Formation of intellectual property commercialization strategies

The object of research is the process that forms strategies and methods for effective commercialization of intellectual products at industrial enterprises. The problems of introducing intellectual property objects into the economic circulation in the field of industrial production have been analyzed. The most important of them are economic and managerial problems, which consist in the lack of necessary funding and are determined by the difficulty of assessing the market competitiveness of an intellectual product. Special attention was paid to market, technical-technological, and legal problems, the presence of which inhibits the development of the technological market and significantly affects the efficiency of intellectual and innovative activities. The presence of these problems predetermined the main goal of the study – to devise methods and strategies for the commercialization of intellectual property objects. Three basic strategies for the commercialization of intellectual products have been studied: the strategy of promoting an intellectual product, the strategy of diffusion of innovations, and the strategy of accumulating maximum income. Based on them, an integrated strategy for the commercialization of intelligent products for enterprises of the machine-building industry, which is oriented towards achieving the goals of maximizing the economic and social effect of the production of an intelligent product, was formed and substantiated. The main component of an integrated strategy is an organizational mechanism that provides investment support for innovative activities and scientific and consulting support for an intellectual product. The research results could be used to form programs of intellectual and innovative activity of industrial enterprises and would serve as a basis for further scientific research on these issues

Statistical Assessment of the Product Innovation Impact on Employment and Wages in Ukrainian Industry

Innovation activity of industrial enterprises is one of the most important prerequisites for the socio-economic development of the country. Innovations contribute to the growth of labor productivity, value added and profit, and, consequently, to an increase in the level of wages. Studies of patterns of the product innovation impact (measured as an indicator of the share of innovative products in industrial sales) on employment and wages in the industrial sector of the economy has, therefore, significant theoretical and practical importance. The purpose of the article is a statistical assessment of the relationships between product innovation and employment, as well as between product innovation and wages in Ukrainian industry. Analytical confirmation of a significant decrease in the level of product innovation and employment in Ukrainian industry over the past decades is provided. Using correlation-regression analysis methods, it was empirically proven that there is a high positive correlation between the innovativeness of products and the share of industry in the employment structure of the Ukrainian economy. A regression model was built, allowing to determine how the employment in Ukrainian industry will change with changing the product innovativeness by 1 pp. Almon’s method was used to build a distribution-lag model (with a lag of three years) reflecting a high positive dependence of the index of average monthly salary of a full-time employee in the Ukrainian industry on the growth of the product innovation index. On the basis of proven regularities, a deterministic econometric model for optimization of the technological structure of realized industrial products and innovative products in the context of manufacturing industry was developed and tested at the level of Ukraine; the model was used in estimations by linear programming technique. The optimization criterion is a product innovation increase. The results of modeling lay a theoretical basis for strategic macroeconomic planning and socio-economic forecasting, as they allow for choosing a target optimization function at which wages in the manufacturing industry of Ukraine will reach the desired value.

Accordingly, the study of patterns of impact of product innovation (expressed as an indicator of the share of innovative products in the volume of industrial products sold) on employment and wages in the industrial sector of the economy has significant scientific and applied importance. The purpose of the article is a statistical assessment of the relationships between product innovation and employment, as well as between product innovation and wages in Ukrainian industry. Analytical confirmation of a significant decrease in the level of product innovation and employment in Ukrainian industry over the past decades. With the help of correlation-regression analysis methods, it has been empirically proven that there is a high direct relationship between the innovativeness of products and the share of industry in the structure of employment in the Ukrainian economy. A regression model has been built, with the help of which it is possible to determine how employment in Ukrainian industry will change when the innovativeness of products changes by 1 p.p. Using Almon’s method, a distribution-lag model (with a lag of three years) was built, which reflects the high direct dependence of the index of the average monthly salary of a full-time employee of the Ukrainian industry on the growth of the index of product innovation. On the basis of proven regularities, a deterministic economic-mathematical model for optimization of the technological structure of realized industrial products and innovative products in the context of production of the processing industry was developed and tested at the level of Ukraine, which was solved by the method of linear programming. The optimization criterion is the increase in product innovation. The results of modeling form a scientific basis for strategic macroeconomic planning and forecasting of socio-economic development, as they allow choosing such a target optimization function at which wages in the processing industry of Ukraine will reach the desired value.

SOURCES FOR FINANCING THE ENVIRONMENTAL TRANSFORMATION OF PRODUCTION AS A COMPONENT OF THE INNOVATIVE ENTERPRISE DEVELOPMENT

In article was presented the distribution of expenditures on innovation among industrial enterprises belonging to the category of innovatively active. It was emphasized the insufficient level of research and development due to lack of financial support. The main directions of innovation activity of industrial enterprises are focused on forced renewal of capital assets, the influence of the lack of funding on the innovative activity of business entities is revealed. Author emphasizes the need to develop recommendations for finding sources of funding to ensure the innovative transformation of industrial enterprises. It was analyzed the main sources to finance innovation activities of ukrainian industrial enterprises. It was found that the main source of financing the innovative development of enterprises is their own funds. The study examined the possibilities of using borrowed funds and explored the role of bank lending in ensuring innovation. Particular attention is paid to project finance as a mixed type of financing. Based on the knowledge about the financing of innovations by industrial enterprises were identified the features of funding for ecological modernization of production by cement producers in Ukraine. It is determined the significant role of foreign capital in the process of ecological transformations of enterprises in the industry.The main trends and prospects for funding innovative projects for cement industry enterprises are highlighted. Proposals for optimizing the structure of sources of financing for innovative development for cement producers are developed. The proposed sources of financing for the ecological transformation of production fall into different categories, including government funding, the use of investment funds resources and participation in project financing.

CLASSIFICATION OF EXPENDITURES ON INNOVATION ACTIVITIES OF INDUSTRIAL ENTERPRISES

Modern trends in economic development, such as globalisation of markets, intensification of competition, changes in consumer demand, shortening of life cycles of goods and technologies, increasing requirements for their quality, and rising costs of used resources, require leaders and managers to find effective methods of managing the company's activities. Ensuring the competitiveness of enterprises in such conditions is impossible without the introduction of the latest management concepts, which requires changes and development of functional management, one of which is the management of costs based on the definition of new criteria for their classification. Classification of costs for management purposes should meet the main requirement – it should be based on characteristics that allow differentiation of costs for their management in various aspects. It creates conditions for determining the level of costs according to the scope of their management, organisation of planning, accounting, control and analysis. The purpose of the article is to consider the accounting, analytical and management tasks of cost classification in industrial enterprises and its improvement. Methodology. The methodological basis of the thesis is a set of methods and principles of scientific knowledge, general and special methods and techniques used in research. The theoretical basis of the study is the scientific work of domestic and foreign scientists on issues of cost management, organisation of information systems, management accounting of costs, methods of cost management. The legal basis of the study consisted of the current legislative and regulatory documents regulating the formation of costs of enterprises in Ukraine. The information base included official statistical data, reporting and accounting information of enterprises, Internet resources and publications, as well as the results of own research. In order to achieve the set goal, the methods of system approach (to study and characterise the theoretical basis of cost classification) and structural-logical analysis (to determine the criteria for classification of costs of an industrial enterprise) were used when writing the article. Practical implications. The obtained results and the developed recommendations constitute a methodological basis for the improvement of the management of costs for the innovative activity of industrial enterprises based on the definition of new criteria for their classification. The most practical results are: the study of the similarities and differences in the approaches to cost classification of industrial enterprises, the definition of the objectives of cost classification, the consideration of cost classification by cost items, the need to distinguish additional features of cost classification. Value/originality. The classification of costs for the innovative activity of an industrial enterprise has been improved and extended with additional criterion features (possibility of management, accounting and reporting, the principle of accepted obligations, the place of formation, according to the stability factor), due to the need to determine the relationship between the size of the enterprise 's costs and the possibilities of exercising managerial influence on them by managers of different levels, which makes it possible to optimise the composition and structure of costs, which are reflected in various methods of cost management and are the basis for their choice of coordination.

Current challenges of innovative development in industrial enterprises

The development of state policy on an innovative basis is an effective mechanism for overcoming the crisis in the war and post-war periods. With the help of innovations at an industrial enterprise, it is possible to increase labor efficiency and reduce the resource consumption of production. An effective innovation policy of the state, and especially joint actions of the state and corporate sectors of the economy, is an effective tool for combating the economic crisis. This confirms the relevance of the chosen research topic. The setting of tasks consists in determining the basic principles of the development of state policy, as well as the development of directions for the innovative activity of industrial enterprises. The purpose of the research is to determine the features of state policy on an innovative basis, taking into account the features of international experience. The main theoretical and practical aspects of the formation and improvement of state policy were reflected in the works of Y. Bazhal, V. Heyets, L. Didkivska and L. Golovko, D. Zukhba, E. Zukhba, M. Ignatushina, D. Kapturenko, S. Mocherny, V Oreshyna, D. Stechenko and others. Method or methodology of research. The article uses a set of methods and approaches of scientific research: systemic, factorial, comparative, analysis and synthesis, generalization, scientific abstraction and others. The international experience of the peculiarities of the development of state policy on an innovative basis in the countries of the European Union, Asia, the USA, etc. is summarized. The positive aspects of the development of innovation policy as a component of the state policy of economic development have been determined, taking into account modern development trends and risks that restrain their development. An important development is the development of directions of state policy on an innovative basis. The field of application of research results is socio-economic development.

FORMATION OF INNOVATIVE POTENTIAL OF ENTERPRISES IN THE CONTEXT OF DIGITALIZATION OF REGIONAL ECONOMIC SYSTEMS

The article analyzes the peculiarities of creating innovative potential of enterprises in the conditions of digitalization of regional economic systems. It is determined that the innovative potential can be considered from the point of view of the ability to produce/produce innovations on the basis of continuous, purposeful, professional, client-oriented activity, based on application of progressive knowledge, generation and realization of the most viable ideas, their commercialization, which makes it necessary to effectively cooperate with external environment and system functioning of all components of the enterprise. The interrelation of the components of the potential of the enterprise and peculiarities of its interaction with the external environment is outlined. Factors of formation of innovative potential of enterprises under conditions of innovative and digital tendencies are determined. The general trends of development of innovative opportunities of Ukraine according to the world ratings have been analyzed (World Competitiveness Rankings, Global Innovation Index). The structure of the sources of financing of innovation activity of industrial enterprises and the change of share of the number of innovation-active enterprises in the total number of industrial enterprises is analyzed. Assessment of direct losses in the industrial sector as a result of the war was carried out. It is determined that attraction of foreign investors into the domestic economy is possible by means of the use of digital transformation instruments, for example, the electronic platform Advantage Ukraine, as well as through the programs of international assistance, for example: «EU4Business: Competitiveness and internationalization of SMEs». The geography of activity of enterprises receiving microgrants from EU4Business is analyzed. It is well-grounded that digital transformation, dizhitalization has a stimulating effect on the development of all spheres, in particular, on the formation of innovative potential of enterprises. In this context, consistency and systematization are important to ensure an appropriate level of adaptability, taking into account limited resources and the formation of the environmental impact of limited resources.

Assessment of Innovative Activity of Industrial Enterprises of the Region in the Context of Structural Transformations of the National Economy

Industrial enterprises, manufacturing new and upgraded goods, are one of the most essential sectors of the country's economy that ensure its stable development. Both at the federal and regional level an important role is assigned to stimulating innovative activities of enterprises. The North Caucasus Federal District has a high economic potential, it is rich in unique natural resources. Before introducing certain measures to incentivize innovation, there should be a general assessment of the innovative potential of industrial enterprises to determine efficacy of realized investments. The purpose of this research is practical application of means of assessing the innovative potential of the regional economy, which will further enable to take measures to improve funds efficiency invested in the innovative development of industrial enterprises in the North Caucasus Federal District. The research methodology is based on a theoretical analysis of the main scientific provisions of the investment activity of the enterprise, a comparative analysis of the innovative potential of regional associations of Russia, as well as large industrial enterprises of the North Caucasus Federal District. The informational and empirical basis of the study was received from statistical data on the Russian Federation, as well as reporting of enterprises available in the public domain. The object of observation was the largest industrial enterprises of the NCFD with different development strategies over the period 2020–2021. The scientific novelty lies in the author's approach to assessing the innovation and investment potential of industrial enterprises: interpreting the concept of innovation and innovation strategy, as well as socio-economic significance of industrial enterprises within the national economy. The conducted research revealed a number of issues that hinder development of the innovative potential of industrial enterprises in the North Caucasus Federal District; it also proved relevance of the proposed diagnostics.

DEVELOPED MILITARY ECONOMY AS A COMPONENT OF UKRAINE’S NATIONAL ECONOMIC STRATEGY

Purpose. The principles, strategic goals and directions of the development of the military economy in the structure of the national economy and its influence on the formation of the military-economic policy of the state to ensure its modern military-economic security have been determined. Design/methodology/approach. In the article, the author used the following methods: analysis and synthesis – to analyze modern trends and generalize their impact on the formation and development of the military economy; systemic method – to reveal the essence of the military economy through the prism of the formation of military-economic potential and national security; statistical – for ranking the most powerful armies in the world and outlining the military and economic potential of Ukraine; comparison – to determine the volume and share of military defense expenditures of a number of states and the volume of sales of weapons and military services in the world in a geographical dimension; strategizing – for the formation of strategic goals of the policy of the national economy of Ukraine; generalization – when formulating conclusions and recommendations. Based on a review of the literature, the author determined the goals of analyzing the indicators of military and defense spending among a number of countries in the world, the dynamics of sales of weapons and military services, and substantiated the main defense trends of governments and a number of enterprises of many states. The strategic objectives of the policy of the national economy of Ukraine considered by the author made it possible to form conclusions, the reliability of which is based on the interpretation of the indicators given in the analytical part. Findings. The a proven hypothesis that the level of spending on national defense makes it possible to guarantee a high level of military-economic security, which is the fundamental function of the state. This condition in the military-economic potential can be achieved only thanks to the formation of the military-economic concept of the state, which is based on its historical experience, on the study of similar concepts and practices of states with different economic models, which reflect scientific and technical achievements. Also, the requirement of the present and the future is the need to develop special components in the structure of the military economy of Ukraine: nuclear military industry; rocket engineering; aircraft construction; tank construction; shipbuilding; production of artillery systems, rocket launchers and robotic systems, hypersonic weapons, unmanned aerial vehicles, anti-ship missiles and medium and long-range ballistic missiles; production of small arms and ammunition; production of radar surveillance systems, anti-satellite technologies and weapons with artificial intelligence, etc. This will require a constant increase in the military budget and spending on scientific research, as a certain annual share of Ukraine’s GDP Practical implications. The results of this study are of interest to state authorities, business entities in the field of the defense-industrial complex, who seek to expand and modernize the sphere of the military economy, increase the innovative and technological level of military equipment, weapons and dual-purpose products in accordance with the conditions of competitive markets and ensure employment growth at military industry enterprises. In addition, the results can help scientists of higher education institutions to improve tools for expansion of innovative knowledge and build scientific potential in the field of military technologies. Originality/value. This study emphasizes the peculiarities of the formation of the military economy sector in the structure of the national economy and its impact on the investment and innovation activity of industrial enterprises that produce dual-use products. The outline of the defense trends of governments and a number of enterprises of many states made it possible to form the strategic goals of the policy of the national economy of Ukraine in the defense sphere. Provide recommendations to the authorities regarding the development of the military industry and the adoption of a number of institutional decisions at the state level.

Nowadays, the role and importance of scientific developments in financing the innovative development of enterprises in Ukraine is growing more than ever because innovations are becoming the driver of all transformations. Despite the significant scientific output of Ukrainian researchers, the dominant problem that must be solved immediately is the search for effective sources of financial resources to ensure the development of innovative activities of industrial enterprises since they form the lion's share of the real GDP of the state. The article aims to assess current trends in financing innovative activities of industrial enterprises to substantiate how to ensure their innovative development in preserving competitive advantages on the market. The results of this study were obtained by analyzing and summarizing the conclusions made by Ukrainian scientists in previous studies and are the basis for substantiating the financing mechanism for the innovative development of industrial enterprises. In particular, it was established that the level of innovative development of enterprises in the real sector of the economy is influenced by general economic indicators, such as the level of innovative activity and the innovative capacity of the state. Ukraine's position in international rankings based on indices of innovation capacity was evaluated. The peculiarities of forming financial resources to ensure innovative development at the macro level were revealed. The results of the analytical assessment of the sources of financing of innovative activities of industrial enterprises show that the state's share in the financing of innovations is insignificant. Instead, the vast majority of innovations are financed by the funds of industrial enterprises, which is a negative trend in wartime. Several measures were proposed that will help increase the level of innovative activity of industrial enterprises by optimizing the funding sources for the innovation implementation process. The implementation of the measures listed in the article will be a catalyst for the innovative development of industrial enterprises. It will create a stable platform for financing innovations in Ukraine.

Модель прогнозування витрат на інноваційну діяльність у промисловому секторі України

The article considers the problem of increasing the reliability of estimation of the cost of innovation activity in the industrial sector of Ukraine. Using as primary data the information of the previous study, the dependence of the costs of innovation activity on a group of factors is analyzed, as a result of which it was decided to build several multi-factor regression models. In order to build this group of models, the least squares method was used. In the course of checking the obtained multivariate models, it was found that each model has internal parameters in which the value of p-values exceeds the limit value, which means that the obtained values of the internal parameters of the model are not significant. Therefore, all multivariate models constructed using the least squares method were eliminated from further research. At the next stage of the research, one-factor regression models were constructed using the least squares method, where the amount of mastered production of new types of products (technological processes) was used as a factor. After sorting out the non-essential models, the remaining ones were compared with respect to their quality characteristics. However, in all univariate models, it was found that the calculated values of the average approximation error exceeded 10%. Therefore, yet again, all models have been eliminated from further research. Due to the impossibility of obtaining a model using the least squares method in the simulation process, it was decided to use machine learning methods with a teacher. Among the methods of machine learning, it was decided to pay attention to the following methods: k-near neighbors, regression trees, and neural network method. Taking into account that these models are not adversely affected by the multi-collinearity between factors, both the data for the models were used raw data without additional transformations. According to the results of the research, it was found that among the models using machine learning methods, the best models were the binary regression decision tree (with a hyperparameter value of max_depth = 3) and the neural network model. When comparing these models, it was found that the model based on the decision tree has a smaller value of the average approximation error, which means that this model can be recommended for use in making management decisions on forecasting the costs of innovation activity of industrial enterprises in the future.

The past few years have brought unprecedented social, economic and political upheavals around the world, unprecedented in the 21st century. Inevitable losses in the form of tens of thousands of human victims and devastating consequences have materialized in Ukraine: the full-scale war launched by the Russian Federation on 24 February 2022 has affected literally every sphere of economic activity in the country and continues to negatively affect not only the state of the national but also the global economy. Given that the industrial sector is considered to be the engine of any modern economy in the world, the study of the main financial and economic trends in the development of industry in the current realities of Ukraine is of particular relevance. The article is devoted to a comprehensive analysis of the financial and economic development of industrial enterprises before the beginning of a full-scale armed invasion of the sovereign territory of Ukraine, and in the first year of the war. In particular, in terms of the analysis before the outbreak of full-scale war, the author analyses the main financial and economic indicators of industrial enterprises; analyses the situation with capital investments of industrial enterprises and assesses their role in the creation of gross value added in recent years; analyses the sources of capital investments of industrial enterprises; highlights the state of innovation activity of industrial enterprises, etc. Regarding the analysis of the financial and economic development of industrial enterprises in the first year of the war: the author analyses the change in the key financial and economic indicators of industrial enterprises in 2022 compared to 2021; the extent of destruction and damage caused to industrial enterprises; key government actions to minimize the negative impact of the war on the development of industrial enterprises; the main principles of rebuilding the industrial sector after the war according to the government's plan. On the basis of the results obtained, the main financial and economic trends in the development of industrial enterprises in the current realities of Ukraine are highlighted.

Formation of the Innovative Validity of Industrial Enterprises

The article is devoted to the development of innovative activity of industrial enterprises in the conditions of new industrialization, which determine the survival of a science-intensive business through the activation of the development and implementation of high-quality R&D, capable of creating high-demand science-intensive products both at the national and global levels. In the article, the authors expand the traditional approach to understanding innovation by introducing a new concept into scientific circulation - «innovative validity». On the basis of a comparative criteria analysis of such basic definitions of innovation management as innovation potential, innovation activity, innovation susceptibility, the place of innovation consistency in the practice of industrial enterprises is clarified, while it is justified that it is an evolutionary stage in the development of innovation activity in the chain innovation potential - innovation activity – innovative susceptibility – innovative viability. The article highlights the distinctive features of the innovative viability of a science-intensive business and offers a number of recommendations aimed at its institutionalization. РОЛЬ ТА ЗАВДАННЯ МАРКЕТИНГУ ІННОВАЦІЙ У ПРОМИСЛОВОСТІ УКРАЇНИ

To overcome the global and national challenges, that arose beyond Ukraine in view of the modern technologies level increase in the world as well as due to the activation of European integration processes in the country, the accelerated economic breakthrough is required and the innovation has a high profile in securing thereof. Creation of breakthrough innovations with further effective use and dissemination is rather relevant for the industry since the latter is a key element of the strategy for economic development of Ukraine. Therefore the domestic industrial enterprises need research of new ways for increasing the innovative activity. One of such ways is expansion of applying the new marketing principles and technologies which are laid in the basis of marketing of innovations concept. The purpose and task of the research is to specify the essence and the content of terms “innovation” and “marketing of innovations”, research and analyze the level of innovative activity of industrial enterprises of Ukraine as well as highlihting the problems for which the marketing of innovations may be a solution. To reach the goals determined in the article the system-structural analysis (for studying and generalization of approaches to determining the innovations and marketing of innovations), economic and mathematic statistics (for processing and analysing of output data, revealing the tendencies and consistent patterns of the effectiveness of studied indexes) are used. The modern approaches to innovations marketing interpretation are analysed in the article. It is established that the industry is the generator of scientific and technological progress and innovations. The condition of industrial enterprises innovative activity is researched. The important role of applying the innovations marketing in industry of Ukraine is proved. Analysis and systematization of approaches for determining the definition “marketing of innovations” conducted in the article provided the possibility to deepen the understanding of the essence and content thereof as well as to separate the complex of tasks resolving which may guarantee the way of innovative development for the industrial enterprises of Ukraine and correspondingly the increase of competitiveness, strengthening of market positions and securing the future.

Introduction. Factors such as scientific and innovative activities exert a significant impact on the development of national economies and the formation of individual macro indicators. However, today in Ukraine they have not yet become stimulators of economic growth and need to be updated. Problem Statement. With the help of modern methodological tools, the level of influence of scientific and innovative activities on the formation of gross added value in Ukraine has been studied, which proves the importance of these types of activities in ensuring the sustainable development of the state. Purpose. The purpose of the article is to assess the impact of scientific and innovative activities on the formation of gross added value -one of the key indicators of the country's economic development. Methods. General scientific and special methods are used: statistical - for researching indicators of scientific and innovative activity; comparison - for comparing indicators of scientific and innovative activity in Ukraine and developed countries of the world; correlation-regression analysis for assessing the impact of scientific and innovative components on gross added value; scientific generalization and systematization - for identifying areas of activation of innovative activity. Results. It has been determined that, compared to developed countries, the lack of financial resources for scientific research (R&D) explains the causes of many problems of domestic science, and the level of innovative activity of industrial enterprises in Ukraine is insufficient. Applying the method of correlation-regression analysis, it has been established that the greatest impact on the formation of gross added value is caused by indicators such as the number of innovatively active industrial enterprises as well as the number of employees involved in the implementation of R&D. Conclusions. Solving the problems that inhibit the innovative development of the national economy requires the synergy of the state, business and research environment. Taking into account the level of economic development, the state of scientific and innovative activity, efforts should be focused on priority innovative projects in selected industries and on the formation of a cluster of innovative technologies.

Formation features of financial and economic security of housing and communal sector of Ukraine

The purpose of the study is to form conclusions regarding the prerequisites for ensuring the financial and economic security of the housing and communal sectors of the national economy of Ukraine. The research considers the relevance of defining the so-called housing and communal sectors of the national economy. These are areas where the key resource support for the functioning and development of the economy is formed, which create the necessary environment for the course of business activity processes. These are trade and the domestic market, the education and science sectors, innovations, innovative technological activities, information, and communication sector, etc. The indices and volumes of wholesale and retail turnover in Ukraine are characterized. Data on indicators of the development of e-commerce in Ukraine are summarized. The main parameters of the functioning and development of the domestic IT sector are highlighted. Emphasis is put on the capacity and personnel potential of the IT sector of Ukraine's economy. The results of a comparative analysis of investments in knowledge and innovative development of Ukraine are given. Conclusions were made regarding the volume and structure of domestic enterprises' expenditures on innovation, research, and development. The effectiveness of innovative activity of industrial enterprises in Ukraine is analyzed. Conclusions are made in the context of prerequisites for ensuring financial and economic security of the housing and communal sectors of the national economy of Ukraine. The applied value of the research results is in the determination of problem areas, aspects, and obstacles of ensuring financial and economic security of priority (in view of the areas where the key resource support for the functioning and development of the economy is formed, which create the necessary environment for the course of processes) of the national economy of Ukraine. The scientific novelty of the research lies in the development of the methodology for analyzing the prerequisites for ensuring the financial and economic security of the housing and communal sectors of the national economy. FORMATION OF A MECHANISM FOR STIMULATION OF INNOVATIVE AND TECHNOLOGICAL DEVELOPMENT AT THE REGIONAL LEVEL

Purpose. The purpose of this study is to formation of a mechanism for the creation of a platform for innovative cooperation and the establishment of mutually beneficial economic relations between business entities and institutions of higher education (scientific institutions) for the development and implementation of innovations, stimulating investments in the modernization and technical re-equipment of the technical and technological base of industrial production at the regional level. Design/methodology/approach. In the article, the author used analysis, statistical, comparison, scenario, generalization, and abstract-logical methods in formulating conclusions and recommendations in order to justify the importance of forming a mechanism for creating a platform for innovative cooperation and establishing mutually beneficial economic relations between business entities and institutions of higher education (scientific institutions) for the development and implementation of technological innovations, and therefore, to justify the relevance of the chosen research topic. On the basis of the literature review, the author determined the goals of analyzing the indicators of innovative activity of industrial enterprises of the Lviv region and substantiated the main trends of socio-economic development of the Lviv region. The scenarios of the economic development of the Lviv Oblast considered by the author made it possible to form conclusions, the reliability of which is based on the interpretation of the indicators calculated in the analytical part. Findings. The hypothesis that the innovative model of the economy in modern conditions is characterized, first of all, by the readiness of the business entities forming it to compete, search for and develop new markets, has been proven. Achieving this state in industry at the regional level is possible only thanks to the introduction of technological innovations, entering the market with new knowledge-intensive, competitive products. Also, today’s requirement, in particular at the stage of the Russian-Ukrainian war, which is devastating for the national economy, is the creation of stimulating mechanisms adequate to the challenges of the times for investing in innovative technological processes, in the restoration of Ukrainian production on an innovative basis. The innovative and productive way of development of the region’s industry is connected with the implementation of the principles of narrow specialization in the region’s economy, comprehensive modernization, structural transformation not only of industry, but also of all major types of economic activity and their integration with the region’s innovative and scientific and educational systems. The main task of the mechanism of innovative cooperation is to stimulate the activity of scientists, researchers, innovators in cooperation with industrialists (entrepreneurs) to increase the level of scientific and technical and technical and technological achievements, increase innovative activity and the culture of interaction of the research and entrepreneurial spheres. Practical implications. The results of this study are of interest to higher education institutions, business entities and regional authorities, which seek to improve the level of the innovative environment of the region in accordance with the conditions of competitive markets and to ensure the stimulation of innovative and technological development of industrial enterprises. In addition, the results can help researchers of higher education institutions to improve the tools of dissemination of innovative knowledge, which are used to transform the business environment on the basis of technological innovation. Originality/value. This study emphasizes the peculiarities of innovative activity of industrial enterprises of Lviv region and the main trends of socio-economic development of Lviv region. The outline of the economic development scenarios of the Lviv Oblast made it possible to formulate principles and tasks regarding the regional stimulation of innovative activity. Provide recommendations to regional authorities regarding the mechanisms of competitive selection and co-financing of the implementation of innovative projects.

FACTOR ANALYSIS OF INNOVATIVE ACTIVITY OF THE RUSSIAN FEDERATION

The processes of technical and economic reengineering of the activities of economic entities cause an increase in the importance of the development of innovative activity in the Russian Federation. The purpose of the study is a quantitative analysis of the influence of various factors of economic activity in general and such a factor as international trade, in particular, on innovative development. As a result of the theoretical analysis of methodological approaches to assessing various factors of economic activity in general and such a factor as international trade, in particular, and innovation activity, the authors identified areas for their improvement, proposed indicators for assessing innovation activity, taking into account the impact of international cooperation. The main hypothesis of the study is the following: there is a significant relationship between the dynamics of the volume of imports and exports of technologies and innovative products and the dynamics of the innovative development of the economy of the Russian Federation. The dynamics of the main indicators of international trade and innovation activity of the Russian Federation is analyzed. The authors carried out a multivariate regression-correlation analysis, which proved the presence of a stable significant influence of the dynamics of various factors of economic activity in general and such a factor as international trade, in particular, on the dynamics of innovative activity of industrial enterprises. The theoretical significance of the presented study lies in the substantiation of indicators that allow assessing the impact of various factors of economic activity in general and such a factor as international trade, in particular, on the innovative development of the economy of the Russian Federation.
