Opportunities for Implementation of Disaster Risk Management Strategies among Public Housing Authorities

Renters living in subsidized housing managed by Public Housing Authorities (PHAs) are vulnerable to disasters. This study aims to describe barriers, facilitators, and opportunities for the implementation of disaster risk management (DRM) strategies at PHAs. Fifteen semi-structured key informant (KI) interviews with federal and state housing officials, PHA leaders, and housing non-profit staff were conducted and thematically analyzed. Interviewees mentioned financial and administrative hindrances, lack of policy, and lack of disaster training among PHA staff as notable barriers to engaging in DRM. Past disaster experience, interagency partnerships, and designated DRM roles at PHAs were introduced as facilitators for implementing DRM strategies.

Implementation of Risk Management in an Effort to Realize the Good University Governance Principles

This study examines the implementation of risk management at Hasanuddin University in its efforts to realize Good University Governance (GUG) principles, such as transparency, accountability, and efficiency. Using a qualitative approach, data were collected through in-depth interviews, document analysis, and observations involving key university stakeholders. The findings show that while the university has established formal risk management frameworks, several challenges persist. These include resource limitations, inconsistent communication between departments, and a lack of a risk-aware culture. Despite these obstacles, the implementation of risk management has contributed positively to enhancing transparency and accountability by providing systematic processes for identifying, assessing, and mitigating risks. However, full integration with the broader governance system remains incomplete. To fully leverage risk management in supporting GUG principles, the university must promote greater stakeholder involvement, improve resource allocation, and ensure stronger alignment between risk management and governance strategies. These findings offer valuable insights for higher education institutions aiming to enhance governance through effective risk management.

Identification of Chronic Pancreatitis Associated microRNAs and Genes for the Diagnosis of Pancreatic Cancer.

The timely identification of both malignant and nonmalignant pancreatic lesions has the potential to significantly enhance prognosis and implement risk management strategies across various levels. microRNAs (miRs) and their corresponding targets play a crucial role in the development of pancreatic lesions and can serve as valuable diagnostic and therapeutic targets. The objective of our study was to investigate potential diagnostic markers that can effectively differentiate between malignant and nonmalignant pancreatic lesions. Gene Expression Omnibus (GEO) database with GSE24279 dataset was utilized to screen differentially expressed miRNAs (DEMs). We utilized the TargetScanHuman database to predict the target genes associated with hsa-miR-150-3p, hsa-miR-150-5p, and hsa-miR-214-3p. Furthermore, a cohort comprising healthy individuals (n = 52), chronic pancreatitis (CP; n = 34), and pancreatic adenocarcinoma (PAAD; n = 53) patients was recruited to ascertain the levels of plasma markers. We identified 3 miRNAs (hsa-miR-150-3p, hsa-miR-150-5p, and hsa-miR-214-3p) and 2 proteins (PCDH1 and AMN) as potential diagnostic markers for distinguishing between CP and PAAD. The area under the curve (AUC) values for all markers exceeded .800. Notably, a combination of plasma PCDH1 and AMN demonstrated excellent diagnostic performance (AUC = .921; 95% CI: .866-.977; sensitivity = .792; specificity = .941) in discriminating between CP and PAAD. In addition, the model of hsa-miR-150-3p, hsa-miR-150-5p, and hsa-miR-214-3p yielded an AUC of .928, sensitivity of .830, and specificity of .912, respectively. Plasma levels of miRNAs (hsa-miR-150-3p, hsa-miR-150-5p, and hsa-miR-214-3p) and their corresponding targets (PCDH1 and AMN) hold promise as potential biomarkers for predicting PAAD in patients with CP.

Implementation of Risk Management in Asset Management Governance Towards Optimizing Asset Utilization at Public Service Agency State Universities (Case Study of UPN Veteran Yogyakarta)

This study aims to analyze the application of risk management in asset governance at UPN Veteran Yogyakarta to achieve optimal asset utilization. As a Public Service Agency State University (PTN-BLU), UPN Veteran Yogyakarta faces various challenges in asset management, including budget constraints, lack of consistent monitoring, and the unavailability of formal risk evaluation standards. Qualitative descriptive research methods are used to gain in-depth understanding through interviews with asset managers and field observations. The results show that the implementation of risk management can have a significant impact on the efficiency of budget allocation, which includes more appropriate budget distribution based on priority needs and risks. Risk management also has the potential to extend the useful life of assets, with risk mitigation measures taken on assets that show signs of wear or early damage, thus preventing major repair costs due to serious damage. This research highlights that a technology-based monitoring system is an indispensable aspect to support the effectiveness of risk management in asset management. The implementation of structured risk assessment procedures helps in determining asset maintenance priorities, so that the assets that are most critical to the sustainability of campus operations receive greater attention. With the implementation of this comprehensive risk management, optimization of asset utilization can be achieved, which in turn supports the stability and sustainability of UPN Veteran Yogyakarta's operations as a quality higher education institution.

Analysis of the Implementation of Risk Management to Minimize the Risk of Bad Credit at the Nias Rural Development Savings and Loans Cooperative (KSP3) Gunungsitoli Branch

This study aims to determine the application of risk management carried out by the Nias Rural Development Savings and Loan Cooperative (KSP3) Gunungsitoli Branch in minimizing the risk of bad loans. In this study, the type of research used is a descriptive type with a qualitative approach. Data collection techniques are used through observation, interviews and documentation. To obtain information, the researcher conducted direct interviews with 6 informants, namely branch heads, 2 employees and 3 members of the Nias Rural Development Savings and Loan Cooperative (KSP3) Gunungsitoli Branch. The data analysis techniques used in qualitative research include transcripts of interview results, data reduction, data presentation and conclusion drawn. The results of the study show that the implementation of risk management carried out by the Nias Rural Development Savings and Loan Cooperative (KSP3) Gunungsitoli Branch is carried out through a series of stages, namely risk identification, risk measurement, risk monitoring and risk control. The implementation of risk management to minimize the risk of bad loans has been effectively implemented by KSP3 Nias Gunungsitoli Branch as evidenced by the NPL (Non-Performing Loan) rate from 2020-2022 which is still below 5%.

The impact of cultural practices on the outcome of IT risk management implementation

PurposeThe objectives of this research are two-fold. The first is to explore, describe and explain the relevance of the concept of Information Technology risk management (ITRM) implementation processes. In this regard, we were required to understand the interaction between contextual issues, the ITRM framework itself, IT individual interpretations toward them and their effect on implementation. The second objective is to develop a theoretical model for use in guiding the design and analysis of the proposed empirical work. The study introduces a fresh perspective to an established research area. It is argued that without more emphasis on the dynamic nature of the implementation process, an incomplete understanding of the problem will result.Design/methodology/approachThe study adopts an interpretive methodology to a multiple case study design gathering and analysing qualitative evidence. A series of three case studies was designed around 22 semi-structured in-depth interviews conducted to investigate IT individuals’ role in facilitating a successful ITRM implementation.FindingsThe findings provide new insights in relation to ITRM implementation by considering IT individual culture. The research develops a substantive theory involving a schematic model involving a set of theoretical propositions. These findings suggest a dynamic approach to implementing IT risk management framework — one that considers the interaction over time of intentions, context, process and action around risk management frameworks.Research limitations/implicationsThis study makes important theoretical contributions to the understanding of organizational implementations by taking a dynamic view of implementation, identifying different individual IT culture archetypes, emphasizing the role of social aspects and developing a set of key factors and contextual conditions.Practical implicationsThis model offers managers an understanding of how IT individual culture and the factors and contextual conditional work together over time to ensure a successful ITRM implementation. Meanwhile, it sheds some light on how managers treat IT individuals with different levels of experience differently.Originality/valueWe theorize IT individual culture and the factors and contextual conditional and show their effects on ITRM implementation success, thus making an essential contribution to the information systems and implementation research and practice. Moreover, we provide a novel methodology to conceptualize ITRM implementation as a cultural process through which IT people socially construct the meanings and purposes of their work activities. This research answers scholars’ call to construct more accurate explanations of innovation outcomes in an increasingly IS implementation world.

Fall Risk Management by Nurses in the Inpatient Wards of Aceh Government Regional General Hospital, Indonesia

A patient fall is an incident that commonly occurs with or without injury. Not only does it potentially cause injury, but these incidents can also prolong the length of stay and increase the treatment cost. Nurses play an essential role in assessing and preventing the risk of falls in patients through appropriate education and preventive measures by Standard Operating Procedures (SOP). Effective implementation of SOPs can reduce the frequency and impact of fall incidents and improve the safety and quality of patient care. This case study aimed to expound on fall risk management in the Aceh Government Regional General Hospital wards. A quantitative case study type with a cross-sectional study was designed. The sample consisted of 28 nurses, and the data collection tool used an observation sheet to examine the implementation of fall risk management following the hospital SOP. Data analysis used descriptive statistical tests; the data was then presented as a frequency distribution table. The results show that 67.9% of nurses implemented fall risk management, and 32.1% did not implement it. It was essential to increase nurses’ compliance with the SOP for managing fall risk by monitoring and evaluating periodically and in stages by the first-line manager in the Aceh Government Regional General Hospital wards. It is also recommended that nurses routinely assess the risk of falling in patients, educate patients and their families about it, and participate in ongoing training to improve patient safety in hospitals to achieve better quality healthcare.

Model risk management in stress testing: The road up to here

This paper reviews the historical evolution of the quantitative models, model usage and model risk management (MRM) in large US banks since the 1980s. It comments on the most significant model-related events through this period. Some of these events were associated with contexts of great stress to the financial system. The paper identifies the main features of modelling in finance and economics that distinguish it from its application in the natural sciences. Then it presents the different types of models used in the large banks' stress testing programmes, the specific characteristics and risks of each type of model and the best practices for the implementation of sound model risk management, and it suggests a proper way to interpret the results of stress testing and capital assessment in the presence of model risks. The paper discusses the future evolution of MRM towards the implementation of a `fully fledged risk management framework` along the lines of other risk management disciplines, including risk identification, measurement, monitoring, reporting, limiting and capitalisation. It acknowledges the enhancements and opportunities offered by advances in the use of artificial intelligence and machine learning as well as increases in computational power. The paper concludes by noting that the model risk management framework that has been enforced by the Federal Reserve's stress testing and capital planning programmes has substantially strengthened the capital position, profitability and resilience of the large banks in the US.

Effectiveness of Risk Management through Risk Maturity Measurement: A Study at PT Pelabuhan Indonesia

This research aims to evaluate the effectiveness of risk management at Pelindo post-merger and assess its risk management maturity level. Additionally, the study intends to offer relevant recommendations for the company in developing its risk management strategy and implementation. The research adopts a qualitative descriptive approach with a case study strategy, where the researcher analyzes an organization as a unit of analysis in a natural setting without manipulation. Data collection techniques include interviews with representatives from the Group Risk Management, Governance, and Compliance as the corporate-level risk managers. Document analysis includes textbooks, academic and professional journals, theses, articles, and company department reports. Data analysis follows the Miles and Huberman model. The research indicates that the maturity level of risk management at Pelindo post-merger has reached the good practice phase with a score of 2.94. This reflects a consistent application of risk management in accordance with industry standards, although its effectiveness varies. The organizational structure, framework, processes, and risk culture have begun to be implemented. Recommendations for improvement include strengthening the risk culture, enhancing the effectiveness of risk management functions, and aligning risk strategies with the ERM transformation plan for better effectiveness and compliance.

RISK MANAGEMENT IN HIGHER EDUCATION INSTITUTIONS:EXISTING RESEARCH FRONTIERS AND THEIR APPLIED EXTRAPOLATION

This article focuses on the analysis of published research on risk management in higher education institutions. The authors believe that for effective implementation of risk management in Kazakhstani universities and the development of a concept for its scientific and methodological support, a systematic and large-scale research effort is necessary. This includes identifying the categorical framework of risk management in higher education. In this context, the authors conducted a bibliometric analysis usingthe Scopus database, as well as the methodological approach and capabilities of the VOSviewer software tool. The study of sources on the issue of risk management in universities revealed insufficient development of this topic from methodological positionsand in the applied context. Additionally, the bibliometric analysis not only identified and visualized current research directions in this field but also highlighted trends for future research in the subject areas of "risk management," "university management," and "risk management in higher education institutions."

Evaluating the impact of risk management and risk-based internal audit on fraud detection in local governments

One of the leading indicators for improving fraud detection capability is the evaluation of the implementation of risk management and risk-based internal audit and information technology systems. This study aims to evaluate how risk management and risk-based internal audits influence fraud detection capabilities in local government when integrated with information technology systems. SPSS 26 was utilized for data analysis. The paper uses a quantitative approach, collecting primary data with questionnaires distributed among 200 auditors and 70 supervisors across four districts in West Java. A purposive sampling approach based on self-selection was used. The findings show that the ability to detect fraud is significantly and positively influenced by the implementation of a risk-based internal audit (sig 0.000 < 0.05) and risk management process (sig 0.000 < 0.05). On the other hand, the risk management framework (sig 0.107 > 0.05) has a negative and insignificant effect on improving fraud detection capability. In addition, the relationships between the risk management process (sig 0.006 < 0.05) and fraud detection capability were found to be moderated by information technology systems. However, information technology systems are unable to moderate the relationship between risk-based internal audit (sig 0.563 > 0.05) and risk management framework (sig 0.115 > 0.05) on fraud detection capability. Therefore, risk management and risk-based internal audits are able to detect fraud, and information technology systems can strengthen the risk management process with the ability to detect fraud. Canyoning adventure tourism is a form of nature tourism activity that provides extreme and challenging experiences for tourists. However, the high level of risk in this activity requires a comprehensive risk management approach to ensure the safety and comfort of participants. This study aims to analyze risk-based canyoning tourism management activities in the Canyoning & Caving area, Bogor, Indonesia. This study uses a qualitative method with data collection techniques in the form of in-depth interviews with tour managers, canyoning guides, and tourists who have participated in the activity. In addition, direct observations were made of field conditions and facilities provided. The results of the study indicate that the implementation of effective risk management is very important to minimize the potential for accidents and negative impacts on the environment. Some of the main risks identified include unpredictable weather conditions, terrain difficulty, and lack of participant experience. The risk mitigation strategies implemented include intensive training for guides, the use of international standard safety equipment, and the preparation of clear emergency procedures. This study is expected to be a reference for other canyoning tourism managers in developing safe and sustainable adventure tourism in Indonesia.

A Wasserstein distance-based spectral clustering method for transaction data analysis

With the rapid development of online payment platforms, it is now possible to record massive transaction data. Clustering on transaction data significantly contributes to analyzing merchants’ behavior patterns. This enables payment platforms to provide differentiated services or implement risk management strategies. However, traditional methods exploit transactions by generating low-dimensional features, leading to inevitable information loss. In this study, we use the empirical cumulative distribution of transactions to characterize merchants. We adopt Wasserstein distance to measure the dissimilarity between any two merchants and propose the Wasserstein-distance-based spectral clustering (WSC) approach. Based on the similarities between merchants’ transaction distributions, a graph of merchants is generated. Thus, we treat the clustering of merchants as a graph-cut problem and solve it under the framework of spectral clustering. To ensure feasibility of the proposed method on large-scale datasets with limited computational resources, we propose a subsampling method for WSC (SubWSC). The associated theoretical properties are investigated to verify the efficiency of the proposed approach. The simulations and empirical study demonstrate that the proposed method outperforms feature-based methods in finding behavior patterns of merchants.

Effects of procurement risk management strategies on public procuring entities' performance

Organizations implement risk management to mitigate the effects of unforeseen events in their operation settings. The current study aims to investigate the relationship between procurement risk-management strategies and the performance of public higher-learning institutions registered by the National Council for Technical Education and Vocation Training in Tanzania. The findings of the study provide valuable insights that can influence the risk management strategies and performance management policies of public procuring entities. The Principal-Agent Theory guided the study. A convergent parallel mixed-method design was employed, utilizing a census method that included all 16 public high-learning institutions in Dar es Salaam as the sample. Primary data were collected through structured questionnaires and interviews. Quantitative data analysis involved descriptive statistics to compute percentages and means of school respondents. Multiple Regressions was employed for inferential statistics analysis. Qualitative data analysis was conducted using thematic analysis. The study identified risks affecting the performance of PEs including non-compliance risks, planning risks, managerial risks, contract management risks, and project delays. To address these challenges, the study recommends that entities should develop and adhere to their procurement plans, invest in capacity building to strengthen ethical practices to avoid unethical behavior, and address non-compliance issues. Entities should use a combination of strategies based on internal policies, experience, and the preferences of the procurement assignment.

This qualitative study aims to examine the implementation of risk management in hull insurance by collecting data through interviews with the risk management staff of Asuransi Mitra Pelindung Mustika Ltd. The findings revealed that this company has applied the risk management process, including risk identification, risk analysis, risk evaluation, risk control, risk transfer through other insurance policies, monitoring, and review. The company covers losses due to fire, explosion, violent theft, piracy, accidents involving installations, collisions with aircraft or similar objects, earthquakes, volcanic eruptions, lightning strikes, accidents during loading or refuelling, boiler explosions, machinery shaft breakage, or latent defects in the machinery, hull, or frame of the insured vessel. Asuransi Mitra Pelindung Mustika Ltd. also compensates for losses due to the negligence of the captain, officers, or crew of the insured vessel, as well as the shipyard. Time to process the claim becomes a significant challenge in fulfilling the insured's rights in the claim for the BG. TRG 06 vessel because it takes up to 14 days to gather all the necessary documents. This company will cover all repair costs and labor expenses, with an estimated total value of IDR 7,611,100,000.00.

P187 CO-DESIGNING AN INTERVENTION FOR CARDIOVASCULAR DISEASE RISK ASSESSMENT AND MANAGEMENT AFTER HYPERTENSIVE DISORDERS OF PREGNANCY

Background and objective: Women with a history of hypertensive disorders of pregnancy (HDP) are at two-to-fourfold increased risk of developing cardiovascular disease (CVD) within 10 years post-pregnancy. Despite clinical practice guidelines recommending general practitioners (GPs) for ongoing CVD preventative care, no intervention strategies exist within primary care aimed at improving risk assessment or management for women after HDP. This study aimed to co-design an intervention to enhance the implementation of CVD risk assessment and management following HDP for primary care settings in Australia. Methods: Researchers used the Integrated Knowledge Translation (IKT) framework and conducted five co-design meetings with the investigative team and end-users. Meetings were informed by the Behaviour Change Wheel (BCW) framework for intervention development and incorporated research findings from a systematic review and meta-analysis, surveys, and an online discussion. Data from activities and audio recordings following each meeting were analysed iteratively to inform ongoing intervention development. Results: The 18 end-users included women with lived HDP experience (n=8), obstetricians (n=2), midwives (n=5), and GPs (n=3). The target priorities were to improve communication between hospital staff and GPs following HDP occurrence and increase knowledge of GPs and women regarding CVD prevention post-HDP. Part 1 of the intervention is delivered within the hospital setting via physical resources to address communication gaps between hospital and primary care providers for women after post-HDP. Part 2 is delivered via an update to existing GP education platforms and resources for use within GP consultations to provide education for women and GPs on CVD prevention post-HDP. Conclusions: The IKT and BCW frameworks played a crucial role in development of a tailored intervention aimed at bridging gaps in current primary care practice and enhancing implementation of CVD risk assessment and management for women following HDP. This an important step in addressing CVD risk in women of childbearing age.
