Analysis of Factors Influencing User Satisfaction with The Benefits of The Information System In The SIPD-SIKD Application of The Special Capital Region of Jakarta

The use of the Regional Government Information System (SIPD) is increasingly important to optimize the performance of local governments, one of which is in regional financial management which is carried out electronically with the implementation of the Regional Financial Information System (SIKD). The success of the implementation of SIPD-SIKD does not only depend on the technical aspect, but also on the level of acceptance and user satisfaction with the benefits of the information system, as measured by the level of user satisfaction and the intensity of using the system. This study aims to analyze the factors that affect user satisfaction with the benefits of information systems. This study integrates the UTAUT and Delone-McLean models, both models describe the relationship between variables and take into account user behavior when using information systems, as well as measure the success of information systems through user satisfaction. This study uses a quantitative approach with data collection techniques using questionnaires distributed online as many as 350 respondents. The analysis technique in this study uses SEM-PLS using SmartPLS software. Based on the results of data processing, it shows that performance expectations, business expectations, facilitation conditions, information quality, and system quality have an influence on user satisfaction. Furthermore, user satisfaction affects the benefits of information systems both at the individual and organizational levels.

This study aims to analyze the influence of human resource (HR) competence and the Regional Government Information System (SIPD) on the implementation of performance-based budgeting at the UPT Puskesmas of the Medan City Health Office. In addition, this study also looks at how organizational commitment moderates the influence of HR competence and SIPD on the implementation of the budget. The method used is a quantitative associative approach with a Likert Scale-based questionnaire instrument. The research sample consisted of 123 respondents including the Head of the Puskesmas, Technical Activity Implementation Officers (PPTK), and Head of Administration (KTU) from 41 UPT Puskesmas in Medan City. The analysis was carried out using the Structural Equation Modeling (SEM) method with the help of SmartPLS.3 software. The results of the study indicate that HR competence and SIPD effectiveness have a significant effect on the implementation of performance-based budgeting. Organizational commitment has also been shown to moderate this influence, strengthening the relationship between HR competence, SIPD effectiveness, and budget implementation. This finding is important for improving budget management in the health sector.

Optimalisasi SIPD dan SPIP dalam Meningkatkan Kualitas Laporan Keuangan: Pentingnya Kompetensi SDM

<p><em><span>This study aims to describe the implementation of Local Government Information Systems (LGIS), Government Internal Control Systems (GICS), and Financial Report Quality (FRQ); evaluate the effect of LGIS and GICS implementation on FRQ; and analyze the role of Human Resource Competence in moderating the relationship between LGIS and GICS on FRQ. The research employs a quantitative approach, focusing on theory testing through numerical variables and data analysis using statistical procedures. The study utilizes the Partial Least Square (PLS) method in Structural Equation Modeling (SEM) with the WarpPLS 8.0 software, involving 128 respondents from various Local Government Agencies. The results indicate that the implementation of LGIS and GICS positively and significantly affects FRQ. Furthermore, Human Resource Competence enhances the relationship between LGIS and GICS with FRQ, suggesting that improving HR competence can increase the effectiveness of LGIS and GICS implementation in enhancing financial report quality. This study is expected to provide input and contribute to the District Government as an evaluation tool for the implementation of LGIS and GICS. This study also combines the variables of LGIS and GICS on FRQ using the Agency Theory approach.</span></em></p>

Exploring Digital Mobility in China’s Tourism Metaverse

ABSTRACT This study aims to explore digital mobility in the tourism metaverse through dual factors of information entropy and media functionality moderated by structural differentiation, including China’s institutional governance of information systems. The research model was constructed through influential factors to determine the digital mobility of metaverse systems using quantitative data analysis methods. Results showed that information entropy negatively influenced digital mobility. However, media functionality could be harnessed to reduce information entropy and thus enhance digital mobility in China’s tourism metaverse systems. Structural differentiation had significant moderation and mediation effects in the research model that influenced the digital mobility of Chinese tourists.

Can Enhanced Information Systems and Citizen Science Improve Groundwater Governance? Lessons from Morocco, Portugal and Spain

New information and communication technologies have a significant potential to increase the transparency of aquifer management and improve groundwater governance. This research experiments the introduction of a mobile application that allows users to transfer and share information about their groundwater extractions and receive agroclimatic information and groundwater data. It takes place in three different aquifers in Morocco, Portugal, and Spain, each with varied institutional frameworks. This research tests and evaluates the potential of enhanced information systems and citizen science applied to groundwater management and aims to identify some factors that facilitate or hinder their adoption and implementation. To do this, the researchers developed a 4-year plan based on surveys, semi-structured interviews, meetings, participatory workshops, and public round tables with local actors. The main lesson learned from the comparative analysis of these three experiences is that the use of enhanced information systems is more positively perceived, accepted, and adopted when an appropriate social and institutional framework exists and that the more consolidated this framework is, the easier they will be to implement and develop enhanced information systems.

Putting People First in Data Quality: Feminist Data Ethics for Open Government Datasets

ABSTRACTOpen government information systems offer great potential for advancing civic life and democracy, but they also reflect and reinforce the biases and systematic inequalities faced by members of socially marginalized groups. We present results from a critical data modeling project that uses a data quality framework to examine open datasets published by police departments in order to understand how data modeling choices shape the social impact of these datasets. Using an arrest record dataset published by the Los Angeles Police Department as a case study, we present we present results detailing the representation of racial data and the presence of children in the dataset. We argue that current data quality frameworks for open government data are insufficient for critical data studies due to an orientation around institutional and computational interests. Incorporating feminist data ethics into data quality analysis provides an approach to data quality that centers people and communities. We propose a definition for data quality of open government datasets based on an ethics of care that centers the needs of vulnerable populations and accountability of institutions toward their communities.

Analysis of Information Technology Proficiency Levels For Academic Services Using The Cobit 2019 Framework: Case Study of SMP Negeri 102 Jakarta

This research intends to analyze the level of capability of information technology (IT) in academic services at SMP Negeri 102 Jakarta using the COBIT 2019 framework. The background of this research is the important role of information technology in increasing the efficiency and effectiveness of the learning process in educational institutions. COBIT 2019 was chosen as a framework because it is a best practice in IT governance that can help institutions achieve their strategic goals. This research focuses on the IT governance process implemented at SMP Negeri 102 Jakarta, the maturity level of existing information system governance, and recommendations for improving IT governance. The case study method is used with limitations on the domain within Align, Place and Organize (APO) 09 dan Deliver, Service and Support (DSS) 01 the COBIT 2019 framework. Research findings show that IT governance at SMP Negeri 102 Jakarta is at a certain level of capability that needs to be improved. This research provides recommendations for improving academic services through improving IT governance. It is hoped that the results of this research can become a reference in determining IT policies at SMP Negeri 102 Jakarta and contribute to the development of knowledge in the field of information technology governance.

Analisis Kerentanan Keamanan Website Menggunakan Metode PTES (Penetration Testing Execution And Standart)

With rapid advances in Information Technology (IT), the need for an IT-based learning framework and mechanism has become an unavoidable necessity. This requires solid security in a system, using the Penetration Testing Execution and Standard (PTES) method. This research method is quantitative and descriptive, used to illuminate website security and provide input for improvement. The research involved Tenable Nessus Professional tools that emit vulnerabilities, such as Browseable Web Directory and Potentially Clickjacking Web. The PTES stages covered include Planning, Data Collection, Scanning, Access Rights, Security, and Web Application Firewall (WAF) configuration. The hope is that this method will provide an in-depth understanding of potential threats and vulnerabilities in government information systems, as well as present solutions. The research results are expected to provide education and insight into website security. This allows related parties to take preventive and corrective steps, improve security, and protect the integrity and confidentiality of data entities. As a result, information systems are expected to be more secure and resistant to potential cyber threats.

The implementation and arrangement of management information systems in government and public service environments can be realized by optimizing the use of information technology which is increasingly developing with current changes. The use of information technology in an organization is a complete and interconnected unit in its work process as a system. The implementation of services based on management information systems or IT has become the standard in implementing IT-based government (E-Gov). SIMANJA is an Android-based application belonging to the South Tangerang City Public Works (PU) Department which functions as a public complaint service. However, in the application of the service, there is still a lot that needs to be improved, and there are still many people in South Tangerang who are still unfamiliar with the application. This research method uses a qualitative descriptive approach. In obtaining data, researchers used in-depth interview techniques. The results of the research are in six theoretical points where overall the South Tangerang City Public Works Department has implemented the six elements of excellent service in the SIMANJA application, although there is still room for improvement, especially in disseminating the application to the public and fast response.

EFEKTIVITAS PENERAPAN SISTEM INFORMASI PEMERINTAHAN DAERAH (SIPD) DALAM PERENCANAAN PEMBANGUNAN DI KOTA TOMOHON

This research aims to analyze and determine the effectiveness of implementing the Regional Government Information System (SIPD) in development planning in Tomohon City. This research adopted a qualitative descriptive research method and was conducted at the Bappelitbangda office in Tomohon City, North Sulawesi. The data used in this research comes from primary and secondary data. The data analysis technique used interactive data analysis. The research results show the effectiveness of the Regional Government Information System (SIPD) application in development planning in Tomohon City, this application is considered innovative and able to increase the efficiency of planning preparation because it is electronic-based and integrated with the centre and regions. However, there are several obstacles that need to be taken into account, such as effectiveness indicators not yet being met due to frequently changing legal bases, lack of regular outreach and training for human resources, and limited infrastructure. Although this application is very helpful compared to manual methods, it still requires better adjustments and support in order to achieve optimal effectiveness according to Duncan's theory in Steers (2012).

IMPLEMENTASI SISTEM INFORMASI PEMERINTAH DAERAH (SIPD) DALAM MEMFASILITASI KERUMAHTANGGAAN BIRO UMUM SEKRETARIAT DAERAH PROVINSI JAWA TIMUR

The Regional Government Information System (SIPD) is an e-government system with a program or network that is used to harmonize coordination between the central government and regional governments. The Regional Government Information System (SIPD) has been regulated in Minister of Home Affairs Regulation Number 70 of 2019 where the system is designed to be more responsive, adaptive, innovative, dynamic and accountable. SIPD was designed by the Ministry of Home Affairs to harmonize the flow of stages in structuring regional plan documents based on statutory regulations. The aim of this research is to determine the implementation of SIPD in facilitating housekeeping at the General Bureau of the Regional Secretariat of East Java Province. The research method used is a qualitative descriptive approach. Data collection techniques were carried out through observation, interviews, literature study and documentation. The findings in this research use the concept of policy implementation according to Edwards III by reviewing several aspects such as communication, resources, disposition and bureaucratic structure. In general, the implementation of SIPD has gone quite well and effectively. However, there are still several obstacles in its implementation which have not been carried out optimally. Some of these obstacles are a lack of time efficiency in carrying out tasks and a lack of information in solving problems due to a lack of socialization and information related to SIPD. Therefore, there needs to be clarity regarding support and coordination with other agencies so that the implementation process runs well. This is related to increasing the quantity of human resources to support effectiveness and time efficiency in completing tasks. Keywords: General Bureau; Implementation; SIPD

UTAUT Model Mediated by Government Information System to the Intention to Use of Indonesian Local Government

Purpose – This study investigates the role of the unified theory of acceptance and use of technology (UTAUT) model on the intention to use mediated by the Government Information System. In the context of this study, the implementation of government information systems through the application of local government information systems (SIPD) in Regional Governments in Indonesia. Methodology/approach –The population in this study includes: Primary High Leadership Officials, Administrator Officers, Supervisory Officers, and SIPD Management ASNs in the Ministry of Home Affairs and local governments with a total sample of 358 respondents. This study uses a form of sampling in the form of purposive sampling and probability sampling, with the sampling technique used in the form of simple random. When viewed from the relationship between variables, this study is included in associative research. The data processing and analysis techniques used in this study were carried out through Descriptive Statistical Tests and Structural Equation Model (SEM). Findings – Based on the results of the study, it is known that Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Condition, either directly or indirectly through the Government Information System as the variable that mediates it, have had an influence on the Intention To use SIPD application. Novelty/value – The novelty of this study fills the research gap by involving the role of the government information system (SIPD) as a mediating factor between performance expectations, effort expectations, social influences, and conditions that facilitate intention to use which is limited only to age and experience as control variables. Thus, a more comprehensive picture of the results of how the influence of factors in UTAUT is mediated by the role of SIPD, and see the extent to which the implications of implementing SIPD in local government can affect the intention to use by civil servants in Indonesia and as recommendations for related parties in developing government information systems.

Governance of Technologies and Information Systems for the Higher Education: Systematic Mapping of Study

The pandemic has led to more attention to how technologies and information systems (T&IS) are governed in higher education institutions (HEI). However, many of the aspects are used to study them do not gather the expectations of those who benefit from these studies and the institutions are shocked as a result that major aspects of governance are not considered. This paper seeks to summarize the current knowledge that is available regarding the strategies adopted to know the state of governance of T&IS for the higher education between 2015 and 2021 years. A systematic mapping of studies was carried out to review the aspects that have been used by the researchers in the different studies. The results show that 30% of the works reviewed are broad and cover variables of operation, management, and government; they provide a renewed set of judgments, dimensions, and indicators to measure the level of institutional achievement, in addition COBIT v5 is the most widely used reference framework to measure capacities in governance of technology and information system for processes. The results obtained have made it possible to identify several opportunities in research such as creating a useful framework for HEI.

The Influence of Information Technology Utilization, Information System Implementation and HR Competency on the Quality of Banjarmasin City Government Performance Reports

This study aims to determine and analyze the effect of information technology utilization, implementation of Local Government Information Systems, and human resource competencies on the quality of Local Government Financial Reports on SKPD in Banjarmasin City. This type of research used is quantitative research. The research data was obtained by using a questionnaire distributed to financial management employees at SKPD in Banjarmasin City. The sampling were determined by using the purposive sampling. The analysis technique used is multiple linear analysis using the IBM SPSS Statistics application. The results of this study indicates that the utilization of information technology affects the quality of Local Government Financial Statements. Meanwhile, the implementation of Local Government Information Systems, and the competence of human resources does not effect the quality of Regional Government Financial Reports

The Influence of the Implementation of Regional Government Information Systems and Internal Government Control Systems on the Quality of Financial Reporting

This study aims to (1) explain the implementation of the Regional Government Information System (SIPD), the Government Internal Control System (SPIP), and the Quality of Financial Reports (KLK); (2) assess the impact of the implementation of SIPD on KLK; and (3) evaluate the effect of the implementation of SPIP on KLK. This study uses the Partial Least Squares (PLS) method in Structural Equation Modeling (SEM) with WarpPLS 8.0 software, involving 128 respondents. The research findings show that (1) the majority of Regional Government Work Units support the implementation of SIPD and SPIP to improve KLK; (2) the implementation of SIPD has a positive and significant effect on KLK; and (3) the implementation of SPIP also has a positive and significant effect on KLK.

Payroll Accounting Information System and its Impact on Internal Control of Manpower and Transmigration Office in Central Lombok Regency

One of the roles of accounting information systems is for internal control procedures. Internal control is the process of controlling and motivating employees by management to achieve goals. This study aims to determine the implementation of the payroll accounting information system and its impact on internal control of Manpower and Transmigration Office in Central Lombok Regency. The type of research used is qualitative research through field research. Data is obtained through observation, interviews, and documentation. The results showed that the payroll cycle was implemented using Regional Government Information System (SIPD). The results also showed that the payroll accounting information system has been in accordance with the provisions. However, the internal control system of the payroll cycle was still not good. Therefore, it can be said that internal control was still not good in general.

The Influence of Perceived Usefulness and Perceived Ease of Use within The Regional Government Information System (SIPD) on Regional Financial Management System


 
 
 This research is motivated by one of the factors in realizing good governance as a system that has been published by the government, namely SPBE to utilize Information Technology as a means of realizing good governance. SIPD is part of SPBE which is designed as an internal local government system for financial management so that this information can provide effective benefits in decision making. The problem is that the system can run well if its users accept and understand it well. Factors that influence the increase in its use is the acceptance of each individual who becomes a user. This study aims to determine the effect of Perceived Usefulness and Perceived Ease of Use (perceived ease of use) of Regional Government Information Systems (SIPD) on the Application of Regional Financial Management Systems in North Minahasa Regency. The approach used is quantitative with this type of correlational research. Data collection using a questionnaire. Data analysis technique using multiple regression. The results of this study can be concluded that the Perceived Usefulness of SIPD has a positive and significant effect on the application of the regional financial management system in North Minahasa Regency with a coefficient of determination of 53.90%. Perceived Ease of Use (perceived ease of use) SIPD has a positive and significant effect on the application of regional financial management systems in North Minahasa Regency with a coefficient of determination of 18.60%.
