Implementasi Peraturan Kepala Perpustakaan Nasional RI Nomor 13 Tahun 2017 tentang Standar Nasional Perpustakaan Perguruan Tinggi di UPT Perpustakaan Universitas Bung Hatta

This study aims to describe the following. (1) implementation of collection standards at Bung Hatta University Library (2) implementation of facilities and infrastructure standards at Bung Hatta University Library (3) implementation of service standards at Bung Hatta University Library (4) implementation of library promotion standards at Bung Hatta University Library (5) implementation of library staff standards at Bung Hatta University Library, and (6) implementation of information and communication technology standards at Bung Hatta University Library. The research methodology used is qualitative research with the type of Field Research research and uses a descriptive approach. Data collection techniques through observation, interviews, and documentation. The informants in this study were one library officer and two people from the library users at the Bung Hatta University Library. Based on the results of the study, it can be concluded as follows. First, the implementation of collection standards, consisting of nine sub-indicators, of the nine sub-indicators, there are six sub-indicators that meet standard implementation and three sub-indicators that do not meet standard implementation. Second, the implementation of facilities and infrastructure standards, consisting of five sub-indicators, of the five sub-indicators, there are two sub-indicators that meet the implementation of standards and three sub-indicators that have not met the implementation of standards. Third, the implementation of service standards, consisting of two sub-indicators, of the nine sub-indicators, there is one sub-indicator that meets the implementation of standards and one sub-indicator has not met the implementation of standards. Fourth, the implementation of library promotion standards, this indicator has met the standard implementation. Fifth, the implementation of library staff standards, consisting of three sub-indicators, of the three sub-indicators, there is one sub-indicator that meets the standard implementation and two sub-indicators have not met the standard implementation. Sixth, the implementation of information and communication technology standards, this indicator has not met the implementation of standards. Thus, of the twenty-one sub-indicators assessing the implementation of the Regulation of the Head of the National Library of the Republic of Indonesia Number 13 of 2017 concerning National Library Standards at the UPT Library of Bung Hatta University, those that meet the National Standards for Higher Education Libraries based on the Regulation of the Head of the National Library of the Republic of Indonesia Number 13 of 2017 concerning National Standards for Higher Education Libraries are 11 sub-indicators and those that have not met the standards are 10 sub-indicators.

The implementation of hospital occupational health and safety service standards at Wisma Arimbi and Wisma Bima is still not optimal because there are still hospital occupational health and safety programs that have not been running optimally, such as uneven health checks. The purpose of this study was to see the application of occupational safety and health service standards at Wisma Arimbi and Wisma Bima in the Grhasia Mental Hospital, Special Region of Yogyakarta. This is a qualitative research with a case study approach. The sampling technique in this study was to use purposive sampling method with as many as 5 subjects. The data in this study were obtained from in-depth interviews. The safety and security of Wisma Arimbi and Wisma Bima are good. The hospital has a hospital occupational health and safety team, adequate PPE and a good working environment. However, there is a shortage of hospital occupational health and safety human resources where only one person is competent in the hospital occupational health and safety field, while other members have other main tasks (double jobs). Occupational Health Services at Wisma Arimbi and Wisma Bima are already in operation, such as providing additional food, sports facilities and health insurance. But the health check has not been maximal. The implementation of service standards at Wisma Arimbi and Wisma Bima has not been maximal, there are still some hospital occupational health and safety service standards programs that have not yet been implemented, such as uneven health checks, lack of fire protection facilities, and lack of competent officers in the OSH sector.

Improving healthcare service quality through performance management.

Healthcare service quality in the USA has gained importance under value-based payment models. Providing feedback to front-line staff is a vital component of managing service performance, but complex organizational dynamics can prevent effective communication. This work explored the performance management of appointment desk staff at Mayo Clinic Arizona, identified barriers to effective management and sought to standardize the process for monitoring service performance. Multiple data sources, including qualitative inquiry with 31 employees from the primary care and surgery departments, were used. The research was conducted in two phases - facilitated roundtable discussions with supervisors and semi-structured interviews with supervisors and staff six months after implementation of service standards. Participants were probed for attitudes about the service standards and supervisor feedback after implementation. While all staff indicated a positive work environment, there was an unexpected and pervasive negative stigma surrounding individual feedback from one's supervisor. Half the participants indicated there had been no individual feedback regarding the service standards from the supervisor. Presenting service standards in a simple, one-page format, signed by both supervisor and the patient service representative (PSR), was well received. Combining rapid-cycle quality improvement methodology with qualitative inquiry allowed efficient development of role-specific service standards and quick evaluation of their implementation. This unique approach for improving healthcare service quality and identifying barriers to providing individual feedback may be useful to organizations navigating a more value- and consumer-driven healthcare market.

Road Map Bureaucracy Reform Public Service Government Provincial Riau

Purpose of this research is to describe the direction of bureaucracy reform road map policy in the field of public service with the focus of service standard in Riau Provincial government. This research uses qualitative analysis. Field data obtained in Riau Province is set in description or report in the form of table, so it can get a clear picture about what is going on about the direction of bureaucratic reform policy of Riau Province public service. government. Based on the results of the research indicates that the road map of bureaucratic reform of the provincial government in the field of public service already has the standard of service but has not provided the form of legality and seriousness in the form of promise of giving the right of society in service. In SOP sub-indicators for the implementation of service standards already exist in most types of services, but improvements to service standards do not involve stakeholders and improvements to SOP have not been done regularly. Therefore, the direction and policy of bureaucratic reform, especially in the field of public services, must be prepared in accordance with the action plan because this stage is important to describe the activities and techniques in more detail in a short period of one year.

The article discusses the formation of rural hospitality in the Russian Federation. We describe the deep cultural, historical and spiritual roots of the phenomenon of hospitality in different ethnic groups living in our country. Proceeding from the need to find appropriate directions of rural hospitality formation, the article introduces a number of tasks that contribute to the successful solution of given problems. The article discloses the concept of "rural hospitality" in activity and spiritual aspects, characterizes motivation of rural hospitality consumers and reveals those qualities, which the owners of rural estates should have. The legal and socio-economic basics for the formation of hospitality spheres are analyzed. Terminological apparatus of GOST R 56641-2015 "Small funds accommodation services. Rural guest houses. General requirements” is carefully considered. The article highlights the important role of rural tourism in addressing a number of issues of rural areas sustainable development, such as the conservation of small settlements, the development of additional employment, increasing incomes, strengthening of youth in rural areas. The authors present own opinion on the structure and the essential characteristics of the product "rural hospitality" that includes a number of levels, each of which is the object of improving to create optimal tourist product. A systematic interpretation of the substantive descriptions of "rural hospitality service" category is suggested. The strategic directions of state policy in hospitality sphere are outlined, which is associated with the relief of the tax burden for the rural guest houses, development of infrastructure in rural areas, competent information support for the promotion of rural hospitality products in the domestic and international tourist market, the improvement of service quality in rural tourism, on the basis of staff training, development and implementation of service standards.

Motives Affecting the Companies’ Benefit of Service Standards

Despite the growing significance of service standardization, little is known about the microeconomic benefit of service standards. The paper presents results of a company survey on the benefit of service standards and the motives behind the standard’s implementation. Within the theoretical part of the paper, different roles of motives for the successful implementation of service standards are derived from the literature on the ISO 9000 standard. The empirical part supports the theory so that internal motives are positively related to the benefit of service standards, while external motives are negatively related. We consider these findings as a first indication for the existence of the microeconomic benefit of service standards, which in turn might stimulate future awareness of service standards and service standardization in general. Companies that intend to implement service standards are well advised to consider their motivation and to attach adequate importance to the subsequent implementation process.

User involvement: Substance or spin?

Background: Department of Health policy guidelines state that people who use mental health services should be involved in all levels of planning and delivery of care they receive. Service standards were introduced in a mental health rehabilitation service to address user involvement in staff recruitment, service evaluation, organisation and planning, staff training, advocacy, care planning and self-assessment.Aims: To audit the user involvement service standards. To identify further improvements for user involvement and to consider whether user involvement influenced the culture of care.Method: A collaborative action-orientated partnership between a user-researcher group and a clinical psychologist was used. Structured interviews with staff were undertaken to ascertain the levels of implementation of service standards addressing user involvement.Results: High levels of user involvement were found for staff recruitment, planning and organising services and regular meetings for users. Established but less successful levels in such areas as annual surveys eliciting users' views, evaluation of services and self-assessment. Modest levels of user involvement were found for staff training and links with advocacy services.Conclusions: User involvement addresses some of the current limitations in the conceptual frameworks adopted to describe mental distress. Further development of user involvement requires the continued support of staff and additional resources from health services.Declaration of interest: None.
