INNOVATIVE DEVELOPMENT OF THE INDUSTRIAL SECTOR OF THE ECONOMY OF PAVLODAR REGION: FORECASTING AND PRIORITIES

At the present stage, the country as a whole and in the regions have created the necessary basic conditions for building an innovation-oriented management system for the industrial sector, including corporate foundations, personnel training, and the implementation of state programs in the field of industrial and innovative development. At the meso-levels, work has been carried out on the formation of an infrastructure for the innovative development of the industrial sector. At the micro-levels, as part of the transition of industrial enterprises to innovative management systems, projects are being implemented to introduce international management systems, digitalize production processes, and create innovative organizational and management structures. The practical application of the model of innovative management of the industrial sector of the Pavlodar region in the conditions of digitalization should ensure, along with the economic effect, qualitative trends in transformational changes in the results of the activities of industrial enterprises in the region. To directly determine qualitative trends in transformational changes in the results of industrial enterprises, appropriate criteria must be identified. The article discusses innovative management, which is an essential element of the entire management system of any organization and is based on human potential. The main target of innovative management is focused on the effective achievement of the goals of the organization’s activities through qualitative changes in all elements and subsystems of management using innovations and innovations. The main result of innovative management is the growth of competitiveness of organizations, both in domestic and foreign markets. Organizational Culture and Resulting Leadership Behaviors: Empirical Evidence from Social Workers in Kuwait

ABSTRACTThis study investigates the influence of Bureaucratic, Supportive, and Innovative organizational structures on Consideration and Initiating Structure leadership behaviors. The study comprised survey of 261 purposively sampled social workers employed in Kuwaiti governmental social organizations. The Organizational Culture Index (OCI) and the Leader Behavior Description Questionnaire (LBDQ) were used for data collection, and Structural Equation Modeling was used to examine these relationships. The results of this study demonstrate that Bureaucratic cultures significantly affect both the Consideration and Initiating Structure behaviors. Moreover, Supportive organizational culture predicts Consideration, whereas little evidence is found to support if Innovative Culture has any impact on Consideration or Initiating Structure.

In the method, research in the literature and field in the universe of 1,758 micro, small and medium industrial, and 15,112 micro and small industrial and service companies, with a stratified random sample and accessibility. The analysis presented here suggests that predictable dimensions, competencies and technological capabilities, combined with appropriate management technologies, are prominent factors in evaluating innovative and sustainable organizational structures that lead to economic and social development.

The article has as its object of study micro, small and medium-sized industrial and service companies. The objective was to analyze the dimensions, components of technological capacity and management technologies, as innovative attributes of organizational sustainability. It investigated in micro, small and medium-sized companies “which technical and managerial attributes are suitable for innovation and organizational sustainability?”. Specifically, what is the relationship between technological capabilities and management technologies allied to entrepreneurship, with organizational sustainability and sustainable development?" In the method, research in the literature and field in the universe of 1,758 micro, small and medium industrial, and 15,112 micro and small industrial and service companies, with a stratified random sample and accessibility. In theoretical and methodological contributions, the study points to an advance for the academic community in the areas of innovation, technologies and empirical research for organizations. In social and managerial contributions, the application of technological capacity and management technologies in micro, small and medium-sized companies generate perspectives for sustainable managerial and social development. Among the main results, the literature and empirical, the analysis presented here suggests that predictable dimensions, competencies and technological capabilities, combined with appropriate management technologies, are prominent attributes in evaluating innovative and sustainable organizational structures that lead to economic and social development.

The Effect of School Principals' Agile Leadership Behaviors on Entrepreneurial Teacher Behaviors through Innovative Organizations

The purpose of this study is to reveal the mediating role of innovative organizations in the effect of school administrators' agile leadership behaviors on entrepreneurial teacher behaviors. Based on the relationship between the variables, a model was proposed and the proposed model was tested. Before testing the SEM model, the relational survey model was used to determine the relationship between the variables and the model was tested. The study group of the research consists of 479 teachers working in Kartal, Tuzla, Maltepe and Sultanbeyli districts of Istanbul in 2023. According to the research findings, the agile leadership characteristics of school principals positively affect the entrepreneurial behaviors of teachers and the innovative structure of schools. As a result of the analysis of SEM model, innovative organizations have a partial mediating role between agile leadership behaviors of school principals and entrepreneurial teacher behaviors. This research contributes both theoretically and practically to the effect of agile leadership on teachers' entrepreneurial behaviors and innovative organizational structure of organizations, and the effect of innovative organizations on entrepreneurial teacher behaviors. In the light of the findings, implications related to agile leadership, teachers' entrepreneurial behaviors and innovative organizational structures are discussed and suggestions are made for future research.

Private banking development in China under two organizational structures: Economic analysis from an organizational innovation perspective

This paper investigates optimal decisions for private banking development in China under two innovative organizational structures—the big retail mode (BRM) and the independent development mode (IDM). Under the BRM, the retail and private banking divisions form a cooperative relationship wherein the former transfers high-net-worth customers to the latter. In addition, retail banking receives a share of private banking revenues. We investigate the optimal revenue-sharing ratio between the two divisions and the optimal effort by private banking to serve transferred customers within the cooperative relationship. The analytical results show that as the private banking division becomes more developed, the optimal revenue-sharing ratio decreases, and the private banking division’s optimal effort to serve transferred customers decreases because it puts more effort into acquiring new customers. Under the IDM, the two divisions form a competitive relationship since they compete to acquire customers independently. We investigate customer acquisition efforts in this interdivisional competition. Optimal customer acquisition efforts by both divisions increase in potential assets and rates of return. This paper contributes to the literature by (1) analyzing financial innovation by private banks from an organizational perspective; (2) providing an economic analysis for private banking development in China.

Renewable Energy Communities as Modes of Collective Prosumership: A Multi-Disciplinary Assessment Part II—Case Study

Renewable Energy Communities (RECs) have been defined as modes of collective prosumership under the Renewable Energy Directive (RED II). We evaluate the benefits offered by RECs and the barriers and enablers impacting their uptake. Germany is taken as a case study for a novel multi-disciplinary assessment of a potential REC intended as a climate-neutral, mixed-use district. We found that energy cooperatives may not be suited to form RECs, but the future may see an uptake of innovative organizational structures such as the Consumer Stock Ownership Plan. It has been shown that a high degree of prosumership can provide technical and economic benefits with maximum greenhouse gas savings of 35% and a maximum self-consumption share of 61% compared to no prosumership. The REC has a negative Net Present Value (NPV) after 25 years of operation and lacks financial attractiveness. A positive NPV is only possible by using the cost savings from prosumership to recoup the investments faster. RECs are a promising mode of citizen participation in the energy transition; however, for their application in Germany, together with the currently missing regulatory allowance of sharing energy between small-scale parties over a public grid, dedicated subsidies, one-time grants or price support for operators are needed.

МІЖНАРОДНІ ПРОЦЕСИ ІНТЕГРАЦІЇ ОСВІТИ І НАУКИ З ПІДПРИЄМНИЦЬКОЮ ДІЯЛЬНІСТЮ

The article reveals the current trends of innovative development of universities, features of integration in the system "education - science - production - business", considers the formation of innovative organizational structures in higher education. It is substantiated that building a modern competitive economy in Ukraine on the basis of innovation is possible only with the functioning of a full-fledged infrastructure, which should include institutes, universities, technology and science parks, innovation centers, business incubators, technology transfer centers, investment and venture funds, etc. Such structures most effectively ensure the integration of education, science and industry, promote the rapid implementation of advanced discoveries and scientific developments. The integration of science with entrepreneurship ensures the passage of the innovation cycle: a new idea – a prototype - patenting - implementation in production. The analyzed experience of developed countries shows that international processes of integration of education and science with entrepreneurship are very relevant, the dominant role in creating innovative structures belongs to leading research universities, where along with training highly qualified personnel research and innovation are implemented. Analysis of the existing infrastructure of innovation activity in Ukraine on the basis of higher education institutions shows imperfection, if not a practical lack of commercialization of knowledge and technology. This necessitates the formation of an appropriate part of the innovation infrastructure in the university. It is determined that the strategic goal of formation and functioning of technology transfer centers in Ukrainian universities, institutes and research institutions is to create a permanent system of commercial use of science-intensive products - objects of intellectual property as a result of research work of the university in domestic and foreign markets. mutual relations of universities with industry and regions, modern information technologies. To achieve this goal, university technology transfer units need to solve a number of tasks: first, to provide a systematic approach to the analysis of scientific potential of the university, expert analysis of all outstanding publications and R & D contracts "to order"; secondly, to create a bank of current developments; third, to promote the development of the infrastructure of small research and innovation firms; to organize monitoring of inquiries of enterprises, branches concerning science-intensive products; to form innovation-oriented topics of research and development in accordance with the requests ("feedback" with consumers), etc. In addition, the need to spread the practice of CTT on the basis of research universities requires further legislative support for the interaction of innovation actors, government support and encouragement to involve its participants in cooperation, creating mechanisms to intensify innovation companies and private capital.

Selling Antislavery: Abolition and Mass Media in Antebellum America by Teresa A. Goddu

Goddu, was more than an influential organization in the 1830s: It was also a cultural machine. The scale and diversity of the AASS's cultural production back this point. Established in 1833, the AASS had reached an estimated circulation of 725,000 copies of its publications per year by the end of the decade. Its many publications included monthly periodicals such as Human Rightsand The Emancipator, the yearly American Anti-Slavery Almanac, and the widely read American Slavery as It Is: Testimony of a Thousand Witnesses(1839). It published images such as the broadside Slave Market of America(1836) and organized well-attended fairs in cities such as Boston and Philadelphia, where attendees could buy all kinds of consumer goods to support the cause. In Selling Antislavery: Abolition and Mass Media in Antebellum America, Goddu asks how AASS representations mobilized opposition to slavery while shaping the identities of the abolitionists who consumed them. One of the many virtues of Selling Antislaveryis how it treats abolitionist [End Page 154]literary texts as one of many cultural forms produced by the movement. After a chapter on the publishing strategies and distribution networks of the AASS, Goddu examines its representations in three sections: print culture (almanacs and slave narratives); material culture (consumer goods at fairs and the fairs as symbolic sites); and visual culture (images in publications and prints). A concluding chapter explores how Black artists and writers not affiliated with the AASS appropriated and contested its aesthetics. Blending business history with wide-ranging cultural analysis, Selling Antislaveryis a compelling contribution to our view of abolitionist media. The book joins a growing body of scholarship stressing the importance of visual and material culture to antebellum activists fighting for abolition and racial justice. Though not limited to abolitionism, these and other works have shown how abolitionists were keen to use images and ephemera to denounce slavery, define their public personas, and forge political bonds. Selling Antislaveryunderscores these insights while deepening our understanding of how, precisely, abolitionists were able to blanket the nation with representations in the 1830s. This was possible, for Goddu, because the AASS employed "innovative organizational structures, new technologies of reproduction and publicity, and systematized distribution" (10). The organization's top-down management structure, which started with the executive committee in New York, catalyzed expansion. The New York office took the lead in strategizing fundraising, planning the production of texts, and training paid lecturers. The AASS also embraced new media technologies, such as the steam press. Once created, AASS texts circulated across the North, to Europe, and even into the slave [End Page 155]South, as in the case of the 1835 postal campaign. Presenting different ideas and suggestions in order to solve problems in organizations; that is, “employee voice” is an important mechanism for innovative, agile and flexible organizational structures. In terms of diversity management, this study covers the hesitations and obstacles that the employees diagnosed with psychological disorders may experience in sharing ideas and solutions about the issues they are dissatisfied with. In terms of employee voice theories, awareness of barriers and responsibilities of organizations are supported by theoretical implications. It is aimed to offer suggestions to HR professionals and managers with the thought that employees with psychosocial barriers should not be left out of the major working group. With this perspective, it has been explained why they may hesitate to share their ideas and opinions and what the responsibilities of organizations can be.

Structuring for innovative responses to human resource challenges: A skunk works approach

Increasingly, organizations find that they need to be more flexible and innovative in responding to unexpected and emergent human resource (HR) issues affecting their members, such as outbreaks of infectious diseases (e.g., COVID-19) forcing massive transition to remote work, changes in industry landscape altering learning and development, and politically-driven global mobility regulations restricting people flow. Organizations have long utilized informal structures known as “skunk works”, flexible groups empowered to work rapidly with minimal management constraints, to address technological challenges. In this article, we aim to better understand when and how organizations similarly employ skunk works-like structures to help them deal with rapidly evolving HR-related challenges. We discuss three examples of organizations that have utilized this approach. We then integrate the learning insights from these examples to develop a framework supported by a set of research questions to guide future scholarship into HR skunk works. We emphasize that there are both benefits and drawbacks of innovative organizational structures for addressing HR challenges alongside regular, established ways of working.

مع تزايد المنافسة بين الدول، أصبح السعي وراء التميز وإنشاء جامعات عالميةWorld Class universities جزءا من الأجندة الوطنية في اليابان. وبناء على ذلک، اعتمدت الحکومة اليابانية سياسات ومبادرات التميز مثل [COE 21 و GCOE و WPI] والتي من خلالها يتم تقديم برامج دعم مالي للجامعات البحثية من أجل تعزيز بيئة التعليم والتعلم وتحديث الهيکل الإداري وتدعيم أنشطة التدويل. کذلک تهتم الحکومة اليابانية بالإصلاح الإداري لهذه الجامعات من خلال بناء هياکل تنظيمية جديدة ومبتکرة تتناسب مع مبادئ الإدارة العامة الحديثة. وبناء على تلک المبادرات وممارسات الإصلاح الإداري تطورت الجامعات اليابانية وتصدرت التصنيفات العالمية. وفى ضوء خبرة اليابان توصلت الدراسة الحالية الى تصور مقترح يمکن أن يسهم في تطوير نموذج الجامعات البحثية بمصر للوصول الى المستوى العالمي والمنافسة في التصنيفات العالمية ومن ثم زيادة القدرة التنافسية لمصر ، وقد اعتمدت الدراسة في تحقيق هدفها على الإجابة على التساؤلات البحثية التالية: ما تأثير مبادرات التميز على الجامعات اليابانية؟ وما العوامل التي أدت الى وصول الجامعات اليابانية إلى مکانة عالمية المستوى؟ وکيف تعامل الإصلاح الإداري لهذه الجامعات في حل النزاع ما بين ممارسات الاستقلالية والمحاسبية في سياق سياسة الليبرالية الجديدة؟ کيف يمکن لمصر الاستفادة من تجربة اليابان في السعي لتحقيق جامعة عالمية المستوى؟ وقد توصلت الدراسة إلى أنه من خلال الاستفادة من تجربة الجامعات اليابانية، اتضح أن برامج التمويل التي توفرها مبادرات التميز إلى جانب الاعتماد على هياکل إدارية مبتکرة تضمن الاکتفاء الذاتي للجامعة، قد يکون هو المسار المستدام للجامعات المصرية لأداء جيد في التصنيف الدولي وتعزيز قدرتها التنافسية العالمية. Excellence Initiatives and Management Reform: The Case of World-Class Research Universities in Japan And Possibility Of Making Use Of Them In Egypt Abstract With increased competition between countries, the pursuit of excellence and the creation of world-class universities, world class universities, has become part of the national agenda in Japan. Accordingly, the Japanese government has adapted excellence polices and initiatives such as [COE 21, GCOE and WPI] that would provide finacial programs for research universities to enhance the teaching and learning environment, modernize the administrative structure, and support internationalization activities. The Japanese government is also concerned in the administrative reform of these universities by building new and innovative organizational structures that are in line with the principles of modern public administration. Based on those initiatives and management reform practices, Japanese universities have been developed and have highly ranked positions in the global rankings. In light of Japan's experience, the current study came up with a proposed vision that could contribute to develop the model of research universities in Egypt to reach the global level and compete internationally, which would lead to increase the competitiveness of Egypt, to achieve this goal the study tried to answer the following research questions: What is the effect of the excellence initiatives on the Japanese universities? How did the administrative reform of these universities deal with the conflict between Autonomy and accountability practices in the context of the new liberal policy? How can Egypt benefit from the Japanese experience in pursuing a world-class university? The study concluded that, by getting benefit from the experience of the Japanese universities, it became clear that the excellence initiatives and the management reform would guarantee the university's self-sufficiency, and it would be the sustainable pathway for Egyptian universities to perform well in the international competition and enhance their global competitiveness of Egypt.

Successful 21st-century Extension organizations will require innovative business models and organizational structures to meet customer needs. Although new technologies and tools that support Extension education are important, they do not serve as a vision or strategy. This commentary argues why Extension must pay close attention to its customers' needs to remain valuable and relevant in the future and describes the changes Penn State Extension has made in an attempt to position itself as a 21st-century organization.

Infrastructure Projects In Turkey and Innovative Implementations In Project Management

In Turkey, transportation investments have taken the first number on the agenda on the last decades. Tremendeus projects like Kanalistanbul is mnetioned beside many airport projects in Anatolian cities that are existing many urban railway system projects in Istanbul and any other major cities beside high speed railway projects that connects the cities of Turkey by west to east and by south to north. Turkey continues the period of infrastructural establishment and renowation rapidly as a developing country which aims to being one of the biggest economy all over the world. Because of these, project management, management notions, usage of innovative Technologies and organizational structures have a vital role in Turkey which has a dense infrastructure establishment period and gives prority to transportation.

The Johns Hopkins Department of Pathology Novel Organizational Model: A 25-Year-Old Ongoing Experiment

In 1993, the present Department of Pathology at Johns Hopkins was established with the leadership of a new chair (ie, referred to as department director at Hopkins) and upon the integration of 3 separate and independent departments at the Johns Hopkins School of Medicine (Pathology) and the Johns Hopkins Hospital (Pathology, Laboratory Medicine). This new department was organized into 17 divisions, each of which was expected to develop and maintain significant clinical, educational, and research programs of excellence. To facilitate performance and alignment across missions and parent organizations, a novel professional and administrative structure was created. Professionally, vice-chairs (ie, deputy directors) for research, teaching, and patient care were appointed to oversee and coordinate these activities across all units of the department. Likewise, to focus and enhance expertise, individual administrators were appointed for academic, clinical, and business affairs. A departmental executive committee was created consisting of the vice-chairs and administrators, which was presided over by the chair. Simultaneously, substantial effort was put into measuring and improving the organizational culture using evidence-based methods. Significant improvements were documented by the year 2000 in departmental performance in research, education, clinical service, culture, and finances. Under 2 successive leaders, the department has maintained its eminence across missions and financial performance. This 25-year experience supports the tenet that innovative and strategic organizational structures and functional alignments can provide sustainable competitive advantages in performance.

Innovative Behaviour, Organizational Structures and Corporate Performance

This paper investigates the mutual interdependencies between innovative behavior, organizational structure and corporate performance. We present a multi-method approach (Monte-Carlo-Simulations and regression analyses) for analyzing the impact of different kinds of innovations (incremental, incremental with spillover effects, and radical innovations) in different organizational settings (cooperatives, hierarchies and team structures). Results show that even with innovative actors, cooperatives tend be poor performers on average, while hierarchical firms even with poor managers have a much higher probability of surviving. Furthermore, rigid hierarchies might increase corporate performance if innovations have a significant probability of failure. Considering innovations arising from employees, the results indicate implications for risk and innovation management regarding the relevance of reducing transaction costs and increasing the quality of management. Finally, the results show the risks involved in erecting team structures because teams are superior in spreading innovations within the organization but in a world with risky innovations, teams can significantly reduce corporate performance and in such cases adding more management cannot reverse the loss. We use these findings for discussing how an optimal organizational structure may look like and for presenting an agenda for further research.

Processos de Implementação de Estratégias de Marketing na Indústria Criativa de Jogos Eletrônicos

Este articulo contribuye a la comprension del proceso de la estrategia de marketing, cuando se presentan los factores organizacionales y humanos que impulsan procesos de aplicacion identificados en estudio cualitativo realizado en la industria creativa desarrolladora de videojuegos. La investigacion, un estudio de casos aplicados a cuatro oficinas de videojuegos, se baso en el modelo de aplicacion de la estrategia de marketing de Sashittal y Jassawalla (2001) y en los conceptos de la conducta creativa y de la innovacion en las organizaciones propuestos por Amabile (1997). El analisis sugiere que la aplicacion de la estrategia de marketing esta anclada en patrones de gestion innovadores, en la capacidad creativa ademas de la adopcion de tecnicas modernas de controles. Se observo que una vision que asocia la produccion, el proceso, la orientacion al mercado y la entrega de valor es esencial para la aplicacion de estrategias de marketing en las estructuras organizacionales creativas e innovadoras. La investigacion contribuye a los estudios de aplicacion de la estrategia de marketing en ambientes creativos e innovadores bajo la perspectiva de las pequenas empresas y tambien contribuye con la teoria de la estrategia de marketing cuando sugiere que en futuras investigaciones el analisis del proceso, el control y las habilidades de gestion sean incluidos como categorias en el modelo teorico elegido

Marketing Strategy Implementation Process in the Creative Industry of Video Games

This article contributes to the understanding of marketing strategy process when it presents the organizational and human factors that support the processes of implementation, identified in a qualitative study conducted in the creative industry of video game development. The research, a case study applied to four video and computer game companies was based on the Sashittal and Jassawalla (2001) marketing strategic model, and on the concepts of the creative behavior and innovation in organizations proposed by Amabile (1997). The analysis suggests that the marketing strategy implementation is anchored in innovative administrative process, creative skills and the adoption of modern control technologies. It was observed that a vision that associates production, process, the market orientation and the delivery of value-adding is essential for the implementation of strategies in creative and innovative organizational structures. The research contributes to the marketing strategy implementation studies in creative and innovative environments under the approach of smaller organizations. It also contributes with the marketing strategy theory when it suggests that the analysis of the process, the control and the management skills be included as categories into the theoretical model in future investigations.
