Redesigning The Organization Of The Jakarta City Government: Adaptation And Innovation Towards A Sustainable City

The challenges faced by the Provincial Government of DKI Jakarta in dealing with its change in status as the special capital region have triggered the need for a comprehensive evaluation of the existing spatial and governance systems. Discussions between the Acting Governor of DKI Jakarta and the Minister of National Development Planning indicate the importance of collaboration between central and regional government institutions in ensuring effective adaptation. In the context of relocating the national capital to East Kalimantan, Jakarta is confronted with the challenge of restructuring its government organization to manage environmental challenges, enhance the quality of public services, and ensure development sustainability. The primary focus of the Jakarta Government is on economic development and recovery, which requires restructuring the government organization to enhance the quality of public services and adapt to digital transformation. Redesigning the government organization is essential to ensure smooth transition and sustainable development in the future. Gap analysis shows that Jakarta faces several issues in organizational structure, workflow processes, human resources, and information technology. This research utilizes a qualitative approach with a case study method, collecting data from various sources, including literature reviews and official documents such as laws and regulations, as well as Government performance reports. It is hoped that the findings of this research will provide a comprehensive overview of the changes in the government organization in Jakarta City and offer valuable insights to the local government in their efforts to improve performance and effectiveness, as well as ensure development sustainability in the future.

Manajemen Risiko Teknologi Informasi Pada Aplikasi CMS di PT. Sarana Citranusa Kabil - Batam Menggunakan ISO31000:2018

Purpose: The purpose of this research is to assist PT SCN in improving its ability in risk management, by minimizing the risks contained in the CMS application. In addition, it aims to provide recommendations some risk action for risks that have been identified. Methodology/approach: Object of this research is PT Sarana Citranusa Kabil – Batam. In order to support its business activities, PT SCN uses a application, called Cash Management System (CMS). This study was conducted using method of case study research. Technique of data collection is in the form of observation. The procedures of this research follow the ISO31000:2018 standard. Results/findings: This study found that (i) there are 20 possible risks, which can disrupt the performance of the CMS and business activities; (ii) 2 possible risks with high level; (iii) 10 possible risks with medium level; (iv) 8 possible risks with low level. Limitations: This research focuses on risk management in the use of CMS applications. The research does not address risks outside of information technology, for example, health and safety environmental issues. Contribution: The result of this risk analysis is a proposed action recommendation based on the impact and frequency of occurrence. Finally, PT SCN can prevent and minimize risks so that the function of the CMS application can run optimally.

Mapping of Regional Strategic Issues in The Development Planning Documents (Case Study in Central Java)

In 2020, 21 regencies/cities (out of 35 regions) in Central Java will hold regional head elections. One of the consequences will be the preparation of the Regional Medium Term Development Plan (RPJMD) for the 2021-2026 period. The RPJMD was compiled during the Covid-19 pandemic, as well as the strengthening of other global issues such as the industrial revolution 4.0, society 5.0, advances in information technology, disruption and vulnerability to global economic crises, and food and energy issues. This research focuses on formulating strategic issues in the RPJMD document for the 21 regions to understand the framework, formulation process, and priority of strategic issues. This research is a descriptive study through a qualitative approach and is applied with practical purposes using desk study techniques. The research subjects were the RPJMD documents of 21 selected regencies/cities, especially in regional strategic issues. Data processing is done by classification technique, and data analysis is done by content analysis technique. The study results show that the strategic issues of concern are general, almost the same as the previous planning documents, such as bureaucratic reform, human resource capacity building, poverty (and unemployment), infrastructure, economic growth, and environmental natural resources. Some regions also place popular actual issues such as the Covd-19 pandemic and its recovery, the industrial revolution, smart cities, and SDGs, and only a small number of regions raise specific issues such as investment, village development, innovation, information technology, or sectoral issues such as agriculture, tourism, creative industries. This study concludes that the process of formulating strategic issues is still normative procedural, and general in nature, with a dominant technocratic approach, and needs to accommodate actual local issues and community discourse or aspirations. Formulating strategic issues also has no relation to regional development issues, more accommodating global, national issues and other planning documents without in-depth analysis.

2022 national survey of immunizing community chain pharmacists: The case for codifying the PREP Act emergency authorities into practice

BackgroundPharmacy-based immunization services have expanded since the mid-1990s but still face multiple challenges. Amendments to the Public Readiness and Emergency Preparedness (PREP) Act broadened patient-care scope and the pool of eligible pharmacy personnel who could administer vaccinations. The expiration of these amendments in 2024 may threaten recent gains in vaccine and other health care access newly available through pharmacies. ObjectivesThis study aimed to elicit community chain pharmacists’ perspectives on immunization time demands, corporate guidance, data flow and information technology, workflow and workforce issues, and other newly provided services. MethodsA survey questionnaire was developed, pretested, and electronically administered in mid-2022 to a randomly sampled national database of pharmacists maintained by the American Pharmacists Association. Descriptive analyses of survey responses were performed and findings used to identify salient themes. ResultsThe survey collected 742 responses from a sample of 7845 community chain pharmacists (9.5% response rate). During the 2021-2022 influenza season, pharmacies administered on average 114 vaccinations daily (range 3-1000), mostly by appointment (51%). Pharmacists expressed somewhat greater preference for administering vaccinations (39%) than dispensing prescriptions (36%), and most (92%) considered it at least as important as other practice responsibilities. However, only 27% of pharmacists had adequate staff support and 67% spent more time addressing patients’ vaccination confidence issues than before the pandemic. Most respondents (67%) had access to their patient’s vaccination status, but only 51% said their company’s computer system gave easy access. Only 49% considered corporate immunization feedback effective at enhancing their practice. Provision of nonvaccine services has expanded. ConclusionsFrontline community chain pharmacists reportedly preferred administering vaccinations over dispensing prescriptions. The pandemic resulted in an increased responsibility among pharmacists as immunizers. Notwithstanding recent progress, pharmacists continue to face staffing, corporate guidance and feedback, information management, and other structural and process barriers to optimally provide comprehensive immunization services. Survey findings support making permanent and expanding the emergency authorities that pharmacists gained under the PREP Act.

Analysis and Design of Ticketing Application System (Case Study: Bebek Kaleyo)

Bebek Kaleyo is a restaurant chain with several outlets in the food business. Information technology (IT) equipment is used extensively in Bebek Kaleyo's operating processes, and any problems with the IT hardware are escalated to the IT department for solutions. However, each restaurant branch's reporting of interruptions is still done by hand. Based on these issues and the analysis, it is necessary to speed up the complaint procedure to guarantee quick repairs of IT equipment and successful execution of tasks. The research was conducted by examining the company's daily activities, and the results were used to develop a ticketing system for monitoring process improvements and reporting interruptions. A ticketing system that facilitates effective reporting of IT issues and monitors process improvements was designed and developed as part of this research using the prototype methodology. The installed ticketing system helps users at each branch report problems, keep track of repairs, and improves the efficiency and quality of service provided by the IT department in support of the supply and use of system and technology-related facilities. By using this ticketing system, Bebek Kaleyo hopes to improve overall process efficiency while streamlining the process of reporting IT concerns. This solution gives branch users the ability to discuss IT issues with the IT department in an efficient manner, which improves the organization's operational performance.

SPECIAL ISSUE EDITORIAL: The future of construction in the context of digital transformation (CONVR 2022)

ary This special issue of Information Technology in Construction is dedicated to exploring the future of construction in the context of digital transformation. The inspiration for this edition stemmed from the 22nd International Conference on Construction Applications of Virtual Reality (CONVR 2022), which was held at Chung-Ang University in Seoul, South Korea. The overarching theme for CONVR 2022 was “The future of construction in the context of digital transformation and decarbonization”. With over 200 participants attending in person and many more joining online, the conference served as a platform for researchers to present innovative work on VR/AR, BIM, digital twins, IoT, artificial intelligence, construction automation, circular economy, and sustainability in the construction industry. The wealth of knowledge shared during the conference prompted us to invite the authors of outstanding papers to expand their contributions for publication in this special issue. The editors hope that this collection of articles will offer a glimpse into the current state of research on digitalization in the construction industry, and that it will serve as a valuable reference source for further research.

Barriers to the implementation of virtual care programmes for patients with chronic wounds: Qualitative empirical research.

To assess the barriers to the implementation of virtual care for patients with chronic wounds from wound therapists' perspective. A qualitative study. The study was conducted in two consecutive phases: (1) literature review, (2) descriptive qualitative study. In the first phase, texts published in English until 2023 were identified using international databases. The entire text of the selected studies was evaluated independently by two reviewers. Data analysis was carried out using textual content analysis. In the second phase of the study, twelve participants from Iranian wound care clinics participated. Data were collected through focus group discussion and analysed using conventional content analysis. Integration of both phases was conducted in the data analysis stage. The most important barriers in providing virtual care to patients with chronic wounds were identified into five categories including lack of policymaking in virtual care, ethical challenges in virtual information and communication technology, social, economic and cultural issues, IT users' insufficient knowledge and limitation of virtual care scope of practice. The findings of the present study identified different barriers in the implementation of virtual care for patients with chronic wounds. In order to successfully develop a virtual care programme, it is necessary to adopt suitable policies regarding information and communication technology, provide the necessary legal frameworks, assign an adequate budget and consider the ethical, cultural, social and social issues. Identifying barriers to developing a virtual care programme will help manage patients with chronic wounds at home. This study accurately identifies barriers to providing virtual care for patients with chronic wounds and helps plan to address these barriers and facilitate the development of a virtual care programme for these patients at home. This research has adhered to the SRQR reporting guideline. The involvement of patients or the public in the design, or conduct, or reporting, or dissemination plans of this research was not suitable.

Reflection and Learning From the 2019 General Election and the 2020 Regional Election: An Analysis of The Election Implementation Experience in Indonesia

This study aims to examine various aspects of elections in Indonesia, encompassing electoral design, the application of information technology, budget allocation, and various issues in the 2019 General Election and the 2020 Election, with the objective of reflecting and evaluating the implementation of the 2024 General Election. The research was conducted using a qualitative approach and descriptive analysis, where primary data were collected through in-depth interviews with stakeholders involved in the general elections and regional elections, as well as through observations and documentation studies. The results indicate that a lack of focus on law enforcement aspects during the legislative process is the primary cause of these issues. Furthermore, several norms were identified as being less practical when applied in the field. These findings underscore the need for clarification and harmonization in Indonesia's election legislation.

Review and Comparative Characteristics of Services that Contribute to Information Provision of Innovative Activity

The concept of post -industrial society implies that the economy of modern states should prevail in the innovation sector with high -yielding industry, knowledge industry and high proportion in GDP of high -tech and innovative services. In this approach, information is considered by a separate full -fledged resource, which not only does not infer the traditional material resources, but may also be more important. The development of the economy in the realities of post -industrial society requires the creation of favorable conditions for the activity of competitive innovative enterprises, many of which begin as startups and SMEs. At the same time, such enterprises require significant individual information support and support. In order to understand what support can be calculated by representatives of the domestic innovation sphere, it is advisable to inspect and compare the services that contribute to their information support. One of the varieties of such services is information and communication platforms. Analysis of resent researches and publications. Purpose of the research is to carry out inspection and comparison of services that contribute to information support (with emphasis A of information and communication platforms), in order to cover the support of startups, SMEs and other persons who directly and indirectly contribute to the development of the domestic competitive economy. Article’s main body. Scientific work examines and compare services that contribute to information provision of innovation (business activity of innovative subjects). Special emphasis is placed on information and communication platforms, in particular on the development of the Scientific and Research Institute of Providing Legal Framework for the Innovative Development – Smart Law Innovation platform (SLI). The definition and classification of infocommunication systems, which allows you to outline the essence of Smart Law Innovation, is given. The article pays attention to the importance of information for building a modern competitive economy in the postindustrial world. While innovative activity is a prerequisite for the described development, information support is an important condition for the activity of innovative entities. The article emphasizes the importance of information support (information and counseling) of startups and SMEs, which bring a significant share to the innovative development of successful countries, but require special support for launching, developing and avoiding risk. Enterprise Europe Network and its regional centers (on the example of the Polish Center Podlaska Fundacja Rozwoju Regionalnego) are explored to analyze the EU’s positive experience in the field of business. Services provided by the domestic network of business support centers, formed for the financing of the European Union under the EU4Business initiative during 2016-2020, are paying attention to a positive trend to the formation of online online communities providing online services. Services offered by platforms are performed. Attention is paid to powerful positive experiences and powerful sides that can offer outlined services. The final part of the article is devoted to the inspection of the information and communication platform of the Smart Law Innovation and its comparison with the existing concrete proposals outlined above. Conclusions and prospects for the development. The development of innovative enterprises is a prerequisite for building a competitive economy in the post-industrial world. At the same time, information support is an important condition for launching, developing and avoiding risks. The importance of timely information and counseling is especially noticeable for startups and SMEs, which bring a significant share in the innovative development of successful countries. Proper use of electronic technologies and the development of infrastructure capable of assisting innovative entities can significantly contribute to Ukraine’s economic reconstruction. Further analysis of the EU’s positive experience, including Enterprise Europe Network, can be used to increase favorable business conditions in Ukraine. In addition to state support, the article draws attention to private projects that provide information support and counseling, including online services, formed by lawyers and individual consulting projects. One of the projects that provides information support for innovative subjects, researchers and ordinary citizens is the Smart Law Innovation Information and Communication Platform, developed by the Research Institute of Legal Support of Innovative Development of the National Academy of Sciences of Ukraine. Although the platform is still under development, the analysis of competitive proposals allows you to see a number of advantages over this development.

Airport Common-Use Check-in Operations: A Novel and Efficient Model

This paper examines the capacity problems of common-use environment service improvement and airport passenger services in line with information technology (IT) issues. There are many time-critical processes in the airport terminal for the necessary airport passenger flow processes that IT service design aims to support it. Many flow processes can be designed under several functions while international, domestic, or general aviation cases. The current approaches have been based on the standard industrial methods based on the Information Technology Infrastructure Library (ITIL) practices. However, this infrastructure library practices’ distinct general industrial foundations and airport time-critical processes could not fit customer expectations. This research offers an approach by adding a pre-layer with a user certification rather than fixing the problems on the ground. Although the proposed novel model does not conflict with the ITIL practices, it primarily develops the practices by coinciding with them a certificated training of end users to establish a positive passenger experience and helping the profitability of the airport. The offered model simulation results show that the Airport IT Service helpdesk and field team instantaneous utilization average was reduced from 96% to 28%, and the field team queue duration during the airport peak hours was 26 minutes to 2 minutes. This study demonstrates that the airport IT support service design should be reconsidered during its passenger service operation.

Nowadays, we are trying to teach academic English which covers a variety of academic disciplinary areas, with a comprehensive program in a tight schedule. It is hard to use activities which are interesting and engaging but require a quite long time in every lesson. Students should develop the ability to read texts on familiar, basic academic topics covering psychology computer and information technology, sociology, geology, humanity and ethical issues in scientific research with an emphasis on vocabulary expansion and application of critical reading skills in intermediate academic level. They review basic English sentence structures and develop the ability to write accurate, fluent, multiple sentences about basic academic topics with an emphasis on the use of specific detail and sentence combining in paragraphs and essays. In Oral Communication, Students need to develop speaking and listening skills necessary for participating in classroom discussions and expressing their opinions with critical listening skills. The most appropriate activity which can meet requirements of recalling, reviewing and reinforcing what they learn in a short period of time is a quiz, a form of game or mind sport in which participants attempt to answer questions correctly. There are many activities which improve students’ motivation and attention, make lessons more active, more engaging and more fun, such as Hangman, Bingo, Where is ….? etc. But, the method we experimented enables to include a full semester and an academic year’s contents and is distinctive to cover all skills (reading, writing, listening and speaking). It can be very interesting, effective, motivating and reinforcing. After teaching experimental lesson which based on this pattern, we studied the results while comparing the experimental class to checkpoint class. Here we present the compared results of exam grade and student satisfaction survey after taking exam according to the topics which we reviewed in the experimental lesson.

The article deals with the use issues of modern information technology for training purposes. In particular, use of simulation modelling to create a learning environment as close as possible to the real working environment. This helps speed up learning, make more practical, learn theoretical issues directly when mastering practical skills, and make the learning process more attractive and interesting for students. Moreover, a virtual working environment can be used for advanced training of employees, to improve their professional skills, master new technologies, train them to work on new and modernized equipment, assess their professional level, restore skills after a long break in the work and pass qualification exams. Information technologies can significantly reduce the cost of material support for training and eliminate dependence on large areas for staff training. To create an interactive virtual learning environment, modern gaming technologies, software modelling or, at least, simulation modelling of physical processes in equipment and the interaction of all components of the working environment, including the actions of the student, are used. It also allows testing employees in extreme working conditions and testing their skills when dealing with non standard and emergency situations, without any real danger to the health of students. The proposed solution can be used to train students and trainees, assess professional skills of those already working in the conditions of special training centers and professional retraining colleges.

Post-Pandemic IT: Digital Transformation and Sustainability

Decades-old research (by the authors and others) on global Information Technology (IT) trends demonstrates a steady increase in IT’s role in organizational competitiveness. Digital transformation is bringing profound change to everything we do. Nowhere has this been more apparent than the changes demanded by the COVID-19 pandemic. However, the impact on every company began well before and will continue long after the pandemic. What has differentiated the pandemic conundrum is the ubiquity of the impact, a reality that demanded immediate changes to strategies and plans. This research analyzes IT issues and trends before and during the pandemic using data from global IT trends research and surveys to project how IT sustainability will be shaped post-pandemic. The paper examines the top significant management concerns and technology considerations to project the pandemic’s lasting impact on IT and to answer the important question: Will IT revert back to where we were pre-pandemic? We conclude that the changes in IT, and specifically, digital transformation, are not just the result of an emergency-induced pivot, but a broad recognition that IT will sustain its fundamental role in driving/enabling significant economic value across every organization. The research concludes that IT in the post-pandemic era will continue to grow as an essential vehicle for competitive advantage and agility, while promoting sustainability through digital transformation.

Adding the "US" in FNA: Pearls for starting a pathologist-performed ultrasound-guided fine needle aspiration service (USG FNA).

Ultrasound-guided fine needle aspiration (USG-FNA) biopsies have traditionally been performed in the radiology department, with radiologists performing the procurement with or without on-site cytotechnologists or pathologists to provide adequacy or diagnostic evaluation of the specimen. However, more recently, these image-guided biopsies have been performed by endocrinologists and now cytopathologists. Starting an USG-FNA service is a big task that requires consideration of multiple factors, including training, certification, privileges, equipment, documentation, information technology (IT) issues, and the overall business plan or financial component. In this review, the issues confronted when bringing on an USG-FNA service are discussed in detail in an effort to highlight the issues and challenges that many cytopathology laboratories are facing when implementing this new service.

Young People’s Use of Technology and Its Implication for Second Language Education in Formal Settings

This paper considers the opportunities and challenges posed to formal second language education given the penetration of digital technologies in young people’s daily lives. This paper broadly discusses the issues of information technology (IT) infrastructure, classroom management and IT use restrictions in relations to language learning. The paper concludes by making suggestions for policy makers and language educators in terms of supporting technology-enhanced formal language education with more advanced IT educational programs and the development of virtual learning environment (VLE) system at school.

Quantum dots with Mott-Schottky effect embedded in crystal-amorphous carbon for broadband electromagnetic wave absorption

The porous carbon material embedded with tunable quantum dots is prepared with the DC arc plasma technology for highlighted microwave absorbing material. The coupling transition metal oxide MnO and magnetic Fe into carbon matrix constructs a heterogeneous core-shell composite. Magnetic iron can improve the magnetic response ability. Nanoscale MnO not only helps produce more dipole polarization and relaxation, but also can adjust the catalytic effect of the magnetic iron. Therefore, the carbon material exists in two forms, with adjustable crystallinity, forming a unique crystal-amorphous structure. Synchronously, the integration between metal and semiconductor can promote the charge-transfer and transportation, highly enhancing the microwave absorption due to the Mott-Schottky effect. In addition, formation of heterostructure with MnO, Fe and carbon leads to mismatching of electron spins, forming a large amount of magnetic moments, which enhances the magnetic loss capability. The material shows excellent microwave absorption properties and tunable frequency. The maximum reflection loss reaches − 60.85 dB and effective absorption bandwidth achieves 5.1 dB at 2 mm. Besides, the size of Fe/MnO nanocrystal can be confined by regulating the feed ratio and reaction atmosphere. This research might shed a new light on the improvement of novel microwave absorption materials.
