Problems of Impartiality and Professional Dignity of Judges in the Context of the Development of the Information Society

The impartiality of judges, as the basic principle of the judicial system, is subject to reassessment by society, taking into account information disseminated on the Internet and social networks. The purpose of the study is to consider the impact of digital technologies and informatization of society on the professional dignity and impartiality of judges. The tasks of assessing various approaches to the legal regulation of limiting the ability of court employees to lay out information on issues affecting the assessment of the circumstances of resolved disputes are being solved. The possibilities of using the experience of other countries in the formation of prohibitions on the administration of justice by judges who published materials on the Internet that affect the implementation of the principle of impartiality are analyzed. Taking into account the experience of other countries, Russia needs to formulate its own approach to the behavior of judges in the information space. Social networks can be used by members of the judiciary to share and receive information. The dissemination of data discrediting professional dignity, as well as calling into question the impartiality of a judge, is unacceptable.

Research on Security Model of Airport Luggage Remote Office System Based on Zero Trust

With the continuous development of modern information society, remote office equipment itself has many benefits and is widely respected by the public, but at the same time, it also brings many network security issues. In order to help the airport luggage remote office system achieve stability and solve security issues encountered during luggage inspection, an analysis of existing system security risks based on the zero trust concept is conducted, including factors such as data leakage, insufficient monitoring, and incomplete identity authentication. Combined with the characteristics of the luggage system and remote office technology, the security model is ensured to be sufficiently reliable, providing some reference for airlines preparing to implement zero trust airport luggage remote office.

Media is an important component of the information society. The need to protect the territorial sovereignty of Ukraine after the full-scale invasion of the aggressor state, countering the hybrid war increased the importance of mass media. The object of our research is the associative image of the key concepts of the media industry - media and journalist, in particular, semantic shifts in these words, new connotative layering in the collective consciousness of Ukrainians. The purpose of the article is to analyze the associative images of the media and the journalist in the language picture of the world of higher education graduates of pedagogical specialties; on the material of a free associative experiment, associative fields of stimulus words were constructed, the most frequent, repeated and single associates were singled out and characterized. A free associative experiment was chosen as the main research method to collect reactions to stimulus words; descriptive and structural methods were used to analyze the associative field of the words media and journalist; statistical – for processing the obtained results, establishing the quantitative characteristics of the elements of associative fields. Results. The most frequent associations recorded because of the experiment are only partially correlated with the lexicographic characteristics of the stimulus words. Repeated reactions of future teachers represent semantic shifts in relevant concepts and connotational layering, which are relevant in the language consciousness of students of higher education. The associative fields of lexemes consist mainly of single reactions, a small number of which reflect the realities of martial law and well-known media figures. Such results of the associative experiment indicate the need to adjust and deepen the work with future teachers regarding the understanding of the information space, structure and content of the media. Originality. The relevance of our research is determined by the fact that the concepts of media and journalist are socially significant; they belong to the active composition of the lexical system, actualized in language practice by complex transformational processes in society. Among 262 reactions to the media stimulus word, 122 different associates were established. Modern lexicographic sources and industry reference publications equate the concepts of media, mass media. The associative image of the media in the language consciousness of future teachers primarily relates to information and channels and methods of its transmission, a significant part of the participants of the experiment expanded the concept. The associative field consists mainly of single reactions (79.5%). As a result of the free associative experiment, 286 word-reactions to the stimulus word journalist were obtained, of which 167 different associates, the most frequent reaction is news, single reactions make up 85.6% of the associative field. Repeated associates represent the image of a journalist in the language consciousness of future teachers, highlighting the conditions of professional activity and its results. The researched associative fields represent social stereotypes in the assessment of the media and the journalist.

Digitalization of Law and formation of Digital Law

Digital law is a new form of implementation of legal relations in the field of cyber regulation in various areas: digital rights in digital circulation, cyber security, protection of personal data, regulation of cross-border digital transactions, implementation of social rights based on technological platforms, formation of electronic government, electronic state. Currently, the process of digitalization of law is taking place, that is, the use of new digital technologies to optimize legal relations, as well as procedures for creating a new digital reality, which also requires legal regulation. Digital reality shapes human behavior, norms of social relations, creates digital law and digital legal awareness. In the conditions of the digital economy and virtual space, the need for a new look at legal institutions in the era of information society and digital technologies, consistent adaptation of traditional legal mechanisms to new realities is obvious. Further development of legal regulation of digital rights and digital civil turnover is possible according to the conceptual model of “digitalization” of traditional law. The new paradigm of the development of law consists in the “digitalization” of law, that is, the use of digital technologies to optimize legal regulation, as well as the formation of civil digital turnover. Therefore, digital law is a system of legal norms regarding the use of digital technologies, which regulates legal relations that arise in connection with the use of digital data and the use of digital technologies. Digital law is a complex interdisciplinary institution of law that unites legal norms that regulate legal relations arising in connection with the acquisition, exercise, alienation and protection of digital rights, as well as with the use of digital technologies by subjects of digital law. The mechanism of legal regulation of relations in the digital environment is based on the fact that they have an informational nature, since they arise in connection with the implementation of certain actions with information in digital form (digital data).

The need to study student reading practices in the information society is due to a number of new phenomena of socio-cultural life. The structure and content of the reading has a significant impact on the professional and spiritual development of modern humanities students. The purpose of the study is to assess the level of influence of the structure and content of reading on the professional and spiritual development of modern students in the process of their education at a regional humanitarian university. The survey of students in grades 1–5 was carried out in the “Google Forms” environment, data processing using SPSS. Frequency analysis method and regression analysis were used in this work. As a result of regression analysis, analytical dependences of changes in the main characteristics of reading practices during the entire period of study in the real educational environment of a regional humanitarian university were obtained. The most popular in the student environment literary genres, attitudes to reading both fiction and professional literature, as well as models of the dynamics of reading practices of students, which form the basis for the development of social technologies to manage the reading process.

EDUCATIONAL CONSTRUCTION WORKS CARRIED OUT IN EDUCATIONAL INSTITUTIONS IN THE DIRECTION OF THE EFFICIENCY OF THE DEVELOPMENT OF THE MODERN EDUCATION SYSTEM

Today we are already members of the information society. A characteristic feature of the information society is the penetration of information technologies into all areas of human life, intensive development of the information industry and knowledge. This is a new type of society formed as a result of the development of ICT, which is also called the knowledge society. Here, the main condition of human well-being is knowledge, information and their effective application. This society enables the exchange of information across time, space and political boundaries. In this society, important social decisions are made based on science to improve the quality of life in all parameters. The information society enables the interaction of different cultures and the self-affirmation of each society. In addition to capital and labor, knowledge also becomes the main factor of production. Modern network technologies change the structure of the economy and give new meaning to the concepts of time and space. The status of education is getting higher. The task of the education system is to stimulate the development of the economy, to provide specialist training in accordance with the rapidly changing demands of society and the labor market.

Characteristics of U.S. Baccalaureate Health Informatics Programs.

Health informatics (HI) is a growing field of study, yet sparse data are available on the characteristics of undergraduate HI programs in the United States. The lack of a central location for U.S. HI undergraduate program data has led to a gap in information to support current efforts to promote academic standards in the field and attract potential students. The objective of this study was to perform an environment scan of colleges and universities within the United States and Puerto Rico to identify undergraduate programs in HI including majors, minors, and undergraduate-level certificates. Potential institutions offering HI programs were identified from the National Center for Education Statistics (NCES), the Commission for Accreditation of Health Informatics and Health Information Management Education (CAHIIM), the Association of University Programs in Health Administration (AUPHA), the Healthcare Information and Management Systems Society (HIMSS), and the American Health Information Management Association (AHIMA). Publicly available materials for these institutions were reviewed, and data were captured for identified HI programs including geographic location; college or school in which the program was offered; type of degree (if applicable); program title; total credits to complete the program; delivery format; and source of data. A total of 83 HI programs were identified from 60 institutions and 26 states. The primary finding of this environment scan was that inconsistencies exist among U.S. HI undergraduate programs including variations in offering college/school, title of program, number of credits required, delivery formats, CIP codes, and the type of information published on university/college websites. This environment scan was a first step in exploring the characteristics of undergraduate HI programs within the United States. Further research is needed on the curricular similarities and differences among the programs, the administrative methods of these interdisciplinary programs, and the information most needed by current and potential undergraduate students.

The article, using the example of a seminar lesson in philosophy (section “Epistemology”), demonstrates the use of a methodology for teaching humanities in a modern technical university, tested at the Ural State University of Transport — a methodology that corresponds to the sociocultural realities of the information society, organically integrating key (onto)psychological features “digital generation”. The reasons for the limitations of the use of traditional methods in teaching humanities in technical universities to representatives of generation Z are outlined, as well as ways to solve this issue, reflecting, among other things, the problem of the “generation gap” fixed in the educational space, the socialization of which is divided into “before” and “after” the emergence of the realities of the information society.

Information and Communication Technologies (ICT) have been actively integrated into the global educational process since the early 2000s with the aim of enhancing the training and education systems to meet the demands of the information society. In the era of globalization and expanding access to Internet technologies, online learning is becoming an integral part of the educational system of any country. The pedagogical training of specialists in this regard is particularly significant as it is responsible for the future workforce of the educational system and the level of technological integration in working with the younger generation. Training of teachers for the field of arts is a distinct area that requires attention and concerted efforts from governments to modernize the technologies used. Both China and Russia possess deep cultural traditions that can enrich the practice of online arts education. Exploring ways to integrate cultural characteristics into distance learning courses can contribute to a deeper understanding between countries. The introduction of online approaches to art education will allow pedagogical universities in China and Russia to adapt to modern educational trends and improve the quality of education.

ATLASES: REASONS FOR THEIR CREATION AND FIRST CONCEPTS

Atlas cartography of the 21st century is losing its “flagship” status in cartography. Paper atlases have become less attractive in the age of information society. At the same time, electronic atlases either lose competition to other cartographic applications or dissolve among them without having their unique features. Searching for ideas and meanings for new EA concepts, we explored the first atlases’ history to understand their essence, reasons for creation, and success factors. The article, based on contemporary works by historians of cartography and cultural geographers, clarifies the answers to the following questions: 1) What is the origin of the word “atlas”? Who was the first to use this word to describe a “collection of maps”? 2) Which atlas should be considered the first, particularly the first in the modern sense? Who originated with the idea of the first atlas? 3) What was the atlas “Theatrum Orbis Terrarum” concept by A. Ortelius? 4) What was the concept of G. Mercator’s “Atlas sive Cosmographicæ Meditationes De Fabrica Mundi Et Fabricati Figura”?

COPYRIGHT PROTECTION AT THE INTERNATIONAL LEVEL: LEGAL MECHANISMS AND POLITICAL CHALLENGES

Copyright protection at the international level is a crucial aspect of the legal system in the context of globalization and the development of digital technologies. In today’s information society, ensuring adequate copyright protection is critically important due to the rapid dissemination of creative content on the Internet. The main issue lies in creating an effective international legal system that accommodates diverse national legislation and peculiarities. In order to improve copyright protection, it is necessary to strengthen international cooperation. This includes the development of uniform standards for the protection of rights, strengthening cooperation between countries and supporting the implementation of international agreements. It is also important to harmonize national laws, ensure adequate sanctions for rights violations, develop collective rights management organizations and conduct educational campaigns to increase legal awareness. The primary challenge is to harmonize national laws with international standards, which will enable a unified approach to copyright protection and reduce the risk of violations on a global scale. Studying international agreements such as the Berne Convention and the WIPO Copyright Treaty highlights the need for continuous improvement of legal mechanisms to adapt to new technological challenges. Effective copyright protection is critical to the development of creativity, innovation and cultural diversity. The practical significance of this research lies in improving law enforcement practices and developing recommendations for international organizations and national governments. Cooperation between states, international organizations, and the private sector is a key element in enhancing the effectiveness of copyright protection.

Photoresponse enhancement mechanism of CuInP2S6-based device by coupling piezo-phototronic effect and ferroelectric polarization and its application of architecture monitoring

With the arrival of the information society, multifunctional integrated devices based on two-dimensional (2D) materials are crucial for promoting advanced technology. However, the impact of coupling of various physical effects on their performance remains unexplored. Herein, the influence of coupling of piezoelectricity, photoexcitation and ferroelectricity within 2D ferroelectric CuInP2S6 (CIPS), that is, the piezo-phototronic effect and the bulk photovoltaic effect, on the device photoelectric performance have been investigated. Our experiments show that the piezo-phototronic effect can improve the photoelectric performance of the poled devices by 1.36 times, and ferroelectric polarization in turn increases the impact of the piezo-phototronic effect on the performance of the poled devices by 3.8 times. Systematically band diagram analysis reveals that this mutual enhancement mechanism can be attributed to the contribution of piezoelectric polarization charges and Cu+ ions movement to carrier migration, which was supported by Kelvin probe force microscope, STEM, and first-principles calculations. Furthermore, an architecture monitoring system based on a CIPS device was constructed to detect building tilt in real-time. Our work provides a paradigm for enhancing the photoelectric performance of 2D ferroelectrics and has profound significance in investigating multi-physics effects coupling mechanisms in a single material.

Since globalization processes and information society trends have a negative impact on people's consciousness in every region, an important task is to eliminate it and enhance its positive impact. It is impossible to adapt to this phenomenon without studying it deeply and, if necessary, changing its direction accordingly. Failure to thoroughly study the threats in the modern global world, failure to develop a strategy, tactics and technologies for their elimination are equivalent to surrendering the country's economy, culture and spirituality to a torrential flood from the mountains or a sea typhoon.

The Study of the Development of Educator Profiles for use in Schools, Departments, and Organisations who's Primary Focus is on the Education of Future Teachers

The education system will undergo radical change during the next decade. There will be a lot of people leaving and a lot of new people coming in, mostly because of retirements caused by people becoming older. New professional standards are being established to address the difficulties of the information society, and with that comes stricter criteria and higher expectations for educators. "The challenge is to avoid generational self-renewal," says Mayer. "The challenge is to be unconstrained by old or re-worked notions of what it means to be an Australian teacher." The MCEETYA Teacher Quality and Educational Leadership Taskforce (TQELT) commissioned a study of the teaching workforce in March 2003 to prepare for these changes and to help address the challenge, focusing on teachers in their first ten years of employment in public, Catholic, or independent schools.

PECULIARITIES OF THE DEVELOPMENT OF INFORMATION CULTURE IN THE DOMESTIC SOCIETY UNDER THE CONDITIONS OF THE RUSSIAN-UKRAINIAN WAR

The phenomenon of information culture in the context of the Russian-Ukrainian war is analyzed. It has been proven that changes in the priorities of the development of information culture during the war are determined by the course of spiritual confrontation with the enemy, accelerated transformations of public consciousness, the peculiarities of state information policy, and the urgent need to protect the country’s information sovereignty. It is argued that under the influence of the war in Ukraine, including in the spiritual and informational space, all components of information culture are being transformed, particularly its core - the information worldview. The features of the development of the information worldview as a fundamental component of information culture are identified. It is noted that living in an information society without possessing the necessary information culture poses a danger of getting lost in both virtual and real worlds simultaneously. Personal mastery of information culture in modern society is based on theoretical knowledge about the essence, content, features, and regularities of its functioning in societies with different levels of informatization. The negative impact of informational aggression on the formation of the information culture of modern youth is demonstrated. During the war, the information culture of youth is formed and changed at an accelerated pace due to the increase in information flows of both negative and positive nature and under the influence of new information technologies. One of the main problems in the process of forming the information culture of youth in the conditions of the Russian-Ukrainian war is mastering methods of countering enemy propaganda, developing critical attitudes towards information, and having a value-based worldview barrier to countering fake and anti-Ukrainian narratives. The role of knowledge and the education system in the formation of the information culture of Ukrainian society is revealed.

The role of event management as a library innovation in increasing the attractiveness of public libraries: analysis of trends and successful practices

The purpose of this article is to study the changes in the activities of libraries in the digital era with a focus on the introduction of event management as a key tool for adapting libraries to new conditions and increasing their attractiveness The research was based on the methods of analysis and synthesis of literature sources, case studies of successful library practices. The described examples illustrate how well organized events can attract new visitors, increase interest in library services, and strengthen the connection between the library and the community. The scientific novelty of the paper is a comprehensive analysis of the impact of digital technologies on event management in libraries and the development of recommendations for the effective implementation of event management that take into account the current needs and interests of the target audience. The introductory part of the article provides an overview of these changes, emphasizing the need for libraries to adapt to new conditions and use various tools, among which event management occupies an important place. The article concludes with recommendations on how to implement event management in the work of libraries. They include tips on planning and organizing events, taking into account the interests and needs of the target audience, and using modern technologies to promote library events. The article also discusses the role of digital technologies in improving event management. An important component is the use of social media and online platforms for announcing events, registering participants, and getting feedback from the audience. The article emphasizes the importance of an innovative approach to the work of libraries in the context of rapid changes in the information environment and society, showing that event management is an effective means of increasing their attractiveness and relevance.

Understanding digital engagement: factors influencing awareness and satisfaction of digital transformation

In an era marked by rapid digital transformation, understanding the factors that influence digital engagement is crucial for bridging the digital divide. This study aims to explore the impact of individual factors such as networking motive, social media use, content service usage, and economic activity on digital transformation awareness and satisfaction. Utilizing Partial Least Squares Structural Equation Modeling (PLS-SEM) to analyze data from 7,000 respondents of the National Information Society Agency (NIA)'s 2022 Digital Divide Survey, this research provides empirical insights into the dynamics of digital engagement. The findings reveal that networking motive significantly predicts social media use, which in turn slightly enhances digital transformation awareness but not satisfaction. Conversely, economic activity positively influences both awareness and satisfaction with digital transformation, underscoring the tangible benefits of digital economic engagement. Life service utilization emerged as a crucial factor, significantly impacting both awareness and satisfaction. These results offer critical implications for policymakers, educators, and digital platform developers, suggesting the need for targeted strategies to enhance digital literacy, promote inclusive digital services, and foster economic opportunities in the digital domain.

Unveiling the nexus: unravelling the dynamics of financial inclusion, FinTech adoption and societal sustainability in Malaysia

Purpose This study aims to examine the impact of perceived benefits-risk dynamics on financial inclusion, the factor driving fintech adoption, the mediating effects of financial inclusion on perceived benefit-risk dynamics and fintech adoption, and the societal sustainability effects of fintech adoption. Design/methodology/approach This study used a quantitative study with 258 respondents in Sarawak, Malaysia. PLS-SEM was used to investigate the associations. Findings This study suggests that only non-monetary benefits and regulatory risks significantly influence financial inclusion. In addition, financial inclusion acts as an intermediary for non-monetary benefits and regulatory risks. Besides, a direct relationship exists between financial inclusion and fintech adoption, as well as between fintech adoption and societal sustainability. Research limitations/implications This model explores a few benefits and risks. Also, technological and legislative changes may alter research outcomes. Besides, this study only samples Sarawak, Malaysia. Therefore, country-specific factors, including technology infrastructure, financial services accessibility and cultural variations, may affect participant responses. This study offers a novel perspective on fintech by including Valence, Public Good and Sustainable Information Society theories. Practical implications Financial inclusion’s non-monetary benefits must be emphasised to remove barriers and meet user requirements. Fintech firms should also work with authorities to comply with regulations and help marginalised populations by prioritising sustainability. Social implications Fintech growth requires innovation, consumer protection and fair competition. Fintech firms can enhance financial inclusion to address inequalities (SDG10). Governments and fintech solutions should incorporate financial and digital literacy into education (SGG4). Originality/value Financial inclusion, fintech adoption and societal sustainability are examined using emotional, sociological and societal sustainability aspects.

E-Community Policing

Community policing is a philosophy, part of the policing work carried out by the police, whose main aim is to create and maintain public safety. The emergence of social media in policing also led to optimism about the potential of it to transform and improve police-citizen relations. The study introduces the concept of e-community policing, a set of problem identification and solutions generated by communication activities between the two parties in the online sphere. The main questions of the research examine the platforms, methods and tools used by the Hungarian Police to meet these communication challenges. The research observes the interfaces of the organisation’s official website, Instagram profile and Facebook page. The corpus of the research analyses the news items that appeared on all three platforms (n = 28) from the posts of the first month (22 June 2020 – 21 July 2020) (N = 843). The quantitative data of the results show that the platforms share content in line with the expectations of other target groups, and the qualitative data show that social media platforms are trying to respond to the challenges of the information society and to develop a more direct relationship with citizens, both in style and in language.
