The Creative Career of Mikhail V. Shkondin (Analysis of Publication Activity)

Over the past twenty years, Russian scientists have been able to use the resources of the scientific electronic library eLibrary. The scientific and educational experience of the author of the article suggests that not all researchers adequately use the resources of this library to assess their own publication activity, determine their place among the authors of the relevant topics and manage their own publication indicators. It is important in the competitive environment of the scientific world both for the authors themselves and for the scientific and educational organizations affiliated with them. The study analyzed the publication indicators of one of the well-known authors in the field of media research — Mikhail Vasilievich Shkondin in accordance with the possibilities provided by the NEB for such an analysis. The specific reason for the analysis was the anniversary of M.V. Shkondin. The article presents general indicators of the publication activity of M.V. Shkondin (the number of publications, the number of citations, the Hirsch index for eLibrary, for the RSCI and for the core of the RSCI), places in the ranking for the same indicators, a statistical analysis of the dynamics of the number of publications by M.V. Shkondin according to the RSCI and the core of the RSCI, distribution of publications by journals, distribution of citations of M.V. Shkondin's texts by years of citing and cited publications. In addition to quantitative, we also conducted a qualitative analysis of the topics of M.V. Shkondin's publications. The study found that M.V. Shkondin's publication activity indicators are clear evidence of the professor's significant contribution to the development of media and journalism research. The methodology applied in the study is useful for other authors registered in the NEB eLibrary.

The effectiveness of research in animal husbandry through the prism of publication activity

Recently, the effectiveness of research is largely determined by the indicators of publication activity. According to these indicators it is customary to evaluate individual scientists, research teams, research centers, educational institutions and even states. Various international scientometric systems are used for the analysis, among which Web of Science and Scopus are the liders. The Strategy of scientific and technological development of our country, approved by the Decree of the President of the Russian Federation (dated December 1, 2016 No. 642), the priorities of the scientific and technological development of the Russian Federation for the innovative development of the domestic market of products and services, the stable position of Russia in the foreign market are determined. The purpose of the work was to determine the effectiveness of research in animal husbandry through the prism of publication activity in the scientometric systems Web of Science and Scopus. As a result of the analysis the share of publications of Russian scientists in journals and publications included in the international scientometric systems Web of Science and Scopus including in animal husbandry has been determined. A significant lag in the publication activity of domestic scientists in the analyzed systems from colleagues of leading Western countries has been established. Among the total number of publications reflected on the Web of Science platform for 2010–2020, 857 468 pieces or three quarters of the total set of scientific articles, preprints and monographs in the world are devoted to the problems of animal husbandry, which indicates the importance of this branch of science for the world economy.

Международная мобильность и публикационная активность молодых ученых: что говорят статистика, библиометрия и сами сотрудники

The article presents the results of a research project on the international mobility of the young Russian scientists. This study is focused on the impact of education or work experience abroad on their future scientific careers, namely their publication activity. The project attempts to consider academic mobility not from the traditional point of view of “brain drain”, but from the perspective of “brain circulation” which sees mobility as a mechanism for the transfer of knowledge and a valuable source of innovation as well as a necessary element of training and development of human resources in science. The participation of the young Russian researchers in international mobility was shown with the help of data from several nationally representative sociological surveys. The original feature of this project consists is combining two different methodological approaches: both objective and subjective assessments were brought together in order to evaluate the impact of international mobility on the future publication activity of young researchers. The case study of one large Russian university was examined: a unique database combining both biographical data (open information from CV and publication activity indicators (data from Scopus)) of employees of this university was collected. In addition, the in-depth interviews were conducted to complement the analysis. According to the study, the involvement of young Russian scientists in international academic mobility over the past years has been low in comparison with other countries participating in the Organization for Economic Co-operation and Development (OECD). A positive relationship between the international mobility and scientific productivity of Russian scientists was revealed. As was shown, young researchers involved in international mobility not only publish more scientific article on average, but their papers are in fact published in higher ranking journals and are cited more often. Based on the materials of in-depth interviews, the specific mechanisms pushing a young researchers to upgrade their publication activity after or during their academic mobility were identified.

The stability of the industry is determined by the efficiency of the organizations, therefore it is important to conduct an individual performance assessment. Scientific organizations provide information and methodological support for industrial sectors, as well as create, test and implement innovative developments. Evaluation of the effectiveness of a scientific organization is made up of various indicators, but recently a group of indicators reflecting publication activity has gained particular popularity. Publication activity does not fully reflect the activities of a scientific organization, but at the same time it can be used in comparative analysis, in building trends, in the planning process, etc. The convenience of such an assessment of activities is beyond doubt, but the objectivity is questionable and requires additional data. Currently, publication activity indicators are the main publicly available method for assessing the work of a scientific organization. In this regard, the need for correct methodology and data provision increases. Evaluation of the activities of FSBSI FRASC is carried out on the basis of data from the eLibrary.ru information base, the information of which is publicly available and, if necessary, will allow a comparative analysis.The assessment of publication acti- vity is carried out using citation indices, it consists not only of considering the number of articles by the authors of the scientific center, but also a qualitative analysis of journals, the number of authors in the article, the frequency of citation and the demand for publications, other printed publications of the scientific center are considered. This approach improves the reliability of the estimate. Thus, the use of a citation index, taking into account the shortcomings of this method, can give an objective assessment of publication activity and determine the directions for increasing the effectiveness of a scientific organization.

Эмпирический анализ публикационной активности: конвергенция российских регионов?

Scientific activity is one of the widely recognized sources of economic growth. Currently research is increasingly concentrating in universities. However, federal government policies were aimed at promoting science in Russian universities between the 2000s and 2010s and their consequences are difficult to interpret unambiguously, either positively or negatively. On the one hand, state policies were aimed at supporting universities; on the other hand, only the best universities received this support, which led, among other things, to a stratification of Russian regions in terms of the level of university science development. The solution to this problem is of great interest in terms of prioritizing public policy in support of research and its criteria, but so far these issues have not been sufficiently addressed in studies that include detailed empirical evidence. This article presents the results of an empirical study of the convergence of Russian regions in terms of the level of scientific development. Indicators of publication activity of universities for the period 2006-2015 aggregated at the regional level have been used to measure scientific development. The empirical estimation of convergence has been made on the basis of adapted methodology of economic convergence analysis, including the estimation of dynamic and spatial models of panel data by the system generalized method of moments. In general, the results obtained lad to the conclusion that there are processes of scientific convergence of Russian regions except for some sub-periods

Comparative analysis of the demand for the results of scientific activities in the field of astronomy and biotechnology

The author emphasizes the most important role of astronomy as one of the oldest areas of research and biotechnology and as a relatively young field of basic research. Five vectors in biotechnological research are specified. The purpose of this study is to evaluate the findings of 2013–2018 in these two scientific fields on the basis of RSCI (Russian Science Citation Index) databases. The analysis was accomplished with a number of scientometric indicators: publication activity of researchers, as well as citation and relevance of their findings. The dynamics of indicators of publication activity is evaluated: for astronomy, the indicators remain practically unchanged, while for biotechnology, the same indicators exceed the eponymous figures in astronomy threefold. Besides, the values were continuously increasing since 2013; and in 2017, the publication activity indicators increase by up to 25% as compared to 2013. At the same time, indicators of citation for astronomy and biotechnology, reflecting the academic community response to the research findings, as well as the demand indicators, were continuously decreasing over the 5-year period. At the same time, in terms of demand, the research findings in astronomy and biotechnology were in the top of the natural science studies during the whole period under consideration.The article includes a number of tables representing the study results. 

A Bibliometric Approach to the Development Dynamics of Some Topical Trends in Robotics

The evolution of the new topical trend for autonomous mobile robots is analyzed by bibliometric techniques. Publication activity indicators are identified. Changes in the number of authors, specialized information sources, and set key words and word collocations were considered. Some attention was paid to the citation rate of publications. The applied tools were the Scopus (Elsevier) abstract and citation database and the SciMago Journal Rank (SJR indicator) (Granada University, Spain), which uses information from the Scopus DB.

Сравнительный анализ показателей публикационной активности и цитируемости российских учёных в отдельных естественнонаучных областях знаний по данным РИНЦ и WoS CC

The article considers the indicators of publication activity in 2013-2017 and citation of Russian scientists in the field of biology, mathematics, Geology and mechanics, reflected in the Web of Science Core Collection (WoS CC) and the Russian science citation index (RSCI). It is revealed, that due to the minimal representation of Russian journals in the WOS СС and the weak representation of Russian authors in English-language publications, their maximum indices of Hirsch and citation in the WoS CC in the field of biology, mathematics and mechanics are significantly less than the maximum indicators of these indices in the WOS CC system, except geology. At the same time, the maximum citation index for biology in the RSCI exceeds the same indicator for WoS CC twice, for the other three branches of science - 30-90 times. It is stated that the world scientific community is not receiving a significant amount of new information and knowledge created by Russian scientists and experts on the basis of their research.

APPLICATION OF SCIENTIFIC INDICATORS FOR COMPARATIVE CHARACTERISTICS OF MEDICAL UNIVERSITIES IN RUSSIA 

The purpose of this study is to compare the effectiveness of scientific activities of the largest medical universities in Russia on the basis of data from foreign and domestic scientific resources, and to establish the degree of correlation between the data presented in various citation indexes. The information on publications of employees of the 20 largest medical universities of the Russian Federation for last five years was analyzed: the number of articles, the number of citations of articles and University Hirsch index. The sources were the database of the Russian Scientific Citation Index (RINC) (the publications in the journals included in the core of the RINC were taken into account separately), the Scopus database and the Web Of Science database (WoS). On the basis of the data obtained, the organizations were ranked according to several scientific indicators and correlation between various indicators was established using the coefficients of rank correlation. Correlation was revealed between different indicators of publication activity in the WoS and Scopus databases. There was no significant correlation between the data obtained in the analysis of citations in the core of the RINC with the data obtained from the analysis of citations in the international databases WoS and Scopus. Correlations with the indexes in other databases and the core of the RINC were also not revealed. The study was limited only to medical universities of the Russian Federation and the results cannot be used to compare indicators in other fields of science. To analyze the publication activity of medical universities, the use of databases (DB) Scopus, WoS is possible. The indexes calculated on the basis of the citation of journals included in both the RINC and separately into the core of the RINC cannot be applied to characterize the intensity of scientific research at the international level. Carefully use indicators derived from RINC data in combination with indicators obtained from the Scopus and WoS databases. It also raises doubts about the objectivity of the ratings of medical universities, which are based on the use of data from the RINC. For the first time, using the method of statistical analysis were established correlations or their absence between the citation indexes in various databases. The results of the research can be used to compile medical university ratings based on the results of scientific activity

The development of the method of ratings formation of scientific and scientific-pedagogical staff publication activity

The analysis of the publication activity of domestic universities according to SciVerse Scopus scientometric database is conducted and its dependence on the effectiveness of the motivation systems in these universities is established. The necessity of rating the publication activity of scientific and scientific-pedagogical workers of higher educational institutions as effective ways of ensuring the competitiveness of universities, providing and improving the presence in international and domestic universities rankings is substantiated. The positive experience of managing the publication activity on the example of the Taras Shevchenko National University of Kyiv and the Lviv Polytechnic National University is shown. The methodology for the formation of the rating of the SSPS publication activity by the indicator is developed, which is calculated as the average number of scientific publications (monographs, articles, conference proceedings) for a certain period. It is shown that the indicators of publication activity and citation indexes are not the only and final criteria for assessing scientific results, but only an instrument for supporting decision-making by experts. Measures are developed to strengthen the publication activity.

The use of citation databases for the assessment of the research activities of organizations in Belarus

This paper reviews the use of publication activity indicators for the assessment of the qualifications of scientific and teaching staff. A new section entitled The Publication Activities of Scientists in Belarus has been created on the website of the Central Science Library of the National Academy of Sciences of Belarus. This section includes a list of periodicals that are available for the publication of scientific results in key areas of research (based on the Web of Knowledge) and a listof Belarusian organizations that are ranked by the h-index and the number of references to their papers according to Scopus. This section also provides the editors of scientific journals with recommendations on the inclusion of citation data into global databases and other materials for researchers.

THE REPRESENTATION OF SCIENTIFIC PUBLICATIONS OF RAMS IN WEB OF SCIENCE: EVALUATION OF CURRENT INDICATORS AND PROSPECTS OF THEIR INCREASING

The contribution scientific publications of Russian Academy of Medical Sciences (RAMS) in the national publication stream, indexed by Web of Science over the past thirty years, was estimated. The indicators of publication activity that are necessary for the institutions of RAMS to achieve in short-term period the conformity with bibliometric indicators, established by Presidential Decree of May 7, 2012 (to increase the share of Russian publications in Web of Science to 2.44% in 2015) were calculated. It is shown that the current structure of global science, where publications in medicine make up for approximately one third of scientific publications in the world, set for RAMS scientists particularly difficult task: to double in three years the number of publications in Web of Sci. In the article are proposed the priorities and the necessary steps to fulfill this task.

Subject-based publication activity indicators for medicinal & aromatic plants research

The paper analyses 2339 research papers appearing in 330 journals covered in Medicinal and Aromatic Plants Abstracts, India (1983) on the basis of their broad subject fields such as agronomy, phytochemistry, pharmacology and clinical research; their country of origin; plant genera and their species; and by type of investigation. Under each of the broad subject fields and major genera, an attempt has been made to identify the nature and focus of research in different countries through minimal level content analysis. Special focus of the paper has been the analysis of Indian publication output.
