Presidential politics: The controversial election of 1945

A change of leadership is an opportunity for an organization to review its values and objectives and, perhaps, set a new course for itself. As World War II was drawing to a close in 1945, the Royal Society was faced with such an opportunity, having to select not only a new President in succession to Henry Dale but also two new Officers. Many within and beyond the Society were keenly interested in the outcome. Almost 20% of the Fellowship, spurred on by Percy Andrade, signed a petition setting out for the benefit of Council where the Society should be heading and the attributes that the incoming President would need to lead it there. The petitioners' vision proved somewhat controversial, but more controversial was their action in seeking to influence Council directly rather than leaving things to take their normal discreet course. In the end they won the argument but lost the battle. The episode is revealing of the Society's values and culture at the time.

At the annual IATEFL conference in Brighton this April, the current president Herbert Puchta will hand the baton to incoming President, Eric Baber. Eric, who has been a member of IATEFL for all his professional life, writes ‘I hope I will now have the opportunity to give back to the organisation and its members as much as I've received over the years’. Setting out his vision in the IATEFL newsletter, Voices, Eric explains that he aims to reach out to younger teachers, in particular through email discussion groups. He aims to ‘ensure that as an organisation we offer more and better value than the thousands of discussion groups available elsewhere in order to ensure that IATEFL remains strong and relevant to teachers of all age groups’. Letter from EEA President

As the incoming President of the European Economic Association (EEA), I am writing to keep you informed about some of the ongoing initiatives that the EEA is involved in to support and develop the economics profession in Europe. ... The EEA website, http://www.eeassoc.org, is updated on a daily basis so please monitor it to find out about the latest developments in the EEA. The EEA aims to be a dynamic and responsive association so please contact us if you feel there are things we can do better. It is a good moment for me to thank the outgoing President, Timothy Besley, for his excellent work during 2010 and to thank Richard Baldwin, Erik Berglof, Tito Boeri, Rachel Griffith, Ines Macho-Stadler, David Martimort and Ernst-Ludwig von Thadden, our retiring council members for their efforts on behalf of the Association. At the same time, we welcome Manuel Arellano to the Executive Committee – he will serve as President in 2013. We also welcome Oriana Bandiera, Maristella Botticini, Wouter den Haan, Barbara Petrongolo, Marta Reynal-Querol, Jean Marc Robin and David Stromberg, the incoming council members and thank them for their willingness to serve. The EEA is indebted to the work of its highly efficient secretariat, Gemma Prunner-Thomas and Piero Tedeschi, and I am looking forward to working with them and on your behalf in the current year and making this another memorable year in the life of EEA. I am looking forward, in particular, to welcoming you to Oslo in August.

New year's greeting from the ESNR

From 2006 to 2010, Prof. James Byrne (Oxford, UK), served as editor-in-chief of Neuroradiology, the official journal of the European Society of Neuroradiology– Diagnostic and Interventional (ESNR). Under his leadership, and thanks to his innovative ideas, the impact factor of Neuradiology increased from 1,488 in 2005 to 2,616 in 2009. In the ranking of radiological journals, Neuroradiology rose from position 44 (out of 84) in 2005 to position 31 (out of 104) in 2009. These changes reflect the increase of quality in scientific content, which improved the standing of Neuroradiology in comparison with other radiological journals. As secretary-general of the ESNR and as the new editor-in-chief, (GW) and incoming president of the ESNR and secretarygeneral of the World Federation of Neuroradiological Societies (PP), we want to thank James Byrne for his efforts, and congratulate him with this outstanding achievement. We would also like to thank and congratulate the hard-working section editors, managing editor, and reviewers, without whose invaluable help, this success could never have been achieved. It is not by coincidence that the new editor-in-chief of Neuroradiology is also a member of the Executive Committee of ESNR. Neuroradiology is the official journal of ESNR, and it should reflect the ideas and philosophy of our society and of our discipline. Our Journal needs to reflect the leadership role of ESNR in establishing standards of training and practice in diagnostic and interventional neuroradiology. We must assume responsibility in the teaching and education of young neuroradiologists inand outside Europe, we must stimulate scientific research, and we must encourage our colleagues to submit their best work for publication in Neuroradiology. Thanks to the strategic leadership of the late Prof. Pierre Lasjaunias, Prof. Olof Flodmark, Prof. Martin Schumacher, and Prof. Marco Leonardi (all former presidents of ESNR and members of the former European Board of Neuroradiology), a Division of Neuroradiology was created within the UEMS Section of Radiology in 2008. Under the presidency of Prof. Olof Flodmark, this division will determine and finalize the standards of training in diagnostic and interventional neuroradiology in close collaboration with the scientific committees of ESNR. Education in Neuroradiology remains a main objective of our society. We are therefore very happy and proud to announce the creation of the European School of Neuroradiology (ESONR), mainly thanks to the vision of our former President, Prof. Marco Leonardi. The ESONR will offer three levels of courses to all those interested in Neuroradiology. The first level consists of basic “Galen” courses in Neuroradiology, which are organized in conjunction with the European School of Radiology (ESOR). The second level, which is the cornerstone of our educational activities, is the European Course in Neuroradiology (ECNR), which has been successfully organized since 1984, and remains dedicated to the memory of one of its founders, Pierre Lasjaunias. The third level consists of advanced courses of higher qualification in the different subspecialities in Neuroradiology including, among others, Interventional Neuroradiology and Paediatric Neuroradiology. ESNR aims to stimulate scientific excellence in neuroradiology by awarding prizes to the very best and creative researchers during the annual congress of ESNR. P. M. Review Essay: Partners in Development Report of the Commission on International Development

PARTNERS IN DEVELOPMENT Report of the Commission on International Development Lester B. Pearson, chairman and editor New York: Praeger, 1969. 399PP, $2.50 paperShortly after its first print run in 1969, the UKPrime Minister Harold Wilson said of the Pearson commission, I am convinced that it will become one of the most important documents of the twentieth century. Forty years later, there is evidence to support Wilsorfs prediction. It is worth revisiting the main recommendations of the Pearson report and tracing how they affected the organizations and the debates that the commission and its World Bank sponsor sought to influence.Much has changed in four decades but many of the conditions that made the commission necessary then are still with us today. Late in George Woods's presidency at the World Bank (1963-68), he grew concerned with waning government support for international development cooperation, a concern that the bank's current president, Robert Zoellick, shares. In a timely intervention in 1967, Edward Boyle, who had a significant hand in establishing the UK's bilateral aid agency, invited Woods to attend a meeting to explore ways to rejuvenate government support for international development. As a result of these discussions, the idea of commissioning a major report on the subject began to gain ground.Woods publicly proposed a report in a 1967 speech to the Swedish Bankers Association and then sought out Sir Oliver Franks to lead the study. Franks had been instrumental in formulating the European response to the implementation of the Marshall plan. The report's goal, Woods explained, was to identify what has worked well and to propose new ideas to raise living standards in low- and middle-income countries. The mandate fit well with Franks' s own experience in the European context. Nevertheless, Franks declined to participate.In August 1968, incoming World Bank President Robert McNamara seized on Woods's idea. McNamara agreed with the assessment that World Bank members were turning their backs on development cooperation. The mood in the United States was particularly worrisome. McNamara demanded empirical analysis and astute advice on how best to rejuvenate government support for official aid. This evidence-informed approach was consistent with McNamara' s leadership at Ford and the Pentagon, but it had never been used to justify the importance of foreign aid. During the 1950s and 1960s, governments with aid programs relied largely on two arguments. Idealists argued for a Marshall plan for the developing world. It had worked in Europe and could work again for the poor in developing countries. Realists pointed to the creeping threat of communism and suggested that aid and military assistance could help to restrain Soviet influence. Both of these arguments proved so convincing that there was little demand for a systematic examination of whether foreign aid actually worked.McNamara turned to Lester Pearson to chair the report. Pearson was a curious choice. As US secretary for defense during the Kennedy and Johnson administrations, McNamara had had tense relations with Pearson because of Canada's opposition to the expansion of the Vietnam War. Moreover, it was no secret that McNamara wanted the report to influence American government policy, which meant that its chair had to carry weight. Pearson's international stature was evident, but he was not a universally popular figure in Washington. Nevertheless, he was interested, available, and widely respected. McNamara decided he could do the job.In accepting the chairmanship, Pearson signed on to study the consequences of twenty years of development assistance, assess the results, clarify the errors and propose the policies which will work better in the future (i). He demanded considerable independence from the bank in order to conduct the study. Pearson selected seven commissioners, established a small secretariat with offices in Washington and Ottawa, convened experts, and conducted field visits. …

World Federation of Neuroradiological Societies

Nancy, To : Members of WFNRS Presidents National Societies of Neuroradiology Individual Members of National Societies of Neuroradiology The World Federation of Neuroradiological Societies — WFNRS — was originally conceived by Prof. Derek Harwood-Nash and was established in 1993. The mission statement reads: WFNRS is an umbrella organization composed of 25 national and regional neuroradiological societies. It fosters international saentific and educational programs in neuroradiology and promotes cooperative projects between its member organizations and those in allied disciplines. This mission statement is held in very general terms and can be claimed to be non-committing! It is almost 20 years since the WFNRS was established and Radiology and Neuroradiology in particular, has seen a breathtakingly quick technical development not only in our discipline but also in the society in general. Internet and the advent of rapid data communications have redrawn the map and completely changed the conditions for an organisation like WFNRS. Although the social aspects of a scientific meeting can not be underestimated, the traditional way of communicating experiences and scientific ideas during large and small scientific meetings and courses is not fast enough and new types of meeting places are established every day. The WFNRS has an organisation and particularly a constitution of the past and has yet to take the step into the 21st Century. Whether we like it or not, radiology as a single discipline is unlikely to survive. Future neuroradiologists will probably not need to have general radiology training. Thus it will be necessary to reform the training of neuroradiologist into becoming a neuroscientist with an imaging profile with or without competence in endovascular treatment. It will be necessary to reorganise future departments of radiology in order to support organ or disease process oriented work flow with distributed equipment localised close to the patient and in an intellectual environment with organ-specialised clinicians of various profiles. The nature of neuroradiology today is not a specialty focused on producing an ever increasing number of examinations and reports but rather a clinical specialty in which the neuroradiologist can have an intellectual exchange of knowledge and skills providing added to patient care with his or her particular competence in imaging interpretation and minimally invasive treatment as applied in patients with diseases of the central nervous system. This is the challenge of the new decade and the early parts of the 21st Century! It is this understanding of our future that must guide the activities of the WFNRS the next decade. We should not be in the business of arranging courses or meetings. There are other organisations far better equipped and proficient in these tasks. We should not think that we can have a leading role in research or providing networks for exchange of scientific news. This is done anyway! It is for this reason that the outgoing and incoming presidents of the WFNRS has agreed to present the following program for the next four years. It is to realise this program that we ask your approval 1. The future of WFNRS we believe is to a significant degree in cyber space. We are convinced that the most important mode of communication with a world wide membership is over internet. 2. We plan to use the funds remaining from previous contributions to develop a web-site of WFNRS. 3. We propose a nominal fee for society membership in WFNRS for the coming two years — USD 50.00 for annual membership 2010-2011 4. We will perform an inventory of those training charters available in different parts of the world. These charters will be made available on the web-site 5. This inventory should be used to formulate WFNRS guidelines about training in diagnostic and interventional neuroradiology 6. We propose that WFNRS will prepare and formulate Technical and Professional Guidelines in other areas such as: a. Continuing medical education/continuing professional development b. Quality assurance c. Accreditation of training centres d. Good medical care in neuroradiology e. Good standard of practice in interventional neuroradiology f. Postgraduate training — examination 7. Support subspecialisation within neuroradiology a. Support preparation of Technical and Professional Guidelines b. Invite subspecialisation societies to join WFNRS 8. Provide a discussion forum for the future of neuroradiology a. Future training of neuroradiologists b. Relationship with neuro science c. Foster exchange of ideas within neuroscience d. Future training of neuroscientists with imaging profile It is our conviction that WFNRS could play an important role in the coming decade provided that the activities of the Federation add value to the membership societies, and their members. Should we fail in this concept, and you are the judges about our success, it is possible that the world of neuroradiology would do well without a World Federation. COMMISSION 51: BIOASTRONOMY

Commission 51 met on August 12, 2009. Outgoing President Alan Boss chaired the meeting, and there were several dozen members present, including incoming President William Irvine, incoming Vice President Pascale Ehrenfreund, and outgoing Past President Karen Meech. Commission 51 (C51) was re-authorized for a term of six more years at the 2006 Prague General Assembly of the IAU, and hence comes up for renewal at the 2012 IAU General Assembly in Beijing, China.

COMMISSION 25: STELLAR PHOTOMETRY AND POLARIMETRY

The Business Meeting for Commission 25 was held on the 6th of August 2009. The meeting was chaired by Dr Eugene Milone, Vice President for the 2006-2009 triennium, and incoming President for the 2009-2011 triennium. Dr Milone presented an apology from the President of the Commission, Dr Peter Martinez, who was unable to attend the meeting.

COMMISSION 53: EXTRA-SOLAR PLANETS

Commission 53 met in August 12, 2009. Outgoing President Michel Mayor chaired the meeting, and there were several dozen members present, including incoming President Alan Boss, incoming Vice President Alain Lecavelier des Etangs. Commission 53 (C53) was founded at the 2006 Prague General Assembly of the IAU. After a period of 6 years, C53 will come up for renewal at the 2012 IAU General Assembly in Beijing, China. For the moment, more than 150 IAU members have asked to be members of C53 and few dozen non-IAU members having asked to be informed of the commission activity.

Highlighting the Science of Cancer Prevention

As incoming President of the American Association for Cancer Research (AACR), I am delighted that the AACR publishes the journal Cancer Prevention Research and that this journal is meeting with great success, because I believe the AACR should continue to increase its efforts in the arena of cancer prevention. The past few decades in particular have seen breathtaking advances in the understanding of the biological underpinnings of cancer: how it begins, progresses, and ultimately can kill. Although huge effort has rightly gone into understanding and treating the later stages of cancer, producing advances that often turn cancer from a death sentence into a manageable chronic disease, still, too often such therapeutic approaches ultimately can do little to help the patient. Simply put, once the cancer horse is out of the stable, treatment comes too late.What does the term “cancer prevention” encompass? In the popular press, cancer prevention often means something as simple as cessation of smoking or adoption of dietary habits. But cancer prevention does and should mean much more. We owe our understanding of the mechanisms of cancer, and therefore of cancer therapeutics and of how to treat clinically apparent cancers, to cancer research. Such research has also had the effect of changing the picture for cancer prevention: now a real potential exists for extending hard-won scientific knowledge of cancer more broadly into cancer prevention itself, forestalling the great human and other costs of treating cancer at its late stages.This perhaps requires redefining cancer prevention. A definition from the view 40,000 feet up is that cancer prevention is simply earlier and earlier treatment, blocking the risk and progression of cancers by beginning at stages very much earlier than traditionally done. Cancerous cells and cells at a high risk for progression into cancer are generated and progress much earlier than the stage at which cancer is usually treated: at the onset of the clinically manifest tumor. Therefore, cancer prevention can be divided into primary, secondary, and tertiary prevention. Primary prevention involves avoiding exposure to carcinogenic agents or behaviors and frequently is applied to broad populations. Secondary prevention targets existing, more specific risks in more closely defined higher-risk populations. Tertiary prevention primarily aims to prevent or control the symptoms and morbidity of established cancer, or the morbidity caused by cancer therapy. Although tertiary approaches do not involve preventing (or treating) cancer at the outset, it is important to note that prevention of recurrence of a preexisting cancer or of a subsequent, different cancer following definitive treatment of early-stage cancer patients also can be included in the definition of tertiary cancer prevention. All these modes of prevention are on a gradient of increasing risks and are directed at successive stages of advancement to cancer, which can take many years.Because so much is now understood about the cellular, molecular, and contextual changes of these stages, they are ripe for attack by cancer researchers who would not traditionally define themselves as cancer prevention researchers. For example, the explosion of studies in genetically engineered mice may be as (or more) relevant to prevention study of early carcinogenesis and targeted drug development as it is to therapy, where it originated. Recent such studies have shown that inhibitors of mammalian target of rapamycin, nuclear factor-κB signaling, and vascular endothelial growth factor receptors have strong activity in genetically engineered K-ras mouse models of lung carcinogenesis at the level of premalignant stages; this work reflects the importance of targeting angiogenesis and other microenvironmental or stromal interactions with neoplasia not only for cancer therapy but for prevention as well. Another study found that intravesical delivery of a mammalian target of rapamycin inhibitor strongly suppressed bladder tumorigenesis in a novel mouse model involving targeted deletion of the phosphatase and tensin homolog gene and p53. Also, the science of endogenous tumor-antigen vaccines began in advanced cancer therapy, where the vaccines did not work, and has begun to shift to cancer prevention, where the vaccines are showing promise in genetically engineered mice (e.g., MUC1 vaccination for treating inflammatory bowel disease and preventing colon cancer), and to clinical trials in early, low-volume disease.In sum, we as cancer researchers have an unprecedented opportunity before us. The breadth and excitement of current opportunities in the science of cancer prevention have never been greater. By putting stress on the importance of solid science and improving communications among the various prevention science disciplines, we can hasten the ability of cancer prevention to achieve new clinical impact by reducing cancer risks associated with important factors such as molecular signaling pathway alterations, obesity, smoking, stress (and even, dare I say, telomeres and telomerase).No potential conflicts of interest were disclosed.

Shelly Spiro: A Pharmacy Technology Guru ASCP President 2009-2010

Rachelle "Shelly" Spiro, RPh, FASCP, incoming president of the American Society of Consultant Pharmacists (ASCP), believes sharing information electronically will greatly benefit pharmacy practice. In recent years she has been an expert in health care technology, helping establish standards for reporting health care data on outcomes, reimbursement, and electronic medical records--all areas that affect consultant pharmacists. One of her goals as president is to help mentor potential leaders by having a grassroots campaign to reach out to students in schools of pharmacy. In addition, she wants ASCP's leadership to move to a more regional structure and get members more involved locally at state levels.

Summer retreat

The ASIS&T Board recently held its annual summer retreat, this time on the campus of the University of North Carolina, in lovely Chapel Hill. The location had much to recommend it, as four of the members, including the incoming President Gary Marchionini, are Tar Heels; it made the logistics for the meeting — which is more typically held near Washington, D.C. — much simpler. Now North Carolina may lead the nation in creepy place names — think Great Dismal Swamp, Kill Devil Hills and Cape Fear — but it is unfailing in its welcome to visitors, even if they are Yankees or other foreigners. We were shown real southern hospitality and all the grits we could eat. We were even blessed with mild weather, rather than the usual humidity that hangs like kudzu over the southeast during mid summer. Increasing the rate for funding for regional chapters on a member-by-member basis. Under this scheme, active chapters will receive at least five times as much per regular member, an average increase of several hundred dollars per chapter. [Approved] Doubling the amount of money given to student chapters at the start of their year. [Approved] Responding to the recession by defining a “hardship” category so that more low-income members can renew at a special $40 rate. [Approved] Improving and publicizing the placement service at the Annual Meeting. [In process] Holding a new summit related to scientific data collection and management during 2010. [In planning stages] Creating additional scholarships for students to attend the Annual Meeting; seven scholarships would be competitive on a regional basis and provide an additional incentive for students to become involved in local activities. [Under discussion] Making more effective use of social media, such as blogs, wikis and Second Life, to keep in touch with members. [Under discussion] Hiring a part-time “interaction manager” devoted to accomplishing the previous goal. [Under discussion] Finding ways to make Annual Meeting presentations more interactive and involving through changes in scheduling and format and through use of technologies. [Under discussion] Devising a mechanism to solicit real-world information problems and have design teams compete for a solution. [Under discussion] As indicated above, several of these changes are already in effect, while others await a financial analysis or further tweaking. The remainder of the initiatives will take a few months to flesh out, but we expect them to be in place sometime in 2010. I left the University of North Carolina encouraged by our discussions, and certain that North Carolina deserves a better official motto than “We're the state north of South Carolina.” With four Board members, not to mention three LIS programs, maybe its motto ought to be “The State of Information Science.”

Presidential Control of High Courts in Latin America: A Long-term View (1904-2006)

In many Latin American countries the executive branch manipulates the composition of the Supreme Court, and judicial independence has remained elusive. Because high courts can exercise judicial review and influence lower courts, incoming presidents often force the resignation of adversarial justices or “pack” the courts with friends. One indicator of this problem has been the high turnover among members of the high courts. In this paper we offer systematic evidence to compare this problem across countries and to place this issue in historical perspective. Our analysis covers 11 Latin American countries (Argentina, Brazil, Chile, Colombia, Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Panama, and Uruguay) between 1904 and 2006. We model the entrance of new justices to the Supreme Court as a function of “natural” (legal and biological) factors, political conditions empowering the president to reshuffle the Court, and institutional incentives promoting executive encroachment on the judiciary.
