Key Factors in the Implementation of Value-Based Healthcare Performance Evaluation in General Hospitals Healthcare Groups: A Mixed Methodology Study.

To identify the principal factors influencing the implementation of high-value healthcare performance evaluation and to examine the interrelationships among these factors. Value-based health care (VBHC) is gaining momentum as a model that focuses on improving patient outcomes. However, there is still a lack of understanding of the multifaceted factors that contribute to its successful implementation. Theoretical modelling and mixed research methods. First, this study constructed a framework of influencing factors on the implementation of VBHC performance evaluation based on the Technology-Organization-Environment model. Second, a representative set of influencing factors for healthcare performance evaluation was identified. The implementation of performance evaluation was identified based on a literature analysis and a case study in China. Finally, experts were invited to assess the relevance of the aforementioned influencing factors, and the collected data were analysed using Interpretative Structural Model. The PRISMA-ScR checklist guided the reporting of this study. We initially constructed the theory framework with the objective of categorising and summarising the influential factors and potential problems revealed in the implementation of patient VBHC performance evaluation in general hospitals. Subsequently, 15 key factors were identified through interviews with 10 experts. Then, a six-level hierarchy was developed to construct a visual structure diagram, the purpose of which was to clarify the hierarchy of roles of each influencing factor. Finally, we categorise the influencing factors into four clusters based on their driving power and dependency within the system. The insights from this research will assist hospital managers in identifying and prioritising the key factors that influence high-value healthcare performance. This study provides a reliable pathway reference for clinical and nursing performance value enhancement and provides important insights into resource allocation and decision-making for clinical practitioners. The Role of Human Development in Improving Local Government Performance Through Good Government Governance

The quality of audit opinion results of local government financial statements in 2015–2020 has increased. Still, non-compliance with laws and corruption cases has increased, indicating that the implementation of Good Government Governance (GGG) has not gone well. This paper provides empirical evidence of the role of human development in realizing GGG and its effect on the performance of local governments in Indonesia. The research was designed as associative quantitative research, an organizational unit of analysis. The total population is the regency and city government in Indonesia, as many as 514 local governments, and the sampling technique is purposive sampling. The qualified samples were 268 local governments, with data observed from 2018 to 2020, or 3 years, so the number was 804. The data was sourced from the Regional Government Implementation Performance Evaluation report. The GGG variables were measured using indices and local government performance variables use scores. The main analysis uses SEM PLS and additional analysis with panel regression. The results showed that GGG had a significant effect on the performance of local governments. Novelty, the dimension of human development can strengthen the GGG variable so that its influence on the performance of local governments is even greater. This research has theoretical, managerial, policy, and practical implications. In addition, the completeness of the research data, which is still lacking in information, is a limitation of this study. Furthermore, recommendations for local governments so that human development receives special attention to increasing competitiveness by increasing the allocation of labor budgets.

Enhancing engineering ethics education (EEE) for green intelligent manufacturing: Implementation performance evaluation of core mechanism of green intelligence EEE.

The characteristics of green intelligent (GI) engineering ethics emphasize the necessity of GI engineering ethics education (EEE). The ethics education of GI engineering is in the development stage, and it is urgent to fully understand the significance of evaluating the development of GI EEE. Only based on the GI manufacturing situation system to understand the implementation status of the core education of EEE can we objectively grasp the improvement space of GI EEE. In this study, the corresponding indicators were selected from three dimensions of cultivation education, collaborative education, and situational education to form the element community of evaluation indicators. The fuzzy analytic hierarchy process and the fuzzy comprehensive evaluation method were used to empirically evaluate the implementation of the key mechanism of GI EEE. The results are as follows. (1) The key education of GI EEE includes cultivation education of micro dimension, collaborative education of medium dimension, and situational education of macro dimension. (2) The most important education is to strengthen the ethics education of GI engineering in the training process of college students. The coordination of GI EEE is becoming more and more important, and the integration and construction are the important pursuit of GI EEE. (3) The cultivation education, collaborative education, and situational education of GI EEE are all at a general level. (4) There is not only a gap between theory and practice in GI EEE but also insufficient attention to localization and coordination issues. The willingness of the government to participate in the ethical education of GI engineering is very insufficient. The optimized space of training education includes teaching cases and full-cycle ethical education.

Evaluation of the Use of the Performance Appraisal and Reward System in Improving Employee Performance: A Survey of Selected Public Sector Organizations

To fulfil their fundamental obligations, public sector organisations are required to offer the population high-quality services. To carry out these duties, these organisations must have a qualified workforce (personnel). As a result, the workforce of the organisation needs to be sufficiently motivated to maintain pace with the organisational goal. This is accomplished through performance evaluation, which assesses the performance to ensure that employees are keeping up with their tasks and the reward system, which serves to maintain employee motivation. This study's main goal is to investigate how performance evaluation and reward systems are used to improve employee performance. Using both primary and secondary sources, data were collected. The findings indicate that organisations under evaluation use performance appraisal and reward systems before, during, and after staff transfers and deployments both inside and outside of MDAs. This management tool is one of the key determining variables in such transfers and deployments. When workers stray from their job descriptions, the company uses it as a deterrent. The outcome also shows that one of the challenges in implementing performance evaluation and reward systems is politics. The report recommends that the performance evaluation and reward system be based on merit and free of politics in its conclusion.

Research on the overall expenditure performance evaluation index system of HZ school in Dongguan

The comprehensive implementation of financial expenditure performance management is the key to improve the national governance system and enhance the governance capacity, and the implementation of performance evaluation on the overall expenditure of departments is the need to promote the development of comprehensive budget performance management. At present, the key and difficult point of the overall expenditure performance evaluation is the setting and application of the overall expenditure performance evaluation index system. It is from this field that this paper first expounds the relevant concepts of the overall expenditure performance evaluation index system, and then takes the defects of the evaluation index system as the starting point. According to the construction principles of the performance evaluation index system, using the methods of literature research and questionnaire, taking the overall expenditure of Dongguan Hz school as the research case, this paper designs the overall expenditure performance evaluation index system of Dongguan Hz school and applies the index system. Finally, some suggestions are put forward to optimize the performance evaluation index system, which can provide reference for optimizing the overall expenditure performance evaluation index system of the Department.

The Role of Government Internal Control System Quality in Moderating the Relationship of Financial Reports Quality and Local Government Performance

Empirical test of the role of the quality of the internal control system in strengthening the relationship between the financial reports quality and the local governments performance in Indonesia used secondary data in the form of the BPK RI audit report and the Appendixs in the 2016 and 2018 of Regional Government Implementation Performance Evaluation Report (EKPPD). The population of 514 regency and city governments in Indonesia. The sampling technique was purposive sampling with a total of 268 regency and city governments using data for 3 years, the total sample was 804. Variable measurement used index, time dimension used panel data. The results showed that the quality of financial reports had a positive and significant effect on the local government performance, then the quality of the government internal control system (SPIP) cannot strengthen the relationship between the quality of financial reports and the performance of local governments. The research results were expected to contribute to the policy that the implementation of the local government internal control system should be the focus of the relevant agencies. The limitation of this research is the large gap score on the key performance indicator in each region EKPPD.

IMPLEMENTATION OF TEACHER PERFORMANCE EVALUATION (A CASE STUDY AT MAHABODHI PRIMARY SCHOOL)

Human resources have an increasingly important position in the state of dynamic society, especially in the current society condition, which is oriented towards professional work. On the other hand, at this time Indonesia has entered the era of globalization, which requires competent and qualified human resources in their respective fields. One of the elements of creating human natural resources is the teacher, so it is deemed necessary to have competent and qualified teachers in an education setting. The success of an education organization is very much determined by the readiness of the teachers in preparing their students through teaching and learning activities. Thus, the purpose of this study was aimed to determine the implementation of teacher performance evaluations at SD Mahabodhi Jakarta. Qualitative research methods were used to describe the implementation of teacher performance evaluation programs. The results showed that the performance and quality of a teacher increases with the implementation of performance management according to the prescribed standards. The performance evaluation program refers to management principles which includes four components, namely (1) Planning performance evaluation, (2) Organizing performance evaluations, (3) Implementation of performance evaluation, (4) Supervision of teacher performance evaluation. Thus, it can be concluded that the teacher performance evaluation program can improve teacher performance and quality.

Comprehensive Performance Evaluation of Forestry Carbon Sequestration Projects--Taking Two CDM Forestry Carbon Sequestration Projects of Sichuan Province as Examples

Using the theory of ecological theory and systems engineering economy, this article builds forestry carbon sequestration project implementation performance evaluation index system framework. Based on the collected data, this paper implements district 10 counties measuring two representative CDM forestry carbon comprehensive performance level sinks project in Sichuan Province in principal component analysis method. Studies have shown that: 2 CDM forestry carbon sequestration projects 10 comprehensive high performance level to implement the county, ecological, economic and social benefits accounted for significant differences, social> ecological> economic efficiency, and the same between the same project between different implementations of years due to the implementation of the project area, the implementation of regional cultural characteristics, there are differences in the magnitude of farmer household characteristics and project organization mode differences and other factors. Should broaden the participation channels, and optimize the carbon sink forest tenure defined adapt regional cultural characteristics and family characteristics of the management model, so as to stimulate the ongoing participation of farmers and increase the participation of enthusiasm, comprehensive performance optimization structure, enhance forest carbon sinks project comprehensive performance levels.

RETRIEVAL—An Online Performance Evaluation Tool for Information Retrieval Methods

Performance evaluation is one of the main research topics in information retrieval. Evaluation metrics are used to quantify various performance aspects of a retrieval method. These metrics assist in identifying the optimum method for a specific retrieval challenge but also to allow its parameters fine-tuning in order to achieve a robust operation for a given set of requirements specification. In this work, we present RETRIEVAL, a Web-based integrated information retrieval performance evaluation platform. It offers a number of metrics that are popular within the scientific community, so as to compose an efficient framework for implementing performance evaluation. We discuss the functionality of RETRIEVAL by citing important aspects such as the data input approaches, the user-level performance metrics parameterization, the evaluation scenarios, the interactive plots, and the performance reports repository that offers both archiving and download functionalities.

Performance evaluation strategy for cool roof based on pixel dependent variable in multiple spatial regressions

Performance evaluation for cool roof has been mainly based on field sampling, which relies on attributes of an area at one point in time, reflecting an emphasis on the small number of in situ data. One of the major disadvantages of traditional field monitoring is that it is costly, laborious and time consuming due to the large number of samples required. Acknowledging these constraints, this research was inspired by the fact that pixel of remotely-sensed imagery could play a key role in presenting rooftop temperature remarkably due to thermal sensitivity channel. The aim of this research is primarily intended to show how to evaluate energy saving performance of color changing roof, based on pixel of remotely-sensed imagery, together with multiple spatial regressions. An empirical study for a case study site was suggested to demonstrate how a standard remote sensing and multiple spatial regression approach can be used to assist in monitoring performance of cool roof based on thermal pixel in terms of various specific settings such as season, sunset, sunrise timing, solar facing and sitting orientation etc. It is expected that the pixel-based analysis would make it possible to identify area-wide patterns of cool roof performance subject to many different type of artificial structures, which cannot be acquired by traditional field sampling. This research will be used as a valuable reference in implementing performance evaluation for color roofing since the quantitative data generated from remote sensing and multiple spatial regressions can present area-wide visual evidences by permanent record.

Public Administration Dilemmas: An Analysis of Teachers’ Perceptions of the Effects of Performance Evaluation in Post-Colonial South Africa

ABSTRACTThe adoption of the principles of New Public Management by many governments across the world was invariably accompanied by the implementation of performance evaluation. It is generally accepted that performance evaluation optimizes the performance of workers. As part of a broader investigation which employed a mixed methods approach, the study used data from six interviews with high school principals and 100 survey questionnaires with purposively selected high school teachers in uMgungundlovu District of KwaZulu-Natal, South Africa. In the analysis of this data, the paper demonstrates that beyond the obvious benefits of performance evaluation such as improvement in performance, there are also unintended consequences such as a narrow focus on measured output, teacher burnout, and falsification of information in order to maximize credit or to avoid punishment. This study illustrates the understandings of high school educators in uMgungundlovu District of the effects of performance evaluation. The findings have important implications for public administration and scholars alike.

Investigating interpersonal trust determinants in Western companies' subsidiaries: empirical evidence

This study focuses on trust on supervisor (interpersonal trust) building among staff in the subsidiary of a multinational company. We investigate an antecedent of trust in performance evaluation and the interaction between national and organisational culture. We surveyed employees and managers across all departments of three multinational companies operating in Indonesia. We find that national culture dimensions affected different orientations of organisational practices across all levels, but especially for the employee vs. job orientation culture. Formality of performance evaluation will increase trust of supervisors among local subsidiary members. Potential implications for optimising the role of local managers in MNC and performance evaluation implementation are discussed.

Performance Evaluation of Implementation of Continuous Water Supply Projects: Two Case Studies from India

Indian government implemented 24x7 water supply projects in few selected cities. These projects were implemented either under Public Private Partnership (PPP) or direct funding by government. However, many projects witnessed failure during later stage of project life cycle. The paper aimed to carry out performance evaluation of implementation of continuous water supply projects against the various risks. The case study research methodology was adopted for the study. Initially, various risks in water supply projects were identified through literature review. Two polar cases were selected for the study, one was implemented under Public Private Partnership (PPP) and other was implemented under direct funding from government budget. The cross case analysis of both cases against the identified risks is presented in the paper. The project under PPP mode could not perform well against risks like consumer risk, revenue risk, financial risk and socio political risk. The result showed that both the projects could not achieve the desired success as planned initially still it can be concluded that continuous water supply projects under government funding performed better.

Performance Evaluation of Implementation of Regional Special-Purpose Programs

The article analyses the algorithm of development and implementation of regional special-purpose programs onthe example of the special-purpose program “Rural Youth of the Republic of Tatarstan for 2011-2015”; theassessment of the program using performance indicators that include the level of execution of the plannedfunding is conducted; the level of achievement of the performance indicator; the effectiveness of budgetspending; the effective implementation of the long-term program in the reporting under report.

Implementation Performance Evaluation on Land Use Planning: A Case of Chengdu, China

This paper aims at evaluating implementation performance of land use planning of Chengdu city from economy, efficiency, effectiveness and equity perspectives. The results shows that that over the period of 1997-2006,the land use planning of Chengdu city achieves a better implementation performance in economy, efficiency and effectiveness fields but in the equity fields is not so good. To assess the ERP implementation performance of Power Company, this paper firstly established a comprehensive evaluation index system. Secondly, the engineering evaluation model of ERP implementation performance was proposed based on gray triangle whiten function. Then, this paper described the ERP project implementation performance evaluation process. Finally, through the empirical analysis, the practicability and effectiveness of the proposed method was verified.

Establishment of Performance Evaluation Indicators System and its Weighting Coefficient Determination Method

It’s important to improve the success rate and profit margins that establish a reasonable performance evaluation and weighting coefficient, and the implementation of performance evaluation. In connection with characteristic of software project performance evaluation system features, use balanced score card and analytic hierarchy process studying. First, establishment of performance evaluation indicators system, include indicators system principles of the elaboration, give the basic framework of the balanced score card, on financial indicators, customer indicators, internal business indicators, analysis of learning and growth indicators, base on the quality of software projects, through the table list the evaluation index system; second, study identifies indicators of performance evaluation method of weight, include the structure matrix, single-level sorting and consistency check, the level and consistency check of the total order of three basic steps, each step of calculation is given by mathematical formula. The results show that the methods used in scientific application, for software project management and performance assessment indicators researchers, is an important reference.
