National and sectoral information technology planning: a systematic literature review

PurposeThe public sector (PS) has extensively utilized information technology (IT); however, research reveals that the failure rate remains high, particularly for national and sectoral IT (NaSIT) applications. To this end, numerous studies have been conducted to gauge the success of IT applications, where a significant number have demonstrated the importance of planning in this regard. Consequently, the current study aims to investigate the factors that influence the success of NaSIT planning and implementation within this sector.Design/methodology/approachA qualitative methodology and a systematic literature review encompassing papers indexed in seven databases until November 2022 were utilized.FindingsThe review of 92 selected papers revealed that the success of NaSIT planning and implementation is influenced by a number of factors divided into nine main categories. These include vision, goals and objectives; alignment; interoperability; infrastructure; involvement; equity and digital divide; privacy, security and trust; administration; and culture. Human, social, economic and organizational factors comprise the vast majority of these factors. By addressing these factors, the failure rate of IT plans can be reduced. Governments will be able to effectively employ this technology to accomplish their missions if these factors are considered in order to decrease the failure rate of IT plans.Originality/valueBy examining the factors that influence the success of NaSIT planning and implementation in the PS, this study attempts to provide a comprehensive view of various types of research. Furthermore, policymakers can employ this perspective to improve the efficiency and effectiveness of the PS.

Development of information system for planning personalized tourist routes

The object of research is processes of information and technological planning of tourist trips. The article analyzes the processes of information technology planning of tourist trips and develops an information system for personalized planning of tourist routes using graph theory. The paper describes in detail a new approach to the formation of optimal routes based on graph models and the analysis of personal preferences of users. The developed information system uses graph theory to represent and optimize tourist routes, taking into account various criteria such as distance, travel time, and individual user preferences. Algorithms for calculating optimal routes are designed to improve the quality of recommendations and provide a high level of personalization. The functionality of the information system for planning tourist routes is based on the use of a number of innovative approaches and technologies that make the system more efficient, accurate and attractive to users. This takes into account the need to use modern route optimization algorithms. Algorithms have been developed to optimize tourist routes based on various criteria, such as cost, time, personal preferences, and environmental aspects. The introduction of intelligent analytical tools for predicting tourist trends helps to determine the popularity of places and other factors that influence the choice of routes. For the audio support of the excursion route, an algorithm for generating multimedia information content that is relevant to an individual personalized excursion route and its duration is used. The authors formulate the requirements and analyze the functionality of the information system for personalized planning of tourist routes, since a personalized approach and the use of graph models facilitate route planning that takes into account various aspects, including user-friendliness, accuracy of recommendations, system flexibility and security. The developed information system can open up new opportunities for individual and intelligent planning of tourist routes, providing users with a unique tourist experience.

A systematic analysis of the landscape of synthetic lethality-driven precision oncology

Synthetic lethality (SL) denotes a genetic interaction between two genes whose co-inactivation is detrimental to cells. Because more than 25 years have passed since SL was proposed as a promising way to selectively target cancer vulnerabilities, it is timely to comprehensively assess its impact so far and discuss its future. We systematically analyzed the literature and clinical trial data from the PubMed and Trialtrove databases to portray the preclinical and clinical landscape of SL oncology. We identified 235 preclinically validated SL pairs and found 1,207 pertinent clinical trials, and the number keeps increasing over time. About one-third of these SL clinical trials go beyond the typically studied DNA damage response (DDR) pathway, testifying to the recently broadening scope of SL applications in clinical oncology. We find that SL oncology trials have a greater success rate than non-SL-based trials. However, about 75% of the preclinically validated SL interactions have not yet been tested in clinical trials. Dissecting the recent efforts harnessing SL to identify predictive biomarkers, novel therapeutic targets, and effective combination therapy, our systematic analysis reinforces the hope that SL may serve as a key driver of precision oncology going forward. Competency Development in Industrial Engineering and Related Academic Programs Regarding the Optimization of Production and Logistics Processes: The Case of Medellín

This study examines the correlation between the skills and competencies developed in engineering programs and those required by the most representative economic sectors in Medellín for optimizing their production and logistics processes. In general terms, this paper aims to contribute to the research on higher education institutions and the alignment of their programs with the expectations of businesses in emerging countries. Thus, the proposed research question is as follows: What is the systemic relationship between academia and businesses in Colombia regarding the development of skills and competencies related to the optimization of production and logistics processes? To address this question, the study methodology starts by defining the target population (Industrial Engineering and related academic programs) and the dialogue methods adopted. Subsequently, a morphological space is created to establish systemic interconnections among the study variables and factors. Finally, patterns and qualitative/quantitative relationships are identified and grouped into two drivers that support the optimization of production and logistics processes. These drivers, in turn, consist of five key driving variables: quality defects, work environment, information and communication technology usage, operation traceability, and logistics and planning. The results indicate a correlation of 60% between courses and job competencies, 85.71% between academic skills and job competencies, and 71.88% between courses and academic skills. These findings provide insights to enhance cooperation between the academic and business sectors and foster the development of new local competitive capacities.

For government agency that want to improve public services based on information and communication technology and the need for strategic planning of information technology and information systems as a strategic direction and framework for information system use to support government agency tasks towards effective and efficient public services and inter-government services (Government to Government,Government to Business,Government to Citizen,Government to Employee) to the maximum extent possible in accordance with the vision, mission and objectives of the government agency. An agency needs to identify business needs and evaluate the IT/IS resources it has so that they can be utilized and developed by stakeholders involved in it.At this time,an agency is not enough to have just a business strategy to face competition.The existing business strategy is incorporated into the business plan and must be accompanied by an IT/IS strategy for optimal use of IT/IS. If in a government institution, the context of the business strategy will become an activity strategy and the context of the business plan will become an activity plan because a government institution is not a company that operates in the business field.The business process in the perspective of information systems is an activity or activity carried out by an agency to provide benefits (value added) for the performance of the agency. To analyze and map the extent to which the business process mapping in DISARPUS Bandung is required a method and a method that can map the flow of business processes and business process analysis is the CATWOE method (customers,actors,transformation,world view,owner and environmental constraint).

Metaverse-based social skills training programme for children with autism spectrum disorder to improve social interaction ability: an open-label, single-centre, randomised controlled pilot trial.

Autism spectrum disorder (ASD) is characterised by abnormalities in social interactions and restricted and repetitive behaviors. Children with high-functioning ASD (HFASD), lack social communication skills, do not interact with others, and lack peer relationships. We aimed to develop, and evaluate the feasibility of, a metaverse-based programme to enhance the social skills of children with HFASD. This open-label, single-centre, pilot parallel randomised controlled trial (RCT) was conducted on boys aged 7-12 years with HFASD. Children were recruited from a treatment centre for children with HFASD in Korea or by self-referral through online community webpages for the parents of children with HFASD. Participants were randomly assigned (1:1) by a blinded researcher to receive either four weeks of a metaverse-based social skills training programme or a control group. Randomisation was stratified by age (children aged 7-9 and 10-12 years) using permuted blocks (block size 4). The metaverse-based social skills training programme was delivered via the metaverse platforms (Roblox) and Zoom. Children in the intervention group completed the metaverse-based social skills training programme at home for four weeks. The intervention consisted of four sessions, one session per week, for 60min each. The control group did not receive any interventions. The primary outcome measure was the median change in the Social Responsiveness Scale-2 (SRS-2) scores from pre-to post-intervention. SRS-2 is an assessment tool used to confirm the effectiveness of social interactions. Higher scores indicate lower social functioning. The trial is registered with CRIS Registration Number; KCT0006859. Between February 14, 2022, and March 31, 2022, 20 participants were enrolled. Overall, 15 children (median [Interquartile range (IQR)] age, intervention group: 9.0 [8.0-10.0]; control group: 8.5 [8.0-10.0]) participated in the programme. The intervention group included nine participants (60%), and the control group included six participants (40%). The SRS-2 total scores for the intervention group decreased from baseline 96.0 (IQR: 74.0-112.0) to post-intervention 85.0 (IQR: 84.0-103.0). The group median difference in SRS-2 scores between the intervention and control groups was 11.5 (95% CI: 8.5-14.0), with a further reduction in the intervention group. Similar trends were seen for social cognition (group median difference, 95% CI: 2.0, 1.0-4.0), social communication (group median difference, 95% CI: 2.0, 1.0-4.0), and autistic mannerism (group median difference, 95% CI: 4.0, 1.0-5.0). There were no adverse events related to study participation. The findings of this feasibility study suggest that children with HFASD can potentially be familiarised, through metaverse-based programmes, with real-life social situations to improve sociality and reduce emotional and behavioural problems. Such interventions could be delivered at home and possibly be extended to target groups that have difficulty in interacting with peers offline. Analisis Perencanaan Strategis Sistem Informasi dengan Metodologi Tozer pada Sabisu Interior

Sabisu Interior is an interior design service company located in Ngawi Regency. The operational management of ordering Sabisu Interior services has not yet used an information system. Problems arise because of the increasing number of customers and demand for the number of orders. Order, production and financial data management is still carried out by recording it in Microsoft Office applications. his raises the problem of discrepancies between order data, production data and financial data. In this research, a strategic planning of information systems and information technology will be carried out using the Tozer method. Several analysis tools are used such as Value Chain, PEST, CSF and Mc. Farlan Strategic Grid to provide an overview of IS/IT implementation. The research objective is to produce a portfolio of IS/IT strategic planning models that support Sabisu Interior's business strategy and vision and mission. The formulation of IS/IT strategic planning using the tozer method in this study produced an IS/IT strategic planning portfolio document. The results of this research in the form of a portfolio document contain 9 proposals for implementing IS/IT which will be used as recommendations for Sabisu Interior to make decisions regarding the development of IS/IT for the company in the future.

The Importance of COSO Framework Compliance in Information Technology Auditing and Enterprise Resource Management

This article examines the significance of the COSO framework in managing risks and establishing effective control environments for organizations' IT systems. It delves into the five essential components of both the COSO frameworks for internal control and enterprise resource management. Furthermore, it outlines the principles that define each of the COSO frameworks for internal control and enterprise resource management components and elaborates on their impact on the COSO framework objectives. The authors also shed light on the paramount concerns of an auditor during an IT audit. In conclusion, the article provides several recommendations for integrating COSO framework compliance into an organization's information technology plan. This articles a valuable resource for auditors, administrators, and management seeking to develop an IT strategy that aligns with their business strategy and safeguards their information systems and data.

Implementation of Information Technology Governance in Man 1 Medan Using the Cobit 5 Framework

In response to the rising usage of information technology, organizations should implement an information technology plan aligned with company goals. Similarly, in education, information technology is used for business purposes. The purpose of this research is to look into the implementation of information technology governance utilizing the COBIT 5 framework. This study was carried out at MAN 1 MEDAN. The survey technique collects data through the distribution of questionnaires to information technology managers and key users in various businesses. Descriptive research discovered that the state of governance and information technology implementation at MAN 1 MEDAN was at level 3 on a scale of 0 to 5. This demonstrated that institutional behaviors had been adequately recorded and internalized. This study aims to contribute to research on the use of information technology governance, particularly for educational institutions and information technology managers, as input material in the management of information technology resources in other institutions. These associated problems are essential considerations for parents or students when selecting a Medan MAN 1 school with a high degree of IT facilities.

Modelling and Forecast of Future Growth for Shandong’s Small Industrial Towns: A Scenario-Based Interactive Approach

The industrial small-town development process in Shandong is influenced by the urban agglomeration strategy and the regional collaborative production, thereby resulting in a challenge of growth boundary planning. How to build a growth forecast decision support system to help small industrial towns maintain sustainable development with limited trial and error costs is an essential topic in the current research of small town-related fields. Empirical analysis reveals that the growth factors of small towns differ from the factors of cities due to the other-organization planning management system and self-organization construction activities that coexist in small towns. Besides, due to the size of small towns, the impact of policy changes in small towns is more significant than in cities. Furthermore, as part of the regional production chain, small industrial towns are most vulnerable to uncertain external disturbances. Therefore, it is necessary to formulate different development scenarios according to possible disturbances and output corresponding development forecasts. The research aims to build a decision-making support system for Shandong’s small-town planning based on an urban modeling approach using geographic information technology and scenario planning. Considering the mutually driving effects of the objective environment and subjective policies of Shandong’s industrial towns, as well as the corresponding dynamic mechanisms and comparing the theoretical basis and limitations of the different modeling approaches, this essay constructs a model system based on a mathematical model and a system dynamics model. It is also an interactive model accompanied by applicable rules and factors so that initial information and relevant development goals can be inputted into the model system to simulate the influence of different policies and identify the small industrial town growth scenarios.

A Forward-Looking Study on the In-Depth Development Planning of Information Technology into Teacher Education

Teacher professional education development is actually another type of development that crosses over into a category of teacher training development that encompasses two other types of teacher training—one of which is formal and the other is informal teacher training. The other approach to teacher professional development is quite different from the professional development of professional education. The focus of the professional development of teachers is a dynamic process of development in which teachers take the initiative, actively, and consciously pursue the direction of professional development of teachers. Therefore, how to observe and study the direction of teachers’ professional development from the perspective of teachers is an urgent problem that needs to be studied and solved. The professional development of teachers should be combined with their own social and teaching lives. In addition, information technology should be integrated into teachers’ daily teaching life, so that it can be used as a tool to support teachers’ professional development. Information technology has gradually become a tool and a means that teachers cannot do without in their teaching lives, so it is important to study and think about it from various aspects, such as the teaching process and teachers’ growth experiences, and to continuously study teachers’ professional development. Therefore, it is necessary to study how information technology can be used well by teachers and used by teachers to become a useful tool in teachers’ educational and teaching work from various aspects. This paper first argues that the main goal of teachers’ professional development is to gradually grow into expert teachers, while the main content of teachers’ professional development is to understand practical knowledge, and the specific tool used by teachers in teaching is the application of social software support that can support teachers’ professional development (Romanowski and Alkhateeb, 2022). This paper envisages that information technology can be integrated into the entire teaching environment and the teaching process of teachers, as a tool and a means to make the content of teachers’ teaching more concise and clear. Through the use of information technology and other tools, teachers can gradually identify what they need to improve and add to their teaching process, lay the foundation for their future development, and pave the way to become better teachers with a clearer plan for their future development.

The PO1 IT Process Governance audit based on the COBIT standard, namely “Define a Strategic Information Technology Plan” then became a strategic issue for the success of higher education management, especially the SIAK Polytechnic campus which uses information technology-based tools in its teaching and learning process. This study aims to measure the level of IT Process PO-01 governance in relation to Academic Information Systems in Vocational Model High Schools (Polytechnics). The sample of this research is nine Vocational High Schools (Polytechnics) in Bandung. From the results of the study, it is known that the IT Process Governance PO-01 at SIAk Vocational Colleges is still at Level 2, namely "Repeatable but Intuitive". The effectiveness of governance is still determined by the competence of the individual or part of the personnel who carry out the IT Function (technical) and the assignment is ad-hoc. IT management at SIAk has not been internalized and refers to Best Practice. But on the other hand, it has begun to be seen that the Polytechnic management has a fairly good awareness of the importance of IT Governance and wants to make it an enabler for the Academic Information System (SIAk). However, there is still a fairly high gap between what is and what should be desired as in COBIT Best Practice.

Streamlining Information Technology (IT) Functions and Operating Model Across Group Case Study: PT Telekomunikasi Indonesia, Tbk

Business entities are expanding their business portfolio by creating child business entities and finally building a large entity known as a Corporate Group, which is a collection of parent and subsidiary corporations that function as a single economic entity through a common source of control. The correlated business issue derives from the existence of Information Technology (IT) units in each company under the group, in which the IT functions are still conducted and maintained solely. This may lead to un-optimized resource of the assets (People, Application, Platform, and Infrastructure) and redundant IT Processes. Consequently, this phenomenon raises questions on how the most suitable IT operating model should be designed and adopted in the group among the entities. This paper is intended to design a new IT operating model, define the organizational structure and possible integration between entities, to obtain a more effective IT shared service operation model and asset optimization across the group. The research infers that the basic IT service management functions with an agile cyclic new way of working can be considered as the new IT operating model alternative, with IT service development and operation would be the most suitable process to be outsourced, rather than IT planning, design, change management, and evaluation. In addition, an IT shared service approach using a specialized federated organization structure is suggested, with an emphasis on promoting the current IT units as the single provider of specific services based on their strongest capability. As for group company, empowering the subsidiary IT units that already possess the expected capabilities and core competencies will be more beneficial and preferred than appointing a new single shared service unit for IT service.

Designing Information System Architecture Based on Education 4.0 Case Study: Senior High School Institutions of Indonesia

The development of information technology that has occurred to date has made information technology necessary in an organization's business in various fields. Information technology support is very much needed in the current era of globalization because it can increase business effectiveness and efficiency. Utilization of technology optimally and in line with business processes is the main thing in developing the application of information technology. Senior High School (SHS) is one of the educational agencies in Indonesia that is developing following the development of technology. SHS institutions realize how important it is to apply technology in supporting their business processes. At present, the SHS institution has been helped with technology such as the use of Excel in all recording in schools, but the SHS institution itself has not implemented optimal and integrated information technology in every field of school activity which often occur in data loss, delivery of information both in terms of learning as well as school activities that require a long time, and not integrated the school system. The application of information technology that will be used by a school must be by the goals of the school so that the application can help the school well in achieving school business goals, the use of Enterprise Architecture (EA) in the application of information technology to help analyze information technology planning by SHS institutions. This study will use The Open Group Architecture Framework (TOGAF) to assist in application planning. The final results of this study proposed six application blueprints namely Academic System, Non-Academic System, Procurement Management, Financial Management, HR Management, and Data Management which are tailored to the business process and the needs of the SHS institution.

Banking Information System Study Through Enterprise Architecture TOGAF

The development of information technology has changed different views in Indonesian society today. In the era of the industrial revolution 4.0, all industries including the banking industry have implemented the latest Information Technology in accordance with the needs of the industrial revolution. One of the readiness strategies is to make changes to information technology planning based on Enterprise Archi- tecture. The Enterprise Architecture method of this research uses TOGAF (The Open Group Architec- ture Framework). The goal is to develop business architecture, application architecture, information architecture and technology so that they can adapt to the industrial revolution. The application of En- terprise Architecture needs to perform gap analysis and implementation strategies. Application system development does not need to be done totally, but there are several application systems that need to be changed. The application of Enterprise Architecture can be carried out starting from architectural de- sign, gap analysis to implementation strategies so that they are able to face the industrial revolution 4.0.
