중소기업의 과학기술정보 요구 실태 분석 연구 - KISTI 부산·울산·경남지원을 중심으로 -

ABSTRACT This paper aims to survey the supply status and demand of the s cientific & technological information among the 1,059 small enterprises demanding the support in Busa n, Ulsan and Gyeongsangnam-do which have been supported by the Branch of KISTI and to propose the approaches to improve the scientific & technological information system. As the results of this research, Busan, Ulsan and Gyeongsangnam-do have very poor business and R&D environment to the extent that 96.3% of businesses was small business (medium business only for 3.7%) and 31% of t otal small & medium-cized businesses has less than 10 R&D workers. Small & medium-sized businesses w hich have demanded the information to KISTI account for only 0.2% in average for 3 years. The info rmation demand types are market trend (26.8%), industrial property right (22.1%), business proposal ( 19.9%), item exploration (16.8%) and quality certification (8.4%). The supplied informations include scientific and technological data survey, market survey, translation and information application seminar. The business achievements from the information supply include 379 cases in technological developme nt improvement and launch of products, 88 cases in technology certifications and 414 cases in patents and utility design application and registration. By the analysis results, the small and medium-siz ed businesses have difficulties in using R&D information by themselves. Thus, it’s proposed to establish the science and technology information center in southeastern region and develop the information advis ors specialized in local specialty industry categories. Enhancing industrial security management system for multimedia environment

Since business and national competitiveness depends on the development and application of industrial technologies, firms have made a steady investment in research and development to secure competitive industrial technologies. However, as industrial technologies have been leaked to competitors or overseas by neglecting security management, the importance of industrial security is growing bigger. Due to this importance of industrial technology protection, there is a growing need for a comprehensive and systematic management system to prevent the leaking of industrial technologies. In particular, the industrial security management system certification is a management system established by the need of systematic management for organizational `industrial technologies, business secret, intellectual property right and other managerial resources' etc. and sustainable industrial security management in the aspect of multimedia environment. This paper analyzes the differentiation from the existing certification system and improves evaluation items by applying the industrial security management system standard and its details in the aspect of multimedia environment.

Hospitality and Tourism Education and Industry Certifications

This exploratory study investigated hospitality educators’ perceptions and use of industry-related certifications in hospitality education. Overall, respondents believed that certifications are important for their students, but their perceptions of the benefits and value of certifications varied. Results include information on educators’ views about the types of certifications offered; beliefs regarding the reasons to earn certifications; and beliefs about how certifications relate to their own students, schools, and countries. Educators’ insights into some of the possible issues involving certification are also provided. Suggestions are made for enhancing the use of certifications in hospitality education, and limitations and ideas for further research are presented.

Revealing factors hindering halal certification in East Kalimantan Indonesia

Purpose – This study aims to explore various factors that hamper halal certification in food service industries in East Kalimantan, Indonesia. World halal business as well as awareness in halal products and services consumption has been growing rapidly for the past few years. However, many industry players have not yet realized those huge potential concepts of halal business. Food service industries such as restaurants and caterings show less concern in putting priority on the issue of halal certification. Design/methodology/approach – A qualitative data collection technique called nominal group technique (NGT) was used in this study. Four categories of stakeholders participated in this NGT to represent certifying body, consumers, industry player and government. Each category was given a fundamental question: “What factors are hindering restaurant and catering in East Kalimantan, Indonesia, in obtaining halal certification?” Findings – The authors found that through NGT, the authors can obtain top priority issues to be followed up by the respecting institutions which are concerned. The lack of socialization and information have led to the lack of knowledge and awareness. This is the most important issue addressed by the participants. Research limitations/implications – This research was conducted to collect data from various stakeholders in East Kalimantan Province of Indonesia. Considering the vast expanse of Indonesia and different level of development in each province, results of this study could not be generalized as Indonesia situation in general. Practical implications – Halal certification in food service industry gains low interest from industries. This research presents hampering factors in various perspectives and offers some suggestions to overcome those issues accordingly. Originality/value – It is hard to find research paper discussing halal management from the Indonesian perspective. This paper extends the use of NGT in halal management with the perspectives from many stakeholders in food service industries. It provides a relatively new finding from the Indonesian point of view.

HAZARD ANALYSIS CRITICAL CONTROL POINT (HACCP) CERTIFICATION OF MICRO AND SMALL SCALE FOOD COMPANIES IN THE PHILIPPINES

A review of the country’s micro and small scale food companies revealed that Hazard Analysis Critical Control Point (HACCP) implementation and certification is hindered due to common issues problems and gaps also experienced by some neighboring countries such as limited financial capability, lack of prerequisite program such as hygiene and sanitation in the factory, limited HACCP knowledge and technical competence, proper training, lack of external support from the government and industry associations, management problems like commitment, motivation, and interest in the long-term benefits of HACCP to the company, and lack of government infrastructure and support. Initiatives done by the government to assist small-scale food industries through the Department of Trade and Industry Accreditation Program is one way to encourage voluntary HACCP certification in the food industry. Other HACCP interventions done by the government were cited. Challenges and problems encountered should never hinder the small scale companies’ aim to upgrade its food safety systems. With adequate knowledge and expertise, strong government support and commitment, the companies’ will and interest to adjust to EU and US food legislation, HACCP implementation in small-scale food companies will be achieved and will open avenues to product quality improvement, ensured consumer protection, export opportunities and profit maximization. Communications education and training: industry certification and university accreditation [Guest Editorial

Student design competitions have emerged as a popular method for both professional associations and companies to engage engineering students and encourage them to join with like-minded colleagues to develop and test their engineering design and project management skills. By their nature, such competitions encourage a level and intensity of activity that is difficult to replicate in a design or project course. For many engineering students, participation can be a career-defining event.

Paper Lives: Certification vs. Licensure

Since the mid-1990s certification has increasingly been considered as a tool to increase the chance to find job particularly by youngsters. However under the circumstances that exist today it is known that having certificates does not automatically lead to get job, even contrary job seekers may remain jobless after they pay huge amounts of money to certfication firms. The very fast increase in the number of certfying firms confirms the fact that there is an ongoing demand for short term qualification courses. Another process which accompanies to private certification is that the loosing ground in public education that despite corporations still care about diplomas in hiring they reject job applications in the case of absence of certificates. In this study certification as a popular phenomenon has been compared with licensure in the context of waged engineers and their chambers. As a consequence of the analyses made for this study, it may be concluded that there is a capital accumulation which is carried out via two layers of working classes: masses who are obliged to be certified and waged laborers who work in certification industry in order to improve skills of those who are in need to be certified. During reviewing of literature it has also been witnessed that the academic writings focusing on the numbers, wages and working conditions of trainers hired by certification firms is virtually non exist. Therefore study suggests further researches especially on waged trainers working in private certification firms.

Communications education and training: expanding the student experience [Guest Editorial

This is the second Feature Topic on Communications Education and Training; these will appear regularly in IEEE Communications Magazine henceforth. It has long been appreciated that successful design, implementation, maintenance, optimization, and improvement of modern communications networks require the efforts of a highly educated, well trained, and dedicated workforce. In recent years, various initiatives have been undertaken in both academia and industry that seek to improve our capacity to educate and train both current and future communications workers. These range from new learning technologies and pedagogies and new university accreditation programs to advanced cooperative education programs, training alliances, and industry certification programs.

Renewable hydrocarbons from sugarcane

Amyris is a renewable products company providing sustainable alternatives to a broad range of petroleum-sourced products. Amyris applies its industrial synthetic biology platform to convert plant sugars into a variety of molecules - flexible building blocks that can be used in a wide range of products. Amyris's initial portfolio of commercial products is based on Biofene®, Amyris's brand of farnesene, a long-chain branched hydrocarbon, manufactured using our engineered microbes in fermentation. First generation renewable fuels have been an important part of the effort to reduce the world's petroleum dependence and greenhouse gas emissions associated with transportation fuels. However, these first generation renewable fuels have some limitations, ranging from lower energy density than petroleum fuels and lack of fungibility with existing petroleum distribution systems. Amyris renewable fuels are designed to be optimal transportation fuels. Specifically, our fuels are designed to be drop-in, cost competitive replacements for petroleum-derived fuels, compatible with existing engines yet with superior performance. Building on our Biofene hydrocarbon building block, we are currently selling renewable diesel in metropolitan areas in Brazil and are pursuing industry certification for our renewable jet fuel.

Do the nutrition qualifications and professional practices of registered exercise professionals align?

Australia has approximately 26,000 registered exercise professionals (REP), in comparison with 3,379 accredited practicing dietitians (APD). The REP workforce has the potential to reach more than 10% of the Australian population but there is limited data on their educational background and professional behaviors with regards to nutritional counseling of clients. The purpose of this research was to determine if REPs are working within their scope of practice and if their qualifications align with their practice, specifically as it relates to nutrition advice. Using a cross sectional descriptive study design, a self-administered online survey of REPs was conducted over 5 months. REPs were recruited through electronic and social media using a snowballing technique. The study focused on education, nutrition advice, and sources of information. A total of 286 respondents completed the survey, including 13 with tertiary dietetic qualifications i.e., APDs. The nationally recognized industry Certificate III/IV in Fitness was the most common qualification. The majority of REPs responding (88%) were working outside of their professional scope of practice, offering individual nutrition advice to clients across fitness and medical issues. This was despite 40% of REPs undertaking no further training in nutrition since graduating, and primarily basing advice on use of readily accessible sources of nutrition information. It is recommended the nutrition advice provided to REPs during training be limited to general nonmedical nutrition information in accordance with nationally endorsed evidence based guidelines and that issues pertaining to scope of practice be addressed with onward referral to other health professionals be advocated.

Risks and risk governance in unconventional shale gas development.

A broad assessment is provided of the current state of knowledge regarding the risks associated with shale gas development and their governance. For the principal domains of risk, we identify observed and potential hazards and promising mitigation options to address them, characterizing current knowledge and research needs. Important unresolved research questions are identified for each area of risk; however, certain domains exhibit especially acute deficits of knowledge and attention, including integrated studies of public health, ecosystems, air quality, socioeconomic impacts on communities, and climate change. For these, current research and analysis are insufficient to either confirm or preclude important impacts. The rapidly evolving landscape of shale gas governance in the U.S. is also assessed, noting challenges and opportunities associated with the current decentralized (state-focused) system of regulation. We briefly review emerging approaches to shale gas governance in other nations, and consider new governance initiatives and options in the U.S. involving voluntary industry certification, comprehensive development plans, financial instruments, and possible future federal roles. In order to encompass the multiple relevant disciplines, address the complexities of the evolving shale gas system and reduce the many key uncertainties needed for improved management, a coordinated multiagency federal research effort will need to be implemented.

Game Analysis of Third-Party Certification System for Rural Building Materials

The third-party certification industry in China has been gradually stepping on the right track. However, it has not yet gained a foothold in rural building material market. Since the “12th Five-Year Plan” came into being, the new countryside construction is extremely urgent. Therefore, it is very necessary to establish a third-party certification system to regulate and standardize rural building material market. By using the game theory method, this paper analyzed the operating model of third-party certification organization under the economy of monopoly market, and put forward the third-party certification system which was suitable for rural building material market, in the meanwhile, proposed several suggestions in the management models of certification organization for government supervision departments.

Industrial extraction of Arctic natural resources since the sixteenth century: technoscience and geo-economics in the history of northern whaling and mining

A comparative perspective is applied in analyzing the large-scale utilization of Arctic natural resources driven by economies and agents outside the Arctic and subarctic regions. This paper focuses on whaling since the sixteenth century, and on the development of mining from the nineteenth century to the present. The European sector of the Arctic and subarctic regions including the high-Arctic archipelago of Spitsbergen provides the main cases for this study. The social, economic and environmental contexts and consequences of northern industry are considered; as part of this line of research, the little-known symbolic and geopolitical uses of industrial field installations are considered.The northern transfer of Western technoscience, including scientific navigation, colonial geography, steam-propulsion and aviation, often failed initially despite much enthusiasm and underwent painstaking on-site modification. In this industrialists and other Arctic entrepreneurs attempted to control a complex combination of factors including the sparse local population, the lack of major infrastructure, and the environmental impact of their own businesses. This combined with the social problems of keeping peace among collaborators and competitors under isolated and lawless conditions. In conclusion, the greatest challenges to industry in the Arctic throughout modern history were local and social rather than climatic or geopolitical.Indigenous interests were long disregarded while Arctic seas and some land areas were exploited by Western nations as unregulated commons. Not only nature and local inhabitants but also the industry itself suffered from increased scales of operations. The record of Arctic extractive industries over four hundred years reveals a need to develop and share relevant environmental and socio-economic knowledge and to develop international regulations and instruments such as industry certification to guarantee sustainable northern resource utilization.

Should the Forensic Accounting Profession Be Regulated?

Adopting Huber’s (2012) argument that forensic accounting has become a profession, this paper examines whether the forensic accounting profession and the forensic accounting certification industry should be regulated. Several recent studies have uncovered significant problems within the forensic accounting profession and the forensic accounting certification industry. The failure of forensic accounting corporations to disclose either their legal status or the qualifications of their officers and directors, their failure to publish financial statements, and their failure to adopt or enforce a Code of Ethics or Standards of Practice, were among the most significant problems uncovered. The failures of the corporations were exacerbated by forensic accountants’ failure to investigate diligently the corporations that issued their certifications prior to obtaining their certifications. This resulted in a significant number of forensic accountants holding certifications from corporations that were inconsistent with their beliefs that a forensic accounting corporation should be not-for-profit, and their officers and directors should be qualified. Those studies suggested three alternatives for addressing the problems: voluntary action by the corporations, establishing an independent agency for accrediting the corporations and certifications, and regulatory intervention. However, the feasibility of the recommended alternatives was not sufficiently evaluated to be able to arrive at a conclusion for recommending which alternative should be implemented. This paper evaluates the feasibility of alternative solutions. It concludes that the most realistic alternative is for government regulation of forensic accounting in the form of legislation at the state level.This is the final paper in a series of five examining forensic accounting corporations; the directors and officers of the corporations; the Codes of Ethics of the corporations; and the forensic accountants' diligence in research. The papers were published out of order from the way they were written.

Energy management system certification in industry

Energy management system is a set of interrelated or interacting elements aiming to establish an energy policy and energy objectives, including processes and procedures to achieve those objectives. Certification of energy management systems according to standards EN 16001 and new standard ISO 50001 is a way to sustain energy use in an organization. There has been a lot of research about different aspects of energy efficiency and energy management in global industries, but none about the state of certification of energy management systems in global industries. This paper aims to give a comprehensive review of certification of energy management systems in different industries and its subsectors globally. Statistical analysis of available ISO 50001 certification data was used in this research.

The Politics of Transnational Labor Certification in the Chinese Export Toy Industry

This case study examines the unintended political consequence of the labor certification program, the ICP, instituted in China by the International Council of Toy Industries, or ICTI. Based on 93 interviews and public factory certification records, I analyze how the institutional infrastructure of ICTI, the level of coercion and clashing normative frames within the transnational voluntary program catalyzed political contestations. This study makes a contribution by focusing on political contestations in voluntary programs, a neglected outcome in existing studies of private regulation. Illuminating political bargaining processes between transnational and local actors also facilitates a deeper understanding of the performance of social responsibility programs.

Integrating standard operating procedures and industry notebook standards to evaluate students in laboratory courses

To enhance the preparedness of graduates from the Biochemistry and Biotechnology (BCBT) Major at Minnesota State University Moorhead for employment in the bioscience industry we have developed a new Industry certificate program. The BCBT Industry Certificate was developed to address specific skill sets that local, regional, and national industry experts identified as lacking in new B.S. and B.A. biochemistry graduates. The industry certificate addresses concerns related to working in a regulated industry such as Good Laboratory Practices, Good Manufacturing Practices, and working in a Quality System. In this article we specifically describe how we developed a validation course that uses Standard Operating Procedures to describe grading policy and laboratory notebook requirements in an effort to better prepare students to transition into industry careers.

Internationalization Strategies of Chinese Pharmaceutical Firms

Chinese pharmaceutical market value is about USD 110 billion in 2009, and it has become the world’s second largest market. Chinese pharmaceutical firms are becoming a growing player in global pharmaceutical chains. In this paper, sample firms are selected and surveyed with a focus on effective internationalization strategies and paths, through an empirical research, this paper summarizes the internationalization of Chinese pharmaceutical firms, and finds the effective strategies of international market entry are product upgrading along the industrial chains, international certification and cooperation, outsourcing and licensing, and other paths of overseas expansion. The implication for pharmaceutical firms in emerging market is to choose the suitable strategies based on own advantages, learn from the experience of other emerging market and domestic leading companies of internationalization, and gradually enter the standard market. This study not only provides international market entry strategies for the latecomers of Chinese pharmaceutical firms, but also enriches the internationalization theory of emerging market.

Shared Leadership In IT Project Management: A Practice Survey

In the management field today, shared leadership (SL) is considered a form of distributed leadership, conceptualized largely as working or functioning within a team framework. Yet, there seems to be sparse research on the application of shared leadership principles in the IT field, particularly project management practices. To address this void in the literature, the current study was designed to determine the actual usage and assess the views of managerial-level practitioners toward SL. To that end, a 12-item Likert-type instrument was developed that reflected attitudes, intent, and actual usage. An E-mail response form was forwarded to a target sample of 250 IT project managers in the U.S. Of these, 102 responded with completed survey data. The independent variables in this study were gender, years in IT practice, and industry certification. These project managers expressed overwhelmingly positive attitudes and confirmed wide usage of SL in work-based projects. No significant differences, based on gender, years of experience, and certification were noted. Overall, these findings support the efficacy of the SL model and team-based leadership styles.
