К вопросу о формировании перечня приоритетных задач научно-технологического развития Российской Федерации

Currently, science and practice show that for the formation of high competitiveness and breakthrough efforts in the development of both individual organizations, industries, and the state economy as a whole, the possession of only soft skills is not enough. Current economic conditions, as well as high rates of change in both external and internal conditions of economic activity realization show that knowledge, skills, abilities, technologies are the most important key to the development of the country's economy and improvement of the quality of life. The greatest interest in this article is shown to the study of tools and methods of achieving the target indicators of priority tasks of scientific and technological development of the Russian Federation. And also to the formation of proposals to solve the existing problems in the system of adjustment and expansion of the list of priority tasks of the RF development. The main problems hindering the effective functioning of the system of adjustment and expansion of priority tasks of the RF development were identified. The key definitions of the project approach to the development of the national economy are specified. The interrelation of the main elements of the system of development and realization of priority tasks of the national economy development is established. Approaches and methods of solving the existing problems in the system of development and adjustment of priority tasks of the RF development are offered.

Rethinking capacities of regulatory market-assurance intermediaries: the case of seafood sustainability audits

ABSTRACT Credible assurances about the invisible qualities of goods and services – such as sustainability features – are key to market governance. The theory of regulatory intermediaries offers a lens for assessing diverse regulatory contexts where differently configured actors serve as market-assurance intermediaries between rule-makers and rule-targets. Studies using this theory have clarified the consequences of these configurations for regulatory capture, co-regulation, feedback effects, and the (re)production of knowledge and power. However, the distinction and relations between organisational and individual intermediaries remain under theorised. We reconceptualise the individual capacities of expertise and independence and assess these for 283 individuals performing 312 seafood sustainability audits for the Marine Stewardship Council (MSC). Examining the individuals and teams performing these audits uncovers otherwise invisible biases within intermediary processes, including in assessors’ professional, educational and personal backgrounds, the composition of assessment teams and assessors’ experience in conducting MSC audits. The analysis highlights that intermediary capacities are co-determined by individual assessors and audit organisations and are only partly under the control of the MSC as regulator. A shift to an individual level of analysis thus elucidates new consequences for the legitimacy of the regulator and intermediaries and for the (re)production of power and inequities in global market governance.

The Use of Artificial Intelligence as the Basis for Sustainable Human Development: Features of International Legal Regulation

INTRODUCTION. The latest digital technologies play a key role in the development of modern society and the state, contribute to their further progress and improvement. One of the varieties of such technologies is artificial intelligence (hereinafter – AI), which has a significant impact on all aspects of human life. The article examines the problem of international legal regulation of AI, analyzes existing documents and identifies the main problems and challenges facing the world community. Particular attention is paid to the issues of establishing a balance between the expansion of AI capabilities and the risks associated with the transfer of management decisions from human to machine. The objectives of the work are: to analyze existing concepts of AI and international acts regulating the specifics of using this technology, to consider topical issues of improving legal regulation and practice of using AI, to determine the prospects for further development of legal regulation of AI.MATERIALS AND METHODS. The sources of international law of a universal and regional character, scientific works related to the topic under research were analyzed. Formal legal, comparative legal and historical legal methods were used as research methods.RESEARCH RESULTS. AI is one of the most important and key elements of sustainable human development, the use of which contributes to technological progress and solving global problems. International legal regulation of the use of AI is at the stage of development and formation of new rules, the creation of which must take into account the possible risks and specifics of the use of technology in various fields. International cooperation and exchange of experience in the field of legal regulation of AI is designed to promote the harmonization of approaches and standards in this area, taking into account the principles of sustainable development, environmental safety and protection of personal data of users.DISCUSSION AND CONCLUSIONS. The main conclusions of the research are as follows. AI helps automate many processes, increases work efficiency and improves the quality of life of people and society as a whole. Cooperation between states and international organizations is a key factor in the successful development and application of AI, contributes to the creation of common principles for ensuring security, transparency and maintaining the technological sovereignty of countries. However, at the moment, the international legal regulation of AI is at the initial stage of its development and many countries face problems with the lack of appropriate norms and standards. The consistent development of legal regulation at the international universal and regional levels, the introduction of clear and comprehensive terminology, taking into account the existing experience of individual international organizations will allow us to continue working on the development and improvement of standards in the field of AI, taking into account the interests of all participants in the international community.

Подход к внедрению систем поддержки принятия врачебных решений на принципах сервис-ориентированной архитектуры с использованием сервисов цифровой медицинской экосистемы.

Despite the potential effectiveness demonstrated in individual medical organizations, medical decision support systems (DSSMS) have not been widely used in Russia. Based on the provisions of the National Strategy for the Development of Artificial Intelligence for the period up to 2030, approved by the Decree of the President of the Russian Federation, the article formulates the goal of the national plan for the development of artificial intelligence in medicine, identifies the key factors necessary to achieve this goal, as well as tasks that need to be solved to ensure the creation and widespread implementation of effective artificial intelligence. It is proposed to use the principles of service-oriented architecture (SOA) for the implementation of DSS in the digital medical ecosystem, which should contribute to achieving the stated goal. The article describes the key features and benefits of using SOA in the medical ecosystem. A model for the deployment of SPD in the medical ecosystem based on the principles of SOA with justification of key architectural solutions is described. As an example, the architecture of the DSS is described for assessing the patient’s health status at the outpatient stage from the point of view of services and their management. The possibilities and disadvantages of the proposed model for the implementation of the DSS are discussed.

МЕТОДОЛОГИЧЕСКИЕ АСПЕКТЫ АНАЛИЗА КАЧЕСТВА УСЛУГ АПТЕЧНЫХ ОРГАНИЗАЦИЙ

The quality of a pharmaceutical service is a cumulative characteristic indicating the homogeneity of its provision in accordance with consumer expectations and existing requirements reflected in regulatory documents and institutional-level standards. The level of quality of pharmaceutical services largely determines the position of a pharmacy organization among competitors and its resistance to changing conditions of the pharmaceutical market, and the social aspects of pharmacies' work indicate the quality of drug treatment of patients and the pharmaceutical care provided to them. In this regard, the procedure for measuring and assessing the quality of pharmaceutical services is becoming increasingly important and relevant. Aim. To develop and apply a methodological approach to assessing and analyzing the quality of pharmaceutical services using a number of pharmacy organizations in the Irkutsk region as an example. Materials and methods. Scientific publications and provisions of current regulatory documents defining the basic requirements for the quality of pharmaceutical services were used. The quality of pharmaceutical services was assessed using the expert assessment method with the involvement of 285 experts. The study was based on 30 pharmacy organizations in the Irkutsk region. The competence assessment was carried out by assigning numerical values in points to individual characteristics of experts. When assessing the consistency of expert opinions, the Kendall concordance coefficient was used. Results. The most important tool used in the analysis of the quality of services of pharmacy organizations is the assessment system, which allows measuring the level of quality of services, interpreting the current situation, identifying possible risks and determining the available opportunities to improve the quality of services provided to the population. The article presents a concept for assessing the quality of pharmaceutical services suitable for use in retail pharmacy organizations serving the population. The authors present a ready-made set of tools for analyzing the quality of services: the main provisions of the assessment procedure and assessment criteria are defined and substantiated. The parameters and quality indicators adequately characterize the most important properties of the object of assessment. The results of testing made it possible to identify factors that have a negative impact on the quality of pharmaceutical services at the regional level. Conclusion. The developed methodological approach is universal and allows measuring and analyzing the quality of pharmaceutical services both at the level of individual pharmacy organizations and at the regional level. The obtained results of the assessment indicate a sufficiently high level of quality of pharmaceutical services, however, they provide a basis and opportunity to make a corrective impact on the activities of pharmacy organizations to improve the situation.

The Theoretical Gap in the Study of New Quality Productive Forces and the Economic Analytical Perspective of “Heterogeneity”

Abstract Economic studies on the new quality productive forces NQPF are mushrooming, however, on the whole, the majority of existing studies primarily focus on revealing and summarizing the economic laws guiding the development of NQPF based on the“general”characteristics of individual organizations at the microlevel and institutions at the macro level. This paper argues that the background of “getting great” and the competition scenario between countries determine that “heterogeneity” is the most relevant and theoretically challenging issue in the NQPF, and also the most likely to yield significant academic outcomes. In view of the fact that the existing problem setting, conceptual framework, and analytical tools of existing eccomics fail to effectively address the unique prescriptive phenomena of NQPF, including direct competition between countries, power countries, and heterogeneity, future academic research on new quality productive forces should go beyond the current “general” issues orientation, directly address the extreme phenomena and problems in the “genesis” stage in the latest round of scientific and technological revolution, and strive to push forward the frontiers of theoretical research.

DISCOURSES ON CRYPTOCURRENCY IN THE NATIONAL AND INTERNATIONAL NEWS ARTICLES-A COMPLEMENTARY RESEARCH

The study focused on the discourses on cryptocurrency in national and international news articles. This study utilized a complementary research design to examine cryptocurrency's framing strategies, linguistic features, and ideologies. This study analyzed 50 news articles from leading National and International News outlets published from February 1, 2024, to June 15, 2024. Results revealed that economic consequence and conflict framing were dominant frames. Compounding and Derivation were common linguistic features, while clipping was evident in international news narratives. Moreover, no significant differences were found in economic consequence, conflict, and morality frames. However, there was a significant difference in the attribution of responsibility and human-interest frames. Moreover, there were no significant differences in compounding derivation, initialism, and acronym. However, there was a significant difference on clipping in linguistic features. The ideologies reflected habitus, field, capital, and doxa. Media and technology literacy and political preferences represent the Habitus. While the fields were government regulatory and cryptocurrency exchanges. Economic capital as Central Digital Currency and Bitcoin Etf. Social capital featured politically corrupt figures and influential individuals. Cultural capital represents the digital skills organization and educational background of individuals. Учреждения военного плена на Владимирской земле в 1940–1949 годы

The article analyzesthe activities ofthe Suzdal, Vladimir and Kirzhach prisoncamps ofthe Directorate for Prisoners ofWar and Internees (UPVI) – the Main Directorate for Prisoners of War and Internees (GUPVI) of the People’s Commissariat of Internal Affairs (NKVD) of the Union of Soviet Socialist Republics (USSR), special hospital No. 2989 and separate working battalions No. 340 and 413 of the Ministry of the Armed Forces (MVS) of the USSR, operating on Vladimir land in 1940–1949. The categories and national composition of prisoners of war are traced. The main attention is paid to the Vladimir industrial camp No. 190, through which more than 31 thousand former enemy soldiers passed. The main results of their work are shown for prisoners of war in the labor force balance of individual enterprises and organizations of the region. Information is provided on the quantitative and national composition of more than three thousand prisoners of war buried in 21 cemeteries of the region. The conclusion is made about the significant contribution of prisoners of war to the development of the economy of the Vladimir region in the period under review. This was how they paid, sometimes at the cost of their lives, for the aggressive policies of their Governments.

Health Care Financing Practices Among U.S. Amish.

The Amish are a rapidly growing Christian ethnoreligious group located in the U.S. and Canada. Characterized by self-reliance and a caution regarding the acceptance of modern technologies, the Amish have traditionally relied on community-based mutual aid to finance health care expenditures instead of commercial insurance or public assistance options. However, the cost, structure, and efficacy of Amish mutual aid programs are not well-described. We surveyed 1006 Amish households in 12 states using a 31-question instrument that asked respondents about demographic information, their health, and participation in mutual aid organizations. Statistical analysis was performed with returned surveys. One hundred fifty-five surveys were returned for a response rate of 15.4%. 81% of respondents reported mutual aid membership. The reported annual health care spending ranged from $500 to $18,000 among nine mutual aid organizations. More than 90% of respondents indicated that they "agree" that their community will help them pay for health care, though 39% reported "sometimes" avoiding recommended medical care due to cost. There were statistically significant differences in treatment avoidance due to cost and perceptions of affordability between Indiana Amish and those in Michigan and Wisconsin. The financing mechanisms employed in our cohort included negotiating organizations, subscription models, and voluntary donation. Though mutual aid mechanisms were ubiquitous, the success of individual organizations may depend on Amish population distribution and relationship with health systems. Providers treating this population should understand Amish practices regarding medical billing. Further studies are necessary to develop institutional best practices for Amish and other self-pay populations.

International organisations and global security: Evaluating decision-making effectiveness amid military risks

The purpose of this publication is a comprehensive study of the legal analysis of the effectiveness of international organisations in ensuring global security, the identification of critical problems, and proposals to improve the effectiveness of their activities, particularly decision-making, taking into account the provisions of national and international legislation under conditions of military risks. The research methodology consists of scientific cognition methods, highlighting specific effective strategies for improving global security. These include the dialectical method within the framework of interconnection of opposites and unities in the study of critical issues of international organisations in ensuring global security under military risks; the system-structural method studying complex systems and their interaction in the context of global security, considering specific political, economic, and social factors; descriptive method for a thorough characterisation of international organisations and their primary areas of activity, considering military risks; modelling development of appropriate models for risk assessment and the development of security strategies. The article's scientific novelty and practical significance lie in the fact that it highlights the cooperation of international organisations with Ukraine for the benefit of global security, analyses individual international organisations, and identifies their critical tasks considering military risks. Significant attention is paid to specific provisions of legal acts regulating the activities of international organisations and legal cases from Ukrainian courts (criminal, civil, and commercial) in which specific provisions of international acts are applied, as well as the use of corresponding norms in Ukrainian legislation.Additionally, specific proposals and mechanisms for the participation of international organisations in preventing and resolving military conflicts are suggested. Based on the research findings, conclusions are drawn regarding the overall assessment of the effectiveness of international organisations in ensuring global security under military risks and the possibilities for further development.

Mapping leadership and communities in EU-funded research through network analysis

Background Horizon 2020 and Horizon Europe are flagship programs of the European Union aimed at supporting research and innovation, fostering collaboration among companies, academic institutions, and research organizations. Comprehensive data on projects, objectives, participants, funding details, and results of Horizon projects is available through the open access portal CORDIS (Community Research and Development Information Service). This paper introduces a novel methodology for utilizing CORDIS data to reveal collaborations, leadership roles, and their evolution over time. The case study focuses on the “hydrogen energy” sector, and specifically on the North Adriatic Hydrogen Valley project. Methods The methodology is based on network analysis. Data is downloaded from the CORDIS portal, enriched, segmented by year and transformed into weighted networks representing collaborations between organizations. Centrality measures are used to assess the influence of individual organizations, while community detection algorithms is used to identify stable collaborations. Temporal analysis tracks the evolution of these roles and communities over time. To ensure robust and reliable results, the methodology addresses challenges such as input-ordering bias and result variability, while the exploration of the solution space enhances the accuracy of identified collaboration patterns. Results A case study focusing on Horizon projects in the hydrogen energy sector demonstrates the application of this methodology, revealing the emergence of key leaders and stable communities, and highlighting significant collaboration within the sector. Conclusions The proposed methodology effectively identifies influential organizations and tracks the stability of research collaborations. The insights gained are valuable for policy-makers and organizations seeking to foster innovation through sustained partnerships. This approach can be extended to other sectors, offering a framework for understanding the impact of EU research funding on collaboration and leadership dynamics.

The role of international programs and projects in strengthening the capacity for the development of interterritorial cooperation

Research into the dynamics of the development of European integration processes over the past few years shows that Ukraine has become an active participant in them, and one of the leading roles is played by the presence of common borders with countries that are already EU members. Despite the fact that today the social and economic conditions in the state are extremely difficult, which is caused by Russian military aggression, among the effective directions for solving common development problems and strengthening mutually beneficial ties between neighboring countries is international territorial cooperation at the regional level, local, as well as at the level of individual institutions and public organizations. Such cooperation, in most cases, takes the form of joint international projects involving international technical assistance. The study examines the issue of implementing the EU cohesion policy at different levels of the classification of the territorial division of countries for statistics (NUTS). To date, EU cohesion policy has supported significant improvements in infrastructure, strengthened innovation and capacity building, human capital, public services. A wide range of projects funded through cohesion policy, from health to transport and energy, aim not only at long-term and sustainable growth in less developed regions, but also contribute to sustainable development at the level of EU Member States. At the same time, the issues of implementing effective forms of interregional and cross-border cooperation of Ukraine with the countries of the European Union were revealed, the state of implementation of joint grant projects within the framework of the Interreg programs was analyzed using the example of cooperation between the Transcarpathian region and communities and municipalities of the Republic of Poland. At the same time, the current problematic issues that hinder the increase in the effectiveness of cross-border cooperation at the local level were analyzed in detail, in particular in the context of institutional and resource support, regulatory and informational. Based on the results of the study, the main promising directions for the further development of interterritorial cooperation in Ukraine were outlined and it was established that such cooperation at the local level is a basic element for building international territorial cooperation on its basis.

Multi-echo Acquisition and Thermal Denoising Advances Precision Functional Imaging

Abstract The characterization of individual functional brain organization with Precision Functional Mapping has provided important insights in recent years in adults. However, little is known about the ontogeny of inter-individual differences in brain functional organization during human development. Precise characterization of systems organization during periods of high plasticity is likely to be essential for discoveries promoting lifelong health. Obtaining precision fMRI data during development has unique challenges that highlight the importance of establishing new methods to improve data acquisition, processing, and analysis. Here, we investigate two methods that can facilitate attaining this goal: multi-echo (ME) data acquisition and thermal noise removal with Noise Reduction with Distribution Corrected (NORDIC) principal component analysis. We applied these methods to precision fMRI data from adults, children, and newborn infants. In adults, both ME acquisitions and NORDIC increased temporal signal to noise ratio (tSNR) as well as the split-half reliability of functional connectivity matrices, with the combination helping more than either technique alone. The benefits of NORDIC denoising replicated in both our developmental samples. ME acquisitions revealed longer and more variable T2* relaxation times across the brain in infants relative to older children and adults, leading to major differences in the echo weighting for optimally combining ME data. This result suggests ME acquisitions may be a promising tool for optimizing developmental fMRI, albeit application in infants needs further investigation. The present work showcases methodological advances that improve Precision Functional Mapping in adults and developmental populations and, at the same time, highlights the need for further improvements in infant specific fMRI.

Main types and types of document flow in institutions of post-graduate education in Ukraine

The last third of the 20th century was marked by the transition of a number of countries to the information civilization, under which the majority of workers are employed in the field of information activities, and the main product of production and commodity is information. Currently, information has become the most important resource of society and has acquired strategic importance. Globalization of world processes, on the one hand, and deep socio-political and economic transformations that unfolded in the 1990s, on the other, created the prerequisites for Ukraine’s rapid entry into the global information space. In the new century, the future of our country will largely depend on how energetically and effectively it moves in this direction. Information processes actively affect all aspects of human life. The use of the latest information technologies multiplies this influence. Most of the information is recorded on various material media, contained in various documents. The role of information in the management process is particularly important - at all its levels and in all spheres: political, economic, scientific, cultural, etc. Documenting information, its search, processing, storage and transmission require significant financial, material, labor resources and time. Therefore, the organization of effective work with documents, improvement of all information and documentation processes both on the scale of society as a whole and at the level of individual enterprises, organizations, and institutions is an extremely important direction of management activity. In turn, qualified work with documented information requires a significant number of professionally trained specialists. The current stage of Ukraine’s development is characterized by a difficult and contradictory path of the country’s transition to a market economy. Without a doubt, the success of this transition largely depends on the effectiveness of the management structures of the market economy, whose activities are based on the production and use of information, a large part of which in any organization, as mentioned above, is concentrated in documents.

Navigating Tensions in Green Building Certification: The Impact of Leadership and Collaboration in Temporary Multi-Organizations

The building sector has emerged as a crucial driver of innovation in the transition towards sustainability, gaining increased recognition at multiple levels of society. This shift is not occurring in isolation; it is being accelerated by mounting pressures from both governmental bodies and non-governmental organizations. These external forces are pushing the building industry to adopt more sustainable practices, leading to significant changes not only within individual organizations but also on a broader macroeconomic scale. Policies, regulations, and market demands are converging to create a landscape where sustainability is no longer optional but imperative. Considering these developments, this study set out to investigate the impact of Green Building Certificates (GBCs) on innovation processes within the construction industry. The research specifically focused on how GBCs influence both the technological advancements introduced in building projects and the collaborative dynamics among the various stakeholders involved. By employing a multiple case study approach, the study was able to capture real-world examples and offer a comparative analysis against established academic frameworks. One of the standout findings was the pivotal role played by the green project champion; a leadership figure whose influence extends across all stages of project development. This role is not merely administrative; it is strategic, as the green project champion helps to navigate the complexities of sustainable practices, fostering collaboration among architects, engineers, developers, and consultants. Their leadership is instrumental in ensuring that sustainability goals are integrated into the project’s objectives, while also managing the tensions that arise between the various actors involved. This study highlights the importance of effective leadership and collaboration in driving the successful implementation of GBCs, emphasizing the green project champion’s role as a key facilitator of innovation in the sustainable building sector.

Bridging Global Mandates and Local Realities: Intermediary clusters and interorganizational collaboration for international development

Addressing international sustainable development is an urgent and critical challenge. Existing research has focused on the role of individual intermediary organizations in supporting and shaping inclusive local markets to enhance development. However, it has overlooked how clusters of organizations act as intermediaries to build development capacity, and how they do so through local public institutions. This study focuses on the United Nations (UN) system and examines a specific transnational governance arrangement (Delivering as One) that envisioned the creation of local clusters of UN organizations to facilitate institutional capacity-building in developing countries. By comparing the evolution of the eight pilot UN arrangements, we distil a model of how intermediary clusters facilitate local capacity-building through a process of contextual bridging driven by interorganizational collaboration within the cluster. Our findings identify four mechanisms of contextual bridging. The first two – functional amalgamation of operations and development of a cohesive collective voice – strengthened internal collaboration among cluster members; subsequently, sharing authority with local stakeholders and the local calibration of interorganizational collaboration (IOC) allowed the entrenchment of IOC into the local context. Our work contributes to the literature on interorganizational collaboration and transnational governance in the face of global challenges.

Ontological pleasure: Exploring eating as enjoyment among people with experience of homelessness.

Amidst globally escalating housing and cost of living crises, more and more people face the double challenge of securing shelter and food in their day-to-day lives. Yet, what meanings people with experience of homelessness attribute to eating is not well understood. We analyse eating as embedded in social relations between individual actors, social institutions, and organisations. We draw on a study conducted in Australia between March and October 2022 combining narrative interviews and participant-produced photography with 48 participants to focus on the role of pleasure derived from eating. Including participants who had exited homelessness and were now securely housed alongside participants who continued to experience homelessness offered analytical leverage to tease out nuances across different settings of housing and homelessness. Constraints on eating, how the task of eating is accomplished, and how people partake in civil rituals via food (re)produce the allocation of a position within a moral and social order. Attending to eating as a source of enjoyment in addition to nutrition and a means to quell hunger, we develop the notion of 'ontological pleasure' as a conceptual tool to make sense of these complexities.

Is there a case for or against patents to incentivize green technologies?: A critical evaluation of innovation incentives for the global north and global south

The world society is in urgent need for new ecological problem solutions on a global scale. However, the current system to incentivize invention and innovation for green technologies is only limitedly able to provide effective solutions—particularly in the “global south”. Since patents that exert distortionary effects remain the dominant mechanisms for incentivizing innovation, the debate about alternative incentivization instruments for fostering green invention and innovation has recently been renewed. Yet, some of these instruments run the danger of a so-called “projectitis”, an obsession with static small-scale projects. Instead, this article argues that we need scalable experiments for a better institutional support of systemic invention and innovation activities by improving the global governance regime that moves beyond individual organizations, industries, sectors, states, and geopolitical blocks. From a sustainability nexus perspective, required scalable innovation ecosystems must therefore account for the interconnections between technological, economic, political, social, and environmental issues. A reformed order that combines patents and alternative incentivization instruments may help to redirect resources towards fostering a more systemic, market-based, and consumer-oriented path of legitimate sustainable global development, as proposed by the 2030 Agenda and its sustainable development goals (SDGs), without leaving particular countries behind, while at the same time maintaining companies’ systemic dynamism in the long run.

The Role of Classroom Interactions in Enhancing Speaking Skills in English

Competency in the language with effective transactional abilities can be the only best way to ensure their development and sustenance.
