Implementasi Peraturan Menteri Dalam Negeri Nomor 70 Tahun 2019 pada Badan Pengelolaan Keuangan Daerah di Aceh Tenggara

To analyze how the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems at the Regional Financial Management Agency in Southeast Aceh Regency, and the factors that hinder the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems at the Management Agency Regional Finance in Southeast Aceh District.Research data were collected through observation and interviews with key informants, key informants, and additional informants. Further analyzed by qualitative analysis. Based on the results of interviews and observations made by researchers, it was found that there were forms of implementation that were still not in accordance with the Regulation of the Minister of Home Affairs Number 70 of 2019 concerning Regional Government Information Systems. As well as communication indicators that have not run optimally in the context of transmission, clarity, and consistency.

Determinants of the Acceptance of Ambon City Local Government Information Systems using the Technology Acceptance Model

The research aims to find empirical evidence on the determinants of the acceptability of Ambon City regional apparatus on implementing the Regional Government Information System (SIPD) using the Technology Acceptance Model (TAM). The research sample is SIPD users in Ambon City, with a total sample of 90 respondents. This research data was collected from a questionnaire that was measured using a Likert scale. Data were analyzed using simple linear regression analysis. The research results found empirical evidence that the perceived convenience of SIPD users affected perceptions of SIPD use in Ambon City and attitudes towards using SIPD in Ambon City, and attitudes towards SIPD use had an effect on actual SIPD use in Ambon City. This research did not find evidence of an influence between perceptions of the usefulness of SIPD on attitudes towards using SIPD in Ambon City. It means that the Ambon City regional apparatus will use SIPD in supporting development planning and regional financial management work if the apparatus perceives that SIPD is easy to use. If the regional apparatus accepts SIPD, then the regional apparatus will use the SIPD to manage development activities in Ambon City. Therefore, the government of Ambon City can be more active in socializing SIPD and holding training programs for SIPD users so that local officials can use SIPD optimally to support planning and financial management work. Evaluation Of Cash Withdrawal Procedures Based On PP No. 12 In North Sulawesi

Cash Disbursement Accounting Systems and Procedures will help expedite the management of company activities if all its components run according to proper procedures. The aim of the study is to find out that the accounting system for cash disbursements at the National Unity and Regional Politics Agency of North Sulawesi Province has been in accordance with PP No. 12 of 2019. The method used in this study is descriptive qualitative data, namely data presented in the form of a clear and detailed explanation in nature with data collection methods through interviews, observation, documentation. The results of the study show that the Regional Political and National Unity Agency of North Sulawesi Province in the Cash Disbursement Accounting System and procedure managed by the Accounting Section uses the Local Government Information System Application (SIPD) and the Financial Management Information System (FMIS) Application. In implementing this application there are obstacles experienced, while these obstacles are the internet network which is still not good and errors often occur due to viruses in the application which result in problems in inputting application data resulting in delays in issuing Payment Request Letters (SPP) which slows down the disbursement process funds, as well as a lack of human resources (HR) in using this application.

ANALYSIS OF THE IMPLEMENTATION GRC INFORMATION SYSTEM IN SUPPORTING PERFORMANCE OPTIMIZATION

The Integrated Governance and Compliance Risk Information System (SIGRC) is critical in helping institutions achieve their goals and deal with uncertainty. An Indonesian Government Agency (IGA) has used SIGRC for years. However, its utilization is still unknown. This research studies the impact of acceptance and utilization of SIGRC using Delone McLean and Unified Technology Acceptance and Use Technology. The conclusion is that the relationship between use and net benefits is unaffected. User intention on use, performance expectations on user intention, use on user satisfaction, and user satisfaction on the net benefit of SIGRC benefits are five factors that influence user satisfaction. Governance Through Electronic-based Information System by Papua Provincial Government

This research is about regional development efforts through governance with electronic-based information systems in Papua Province, namely Papua One Data Integration (PAITUA), Papua Spatial Management Information System (SIMTARU), Information System for Official Travel Orders (SPPD) Papua Provincial Government and Presence Information System and TPP. Papua Innovation One Data Integration (PAITUA) is a systematic and structured regional governance policy to produce data that is accurate, up-to-date, integrated, accountable, easy to access, can be shared between regional apparatuses, central agencies and other agencies through compliance with data standards , metadata, data interoperability and use of reference code and master data. Papua Spatial Management Information System Innovation (SIMTARU) is an open source application that is part of the Spatial-Based Information Management System (SMIS). The combination of modern cartographic technology with participatory methods in the form of data layers and permits or maps in several categories is used to monitor all activities related to spatial planning in Papua Province. Innovation of Information System for Service Travel Orders (SPPD) for the Government of Papua Province is a web-based information system that is equipped with a set of computers that can be accessed into a data communication network where the server is located at the Papua Communication and Informatics Office and can be accessed online.This study uses a qualitative approach research method. As for data collection with literature review techniques. IMPLEMENTATION COBIT 2019 FOR EVALUATION OF HEALTH CLINIC INFORMATION SYSTEM GOVERNANCE IN CENTRAL JAVA

The clinic is one of the small and medium-scale public facilities that provide individual health services with basic and detailed services. The application of information systems in health clinics has been carried out in recent years to support good performance in health services for the community. This study aims to evaluate the capability of information system governance that has been implemented in health clinics. The evaluation of this information system uses COBIT 2019. The latest framework is used as a guide in the evaluation of governance. COBIT 2019 has 10 design factors and 40 domains, which will then be the top domains that will be used to analyze information system capabilities. The results were obtained in several domains, including BAI02, BAI03, and BAI07. Furthermore, the results were obtained from the level of information system capability for each domain, namely the BAI02 domain with level 3 capability, the BAI03 domain with level 4 capability, and the BAI07 domain with level 3 capability. Two domains still have gaps, namely BAI02 and BAI07. Then this research also produces several recommendations to achieve the specified target level, such as being able to build your information system without relying on third parties and being able to design operational standards and guidelines that can be used in the transition to technological change.

“Maybe in a few years I'll be able to look at it”: a preliminary study of documentary issues in the Ukrainian refugee experience

Following the February 2022 invasion of Ukraine by Russia, millions of refugees have fled Ukraine for safety in neighbouring countries, including Poland. This movement of people has been facilitated by, and has produced, documentation that will have significant afterlives as evidence and memory. The records refugees have carried with them, the records they have made during flight, and the records created in their encounters with states and communities beyond their homeland, will be important in the prosecution of war crimes, the reconstruction of events, the reconstitution of communities and the protection of rights and entitlements. This article sets out the findings of a pilot study into the documentary experiences of Ukrainian refugees in Poland. Interviews conducted by and with Ukrainian refugees consider the removal of records, the documentation of the refugee experience, the documentary requirements of border crossings, and the informational requirements of life beyond the border. Although drawing on a limited study population, the research surfaces some significant issues related to the preservation of memory and culture, exclusionary and hostile government information systems, and research ethics. This article could help to inform archival solidarity with Ukraine; it underscores the need for trauma-informed archival research and practice; and finally suggests the need for a person-centered approach to this work.

The Effect of Implementation of the Regional Government Information System (SIPD) on Regional Financial Transparency in Local Governments

The level of quality of regional financial planning is highly dependent on the availability of accurate and complete data and information. Changes in realizing the quality of regional financial planning and transparency have been made by the government. The Local Government Information System (SIPD) is the government's effort in the process of supervision and transparency to the public. The purpose of this study was to examine the effect of SIPD implementation on regional financial transparency in the Batu City government. The population of this study is the Regional Apparatus Organization (OPD) in the form of an Agency / Office / Office. Based on the results of purposive sampling, the number of samples obtained was 20 OPDs. The data used is primary data. The analysis technique uses the PLS program. The results of this study indicate that SIPD has a very significant effect on regional financial transparency in the Batu City government. The better the quality of SIPD, showing good regional financial transparency to the public.

Management of Regional Government Information Systems (SIPD) at the Regional Secretariat of District Minahasa

The study seeks to learn more about the SIPD administration at the Planning and Finance Section of the Regional Secretariat of Minahasa Regency. In this study, a qualitative methodology is combined with a descriptive technique. Techniques for collecting data include observation, interviewing, and documentation. strategies for data processing that include steps for data presentation, data reduction, and data verification. In the planning, budgeting, and reporting or evaluation of procedures, the Regional Secretariat's management of the Regional Government Information System (SIPD) is highlighted in this study. SIPD encountered challenges, including issues with human resources, supporting infrastructure, such as the internet network, and flawed SIPD apps, which hindered its implementation. The Secretariat of Minahasa District's SIPD management has been successful, according to the findings of the research, it can be said. Additionally, it is advised that the Regional Government expand human resource capacity and enhance infrastructure and supporting facilities, while also urging the Central Government to perfect the SIPD application.

A practical approach to learning Linux vulnerabilities

Operating systems based on the Linux kernel are widespread in the microcomputer, mobile, server, and supercomputer market. They have become an integral part of commercial and government information systems in which confidential information, personal data and trade secrets are stored and processed. Thus, the Linux kernel is a critical object in such systems, because its compromise leads to the compromise of the entire system or an substantial part of it. In most cases, an attacker compromises the kernel by exploiting vulnerabilities, despite the protection mechanisms built into the kernel. And in order to find and eliminate them, an information security professional must have the appropriate skills. Such skills can only be learned through practice. In this paper, we propose a practice-oriented approach to exploring the variety of Linux kernel vulnerabilities in order to acquire the skills to find, analyze and fix them by an information security professional. The proposed approach made it possible to transfer the laboratory practice to online learning during the COVID-19 pandemic.

A competency framework for Ph.D. programs in health information management

IntroductionThe job expectations and professional competencies required by health information management (HIM) students/graduates are constantly changing and workforce development requires curricula in line with new emerging competencies. Although there are some competency frameworks in this field, there is no one specifically for Ph.D. educational programs in HIM. We aimed to develop a competency framework for Ph.D. programs in HIM in Iran. MethodsWe firstly developed a list of competencies based on those published in the literature or by related associations in nine domains and 51 sub-domains. We used the modified Delphi technique and invited Ph.D. students/graduates in HIM and related faculty members throughout the country to participate. Competencies with more than 75% agreement were considered as high priority competencies and those with 50% to 75% agreement as a medium priority. Competencies with less than 50% agreement were dropped. After two rounds, the competency framework was finalized. ResultsAll suggested competencies were considered a high priority in the first round. Based on suggestions, two new domains (health knowledge management and information technology) and 20 new sub-competencies were added and then accepted in the second round. The final framework includes these competency domains: health data and information management; health data analytics; information technology; teaching competencies; research competencies; health information technology and digital health; health information classifications, terminologies, and ontologies; health information systems governance; managerial competencies; health knowledge management; and digital health entrepreneurship. ConclusionThis framework suggests a list of competencies in 11 domains and 71 sub-domains for Ph.D. students/graduates in HIM that should be considered for the development of future curricula for these educational programs.

This study aims to determine and analyze the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning the Regional Government Information System (SIPD) on the implementation of e-planning in development planning in the Pakpak Bharat Regency. The research approach is descriptive qualitative which data collection is done by interview, observation, and documentation study. The study conducted an analysis using Edward III's theory by analyzing the factors of communication, resources, disposition, and organizational structure. The results showed that the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems (SIPD) on the implementation of e-planning in development planning in the Pakpak Bharat Regency went quite smoothly. The attitude and response of the implementers in carrying out the mandate of the SIPD policy are good and quite committed, as evidenced by their efforts and efforts to meet the deadlines of the planning schedule. However, there are still some obstacles, such as a lack of understanding of the classification, codification,n and nomenclature of development planning and regional finance, infrastructure constraints (network or server), the readiness of unit price standards (SSH), and the absence of SOPs. Improvement of the quality of human resources for planners must be carried out so that they can keep up with changes in dynamic information systems and the resulting planning documents are of higher quality.

Moulding information systems components and agitations for the adoption of enterprise application architecture for supply chain management

Background: The components of information systems (ISCs) have become a critical factor in the adoption of enterprise application architecture (EAA) for supply chain management (SCM) within small and medium enterprises (SMEs) when used reciprocally with competent capital formation, mainframe and personal computers, application software systems, and information technology expert. The current study examined information systems components (ISCs) as they were used in the adoption of EAA in SMEs, scrutinised the Theory of Planned Behavior, and systematic literature review.Objective: This paper seeks to contribute to the fundamental aspects of ISCs that influence the adoption of EAA for SCM in small and medium enterprises (SMSs) in South Africa, located in Limpopo Province of Capricorn District Municipality.Methodology: A quantitative survey presented both diagnostic tests and data analysis as that of the methodological modus operandi. Descriptive data analysis generated Pearson’s correlation and coefficient, along with analysis of variance (ANOVA) and linear regression. Data was collected through stratified random sampling of SME owners and managers.Results: The most substantial results indicate that ISCs should be integrated with transactional support systems (TSSs), management information systems (MISs), information systems governance (ISG), decision support systems (DSSs), executive support systems (ESSs), knowledge management systems (KMSs), and web application architecture (WAA) to predict EAA acceptance.Conclusion: This article described the greatest possible direction for considering ISCs when planning to integrate EAA adoption. Furthermore, the research results provide a preliminary overview and analysis of the results that support the alternative hypothesis that ISCs influence SCM adoption and implementation of EAA in SMEs.

ANALISIS SISTEM INFORMASI AKUNTANSI PENGGAJIAN GURU HONORER PEMERINTAH KABUPATEN ENDE

This study uses a qualitative approach method, to describe the accounting information system of the honorary teachers payroll. And also the source of the used data is primary data. The data will be analyzed by descriptive analysis method. Based on the data analysis, it is concluded that the Government in regulating its operational activities has implemented an accounting information system and internal control over the payroll system using SIMDA and SIPD applications. All document data, namely SPP, SPPM, are inputted toto the Regional Financial and Asset Management Office of Ende Regency. However, in its implementation there are still run into delays in paying salaries. The cause of the late disbursement of the regional revenue and expenditure budget for the 2021 fiscal year is due to a change in the system. Initially the APBD disbursement system used the Regional Management Information System (SIMDA) to the Regional Government Information System (SIPD), then there was a transition to the use of new applications in the budget disbursement process in which the budget post for honorary staff was returned to their respective fields where the honorary staff/honorary teachers work, In addition, the payment process uses Inventory Money (UP) or Change Money(GU) depending on the availability of funds at the time of disbursement of Inventory Money.

Cybersecurity Behavior among Government Employees: The Role of Protection Motivation Theory and Responsibility in Mitigating Cyberattacks

This study examines the factors influencing government employees’ cybersecurity behavior in Malaysia. The country is considered the most vulnerable in Southeast Asia. Applying the protection motivation theory, this study addresses the gap by investigating how government employees behave toward corresponding cyberrisks and threats. Using partial least-squares structural equation modeling (PLS-SEM), 446 respondents participated and were analyzed. The findings suggest that highly motivated employees with high severity, vulnerability, response efficacy, and self-efficacy exercise cybersecurity. Incorporating the users’ perceptions of vulnerability and severity facilitates behavioral change and increases the understanding of cybersecurity behavior’s role in addressing cybersecurity threats—particularly the impact of the threat response in predicting the cybersecurity behavior of government employees. The implications include providing robust information security protection to the government information systems.

Pemanfaatan Sistem Informasi Desa untuk Peningkatan Kapasitas Aparatur Desa

A web-based village government information system can encourage the community to participate in village development actively. On the other hand, web-based information transparency can improve the orderly administration of village government. The main problem with village government officials in Segorotambak Village is the lack of knowledge and skills of village officials regarding the management and utilization of village information systems. This program aims to increase the capacity of village officials in managing village information systems and to encourage the creation of orderly administration of the Segorotambak Village government, Sedati District, Sidoarjo Regency. The implementation methods include (a) training in the application of village information systems 3.10 in administering village apparatus administration and (b) training in the management and utilization of village information systems on a continuous basis and assistance for its sustainability. The results of the service show that (a) there is an increase in the knowledge of the village apparatus by 63% and (b) an increase in knowledge and skills in the management and use of the village information system (SID) by 62%.

Formal and relational governance of artificial intelligence outsourcing

Outsourcing emerging technologies such as Artificial Intelligence (AI) are expected to impact organisations significantly, due to a tight labour market for AI expertise. However, how formal and relational governance effects Information Systems suppliers who provide AI services has not been studied. Based on an exploratory research amongst eight suppliers and two market research advisors, we conducted 18 expert interviews and found evidence how formal contractual and relational governance affects AI outsourcing. The results indicate various forms of contractual models in which some cater for clients’ needs specifically, e.g. outcome-based, experience-driven Service Level Agreements (SLAs). Our examination provides insights that formal and relational Information Systems (IS) outsourcing governance are complementary in cases where clients and suppliers co-develop AI. For our research, we adapted the outsourcing governance model of Lioliou et al. (Inf Syst J 24:503–535, 2014), including their emphasis on the psychological contract. We contribute to IS outsourcing literature by exploring, beyond contract management insights, differences between suppliers in providing AI services. Our study acknowledges that AI outsourcing shift the emphasis from a transactional type of arrangement to a relational type of outsourcing arrangement. In addition, the combination of both formal and relational governance mechanisms positively contributes to IS governance. Our study also confirms that the innovative character of AI positively contributes to the psychological contract in outsourcing AI.

In Search of Social Justice: The Role of Digital Technology in a Government Information System

In producing and providing services to local residents, municipal governments increasingly incorporate digital technology into their Information Systems (IS). In these digitally-enhanced government IS, how does digital technology affect social justice in the use and outcomes of the systems? By applying theories of distributive justice and analyzing data collected from Boston's 311 system for residents to request non-emergency services, we have found significant and lasting disparities between wealthy and poor communities in the use of the system's digital channels (mobile app and website). While digital channels helped all communities make more service requests and receive faster responses, heavy use of the digital channels exacerbated the disparities between wealthy and poor communities in both service request volume and response time. This unexpected finding may be explained by the uneven technology adoption trajectories and distributions of repeat users in different communities, as our post-hoc analysis shows. By exposing previously hidden inequalities in the outcomes of IS, this study justifies the need to bridge digital divide at multiple levels, so that efficiency can be gained without sacrificing justice. These insights can help reconcile different theories of social justice, as well as develop effective government IS.

Audit Pegadaian Aplication Support System Integrated Online dengan Metode Framework COBIT

Pegadaian is a state-owned company in the Indonesian financial sector which is engaged in pawning goods. The purpose of the information system Governance audit at Pegadaian Batam Branch is to determine the level of maturity in the PASSION system. the system has been running well and then conducts an audit to find out whether the system used efficiently and effectively supports business processes. This study aims to audit information system Governance using COBIT 4.1. The method of analysis in this study uses the COBIT 4.1 framework which contains 3 subdomains, PO7, DS1, ME4. The results of this study are the maturity level of information systems in the PO7 domain with a value of 2.34, in the DS1 domain with a value of 2.37, and in the ME4 domain with a value of 3.54. so that the maturity level of the Batam City Pegadaian information system is the average level 3 (Defined).

Factors That Influence the Financial Statements’ Quality of the Regional Government of South Tapanuli Regency

his study aims to test, analyze and provide empirical evidence of the influence of human resource competencies, local government information systems, accountability, internal control systems, and organizational commitment affect the quality of the financial statements of the Regional Government of South Tapanuli Regency. Research respondents were the Head of Finance Subdivision, Treasurer of Receipt and Treasurer of Regional Apparatus Organization Expenditures as many 104 respondents. This study uses primary data. The data analysis used is Partial Least Squares Structural Equation Modeling (PLS-SEM) with the Smart PLS 3.0 software program. The results showed that human resources, local government information systems, accountability, internal control systems and organizational commitments had a positive effect on the quality of the financial statements of the Regional Government of South Tapanuli Regency.
