Street-level bureaucrats as policymakers in the implementation of information system in social services

ABSTRACT This article explores the policymaking agency of street-level bureaucrats (SLBs) through public service ecosystem (PSE) framework. The study addresses the SLBs’ role in policy implementation and the conditions influencing the SLBs’ policymaking agency at individual, organizational and institutional spheres. Empirically, the focus is on the SLBs’ experiences of an information system’s (IS) implementation in social services. Findings suggest that the SLBs can utilize their policymaking agency at the individual sphere. However, the structural conditions at the organizational and institutional spheres limit the SLBs’ policymaking agency and the intended outcomes of the policy implementation.

Abstract- This research aims to examine the effect of implementing government accounting standards, implementing regional management information systems and human resource competence on the quality of regional government financial reports. This type of research is quantitative. The data collection technique in this research uses questionnaires directly to respondents. The respondents in this study were employees of the Madiun City Regional Revenue Agency. Data analysis was carried out using multiple linear regression analysis with the SPSS (Statistical Product and Service Solution) version 25 for Windows program. The results of the hypothesis research show that the Implementation of Government Accounting Standards variable is 0.022, the Regional Management Information System Implementation variable is 0.004, the Human Resources Competency variable is 0.031 and the Adjusted R Square shows a value of 0.626 or 62.6%. The results of this research show that the implementation of government accounting standards has a positive influence on the quality of regional government financial reports, the implementation of regional management information systems has a positive influence on the quality of regional government financial reports, and human resource competence has a positive influence on the quality of regional government financial reports.

This study explores the implementation of a Student Information and Accounting System (SIAS) at Benguet State University with the aim of enhancing academic efficiency. A thorough analysis evaluates the impact of SIAS on educational processes, records management, and transaction processing, focusing on assessing its effectiveness in improving administrative and academic operations, streamlining student information management, and enhancing overall academic performance. The findings underscore the importance of transitioning to such a system to boost efficiency, reduce errors, and improve student services. Recommendations include integrating SIAS with the university's website, implementing security measures, and conducting regular evaluations to align the system with evolving institutional needs. This abstract underscore the significance of adopting an online Student Information System for improved management and service delivery at Benguet State University.

Based on the analysis of the current level of digitalization development in our country, digital technologies used in criminal cassation proceedings in Russia are being investigated. The current use of technologies such as automated information systems and video conferencing in the Supreme Court of the Russian Federation is highlighted, as well as prospects for further development, including the use of artificial intelligence and blockchain. Both the positive aspects and potential risks of digitalization are discussed, including issues of security, privacy and changing the role of judges. Attention is focused on the potential of these technologies to improve the accessibility and quality of criminal justice in the courts of cassation. The author emphasizes that digitalization has the capability to streamline procedural processes in criminal cassation, significantly reduce case review times, and alleviate administrative burdens on judicial bodies. Attention is also paid to the need for an integrated approach in the development and implementation of advanced information systems that should ensure the safety and confidentiality of personal data in accordance with the principles of legal protection. Improving the quality of justice through digital innovation involves a synergy of efforts between the public sector, private business and academia. The author considers the strategic need to inform the public about new digital technologies so that citizens can actively use the opportunities provided, which contributes to improving the quality of cassation proceedings in criminal cases and increases their fairness. The article is an important contribution to the discussion on the prospects for the development of digital technologies in criminal cassation proceedings in Russia and offers a reasoned analysis of both the opportunities and challenges associated with these prospects.

Information Management in Hospital Unit Daily Operations: A Descriptive Study With Nurses and Physicians.

Operations management of a hospital unit is a shared activity involving nursing and medical professionals, characterized by suddenly changing situations, constant interruptions, and ad hoc decision-making. Previous studies have explored the informational needs affecting decision-making, but only limited information has been collected regarding factors affecting information management related to the daily operations of hospital units. The aim of this study was to describe the experiences of nursing and medical professionals of information management in the daily operations of hospital units. This qualitative study consists of interviews following the critical incidence technique. Twenty-six nurses and eight physicians working in operational leadership roles in hospital units were interviewed, and the data were subjected to thematic analysis. The data analysis showed that strengths of current systems were organizational operational procedures, general instruments supporting information management, and a digital operations dashboard, whereas opportunities for improvement included the information architecture, quality of information, and technology use. The study findings highlight that despite several decades of efforts to provide solutions to support information management in hospital daily operations, further measures need to be taken in developing and implementing information systems with user-centered strategies and systematic approaches to better support healthcare professionals.

QUANTITATIVE ASSESSMENT OF OCCUPATIONAL RISK BASED ON DETERMINING THE COSTS OF ENSURING LIFE AND HEALTH OF EMPLOYEES

Implementing a quantitative occupational risk assessment is legislated as an employer’s responsibility nowadays. Yet, there is no unified approach to risk assessment. Employers make decision on a certain methodological approach depending on current industrial processes and existing occupational health and management system on their own. The study aims to develop a unified methodological approach to quantitative occupational risk assessment. The research methodology is based on the provisions of regulatory documents in occupational health and safety, scientific publications on occupational risk assessment. The research method involves analyzing normative and methodological literature on occupational risk management and the statistical data on occupational safety expenditures of companies. The article presents a comparison of the main available approaches used in companies to implement a quantitative occupational risk assessment. The results show there is no possibility to justify the costs of risk response activities in a vast majority of methods. The authors propose a methodological approach to occupational risk assessment based on determining the costs of ensuring life and health of employees. This approach allows to develop and substantiate activities on occupational risk reduction and the improvement of industrial safety level in a company as well as to assess the effect expected of the implementation of corrective actions. The actual vector of scientific research on the subject is to create and implement information systems for occupational risk management and decision-making support based on the developed approach in companies.

Implementation of a Customer Relationship Management Information System in the Activities of an IT Company Using the Example of Trust LLC

The main topic of the work is the implementation of a customer relationship management information system in the activities of an IT company. The object of the study is TRUST LLC. The problem that the work solves is the need to optimize the customer relationship management process to increase the competitiveness and efficiency of the company in the IT field. The purpose of the work is to analyze the possibilities and effectiveness of implementing a customer relationship management information system using the example of the activities of TRUST LLC and offer recommendations for its use. The results of the work include an analysis of the current situation in the company, an assessment of the capabilities and advantages of using the information system, as well as the development of recommendations for using this system to optimize the customer relationship management process. As a result of the implementation of the information system, it is expected to improve the quality of customer service, improve the analysis and forecasting of their needs, as well as optimize business processes within the company.

Development of a Low-Cost Web-Based Information System for Managing a University Department Chemical Warehouse

Herein, we present the implementation of a low-cost web-based information system tailored to manage a university department chemical warehouse. The system provides a centralized platform for cataloging, tracking, and managing chemical inventory data, while also facilitating purchasing and various administrative tasks associated with laboratory operations. The system has been developed within the Campusnet platform and has the following functionalities: (i) an efficient way for cataloging the extensive array of products available in the warehouse; (ii) an intuitive web interface with a device-responsive layout to facilitate browsing and purchasing of products by students, researchers, and technical staff; (iii) an inventory transaction recording system to simplify the attribution of costs; (iv) a simple procedure to streamline the process of joint purchases; and (v) a low deployment cost and ease of maintenance. Key design considerations, including regulatory compliance and safety, are also presented.

Perancangan Sistem Informasi Rekam Medis Berbasis Web Pada Unit Kesehatan Sekolah IDN Boarding School Jonggol

In this modern era, many Islamic boarding schools have built their own Health Units. However, often these units only function as an effort to prevent and overcome student health problems in general. The more students there are in an Islamic boarding school, the more important it is for the Health Unit in the Islamic boarding school to innovate to improve the quality of its services. The concept of designing this information system refers to the activity of processing student medical record data that occurs in the Health Unit which is still manual, so a website-based medical record information system is needed at the IDN Jonggol Islamic boarding school which is computerized to solve this problem. This research aims to produce a software application that is expected to help the Health Unit in processing student data collection which can make it easier to search and make reports. To support this research, data collection methods are carried out using observation, interviewing, literature study, analysis, and design system, building the system, testing, and implementing the system. The implementation of the medical record information system at the IDN Jonggol Islamic boarding school has succeeded in increasing the efficiency, accuracy, and accessibility of student health data, providing convenience in making reports, and supporting improvements in the quality of health services

Mental health is a very worrying health case in recent times. The number of cases that have hit the young generation of our nation is a serious threat. Pressures and challenges are often major factors in mental health crises and lack of support and places to tell stories to make a person keep everything in his mind that can hurt his mind and mentality. In this case, the research aims to overcome the problem through the implementation of a website-based online vent information system designed as a means of online vent using a Human-Centered Design approach. This Human-Centered Design approach involves a stage of user context specification, user needs, system design, and system testing using the Blackbox testing method and WebQual method. The main objective of this information system is to provide a safe and structured platform for individuals to express their feelings and emotions comfortably and safely, as well as provide support to reduce the level of mental and mental stress among the young generation of Indonesia.

The Sukahaji Village Office is a government institution that operates in the Village in the Sukahaji District Majalengka. The obstacle faced is the frequent hoarding of old data, making it difficult when it will be recorded again, in fact there is usually lost data that requires a system that can help data storage. The purpose of this research is to provide direction to be able to implement information systems for data storage. performance in the future, the method used in the development of enterprise architecture this time is the TOGAF ADM (The Open Group Architecture Framework) method using 3 (three) phases out of 9 (nine) phases, namely the Preliminary Phase, Architecture Vision Phase and Business Architecture Phase. This research will produce a blueprint and provide a roadmap using the elements contained in the TOGAF at the Village Office in order to implement the Sukahaji Village Office performance information system in the future.

Implementation of geographic information system in relation to land cover changes in the Leuser National Park area from 1990 to 2020

In recent years, there have been pressing issues that need immediate attention regarding land cover change in Leuser National Park, particularly in BPTN Region III Stabat, Indonesia. The objective of this study is to analyze the land cover changes that have occurred between the years 1990 and 2020 in BPTN Region III Stabat, Leuser National Park, Indonesia. The methodology employed includes temporal and spatial analysis, with data processing carried out using ArcMap 10.4 software. The land cover categories considered in the analysis include primary dryland forest, secondary dryland forest, shrubland, plantation, open land, water body, dryland agriculture, and mixed dryland agriculture. The findings of this study indicate that the largest land cover area was recorded in 1990, with primary dryland forest covering approximately 192,188.92 hectares, while the smallest land cover area was open land, covering around 3.31 hectares. Over the entire period from 1990 to 2020, the largest decrease in land cover area was observed in secondary dryland forest, amounting to approximately 5,546.23 hectares, whereas the largest increase in land cover area was observed in dryland agriculture, totaling around 4,201.75 hectares.

The Influence of the Effectiveness the Implementation of the Presence Administrative Information System on Work Discipline and its Impact on the Quality Employee Service at SDN 160 Sukalaksana Bandung City

This research aims to find out whether the attendance administration information system has an effect on employee work discipline and its impact on the quality of employee service at SDN 160 Sukalaksana, Bandung City. The independent variable is the presence administration information system, the intervening (mediation) variable, namely employee work discipline, and the dependent variable, namely employee service quality. This type of research is included in quantitative research, while the research methods used are descriptive and verification methods. The population in this study were civil servants (PNS) and parents of students at SDN 160 Sukalaksana, Bandung City, totaling 47 respondents. The sampling technique is non-probability sampling using saturated samples, so the total sample is 47 respondents. The data analysis used in this research is path analysis using SPSS software. The results of the research show that the effectiveness of implementing the attendance administration information system has a direct effect on employee work discipline, the effectiveness of implementing the attendance administration information system has no direct effect on the quality of employee service, employee work discipline has a direct effect on the quality of employee service, and the effectiveness of implementing the administration information system Presence has an indirect effect on the quality of employee service through employee work discipline.

UTAUT Model Mediated by Government Information System to the Intention to Use of Indonesian Local Government

Purpose – This study investigates the role of the unified theory of acceptance and use of technology (UTAUT) model on the intention to use mediated by the Government Information System. In the context of this study, the implementation of government information systems through the application of local government information systems (SIPD) in Regional Governments in Indonesia. Methodology/approach –The population in this study includes: Primary High Leadership Officials, Administrator Officers, Supervisory Officers, and SIPD Management ASNs in the Ministry of Home Affairs and local governments with a total sample of 358 respondents. This study uses a form of sampling in the form of purposive sampling and probability sampling, with the sampling technique used in the form of simple random. When viewed from the relationship between variables, this study is included in associative research. The data processing and analysis techniques used in this study were carried out through Descriptive Statistical Tests and Structural Equation Model (SEM). Findings – Based on the results of the study, it is known that Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Condition, either directly or indirectly through the Government Information System as the variable that mediates it, have had an influence on the Intention To use SIPD application. Novelty/value – The novelty of this study fills the research gap by involving the role of the government information system (SIPD) as a mediating factor between performance expectations, effort expectations, social influences, and conditions that facilitate intention to use which is limited only to age and experience as control variables. Thus, a more comprehensive picture of the results of how the influence of factors in UTAUT is mediated by the role of SIPD, and see the extent to which the implications of implementing SIPD in local government can affect the intention to use by civil servants in Indonesia and as recommendations for related parties in developing government information systems.

The Implementation of Coordinated Access to End Homelessness in Ontario, Canada

To receive federal homelessness funding, cities in Canada must adhere to federal policy directives associated with the government of Canada’s Reaching Home program. These directives include the implementation of a homelessness management information system (HMIS) and a Coordinated Access process. In this article, we draw on 90 in-depth interviews and extensive policy and institutional analysis to assess the implementation of Coordinated Access in one Ontario city. Our findings suggest that none of the four pillars of Coordinated Access (access, assessment, prioritization, matching, and referral) work as intended. Structural and systemic challenges (e.g., related to housing stock, staff turnover, inaccessibility of shelters, criminalizing municipal bylaws, and the reliability of the assessment tool) undermine the efficacy of the process as a means of improving transparency, service coordination, and housing outcomes. Despite being an early adopter of the Coordinated Access process, this Ontario municipality continues to struggle with a growing housing affordability crisis and an unhoused population.

Utilizing The Edu-Panda Application To Improve Personnel And Academic Administration Services

Information and communication technology have influenced various aspects of life, including education. In the context of schools, using administration-based applications has become increasingly important to facilitate and enhance the efficiency of administrative processes. This abstract presents an overview of the utilization of the edu-Panda application in MAN 2 Kota Malang (a high school in Malang City) and its impact on the effectiveness of school administration management. This study aims to describe the implementation of an educational management information system (MIS) that includes utilizing management information systems and its implementation on administrative services at Madrasah Aliyah Negeri 2 Kota Malang. This research adopts a qualitative approach with a descriptive method. Data is collected through techniques such as interviews, observations, and documentation as supporting evidence. Data analysis is conducted using qualitative analysis techniques, including data collection, data reduction, data presentation, and conclusion. To ensure the validity of the data, the researcher employs triangulation techniques, including source triangulation and technique triangulation. The results of this study indicate that the planning of the edu-Panda application in Madrasah Aliyah Negeri 2 Kota Malang is based on the school's needs. After the system development is completed, a feasibility test is conducted before reaching the system installation phase. Thus, the system can operate according to its intended purpose. The implementation of the edu-Panda application in Madrasah Aliyah Negeri 2 Kota Malang can be used to track attendance, information, allowances, graduation, and matters related to personnel and academics. Based on the five dimensions of service quality used to assess and measure service quality in Madrasah Aliyah Negeri 2 Kota Malang, namely Tangibles, Reliability, Responsiveness, Assurance, and Empathy, the services in Madrasah Aliyah Negeri 2 Kota Malang are considered good. Assessing the Relationship between Technological Factors and the Implementation of Human Resource Information System: A survey in the Municipal, Metropolitan, and District Assemblies in the Upper West Region of Ghana

Over the years, public sector organization such as Metropolitan, Municipal, and District Assemblies (MMDAs) in Ghana have been challenged by a significant number of factors that affect the implementation of Human Resource Management Information Systems (HRISs). The study focuses on assessing the technological factors affecting the implementation of the HRIS in the MMDAs in the Upper West Region of Ghana. The philosophical foundation of the study was positivism. A cross-sectional survey was employed in the study as part of a quantitative research design. The target population comprised of 187 Line managers. The study used a non-probability sampling technique known as purposive sampling. Self-administered questionnaires were used to collect primary data. The study also embraced descriptive and inferential statistics. Bivariate regression analysis and correlation coefficient were used to establish causal relationships between variables. Stepwise regression was also used to determine the most influential variables in implementing of HRIS. It was concluded that IT Infrastructure and Compatibility had a moderate level of acceptance as factors that affect the implementation of the HRIS. In contrast, Quality Information, System Quality, and Complexity had a low level of acceptance. The study also concluded that Complexity, Quality Information, Compatibility and System Quality had correlated with the acceptance of the HRIS, whereas IT infrastructure did not correlate with the acceptance of the HRIS. Lastly, it was concluded that IT Infrastructure, Complexity, Quality Information, Compatibility, and System Quality did correlate with the Effectiveness of the HRIS. The study recommends that, HRIS Software adopted and implemented at the LGS and its Agencies must be user-friendly. The LGS and its Agencies do not have a guide that support new technology implementation such as the HRIS. Hence the need to adopt the guide offered in this study.

The influence of state-owned property management, the implementation of the State-Owned Property Management Accounting Information System and human resource competency on the quality of government financial reports

This study explores the complex connection between the management of State Property, the utilization of the State Property Accounting Management Information System, the proficiency of personnel, and their combined influence on the accuracy of financial statements in government organizations. This research seeks to investigate the impact of effective State Property management, facilitated by advanced technological systems such as State Property Management and Accounting Information System, and bolstered by skilled human resources, on the dependability and precision of financial reporting in the public sector. The study will analyze scholarly literature and empirical evidence to achieve this objective. By integrating descriptive and verification methodologies, this research study utilizes a quantitative approach to investigate the influence of human resource competence, the administration of State Property, and the implementation of the State Property Accounting Management Information System on the quality of financial statements within government organizations. The variables are operationalized and measured using indicators that pertain to the quality of government financial accounts, management of State Property, implementation of State Property Management and Accounting Information System, and human resource competency. Data is gathered by distributing questionnaires to the personnel of the Regional Office of the National Land Agency of West Java Province. The total population consists of 54 individuals, and a saturated sampling strategy is used. To summarize, this study highlights the significance of efficient management of State Property and the adoption of State Property Management and Accounting Information System in improving the accuracy and reliability of government financial accounts. Nevertheless, a more thorough examination is necessary to ascertain the exact influence of human resource expertise. These findings enhance the existing information on financial management in the public sector and identify areas where government financial reporting standards might be improved.

Contextually balanced engagement: Navigating paradoxes of localisation and cultural embedding in rural health information systems implementation

AbstractAlthough health information systems (HIS) play an important role in elevating health standards, a comprehensive understanding of how to effectively implement HIS in rural areas is lacking. This issue becomes more significant when considering that globally a majority of the approximately 1.5 million deaths of children under the age of five in 2019 that were attributable to vaccine‐preventable diseases occurred in rural areas. Accordingly, we ask two questions. How does rurality influence the implementation of information and communication technology for development (ICT4D) projects? How do organisations navigate challenges associated with rurality during the implementation of these projects? Our findings, derived from an in‐depth case study of a social enterprise in rural India, reveal two paradoxes that pose challenges to the effective implementation of HIS in rural settings: the localisation paradox and the cultural embedding paradox. We found that contextually balanced engagement was comprised of four organisational responses—prioritising; localising; cultural adjustment; and engaging stakeholders—that help navigate the challenges posed by the localisation and cultural embedding paradoxes. Synthesising these findings, we develop a process model that shows how the implementation of HIS in rural areas is shaped by the descriptive and sociocultural characteristics of rurality. Further, organisations require a dynamic approach, engaging in multiple responses over time to navigate the paradoxes inherent in HIS implementation. We suggest that organisational responses to paradoxical tensions stemming from the descriptive and sociocultural characteristics of rurality lead to the development of HIS enabled for rurality. Our findings contribute the understanding of ICT4D projects implementation.
