Information Management in a Collaboratively-Developed Approach to Enterprise Resource Planning—A Higher Education Perspective

This paper is a part of an exploratory study with the goal of investigating the applicability of collaboratively-developed enterprise resource planning (the CD-ERP approach) within Libyan public universities. Since it is being proposed in order to overcome the topical issue of information system (IS) development in Libyan higher education (LHE), Libyan universities were investigated to assess IS performance while using the approach of methodological assessment. Accordingly, three public universities were chosen to be studied, namely the University of Tripoli (UOT), Misurata University (MU), and Sirte University (SU). The UOT was run as an initial study to identify practical problems in conducting a formal study. Previous papers have discussed the use of a formal study, in which a methodological assessment of IS performance at Libyan universities was conducted. The findings from all three cases are discussed and analyzed on the basis of selected techniques and models. This analysis indicates the low level of the ISs implemented in LHE at the university level, as well as the lack of system development capabilities within these universities. This paper focuses on the management of information flow between universities during student exchange. Business process maps are presented, and improvements based on the CD-ERP approach are proposed.

Profiling of User Satisfaction Level toward Ciputra Information System (CIS)

This study aims to determine the average level of user satisfaction toward an information system named Ciputra Information System (CIS) which used by Universitas Ciputra on daily basis. There five dimensions used in this study to measure the satisfaction level of users toward CIS; which is Competence of e-Service Support Staff, System availability, Service Portfolio, Responsiveness, and Reliability. The analytical tool used in this study is descriptive statistics and supported by phenomenology. The population in this study are clustered in three group; they are students, lecturers, and operational staffs. The cluster sampling method are used for the clustered population to obtain the statistics data through the questionnaire. The level of satisfaction for each sample group is 3.99 for students, 3,705 for lecturers, and 3,838 for non-lecturer staff with an overall average score of 3,844. There are only two factors that get an average above 4,0; namely Competence of e-Service Support Staff and System availability.

Main CIO's activities - evidences from a Delphi survey using Q-sort

Nowadays, most organisations depend on information technologies (IT)/information systems (IS) to run their businesses achieve their goals. Knowing how to manage IT/IS is fundamental because it promotes a better use of resources and an increase in quality and productivity. The head of the IT/IS department is the chief information officer (CIO), who plays a central role, carrying out a diversified set of activities essential for the performance of the IS and, consequently, for the business success. This paper presents a Delphi survey, involving CIOs from large organisations, which were asked to identify the most important activities they perform. The findings reveal that the top activities are interacting with the top management, analyse business problems, identify opportunities, design IS solutions, IS planning, making strategic decisions, optimise business processes, evaluate IS performance and plan its optimisation, manage the IT team, and manage IS development and implementation.

Getting the control across: Control transmission in information systems offshoring projects

AbstractOffshoring of information systems (IS) projects has become a widespread global practice. While prior research suggests that controlling, and communicating with, offshore vendors represent key managerial challenges, the topic of how control is communicated, or transmitted, from client to vendor has been widely neglected. Our study focuses on control transmission in the critical relationship between client and offshore vendor managers, and its impact on the performance of IS offshoring projects. Drawing on a matched‐pair survey with 172 client and vendor managers from 86 projects, our results provide several new insights to the IS literature: First, we find that both behaviour and outcome control have the capacity to be transmitted consistently in lateral IS offshore project relationships. Second, our results show that consistent transmission translates into a performance effect only for outcome control. Third, we find that high‐performing offshore projects are characterized by both greater control transmission consistency and greater use of outcome control compared to low‐performing projects. In sum, our study extends theory on IS project control by highlighting that effective control of IS offshoring projects is not only about selecting proper controls but also about ensuring that, as a controller, you get the control across to the controllee.

KamIn information system for monitoring wave perturbations in the atmosphere on the Kamchatka Peninsula

The KamIn information system (IS) created at the Kamchatka Branch of GS RAS to collect, store, and preprocess data on the wave perturbations in the atmosphere is described. The KamIn IS observation system and infrastructure are described in detail; they make it possible to select infrasonic signals that occur during volcanic eruptions on Kamchatka and in the northern Kurile Islands both in the operational and regular mode. The results of the IS performance in 2010–2016 are summarized.

Integrating business process simulation and information system simulation for performance prediction

Business process (BP) designs and enterprise information system (IS) designs are often not well aligned. Missing alignment may result in performance problems at run-time, such as large process execution time or overloaded IS resources. The complex interrelations between BPs and ISs are not adequately understood and considered in development so far. Simulation is a promising approach to predict performance of both BP and IS designs. Based on prediction results, design alternatives can be compared and verified against requirements. Thus, BP and IS designs can be aligned to improve performance. In current simulation approaches, BP simulation and IS simulation are not adequately integrated. This results in limited prediction accuracy due to neglected interrelations between the BP and the IS in simulation. In this paper, we present the novel approach Integrated Business IT Impact Simulation (IntBIIS) to adequately reflect the mutual impact between BPs and ISs in simulation. Three types of mutual impact between BPs and ISs in terms of performance are specified. We discuss several solution alternatives to predict the impact of a BP on the performance of ISs and vice versa. It is argued that an integrated simulation of BPs and ISs is best suited to reflect their interrelations. We propose novel concepts for continuous modeling and integrated simulation. IntBIIS is implemented by extending the Palladio tool chain with BP simulation concepts. In a real-life case study with a BP and IS from practice, we validate the feasibility of IntBIIS and discuss the practicability of the corresponding tool support.

Performance evaluation of public hospital information systems by the information system success model.

ObjectivesThis study was to evaluate the performance of the newly developed information system (IS) implemented on July 1, 2014 at three public hospitals in Korea.MethodsUser satisfaction scores of twelve key performance indicators of six IS success factors based on the DeLone and McLean IS Success Model were utilized to evaluate IS performance before and after the newly developed system was introduced.ResultsAll scores increased after system introduction except for the completeness of medical records and impact on the clinical environment. The relationships among six IS factors were also analyzed to identify the important factors influencing three IS success factors (Intention to Use, User Satisfaction, and Net Benefits). All relationships were significant except for the relationships among Service Quality, Intention to Use, and Net Benefits.ConclusionsThe results suggest that hospitals should not only focus on systems and information quality; rather, they should also continuously improve service quality to improve user satisfaction and eventually reach full the potential of IS performance.

Traditionally in IS studies, the relationship between construct and its measurement items tends to be assumed to be reflective, meaning that the measurements are a reflection of the construct. In reality, however, the nature of the construct can be often formative, which means that its measurement items describe and define the construct rather than vice versa. The purpose of this study was to investigate theoretical and empirically-analysed differences between formative construct and reflective construct through comprehensive interdisciplinary literature review. And then on the basis of these differences, we intended to derive the rule of specifying whether the construct is formative or reflective and propose the methodology of testing the validity(content validity, construct validity, internal consistency and external construct) of formative construct and its measurements, differentiated from that in the case of reflective construct. Also, we suggested the concrete statistical testing methods such as VTT(Vanishing Tetrad Test), MIMIC(Multiple Indicators and Multiple Causes) test and multi-collinearity test. In order to examine the applicability of this methodology to developing the constructs for performance evaluation of IS(Information Systems), we tried to identify its attribute(formative or reflective) and test the validity for the construct arbitrarily chosen among them which had been derived in our previous IS performance evaluation study by using this methodology. The result of the examination was that the methodology proposed in this study was significantly valid and effective in the area of IS performance evaluation.

An assessment of information systems service quality using SERVQUAL+

Service quality of Information Systems (IS) is an important component of IS performance. While previous IS service quality research was based primarily on the version of SERVQUAL that uses a single expectation measure, there have been very few studies on IS service quality based on the enhanced SERVQUAL+ that uses dual expectation measures. The present research evaluates SERVQUAL+ and IS-adapted SERVQUAL+ for their psychometric properties on four scales, namely perceived service (PS), service adequacy (SA), service superiority (SS) and zone of tolerance (ZT), in order to assess their suitability for IS service quality evaluation. Based on nationwide survey data of 337 respondents, the two instruments were analyzed for construct reliability, convergent and divergent criteria, LISREL-based CFA analyses of goodness-of-fit, indicator loadings, construct composite reliability, average variance extracted, and unidimensionality. Our results show that SA and ZT have better psychometric properties compared to SS, the traditional gap measure of service quality. The tangibles dimension contributes adequately towards IS service quality measurement and may not be discarded. While both the instruments demonstrate good psychometric properties on most criteria, IS-adapted SERVQUAL+ is marginally superior to SERVQUAL+. However, neither instrument satisfies the discrimination criteria and unidimensionality property in any of the four scales.

Measuring The Performance of Information Systems Using Data Envelopment Analysis

This paper reviews the system of the evaluation methods for performance of information system (IS) and their deficiencies. Based on these, the feasibility and necessity to measure the performance from the input/output viewpoint are emphasized. Then, this paper introduces four basic models of data envelopment analysis and selects YMK-DEA and C 2 GS 2 -ISS models for the evaluation of performance of complex information systems. Referring the balanced scorecard, evaluation indexes for IS performance are presented from four perspectives, including finance, customer, internal processes and learning and growth. Taking the information systems of 30 steel sale enterprises as examples, this paper uses YMK-DEA and C 2 GS 2 -ISS models to analyze the IS performance of enterprises from the angles of both technical efficiency and scale efficiency and compares the results with those from C 2 R and C 2 GS 2 models. Finally, some suggestions for IS improvement are given.

The role of IS architecture planning in enhancing IS outsourcing's impact on IS performance

PurposeThe purpose of this paper is to develop a conceptual model on the role that information systems (IS) architecture planning plays in enhancing IS outsourcing's impact on IS performance and to empirically test the model.Design/methodology/approachSurvey data were gathered and structural equation modeling technique is used to test hypotheses.FindingsThe empirical test clearly demonstrates the important role that IS architecture planning plays in enhancing IS outsourcing's impact on IS performance. In other words, it shows that IS architecture planning provides a blueprint for establishing necessary technical and administrative platforms, based on which IS outsourcing can be effectively implemented to positively impact IS performance. Consequently, the key proposition in the conceptual model of the study has been empirically validated.Research limitations/implicationsThe relatively low response rate requires future studies to re‐validate the model to test the robustness of the findings. The fact that 75 percent of respondents are IS managers/directors may produce inflated responses on IS performance and future studies with more balanced IS and business managers' participation can help to further verify the model. Future research can also investigate how web compliant‐based technologies such as SOA and XML can enable high levels of modularity to improve IS outsourcing effectiveness for better IS performance. As to control variables, the extent of IS outsourcing and the level of IS architecture maturity may be incorporated in a refined model to better test the role IS architecture planning plays in enhancing IS outsourcing's impact on IS performance. IS outsourcing effectiveness may be added to the model as a bridge linking IS outsourcing competences to IS performance. A longitudinal study can be conducted to analyze the dynamics of how IS architecture planning can impact IS outsourcing informed buying and help one to understand the portfolio of outsourcing control mechanisms in a multiple outsourcing projects setting.Practical implicationsThe empirical support of the key proposition that IS architecture planning enhances IS outsourcing's impact on IS performance makes it very clear that IS management should make due efforts to improve their understandings of various IS components, associated business processes, and their interactive relationships for better IS outsourcing management. Further, the identification of the antecedents of IS architecture planning will enlighten practitioners about how to improve their IS architecture planning competence.Originality/valueThe paper builds on previous research to provide further empirical evidence on the role that IS architecture planning plays in enhancing IS outsourcing's impact on IS performance.

The influence of the best practices of information system development on software SMEs: a research scope

The sustainable success of any organisation is strongly associated with the success of Information System (IS) projects, as ISs are considered an important component of flexibility for all kind of enterprises. Organisations are investing extensively on ISs to get the maximum benefits of Information Technology (IT) in today's competitive business set-up. Despite significant efforts to improve IS projects' success, many ISs tend to be unsuccessful most of the time. The reasons sought are the lack of alignment between IS planning and business planning, a huge divergence in the approaches adopted for the development of ISs due to time, cost and environmental factors and the ignorance of most enterprises (especially Small and Medium-sized Enterprises or SMEs) of project management practices. No method gives standards for the development of ISs in SMEs, which results in a sharp decline of the long-term performance of ISs. This paper presents the influence of the best practices of IS development and project management on IS projects, especially in software SMEs, considering a strong relation between IS success and the success of any business process.

Management Information Systems for Service Quality in Commercial Banks: An Empirical Study

Importance of management information systems is identified in influencing the service quality. A model interrelating these constructs in banking industry is proposed. Primary data has been collected from the bank employees in Madurai City in Tamil Nadu. The collected data were used to test the model using regression and path analysis methodology. The result reveals that the important elements of information system (IS) are system quality, information quality, employee information system characteristics and technical support whereas the identified consequences are service quality and employee IS performance. The system quality, information quality and employee characteristics influence the service quality in a positive manner but only through employee IS performance. At the same time, the technical support alone influences the service quality directly. The results suggest that employee IS performance contributes more to service quality with technical support. Implications of this research for IS theory and practice are discussed.

Re-conceptualizing Information System Success: The IS-Impact Measurement Model

This paper re-conceptualizes ¡°information system success¡± as a formative, multidimensional index. Such a validated and widely accepted index would facilitate cumulative research on the impacts of IS, while at the same time provide a benchmark for organizations to track their IS performance. The proposed IS-Impact measurement model represents the stream of net benefits from an Information System (IS), to date and anticipated, as perceived by all key user groups. Model measures are formulated to be robust, economical, and simple, yielding results that are comparable across diverse systems and contexts, and from multiple user perspectives. The model includes four dimensions in two halves. The ¡°impact¡± half measures benefits to date, or Individual- and Organizational Impact; the ¡°quality¡± half uses System Quality and Information Quality as proxies for probable future impacts. Study findings evidence the necessity, additivity, and completeness of these four dimensions. The validation study involved three separate surveys, including exploratory and confirmatory phases preceded by an identification survey. Content analysis of 485 qualitative impacts cited by 137 respondents from across 27 Australian Government Agencies that implemented SAP Financials in the late 90s, identified salient dimensions and measures. The resultant a-priori model (¡°pool¡± of 37 measures) was operationalized in the subsequent specification survey, yielding 310 responses across the same 27 agencies. The confirmation survey, employing 27 validated measures from the specification survey, was next conducted in a large university that had implemented ORACLE Financials. Confirmatory analysis of the 153 responses provides further strong evidence of model validity.

Performance measurement of information systems in small and medium sized enterprises: a strategic perspective

In today's era of globalisation, managing information systems (IS) for operations management has become one of the key strategic issues for increasing organisational effectiveness and optimal achievement of goals. The globalised competition and business supply chain management has forced many small and medium enterprises (SMEs) in India to adopt IS practices to manage their day-to-day business operations. Most of the SMEs realised the need of an efficient and effective IS as a strategic weapon for competing in the globalised market. One of the important issues for SMEs is to follow the proficient practices for business operations and management of IS that can provide an efficient and effective IS performance. This article presents the findings of a survey study of leading SMEs operational in the three states of the western part of India. The survey focused on the prevalent practices for management of IS and their relationship with IS performance measurement. The study reduced these routine IS management practices of SMEs to a smaller set of constructs and then related these constructs to IS performance measurement. The results show that many constructs were correlated with the IS performance and that some constructs were found to adversely affect the IS performance. The correlated constructs can help SMEs to improve the IS performance by following proper IS management practices. Therefore, considering the importance of correlated constructs with IS performance, an attempt has been made to discuss the implications of IS practices on its performance. Finally, concluding remarks and directions for future research are presented.

The perceptual evaluation of information systems using the construct of user satisfaction

This research work concerns the perceptual evaluation of the performance of information systems (IS) and more particularly, the construct of user satisfaction. Faced with the difficulty of obtaining objective measures for the success of IS, user satisfaction appeared as a substitutive measure of IS performance (DeLone & McLean, 1992). Some researchers have indeed shown that the evaluation of an IS could not happen without an analysis of the feelings and perceptions of individuals who make use of it. Consequently, the concept of satisfaction has been considered as a guarantee of the performance of an IS. Also it has become necessary to ponder the drivers of user satisfaction. The analysis of models and measurement tools for satisfaction as well as the adoption of a contingency perspective has allowed the description of principal dimensions that have a direct or less direct impact on user perceptions The case study of a large French group, carried out through an interpretativist approach conducted by way of 41 semi-structured interviews, allowed the conceptualization of the problematique of perceptual evaluation of IS in a particular field study. This study led us to confirm the impact of certain factors (such as perceived usefulness, participation, the quality of relations with the IS Function and its resources and also the fit of IS with user needs). On the contrary, other dimensions regarded as fundamental do not receive any consideration or see their influence nuanced in the case studied (the properties of IS, the ease of use, the quality of information). Lastly, this study has allowed for the identification of the influence of certain contingency and contextual variables on user satisfaction and, above all, for the description of the importance of interactions between the IS Function and the users

An Empirical Test of IS Leadership as the Driving Force in Improving IS Performance: The Service Level Perspective

Existing information system (IS) studies have conceptualized various IS competences and investigated empirically how these competences can impact IS performance. However, these studies incorporate only a few IS competences and the relationships among them are not taken into consideration. This paper is intended to fill these gaps. A more comprehensive set of IS competences is incorporated and the service level perspective of the Strategic Alignment Model is applied to establish the theoretical foundation. An empirical test of the model is conducted. The results show that IS leadership positively impacts IS performance by driving other IS competences. These results partially validate the service level perspective of the alignment model. The model development and test also demonstrate that we need to consider all the information, IT, and organization challenges when dealing with IS management issues. Implications of this research for future studies and practice are presented at the end.

The IS–business relationship and its implications for performance: An empirical study of South African and Australian organisations

Lack of a close ‘Information systems (IS)–business relationship’ has been described as a potential inhibitor to improving the contribution that information systems (IS) make to business performance. Yet the value of specific attributes of an enduring relationship between IS and business remains to be demonstrated by empirically confirming their link to IS performance. Using data collected from 167 South African and Australian companies, this study examined the effect of three relational attributes, namely commitment, mutual understanding and shared vision, on the contribution of IS to business performance. The study also examines the interrelationship amongst the relational attributes. Results revealed that a strong IS–business relationship is a significant determinant of IS performance. Organisations more successful in their use of IS are characterised by strong commitment on the part of the business to IS efforts, higher levels of IS understanding of the business, and a long-term agreement, between business and IS executives, on IS priorities. Results have important implications for organisations looking to improve the contribution of IS to organisational performance.

Working Relationships Of IS Professionals And End Users: Testing Discrepancy Theory

Information systems (IS) services frequently fail to meet expectations of management and end users, in terms of budget, schedule, or requirements. Such failures may be attributed to the unique viewpoint and expectations of each set of stakeholders. A multidimensional measure of IS performance is used to examine the differences in expectations and perceptions of outcomes of IS professionals and two groups of end users – accountant end users and non-accountant end users. Results show that accountant end users have greater expectations than non-accountant end users, but similar expectations to IS professionals. Results show that performance was rated higher by IS professionals than either accountant-users or non-accountant users. Finally, discrepancy theory was tested with an ANOVA model to confirm that positive discrepancy (where outcomes exceed expectations) is associated with greater satisfaction for both stakeholder groups.

A path analytic study of the effect of top management support for information systems performance

Information systems (IS) have become a vital component of an organization's competitive practices. Organizations have tried to differentiate themselves based on their use and adaptation of new information technology. Top management support (TMS) is a significant factor in influencing the effectiveness of the IS function in an organization. The literature has conceptually supported this notion, but empirical evidence has been sparse. This paper develops a two-tiered framework for studying the relationship between top management support, the IS function, and IS performance. This conceptual model was empirically tested using structural equation modeling based on data collected through a survey instrument. The results support the direct and indirect relationships depicted in the model between top management support and IS performance.
