The influence of partisan news on climate mitigation support: An investigation into the mediating role of perceived risk and efficacy.

Perceptions of efficacy play a central role in motivating people to engage in climate actions. However, there has been little investigation into how different climate efficacy beliefs are formed and how they may be associated with support for climate mitigation policies. This study, based on the motivated control framework, examines how risk perceptions may differentially be associated with four types of efficacy constructs (self-efficacy, personal outcome expectancy, collective efficacy, and collective outcome efficacy). It also places the motivated control framework in the context of the partisan information sphere and examines how exposure to partisan news may influence mitigation policy support through the mediators of risk perceptions and the efficacy constructs. Results suggest that liberal- and conservative-leaning news exposure, respectively, associate with higher and lower supports for policies. Overall, risk perception was a significant mediator, and the mediating function of efficacy varied depending on the specific construct being examined. For liberal news use, increased risk perceptions had a positive association with policy support through self-efficacy and collective outcome expectancy but also had an unexpected negative association with policy support through personal outcome expectancy and collective efficacy. For conservative news use, decreased risk perceptions resulted in further decreased beliefs of self-efficacy and collective outcome expectancy, resulting in lower levels of support for climate policies. We also find that political ideology is a significant moderator for the mediation model. Implications for climate change communication are discussed.

Categorization of objects of critical information infrastructure of higher education institutions

Objective. Currently, the task of ensuring the security of Russia's national information resources is being updated as an important area of state policy in the information sphere. The purpose of the article is to describe a methodology for determining the criticality of processes in the research activities of a higher educational institution in order to solve the issue of assigning it the category of critical information infrastructure and, in accordance with this category, ensuring the requirements for the information security system. Method. The method of expert assessments and BPMN business process modeling are used. Result. An overview of approaches to categorizing objects of critical information infrastructure of scientific activity of higher education institutions is presented. The analysis and comparison of regulatory documents of regulators, their adaptation for the field of science, the main stages of categorization, local regulatory documents allowing categorization in accordance with the requirements of the regulatory framework are determined. To carry out the categorization process of the university, a scheme of categorization stages has been developed, the rules of analysis of the organization's objects for the purpose of identifying criticality with subsequent assignment of a category of significance or rejection of a category have been considered. Conclusion. The scientific activity of a higher education institution is subject to analysis to identify critical processes, inventory of objects with identification of possible consequences as a result of the implementation of security threats, identification of subjects and objects of critical information infrastructure, assessment of the category of significance. To increase the reliability of the results obtained, the rules of procedure of the special commission on categorization, drafts of local documents on the inventory of objects and the formalization of processes have been developed.

The purpose of the research. The article considers the admissibility of the category of information sphere in relation to the subject of economic activity from the point of view of the information security doctrine of the Russian Federation. The substantiation of the prospect of forming the information sphere of an economic entity as a single object that unites its elements connected with a single purpose is presented. The purpose of the study is to substantiate the need and admissibility of considering the information sphere of a business entity as a construct that allows the owner of information to increase the protection of its rights. Results. The author concludes that the category of information sphere, if sufficiently elaborated, can be eventually introduced into circulation as an object that unites the elements of the information sphere that perform a single task and are technologically connected. The introduction of such an object into civil turnover is possible at the initial stage by means of clarifications of the highest judicial instance. The prospect of putting the information sphere into circulation will be made based on the results of an in-depth study of its elements, as well as the nature and features of the links between such elements, primarily within the system. Acquisition of the information sphere to the status of an object of civil rights will depend on the qualification of its elements as objects of civil rights. The speed of increasing relevance and the need to determine the legal status of the information sphere will depend on the rate of increase in the number of economic entities actively using digital technologies.

Introduction. The article considers the problem of overcoming the consequences of globalization in the context of informatization of society using the example of interaction between the state and the Russian Orthodox Church in the information sphere. The following methods were used in the study: system analysis, philosophical analysis, interpretation, comparison and synthesis. Theoretical analysis. The State and the Church, as active users of the information resources and technologies available today, have a significant impact on their development. Many hierarchs and laypeople, adhering to “protective” views, represented by an established political course, continue to participate in the media sphere. The participation of the Church and the state makes it possible to maintain political stability in the country. It is pointed out that, on the one hand, the spiritual and moral crisis of modern society is caused by informatization as one of the conditions for its development, but on the other hand, informatization permeates all areas of life and activity, both of the Church and the state, to such extent that neglecting its resources is impossible today. Conclusion. The characteristic features of the Church and the state which, with the help of information resources and technologies, are trying to resist the negative consequences of globalization and Westernization, are highlighted and described. The ways of solving these problems are outlined. It is emphasized that the hierarchy of the Russian Orthodox Church and the state authorities are interested in consolidating efforts aimed at resolving the numerous social contradictions that exist in the information space today.

Sovereignty is the main feature of the state, which determines the right of the bearer of supreme state power to independently, independently form, and also to exercise his will, including in the information sphere. We can notice that such concepts as technological sovereignty and digital sovereignty are used in regulatory legal acts. In this case, the logical question is how these concepts relate, and what role they play in ensuring sovereignty in the information sphere. The article analyzes the concepts of technological sovereignty and digital sovereignty as components of state sovereignty in the information sphere.

The problem of combating cybercrime: a comparative legal analysis

In the modern world, the development of information technologies opens up new opportunities for communication, business and science. The use and improvement of information technology has led to the emergence of cybercrime. The use and improvement of the field of information technology has led to the emergence of cybercrime. Cybercrime covers a wide range of criminal offenses from identity theft and financial fraud to attacks on critical infrastructure. Cybercrime has become a threat not only to individuals, but also to the state, which involves the destruction of the economic and information spheres, endangering the entire sphere of public life. The problem of countering cybercrime at both the national and international levels is an important issue. Despite the efforts of governments and international organizations to create effective countermeasures against cybercrime, the number and complexity of such criminal offenses continues to grow. This requires constant improvement of legal, technological and organizational protection mechanisms. Unfortunately, the fight against cybercrime in Ukraine is at an initial stage and is not as developed as in other countries of the world. The topic of combating cybercrime is very relevant in the conditions of martial law. Nowadays, a war in the information space can cause no less damage than a war on the battlefield, so cybercrime actors must take all necessary measures to reduce the number of cybercrimes committed by the enemy. One of the priority directions for improving the domestic legal system is the introduction of international concepts, principles and ideas, the use of positive experience of foreign countries in the issue of countering cybercrime.This article examines the main challenges faced by modern cyber security systems, analyzes existing methods of countermeasures in Ukraine and foreign countries, and suggests ways to improve them.

Information Support of the Library and Information Sphere: Updating Dissertation Researches

The article considers the domestic dissertation works devoted to the information support of library specialists. On the example of studies conducted in the late 20th and early 21st centuries, the dynamics of development of library and information sciences in the context of information technology development is traced. It shows the increasing demand of scientists and library practitioners for industry-specific information — both full-text and bibliographic. The possibilities of creation and delivery of branch information products to the consumer are analyzed, taking into account social changes, as well as material, resource and technological conditions, which allows us to consider this topic relevant at present.

Идейно-ценностные основы государственной политики в сфере общего образования в контексте обеспечения образовательного суверенитета РФ

The article explores the problems of developing ideological and value foundations of state policy in the field of general education, which are a necessary condition for ensuring educational sovereignty of the Russian Federation. A critical analysis of the liberal paradigm that defined the educational agenda in Russia in the post-Soviet period is carried out. It argues the need for a qualitative transformation of the domestic educational system within the framework of the classical model, taking into account the realities of the modern information-technological era. It is proved that when defining the contours of the national domestic system of general education, its mission and goals should be clearly defined. It is concluded that in order to achieve genuine educational sovereignty and formation of national educational system, it is necessary to define Russian civilizational model of education with a clearly defined value-anthropological basis. It is shown that the actualized state educational policy should be implemented in unity with the policy in the sphere of family, culture, information, youth, interethnic relations, traditional spiritual and moral values and others.

China's Policy in the Field of Artificial Intelligence

Today, China has achieved tremendous success in the field of information technology and is actively promoting the modernization of the country and increasing its competitiveness in the world through progressive digitalization and informatization of all sectors of life and production. With more than a billion registered users of the global information network, actively using the scientific and educational potential of the country, China keeps information policy in the zone of close attention, as evidenced, in particular, by the fact that it was created in 2014. Since its creation, the Central Commission of the CPC Central Committee on Internet Security and Informatization has been personally headed by Xi Jinping. China is aware of the serious risks associated with the development of AI, but also understands the importance of this area for further development and improving the country's competitiveness. In this regard, the political leadership is taking systematic steps and measures for the healthy and safe development of this area in the country and in the world. The information sphere is no less important for Russia, especially in the context of attempts to isolate it and displace it to the global periphery, therefore, in the current conditions, the topic of cooperation with China in the field of information technology is of particular priority for Russia. This is evidenced by its inclusion in the final joint Russian-Chinese statement of May 16, 2024 following the meeting of the heads of state in Beijing. The article examines the general situation of the formation of AI regulatory tools in the world and, above all, in the PRC. A number of documents adopted by the country's top political leadership, as well as expert assessments and opinions, were reviewed.

International Aspect of PRC Information Security Policy

This article examines the international aspect of China’s information security policy. Due to the fact that the information sphere is becoming increasingly important in relations between states, the appeal to the policy of one of the leading international actors — the People’s Republic of China — is in demand and relevant. China’s experience in ensuring information security may be in demand in other countries, including the Russian Federation.Aim. The purpose of the article is to characterize the international aspect of China’s information security policy and to reveal the specifics of China’s interaction with other countries in this area.Tasks. To achieve this goal was conducted a review of key international documents ensuring the international information security of the People’s Republic of China, as well as the country’s domestic legislation in this area. Also the issue of confrontation between China and the United States in the information space was considered.Methods. The study employs the historical method to examine the development of China’s information security system, document analysis to review China’s domestic and international legislation in the field of information security, and comparative analysis to compare the approaches of different countries in the field of cybersecurity.Results. The conducted research highlights the following key outcomes: In the context of the Shanghai Cooperation Organization (SCO), Сhina demonstrates a commitment to the joint development of international legal norms in the field of information security, as well as actively participates in the creation of cooperation agreements in this area, emphasizing the state’s role as an advocate for a multipolar world in cyberspace. Within the framework of interactions with the BRICS countries, China aims to deepen cooperation in the field of information security through a series of initiatives and agreements aimed at developing common approaches and standards. This cooperation contributes to the creation of a unified protection system in the information sphere among the BRICS countries, strengthening their positions in the international information space. In relations with the United States of America, the interaction of China is characterized by competition and confrontation, especially in the context of cybersecurity. This includes differences in approaches to regulating the information space and cyber espionage. Nonetheless, existing contradictions and conflicts underscore the need for dialogue and cooperation to develop common international rules of behavior in cyberspace, which can contribute to ensuring international information security and stability.Conclusions. The international aspect of the China’s information security policy reveals various forms of interaction with other countries, each with its unique features. These relationships form a multi-level system of international information security, in which the PRC plays a key role, aiming to create a balanced and secure information space.

Compliance Level of Adopting and Approving Harmonised National Standards in Information Sciences: Current State and Prospects

The aim of the article is to study the level of acceptance and approval, to reveal the status and outline the prospects for harmonising national standards in accordance with international normative documents in the field of information sciences, library, publishing and archival studies. Reresearch methods. The offered research grounds on a set of general scientific methods. In the course of studying the professional literature of scientific articles for the set goal and solving the tasks, the methods of analysis and synthesis, generalisation and systematisation, the method of grouping national standards according to the code designations of the National Standard 004: 2020 of the “Ukrainian Classifier of Regulatory Documents” are used, which make it possible to draw conclusions about the methods and the level of accepted and approved harmonised standards in information sciences. The scientific novelty of the article consists in revealing the level of adopting and approving harmonised national standards in information, library, publishing and archival studies in accordance with international regulatory documents, which ensures a high-quality level of development of standardisation in Ukraine. Main conclusions. The first adopted and approved national standards in information, library, publishing and archival studies as harmonised with international norms, requirements, rules and regulatory provisions according to the degree of compliance are mostly identical or modified, some of them are not equivalent to international regulatory documents. During the last decade the Ukrainian information community development the degree of adoption and harmonisation of national standards in relation to international normative documents has increased to 100 %, which makes it possible to improve information support, optimise the fund of normative documents, scientific and terminological base, analytical and synthetic processing of scientific and technical information, documentary, informational, library, publishing and archival studies. As a rule, harmonisation and implementation of international standards in the information sphere is a priority task for ensuring a qualitatively new level of standardisation development in Ukraine.

Cybersecurity and the Evolution of the information space: a phenomenological analysis of the relationship with the metaverse and the digital world

The subject of the study is cybersecurity, within the framework of the modern changing conditions of the information space, which is filled with such phenomena as the metaverse and the digital world. These systems create new threats and problems in the processing, transmission, preservation and confidentiality of data. Assuming that the intersection of cybersecurity, digital transformation (including the metaverse and the digital world) and phenomenological analysis is an important area of research, the paper examines aspects of building cybersecurity in the country. The merger itself is seen as a centrifugal current that cannot be stopped, but must be regulated, which suggests that the transformation of approaches to cybersecurity plays a crucial role in developing effective strategies to overcome the problems that arise in a rapidly changing digital landscape. The research methods are based on data collection, analysis and synthesis, which revealed key problems. The key method is a phenomenological analysis of the ongoing changes in the information sphere associated with the spread of the phenomena of the metaverse and the digital world, which made it possible to reflect the problems of information processing and insecurity from malicious attacks and propose a new approach to the formation of a cybersecurity system. The scientific novelty of the article lies in an integrated approach to studying the relationship of cybersecurity, the evolution of the information space and such new concepts, like the metaverse and the digital world. The transition to the latter is the next stage in the development of the information space, which can be traced in the gradual expansion of ecosystems and personal information platforms. All this suggests the need to expand the system of providing personal information, as well as data that gets into unsecured information networks. At the same time, domestic cybersecurity systems are being criticized, which indicates the need to find new solutions. One of these options may be a phenomenological approach to the study of data. The study shows how the use of phenomenological research methods allows us to take a fresh look at the capabilities of domestic developers to strengthen cybersecurity measures and adapt them to rapidly changing digital landscapes.

FINANCIAL ASPECTS OF DIGITAL MARKETING ECOSYSTEMS FORMATION IN THE SPHERE OF INFORMATION AND COMMUNICATION TECHNOLOGIES

The main purpose, presented in this article is to investigate and identify the key financial aspects and problematic issues of digital marketing ecosystems' formation in the sphere of information and communication technologies.Taking into account structural market transformations, it has been defined that the marketing ecosystem is a digital platform where the consumer can purchase goods and financial services from different manufacturers, enhancing the effect of their simultaneous use. It is justified that on the basis of mutually effective functioning, the ecosystem gathers, researches and obtains information, financial services, e-commerce services, public services, and social interaction. In the structure of the ecosystem, it is worth highlighting that financial and socio-economical services are the most important components of the digital ecosystem, as the urgency of their use requires flexibility from the point of view of defining financial services as a crucial indicator in the medium and long run for the full strategic development of ICT enterprises by direct obtaining of financial and other licenses, which exists on the current market environment.It is determined that the main goal of the digital marketing ecosystem formation is to provide financial services to clients in real-time, and also the development of a client-centric approach not only to attract the target audience with various services, but also to attract them to purchase products and receive services within the digital ecosystem and, as a result, to extend the duration of the target audience's stay in the ecosystem due to focusing attention on his needs, increasing his loyalty and providing the potential consumer with favourable conditions for using a complex of digital products and financial services. It was defined that to solve the issue of increasing the profitability level of ICT enterprises should be a comprehensive promotion of the digital marketing ecosystem's development by the participants of the target market.

Features and Perspectives of the Market of Information and Communication Technologies’ Functioning in Data-Driven Society

The article is intended to define the conceptual prospects for the development of the information and communication technologies market in a data-driven society. According to the results of the study, it was established that the implementation of innovative technological startups for the reorganization of information and communication networks using modern switching equipment, characterized by high performance, remains a relevant and global task for the development of the target market. This will provide potential opportunities for providing a high level of service to several numbering zones at once and maintaining the availability of a wide range of information and communication services in the modern conditions of digitalization of society. It was determined that the sphere of communication and information occupies an important place in the economic and social revival of Ukraine. Broad access to significant amounts of information and database management ensures the efficiency of organization and management of state, production and non-production processes of economic activity, thereby expanding the possibilities of successful business, optimizing costs and ensuring a high level of economic and information security of the business entities. The information and telecommunications market were analyzed and the activity of participating operators was diagnosed. It has been studied that in a data-driven society, the success of achieving goals in the digital development of information and communication enterprises directly depends on global information influence. A significant reduction in the number of telecommunications operators and providers was analyzed. It was determined that small operators of the target market are not able to ensure the appropriate level of quality, availability and continuity of service, in connection with which a significant part of the target audience switches to the services of large providers. Based on the analysis of the main indicators of the development of the information and communication technologies market, the main promising directions of development based on the formation of income from a diverse pool of services are determined.

NECESSITY OF CRIMINAL LAW PROTECTION OF INFORMATION

The development of information technologies has resulted in the emergence of the "information society". The basis of the latter is the turnover of information of different content and legal significance, which is the subject of social relations, as well as atypical social and legal value. However, along with the increase in the socio-legal value of information, new threats arise, directly related to the use of information for criminal purposes. The emergence of threats and risks for the individual, society and the state need legal regulation, in particular with the involvement of criminal law means. Criminal law, acting as a legal response of the state to trends in society, establishes the unlawfulness and punishability of acts related to the use of information. However, lawmaking actions (which are associated with the criminalisation and decriminalisation of acts in the criminal law) are not always accompanied by their qualitative content, which directly affects the effectiveness of the protective criminal legal mechanism. In this regard, it is necessary to carefully study the prerequisites for the emergence and disappearance of criminal-legal prohibitions, in particular, information prohibitions. These prerequisites, revealing the necessity (or social conditionality) of criminal-legal protection, are designed to give a comprehensive and objective assessment of the phenomena occurring in society, possessing the sign of public danger. It is this assessment that should be the basis for legislative changes arising in the criminal law. The social conditionality of criminal-legal protection of information consists in the increased nature and degree of public danger of acts in the information sphere, expressed in quantitative and qualitative criteria.

Armenia has entered the information age, and whether we embrace it or not, Armenian society has evolved into an information-based society. This shift has brought significant changes to Armenia's political landscape. Currently, there is a robust movement of political symbols and meanings in Armenia’s digital information sphere. This movement significantly amplifies the role and significance of symbolic politics in the country’s political arena. It's important to note that symbolic politics plays a pivotal role in shaping public perceptions of social reality. Moreover, in the information era, the relationship between authorities and society in Armenia is increasingly defined by symbols and images. The growing importance of symbolic politics in Armenia's information age presents novel challenges for political scientists. Although classical political science traditionally focuses on political processes and institutions, there is now a pressing need to study the symbolic dimension of politics. As a result, there is a demand for comprehensive research into the characteristics of symbolic politics in Armenia.

Modern Information Policy: The US Experience for Ukraine

The article argues for the need to enhance Ukraine's state modern information policy, identifying potential avenues for improvement of its effectiveness by drawing upon the experience of the United States. It is important to understand that the information policy of the state should be aimed at the formation of the state information space, at expanding and refining the legal framework for regulating social relations based on specific circumstances, dissemination and utilization of information, deepening of the political stability, and ensuring societal information security. Information policy ensures that information resources receive coordinated technological support, offers unrestricted access to them, and provides users with tools for effective information search, use, and transfer. It is essential that the effectiveness of information policy can only be achieved through consensus, involving all interested parties. It is crucial to understand that information policy in times of war entails a set of measures implemented by the state in collaboration with civil society institutions, aimed at regulating information processes and fostering the development of an information society where defense goals take priority. Consequently, a significant challenge arises from the absence of a legislative framework regulating information protection and counteracting new threats in the information sphere, and implements measures regarding responsibility for actions or organized activities that harm the information security of the Armed Forces of Ukraine. The state and civil society are provided with practical recommendations for creating conditions conducive to the development of an optimal model of state information policy, adaptable to various situations, including those under martial law.
