Medical information bureau

The Medical Information Bureau (MIB) is a nonprofit trade association with approximately 700 life insurance companies as members in the United States and Canada. A computer bank that contains primarily medical information is maintained by the MIB. Safeguards are taken to assure confidentiality, and there is no linkage with other computer banks. Information is submitted to the MIB only after the individuals involved give authorization, and they have access to their records and can make corrections if necessary. Dissemination of computer information is made only to member companies when they have a bona fide application or claim and then only with the consent of the person involved. Medical directors of member companies have the primary responsibility for maintaining integrity and seeing that their companies adhere to the rules of the MIB. (<i>JAMA</i>233:1370-1372, 1975)

VERBAL BEHAVIOR IN RETRIEVING TELEPHONE INFORMATION.

A telephone information bureau is a simple information retrieval system, and computer based systems are being considered. The design of the system will depend in part upon: [a) what the customer says in making the request, (b) the role of the customer and the operator in making the request more definite and (c) the time consuming activities found with the present system. A method was developed for analyzing the verbal behavior of the participants in calls to information bureaus in order to assess these factors in present day bureaus. The method was applied to one sample of calls and the results were discussed as indicating design problems in terms of what the participants knew and said.

The status which the Institute enjoys today and the achievements which it has to its credit owe much to its widely representative membership which stems from that action. Japanese Communism and the Moscow-Peking Axis

T HE signing of the Japanese Peace Treaty and the United States-Japan Security Treaty at San Francisco in September 1951 was the occasion for an unprecedented shift in the Communist party line on Japan. A little more than one month before Stalin's historic 1952 New Year's message to the Japanese people in which he wished them success in their courageous struggle for independence, the Cominform (Communist Information Bureau) recast the erstwhile imperialist state in the role of colonial appendage of foreign imperialism, thereby placing Japan for the first time in history in the category of the anticolonial nations of Asia.'

The TRANSLATION OF SCIENTIFIC MATERIAL—A SYMPOSIUM

The Chairman, Mr. E. B. Uvarov, Head of the Technical Information Bureau of Courtaulds, Ltd., Coventry, introduced the first speaker, Miss H. Thornton, of T.M.M. (Research), Ltd. He said that she was a welcome newcomer to the ranks of Aslib speakers, but no stranger to the members of the Aslib Textile Group, who knew her as the Group's very efficient and persistent Secretary, who prodded them into activity with skill and tact, and with a great measure of success. One of the more valuable results of such activity was the Group's work on translations, which present rather special problems in the textile field. The Chairman then invited Miss Thornton to speak on this subject.

The Cominform: A Five-Year Perspective

Five years ago the Comintern loomed once again as a spectre on the European horizon with the founding in Poland, September 1947, of the Information Bureau of the Communist Parties of the USSR, Bulgaria, Hungary, Rumania, Poland, Czechoslovakia, Yugoslavia (expelled June 1948), France, and Italy. It has since become both fashionable and convenient to identify the “Cominform” with all aspects of international Communist activity, ranging from the most general of policy directives to an isolated Communist-led strike. The indiscriminate identification of “Cominform” with international Communist activity provides the layman with a convenient stereotype which spares him the trouble of further inquiry. For the student of Communism, however, this lack of precision merely results in obscuring the actual role of the Cominform, as it is known to us, and more particularly, its function within the configuration of various covert and overt instrumentalities of the international Communist movement. To speak, for example, of a “Cominform” policy of collectivization or of a “Cominform” purge trial in the Balkans, or to suggest by “Cominform” the whole web of controls of national Communist parties maintained by the USSR is to ascribe a role and importance to the Cominform that it simply does not have. For without minimizing the importance of the function the Cominform has come to discharge, it may be said that its role is essentially that of a central, but by no means the most important, propaganda instrument of the international Communist movement, designed primarily to provide public guidance and information to the leadership of various national Communist parties. Thus Pravda and the USSR radio broadcasts furnish daily guidance to the international Communist movement, and the World Federation of Trade Unions is continuously engaged in attempting to bring trade union activity in line with Communist policy.

SOME CLASSIFICATION AND INDEXING PROBLEMS IN AN INDUSTRIAL INFORMATION BUREAU

This paper is not intended to be either a full description of all work of the Technical Information Bureau of Courtaulds, Ltd., or to offer ready solutions to problems which have worried librarians and information officers from the keepers of the Assyrian clay tablets to speakers at Aslib Conferences. Its aim is to describe some of our ad hoc methods of dealing with certain of these problems and to offer our experience to others who may be facing them.
