Cultural Influences on Students' Information Technology Skills Development

This qualitative study examines the cultural influences on developing information technology (IT) skills among secondary school students in Vietnam. The research uncovers how cultural values, educational practices, and socio-economic conditions influence IT education by conducting in-depth interviews, focus groups, and classroom observations across urban and rural settings. Key findings reveal significant disparities in the perception of IT's importance between urban and rural areas, with cultural norms and economic realities influencing these attitudes. Traditional Confucian values inhibit active and exploratory learning methods in IT education. Additionally, English language barriers limit the effective use of global IT resources, while gender norms and socioeconomic status create uneven student opportunities. The study suggests policy interventions aimed at enhancing IT infrastructure, promoting gender inclusivity, and adjusting curricula to accommodate language and cultural nuances. Recommendations include the development of more inclusive, culturally sensitive educational practices to ensure equitable IT skill development. This research contributes to understanding the multifaceted impact of cultural factors on IT education and proposes strategies for crafting more effective and inclusive IT educational policies.

Enhancing Simulation: A Roadmap for Integrating the Electronic Health Record into the Nurse Practitioner Curriculum

The electronic health record (EHR) is an important health information technology (IT) used to support efficient clinical workflows, patient safety, and quality of care. The EHR is an individual's medical chart stored in digital format for complete real-time information to reduce medical errors and improve outcomes. EHR technology is complex, and users may struggle with efficiently navigating the system for data retrieval, documentation, and time management. Academic institutions are positioned to collaborate with EHR vendors to offer training playgrounds in the curriculum that simulate the clinical interface and support readiness to practice in relevant technology-rich clinical environments. A strategically selected educational EHR vendor matched to the platforms used by major health care organizations may influence clinical partnerships and employment opportunities. EHR competency may alleviate some of the onboarding burden for health care institutions and new graduates at a time of role transition. This article provides strategies for leveraging health IT in the academic curriculum to prepare a technology-proficient workforce capable of meeting the needs of diverse individuals, populations, and healthcare systems.

End-users’ perspectives on factors affecting implementation and utilization of the Iranian electronic health record system: a qualitative study in a developing country

BackgroundAs one of the most important information technologies for storing, managing, and exchanging health information, the electronic health record (EHR) plays a major role in the health system. However, these systems in developing countries have been associated with multidimensional issues. The purpose of the present study was the assessment of nonclinical end-users’ points of view on the implementation and utilization of the Iranian electronic health record system.MethodsThis was a large qualitative study conducted in 2021 for 7 months from February to August. In this study, data were collected through in-depth semi-structured interviews with 70 non-clinical end-users in 22 public and six private hospitals of West Azerbaijan province in Iran. To analyze the data, the thematic analysis method was used.ResultsThe study results indicated that technical, human, cultural, managerial, and financial readiness are the most important factors affecting the implementation of EHRs in Iran. Among the mentioned factors, technical and human readiness were emphasized more by the users. Also, technical, organizational, human, and managerial factors were identified as factors influencing EHRs utilization, and technical and organizational factors had a stronger role in the system utilization.ConclusionsAccording to the results, several factors influence EHR implementation and adequate utilization in Iran. To achieve the predetermined goals of this system, implementation issues and problems of using the system should be considered and solved.

Data Center Efficiency Model: A New Approach and the Role of Artificial Intelligence

Bioinformatics technologies play a significant and growing role in life science research, and as these technologies develop, so does the complexity of data. The challenge of biological data growth has given rise to a number of bioinformatics data centers that offer services and solutions ranging from large-scale biosystems analyze that accounts for entire OMICs to nanoscale experiments where molecular modeling can provide insight o structure and dynamics of molecular complexes of biological components. Obviously, this kind of research requires a highly specialized level of computational and statistical expertise, as well as high-performance resources. The importance of information technology is growing, as is the use of computer information systems throughout the world. There are more and more specialized data centers and they consume more energy. The development of new strategies for energy efficiency of data centers is becoming relevant. These strategies aim to reduce the amount of energy consumed by data centers and their environmental impact without sacrificing performance. The article examines performance metrics, proposes a new method for data center energy efficiency, and discusses the role of artificial intelligence techniques in achieving these goals.

Process of Image Super-Resolution

In this paper, we explain a process of super-resolution reconstruction allowing to increase the resolution of an image. The need for high-resolution digital images exists in diverse domains, for example, the medical and spatial domains. The obtaining of high-resolution digital images can be made at the time of the shooting, but it is often synonymic with important costs because of the necessary material to avoid such costs, it is known how to use methods of super-resolution reconstruction, consisting of one or several low-resolution images to obtain a high-resolution image. The American patent US 9208537 describes such an algorithm. A zone of one low-resolution image is isolated and categorized according to the information contained in pixels forming the borders of the zone. The category of it zone determines the type of interpolation used to add pixels in the aforementioned zone, to increase the neatness of the images. It is also known how to reconstruct a lowresolution image and a high-resolution image by using a model of super-resolution reconstruction whose learning is based on networks of neurons and on an image or a picture library. The demand of Chinese patent CN 107563965 and the scientist publication “Pixel Recursive Super Resolution “, R. Dahl, M. Norouzi, and J. Shlens propose such methods. The aim of this paper is to demonstrate that it is possible to reconstruct coherent human faces from very degraded pixelated images with a very fast algorithm, faster than the compressed sensing (CS) algorithm, easier to compute and without deep learning, so without important information technology resources, i.e. a large database of thousand of training images ( https://arxiv. org/pdf/2003.13063.pdf). IT-Enabled Interactions and Interfirm Trust: The Moderating Role of Relationship Duration

The importance of information-technology (IT)-enabled interactions in promoting interfirm trust has been documented in literature. However, the currently available findings are limited because the role of IT-enabled informal interactions has been overlooked and the categorization of trust is unclear. To obtain detailed knowledge about the relation between IT-enabled interactions and trust, this study categorizes not only the IT-enabled interactions into formal and informal types but also trust into goodwill and competence trust. Moreover, this study explores the moderating role of relationship duration on the aforementioned relationships. Through a survey of 240 firms in China, this study made the following observations: (1) IT-enabled formal and informal interactions can promote both competence and goodwill trust; (2) compared with IT-enabled informal interactions, IT-enabled formal interactions promote competence trust, and a comparable extent of goodwill trust; (3) relationship duration strengthens the positive link between IT-enabled formal interactions and competence trust; however, it has no moderating impact on the link between IT-enabled formal interactions and goodwill trust; (4) relationship duration weakens the impact of IT-enabled informal interactions on goodwill trust; however, it has no significant moderating role on the relation between IT-enabled informal interactions and competence trust. Overall, this study enriches the knowledge regarding the relationship between IT-enabled interactions and interfirm trust.

The relevance of the topic under study lies in the fact that in the current economic environment, for the effective management of an enterprise in the tourism business and in the service sector in general, the task of actively implementing a system of digital technological support and digital transformation in the tourism business segment is a necessary component of optimal communication with the target audience. Thus, for each business entity in the tourism sector, including not only the main players in business programs and projects, but also taking into account a wide range of targeted partnership agreements for the organization and support of the tourism product, it is important to determine the role and importance of information technology in the practice of enterprise management, taking into account the conditions for the development strategy. The purpose of the article is to consider and formulate, on the example of tourism enterprises, the essence and importance of the role of information technology in their management practice. The object of the study is the system-forming factors for determining and formulating the role of information technology in the management practice of tourism enterprises. The subject of the study is a set of theoretical and methodological foundations for defining the essence and formulating the role of information technology in the management practice of tourism enterprises. The methods of observation and comparison, synthesis and analysis, statistical methods, as well as graphical techniques were used in the course of the research. The article summarizes the arguments about the importance of the role of information technology in the management practice of tourism enterprises in the context of the crisis in the Ukrainian economy. The scientific theoretical, methodological, analytical and applied foundations of the essence and importance of information technologies at different stages of organization and functioning of the tourism business in modern economic conditions are systematized, taking into account periods of uncertainty and crisis in the Ukrainian economy. The results of the study can be useful for employees of the tourism sector, the service sector in general; researchers, teachers, students of higher education institutions, who study, in particular, the specialties "Tourism" and "Hotel and Restaurant Business".

Information technology governance in supply chain: integration mechanisms under uncertain environment

Virtual integration and information sharing are two important information technology (IT) governance mechanisms to foster efficient and effective collaboration among supply chain partners. However, insufficient empirical studies have been conducted to understand how the two mechanisms interplay in supply chains under an uncertain business environment. Based on data collected from 272 manufacturers in China, we empirically investigated the relationships between virtual integration, supply chain information sharing, and operational performance. Our findings showed that two dimensions of information sharing fully mediated the relationship between virtual integration and operational performance. We also found that supply uncertainty moderated the relationships between virtual integration and information sharing, and between virtual integration and operational performance. Most interestingly, the directions of moderating effects were different depending on the dimensions of information sharing and operational performance. These findings have theoretical and managerial implications for IT governance in supply chain management (SCM).

In the context of constant aggravation of competition, when the speed of response of all subsystems of the enterprise along with the efficiency of activities are of particular importance, one of the effective instruments aimed at improving the functioning of the enterprise is the reengineering of business processes, since it radically changes the existing process model of business to an innovative model that is more adaptive to the existing realities of an economic entity. Effective use of technologies and instruments for reengineering of business processes allows the enterprise to become more flexible and adaptive to changes in the external environment, and as a result, more competitive in the business environment. Therefore, the study of the scientific problem of the application of the conception of reengineering and its implementation by enterprises in today’s conditions is an urgent task of both scientists and practitioners. The aim of the article is to develop an algorithm for evaluating the process of reengineering of the enterprise’s business processes. The article proves the relevance of the conception of reengineering of the business processes of enterprise by analyzing the evolution, formation, and the current development of this sphere of knowledge; the importance of information technologies in the management of the system of processes and modeling of the business processes of enterprise is determined; the stages of the procedure for reengineering of the business processes of enterprise are substantiated and the role and status of personnel in these changes are determined; an integrated organizational approach to assessing the process of reengineering of the the enterprise’s business processes has been substantiated. The purpose of the research was achieved with the help of a system of methods, in particular analysis and synthesis, induction and deduction – to determine the essence and features of the object and subject of research, scientific abstraction, logical analysis, comparison – to establish the causes, factors, and consequences of influence on the object and subject of research; integrated and system approach – to assess the process of reengineering of the business processes of the enterprise. Further scientific research on the subject of research will be based on the rapid development of modern technologies with the progressive informatization of society, which will lead to new conceptions and approaches both to the organization of reengineering and to the evaluation of its results.

The use of IT technologies in the prevention of crimes

The importance of information technology in the fight against crime cannot be overestimated in the modern world. It is the use of computer software and appropriate technical means that have become the most effective measures to neutralize and eradicate offenses in practice. Of particular importance are analytical information systems, which can allow through information and communication technologies to solve the main problem, that is, in the disclosure and investigation of crimes. And the most important thing is that the problem of a lack of information is being solved, both about the attacker himself and about the circumstances of the commission of offenses, since all this data is stored in the computer’s memory. The comprehensive use of information support in criminal activities, on the one hand, and the use of various technologies for monitoring and managing information flows from the operational services, on the other, in the modern world inevitably moves to a new quality level. Significant advances in the fight against crime can be achieved with the use of modern information technologies and technical means of intelligence purposes. Such a term as “information war” today is filled with a new meaning, expressed in the confrontation between the criminal world and law enforcement agencies. This work is devoted to the study of the issues of large-scale application of information technologies in the field of combating crime in Russia. The problems faced by the Russian society in general and law enforcement agencies in particular are analyzed. Topical issues of the prospects for the effective use of digital technologies in the field of combating crime are considered.

Design and Implementation of Inventory Management System in the Analytical Development Laboratory

The importance of information technology in a company to support the running of business processes in the company effectively. With the existence of information technology, incoming and outgoing goods can be recorded properly so as to minimize the occurrence of stock outs of goods that are not regulated. Until now, the inventory system in companies, especially in the Analytical Development Laboratory, still uses a manual process, namely using a logbook, starting from usage, purchasing requests and stock-taking processes, which are still done manually. Data collection was carried out by means of observation, interviews, and field studies. The waterfall method used by the authors in this study uses the working principles of this method, namely from needs analysis, design, implementation, verification, and maintenance. The existence of this latest system will further accelerate the processing of raw material information and reduce stock outs at the Analytical Development Laboratory. Technological progress has changed the way consumers visit restaurants, changed their preferences and the process of using services, so the research of information systems and technologies is extremely relevant and timely. The article examines in detail the effectiveness of using information systems and technologies in restaurants. The impact of these automated systems on the quality of service to visitors (potential and regular) and increasing profits in the researched industry is determined. The main types of automated restaurant management systems are considered, and the advantages and disadvantages of using these information systems are also determined. Factors that should be paid attention to when choosing automated information systems for restaurant establishments are detailed, taking into account their capacities and types. The article also examines the modernity and prospects of information systems and technologies in the market of restaurant services. It has been established that the symbiosis of technology and business in the last decade has played a decisive role in the development of restaurants – from finding a place of rest to its very implementation and demonstration of impressions and photos in social networks. The interpretation of the definition «information technologies» is given. The transformation of the restaurant service system itself through the improvement of technological processes of customer service and the creation of new business models is theoretically substantiated. Based on the analysis of the restaurant services market, the most important information systems and technologies that have a tremendous impact on the restaurant business industry are highlighted. The shortcomings that may be faced by the restaurant industry were also determined in detail. But, despite the shortcomings mentioned in the article, these information systems and technologies have great potential for increasing profits and improving the quality of service in the restaurant industry, and are also an integral part of the effective operation of the restaurant business.

The virtual reality information system for the ISN LPNU department tours with elements of full immersion as a platform for an open day

Virtual reality is an important information technology that allows to achieve significant progress in underserved areas. Immersive multimedia, or virtual reality, is a software-simulated environment that simulates physical presence in the real or imagined world. Innovative applications such as high-tech intelligent systems that correlate with the information technologies of display, modelling, building and maintaining networks, artificial touch and computer graphics have made virtual reality a breakthrough in the computing world. Excursions and distance learning in virtual reality are one of the ways to simulate the presence in a city in which a person cannot be physically present at the moment. When viewing virtual tours or attending online classes using videos/photos, the user (applicant/student/learner/teacher) only sees a flat image and cannot interact with it. In this way, the effect that the user is present in that place is lost. Virtual reality with the effect of full immersion allows to eliminate these disadvantages almost completely, and to provide the opportunity to interact with objects located on the virtual stage with the help of real body movements. In addition, in a short period of time, with the help of virtual reality, the user can visit many places, literally without leaving home. This is impossible to do in real life, as certain places are located at a great distance from the user. The object of the study is the process of conducting an interactive excursion and distance learning on the basis of the Department of Information Systems and Networks of the Lviv Polytechnic National University in virtual reality. The subject of the study comprises means, methods of designing and developing the virtual reality information system of excursions and distance learning using virtual reality information technologies. The practical significance of the obtained results is the implemented information system for conducting interactive excursions and distance learning on the basis of the university department. The scientific novelty of the obtained results is an information system based on the use of virtual reality, which is intended for online visits to the premises of the university department with elements of full immersion, as a platform for career guidance of students or distance learning of students.

The article reveals a wave of revolutionary speeches, which was aimed at overthrowing dictatorial regimes and aimed at democratic transformations, called the «Arab Spring» or Twitter/Facebook revolutions. The reasons, prerequisites and factors of the formation of revolutionary situations in the countries of the Arab world are analyzed, as well as the nature and special features of revolutionary movements are investigated. The importance of information technologies and the influence of social networks on regime transformations and processes of social development in the Arab world are determined. The evaluation of the role of the youth factor in the deployment of protest activities during the revolutionary events in the countries of the Arab East is revealed.

Supply Chain Efficiency and Effectiveness Management Using Decision Support Systems

The management of global supply chains that emerge from outsourcing and offshoring activities emphasizes a globally dispersed supply chain. All stakeholders and entrepreneurs worldwide have a common understanding of information technology's importance to support business activity in a rapidly changing era of customer preference. Today, many believe in a production process transition, which subsequently affects the supply chain flow in general, fearing overuse and inefficiency from upstream to downstream. Thus, this article proposes supply chain efficiency and effectiveness management using decision support systems (SCE2M-DSS). This conceptual framework uses an intelligent decision support system for the supply chain's proactive capacity planning under uncertain conditions. An intelligent decision-making support system is designed with reinforcement learning (RL) to validate the conceptual framework. The application of decision-making methods developed initially focused on product development and service production.

The article discusses the object, subject, methodological approaches and technologies of spatial analysis, taking into account the principles of the evolutionary-genetic theory of production factors, created by Professor O.V. Inshakov. It has been established that the object of spatial analysis is a complexly structured, hierarchically ordered global economic space that corresponds to the global economic system and is formed as a result of the interaction of natural-economic and economic systems of various levels and scales. The subject of spatial analysis is the reproductive economic process as a result of the implementation of economic relations in the global economic system, which is realized as a set of cycles of factor interactions due to the sequential influence of six basic production factors on each other. These factors are unique and inimitable in every point of the real geographic space. It has been established that the monitoring of regional factors of production is currently in great demand. The purpose of monitoring production factors is to predict the future state of natural-economic and socioeconomic systems. An assessment of the prospects for socio-economic development should be carried out on the basis of a system of integral indicators characterizing the competitiveness, sustainability and security of socioeconomic development. The most important information technologies that can provide monitoring of regional factors of production and the process of making effective decisions in the field of regional and municipal government are spatial analysis technologies on the platform of modern geographic information systems (ArcGIS, MapInfo).
