Contestation, negotiation, and experimentation: The liminality of land administration platforms in Kenya

This paper examines diverse infrastructural interventions in the making of Ardhisasa, the Kenyan state’s digital land information management platform, as a space of contestation, negotiation, and experimentation. We analyse the platformisation of governance through theories on liminality to explain the agency of various actors in shaping the digital state. We particularly zoom into the influence of two actors: the private actors in the land sector and the civil society organisations representing informalised residents, and how they exercise agency in the development of Ardhisasa. Drawing on interviews with state and non-state actors, secondary literature, and extensive experience within Kenya’s land administration system, we trace the overt and covert exercise of power in the platformisation of land administration of Nairobi. Our central thesis is that, despite its progressive development, Ardhisasa follows the tradition of a long line of large-scale infrastructural or developmental projects that rarely deliver on their promise for improvement but rather further entrench marginalised groups due to its exclusion of the already existing, albeit informalised, land administration and transaction practices that meet the needs of the urban poor. We argue that Ardhisasa’s perpetual state of becoming leads to the spatialisation of liminality itself.

A comprehensive investigation of clustering algorithms for User and Entity Behavior Analytics.

Government agencies are now encouraging industries to enhance their security systems to detect and respond proactively to cybersecurity incidents. Consequently, equipping with a security operation center that combines the analytical capabilities of human experts with systems based on Machine Learning (ML) plays a critical role. In this setting, Security Information and Event Management (SIEM) platforms can effectively handle network-related events to trigger cybersecurity alerts. Furthermore, a SIEM may include a User and Entity Behavior Analytics (UEBA) engine that examines the behavior of both users and devices, or entities, within a corporate network. In recent literature, several contributions have employed ML algorithms for UEBA, especially those based on the unsupervised learning paradigm, because anomalous behaviors are usually not known in advance. However, to shorten the gap between research advances and practice, it is necessary to comprehensively analyze the effectiveness of these methodologies. This paper proposes a thorough investigation of traditional and emerging clustering algorithms for UEBA, considering multiple application contexts, i.e., different user-entity interaction scenarios. Our study involves three datasets sourced from the existing literature and fifteen clustering algorithms. Among the compared techniques, HDBSCAN and DenMune showed promising performance on the state-of-the-art CERT behavior-related dataset, producing groups with a density very close to the number of users.

Alibaba company starts from the human business and human resource meets the end of the business. Alibaba company defines five key end-to-end digital processes and specifications here: employee onboarding, employee deployment, and employee satisfaction. Performance-based compensation, employee ability training, and employee turnover optimization. To sum up, The research of this paper mainly uses the mixed method of qualitative analysis and quantitative mixed analysis to conduct research and analysis, and uses excel or SPSS 27 software to perform ANOVA analysis on the sample data, and concludes the importance of human resources digitization and recruitment to Ali-baba company. The findings of the study not only not only deepen the research on the development of digital human resource management in enterprises, but also provide valuable reference for the research and development of AI technology and new digital technology for human resource management and recruitment platforms.

TOWARDS MASTER DATA MANAGEMENT FOR CULTURAL HERITAGE: THE SACRI MONTI WEB PLATFORM

Abstract. This paper focuses on managing the Cultural Heritage maintenance process through web platforms, exploring a data-driven new approach that relies on the framework of Master Data Management (MDM). The MDM framework is based on data quality, revisioning and auditing of information, and the Microsoft SQL Server Master Data Services (MDS) was used. It is a highly customizable commercial tool that proved to be effective and able to manage extended and articulated databases and provide stability and long-term software support. MDS provides powerful tools to avoid duplicates, ensure data quality, and record all the modifications that occurred on the dataset over time. These are key features to build a reliable platform for information management of complex CH assets.The paper presents some first tests applied for the Sacri Monti of Piedmont and Lombardy case of study. It is a UNESCO wide religious architectural complex site in northern Italy’s mountainous part. The paper compares approaches and previous experiences of Sacri Monti management using web platform information systems, such as the BIM3DSG, Chimera, and Main10ance, to support Sacri Monti management activity.

Implementation of Security Information & Event Management (SIEM) Wazuh with Active Response and Telegram Notification for Mitigating Brute Force Attacks on The GT-I2TI USAKTI Information System

In an era of widespread information system usage across various sectors, digital threats to organizations have become increasingly significant. These threats have the potential to disrupt operations and result in substantial financial losses. One enduring threat is brute force attacks, which exploit human tendencies to use easily remembered passwords. By utilizing The Security Lifecycle Methodology, this research aims to identify an efficient and cost-effective solution to enhance information system security and continuously evaluate the implemented solution rather than stop right after the policy or solution implementation. The study proposes the utilization of the open-source Security Information and Event Management (SIEM) platform, Wazuh. When combined with the Active Response feature, this platform not only detects security threats but also automatically takes mitigating actions against detected attacks. Additionally, the integration with the Telegram messaging application streamlines the SIEM monitoring process, making it more practical and efficient. After implementation, the testing phase confirms the effectiveness of the implemented solution as the Wazuh SIEM is able to detect 100% of brute force testing scenarios in multi- protocol attacks with an average of 80,51 seconds time required to detect brute force attacks with a 1-second interval between attack, 172,18 seconds for 10-seconds attack interval, and 434,58 seconds for 30-seconds attack interval. The active response can mitigate 100% of the detected brute force attack with only 0,51 seconds time required between detection and mitigation action taken. The implemented telegram integration successfully sends all the notifications on time to Telegram Chat by utilizing Telegram API.

Improve the Bi-LSTM Model of University Financial Information Management Platform Construction

Information Management Systems are vital tools for businesses and organizations to manage their data effectively, make informed decisions, ensure data security and compliance, and enhance operational efficiency. This paper presents a robust approach to information management through the utilization of the Optimized Probabilistic Bidirectional Long Short-Term Memory (OP_Bi-LSTM) model. The study developed into the architecture and application of Simulated Annealing (SA) for hyperparameter optimization, emphasizing the impact of fine-tuning on model performance. OP_Bi-LSTM, rooted in Bidirectional Long Short-Term Memory, exhibits superior sequential data processing capabilities, making it well-suited for a variety of information management tasks. The proposed OP_BI-LSTM hierarchical architecture further enhances its pattern recognition capabilities in the information management system. Results from extensive experimentation demonstrate the model's versatility and adaptability in various applications, such as sentiment analysis, fraud detection, and time-series forecasting. The proposed OP_BI-LSTM model performance analysis is evaluated for the consideration of the different customers and product data. The propsoed OP_Bi-LSTM model achieves the classification accuracy of 0.98. It is stated that OP_Bi-LSTM emerges as a powerful tool for information management, offering exceptional performance and adaptability. As the field of deep learning and information management continues to evolve, this model holds great promise for addressing complex data challenges and facilitating data-driven decision-making in a variety of industries.

Digitalisation of asset management in Chinese temples in Hong Kong

This paper presents the efforts to digitalise the asset management of Chinese temples in Hong Kong, which is a new trial in the industry. To revitalise these unique heritage buildings and empower the temples’ administration with digital tools, three Chinese temples in Ap Lei Chau and Aberdeen directly administrated by the Chinese Temples Committee (CTC) were selected as pilot projects where a digital twin was developed to enable digital asset management. Laser scanning technologies were encompassed, integrated with close-range terrestrial photogrammetry to generate precise 3D Building Information Modelling (BIM). An asset information management platform was built to consolidate the operation data and establish a common data environment to support data-driven management, with parameters collected from Internet-of-Things (IoT) devices and Digital Works Supervision System (DWSS) statistics consolidated. Moreover, Augmented Reality (AR) was leveraged for tourism and education, and different phases of historic temples were modelled to present the evolution and culture over time. Through this project, in addition to the higher operation efficiency enabled by the digitalised workflow and consolidated data source, a digital blueprint was built through the formulation of a digitalisation roadmap, which contains customised recommendations on cutting-edge digital tools’ implementation in relation to heritage monuments. This can be extended to 24 Chinese temples in the future as well.

Thoughts on Some Issues of the Imposition of Real Estate Tax in China

Along with the full realization of the unified real estate registration in China, the preparation for the imposition of real estate tax goes one step further. This paper first analyzes the expected functions of real estate tax in China, including raising fiscal revenue, improving wealth distribution and regulating the housing market. Further, the paper indicates that the imposition of real estate tax needs to be based on a national real estate information registration and management platform, which should also enable the identification of households and real-time tracking of property values built upon the unified real estate registration. Finally, this paper discusses three specific issues on revenue attribution, pilot scope, and detailed deduction method for tax exemption for the imposition of real estate tax in China providing concrete suggestions on how to impose real estate tax in China.

Navigating Supply Chain Complexity: Empirical Insights from the Developing Country Readymade Garments Industry

Purpose- The study aims to develop an efficient model to handle challenges of supply chain management in readymade garments industry. This paper illustrates the systematic literature reviews and experimental evidence-based study of readymade garments companies of a developing Asian country. The present study also finds the pattern for the healthy and sustained development of clothing enterprises. Design/methodology/approach- This paper illustrates the systematic literature reviews and experimental evidence-based study of readymade garments companies of a developing Asian country. The existing qualitative and quantitative studies were reviewed to find out the challenges in supply chain and the recommendable solutions are provided. The studies undertaken in Asian developing countries were only considered in this study. Findings- The innovation on supply chain management for readymade garments company in developing country will help enterprise to setup legal guidelines for smooth production process. The new innovative supply chain management has two characteristics, a balance of high efficiency and cost saving. Dual-source supply chain management, manufacturing outsourcing, and multi-supplier management are three elements of it. The ICT information management platform is a critical component in ensuring the supply chain flexibility of the clothing industry. Implications- Through the research of application and analysis of the innovative supply chain systems of readymade garment industry of Asian developing countries. It helps to setup guideline, and direction for the practical operation way of modern enterprise with innovative supply chain system knowledge and practice. Techno-economic feasibility analysis of Kuwait-specific photovoltaic-based street lighting system

Nowadays, the surge in energy demand due to economic growth and extreme weather conditions has put immense pressure on the usage of fossil fuels in Kuwait. As a result, scheduled load-shedding is performed in some regions during the summer season to meet the energy demand. To address this issue, this paper proposes a photovoltaic-based street lighting system as an alternative solution to meet the rising energy demand in Kuwait during the daytime. This study initially investigates the existing street lighting systems in the state of Kuwait. Subsequently, three different configurations of photovoltaic panels are proposed based on the existing streetlight pole structures. The simulation models are then developed and evaluated using physical security information management and PVSyst simulation platforms, aiming to validate their performance against conventional power generation models in Kuwait. The proposed photovoltaic system is designed based on feedback information collected from the existing installed capacity. Finally, an overall energy model is presented to demonstrate how solar potential can offset energy consumption during peak demand hours. Practical testbed data from the Al-Jahra residential area of Kuwait is used for validation. The results indicate that the proposed photovoltaic street lighting system can generate a maximum power output of 18.8 GWh in August and a minimum of 11.8 GWh in December, compared to the monthly consumption of 30.45 GWh. The study showcases the economic viability of the solution, with an average degradation ratio of 13% of the total cost. Moreover, the proposed system contributes to a reduction in CO2 emissions from traditional power plants.

Nomogram model on estimating the risk of pressure injuries for hospitalized patients in the intensive care unit

ObjectivesThis study aimed to build and validate a nomogram model to estimate the risk of pressure injuries in intensive care unit patients. DesignMulticenter prospective cohort study. Setting33 tertiary hospitals in the Gansu Province, China. Measurements and main resultsThis study included 6420 patients between April 2021 to October 2022 from an information platform of pressure injury risk management called the “Long Hu Hui.” Univariate and multivariate logistic regression analyses identified pressure injury risk factors to be included in the nomogram. The resulting nomogram was tested for calibration discrimination, and clinical usefulness. Of the included patients, 77 developed pressure injuries, representing an incidence rate of 1.2 %. Analysis of binary logistic regression revealed that the estimation nomogram included weight loss greater than 5 kg in the last three months, pneumotomy cannula, thoracic catheter, isoproterenol, norepinephrine, abnormal skin color, ruptured erythema, stroke, increased body temperature and nonspecific patients (specific patients include paralysis, unconsciousness, dementia, forced body position). The area under the receiver operating characteristic curve for the training cohort was 0.806 (95 % CI 0.755–0.857), and the AUC of the text cohort was 0.737 (95 % CI 0.574–0.901). The model has excellent calibration in both the training cohort (H-L test: χ2 = 6.34, P = 0.61) and the text cohort (H-L test: χ2 = 4.50, P = 0.81). Furthermore, the decision curve analysis revealed the preferred net benefit and the threshold probability in the estimation nomogram. ConclusionsThe nomogram model accurately estimated the risk of pressure injuries among intensive care patients, it should be used to inform risk assessment and facilitate early intervention strategies in future practice. Implications for clinical practiceThe nomogram allows intensive care providers to dynamically assess the patient's risk of pressure injuries and to implement more targeted interventions accordingly.

Construction of Student Information Management System for Universities Based on Cloud Computing Platform

Abstract The first step in this paper is to establish an integrated education information management platform that utilizes cloud computing as the scheduling center, considering the characteristics of cloud computing. The hierarchical structure of the student information management system and each business function module is designed using the B/S three-layer architecture. The fitness function evaluates individual merit based on K-means teaching data to ensure the genetic algorithm’s population diversity. The analysis model of university teaching data is constructed using the penalty function of chromosomes. The final test results show that when the network data transmission time reaches the 60s, the average network data traffic consumed is 260Byte, which indicates that the constructed student information management system has wide applicability.

Integrated information management of supply chain in logistics parks based on the IoT

AbstractLogistics park is a strategic choice for the growth of logistics industry, and it needs to build a public platform for supply chain management (SCM) suitable for logistics parks. To solve the problems of poor adaptability, high investment risk, and incomplete functionality of the supply chain integrated information management (IM) platform in logistics parks, it is necessary to use Internet of Things (IoT) technology to improve the supply chain integrated IM platform, improve the timely interaction of logistics information and reduce logistics costs. This article analyzed the factors that affect the integrated management of logistics park supply chain, analyzed the architecture of logistics park supply chain, integrated IM under the IoT, and implemented the platform architecture using relevant technologies. In the experiment, the resource allocation, resource scheduling, and resource monitoring effects of the supply chain integrated IM platform were analyzed. The results showed that the supply chain IM platform of logistics parks under the IoT has improved infrastructure by 0.14 compared to traditional platform, resource allocation by 0.16, logistics service level by 0.14, and industrial layout by 0.14. The IoT can effectively enhance the resource allocation and industrial layout rationality of logistics parks and has important significance in improving logistics information security and information exchange.

CMKG: Construction Method of Knowledge Graph for Image Recognition

With the continuous development of artificial intelligence technology and the exponential growth in the number of images, image detection and recognition technology is becoming more widely used. Image knowledge management is extremely urgent. The data source of a knowledge graph is not only the text and structured data but also the visual or auditory data such as images, video, and audio. How to use multimodal information to build an information management platform is a difficult problem. In this paper, a method is proposed to construct the result of image recognition as a knowledge graph. First of all, based on the improvement in the BlendMASK algorithm, the hollow convolution kernel is added. Secondly, the effect of image recognition and the relationships between all kinds of information are analyzed. Finally, the image knowledge graph is constructed by using the relationship between the image entities. The contributions of this paper are as follows. (1) The hollow convolution kernel is added to reduce the loss from extracting feature information from high-level feature images. (2) In this paper, a method is proposed to determine the relationship between entities by dividing the recognition results of entities in an image with a threshold, which makes it possible for the relationships between images to be interconnected. The experimental results show that this method improves the accuracy and F1 value of the image recognition algorithm. At the same time, the method achieves integrity in the construction of a multimodal knowledge graph.
