New Public Management in The Changing Status of Higher Education Institution in Indonesia

Global competition among universities in the world has become more challenging over years. This makes it demanding not only for universities in Indonesia to create positive improvements but also for the government to adapt with its innovations and policy initiatives. Meanwhile, New Public Management approach which was initially introduced in 1990s has been proposing administrative reforms on the old inefficient bureaucracy. In response to this, universities along with the government have been incorporating some aspects of The New Public Management theory in order for them to strive in global competition. This study seeks to analyze the changing status of Indonesian universities. It further discusses how some aspects of New Public Management are incorporated in university’s administration. This Indonesian case study argues that NPM values has influenced the changing system of universities in Indonesia. NPS still exists partially if not fully, in Indonesian universities despite the problem of public acceptance responding to the government’s policy on university reforms.

Critical thinking, literature and teachers’ instructional activities: An Indonesian case of community service program for English teachers

Critical thinking (CT) has generally been known as one of the core competencies of the 21st-century skills that students need to acquire to succeed in today’s world. To attain this goal, teachers undoubtedly have a critical role to play. Involving a group of Indonesian teachers of English, this study aims to explore the teachers’ initial conceptions of critical thinking as reflected in their planned classroom activities. Specifically, the data collected were in the form of written instructional activities that used literary works as learning materials. These data were obtained following the teachers’ participation in an online workshop on promoting critical thinking through literature held for English teachers from MGMP (i.e., English Teachers Working Group) in Bandung Regency. The workshop introduced a model of teaching critical thinking skills using literary works and required the teachers to design their own instructional activities based on the proposed CT model. Adopting content analysis as the methodological tool to scrutinize the teachers’ prepared materials, our initial findings indicate that, in general, the teachers had inadequate knowledge of how to incorporate critical thinking skills into their teaching. Literature was seen merely as a tool to develop students’ linguistic abilities rather than as a way to explore humans’ experiences and to connect ‘the word and the world’. This study recommends that the teachers be given more time to better explore the concepts surrounding critical literacy pedagogy as well as be given more opportunities for practical application of the promoted instructional model.

Doing business under the framework of disorder: illiberal legalism in Indonesia

The rule of law has been widely perceived as an important prerequisite for economic development. However, many cases in postcolonial countries have shown that the two may not always be strongly related. Drawing from the case of Indonesia, we found that economic development can also be accompanied by a distinctly illiberal legal framework. Instead of being obstacles, legal uncertainty and lawlessness are in some ways instrumental in facilitating particular experiences of economic development, constituting the failure of legal reform. This means that illiberal legalism is not an exclusive characteristic of transitional states nor necessarily the result of a cultural feature of developing societies where multiple legal systems coexist. Rather, illiberal legalism is an outcome of a particular development of capitalism in some countries in the Global South where legal institutions work as an instrument of rule. While there is no single model of illiberal legalism, the Indonesian case represents an example where an illiberal politico-legal system coexists with a predominantly rent-seeking economy. The Indonesian case was analysed based on fieldwork conducted in Jakarta from December 2019 to January 2020 and secondary data collected until the time of writing.

Investigating decentralized renewable energy systems under different governance approaches in Nepal and Indonesia: How does governance fail?

Decentralized energy systems have numerous advantages over mega energy projects, including environmental friendliness, lower upfront costs, greater affordability and reliability, lower risks, an easier ability to cope with system failures, and community empowerment. Despite these advantages, the type of governance used when constructing these systems can play an important role in yielding these positive impacts to local communities. This study investigates how renewable energy projects can fail under certain types of governance. We use case studies in Indonesia and Nepal to demonstrate the problems and factors in terms of the governance structures that have diminished the performance of decentralized small-scale renewable energy projects. The Indonesian case study focuses on the top-down governance of a renewable energy project. The project’s promotion under a conventional central government-led framework resulted in a process of granting renewable energy plants to local governments without considering stakeholders. In the Nepalese case, a renewable energy project was designed using a polycentric approach to governance. However, the donor (the European Commission) remotely controlled the project process, thereby hampering the intended polycentric governance strategy, which was originally conceived to include multi-level stakeholders. By focusing on real cases throughout a project’s progress, this study illustrates how monopolized power excludes the interests and commitments of multi-stakeholder interests and commitments to a project, which impinges on the final result.

The Implementation of Direct Local Election (Pilkada) and Money Politics Tendencies: The Current Indonesian Case

Circulating debates concerning the intense influence of direct local election towards money politics remains ongoing among Indonesian scholars. This article demonstrates several aspects indicating the relationship between direct local election (Pilkada) and money politics. In more specific rhetoric, current practices in money politics tend to occur before and during the election day, engaging political actors, voters, and soaring capital. As the novelty of this article, the findings reveal that the likelihood of money politics would most occur within the environment where the existing regulation encourages corruption. Hence, people have less concern to support a fair election, inevitably due to the weak law enforcement, exacerbated by disengagement of political parties.

Enacting Instagram-mediated writing at an Islamic primary school: Indonesian case

In teaching and learning process, teacher needs strategy or media to make English learning active. Sometimes, high school students felt boring and they cannot relate to nor understand the material that is presented to them each day in class. To this, the varieties of strategy or media during teacher learning are needed to make them excited and motivated. Instagram, as one of the media, can be manipulated as education tool to the teacher and students. Employed descriptive research design, the enactment of instagram-mediated writing was employed to see students’ engagement in English writing. The findings show that writing activities go actively and students have positive responses.

What small businesses in developing country think of cybersecurity risks in the digital age: Indonesian case

Purpose This study aims to identify and analyse the issues faced by internet-based small businesses in developing countries regarding cybersecurity and document how these businesses address the risks. Design/methodology/approach This study used the qualitative method. Respondents were internet-based small businesses selected by using theoretical sampling. Data were collected by using interviews and observations. The validity of the analysis was ensured by using triangulation and member checking. Findings This study reveals that small businesses managed to identify the loss of physical and monetary assets as possible damage. However, only a few businesses identified loss of intangible assets as possible cyber risks. Most small businesses had used basic cybersecurity measures to protect data access and some primary business activities. Unfortunately, they rarely take initiatives in preventing and early detecting cyber risks. Research limitations/implications Findings of this study cannot be generalised as it aims to obtain new insights and document unexplored findings. Thus, if this study’s findings are going to be generalised, it is necessary to conduct an additional study. Secondly, this study did not assess how far small business had fulfilled the relevant information security framework as assessment required additional research, and this study only aimed to map the current situation in small businesses. Practical implications This study emphasised the importance of identifying valuable assets or resources when implementing cybersecurity measures. Focusing on security measures to protect identified assets from cyber risk will make the efforts more efficient and effective than using standardised cybersecurity measures. Third-party developers can also use this study to understand small businesses’ current cybersecurity implementation and their characters to design online platforms that suit these needs. Governments can also design educational activities that address small businesses’ lack of knowledge. Originality/value Most studies which focus on small businesses and information technology (IT) usually only discuss how they use IT. This study also brings new contributions by focusing on developing countries and specifically addresses internet-based technology cyber risk faced by e-commerce businesses. The qualitative method is used as most studies in e-commerce adoption were positivistic in nature, and inductive-based studies were rarely found on the topic.

The push and pull of radicalization and extremist disengagement: The application of criminological theory to Indonesian and Australian cases of radicalization

Research shows there is variability in factors that cause a person to radicalize to violent extremism. The use of the push/pull distinction has been one way in which scholars have aimed to provide clarity to the process of radicalization and extremist disengagement. However, it remains a conceptually underdeveloped distinction. In this paper, we draw on aspects of criminological theory to better understand the push and pull distinction. The paper draws on research comprising interviews with three Indonesians and two Australian individuals who have radicalized to violent extremism that is aligned with jihadist ideologies. Based on this primary data, case descriptions and narratives are provided on each individual examining pathways into and away from violent extremism. We draw on aspects of strain theory, social control, differential association, and desistance theory to understand common patterns across each case and to highlight the relative influence of various push and pull factors. Implications for theory and policy are highlighted. We also acknowledge limitations in our approach.

Laboratory Readiness and Response for SARS-Cov-2 in Indonesia.

The laboratory diagnosis of SARS-CoV-2 infection comprises the informational cornerstone in the effort to contain the infections. Therefore, the ability to leverage laboratories' capacity in diagnostic testing and to increase the number of people being tested are critical. This paper reviews the readiness of Indonesian laboratories during the early months of the pandemic. It discusses the success of cross-sectoral collaboration among previously siloed national and sub-national government institutions, international development agencies, and private sector stakeholders. This collaboration managed to scale-up the COVID-19 referral laboratory network from one Ministry of Health NIHRD laboratory in the capital to 685 laboratories across 34 provinces. However, this rapid growth within 12 months since the first Indonesian case was discovered remained insufficient to cater for the constantly surging testing demands within the world's fourth most populous country. Reflecting on how other countries built their current pandemic preparedness from past emergencies, this paper highlights challenges and opportunities in workforce shortage, logistic distribution, and complex administration that need to be addressed.

Determining Factors on the Repurchase Decision on Low End Smartphones in Asia Pacific Regions: An Indonesian Case

Nowadays, consumers are more aware regarding their decision to purchase a product, either for short-term or long-term use. There are several factors that lead the desire to repurchase in consumer perspective. This study tried to investigate the factors of price, experiential value, brand name, e-WOM, perceived value and perceived brand image as some variables deemed to have significant influences on the consumer repurchase behavior. This analysis uses quantitative analysis through AMOS analysis within 310 datasets to execute the hypothesis. The results of this research are defined that the price discount did not affect both on perceived brand image and value. The hypotheses testing showed that experiential value, brand name, e-WOM, perceived value and perceived brand image have significant effects on the consumer repurchase behavior. The practical implications posed that the growth of micro-financial companies which provided low down payment and long instalment without any discount offered are well accepted by consumer. The results of this study can be used as a direction for further study.

Recognition of Entrepreneurship Program in Independent Campus Policies: Indonesian Case

This paper aims to explain the factors that influence entrepreneurship programs in the Independent Campus policy. This paper is part of an Independent Campus policy study initiated by the Ministry of Education and Culture of the Republic of Indonesia in 2020 with objects in 5 (five) universities: 2 (two) accredited A, 2 (two) accredited B, and 1 (one) accredited C The data was collected through on-line discussions, particularly regarding entrepreneurship programs. This study also distributed questionnaires related to questions about entrepreneurship programs to respondents from representatives of rectorate leaders, faculties, study programs, lecturers, and others. The analysis was carried out through quantitative techniques with the help of the Lisrel 87.0 program technique, enriched with qualitative techniques based on information obtained from on-line discussions. The results of the study found that campus policy factors, apprenticeship programs, and exploration of local potential had a positive effect on competency development, application, and entrepreneurship learning. In addition, learning that takes into account these factors also affect students' commitment to become entrepreneurs after completing their studies. The implementation of entrepreneurship programs must pay attention to these influencing factors, the contribution of indicators for each factor, and apply recognition related to standard processes and achievement of competency program results. Populism and foreign policy: The Indonesian case

AbstractWhile the rise and political implications of populism in Southeast Asia have received significant academic attention, the impact of populist ideology on foreign policy remains understudied. This article tries to narrow the gap by presenting a case study of Indonesia under the first tenure of President Joko Widodo (Jokowi), 2014–2019. Drawing on the ideational dimensions of populism, which centers on the anti‐elitist characteristic of populist leaders, it proposes three sets of hypotheses. The main expected elements are: an anti‐elitist stance and a perception of the victimization of the people; a perception about threatening outsiders; and a pro‐people style of communication in the conduct of diplomacy. The empirical findings demonstrate that the substance or objective of Jokowi’s foreign policy does not confirm the anti‐elitist and hostile view of foreigners, although longstanding nationalism remains to dominate Indonesia’s foreign policy. Jokowi’s technocratic populism’s intervention is more effective in introducing and altering the processes and forms of diplomacy, suggesting closer linkages between foreign policy and ordinary citizens.

Prevalence of live cancer in Indonesia: A cross sectional population-Basic Health Center (2011–2019)

Liver-cancer is one of the health problems in Indonesia and one of the most killers for everyone in Indonesia. The prevalence of liver-cancer in Indonesia is still high and has an increase. Impact of liver-cancer is a public health problem. Many people in Indonesia suffer from liver-cancer due to a lack of awareness of the symptoms of early detection so that cancer becomes malignant and ultimately causes death. In the later stages of liver-cancer can spread to other breasts, as well as to other body organs, such as blood vessels, lymph nodes. The data used are secondary data from Basic Health Research since 2011 until 2019. This research is an observational study using a cross sectional design. Samples were taken from Indonesian people spread throughout Indonesia. Based on data collected from the Indonesian Ministry of Health, in 2011 cancer-related deaths totaled 2433 cases where liver-cancer became the-second number of-cancer that occurred in Indonesia. The GLOBOCAN, in 2012 liver cancer patients in Indonesia were 19.4%. In 2015, 263,000 deaths from liver cancer were caused by hepatitis B. Until 2019, the Ministry of Health Republic of-Indonesia showed the most common cancer case in-Indonesia ware liver cancer at 12.4/100,000 population with an average death rate of 7.6/100,000 population. Although the prevalence of liver-cancer has experienced and decreased, based on data obtained shows liver cancer has been the second-of-biggest cause of-death of-cancer-sufferers in Indonesia. Public health intervention is urgently needed to improve diagnosis, treatment, and early detection of liver-cancer in-Indonesia.

Spooks, goons, ‘intellectuals’: The military–catholic network in the Cold War diplomacy of Suharto’s Indonesia

ABSTRACT This article foregrounds a case of informal diplomacy with far reaching consequences for the international politics of postcolonial Indonesia and capitalist Southeast Asia during the Cold War. The case is Suharto’s New Order Indonesia (1966–1998), where the Republic’s diplomacy was dominated not by the foreign ministry but by a small elite network (jaringan) of sectarian activists of Catholic faith allied with military officers of an intelligence background against Communism and Islam. Operating under the patronage of intelligence czar Ali Murtopo, this jaringan emerged as a powerful and conservative channel of influence on the early New Order and steered some of its major diplomatic initiatives: from the covert diplomacy that ended Konfrontasi, and the founding and elaboration of ASEAN’s diplomacy, to planning and justifying the annexation of East Timor in 1975. The article moves in three steps. One, it situates the New Order’s informal diplomats in the long arc of diplomacy in postcolonial Indonesia. Two, it atomizes this network in sociological terms and probes how the habitus of its members shaped the substance and style of their diplomatic practices. Three, it examines the main foreign policy initiatives of this network. This Indonesian case brings to the study of informal diplomacy an appreciation of how partisan networks embedded in domestic and international circuits – rather than standalone individuals – shore up a strongman. It also offers insight into the tortured fightback by actors of ‘formal’ diplomacy as they come under the assault of informal diplomats and their patrons.

Challenges to Development Study in A Spatially Changing World Order (Indonesian Case Study)

International power relations changing and how can global peace and stability be maintained? With some main theories of international relations, shows how the global order is gradually changing and discusses how selected international and regional organizations contribute to the maintenance of global peace and security. Most importantly, It was seeing the confluence of high levels of indebtedness and extremely low interest rates which limits central banks’ powers to stimulate the economy, large wealth gaps and political divisions within countries which leads to increased social and political conflicts. The COVID-19 pandemic has caused a historic setback to decades of development progress, and also exposed gaps in regional cooperation. The vertical across shows the number of COVID-19 death per million, as of August 30. The horizontal axis shows the percentage decline of GDP relative to the same quarter in 2019. It is ajusted for inflation This is a moment for reflection for policy makers across Asia and the Pacific and, as COVID-19 reshapes the world, we need to think innovatively on how future regional cooperation could be strengthened and be more agile in addressing the development challenges of our time. Disasters are usually difficult to avoid, but they can actually be mitigated. For a long time, the campaign on disaster awareness has been echoed. The idea of a disaster-aware community needs to be fully animated. The place (spatial) needs to be designed in such a way so that people are aware of the threat of disasters that can come at any time. Here we see an imbalance, on the one hand, humans are now very advanced (advanced) designing and executing many things: how to create connectivity, ease of moving, and speed of communication. However, on the other hand we fail to think about the (Geospatial) places in which humans live their lives.

The Changes of Household Food Expense During COVID-19 Pandemic: A Case Study in Indonesia and Armenia

The Covid-19 pandemic has had an impact on the availability and distribution of food, but its impact on food consumption at the household level was not much known. The aim of the research was to analyze changes in food expense during the Covid-19 pandemic of cases in Indonesia and Armenia. Indonesian case used primary data in April-May 2020, at the beginning of the pandemic. Data were analyzed descriptively and paired t statistic test. The results showed that there was a change in consumption during the pandemic. The significant changes were an increase in the amount of rice consumption, an increase in food expense, and a decrease in the purchase of cooked meal. Snack purchases during the pandemic increased but not significantly. The Armenia case used secondary data from FAO. Regarding the COVID-19 pandemic, as well as the post-war crisis in the Republic of Armenia, it has had a negative impact on transportation, storage, sales, financial situation, access, and availability of agricultural products and labor markets. Thus, digital solutions for agricultural marketing, that is Digital Agriculture Marketplace Platform have been adopted. The conclusion was that the impact of the pandemic actually increased consumption needs. The recommendation that given was the support for food logistics transportation which very much needed in the pandemic era and more specifically supported by food distribution security.

Factors Influencing The 30th SEA Games 2019 Medals Acquisition: Indonesian Case Study

An athlete's achievement is influenced by innate talent, internal motivation, and external factors such as family, coach, facilities, and competition. This study aimed to analyze the factors that influence medals for participating athletes in the 2019 SEA Games. The research method used is a case-control study. The case group was athletes who received medals, and the control group was those who did not win medals. A total of 24 athletes who won medals and 22 athletes who did not win medals were involved in this study purposively. The instrument used in this study was a self-administered questionnaire. Data analysis was conducted by using multiple logistic regressions. The results showed that three factors are influencing the medal acquisition of SEA GAMES athletes in 2019. These factors, including participating in various sports during childhood (OR: 9,7), training facilities (OR: 11), and competition, came into the most influential variable (OR: 12,5). In general, types of competition, match results identification; training methods; and availability of facilities all impact the fighting power of athletes. In conclusion, there needs to be a more role from the sports governing body in meeting the needs of athletes' facilities and diversifying athletes to try and participate in several types of sports before specializing in certain sports.

The Analysis of Differences in Hospital Rill Rates and INA-CBG's Rate on Sectio Caesare Action in RSU. Imelda Pekerja Indonesia Medan 2019

The Indonesian government has developed a Health Insurance program National Social Security Administering Bodies (BPJS) Health. One of the ways to pay for health services for hospitals in Era JKN is the Indonesian Case Base Groups (INA-CBG's) payment system, namely the amount of claim payment by BPJS Health to the hospital for the package services based on diagnosis of disease and procedures. This study aims to analyze hospital real rates and INA CBG rates on the action of sectio caesarea and to find out the efforts made hospitals to cover INA-CBG's shortfall in claims costs. Types of research Qualitative descriptive conducted by in-depth interviews. Research sites at the hospital. Imelda Indonesian Worker having his address at Jalan Bilal No. 24 Kelurahan Pulo Brayan Darat I, East Medan District. The research was carried out since months January 2019 until finished. The population in this study is claim data delivery of inpatients who performed sectio casearea at month March and April as many as 143 cases The samples in this study were all population of 143 cases. The results showed that the difference in real rates hospital and INA-CBG rates on Sectio Caesaria at RSU. Imelda Worker Indonesia Medan in 2019 amounted to 73% of the real hospital rates exceeding the tariff INA-CBG's with a total difference in costs reaching IDR 199,661,028. and 39% real hospital fee less than INA-CBG's package rate. Efforts are conducted by the RSU. Imelda Indonesian workers to cover the shortage of costs INA-CBG's claims include using students who come from schools Imelda's own foundation, set the Sectio Caesare service package on general patients and providing supporting facilities. Suggested to RSU. Imelda Indonesian workers evaluate the financial risks received from services Sectio Caesare and evaluating the distribution of INA-CBG's claim costs for services Sectio Caesare is up to standard.

Readiness Analysis of Data Analytics Audit Implementation in Inspectorate General of the Ministry of Finance: An Indonesian Case

Organizations including public sector organizations are required to utilize data optimally. Unfortunately, only 9% of organizations in the world use data analytics properly ( Meulen and McCall, 2018) . The Ministry of Finance has a lot of potential data and is the only internal control organization in Indonesia that has initiated the audit data analytics scheme on the roadmap in 2019. This study aims to measure the readiness of audit data analytics implementation reviewed from general to specific. To achieve this objective, this study conducted using qualitative method where the informants were selected based on purposive sampling involving 20 speakers consisted of auditor, supporting unit, auditee, and expert. This study use main model from Gürdür et al. (2019) based on the synthesis of the research study of Schuh et al. (2017) about Industry 4.0 Maturity Index. Then, this model has been elaborated to generate 4 categories, 8 aspects, and 15 criteria. These categories consist of resources readiness, information system readiness, culture readiness, and organizational readiness. The results show that [1] Generally, Ministry of Finance Inspectorate General has resources readiness at high level and other categories at medium level. [2] Specifically, based on two biggest process in Inspectorate General, namely tax audit and financial statement review, show that tax audit have a high level of resource readiness, and the others at a medium level, meanwhile the financial statement review has a high level of resources readiness and information system readiness, and the others at a medium level. [3] Gaps are caused by challenges both from internal and external organization.
