Distributed Management Systems for Infocommunication Networks: A Model Based on TM Forum Frameworx

The existing management systems for networks and communication services do not fully meet the demands of users in next-generation infocommunication services that are dictated by the business processes of companies. Open digital architecture (ODA) is able to dramatically simplify and automate main business processes using the logic of distributed computing and management, which allows implementing services on a set of network nodes. The performance of a distributed operational management system depends on the quality of solving several tasks as follows: the distribution of program components among processor modules; the prioritization of business processes with parallel execution; the elimination of dead states and interlocks during execution; and the reduction of system cost to integrate separate components of business processes. The program components can be distributed among processor modules by an iterative algorithm that calculates the frequency of resource conflicts; this algorithm yields a rational distribution in a finite number of iterations. The interlocks of parallel business processes can be eliminated using the classic file sharing example with two processes and also the methodology of colored Petri nets. The system cost of integration processes in a distributed management system is reduced through partitioning the network into segments with several controllers that interact with each other and manage the network in a coordinated way. This paper develops a model of a distributed operational management system for next-generation infocommunication networks that assesses the efficiency of operational activities for a communication company.

Using of regression analysis methods for monitoring and managing telecommunication systems

Telecommunication systems are a crucial part of modern human life. Absolutely all aspects of the activities of modern people have become dependent on the effective operation of telecommunications networks. The development of telecommunications systems and computer networks necessitates the creation and reliable operation of a large set of info communication services that ensure the effective operation of the user with heterogeneous information in the telecommunications network. The historically formed heterogeneity of both telecommunication systems, computer networks, network information resources, and the audience of users to whom this information is addressed complicates the objective analysis and monitoring of telecommunication architectures and resources. Therefore, it is certainly true that when operating telecommunication systems and computer networks, a fairly wide range of modern and scientifically sound technical and technological solutions for their analysis and monitoring should be used. Due to this fact, solving problems of the monitoring and managing telecommunications systems is of utmost importance. Recently, intelligent decision-making systems, based on data processing systems with the use of machine learning technologies, have become popular. In this paper, one such technology based on logistic regression is considered. Using real data of telecommunication network functioning, the model describing network functioning has been constructed. In particular, the possibility of using logistic regression to predict the probability of inefficient operation of networks based on the processes that occur in them has been proved. Based on the model, an intelligent decision-making system has been built, which is used to monitor and control the state of the network in real time.

Enterprises of telecommunications in Ukraine: research of the present state and directions of development

The article contains the results of a comprehensive study of the economic activity of telecommunications enterprises in Ukraine in 2015–2016 and the directions of its development in the conditions of the global information and communication market. As methods of research, economic, marketing and competitive analyzes, a system approach are chosen. It is found that by the end of 2016 telecommunications enterprises had achieved higher indicators, their total income increased by 12 % compared to 2015, a favorable trend in the market for improving the efficiency of economic activity of enterprises appeared; while revenues of the segment of Internet providers and other telecommunications companies from the provision of Internet services increased by 48.5 %, which indicates an effective solution to the problem of access to the Internet and use of its capabilities by Internet users in Ukraine. The assessment of the state of the competitive environment and the level of monopolization of the mobile communications market and the telecommunications market in Ukraine as a whole is done by calculating the Herfindahl-Hirschman index. The mobile communication market is still quite concentrated, the competitive environment is poorly developed, and a moderately developed competitive environment has developed in the telecommunications market in Ukraine. Directions of development of telecommunications in Ukraine correspond to global trends and consist in the fact that in the emerging global market of infocommunication services integrated into the cyberspace of the Internet, telecommunications enterprises can successfully perform communicative functions. It is also revealed that the steady direction of development of the majority of telecommunications enterprises in Ukraine is the desire to increase profits through the production and supply of new Internet services and own infocommunication services to the market.

학력과 정보문화지수와의 상관관계 분석연구

현대지식정보화사회에서 현대인들은 정보통신기술과 스마트기술 등 다양한 최신기술의 혜택을 누릴 수 있다. 다양한 최신기술의 혜택을 누리기 위해서 일정한 수준의 정보소양과 활용능력을 가져야 한다. 또한, 정보통신윤리에 대한 이해와 실천의지도 모두에게 필요하다. 한편 정보 소양과 활용능력을 측정하고 모형화하기 위해서는 일정한 표준이 필요하다. 이러한 점에서 정보문화지수는 정보소양과 활용능력을 측정하기 위해서 개발되었다. 정보문화지수는 3가지의 하위지표 즉 활용, 인식 및 규범으로 구성된다. 먼저 활용지표는 일상생활에서 정보화 내용과 기술이 어떻게 보편화되었는가에 관한 것이며, 인식지표는 정보문화공동체에서 어떻게 다른 사람을 존중하고 신뢰할 수 있는 가에 관한 것이다. 한편, 규범지표는 바람직한 정보통신윤리 의식에 따라 어떻게 정보통신서비스를 이용할 줄 아는 가에 관한 것이다. 본 연구의 목적은 정보문화지수의 3가지 하위지표 즉 활용, 인식 및 규범과 학력과의 상관관계를 구하는 것이다. 이러한 목적을 위해 국가차원에서 조사한 정보문화 연구결과를 기초로 하였다. 통계분석결과 인식과 규범은 학력과 유의미한 상관관계를 보이지 않은 반면 활용은 학력과 유의미한 상관관계를 나타내었다. 즉 학력이 높을수록 활용수준도 높아짐을 보였다. 본 연구는 향후 정보교육과 정보문화 확산에 있어서 중요한 기초자료로 활용될 것이다. In the present knowledge and information society, every citizen can enjoy benefits of various advanced technologies such as information and communication technology(ICT) and smart technology. Nowadays everybody has to have some level of information literacy and application ability in order to enjoy benefits from various advanced technologies. In additions, knowledge and practice will about information and communication ethics are also required for all. Currently we need some kind of standards to evaluate and model everybody's information literacy and application capability. In this sense, information culture index has been developed to check information literacy and application capability of every citizen for various aspects of daily life. Information culture index consists of three standards, that is, application, awareness, and norm, respectively. Application standard indicates how information contents and skills are generalized for all. In other words, it is concerned with how every citizen can understand information literacy and use information skills in his or her daily life. Awareness standard is concerned with how well everyone can respect and trust others in the current information culture community. Norm standard is concerned with how everyone can use information communication services according to his or her desirable sense of information and communication ethics. The purpose of this paper is to analyze correlation between academic background and three standards of information culture index, that is, application, awareness, and norm. For this purpose, we use 2-year national survey works for information culture. After thorough statistical analysis, we can conclude that, awareness and norm standards do not show a meaningful correlation with academic background while application standard shows a meaningful correlation with academic background, It means that, the higher academic background one has, the higher application standard one can achieve. We expect that our correlation analysis results can be helpful to spread of information education and information culture in the future.

Convergence as a Mechanism of Formation and Development of the Information and Communication Services

Russia’s joining the international information space and increasing competition with foreign communication providers significantly challenges the competitiveness of domestic operators in the market of information-communication services. The authors consider the convergence process in the field of information-communication services in terms of its place and role information and development of the innovative forms of information and communication services, which is characterized as a process of convergence and interpenetration of diverse information and communication technologies that could lead to a qualitatively new technological solutions able to satisfy the demand of today’s rapidly changing information environment. The researcher critically analyzes the traditional cycle of the mechanism of creating and implementing information and communication services, justifies the principles and prerequisites for convergence processes in the field of information and communication services, as well as their diffusion into other horizontal and vertical branches of economic activity. This article is intended for the students studying the methods of marketing research in service industries, the teachers of the “Marketing” disciplines as well as marketing managers and managers for communications providers who develop their companies’ growth strategies.

The subject of the research, some results of which are presented in this paper, is focused on the development of modern telecommunication networks in Ukraine and allows solving the problems at the networks design and organization of access to infocommunication services. The chosen theme is closely related with the main directions of the world telecommunications development, which are defined in the main existing regulations and laws. A characteristic feature of computer information systems’ progress, which are actual in Ukraine, is an absolute priority of expert systems’ development. Questions of the expert systems’ usage at the design and development of telecommunications networks in the modern world are considered in the paper.The problem of expert system’s development, which allows enhancing of the design and operation of telecommunication and access networks, is being solved within the given work. Statement of the problem is limited by the development of the algorithm for the expert system’s development and analysis of the theoretical aspects of the knowledge based intelligent system’s design. Done work formulates the qualimetry problems and helps to understand how to build an expert system for the access networks’ rational development. Expert system, allowing to choose proper access technology, is developed as an example. Particularly DSL technologies are considered at the first stage. The last mile is quite specific network’s segment. It should have enough bandwidth while providing great transmission range without regenerators. This expert system will determine the best option of DSL technology on the basis of the desired properties. The system is developed with the usage of Expek Pro software (version 1.5+) for Windows.The article consists of five sections - introduction, problem statement, the main part - the necessity of an expert system’s development for the telecommunication networks’ design, an example of the developed expert system and conclusions, as well as includes bibliography, used at the work writing.

Application of resource dependency theory and transaction cost theory in analysing outsourcing information communication services decisions

Purpose – The aim of this paper is to establish how resource dependency theory (RDT) and transaction cost theory (TCT) can inform decisions to outsource ICT services by public university libraries in Kenya. Design/methodology/approach – The study adopted a multiple case study strategy in four selected public universities libraries in Kenya. Purposive sampling was used to identify respondents and data collection was done using a semi-structured interview schedule. Findings – The study highlights how RDT and TCT theoretical perspectives illuminate some of the reasons, and problems associated with Information and Communications Technology outsourcing in Libraries. The paper concludes with recommendations and the way forward. Research limitations/implications – The study was limited to the outsourcing of information technology services in four public university libraries in Kenya, namely, Kenyatta University (KU) in Kahawa, Nairobi; Moi University (MU) in Eldoret; University of Nairobi (UON) in Nairobi; and Jomo Kenyatta University of Agriculture and Technology (JKUAT) in Juja, Thika. This being a qualitative study (and taking into consideration the subjective views where bias could occur), the researchers ensured that the research was reliable by recording and taking notes during the interviews and by using peer-debriefing and professionals in the field to ascertain their views. Practical implications – The paper provides practical insights into outsourcing of Information Technology (IT) services in Public University libraries and information centres in Kenya. This study is useful for university libraries, information professionals, information communication technology professionals and university management. Social implications – The implications of the study are that outsourcing needs to be guided by clear policies that are documented and communicated to all the stakeholders. Originality/value – This research assesses IT outsourcing services in selected public academic libraries in Kenya.

The security service rating design for IT convergence services

There has been damage to users due to security problems such as personal information leaks and spam etc. by IT convergence in various information communication industries. Since where the responsibility for this damage lies, compensation systems and damage estimation criteria have not been prepared yet, its compensation is solved by civil litigation between service providers and users. In addition, for security services provided, the standardized clauses of a contract with consumers are provider-oriented articles to be disadvantageous to service users, and detailed compensation criteria have not been prepared in reality. Therefore, it is time to need to prepare a damage compensation system and an estimation criterion for protecting users against technical and legal troubles that could arise when providing security services. In order to solve these problems, this paper developed a damage compensation index for sustainable security service. In detail, by analyzing damage compensation criteria and cases for general information communication services, a damage compensation index on security services was developed for a goal of VoIP services. It could offer voluntary improvement of service quality for service providers, and simplicity of damage compensation for users. Additionally, it could socially give benefits of increasing the number of companies to apply the security SLA and mitigating legal disputes.

Exploring Intelligent Information Communication Services: A Case of Corporate Social Responsibility

Entering the 20th century, human technology keeps changing constantly and is developing with high acceleration. Intelligent information communication services not only shorten the communication distance on earth but also bring multiple life-convenient tools. Sustainable development has become the critical issue that all human beings would inevitably face with, take responsibility, and think about deeply. On one hand, industrial pioneers and initiatives have motivated technological development; on the other hand, it even would abuse the earths natural resources; hence, business organizations need to pay more attention to conserve resources and manage their environmental impact. In other words, at the same time taking natural resources from the earth, organizations should think about how to give feedback to the earth. Consequently, organizations are enforced to make great efforts in becoming responsible earth citizens and doing well on enterprise ethics as well as improving corporate social responsibility to the utmost. This would cause the whole society to focus more on corporate social responsibility (CSR) and the awareness of carrying out human beings natural duty of enhancing sustainable development of human and the earth. A FUZZY LOGIC APPROACH FOR REDUCING HANDOVER LATENCY IN WIRELESS NETWORKS

Existing wireless networks aim to provide information communication services between mobile nodes. When a mobile node moves between different radio networks, a handover process is needed to change its point of attachment to the predicted radio network. Since traditional (based on one metric Received Signal Strength Indicator) predictions of handover decisions do not perform well, it is imperative that we develop an intelligent approach to facilitate the handover prediction process, thus yielding seamless handovers. In this article, a Fuzzy logic-based Hand-off Decision (FHD) approach is proposed for wireless networks. The parameters include a Received Signal Strength Indicator and the relative direction of a Mobile Node toward an access point, which are considered as inputs to the fuzzy logic system in order to facilitate the handover decision process and a switch to the best preferable access point. To achieve a fair comparison with a standard handover procedure, we have implemented a fuzzy logic-based hand-off decision approach in Omnet++. Our simulation results show that the proposed approach is able to reduce the handover latency. More precisely, the results show that by using the proposed method, the performance improved significantly the wireless access media delay (link-layer).

QoS-aware roadside base station assisted routing in vehicular networks

The transmission technology for intelligent transportation systems can be typically classified into two categories, namely, road-to-vehicle communication (RVC) and inter-vehicle communication (IVC). RVCs perform the information communication service offer from road to vehicle whereas the IVCs perform the information communication through vehicles. This work proposes quality of service (QoS)-aware roadside base station assisted routing mechanisms to establish a routing path in IVC with the assistance of roadside base station. A link failure prevention mechanism is employed to effectively construct alternative routing path required by the volatile network topology in vehicular Ad hoc networks. Besides, a bandwidth consumption predictor is presented to avoid dropping packets owing to inadequate bandwidth during handoffs. A neural network with fast learning algorithm is adopted as the core module for estimating the parameters used in the proposed schemes. Simulation results demonstrate the effectiveness and feasibility of the proposed work.

The system not only realizes a library environment that can search and display flexibly and rapidly HiFi music, video, and super-high-definition images (SHD) from general-purpose browsers, but also can flexibly combine multiple media from the client terminal and present the display output according to a scenario. In other words, three functions are realized by utilizing broadband networks and Internet technology, namely, multiple access to media servers, collaboration of engines such as translation and voice output, and multimedia information search. Voice, data and video integrated broadband metropolitan area network

AbstractThis paper discusses the technical feasibility of the multimedia metropolitan area network based on the tree‐shaped broadband network, employing two‐way CATV technology. In the proposed network, all information can flow on any transmission line through the headend. This leads to the following features, which cannot be realized in the star network as in the telephone network: Flexible services are provided. An efficient information communication service can easily be realized. It is easy to provide the highspeed broadband service at a low cost. The security of the network can be improved. The following systems were developed by the authors as examples of the information communication services utilizing those features: TDMA circuit switching service using “time‐slotted bus with control window,” CSMA/CD packet switching service using “beat signal level detection,” and TDMA video switching service, where several video signals are multiplexed as analog signals. Those services can be provided to more than 10,000 subscribers in a service area of diameter 20 km or more. The system is expected to provide the basis for the information communication in local communities, together with the widespread use of urban‐type CATV.
