The aim of this research is to find out more clearly and in depth about legal certainty regarding Druwe Pura land through complete systematic land registration (PTSL). This research is a type of normative legal research (doctrinal legal research). Article 19 of the Basic Agrarian Law states that in order to ensure legal certainty that the Government will carry out land registration throughout the territory of the Republic of Indonesia, the National Land Agency as the implementer of duties in the agrarian sector in Indonesia is obliged to serve the needs of the people who wish to register their land. To implement the order contained in Article 19, Government Regulation Number 24 of 1997 concerning Land Registration was issued. Forms of Services, Effectiveness, and Obstacles in Conducting Digital- Based Land Registration in The Era of Digitalization at Lembata Regency Land Office, East Nusa Tenggara Province

Entering the digital era, the Ministry of Agrarian and Spatial Planning/National Land Agency (BPN) has launched land services electronically. The implementation of land registration is carried out electronically, this is stated in Article 2 of the Regulation of the Minister of Agrarian Affairs and Spatial Planning / National Land Agency (ATR / BPN) Number 1 of 2021 concerning Electronic Certificates. This is a series of digital transformations that are rolling out at the Ministry of ATR / BPN. However, there are still many plots of land for which physical data and juridical data are not yet available. This study investigates digital-based land registration services at the Land Office of Lembata Regency, focusing on their various forms, effectiveness, and obstacles to successful implementation. The research method was empirical, involving the collection of primary and secondary data through interviews and descriptive analysis. The study identified three main forms of digital-based land registration services: Electronic Dependent Rights Services, Electronic Roya Services, and Certificate Checking. However, these services have not been fully effective due to obstacles such as incomplete data validation, lack of human resources, and inadequate socialization and communication about digital-based services.

This study aims to determine the Implementation of Complete Systematic Land Registration in Brabowan Village, Jiken District, Blora District, especially the implementation of land surveying by researchers, with the formulation of the problem posed is How is the implementation of land registration through Complete Systematic Land Registration (PTSL) in Brawoban Village, Sambong District Blora Regency and what factors or factors become obstacles or obstacles in the implementation of Complete Systematic Land Registration (PTSL) in Brawoban Village, Sambong District, Blora Regency.
 This research is included in normative juridical law research. The legal materials used are primary and secondary legal materials collected through direct observation by researchers and supported by literature. The analysis was carried out using qualitative methods. The approach used is descriptive analysis, namely research conducted in the field and then presented and compared with the applicable laws and regulations.

Implementation of Land Registration in IMPLEMENTATION OF LAND REGISTRATION IN PROVIDING LEGAL CERTAINTY OVER LAND RIGHTS IN JAYAPURA CITYProviding Legal Certainty over Land Rights in Jayapura City

This study aims to find out how the implementation of land registration in providing legal certainty of land rights in Jayapura City and understand what factors hinder the system of implementing land registration to obtain legal certainty of land rights in Jayapura City. This research was conducted in Jayapura City as the capital of Papua Province. The city of Jayapura is seen as a service city and still has land issues, namely regarding the sale and purchase of land. The results of the study show that the implementation of land registration in order to provide legal certainty of land rights in Jayapura City is carried out in two ways, namely sporadic, that is, individual registration is carried out. Meanwhile, the factors that led to the implementation of land registration in Jayapura City not complying with regulations were: a) collection of juridical data and physical data; b) incomplete facilities and infrastructure; c) low integrity of the apparatus, and d) low awareness of the community itself. To understand how the implementation of land registration in providing legal certainty of land rights in Jayapura City requires legal counseling that is directly delivered by extension agents to the public, either through printed media (such as banners, brochures, leaflets).

A New Paradigm of Land Registratiton Services in Indonesia in The Era of The Industrial Revolution 4.0 and Society 5.0

This study aims to describe the new paradigm of land registration services in Indonesia in the era of the industrial revolution 4.0 and society 5.0. It is time for the government to start being literate in technology that can be used in the implementation of land registration and is urgently needed in thecurrent digitalization era and of course making it easier for the community. The penelitian method used in this study is a qualitative method with a descriptive approach. In this study, the data obtained such as observation results, interview results, shooting results, document analysis, field notes, compiled by researchers at the research site, were not poured in forms and figures. The results showed thatin the face of the industrial revolution 4.0, thegovernment has issued Presidential Regulation Number 95 of 2018 concerningelectronic-based governance systems as the legal basis for its implementation. Article 1 (1) explains that the Electronic-Based Government System (SPBE) is a government administration that utilizes information and communication technology to provide services to SPBE users. The transformation towards the digital era is also carried out on land documents which are one of the supporting factors in the implementation of land administration in the modern era.

This study examines the implications of land registration after the release of forest areas in the Batu Lapisi neighborhood in Malino Village, Tinggi Moncong District, Gowa Regency. Problems Of Implementation Of Electronic Land Certificate Arrangements As Debt Guarantee

The implementation of land registration and electronic mortgage installation is intended to provide efficiency to rights holders and related agencies in carrying out activities in the land sector. This study aims to determine the positive law regarding the legal certainty of the parties to the electronic land certificate which is used as debt guarantee and the role of the Notary/Official Certifier of Title Deeds in the implementation of the installation of mortgage rights. Using library research, normative juridical methods, analyzing data with a qualitative approach. The Minister of Agrarian and Spatial Planning/Head of the National Land Agency realizes digital-based land registration activities as stipulated in the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 1 of 2021 whose implementation has been postponed. Land-electronic certificates can be used as collateral for debtors' debts by making a deed of granting mortgage which is made and signed before the Land Deed Maker Officer which is then registered at the local National Land Agency Office. The Electronic Mortgage System is implemented as stated in the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 9 of 2019, the results of the mortgage certificate are in the form of printed electronic documents.

Ideally, land ownership in order to have appropriate legal certainty is protection for land rights holders which are legally formal rights for every Indonesian citizen, however actions to take action against any party who occupies land by certain parties illegally must be carried out with care. -be careful not to cause social conflict or conflict between citizens and the government.

Legal Due to Local Distribution Towards Land Registration Rights in Ogan Komering Ulu District

The local expansion was a concrete manifestation of local autonomy. In addition, regional expansion is splitting from one region to more than one region to support community welfare. The problems discussed in this study were the consequences of the law of local expansion on the registration of land rights in Ogan Komering Ulu district and solutions to resolve land conflicts due to the expansion of the area. This study uses a normative juridical approach where the literature used is regulations and books. In conclusions, the legal consequences of the division of Ogan Komering Ulu District on the implementation of land registration indicate a change in the work area and authority for making land deeds by the Land Deed Making Officials and changes in the work area and authority in carrying out the duties and obligations of registering land at the Land Office of Ogan Komering Ulu district. To solve this conflict problem, the Ministry of Home Affairs sometimes must intervene in the dispute resolution process. Conflicts like this can hinder the wheels of government in the regions. Another solution is for the government to immediately finalize the grand design while still paying close attention to historical aspects and customs before many conflicts occur in the regions.

Systematic & Complete Land Registration Effectiveness in Reducing Land Disputes in Kendari City

The importance of systemic and complete land registration in its development has not been able to materialize effectively, this has resulted in widespread problems of land ownership disputes in the community. The writing of this article uses an empirical juridical method. Based on existing research, it can be seen that the implementation of a complete and systemic registration is important in preventing land disputes. However, this has not been effective due to the problem of overlapping regulations and the problem of people's perspectives who still do not understand the importance of land registration at this time. So that the efforts made to overcome the obstacles that arise in the implementation of land registration are by providing legal counseling to the community, so that residents get sufficient legal information and knowledge to support the implementation of proper land registration. For the payment of BPHTB (Land Rights Acquisition Fee) for residents who cannot afford to have received relief in the payment.

The Effectiveness of Land Registration

This research was motivated by the ineffectiveness of land registration that occurred in Tegal City. This is indicated by the fact that there are six thousand land parcels that have not been certified in twenty-seven sub-districts of the four sub-districts in Tegal. Apart from that, the ineffectiveness of the implementation of land registration in Tegal City is caused by various other factors. The problem formulations to elaborate on the above problems are as follows: 1. How is land registration in Tegal City currently implemented? 2. The approach method used in this research is normative juridical. The results showed that: 1.the implementation of land registration at the Tegal City Land Office has not been effective. This is evidenced by the large number of uncertified or unregistered lands based on data from the Tegal City Medium Term Development Plan (RPJMD) 2014-2019 and the author's interview with the Head of the Tegal City Land Office. 2. The factors that cause the ineffective implementation of land registration at the Tegal City Land Office are Historical Land Ownership Factors, Community Psychological Factors, Weakness Factors in Land Registration Rules, Implementing and Implementing Factors, and Tax Intervention Factors and others. 3. Efforts that can be made so that the implementation of land registration in the future will run effectively is to make improvements to the components of the legal structure, legal substance and legal culture in accordance with the theory of the legal system of Lawrence M. Friedman.

The method used in this research is sociological juridical method, the specification in this research is descriptive analytic, the data used are primary data and secondary data, using data collection by interview and literature study, qualitative data analysis, problems analyzed by theory, legal certainty and Theory of Justice. The results of this study indicate that the first sporadic implementation of land registration can be submitted by the right holder or through proxies to the Land Office. Meanwhile, the method of the community in carrying out land registration is carried out sporadically. For people who carry out sporadic land registration, it can be done directly by the land owner or through the PPAT Office.The application of the safe and open principle at the Cirebon City Land Office is not in accordance with what was expected, where in the implementation of the principle of safety, the Land Office was not thorough and careful in processing the physical data files and juridical data of the applicant.

The aim of this program is to provide legal certainty and legal protection for land rights owned by the community. The Complete Systematic Land Registration Program (PTSL) provides an opportunity for people who have not registered their land that is located throughout Indonesia in one village or village area. As in the Lima Puluh Kota Regency, there are still many lands that have not been registered, the people obtained them from buying and selling under their hands.The formulation of the problem in this thesis is firstly how is the land registration procedure with the basis of under-selling rights of purchase under the complete systematic land registration program (PTSL) at the fifty-city district land office ?; second, what are the obstacles in the implementation of land registration on the basis of the right to buy and sell under the complete systematic land registration program (PTSL) at the fifty-city district land office? The specification of this research is analytical descriptive, with a normative juridical approach, which is supported by an empirical juridical approach. The data used are secondary data as primary data and primary data as support, which are collected through literature studies and field studies with interview techniques. The data is then analyzed qualitatively and presented in a qualitative descriptive form. The type of research used in this writing is empirical juridical. The role of the Land Deed Making Officer (PPAT) in the implementation of land registration in Gowa Regency is to create an authentic deed that plays a role in providing juridical data on the change of land registration data. In carrying out its duties, Gowa Regency PPAT sticks to the prevailing laws and regulations including its implementation rules. The factors that hinder the role of the Land Deed Administration (PPAT) in the implementation of Land Registration in Gowa Regency are the inability of the parties in completing the requirements related to taxation, Do not own or have proof of ownership, and the land rights holder has died.

Prudential Principles in Regulation of Land Registration in Indonesia

Land registration is the first step for landowners to have legal ownership certificates and be recognized by the state in the form of land certificates, the raw errors in land registration result in multiple interpretations of legal certainty regarding land data that will harm landowners, so the principle of prudence in registration land is very important to be applied so that in the registration process there is no mistake and legal certainty is guaranteed from the certificate issued. This study aims to find out and analyze the extent o which the principle of prudence is regulated in land registration regulations so that the implementation of land registration is carried out correctly and appropriately. The type of research used in this research is normative legal research, namely research based on legal materials whose focus is on reading and studying the materials of primary law and secondary law. The results of this study indicate that the principle of prudence has been stipulated in the land registration law by observing the principle of prudence indicators contained in article per article in the land registration law such as the Law of the Republic of Indonesia Number 5 of 1960 concerning Regulations Basic Agrarian Principles, Republic of Indonesia Government Regulation Number 24 of 1997 concerning Land Registration, Agrarian Minister Regulation Number 3 of 1997 concerning Provisions for Implementing Government Regulation number 24 of 1997 concerning land registration, and Regulation of the Head of National Land Agency of the Republic of Indonesia number 1 of 2010 about Land Service and Regulatory Standards.

Analisis Tingkat Efektifitas Pelaksanaan Pendaftarkan Tanah Melalui Program Pendaftaran Tanah Sistematis Lengkap Di Kantor Badan Pertanahan Nasional Kabupaten Boyolali

<p><em>Complete Systematic Land Registration is a land registration activity that is carried out simultaneously for all </em>objects<em> </em><em>of land registration throughout the territory of the Republic of Indonesia. The author aims to determine the effectiveness of the implementation of land registration through the PTSL program implemented at the Boyolali District BPN Office. The formulation of the problem proposed is: how the implementation of land registration through the PTSL program at the Boyolali District BPN Office, and what supporting and inhibiting factors occurred during the PTSL program implementation. This legal research is empirical research. Data obtained by literature study and research directly from original sources in the form of interviews, which are then processed and analyzed by descriptive methods. The final conclusion of this study is to show that the implementation of land registration through the PTSL program has been running in accordance with the prevailing system structure in Permen N0. 6 of 2018, in the implementation process there are several obstacles and targets that have not been achieved but there is an increase in the achievement of targets every year. From these indicators the authors conclude that the implementation of PTSL has been quite effective.</em></p>

Urgency of Waqf Land Registration in the Context of Indonesian Land Reform

Land registration ordered by Government through Law Number 41 Year 2004 about waqf aims to make society to be discipline in implementing of waqf practices. Beside the public order, the registration of waqf land has a positive urgency for waqf land. Either the urgency of waqf land registration normatively, sociologically, or juridically. This deed is accused of maladministration that includes unlawful procedures, abuse of power, malfunction and unfairness or incompetence. The author examines the problem using normative legal research methods which supported by some interviews with the ones who are experts in the field of the land and maladministration. This deed resulted in the existence of legal consequences. The sanctions awarded againts to the Land Deed Official who did this deed contained in Ministerial Decree of Agrarian Affairs and Spatial/Head of National Land Authority Number 1 year of 2006 Article 28 paragraph (1) includes firing from The Land Deed Official membership.
