the territory of the GDP in the latter half of the XVIII century.
 
 The results of the research can be used when studying the activities of the state institutions of the GDL in the latter half of the XVIII century, preparing synthetical scientific works, textbooks on the history of the GDL and the history of the customs service.

Optimizing Road Safety Inspections on Rural Roads

Road safety depends on a complex balance between all the factors that compose the road system: user, vehicle, environment, and infrastructure. Directive 2008/96/EC introduces procedures to improve the European Transport Network (TEN-T) safety, recognizing an important role for safety inspections, but focusing them on freeways and highways. This paper proposed methods and criteria useful to optimize current inspection procedures and adapt them also to secondary and local rural roads. It is often complex to determine the severity and weight of the different risk factors in this context, since deficiencies and faults can be found both in the road infrastructure and in the other components of the system. The proposed survey method was applied to a stretch of the SS7 Appia state road (Lazio, Italy). Producing video capture and using GPS sensors to geolocalize the data proved to be very useful for the compilation of the survey forms. The results showed a good consistency between the safety assessments obtained from the scoring of the inspection forms and the historical accident rate. Therefore, the proposed methodology can be a valuable aid in understanding safety concerns and in defining the improvement actions.

PEMBERIAN SANKSI BERUPA PEMBEBASAN JABATAN OLEH BUPATI DI KOTAWARINGIN TIMUR KALIMANTAN TENGAH

Sanggul is a State Civil Apparatus who has brought the "Decree of the East Kotawaringin Regent Concerning Disciplinary Punishment for Exemption from Position" to the Palangkaraya State Administrative Court as the subject of the dispute. The issue with this article is that the steps used by the Kotawaringin Timur regent to inspect Sanggul and impose sanctions on his dismissal from office in Decision 3/G/2021/PTUN.Plk were not in accordance with the steps outlined in PP No. 53/2010 on Civil Service Discipline. The research methodology employed is normative juridical, which analyzes primary and secondary evidence before drawing inferences based on qualitative analysis. The findings of this study show that the Kotawaringin Timur regent's methods for applying disciplinary sanctions were procedurally faulty since they did not follow the PP above. According to the study's findings, because the Kotawaringin regent did not follow the inspection procedure exactly as required by the government regulation on civil servant discipline, he was deemed careless and negligent in carrying out the administrative stages. The East Kotawaringin regent then brought about the repercussions of not achieving the requirements of Articles 23 and 24 of the PP above.

The Value of Current Ante Mortem Meat Inspection and Food Chain Information of Dairy Cows in Relation to Post Mortem Findings and the Protection of Public Health: A Case for a More Risk-Based Meat Inspection.

In this study, the contribution of the ante mortem (AM) inspection and the food chain information (FCI) to ensuring meat safety and public health was investigated, by evaluating the slaughterhouse findings of 223,600 slaughtered dairy cows in the Netherlands. The outcome of this study was that the ante mortem (AM) and post mortem (PM) inspections have a substantial overlap, and that with regard to food safety and public health in over 99% of cases the PM could even be omitted on the basis of the AM. In this study, the data provided by the dairy farmers on the current FCI forms contributed little to nothing with regard to the outcomes of AM and PM inspection. It is concluded that current meat inspection procedures need an update and a more risk-based approach needs to be adopted. Regarding this, the AM inspection of dairy cattle should remain, because it plays an important role in ensuring food safety (e.g., by preventing contamination of the slaughter line by excessively dirty animals, or animals with abscesses), monitoring animal welfare and in detecting some important notifiable diseases. The PM inspection, however, could in many cases be omitted, provided there is a strict AM inspection complemented by a vastly improved (automated) way of obtaining reliable FCI.

Data mining of the essential causes of different types of fatal construction accidents

Accident analysis is used to discover the causes of workplace injuries and devise methods for preventing them in the future. There has been little discussion in the previous studies of the specific elements contributing to deadly construction accidents. In contrast to previous studies, this study focuses on the causes of fatal construction accidents based on management factors, unsafe site conditions, and workers' unsafe actions. The association rule mining technique identifies the hidden patterns or knowledge between the root causes of fatal construction accidents, and one hundred meaningful association rules were extracted from the two hundred and fifty-three rules generated. It was discovered that many fatal construction accidents were caused by management factors, unsafe site circumstances, and risky worker behaviors. These analyses can be used to demonstrate plausible cause-and-effect correlations, assisting in building a safer working environment in the construction sector. The study findings can be used more efficiently to design effective inspection procedures and occupational safety initiatives. Finally, the proposed method should be tested in a broader range of construction situations and scenarios to ensure that it is as accurate as possible.

Identifying crucial deficiency categories influencing ship detention: A method of combining cloud model and prospect theory

Port State Control (PSC), implemented by the port state authority, is an inspection regime to examine visiting foreign ships and detain substandard vessels. Many studies have explored the factors affecting ship detention to improve the effectiveness and efficiency of PSC inspection. However, these studies rarely consider the psychological behavior of decision-makers and the uncertainty of PSC inspection results. Therefore, this study aims to construct a comprehensive analysis framework to identify the critical deficiencies affecting ship detention decisions by combining the cloud model, criteria interaction through the inter-criteria correlation (CRITIC) method, and prospect theory. Specifically, the cloud model is utilized to deal with the uncertainty of PSC inspection results. Then the CRITIC method is applied to determine the weight of deficiency categories for describing the interdependent relationship among different deficiencies, and the prospect theory is introduced to reflect the psychological behavior of the decision-makers. Finally, we utilize the presented framework to analyze the PSC inspection data in the Tokyo Memorandum of Understanding (MoU) and Paris MoU to discern the crucial deficiencies impacting ship detention. The findings of this study provide a reference for port authorities to improve the ship inspection procedure while supporting shipowners selectively maintain ships to maximize cost-effectiveness. • We proposed a hybrid appraisal model identifying the crucial deficiency categories. • The psychological behavior of decision-makers is considered in the presented model. • The cloud model theory is used to handle the uncertainty of PSC inspection data. • The inter-dependency among deficiency categories is depicted by the CRITIC method.

Efficiency of intraoperative endoscopic inspection in reducing residuals in canal-wall-up surgery for pediatric cholesteatoma involving the mastoid.

To investigate the efficiency of additional intraoperative endoscopic inspection in reducing residual cholesteatoma in pediatric cholesteatoma involving the mastoid treated with classic canal-wall-up mastoidectomy and tympanoplasty. 32 cases of pediatric cholesteatoma involving the mastoid were enrolled in this perspective study and treated with classic canal-wall-up mastoidectomy and tympanoplasty. Transmastoid posterior tympanotomy, atticotomy and transecting tendon of tympani tensor were conducted to achieve adequate visualization of hidden spaces in the middle ear. After complete removal of cholesteatoma, endoscopic inspection was additionally performed to check residual cholesteatoma. All cases had at least a 2-year follow-up by routine otoscopy examination, CT scan or MR imaging. Residual rates of both intraoperative and follow-up findings were used to evaluate the efficiency of the endoscopic inspection in reducing residual cholesteatoma and compared with published reports. The additional intraoperative endoscopic inspection did not find any residual in this case series. In the 2-year follow-up, 2 cases (2/32, 6.3%) with residual cholesteatoma and 3 cases with recurrence (3/32, 9.4%) were found. The mean duration of endoscopic inspection and microscopic procedure were 17.9min and 93.6min, respectively. This study suggested that the additional intraoperative endoscopic inspection in microscopic CWU surgery for pediatric cholesteatoma involving the mastoid had no obvious value in reducing residual cholesteatoma but took extra time.

The quality inspection method of piston compressor assisted with the XGBOD model

For most manufacturers of piston compressors, all of the compressors should be tested and some key parameters are measured for the procedure of quality inspection. Traditionally, quality inspection of compressors is based on the thresholds of the key parameters (i.e., based on rules). However, due to the operation conditions of the production line varying slightly and uncertainty of measurement, the strictly fixed thresholds can often lead to misjudgment of quality inspection. To improve the correctness of quality inspection, this paper proposed a quality inspection method assisted with the Extreme Gradient Boosting Outlier Detection (XGBOD) model. XGBOD model is set up by learning anomalous patterns from historical test data, and it is used to identify finally whether it is qualified for the compressor that has been judged as unqualified by rules. The verification results demonstrate the effectiveness of the proposed quality inspection method. The XGBOD algorithm has a lower misjudgment rate than other anomaly detection algorithms. Assisted with the XGBOD model, the misjudgment rates of the proposed quality inspection method for Type-A and B compressors are reduced significantly from 15.75 % and 18.57 % to 1.18 % and 0.72 % respectively. Therefore, the quality inspection method assisted with the XGBOD model can effectively improve the correctness of the quality inspection.

Prevalence and Distribution of Endoparasites in Carnivorous Primates from Thrissur Zoological Garden

The animals selected for the endoparasitic observation are four species of carnivorous mammals specifically, Asiatic lion (Panthera leo persica), Bengal tiger (Panthera tigris tigris), Indian leopard (Panthera pardus fusca) and Indian jackal (Canis aureus indicus) that have been captivated in Thrissur zoo. By using direct smear inspection, conventional sedimentation, and flotation procedures, the faecal samples were subjected to a thorough routine parasitological study to determine the presence of parasite eggs and oocysts. The current analysis revealed that helminth and protozoan parasites infest four species of carnivorous mammals. Ancylostoma, Toxascaris leonina, Toxocara, Strongyle type and the trematode eggs of the species of Paragonimus as well as the coccidian genera Isospora of protozoa, were all observed to be abundant in the gastro intestinal tract of chosen mammals as a result of the study. By statistical analysis, according to the most recent observations it is noticed thatToxocara makes upon 25% of wild mammals, and any of the parasites infects 60% of wild mammals.

Analysis of Object Deformations Printed by Extrusion of Concrete Mixtures Using 3D Scanning

Additive technologies in construction and architecture are becoming more and more popular. Due to their advantages, concrete extrusion technologies have great potential for the future. One of the important parameters is the quality and precision achieved in the entire building process. This study investigates the search for a methodology to verify the quality of three-dimensional (3D) printing from concrete mixtures not just as an indication of the resulting accuracy of the process but to monitor the behavior of the printed object in the period immediately after the printing for a period of 28 days. Research has confirmed, among other things, that one of the main causes of dimensional changes over time is shrinkage, which occurs primarily in the length and height directions of the object. The drying behavior of the material also depends on the thickness of the wall, with the thicker parts of the element shrinking more slowly than the thin and peripheral parts. The research also confirmed the hypothesis that digitization using 3D optical scanning could be used for complex three-dimensional analysis of the dimensional accuracy and dimensional stability of concrete elements produced by 3D printing.
