Typology of regional economic development strategies

Aim. To develop a typology of economic development strategies by groups of grounds and ways to improve strategic planning on the example of the regions of the North-West Federal District (NWFD).Objectives. To form groups of general grounds for the classification of regional strategies of economic development; to identify the types of strategies within each group of grounds; to carry out the typology of strategic plans of the NWFD regions; to develop recommendations for individual subjects of the NWFD on the improvement of strategic planning in the territory.Methods. The article uses the method of classification and comparative (comparative) method as a key technique.Results. The author presents a typology of economic development strategies of the NWFD regions on such groups of grounds as institutional, exogenous and endogenous. According to the institutional basis, the strategies of the regions are classified by a set of norms and rules for strategy formulators. Taking into account the exogenous basis, the typology is based on the correlation between the strategy and the external environment. On the endogenous basis the strategies are divided depending on their content.Conclusions. The above approach to the typology of regional strategies allows us to formulate recommendations for a number of subjects of the North-West Federal District on improving strategic planning in the territory (in particular, to develop sections on resource endowment in the strategy, to highlight the stages of strategies, to increase the number of key targets, etc.). The prospect of the study may be the development of additional bases for the classification of regional strategies, as well as the types of regional strategic plans.

Creating information about business processes of IT-company in management accounting

Introduction. Formation of information about business processes in the management accounting system will help to avoid the deforming transformations of individual processes and sharp dynamic fluctuations in key business performance indicators. For a clear understanding of the need to optimize each process in the management accounting system, there is an opportunity to form a series of indicators that will demonstrate in real time the growth in business value and its real state. For IT companies, it is necessary to take into account the peculiarities of their organization and the construction of business processes, the identification of a series of indicators to identify «bottlenecks» and determine processes that need optimization and reengineering. The purpose of the study is to explore and analyze methods of creating information about business processes in IT companies.
 Research methods. To conduct scientific research in the article, the following were used: monographic analysis to study scientific works on the topic of research; critical analysis – assessment and comparison of approaches, methods, and results of previous studies; case study methodology – studying the practice of management accounting in IT companies; data analysis and statistical analysis, content analysis, and expert evaluations to obtain results.
 Results. The article highlights the processes of analysis and description of business processes, identification of key performance indicators, and integration of technologies for optimizing work. In the management accounting system, it is proposed to introduce a coefficient measure of business size, evaluate different product models, predict increases/decreases in efficiency, forecast the impact of the external environment, and form relevant information for managerial decision-making.
 Prospects. Promising directions for the development of research are issues of effective resource management, methodologies for systematic analysis of business processes, and improvement of strategic planning.

ФОРМУВАННЯ КОНЦЕПЦІЇ УПРАВЛІННЯ ІННОВАЦІЙНИМ РОЗВИТКОМ МОРСЬКОГО ПОРТУ УКРАЇНИ

The article considers the competitive advantages of the sea freight fleet in comparison with other types of transport: large capacity and load capacity, which allows you to transport large amounts of cargo; low cost of long-distance transportation; the possibility of using containers that protect the cargo; environmental friendliness of transportation. The factors of competitiveness of modern seaports are systematized: port location; depths near port berths and dimensions of approach channels; the length of the port berth line, the number of berths, their adaptability to handle certain types of vessels and cargo; load-carrying capacity and productivity of lifting and transport equipment of the port; speed of operations; availability of storage facilities, availability of reserve areas for port development; capacity of existing transport communications, port and hinterland; the quantity and quality of regular shipping lines and the potential for intermodal transport to hinterland points; price and set of basic and additional port services; the level of information support of the port, etc. One of the sources of replenishment of the country's budget can be the efficient operation of transport infrastructure, in particular seaports due to the successful geostrategic location of Ukraine. The necessity of forming the concept of management of innovative development of seaports of Ukraine due to their lack of experience in carrying out innovative activities and development in a competitive environment is proved. The methodological basis for the management of innovation development should be systemic, situational, integrated and process approaches. The concept of managing the innovative development of the seaport is proposed, which harmoniously combines the formation of innovation capacity, improvement of strategic planning and measures for successful implementation of strategic plans, including marketing support, organizational support, change management and innovation culture. The proposed concept allows to introduce innovative development of the seaport by constantly adapting to the changing market conditions.

Риски и угрозы в стратегиях российских регионов

The article presents the results of the Russian experience of the inclusion of risks and threats in regional strategies of social and economic development. The official documents of 85 strategies were analyzed, the quality of risks and risk assessment was expertly assessed at a five-point scale. A ranked number of strategies was made taking into account an additional parameter, i.e. the number of references to the word “risk”. A list of the best strategies was made. They are the strategies of Sakhalin, Kurgan, Novosibirsk, Ivanovo regions, Zabaykalsky krai, and Republic of Crimea. The author notes that in most strategies of the Russian regions, attention is paid to risks and threats, but only in a third of strategies they are analyzed relatively well, and measures to deal with risks have been developed in no more than 10% of strategies. An abnormally large number of references to the word “risk” were identified when they are described in relation to all projects (Arkhangelsk region) or events (Zabaykalsky krai). The methodological problems associated with the analysis of risks and threats were systematized. They are a mixture of the concepts of problem, weakness, threat, risk, negative factor; lack of assessments of the likelihood and strength of the impact of risks; lack of description of measures to reduce the consequences of risks. The absence of a correlation between the quality of work with risks and threats and the regional resilience index characterizing the region’s resistance to economic and financial crises was found. The author notes that the regions that are aware of their vulnerability work better than other ones which mentioned threats and risks in their strategies, but this circumstance has little effect on their shock resistance against economic crises. The recommendations concerning the improvement of strategic planning are suggested. They are a thorough analysis of threats and weaknesses at the stage of a SWOT analysis, identification of a separate section on strategic risks, and development of an appropriate set of adaptive scenarios, creation of a regional risk management system.

Legal and Organizational Barriers of Digitalization of Education in the Russian Federation

The aim of the study is to identify the legal and organizational barriers to digitalization and digital transformation of education in the Russian Federation and to develop proposals for improving the startup planning and legal regulation in this area. The study presents the authors’ method of identifying the barriers. The main feature of this methodology (based on the comparative-law method and structural and functional analysis) is its focus on identifying the legal and organizational barriers to digitalization not only of the educational process itself, but also of the life cycle of the educational organization as a whole. The key legal and organizational barriers to digitalization for education were identifi ed and systematized. It was concluded that there remains a signifi cant number of barriers not only to digitalization, but also to primary informatization in the fi eld. The authors substantiate proposals for improvement of strategic planning and legal regulation, aimed at eliminating the identifi ed barriers and forming of legal conditions for digitalization and, in the long term, the digital transformation of Russian education.

With use of Internet data basis of scientific electronic library eLIBRARY.RU the
 most actual areas of scientific and practical researches of old-industrial regions
 in the Russian Federation are defined: studying of foreign experience of state
 regulation of development of territories of old-industrial type; research
 of environmental problems of regions; research of problems of the cities located
 in old- industrial regions; research of specific problems of development
 of concrete old-industrial territories. It is proved that problems of social and
 economic development of territories are most actively investigated; the special
 attention is paid to justification of adequate approaches to their decision
 in modern conditions. The common and specific problems interfering sustainable
 social and economic development of old-industrial regions are revealed. It is
 shown that the main directions of the solution of the revealed problems are:
 realization of policy of reindustrialization, cluster policy, diversification of structure
 of economy, improvement of strategic planning. In the conclusion the perspective
 directions of scientific researches of old-industrial regions in the Russian
 Federation are defined.

Improvement Model for Strategic Planning in the Frame of Earned Value Using Mathematical Clustering

This study is a strategic planning improvement Model in framework of Earned Value using mathematical clustering. For this purpose, providing methods and strategies used in the mathematical clustering techniques to provide better and more effective organizational strategies which are the main objective of this research are examined. Specific research question includes the possibility to improve the strategic planning framework for business value by using the clustering approach. A case study is conducted to validate the proposed methodology. The data collected through interviews with experts and managers in the organization and documents were used to prepare the strengths, weaknesses, opportunities and threats factors. For analysis and comparison of the results the earned value techniques was performed.

Strategic planning and development of the learning-evaluation process for the acquisition of competences in the law degree through the teaching guide and the Moodle platform

This article deals with the design and development of the learning-evaluation process for the acquisition of competences in the course “Institutions of the European Union”, First Year of the Law Degree at the Universidad Autónoma de Madrid, Academic year 2010-2011. After some general considerations about the methodology inspiring the new Study Plan for the Law Degree in this University, the article shows the object, instrumentation and outcome of two teaching innovation projects of the Universidad Autónoma de Madrid carried out by a team of teachers of Administrative Law .The object of these projects is the improvement of strategic planning and tasks design and evaluation through two interconnected instruments, the student guide of the course and the moodle platform, that allows for virtual interaction along the teaching-learning process. The article concludes with a critical reflection on the teaching and learning experience.
