State youth policy in Russia as a tool for the development of society: an analytical review

This article deals with the peculiarities of the implementation of youth policy in the Russian Federation. The analysis of the main normative-legal acts of the Russian Federation in this direction is carried out. In particular, most of the attention was paid to the "Fundamentals of State Youth Policy in the Russian Federation until 2025" approved on 29 November 2014 by the Decree of the Government of the Russian Federation № 2403-r. In the course of the study, the author identified a number of problems of youth policy. Thus, it was established that from 2014 to the present time there is a tendency to decrease the number of young citizens in the total share of the country's population. Consequently, this creates significant problems in the labour market. Attention is drawn to the problems of political representation of young people in the Russian power structures. The absence of measures in the state policy to attract young people to the political life of the country can reduce their civic consciousness, which will negatively affect the society as a whole. As a result, the author made assumptions about how to correct the current state of the state youth policy and to achieve improvement of employment indicators, number and civic activity of young citizens.

Landscape of practices of educational activities and youth policy in universities (based on the experience of holding a review-competition of the best practices in the implementation of youth policy and organization of educational activities at the university)

The article is devoted to the analysis of the essential characteristics of educational practices and youth policy in educational institutions of higher education in the Russian Federation. The authors analyze a large data set, which included a description of 581 practices obtained during the Review-Competition of the best practices in educational activities and youth policy, organized by the Ministry of Science and Higher Education of the Russian Federation in 2022. The article characterizes the target, content, technological, subjective profile of educational practices and youth policy. The authors come to the conclusion that universities have emerged as an integrative subject of educational activities and youth policy. The analysis made it possible to record several significant characteristics that determine the modern landscape of education in universities: an imbalance of the target group of practices (dominated by junior undergraduate students); closedness of the university system of educational work; the dominance of the organizers of educational work in the subjective profile of practices; insufficient technologization of practices; insufficient development of mechanisms for assessing the effectiveness of educational practices. The identified characteristics and barriers can become the basis for continuing the discussion about promising directions for the development of education in universities. In addition, the characteristics identified in the competition can become the basis for the introduction of effective educational formats, in accordance with the state request, the characteristics of the university environment and the student’s request.

Пріоритети та інструментарій молодіжної політики в контексті соціального захисту, розвитку молоді та збереження людського потенціалу: досвід країн Західної Європи

The article examines the priorities and instruments of youth policy in the countries of Western Europe (France, Belgium, the Netherlands, Luxembourg, Germany, Austria, Liechtenstein, Switzerland) in the context of social protection, youth development and preservation of human potential. In particular, the main characteristic features of the youth policy of Germany (as one of the most progressive and effective not only among Western European countries, but also in the world) are identified: moderate intervention in the life of young people on the side of the State, social partnership between the State and society on the principles of subsidiarity; a combination of social democratic and liberal orientations; high level of democracy; clear structuring by levels: federal, federal state, and local; availability of a strong legislative framework related to the regulation of various issues of young people’s lives. Taking into account the experience of Germany in the distribution of budget financing of youth policy (in particular, its targeting, taking into account local and regional socioeconomic realities and needs), attention is focused on the expediency of applying in Ukraine such an approach to the implementation of the State-based youth policy, taking into account the different conditions and quality of life of domestic youth in different regions of the country (first of all, depending on the distance from the frontline of the war). The priorities and instruments of social protection of youth in Austria are studied (support for the rights of young people to personal development, ensuring the participation of young people in the educational process; providing material and non-material assistance to the unemployed; social support for children under care outside the family; protection of young people from all forms of violence and discrimination; reimbursement of expenses for outpatient and/or inpatient treatment; financing of expenses related to the implementation of residential care for children by foster parents or social pedagogues, etc.). Taking into account the aggravation of the problem of unemployment of the young population in France, the priorities and instruments of the policy of promoting the integration of young people of this country in the labor market, the development of communication skills, etc., are analyzed. The features of the State policy of promoting the development of a culture of youth entrepreneurship, innovation activity, etc., in the countries of Western Europe (in particular, in Germany, Austria, Switzerland and the Netherlands) are studied. The results of the study of the priorities and instruments of youth policy of Western European countries in the context of social protection, youth development and preservation of human potential made it possible to trace the gradual transition from the provision of the State aid to some of the most vulnerable groups of the young population to the financing of social programs that promote youth cohesion, development and preservation of human potential. Taking into account the best experience in the formation and implementation of youth policy in Western European countries, the priority directions for improving youth policy in Ukraine are named.

Залучення молоді до формування та реалізації молодіжної політики на місцевому рівні в умовах війни

The general formulation of the issue and its connection with important scientific and practical tasks. Youth policy is very important for any country because young people are the main resource for the future development of the state. Ukraine is no exception, and youth policy presents great importance from the scientific perspective. If the authorities fail to develop a plan of support for young people in Ukraine, we risk becoming a country of people with disabilities and the elderly, which in turn will lead to the collapse of the social sphere, the bankruptcy of the Pension Fund of Ukraine and the financial crisis. For this particular reason, the consideration of the chosen topic is relevant from the perspective of state administration and implementation of youth policy. The analysis of the recent publications on the issues covered in the article; identification of the parts of the general problem that have not been previously addressed. Since the early days of Ukrainian independence, many public figures, opinion leaders, scientists and practitioners have argued that the youth in Ukraine is a significant social group that impacts the development of the country. Youth need support and development to ensure social, economic and political progress of the country. However, there is still not enough research on the development and implementation of the youth policy in Ukraine during the war, which, unfortunately, has been going on for almost two years. The purpose (the objective) of this article is to theoretically justify the need to involve youth in the formation and implementation of youth policy at the local level in the conditions of war. The key results and background. A complex solution to acute and painful issues in the field of the youth is possible if we’re able to: systematically involve young people in making management decisions at local, regional and state levels; improve the mechanisms of cooperation between the public authorities and institutions of the civil society; lay down funds for the implementation of the necessary volume of financing of targeted youth programs in the budget documents of all levels; create working places for young people; initiate assistance programs for young families (solution of housing issues); adapt educational programs to the requirements of the modern labor market; develop a system of monitoring and testing of the effectiveness of state and local target programs with the involvement of the public in this process with a flexible mechanism of introducing changes and additions; systematically study the needs of young people, taking into account the peculiarities of the regions of Ukraine and the age of the target groups (in Ukraine, people from the age of 14 till the age of 35 are considered young); efficiently inform young people about the opportunities available to them. There are many successful practices at different levels, in particular in the Ivano- Frankivsk municipal territorial community, which should be exchanged and borrowed for more successful experience. Conclusions and prospects of further research. The article describes the role of youth policy in the development of the country and its economic and social stability during the war, as well as suggests ways to solve acute and painful issues in the sphere of the youth. The analysis of scientific literature, normative legal acts and expert developments of the relevant Ministry demonstrates positive dynamics, in particular, during the war financial and expert support from the governments of other countries and international non-governmental organizations is attracted. However, currently available materials still demand a lot of refinement. The existing system of involving young people in public administration is focused on narrow circles of young representatives who have already proven their active position and potential for the state, for example, consultative and advisory bodies of various levels – public councils, youth advisors; contests for youth public organizations, etc. The issue of youth migration and its retention in Ukraine, creation of competitive conditions on the labor market and comfortable community infrastructure, including for internally displaced persons and students, who now have the opportunity to get education in other countries of the world, still remains open. It is also worth remembering the need to find the most effective methods of communication with all subjects of youth policy and with the youth themselves. Further development of this direction should consist in studying and analyzing the prerequisites that influence the formation of a quality youth policy in the country, studying the successful experience and best practices of other countries, especially those that have survived military operations, as well as bringing topical issues of the youth sphere into the public space with the aim of involving a wide range of people in their discussion and resolution.

Traditional social institutions in Romanian youth policy

Youth policy is an important area of the EU social policy. The national specificity of the EU member states allows different models for the implementation of youth policy, corresponding to their history and political culture. The study aims to explore a transition from the universalist model of implementing the Romanian youth policy of the socialist period to a centralised (or Mediterranean) one in which traditional social institutions play a pivotal role, such as family and the Church. The study applies the content analysis and the systemic method. Romania's accession to the EU made the government pay more attention to the youth. The funds for the youth policy were allocated from European integration funds. The government's strategy was to develop education and additional educational services and help children and the youth without parental care and large families. However, the quality of education deteriorated, aid did not reach its recipients, and tactically strategic goals were not achieved. The state youth policy turned out to be ineffective. The Romanian Orthodox Church (RuOC) became involved in solving issues of supporting children and the youth. Together with municipalities, sponsors, foreign philanthropists, the RuOC opens a network of social centers for children of permanent residence, day care, socio-cultural (educational, leisure, sports). The RuOC conducts actions in support of the development of secondary education to prevent dropouts from school, provide clothing and school supplies, study native history, etc. In general, the participation of the RuOC in solving youth problems convincingly indicates that a centralised model for the implementation of youth policy has been formed in Romania.

The role of youth organizations in solving social problems of the region

The subject of the study is the activities of youth organizations in solving social problems. The list of these key institutions includes youth public organizations, which are classified as socially oriented non-profit organizations. The relevance of this work is due to the fact that today the participation of young people in public organizations contributes to the formation and development of civil and social self-awareness, the development of special competencies and personal qualities among young people. But in addition to personal development, such associations are capable of working in solving major social problems. The directions of financing socially-oriented NPOs are analyzed. The regional features of the implementation of youth policy in the Irkutsk region are shown. The main conclusion of the study is that youth public organizations can prove themselves and show their ability to make an invaluable contribution to solving such problems. To assess the contribution of youth organizations in solving social problems, a questionnaire survey was conducted, revealing the motivational attitudes and priority areas of activity of youth participating in the activities of public organizations. Based on the results of the study, it was revealed that when interacting with the state, the non-profit sector can make an invaluable contribution to solving the social needs of residents of the region. Based on the results obtained, practical recommendations were proposed for improving the activities of youth public organizations in solving social problems.

Theoretical and Methodological foundations of the study of state Youth Policy in the Conditions of the development of a democratic state

The article is devoted to the problems of the state approach to the implementation of youth policy in democratic countries. The author analyzes the trends in the orientation of youth policy in the United States of America, European countries, as well as the in the Russian Federation. The relevance of this study is due to the changes that are now occurring in all spheres of life of the world community, destabilising the policy of many developing and developed states by influencing its economic and social sphere. In the course of analyzing the effectiveness of the implementation of youth policy in these countries, the author comes to the conclusion that there is an urgent need to create a scientifically based methodology for the implementation of international youth policy.

Культурное пространство как фактор формирования ценностных ориентаций молодежи

The article considers the role of cultural space in the formation of value orientations of modern youth. The vectors of the influence of cultural space on the formation of value orientations were analyzed, three levels of the influence of cultural space on the formation of value orientations (macro, meso and micro levels) were characterized. The influence of cultural space can be significant, but not always consistent with the dominant values of society. In this regard, it is necessary to study the forms, methods and mechanisms of this influence, and not reject its existence. The direct impact of cultural space on the process of forming youth value orientations consists in conscious self-regulation of individual value orientations of young people in a specific sociocultural environment of society. The main characteristics of the modern cultural space of Russian youth should be used as a basis for the formation and implementation of youth policy, respectively. Such characteristics include: blurred boundaries (including the boundaries of social norms), reduction of high culture in favor of mass consumer and virtualization of interaction with cultural objects.

The article considers the features of the socio-economic development of Russia in terms of the implementation of youth policy. Attention is drawn to the implementation of national projects, their accompanying national goals, as well as problems and ways to improve the effectiveness of youth policy.

Youth Policy and Educational Activities in Russian Universities: Stages of Development and Key Contradictions

In the context of escalating geopolitical tensions, increasing information confrontation, an important factor in the preservation of the Russian state is systematic activity for the social integration of the younger generation, the development of adequate civic attitudes and values. According to the author of the article, today there is a change in the model of implementation of the state youth policy, the focus of which is increasingly shifting to the education system, including Russian universities. In this regard, an important research task is the analysis of models of youth policy and educational activities in Russian universities. The purpose of the article is a brief overview of the historical models of student education in our country, as well as an analysis of the attitudes of the top management of Russian universities regarding the organization of youth policy and educational activities at the university. The article is based on a series of in-depth interviews conducted with the leadership of Russian universities in July–September 2022. It offers criteria for analyzing the effectiveness of educational work with students, presents a typology of models of such work in Russian universities in different historical periods, highlights the main dysfunctions of youth policy implementation in Russian universities at the present stage. In conclusion, the author proposed several key principles to improve the effectiveness of youth policy and educational activities at the university as an important mechanism for the social integration of the younger generation.

Представления о настоящем и будущем страны как фактор эмиграционной активности студенческой молодежи: кросс-культурный анализ

<p style="text-align: justify;"><strong>Objective.</strong> Analysis of the relationship between perceptions of the present and future of the residence country and the emigration activity of students in Belarus, Kazakhstan and Russia.<br><strong>Background.</strong> The study of the perceptions of residence country as predictors of students’ emigration activity can improve the effectiveness of youth policy in preserving valuable human capital at the country level. <strong>Research design.</strong> Using multiple regression analysis, the results of the January-April 2021 online survey identified the specifics of the relationships between perceptions of the present and future of the residence country and emigration activity of young people in three countries.<br><strong>Participants.</strong> University students are citizens of Belarus (208 people), Kazakhstan (200) and Russia (250) aged 18 to 25 years.<br><strong>Measurements.</strong> Research questionnaire included 6 statements, based on the theory of planned behavior, developed by I. Ajzen, for studying emigration intentions and behavior in their realization, as well as two sets of characteristics from “Scale of temporary attitudes” by J. Nutten for studying the present and future of the country of residence.<br><strong>Results.</strong> Factors of emigration activity of Russian student youth are perceptions of the present of their residence country as not long-lasting, not free, significant, but boring, as well as perceptions of future in Russia as significant, but not eventful and not innovative. Belarusian emigration-oriented youth perceive their country's present as related to the past, not cohesive, but their own, and the country's future as not cohesive and related to Belarus' present. Kazakhstani emigration-oriented students perceive the present of their country as beautiful, active, but not close, not chaotic and not bright, and the future as not their own and not related to the present of Kazakhstan.<br><strong>Conclusions.</strong> There are differences in the relationships between perceptions of the present and future of the residence country and emigration activity of young people in Belarus, Kazakhstan and Russia. The effective implementation of youth policy to preserve valuable human capital at the country level requires considering the social and cultural context in which these relationships are formed.</p>

THE MAIN SUBJECTS OF THE IMPLEMENTATION OF THE YOUTH POLICY OF UKRAINE AND THE REGULATORY AND LEGAL REGULATION OF THEIR INTERACTION

The scientific article is devoted to researching the issue of regulatory and legal regulation and implementation of youth policy by the main subjects in Ukraine. The method of interaction between normative regulation and the implementation of youth policy by the subjects of youth policy is determined. A comparison of the concepts of subjects of youth policy implementation and subjects of work in the field of youth policy as a subject of youth policy implementation in general has been carried out. The goal of the formation and implementation of youth policy in Ukraine is given. The article reveals the conceptual and categorical apparatus of the topic, defines the concepts of "youth policy", "subjects of youth policy implementation", "normative and legal regulation". The significance of the state and state bodies in the field of formation and implementation of youth policy in Ukraine is given. The features of national and local programs of youth policy, as well as the normative legal acts that establish them, are determined. Public associations in the field of youth policy have been identified, in particular youth and children's public associations. The profile law in the field of youth policy in Ukraine is analyzed. The opinions of scientists regarding the interaction of youth policy subjects with normative consolidation in the context of youth policy implementation are given. The article contains an analysis of the laws of Ukraine and subordinate legal acts regulating youth policy in Ukraine. The scientific article defines the role of the Ministry of Youth and Disputes of Ukraine as the central body of executive power in the field of formation and implementation of youth policy in Ukraine. The article summarizes information about the importance of national and international organizations in the field of youth policy implementation and interaction with other youth policy subjects.

Ecosystem of work with youth at the local level (on the example of five million-plus cities)

The article discusses the system of work with youth in five million-plus cities: Rostov-on-Don, Voronezh, Nizhny Novgorod, Krasnoyarsk, and Novosibirsk. The analysis is based on four main criteria: the structure of the youth work body, the amount of funding, performance indicators, and channels for informing young people. The conducted research makes it possible to identify trends and main approaches to the implementation of youth policy in large cities of Russia.

Youth Vector of Europe: Strategic, State and International Communication

Abstract. The article emphasizes that the implementation of youth policy depends on many factors, primarily on its implementation at all levels: international, regional and national. This article is devoted to the study of youth policy issues in line with the last two levels. It is based on the materials of the European Union and a number of states in this region. Such issues as the creation and establishment of the activities of pan-European structures are being considered. Moreover, this process is analyzed not only at the level of state bodies, but also non-governmental organizations, especially youth. Special attention is paid to international cooperation in the field of youth policy. A significant part of the article is occupied by materials related to work among young people in specific European countries. They summarize the experience in the field of education, employment and other main areas of the young generation's life, highlight the features of this experience in order to use it by other states. The analysis showed that European countries have accumulated sufficient potential in working with young people. The achievements of the European Union as a whole are also of interest, especially in the development of integration processes, the unification of organizational, legal and material resources. THE EXPERIENCE OF FOREIGN COUNTRIES IN THE IMPLEMENTATION OF MODERN YOUTH POLICY IN THE RUSSIAN FEDERATION

The purpose of the article is to analyze the use of the historical experience of foreign countries in the imple-mentation of youth policy in modern Russia. The youth policy of European states has many common features with the Russian youth policy de-spite its national characteristics. This is primarily due to the specifics of youth as an object of policy. At the same time, this direction of policy is mainly imple-mented in three main areas: solving urgent problems of youth in various spheres of society, supporting the youth movement and ensuring youth participation in society. Unlike Russia, youth policy in foreign coun-tries is based on the principles of centralization and decentralization. As a result, the authors come to conclusion that we should also actively use the European experience based on the principle of subsidiarity, when questions are sent to the central level, answers to which cannot be obtained locally. After analyzing the main differ-ences in the implementation of youth policy in the Russian Federation and the EU countries the authors note that, despite some similarities in the main aspects of youth policy in the Russian Federation and the EU countries, the differences remain significant and have an impact on understanding of the essence of the state youth policy.

Європейський досвід формування та реалізації молодіжної політики в контексті соціального захисту, розвитку молоді та збереження людського потенціалу

The article studies the European experience of formation and implementation of youth policy in the context of social protection, youth development, and preservation of human potential on the example of the Nordic countries (Norway, Denmark, Sweden, Iceland, Finland, Great Britain, and the Baltic countries). The common features of the youth policy of the studied countries are revealed as follows: the inter-sectoral nature of youth policy; multi-aspectivity in substantiating the strategic objectives of youth policy; decentralization of the administration system; observance of parity between the State and the civil society structures; focus on strengthening the involvement of young people in the life of society; ensuring equal opportunities for different social groups of young people; protection of young people in the labor market, etc. The basic principles laid down by the Nordic countries in the substantiation and implementation of youth policy are established as follows: participation of young people in public life at the local and regional levels should become part of the general policy of involving citizens in public life; the strategies that are implemented in all areas should include a youth component, so local and regional authorities are obligated to ensure in practice various forms of youth participation in the life of society; the provisions and various forms of participation in society apply to all young people without discrimination. This study will be useful in developing specific proposals for upgrading the National Youth Strategy until 2030, as well as in updating the list of measures for its implementation in 2024-2030.

Гражданское участие молодежи в регионе: возможности и ограничения

The problem of activating the potential of youth in territories’ development, the transi tion of their latent resources (opportunities) into the actual state of the driving force of social change at the regional level is of particular relevance for public and scientific discourse. From the standpoint of the activist paradigm, young people are seen as a significant subject of territorial development through their involvement in various practices of civic participation. The purpose of the article is to identify the opportunities and limitations of youth civic participation in the development of territories. The authors determine that a favorable institutional environment for the young people’s civic participation is being created in Russian society, however, there are problems in the implementation of youth policy both at the national level and in the regions. Based on the methodology of quantitative sociology (the authors developed a toolkit for a sociological survey, which was tested on the territory of the Vologda Oblast in 2021, N=1900), it was revealed that young people, demonstrate their willingness to civic participation to a greater extent than the population of the region as a whole, but they are somewhat less likely to be included into real practices of socially useful activity. The authors concluded that both political (in vertical interaction with the authorities) and social participation of young people (in the space of everyday  life) is realized primarily in informal (one-time or spontaneous) practices. It is determined that the demotivating reasons for the young people’s engagement in  the civic participation practices in the regional space vary from institutional to social and psychological qualities of the individual. By the example of the Youth Center “GOR.COM35” (Vologda), it is shown that the youth center is a complex structure or a new model of “public-state partnership” that creates conditions for the development of civic participation of young people in the region. The materials presented can form the basis of sociological diagnostics of the level, potential,  and barriers to youth involvement in socially useful activities in order to further develop the priorities of youth regional policy and effectively build the  work of youth organizations.&nbsp

СТАНОВЛЕННЯ ПОЛІТИКО-ПРАВОВОЇ АКТИВНОСТІ МОЛОДІ В УКРАЇНІ

The article analyzes the formation of political and legal activity of youth in Ukraine. The main forms of youth political activity are characterized. Considerable attention is paid to the characteristics of the mechanisms and tools of youth participation in the formation and implementation of youth policy. On the basis of the analysis of the legal framework of youth policy, conclusions were made regarding the main trends and specifics of youth participation in political processes, which is expressed through the activities of various public organizations and movements. The purpose of the publication is to study the process of formation of political and legal activity of youth in Ukraine and the role of the state in its formation and development. The methodological basis of the study is based on the use of philosophical, general scientific methods, methods of a systematic approach to analyze the ways and means of forming the political and legal activity of youth, in determining the socio-political situation of youth in Ukraine. The structural-functional approach is used to determine the functions of political activity in the conditions of the transition of society from an authoritarian to a democratic political system. The institutional approach is used to analyze the interaction of the process of political and legal activity and the political system of society, where political institutions, political parties, and public associations play the main role. The normative-value approach was embodied in the analysis of the system of political values, their formation and role in the process of political socialization of the young generation. The scientific novelty of the publication lies in the comprehensive analysis of political and legal activity of youth in Ukraine and its significance for political and socio-economic development. Conclusions. Youth is a dynamic component of modern Ukrainian society. Since young people have to implement the reforms initiated by the state, the state, determining the ways of formation and development of society, focuses primarily on young people, whose potential and knowledge can become a guarantee of progressive development. The political and legal activity of youth is aimed at the formation of a young person who positions himself as a responsible person who respects the rights of other people; is tolerant of political, moral, aesthetic, worldview orientations and preferences; shows a desire for such forms and directions of activity that would consolidate social efforts, make the life of every person meaningful, civilized and promising; is active in the political and legal sphere. Despite the difficult political, economic, and social situation in the country, the public structures of the youth movement are actively developing, preserving their historical traditions, roots, occupying an appropriate place in the political system of society and have now acquired a rather clear outline and certainty, which is due to the presence of support and the implementation of an active policy from the state and local authorities.

Family or career? Happiness and success of youth through orientation towards professional and family values

This article explores the connection between young people’s focus on professional and family values and their subjective sense of happiness and success. This subject is pertinent in today’s world, where an increasing number of youths prioritize material accomplishments and careers, often neglecting their personal lives and relationships. The empirical findings are derived from the authors’ sociological study involving young participants (aged 14–35) and utilizing a questionnaire as the research method. The findings indicate that young individuals who exhibit strong career orientations are less happy, while those with predominant family values experience greater success and report higher levels of subjective happiness. However, examining the respondents’ family and professional values reveals a complex and multifaceted distribution among “happy”/“unhappy” and “successful”/“unsuccessful” categories, preventing a clear-cut and polarized classification of these groups. Investigating young people’s focus on professional and family values helps us comprehend their influence on happiness, success, and self-realization. The importance of maintaining a balance between work and personal life is emphasized, as seen through the lens of self-perceived happiness and success, ultimately contributing to more comprehensive individual self-realization and improved life satisfaction. This knowledge can assist educational institutions, youth policy implementation divisions, and education departments in devising effective strategies to support young people’s life choices and growth, as well as in establishing conditions that promote more complete self-realization. Examining young people’s orientation towards professional and family values can enable society to better understand and address the changing value orientations of young individuals and implement appropriate measures to support their needs and interests.

AUDIT OF THE YOUTH POLICY ECOSYSTEM IN THE RUSSIAN FEDERATION IN THE CONTEXT OF DIGITALIZATION: A RISK-REFLEXIVE APPROACH (PART 1)

The main goal of the presented study is to analyze the features of the development of state youth policy in the Russian Federation in the context of digitalization. The authors start from the modern understanding of the foundations of social audit as a critical analysis of the efficiency of modern youth policy through the study of mechanisms and methods, processes of constituting meanings and gaining the rights of young people to self-realization and social innovation, achieving a conflict balance of their expectations with institutional norms and resources. As the main theoretical tool for auditing the efficiency of youth policy in the digital environment, the potential of a risk-reflexive approach to assessing interactions and conflict/cooperation between society and the state in generational optics is used. The ideas of risk-reflexive management are considered as a normative basis for focusing the audit of youth policy not only on institutions and organizational structures, but above all on values and meanings. The audit of youth policy is disclosed in the article as a check for the compliance of its goals and methods with the tasks of youth socialization, its adaptation in a risky society in the context of global information confrontation and risk assessment. The article proposes a risk-reflexive interpretation of the criteria for the efficiency of strategic management in the field of youth policy implementation (productivity, security, development, satisfaction). Based on the analysis of the social capital concept, its “triad” (trust, cultural norms and social networks) and forms, the article reveals the specific features of strategies for young people to choose models of response to social and political problems, proposes an original classification of youth policy using “bonding” and “bridging” types.
