A significance of smart city pilot policies in China for enhancing carbon emission efficiency in construction.

The Chinese government seeks to promote economic growth and sustainable development while achieving carbon neutrality by establishing phased smart city pilots. Therefore, it is important to study whether smart city pilots can promote carbon emission efficiency (CEE). This paper constructs a multi-period difference-in-difference (DID) model based on panel data from 241 prefecture-level cities in China from 2007 to 2019, aiming to investigate the mechanism of the impact of smart city pilot policies (SCPP) on CEE and whether there is a rebound effect. The study found that smart city construction (SCC) significantly improves carbon efficiency, with pilot cities increasing their CEE by 1.4% compared to non-pilot cities. The conclusions remain robust under a variety of scenarios including the introduction of placebo tests, counterfactual tests, sample data screening, and omitted variable tests. The results of the mechanism test show that although the rebound effect can inhibit the improvement of CEE, the environment can be improved and the CEE can be enhanced through green technology innovation, industrial structure upgrading, energy structure optimization, environmental regulation effect, information technology support, and resource allocation effect. The heterogeneity results indicate that the SCPP is more effective in promoting CEE in cities in the eastern region, southern cities, environmentally friendly cities, large cities, and medium-sized cities. This study contributes to the existing literature in clarifying the environmental benefits of SCPP and provides valuable policy insights for cities to address climate change and sustainable development.

Multidisciplinary team meeting Chairs' attitudes and perceived facilitators, barriers and ideal improvements to meeting functionality: A qualitative study.

Oncology care provision by multidisciplinary teams (MDTs) is widely acknowledged as best practice. Formal team meetings, led by chairpersons, coordinate decisions on diagnosis, staging, treatment planning, and review. This study addresses a gap in meeting Chairs' perspectives on factors affecting functionality across the meeting cycle, from pre-meeting patient list triage to post-meeting dissemination of recommendations. Semi-structured interviews were conducted in person with Chairs within two urban geographical regions in New South Wales, Australia as part of a larger project. Though the population of oncology MDT Chairs in Australia is small, the richness and depth of data from nine Chairs were considered to be valuable knowledge in support of extant literature on meeting functionality. An integrated deductive-inductive approach was applied to data analysis. Perceived facilitators, barriers, and ideals relating to pre-meeting, in-meeting, and post-meeting functionality were identified across five pre-determined analytic categories: the team; meeting infrastructure; meeting organization and logistics; patient-centered clinical decision-making, and; team governance. Key barriers included inadequate information technology, limited support staff, and lack of dedicated time for Chair duties. Corresponding facilitators included robust Information Technology infrastructure and support, provision of clinically knowledgeable MDT meeting coordinators, and formal employment recognition of Chairs' responsibilities and skill sets. Chairs across various tumor streams develop workarounds to overcome barriers and ensure quality meeting outcomes. With more robust support they could enhance value by sharing evidence, conducting audits, and engaging in research. The findings highlight the need for healthcare systems to support tumor stream clinical networks by allocating greater resources to prioritize multidisciplinary meetings and cancer care decision-making.

Research on China's End-of-Life Care Policy from the Perspective of Aging Population: A Textual Analysis of 30 Policies from 2017 to 2022

As the proportion of elderly population increases and the level of social development continues to rise, the issue of end-of-life care for the elderly has gradually gained societal attention. End-of-life care, as an emerging field, relies crucially on optimizing top-level policy design for its healthy development. This study focuses on 30 national-level end-of-life care policy texts from 2017 to 2022. Utilizing analysis tools such as ROST CM 6 software, NLPIR Chinese word segmentation system, and SPSS, the research employs a three-dimensional framework of keyword frequency analysis, semantic network analysis, and "policy tools-policy time-policy intensity" to comprehensively explore the current state of China's end-of-life care policy. The study reveals existing issues in the policy's practical operability, uneven application of policy tools, neglected funding and information technology support, and weak regulatory aspects. It emphasizes the need to prioritize a people-centered approach, enhance the overall balance in policy tools, promote the standardization of end-of-life care, and improve a diversified service system. These findings broaden the research perspective in the field of end-of-life care, providing insights for optimizing policy design and advancing nationwide end-of-life care efforts.

The establishment of a multiple myeloma clinical registry in the Asia–Pacific region: The Asia–Pacific Myeloma and Related Diseases Registry (APAC MRDR)

BackgroundMultiple myeloma (MM) is the second most common haematological cancer worldwide. Along with related diseases including monoclonal gammopathy of undetermined significance (MGUS), plasma cell leukaemia (PCL) and plasmacytoma, MM incidence is rising, yet it remains incurable and represents a significant disease burden. Clinical registries can provide important information on management and outcomes, and are vital platforms for clinical trials and other research. The Asia–Pacific Myeloma and Related Diseases Registry (APAC MRDR) was developed to monitor and explore variation in epidemiology, treatment regimens and their impact on clinical outcomes across this region. Here we describe the registry’s design and development, initial data, progress and future plans.MethodsThe APAC MRDR was established in 2018 as a multicentre collaboration across the Asia–Pacific, collecting prospective data on patients newly diagnosed with MM, MGUS, PCL and plasmacytoma in Korea, Singapore, Malaysia and Taiwan, with China recently joining. Development of the registry required a multidisciplinary team of clinicians, researchers, legal and information technology support, and financial resources, as well as local clinical context from key opinion leaders in the APAC region. Written informed consent is obtained and data are routinely collected throughout treatment by hospital staff. Data are stored securely, meeting all local privacy and ethics requirements. Data were collected from October 2018 to March 2024.ResultsOver 1700 patients from 24 hospitals have been enrolled onto the APAC MRDR to date, with the majority (86%) being newly diagnosed with MM. Bortezomib with an immunomodulatory drug was most frequently used in first-line MM therapy, and lenalidomide-based therapy was most common in second-line. Establishment and implementation challenges include regulatory and a range of operational issues.ConclusionThe APAC MRDR is providing ‘real-world’ data to participating sites, clinicians and policy-makers to explore factors influencing outcomes and survival, and to support high quality studies. It is already a valuable resource that will continue to grow and support research and clinical collaboration in MM and related diseases across the APAC region.

Each hospital actively established management frameworks and organizational strategies, including committees and groups, to promote improvement activities. Strengthening leadership systems and supervisor participation in education and training aided the execution of quality and safety measures. Continuous education and training enhanced the awareness of health-care personnel. The leadership of the Quality Control Center and the promotion of quality control circles fostered participation across the hospital. The introspective feedback mechanism promoted root cause analysis and the implementation of improvement measures. The application of information technology improved efficiency and accuracy. Medical centers invested substantial resources in quality and safety activities, with widespread use of information intelligence and technological support. Sharing and collaboration among hospitals elevated regional health-care standards. Through the construction of organizational frameworks, promotion of education and training, and establishment of introspective feedback mechanisms, Taiwanese medical institutions continuously strengthen their culture of quality, thereby providing excellent health-care quality and patient safety while promoting the enhancement of regional health-care standards.</p> <p> </p>

Understanding IT in Healthcare: Relevance and Training Needs of IT in Private Medical Practice.

The integration of Information Technology (IT) into private medical practice is crucial in modern healthcare. Physicians managing office-related IT without proper knowledge risk operational inefficiencies and security. This study determines the relevance of specific IT topics in medical practice and identifies the training needs of physicians for enhancing IT competencies in healthcare. In March 2023 a cross-sectional online survey was conducted with physicians comprising nine IT-related topics in Tyrol, Austria. The survey results highlighted a strong perceived relevance and high demand for IT education among physicians working in their medical practice, especially in areas of core medical IT and security. The majority of responses indicated high relevance (76.7%) and high demand (69.7%) for IT topics in medical practice. The findings underscore a significant need for targeted IT training and support in medical practices, particularly in areas related to the medical practice and security. Addressing these needs could lead to improved healthcare delivery and better management of technological resources in the healthcare sector.

Analysis of Benefit Considerations for Guarantee Company Upgrading to Tier 4 Colocation Data Center in Indonesia

This research is motivated by the need for the guarantee company to improve the management of the availability of information technology services to all company stakeholders in the guarantee company data centre migration project. The guarantee company is currently collaborating with data centre colocation service providers to support information technology infrastructure needs as a location for placing hyper-converged infrastructure servers. One of the objectives of this study is to provide recommendations to company management regarding improvements related to operational efficiency, increased scalability and capacity, reliability, increased availability, increased security factors, compliance with regulations, and the ability to increase data recovery in the event of a disaster by evaluating and maintained for enterprise data centre migration plans. This research focuses on how the benefits of data centre migration are currently at the highest level, which will be explained in this paper, where the author will provide a systematic and measurable visualisation regarding facts and relationships in carrying out the stages of activity, starting with data collection, analysis, and making suggestions in improving colocation data services in the area of the country of Indonesia.

Application of integrative information technology in the evaluation processes of research institutions

The article proposes a solution to the scientific-applied problem of automating decision support regarding the review of criteria and indicators used in the evaluation of state-supported scientific institutions. This topic is highly relevant for scientific and technical activities both in the conditions of martial law and during the restoration of the country in peacetime. To address this issue, an information technology for decision support by experts is proposed based on an integrative methodology that involves data structuring, support for expert judgments, and visualization of decision-making processes using methods such as approval voting, hierarchy analysis, analytical networks, computer ontologies, and elements of graph theory. A concise description of the integrative methodology and the cognitive process of solving unstructured multi-criteria problems supported by this methodology is provided. The functionality of the developed software toolkit is discussed using an illustrative example related to determining the criteria base for the evaluation of scientific institutions. Elements of the ontological evaluation framework, a hierarchical model for the decision-making task of selecting quantitative assessment alternatives, and the results of experts determining criteria weights for evaluating alternatives and conducting pairwise comparisons of alternatives are presented. The conducted research indicates that the developed methodology and software tools, which have previously been tested in law enforcement agencies, can also be applied in other structures of government administration. The obtained results, aimed at enhancing the efficiency of evaluating scientific institutions, can be utilized to support decision-making in various aspects of managing scientific and technical activities.

Navigating the Complexity of HR Analytics: A Conceptual Framework for Effective Implementation and Ethical Practice

This paper synthesizes an extensive body of literature to elucidate the challenges and prospects of Human Resources (HR) analytics within modern organizational contexts. Despite HR analytics' potential to revolutionize human capital management through data-driven insights, its adoption is hindered by many complexities, including skill gaps, ethical concerns, and implementation barriers. Our study reveals a significant proficiency in basic analytics competencies within HR yet a stark deficiency in advanced statistical capabilities and strategic integration. The discourse extends to the criticality of context-specific, ethical, and balanced analytics practices, considering the globalizing business environment and the nuanced demands of workforce management. We propose a comprehensive conceptual framework addressing these multifaceted challenges, underlining the importance of accurate, integrated, accessible employee data, managerial support, and robust HR information technology. The framework emphasizes developing analytical competencies, fostering organizational culture conducive to data-driven decision-making, and meeting ethical standards. The implications of our findings are twofold: enhancing organizational effectiveness through informed HR strategies and advocating for a paradigm shift towards ethical, strategic, and competent HR analytics practices. This study contributes to the strategic HR management literature by providing a structured approach to overcoming the prevalent challenges in HR analytics and setting a foundation for future empirical research.

Strengthening Higher Education performance Management

This study aims to examine the institutional and operational dimensions of performance management of the Government Agency Performance Accountability System (SAKIP) of Higher Education. Empirically, the strengthening of both dimensions in higher education performance management includes, 1) Institutional guarantees stably through commitment, legitimacy, and digital leadership. 2) Operational systems through planning, measurement, and internal reporting and evaluation. To achieve the objectives of this research qualitative descriptive method was used. This research method is used to reveal the problems of higher education performance management. This research was conducted at Gorontalo State University (UNG). The informants of this research include elements of leadership, management team, lecturers, and education personnel who are directly involved and influenced by decision-making. Data collection was carried out by interview, observation, and documentation which were then analyzed using the Miles and Huberman data analysis technique. The research findings show that performance management at UNG can be seen fundamentally and in a more macro perspective by, 1) The legality of providing internal policies as guidelines in carrying out university performance in a stable manner. 2) Information technology support through an integrated system of information systems in supporting the operational mechanism of higher education performance data management.

Key elements, processes and research gaps in city learning as an innovation ecosystem: A scoping review.

Learning in cities with the support of Information and Communication Technologies has been a point of interest for researchers. The main objective of this study is to understand city learning, or learning in cities, where cities are considered learning and innovation ecosystems. This study explores how learning in cities is supported by existing frameworks for city transformations and identifies the key elements and processes for city learning as an innovation ecosystem. The study defines city learning as a process involving citizens, institutions, and communities and considers the city to be a system that can learn and innovate. The study conducts a scoping review of relevant literature and a qualitative analysis of the key characteristics of the frameworks, such as how they view the city, how they address learning, what interactions they focus on, and how they use Information and Communication Technology. The study identifies the main concepts, the key elements and processes in city learning and the current research gaps. The key elements and interactions are then described with reference to a conceptual model of the city ecosystem, and the elements are mapped with required processes to drive city learning. The findings from this study can help ascertain how a city can learn as an innovation ecosystem and can be beneficial for achieving twin transitions of the city and lifelong learning

Assessing the Purchasing Behaviour in S-commerce among Indonesian Students in Malaysia

The purpose of this paper is to examine the relationship between advertising value, perceived value, and trust for purchasing behaviour in social commerce (s-commerce). The study was quantitative, and 105 Indonesian students provided primary data using a self-administered questionnaire. After applying SPSS to analyze the data, it was found that 56.1% of the variance could be explained by the suggested model. The findings show that there is a positive significant relationship between advertising value, perceived value, and trust for purchasing behaviour in s-commerce. The study's implications are intended to support information technology professionals to implement s-commerce technology in commercial settings

Increasing SME Performance Through Quality Information Technology and Top Management Support

This research aims to analyze the influence of information technology quality and top management support on the performance of the city of Semarang. This research contributes to providing feedback for SME managers or owners in making decisions regarding the importance of digitizing accounting, in this case, the accounting information system. This quantitative research uses an explanatory research approach guided by a questionnaire that tests the relationship and influence between research variables. Data analysis was obtained using the SEM approach by analyzing 132 respondents who had used the accounting information system application for at least one year. The research results show that the quality of information technology use and top management support significantly affect SME performance. The implication of this research underscores the importance of investing in improving the quality of information technology and top management support for the performance of small and medium-sized enterprises (SMEs) in Semarang City. It indicates that the utilization of effective accounting information systems and active support from top management can enhance the competitiveness and operational efficiency of SMEs. Therefore, SME managers or owners need to consider adopting and optimizing accounting information systems in their strategic decision-making processes to enhance business performance and growth.

Impact of banking functions on online investment intention in India: Examining the mediating role of service experience

The study aimed to determine the various antecedents of banking functions that may lead to consumers’ intention to use online banking channels for investment with the role of service experience in mediating the relationship between banking function, online investment intention, cost perception, and behavioral factors. Data were collected through an online survey to understand consumer perceptions and behavioral intentions among online banking users in India. The population of this study is Indian residents who are customers of banks providing online services. Purposive sampling and snowball sampling were used as sampling methods. The study used an online survey with a list-based sample frame using social media chat functions or messaging applications in which the Google forms link was shared. A total of 561 valid responses were successfully accumulated from 1,136 Google forms, indicating a response rate of 61.78%. The study employs SEM-PLS using PLS 2.0 software for data analysis. The results validated the direct effect of online investment intention through a bank on different components of banking channel function linkages: information and service awareness, transactional efficacy, trust, brand effect, convenience, and information technology support (p < 0.05). The findings also highlighted that customer service experience mediates the relationship between banking channel function and consumers’ investment intention through online banking channels, significantly impacting customers’ cost perception and behavioral factors (p < 0.05). The research implications are expected to improve the banking service experience of customers and might motivate them to use the online banking channel for investment.

Freedom Learning in University (MBKM): Strengthening Social Studies Curriculum Through Critical Pedagogy

The emergence of society 5.0 era opens opportunities as well as challenges that are increasingly complex for the education world existence and progress with information and communication technology (ICT) support in learning process which is expected to be able to produce students who are adaptive to social changes around them. A lack of relevant curriculum regarding access to learning and technology is also still a challenge for the education world. The education system and social studies curriculum in Indonesia must improve to be able to adapt to science and technology development in this society 5.0 era through a critical pedagogical theory approach. The paper aims to contribute visible ideas on strengthening the social studies curriculum through critical pedagogy in the MBKM context. The research method used is qualitative with a literature review that is relevant to the social studies curriculum through critical pedagogy in the MBKM context. The analysis results show that strengthening the social studies curriculum through critical pedagogy in the MBKM context is by implementing the significant learning models and providing space for developing student competencies.

Research on the Construction of Translation Path of College English Teaching Based on Deep Learning Strategy

Abstract Based on deep learning, this study explores a teaching model to promote college students’ English translation ability with the support of information technology. It mainly adopts the neural machine translation algorithm to make the training samples constitute data nodes with semantic feature-carrying properties through the profound training of semantic feature quantity. It then gets the best English translation utterance that recognizes the translated information. Using a combination of quantitative and qualitative methods, we explored the impact of deep learning strategies on English translation teaching in colleges and universities, as well as the evaluation of practical effects. The results of the study show that under the deep learning teaching mode, the English translation scores of college students are improved by 9.085 points, which is a significant difference (P=0.018) compared to the traditional teaching mode, indicating the excellent performance of the strategy in English translation teaching.

ІНТЕГРАЦІЯ ЦИФРОВИХ ІНСТРУМЕНТІВ В УПРАВЛІННЯ ПЕРСОНАЛОМ: ПІДВИЩЕННЯ ПРОДУКТИВНОСТІ РОБОТИ ЧЕРЕЗ ІННОВАЦІЇ

The article is devoted to the study of digital personnel management tools as another method of increasing labor productivity in the context of global remote work. The article analyzes the latest research and publications on the theory and practice of personnel management, highlighting the growing scientific interest in modern technologies of personnel management and the role of digital tools in this process. The directions of integration of digital tools in personnel management were analyzed and methods of implementation were determined. The work presents the main directions and possibilities of using digital technologies to increase the efficiency of personnel management, in particular through computerization, the Internet as a business environment, the use of information technologies for full technical and information support of management processes. Special attention is paid to distance learning and staff development using various digital tools, such as e-learning, m-learning, u-learning, f-learning and blended-learning, which allow to improve the quality of education and training of employees. Issues of typology of digital learning tools, involvement of employees in the digitalization process and improvement of their qualifications are also covered. According to the results of the study, specific methods of integrating innovative digital tools are given in order to optimize the working time of management personnel, which in turn leads to an increase in the provision of information and prompt response to challenges that do not allow the enterprise to work as a single whole organism with the most optimized internal mechanisms. For each of the methods of integration of digital personnel management tools, possible ways of their implementation in the conditions of accelerated digital transformation and implementation of innovations in this direction are determined. The article calls for further research in the field of implementation of innovative digital technologies in personnel management, which opens up new perspectives for increasing labor productivity and the efficiency of the enterprise as a whole.

Analysis of logistics capacity, influencing factors and spatial spillover effect in Yangtze River Economic Belt.

The logistics industry plays a crucial role in facilitating regional economic development. Serving as a vital link connecting producers, consumers, and various components of the supply chain, it has a direct and profound impact on the prosperity and advancement of regional economies. Based on the panel data of 11 provinces in the Yangtze River Economic Belt from 2016 to 2020, this paper constructs the logistics capability evaluation index system from four aspects: regional economic base, logistics infrastructure, logistics development scale, information technology and talent support, and uses the entropy weight TOPSIS method to measure the logistics capability of each province. The adjacency space weight matrix, geographical distance weight matrix and economic distance weight matrix are selected to build a spatial econometric model to analyze the influencing factors and spatial spillover effects of regional logistics capability. The following conclusions can be drawn from the analysis. From 2016 to 2020, the regional logistics capacity of the Yangtze River Economic Belt shows a trend of increasing year by year, but the logistics capacity of different provinces within the region has a large room for improvement. From the perspective of spatial dimension, the logistics capacity of the Yangtze River Economic Belt is "high in the east and low in the west". The results of spatial econometric analysis based on the spatial Durbin model show that there are significant spatial spillover effects on the logistics capacity of provinces in the Yangtze River Economic Belt. Factors such as road network density, port throughput, water freight turnover, transportation, warehousing and postal employment will not only affect the logistics capacity of the region, but also have a spillover effect on the material capacity of neighboring provinces in the Yangtze River Economic Belt. This study improves the level of regional logistics capacity and promotes the regional economic development of the Yangtze River Economic Belt. It can be used as a reference for other regions or countries in terms of enhancing regional logistics capacity and promoting regional economic development.

Big Data Analytical for Sustainable Information Quality in an Emerging Market

Sustainability-oriented decision-making requires adequate information and dedicated information technology support. However, integrating economic, social and environmental information requires a new understanding of how data is collected and shared among stakeholders. Ensuring the quality of sustainable information will depend on capabilities to collect and analyze large-scale data. While the potential benefits of digital technologies and sustainability have been widely publicized in the cutting-edge literature, little is known about the analytical capabilities of big data and sustainable information. This study aims to examine the prominence of big data analytical capabilities for sustainable information quality in an emerging market, in this case, Brazil. A scalar-type questionnaire was used to collect primary data from Brazilian multinational companies. The results indicate that big data analytical capabilities are substantive for sustainable information quality. This study is original, fills a gap in the literature and makes significant contributions: (a) sheds light on the prominence of big data analytical capabilities for sustainable information quality (b) signals the relevance of intangible capabilities; (c) serves as a guide for managers in deciding on priority capabilities to improve the quality of sustainable information directed to stakeholders; (d) ex-tends existing studies on analytical capabilities of big data and sustainable information quality; (e) shows that big data analytical capabilities bring benefits to support sustainable information quality in emerging markets; and finally (f) this research contributes to the literature on sustainable information and digital trans-formation with emerging technologies.

PELATIHAN PENGGUNAAN SISTEM INFORMASI DESA KEPADA APARATUR DESA LUMBAN PEA TIMUR

Lumban Pea Timur is one of the villages in Balige District, Toba Samosir Regency, North Sumatra Province. Village development is currently inseparable from the support of information technology, almost every village requires information technology to improve services to the community. The process of conveying information by the village to the resident, namely from the sub-district head to the village head reaches the resident. Processes like this often lead to inaccurate information. All existing regional potentials must be disseminated to show their superiority. Each district has an area called a sub-district and village. The rapid development of the world of communication technology has had a tremendous impact on the pattern of people’s lives. Information systems have made people’s lives dynamic and fast. With the facilities provided, encourages people to take advantage of information and communication technology to assist in their daily activities. The village government of Lumban Pea does not yet have a website address. This has resulted in information owned by the village that cannot be accessed by the wider community, causing this village to be very left behind. In this increasingly advanced technological era, a website-based information system can be implemented in East Lumban Pea village to overcome the above constraints. With the existence of a village information system, the community can directly access the various kinds of information presented. Likewise, village leaders can directly provide or update information related to the village they are fostering. All forms of information regarding population management can be accessed on the village information system page.
