Green innovation and China’s CO2 emissions – the moderating effect of institutional quality

China’s economy is faced with mounting pressure to reduce CO2 emissions. This study estimates the impact of green innovation and institutional quality on CO2 emissions, and examines the moderating effect of institutional quality. The results show that: (1) Green innovation significantly reduced CO2 emissions. Institutional quality has a negative moderating effect on the relationship between green innovation and CO2 emissions, such that when institutional quality is high, green innovation has a stronger reduction in CO2 emissions. (2) Green innovation significantly reduced CO2 emissions in the eastern and western regions. Moreover, as institutional quality improves, the reduction of CO2 emissions through green innovation increased in the western region. (3) Green innovation in 2013–2017 had a greater effect on CO2 emissions reduction than 2005–2012. Moreover, with the improvement of institutional quality, green innovation’s reduction of CO2 emissions in 2005–2012 was weakened, whereas the reduction of CO2 emissions by green innovation increased in 2013–2017.

POS-818 ESTABLISHING AN EFFECTIVE CLINICAL DATA COLLECTING TOOL FOR PROPER EVALUATION OF RENAL BIOPSY

The renal biopsy is currently being used to achieve optimal patient care in the era of personalized and precision medicine. Indeed, clinicopathological correlation is mandatory to establish an accurate diagnosis of kidney diseases. Otherwise, the final pathology report would only be describing patterns of injury which will not help the treating physician to decide the appropriate therapy. Clinical information oriented to the kidney diseases such as history, physical examination, investigation and management plan, is not always accessible for renal pathologists. With the advances in technology, our aim is to create a quality-improved, standardized, uniform, electronic, efficient, and environmentally friendly clinical data collecting form to be completed for each renal biopsy request. Thirty-three renal pathologists with various levels of experience in Canadian health care institutions, all of them members of the Canadian Society of Pathology, Renal Pathology Working Group, were invited individually by e-mail to respond to a survey. The survey comprised two parts: native and transplant renal biopsies. The questions in the survey pertained to the necessity of inclusion of specific elements of clinical information in the categories of history, physical examination, investigations and management plan. Based on the responses to the survey and comments, the pilot preliminary form was modified. Upon our institutional Quality Improvement Review Committee (QIRC) review, a formal waiver of the requirement for REB (Research Ethics Board) approval was obtained. PDF files of the clinical data collecting form were distributed to more than 80 nephrologists by e-mail. These forms could only be completed electronically, and no handwriting was permitted. The nephrologists were encouraged to complete these forms for hypothetically patients or real patient data. Estimated time for completing the form was recorded. Nephrologists also made some comments on the form itself. Simultaneously, a further short survey to measure the satisfaction of all users was sent. Twenty renal pathologists representing 14 different academic centers, completed the survey. The rate of agreement on the survey questions ranged from 38.89% to 100.00%. On the other hand, 21 nephrologists and their assistants have responded. Average time needed to complete a PDF form is 11.11 minutes (ranges between 6 and 20 minutes). Few nephrologists considered it too long and they have no enough time to complete it. Overall, the suggestions were to modify it and make it more clinically relevant. Among survey respondents, 50% were satisfied with using these forms and the same percentage of those clinicians would recommend it to their colleagues. Clinical data is important for an accurate diagnosis in renal pathology. An electronic, efficient, and environmentally friendly clinical data collecting form was developed through consensus by renal pathologists in Canada. We have tested the form by sending it to the nephrologists to be used with each renal biopsy request. This innovation would help with the flow, workload and turnaround time making our service more accurate and efficient.

What are the Expectations for Length of Stay after Pediatric Lung Transplantation?

<h3>Purpose</h3> Pediatric lung transplantations (LTx) consists of a relatively small but significant population. Without pooling of multi-institutional data, setting expectations for length of stay (LOS) is difficult. This study aims to investigate the LOS in LTx over the last 20 years to help benchmarking and quality improvement work. <h3>Methods</h3> The United Network for Organ Sharing (UNOS) database was used to identify patients ages 0-18 at time of listing for LTx between 2000 and 2019. This timeframe was divided into two eras: first (2000-2009) and second (2010-2019) eras. LOS was defined as number of days from LTx to discharge. <h3>Results</h3> 905 LTx were identified. 471 transplantations occurred in the first era and 434 in the second. Overall length of stay [median days (IQR)] was 19 (13-31) and comparable between the eras [18 (13-29) vs 20 (14-35), p=0.082]. Specifically by age, LOS for infants was 44 (29-80), for ages 2-11 was 21 (13-37), and for ages 12-18 was 17 (12-26). Compared to patients who did not have each of the following, LOS was increased in patients on ECMO (p<0.001), with ventilator-dependence (p<0.001), with renal dysfunction (eGFR<60 mL/min/1.73m², p=0.006), or with hepatic dysfunction (total bilirubin≥1mg/dl, p=0.012) at the time of transplantation; and in patients re-intubated post-transplantation (p<0.001). However, these patient groups had no change in LOS when comparing eras. On KM analysis, post-transplantation survival in the second era (one-year survival 85%) was not significantly different compared to the first era (one-year survival 84%, p=0.464). <h3>Conclusion</h3> Over the past two decades, lung transplantation patients who are younger or who have pre- or post-transplantation end-organ dysfunction consistently have longer LOS. With these stable patterns, healthcare moving towards a bundled-care system, and an increase in UNOS required & institutional Quality Improvement projects, establishing benchmarks and expectations in pediatric post-lung transplant LOS is important.

Institutional quality and social cost of intermediation in Africa: Does the level of financial market development matter?

AbstractThis article examines the effect of institutional quality on social cost of intermediation in high and low developed financial markets across 29 African countries between 2006 and 2013. Employing bootstrap‐quantile and two‐step system generalized methods of moments models with bank level data of about 330 banks, the results provide interesting and new insights. The results show that improvement in institutional quality in high or low developed financial markets translates into reduced social cost of intermediation to the society. However, it is evident from the results that improvement in institutional quality is more robust, persistent and weightier in reducing the social cost of intermediation in low developed financial markets which are often characterized with weak regulatory regimes and enforcement. Hence, improvement in institutional quality shores up regulatory supervision, monitoring and enforcement which translates into heavier dampening of social cost of financial intermediation in less developed financial markets. Moreover, bank size, credit shocks, return on equity and liquidity are key drives of social cost of intermediation both in low and high developed financial markets. These findings have policy implications and recommendations for policymakers and regulators of financial institutions. Policymakers and regulators, especially those in less developed financial markets, must endeavour to create, implement and advance mechanisms and enabling environment that enhances the quality of institutions since improved institutional quality reduces social cost of intermediation to the benefit of society.

Investigating preferences between cash and in‐kind transfers among the food subsidy beneficiaries of India

This study examines the beneficiaries' preferences between cash and in‐kind transfer under the ongoing food subsidy program in India and the underlying factors behind that. It is based on a sample survey of 1069 households covering three different states of India namely Odisha, Maharashtra, and Chhattisgarh. The Probit model is employed to find out the preferences of the beneficiaries between cash and in‐kind transfer. The results reveal overwhelming preferences for in‐kind transfer. The latter emanates from possible food inflation and the endowment effect. However, when fungibility gains significance, people may prefer cash. Among contextual factors, lack of preparedness in terms of banking infrastructure as well as improvement in institutional quality and education level make in‐kind preferable. Hence, despite the need for cash transfer gaining ground, the in‐kind transfer may still be considered a better mode of transfer.

Inequality and institutional quality in a growth model

By applying a growth model of an occupational choice between being a worker and being a criminal, an institutional Kuznets curve is produced. Using the Gini coefficient derived from the model, we investigate how institutional quality affects wealth inequality across agents. In the case of a relatively higher capital share, an institutional Kuznets curve can emerge. In this case, an improvement in institutional quality decreases the possibility of being stolen but increases the amount of wealth stolen. In the early stage of economic development, since the latter effect dominates the former, inequality widens as institutional quality improves. In contrast, since the converse is true in the late stage, inequality shrinks once institutions have sufficiently matured. In the case of a lower capital share, an institutional Kuznets curve cannot emerge. In this case, inequality monotonically shrinks as institutional quality improves. Furthermore, we present government policies that reduce inequality and achieve the first-best outcome.

The Concurrent Effects of IFRS Mandate and Formal Institutional Quality on the Aftermarket Performance of IPO Firms in Emerging Countries

This paper provides the first empirical investigation seeking to find whether International Financial Reporting Standards (IFRS) mandate, changes in the quality of formal institutions, or, the concurrent effect of these two elements can explain the ongoing phenomenon of the aftermarket performance difference of Initial Public Offerings (IPO) firms. We perceive little awareness of the concurrent effect of IFRS mandate and the quality of formal institutions in emerging countries, although these nations account for more than half of the IFRS mandating countries. We employ numerous Difference-in-Differences (DiD) models utilizing reliable IPO and formal institutional data for Saudi Arabia from 2005 to 2017. Our empirical results show that the absence of IFRS influence in the aftermarket performance of IPO firms led us to posit that the quality of formal institutions is the key player in influencing long-term performance of IPO firms in Saudi Arabia. We uncover evidence showing that an improvement in formal institutional quality increases the long-term performance of IPO firms. We find no evidence of a concurrent effect of changes in formal institutional quality and IFRS mandate on the aftermarket performance of IPO firms. Our results show that what does really matter in relation to the aftermarket performance of IPO firms in Saudi Arabia, are the enhancements in the level of formal institutional quality. Our results provide some important implications for IFRS-IPO research.

Convergence to the global frontier in South East Asia and CESEE: The role of external and internal anchors and their interactions

The paper investigated the difference the EU made to the nature and speed of convergence process in the countries that joined the EU since 2004 relative to countries that converged outside such closely-knit supranational organization. It draws some lessons from this analysis for ASEAN countries. The most important lesson is that closely integrated supranational organizations can boost economic convergence to the global frontier by further unleashing the market forces of globalization. However, market-based rapid economic convergence requires matching improvement in institutional quality to make the process sustainable and to turn economic convergence into social convergence.

The Impact of Institutions on the Extractive Industry of SADC Countries

[enterThe aim of this study is to analyze the relationship between institutions and the extractive industry of natural resources in SADC countries. The study cover the period between 1980 and 2017 and use as analysis methodology an econometric model based on panel data. Through descriptive statistics, the study shows that the average quality of institutions in SADC countries is weak. Secondly, measured on the basis of their indicators, the study shows that, institutions affect extractive industries differently. Given that the fundamental purpose of the institutions is the creation of a healthy business environment for the development of economic activities, the study concludes that the fact that most institutional indicators have a negative and significant impact on the different extractive industries means that the extractive industry in SADC is negatively affected by the quality of the institutions. Taking in account that the institutions can be good antibiotics against the voracity and rentist effects of local predatory elites and bureaucracies on extractive industry rents, the study recommends the SADC countries to develop public policies to improve all institutions indicators. This improvement in institutional quality can contribute to use the rents of the extractive industry in productive investment that can promote economic growth and economic development for social well-being. The study opens a new field of research that is to verify the reverse causality between the extractive industry of natural resources and institutions. Abstract Body]

THE IMPACT OF INSTITUTIONAL QUALITY ON MONETARY POLICY RESPONSE FUNCTION: EVIDENCE FROM DEVELOPED AND DEVELOPING ECONOMIES

There is a plethora of empirical evidence available which postulates that the central banks across the world respond asymmetrically to inflation. The response of monetary authorities toward inflation changes, when it reaches a threshold level. After estimating the nonlinear Taylor rule for 51 countries over the period of 1983–2015, including 28 advanced economies and 23 emerging and developing economies, we come to the conclusion that the quality of political institutions has a significant impact on the threshold level of the inflation rate. In contrast to the countries with weak institutional quality, countries with high institutional quality have a very low level of inflation rate where monetary authorities change their behavior. Our finding further reveals that the countries with low corruption, stable governments, efficient bureaucracy and good socio-economic conditions have a very low level of inflation rate. Central banks respond aggressively in these countries when inflation exceeds a threshold level inflation rate. The socio-economic condition index has a greater impact on the inflation threshold level as compared to other sub-indexes of institutional quality. The findings imply that the improvement in institutional quality enables the central banks to keep inflation at a low level.

Capital Investment in Tourism: A Global Investigation

ABSTRACT This study contributes to the literature by establishing the linkages between new institutional economics, public finance theory, and tourism economics, to explore the motives of capital investment into the tourism industry. We apply panel data techniques across a global sample of 150 countries, running from 2003 through 2017, encompassing 53 Low- and Lower-Middle-Income Economies (LMEs), 44 Upper-Middle-Income Economies (UMEs), and 53 High-Income Economies (HIEs). The findings are threefold. First, government tourism expenditure, economic growth, urbanisation, working or young population rate, and UNESCO heritage sites are found to be the leading drivers of tourism investment, whereas inflation and unemployment negate this development. Second, government expenditure could have stronger effects in LMEs and UMEs, while UNESCO heritage sites are a more crucial factor for UMEs and HIEs. Finally, it is proved that institutional quality improvements significantly boost capital tourism investment in LMEs.

Determinants of governance institutional quality in sub-saharan africa

ABSTRACT The paper hypothesizes that the quality of institutions tends to evolve slowly and in a piecemeal nature over time. In this process policy is seen to be a mechanism through which this evolutionary process takes place. Policy influences intermediary variables, which in turn create opportunities for institutional innovation. There are two hypotheses derived from this analysis and tested empirically in the paper. It is hypothesized that improvements in institutional quality lead to increases in economic development (using two different measures). It is also hypothesized that changes in intermediary variables resulting from policy changes lead to improvements in institutional quality. These two hypotheses are tested using a panel data set made up of twenty-five countries in Africa. The results indicate that improvements in the quality of governance institutions do lead to improvements in economic development and that policies aimed at influencing intermediary variables lead to improvements in governance institutional quality.

Strong alien or weak acquaintance? The effect of perceived institutional distance and cross-national uncertainty on ownership level in foreign acquisitions

PurposeFocusing on the direction of foreign acquisition, this study aims to differentiate the effect of institutional distance on the level of ownership. The authors identify several theoretical and methodological issues that might account for the inconsistencies in the literature and provide remedies accordingly. Specifically, the authors propose perceived institutional distance as a conceptualization of distance that controls for asymmetric uncertainty.Design/methodology/approachThe authors test the framework with ordinary least squares regression for a sample of 14,192 firm-entries in 115 target countries over 2007–2017.FindingsThe authors find that institutional distance shows a negative effect on equity ownership in all-inclusive global samples, while there are two imbalanced opposite effects if direction is considered. This casts doubt on the validity of studies that ignore direction. The authors suggest that multinational enterprises entering countries with lower-quality institutions tend to perceive more pronounced distance effects than those expanding the other way around. Hence, the authors argue that “perceived institutional distance” better explains the functional role of distance than simple distance.Practical implicationsThis study better delineates the link between distance and uncertainty and enhances managerial insights for entry mode selection. For policy-making purposes, the authors also show that improvement in institutional quality has a different effect on foreign resource commitment in developed and developing countries.Originality/valueTo the best of authors’ knowledge, this is the first study that considers both directionality and imbalance in institutional distance and proposes a measure to control for non-linear asymmetric relationship between distance and ownership. The authors extend the institutional theory and show the superiority of perceived institutional distance in predicting ownership implications.

Efficacy of a Novel Intraoperative Engineered Sharps Injury Prevention Device: Pilot Usability and Efficacy Trial.

BackgroundThe American College of Surgeons reports 88,320 intraoperative needlestick injuries (NSIs) per year, resulting in US $376 to US $2456 in costs per NSI. Engineered sharps injury prevention (ESIP) devices protect against NSIs. To our knowledge, no study has been published to date to demonstrate clinical effectiveness of an intraoperative ESIP device. Operative Armour is a wearable arm cuff that can be donned during surgical closure to allow surgeons to keep a suture pack and sharps protection container on their forearm.ObjectiveWe characterize Operative Armour’s ESIP device effectiveness in a tertiary hospital, hypothesizing that this device will decrease NSI risk by decreasing behaviors associated with NSIs: needle passing and handling.MethodsA prospective case-control study was conducted with institutional review board quality improvement designation in which authors observed skin closures of plastic surgery procedures. To ensure accuracy, one surgeon was observed at a time. Control surgeries were purely observational; intervention cases involved surgeon use of the device during skin closure. Outcomes of interest included needle passing, needle handling, lost needles, and loaded waiting needles.ResultsSurgeons were observed in 50 control and 50 intervention cases. Operative Armour eliminated needle passing during skin closure. One NSI occurred in one control case; no NSIs were observed in intervention cases (P=.36). The mean number of loaded and unprotected waiting needles was also significantly decreased in the intervention group from 2.3 to 0.2 (P<.001). Furthermore, a multivariable linear regression established that Operative Armour significantly decreased the number of needle adjustments by hand per stitch observed (F4, 21.68=3.72; P=.01). In fact, needle adjustments by hand decreased overall (1 adjustment per 10 stitches vs 1 adjustment per 5 stitches, P=.004), and adjustments occurred half as frequently with use of Operative Armour in free flap reconstruction (1 adjustment per 10 stitches vs 1 adjustment per 5 stitches, P=.03) and a quarter as frequently in other breast reconstruction cases such as mastopexy (1 adjustment per 20 stitches vs 1 adjustment per 5 stitches, P=.002).ConclusionsOperative Armour effectively functions as an ESIP device by decreasing intraoperative needle passing and handling. Although sample size prohibits demonstrating a decrease in NSIs during observed cases, by decreasing behaviors that drive NSI risk, we anticipate an associated decrease in NSIs with use of the device.

Reducing Time to Surgery for Hip Fragility Fracture Patients: A Resident Quality Improvement Initiative.

As part of an institutional quality improvement (QI) initiative for the 2018-2019 academic year, orthopedic residents at our tertiary center were incentivized to bring over 75% of hip fracture patients with American Society of Anesthesiologists (ASA) Class 2 or less to surgery in under 24 hours, compared to the baseline rate of 55.9%. The time between admission and surgery for hip fracture patients with ASA class 2 or less was prospectively recorded. At the end of the study period, a retrospective comparison was performed between patients treated before and after the resident QI initiative. The percentage of patients who underwent surgery within 24 hours of admission increased significantly in the Study Cohort compared to the Baseline Cohort (78.6% vs. 55.9%, p = .037). Length of stay was shorter in the Study Cohort compared to the Baseline Cohort (3 days vs. 4 days, p = .01), whereas readmissions (3.6% vs. 4.4%, p = .85) and discharges to skilled nursing facilities (60.7% vs. 57.4%, p = .76) were comparable between both cohorts. A goal-directed, resident-led QI initiative was associated with a significantly increased percentage of hip fragility fracture patients who underwent surgery in less than 24 hours.

Effects of Special Economic Zones on FDI in Emerging Economies: Does Institutional Quality Matter?

This study attempts to prove that emerging markets could partially improve institutional quality in a specific area and benefit the local economy despite the rest of the area having poor institutions. Interestingly, we observed that despite the presence of institutions of comparative disadvantage, emerging economies continue to constantly attract significant foreign direct investment. Hence, this study focuses on a type of place-based policy in China that provides a standard favorable institutional environment in a specific area. Using data from China’s Annual Survey of Industrial Firms and combining official lists of Chinese special economic zones (SEZs), we obtained a dataset of 2660 SEZs from 1998 to 2018, and a sample of 37,251 from 1998 to 2013. Then, we empirically examined the impact and mechanism of SEZs on foreign investment by using time-varying difference-in-difference specification. After a sequence of validity and robustness checks, we found that the establishment of SEZs significantly enhances foreign entry. We also found that partial institutional quality improvement of SEZs is a key mechanism in the location of foreign investment. We conclude that it is beneficial for the government to impose place-based policies such as SEZs that improve partial institutional quality efficiently and promote the local economy.

320 Post Cardiac Arrest Care: Does Usual Care Comply With Guidelines and Impact Outcomes?

Guideline-based post-arrest care includes efforts to determine and treat the cause of arrest while minimizing cardiac dysfunction and brain injury resulting from lack of perfusion. Diagnostic testing such as early head imaging, electrocardiogram and other imaging studies may help determine the etiology of arrest. Mitigating injury to brain and heart involves maintaining adequate blood pressure, targeted temperature management (TTM) and early diagnosis and treatment of seizures with electroencephalogram (EEG). Our institution created a set of evidence-based guidelines for the management of post-arrest patients which, in addition to the above, also recommends early consultation with the neurocritical care service and an early echocardiogram. We aim to examine compliance with the guidelines in a cohort of survivors of out-of-hospital cardiac arrest (OHCA) and related outcomes. Retrospective cohort study of patients with OHCA at two urban emergency departments (ED) within a health system between 7/2016 and 7/2018. Exclusion criteria included age < 18 years old and if CPR was terminated upon arrival. Data were extracted from an internal institutional quality improvement database maintained of all resuscitative measures. We abstracted demographic data, Utstein criteria (rhythm, bystander CPR) and time of arrest (day vs night). Quality measures included NCC consultation, cEEG, and computed tomography (CT) of the brain within 6 hours of admission. Descriptive statistics are provided as indicated. Chi-squared and two-sided t tests were used to determine differences in univariate analysis. An alpha < 0.05 was used for statistical significance. 124 patients presented with OHCA, of which 41 (33.0%) were comatose and survived to admission. Nearly 83% (34 /41patients) of these patients received guideline-recommended TTM:, 15 were targeted to low temperature (34 C) and 19 targeted to higher temperature (35 C). Seventeen patients of 41 (41.4%) received an early head CT in the ED, 17/41 (41.4%) patients were placed on cEEG and 23/41 (56.1%) patients received a NCC consult. Five of these comatose 43 patients (11.6 %) survived to discharge. The presence of a shockable rhythm was associated with a higher likelihood of receiving TTM (p= 0.005), and also higher rates of survival to discharge (p= 0.025). No significant differences were seen in the initiation of TTM when comparing demographics and Utstein criteria, and variation in temperature goal did not affect survival to discharge. Seventeen patients received an early head CT, 17 patients were placed on cEEG and 23 patients received a NCC consult. 5 patients (12 %) survived to discharge. Of these quality processes, only initiation of TTM was associated with survival to hospital discharge. No significant differences were seen in the initiation of TTM when comparing demographics and Utstein criteria, and variation in temperature goal did not affect survival to discharge. While four out of five survivors of OHCA received TTM, compliance with the other recommendations for the post arrest algorithm was variable. Presence of a shockable rhythm was most associated with TTM compliance and was the strongest predictor of survival to hospital discharge. Further studies are needed to investigate whether better outcomes will result from improving usual care to include compliance with the guidelines.

Is the devil in the shadow? The effect of institutional quality on income

AbstractThe positive relationship between institutional quality and “official” income is well documented. It is unclear, however, whether this relationship holds once the “unofficial” economy is accounted for. An improvement in institutional quality tends to shift production out of the shadow and into the official sector, resulting in an increase in official income. However, this shift comes at the expense of the informal economy, potentially negating the perceived gains in output. This paper uses data from 5,506 Brazilian municipalities to explore the effects of institutional quality on total income per person. We additionally estimate the effect of institutions on informal sector size. Our most robust finding suggests that higher‐quality institutions using our broadest measure are significantly related to development. While good institutions do decrease the size of the informal sector, the consequential switch to formality raises overall productivity.

The force of globalization reshaping the local institutions: evidence from the Organization of Islamic Cooperation member countries

PurposeThe authors reinforce the existing literature on the effect of overall globalization on institutional quality (IQ), while incorporating the effects of economic, political and social aspects of globalization, human capital, government expenditure and population growth. To this end, the authors estimate panel data models for a sample of 36 member countries of the Organization of Islamic Cooperation (OIC) during 1984–2016.Design/methodology/approachThe authors employ the cross-sectional autoregressive distributed lags (CS-ARDL) approach.FindingsThe study’s investigation affirms the presence of an inverted U-shaped (nonlinear) relation between overall globalization and IQ indexes for the sample countries, which suggests no additional room for improvement in IQ. It also underpins the existence of an inverted-U-shaped (nonlinear) relation between political globalization and IQ. In contrast, economic and social globalizations have a U-shaped relation with IQ, implying more scope for improvement.Research limitations/implicationsThe findings have key policy implications. First, policy makers should consider a long-run approach for improving IQ and globalization over time. Second, quick reforms in the short run may not improve IQ.Practical implicationsThe results suggest that policy makers should approach the globalization process from a long-run perspective as well by designing appropriate strategies to provide a continuous but gradual increase in globalization so as to systematically monitor the threshold limits to IQ from improving globalizationOriginality/valueTo the best of the authors’ knowledge, this work is the first to empirically investigate the overall role of globalization in promoting IQ under the conditions of short-run heterogeneity and long-run homogeneity. The authors focus on the member countries of the OIC, many of which are ruled by authoritarian regimes and suffer from a poor domestic institutional setting.
