When rules turn into tools: An activity theory-based perspective on implementation processes and unintended consequences.

The idea that actions of people, organizations or governments may lead to Unintended Consequences (UICs) is not new. In health, UICs have been reported as a result of various interventions including quality improvement initiatives, health information technology implementation, and knowledge translation, especially those involving translation of broad policies (evidence-based medicine and patient-centred care) or system level improvement into actionable items or tools. While some unintended consequences cannot be anticipated, others may be predictable. In this article, we present a model based on cultural historical activity theory, which may help policy-makers, health leaders, and researchers better anticipate UICs resulting from implementation of new programs or technologies and take action to address them or mitigate their risk of occurrence. We support this model using examples of UICs of implementing family centred care principles, electronic health records, and computerized templates for quality improvement in chronic disease management.

Assessing the factors influencing the intention to use information and communication technology implementation and acceptance in China’s education sector

Information and communication technology (ICT) has become increasingly important worldwide in education. This study aims to recognize the factors that influence the intention to use information and communication technology (ITUICT) and its acceptance in the education sector in China. A literature review was conducted to ascertain the potential factors such as perceived awareness, information acquisition, trustworthiness, social influence, and regulatory support that could affect the acceptance and ITUICT. For results, a survey was conducted on a sample of 381 university employees in China using a convenience sampling approach. The collected data were analyzed using partial least squares-structural equation modeling (PLS-SEM). The results show that individual factors such as perceived awareness, information acquisition, trustworthiness, social influence, and regulatory support significantly impact the ITUICT. Additionally, trustworthiness positively moderates the relationship among perceived awareness, information acquisition, social influence, regulatory support, and ITUICT. Policymakers and educators can use the findings of this study to enhance the adoption of ICT in China’s education sector. The results of this study suggest that it is important to provide educational sector employees with training and support to increase their use of ICT technology. Furthermore, this paper offers theoretical progression to create a supportive organizational culture and provide the educational sector with the necessary technological resources to facilitate the use of ICT.

Penerapan Enterprise Architecture untuk Integrasi Sistem Informasi Pendidikan: Studi Literatur

Education is one of the fields that plays a significant role in the development of individuals and society. In some educational institutions, there are still issues, such as challenges in managing student data, lack of educator performance, and others. Therefore, the implementation of information technology has a profound impact on improving the management of university and school systems. Each educational institution should have standards to enhance business agreements and strategies. Enterprise Architecture can be utilized by schools and universities to facilitate the student admission process through the implementation of various systems. The results of the journal evaluation show that the majority of research studies use TOGAF (The Open Group Architecture Framework) as a framework to generate an Enterprise Architecture blueprint that can be utilized for integrating information systems, thus demonstrating that the implementation of enterprise architecture can influence the improvement of business process efficiency in the education sector. Additionally, there are differences in frameworks among previous studies, such as the utilization of Enterprise Architecture Planning and Federal Enterprise Architecture Framework. Each research journal also presents certain strengths and weaknesses, such as the ineffectiveness of including required cost estimates, among others.

The issue of forming an analytical and informational base for management decisions in the field of land affairs is particularly relevant given the global trend of systemic social transformations. It requires active implementation of the latest information technologies. The study aims to comprehensively analyze the aspects of using geographic information systems (GIS) for ecological and landscape land management of human settlements. The research was carried out using general scientific methods of cognition: logical and structural analysis, induction and deduction, comparison, abstraction, specification, generalization, and formalization. The article investigates the basics of GIS and variations of their implementation in the field of land management. It highlights the main provisions and algorithmic structure of the process. The authors described the typical features of modern GIS technologies and their capabilities in the spheres of mapping, monitoring, and other aspects of land management. The main problems, challenges, and achievements of the GIS utilization process are considered. It has been determined that the effective utilization of GIS capabilities is a promising priority area for optimizing the land utilization system. The practical significance of the findings of this paper is manifested in the feasibility of using them in developing suitable programs to improve the efficiency of ecological and landscape land management of settlements. Also, the study's results can be used to form a universal effective model of GIS technologies application during the process of land utilization management.

The present article contains the results of the empirical research conducted by the author aimed at studying the issues of practical use of information technologies in social work and the possibilities of their improvement. The article also presents conclusions about the advantages and disadvantages of using the provision of public services in electronic form.

Creation of mobile electronic educational resources based on instrumental complexes

Relevance. The relevance of the research is determined by the ever-increasing importance of the modern education informatization, which is defined as a systematically organized process that includes a number of studies of various directions, designed to implement the wide possibilities of information, communication technologies. Purpose. The main research purpose is to study the prospects for the development of mobile educational resources based on the use of instrumental complexes. Methodology. The methodology of this research paper is based on a combination of the method of system analysis of key aspects of the development and practical implementation of information and communication technologies with a comprehensive study of various options for their use in the creation of mobile electronic educational resources based on instrumental complexes. Results. The research results illustrate the significant importance of creating mobile electronic educational resources based on instrumental complexes and their practical application in the modern education system as a means of information support, assessment of students' knowledge and implementation of the principles of a full-fledged cultural exchange. Varieties of digital educational resources were presented, as well as an example of the functioning of a mobile electronic educational resource in the framework of solving practical issues of assessing students' knowledge. Conclusions. The study underscores the practical importance of mobile electronic educational resources for enhancing information access, knowledge assessment, cultural exchange in modern education. These resources facilitate the integration of smart technologies and digital information, supporting teachers and students in achieving a more effective and comprehensive educational process. The practical significance of the research lies in the possibility of application the obtained results in the creation of mobile electronic resources and knowledge bases in the field of education, in order to ensure the access of teachers and students of educational institutions to the information necessary for the full-fledged educational process. Optimal selection and challenges of municipal waste management system using an integrated approach: a case study

ABSTRACT Efficient waste management is crucial for maintaining a clean and sustainable environment in Indian cities. Patna faces significant waste management challenges due to rapid population growth and urbanization. This has resulted in increased waste generation, straining the current waste management system. The state of Bihar ranks poorly in waste-management-based Environmental Performance, highlighting the need for improvement. Although around 4281.27 TPD of garbage is generated, only 4013.55 TPD is collected. Insufficient information regarding waste processing, landfilling, and technology adoption exposes critical gaps in solid waste management, including limited landfill facilities, inadequate technology implementation, and inadequate monitoring. Effective waste management is crucial for ensuring the sustainability and quality of life in Patna. To address these challenges, the implementation of Information and Communication Technologies (ICTs) and the Internet of Things (IoT) in waste management is proposed. This study focuses on evaluating the most suitable smart waste management system for Patna Municipal Corporation. By employing an MCDM model with fuzzy logic-based TFN, the authors identified the optimal MWM alternative based on economic, technical, environmental, and social criteria. Findings unequivocally establish the IoT-based Door-to-Door system (Ʌ1) as the most effective and economical solution for MWM in urban settings like Patna, characterized by a proximity coefficient (PCi) = 0.942809. Furthermore, Social acceptance (ӄ2) emerged as the most influential criterion with a weight of 0.19375. This system not only promises enhanced operational efficiency for municipalities but also offers significant environmental and social benefits, including waste reduction, improved public health, and heightened community engagement. A sensitivity analysis was conducted to validate the robustness of the proposed method. Notably, the IoT-based system demonstrated a higher sensitivity to cost changes, affirming its superiority in adapting to economic considerations. This insight is pivotal for decision-makers prioritizing cost efficiency in waste management solutions.

Measurement of Information System Strategic Planning at Sjakhyakirti University

This study examines the performance of information systems at Unisti based on aspects of Corporate Contribution, User Orientation, Operational Excellence, and Future Orientation. By achieving level 4.0 in several aspects, Unisti has succeeded in making a positive impact through the implementation of IT systems that improve operational efficiency, user satisfaction, and the future vision of the university. Nonetheless, user evaluations also identify some shortcomings that need to be addressed and improved to achieve excellent IT/SI quality. Awareness of the need for continuous evaluation and future innovation is key in ensuring that IT/SI remains an effective tool in supporting the achievement of the university's vision and mission. IT implementation at Sjakhyakirti University as a whole achieved an adequate level of achievement, with 75% from the perspective in the IT Balanced Scorecard considered to have been well implemented

Incorporating health IT into primary care transformation.

To understand the role of health information technology (IT) vendors and health IT functionality in supporting advanced primary care. We synthesized multiple rounds of surveys and interviews (2017-2022) from a mixed-methods evaluation of Comprehensive Primary Care Plus (CPC+), a multipayer model developed by CMS. CPC+ was the first federal advanced primary care reform effort that formalized health IT vendors' roles in supporting health IT implementation and specified detailed health IT requirements for practices. We conducted content analysis to identify cross-cutting themes related to health IT for both practices and vendors, comparing similarities and differences across participants and (when possible) over time. Vendors and practices reported advances in registries and dashboards for improved information management within the practice as well as strengthened relationships between vendors and practices that supported health IT implementation. However, CPC+ practices noted several gaps or challenges using existing functionalities, and both vendors and practices reported broader challenges for more transformative health IT change, particularly the lack of interoperable health information exchange needed to support care management and care coordination. Key factors constraining vendors' investment in further advances included long product development schedules, making it difficult to respond to rapidly evolving model requirements. Vendors also shared that CPC+ practices represented a small fraction of their client base, so investing in developing new functionality was not strategic unless it was more broadly relevant outside CPC+. Continued collaboration among health IT vendors, practices, policy makers, and payers could support continued technological improvements, particularly related to information exchange and communication. Aligning requirements more closely with other federal and private models could also help mitigate the risk for vendors.

Enhancing transparency and accountability in public administration through information technology utilization

Many problems regarding the use of information technology to provide and increase transparency and accountability in public administration must be studied more deeply. Based on these problems, this study aims to explore and examine the use of information technology in increasing transparency and accountability in terms of public administration. The method used in this study is the qualitative research method. Data Collection Techniques in this study go through three stages: observation, interviews, and search for supporting written data. After the data is obtained, data analysis is carried out. Data analysis is carried out using qualitative analysis methods. The findings underscore that IT implementation significantly improves accessibility to public information, fosters a culture of efficiency through streamlined administrative practices, and strengthens oversight mechanisms. Moreover, the study identifies challenges related to data security, disparities in IT access, and resistance to technological change within administrative structures. Recognizing the necessity for comprehensive policies, the research emphasizes the need for governance frameworks that embrace technological advancements and address associated challenges. The study advocates for a holistic approach to maximize the positive impact of IT on transparency and accountability in public administration. This research contributes to the discourse on the intersection of technology and governance, providing insights that can inform policymakers, administrators, and researchers in advancing effective strategies for utilizing IT to foster transparency and accountability in public administration.

Satisfaction and use of the didactic simulator for learning the nursing process: an observational study

IntroductionThe implementation of Information and Communication Technology (ICT) in daily healthcare practice has become standardized. In relation to education within the nursing degree, ICTs make it possible to carry out practical immersion training from the” classroom or from any other place with an Internet connection, as evidenced by circumstances that have occurred in recent years, such as the pandemic caused by COVID-19.ObjectiveDesign and assess a didactic simulation program for the training of the nursing process that promotes learning in the nursing careMethodologyThe methodological approach is quantitative and it is a descriptive cross-sectional study. The sampling method used was non-probabilistic by convenience.ResultsWhen observing the comparison of the averages of student satisfaction with respect to the didactic simulator, it is worth mentioning that all the items are above 2.80 on a score in which “0” is the minimum value and “5” the maximum value.The results of the use of the computer tool by the students, we highlight as significant data that all the items present an average equal to or lower than 3.04 out of 7, where “1” corresponds to a lot of use and “7” to little use.ConclusionThe implication of ICT in the teaching–learning process among Nursing Degree students, it is considered optimal. when analyzing the answers obtained in the items that refer to a higher ease in the execution of development of Care plans, a fundamental work in Nursing performance.

IT Governance and Audit Risk in Jordanian Companies: The Moderating Role of Audit Quality

Purpose: In order to better understand how IT governance COBIT5 (planning and organization (PO), acquisition and implementation (AI), support and delivery (SD), monitoring and evaluation (ME), guidance and control (GC), and audit risks interact in Jordanian businesses, this study will examine the moderating role of audit quality. Design/methodology/approach: This study uses a mixed method combining quantitative and qualitative method. Primary data: IT governance and audit risk with questionnaires distributed to 528 workers from each of the 176 Jordanian companies. The three employees served as a representative sample from the finance, internal audit, and IT departments. Secondary data: Using SPSS software, the data was analyzed to determine the audit quality using the financial statements of Jordanian businesses listed on the Amman Stock Exchange for the year 2020. Results and conclusion: The results of this study have shown that the COBIT5 framework is an important accountability mechanism for motivating expected behavior in the workplace when it comes to technology use. Audit risk is directly affected by the IT governance structure. Practical implications: This study is important for companies in Jordan, by presenting an integrated framework in this study that combines IT governance, audit risks and audit quality. This study was expected to facilitate the companies' efforts by ensuring a sufficient degree of confidence in the applied accounting system and improving the information security within the system to maintain the organizations and audit quality at the same time. Originality/value: This study adds to the body of knowledge on IT governance, audit risk, and audit quality that has concentrated on developing nations, particularly Jordan.

The rapidly growing development of Information Technology today has affected various business sectors. One of them is the manufacturing industry as carried out by PT. XXX. PT. XXX is one of the companies that has implemented information technology as a strategy to compete in the company's business. However, the information technology implemented is still not effective in achieving the company's goals. This study aims to evaluate IT governance at PT. XXX using the COBIT 2019 framework. COBIT is an internationally recognized framework for effective and efficient IT governance. This study uses a qualitative evaluation method, by collecting data through interviews with relevant parties at PT. XXX, as well as analysis of documents and policies related to IT governance. This data is then analyzed and compared with the COBIT 2019 framework to identify gaps and areas that need improvement. After the analysis, it was found that the objective that could be evaluated or audited was Managed Programs and Projects, BAI01. In this research, the results of the capability level on the PT XXX website were obtained at level 4 with an achievement value of 91%.

Evaluation of Barriers to Deployment of Information and Communication Technologies to Sustain Information and Communication Flow in Floods

A sustainable information and communication flow (ICF) supports lifelines in floods, especially transport systems. A detailed insight into barriers regarding effective ICF through the implementation of information and communication technologies (ICTs) in the lifecycle of floods was given for evolved and evolving economies, i.e., York and Head-Marala, with sample sizes of 240 and 300 experts, respectively. All experts responded on an ethically approved questionnaire with further information notes that were used whilst discoursing the factors. ICTs were segregated into two groups, ranging from simple to advanced technologies. KMO and Bartlett’s tests confirmed high sampling adequacy with values ranging from 0.679 to 0.823 (≥0.5) with p-values ≤ 0.05. An amended version of Q-Methodology was used to identify nine factors in total. Each factor with an Eigenvalue ≥1 was retained, and all factors were highly reliable with values between 0.89 and 0.96. Factors were explained through communalities, factor loadings, pattern and structure matrices, and notes from experts. Results showed that under-evolved economies have limited technological resources and under-developed flood coping plans compared to evolved economies. Also, the unacknowledged possibility was uncovered that ICF can certainly be sustained if all possibly available ICTs are engaged through a thorough deployment plan of action. Authorities needed to make ICT engagement plans simple and efficient through effective coordination among different institutions. Though authorities were trained and equipped with modern tools, equipment, and technologies, dense and dependent populations overwhelmed the rescue capabilities. Other than VMS, social media pages, and radio, other ICTs were not tried and tested in floods for the exchange of transport–flood ICF. These findings are useful for stakeholders from all communities, transport planning institutions, and flood managers who are not fully benefiting from the extended use of ICTs to manage travel activities in floods.
