Enhancing private infrastructure financing through capturing spillover effect: Conceptual development and an empirical case study of Vietnam’s expressways

While infrastructure provides necessary public services and is vital for the socio-economic development of a nation, public funds alone cannot finance all infrastructure needs in society, especially after the COVID-19 pandemic, where many countries are facing budget deficits. Although private financing schemes, such as public-private partnerships (PPPs) and land value capture, have been considered intensively, they have yet to produce adequate private capital flows to infrastructure projects due to a lack of incentives for private investors. Against the background, this paper proposes a new financing mechanism in which governments might divert some of the increased tax revenue from the spillover effects of newly constructed infrastructures to fund the private sector through grants or subsidies. The empirical work in Vietnam shows a significant increase in tax revenues after completing two expressways, supporting our idea about spillover effects, which includes small- and medium-sized enterprise (SME) development. This study’s results suggest that spillover effects can bring new opportunities for governments and multilateral development banks (MDBs) to implement infrastructure projects with greater private sector involvement in the region. It also proposes some financial schemes, such as land capture and financing for business startups, including SMEs, to enhance the spillover effects of infrastructure.

The system of administrative courts of the Federal Republic of Germany: organization and functioning

The article is devoted to the organization and functioning of administrative courts of general and special jurisdiction in the Federal Republic of Germany. Administrative justice in Germany is an independent branch of judicial power. It is represented by administrative courts of general and special jurisdiction and is separated from constitutional, general courts and courts of labor disputes.
 The system of administrative courts of general jurisdiction in Germany covers three levels: the administrative courts, the higher administrative courts of the states and the Federal Administrative Court in Leipzig. The administrative court is the court of first instance for most administrative proceedings. The higher administrative courts of the federal states are the appellate and cassation instance of the administrative courts. Each federal state has a Supreme Administrative Court, the states of Berlin and Brandenburg share a Supreme Administrative Court, which, with the exception of Bavaria, Saxony- Anhalt and the city-states, are not located in the capital of the state to emphasize their independence from the administration in terms of location. Higher administrative courts are courts of first instance in cases of judicial review of laws and regulations, prohibition of associations by state bodies, and approval of implementation of certain infrastructure projects. The Federal Administrative Court, located in Leipzig, is the court of appeal and cassation on matters of law. The legislature also gave the Federal Administrative Court first-instance jurisdiction in public law disputes between the federal government and non-constitutional Länder, bans on mergers by the Federal Minister of the Interior or approvals for certain infrastructure projects. In these cases, the Federal Administrative Court has jurisdiction of both first and last instance.
 A feature of administrative justice in Germany is the presence of special courts of administrative justice – financial and social courts with appropriate organization and functioning. The issue of the status of judges of administrative courts, non-professional judges, representatives of public interest, judicial administration, competence and jurisdiction was considered.

POLICY INSTRUMENTS FOR POLITICAL CAPACITY : lessons from three infrastructure projects in the Brazilian Amazon

The ongoing debate over development strategies highlights the importance of infrastructure to boost economic and social growth, but several studies have pointed to state capacity deficits to plan and implement infrastructure projects. This paper aim to investigate the construction of policy instruments for political state capacity to implement large hydroelectric plants in the Brazilian Amazon, based on the congruence method to produce evidence of three hydroelectric plants. Data analysis reveals that despite the development and activation os policy instruments in the Brazilian democratic era, these were not enough to produce high levels of political capacity, then state bureaucracies still fail in addressing the demands of vulnerable groups. This can be explained by asymmetrical development of political capacity in the structure of public administration; the use of political capacity instruments in the advanced stages of the policy process; the contestation of the mapped demands from participatory process by state bureaucracies.

Beneficial use of sediments to restore a Chesapeake Bay marsh island

Despite rapidly expanding interest in the use of natural coastal habitats for their ability to protect against erosion and flooding, implementation of coastal natural infrastructure (NI) projects has been limited to date. Uncertainty over how the benefits of NI will change over time as they mature and adapt to changing environmental drivers, and a lack of well-documented demonstrations of NI, are often cited as roadblocks to their widespread acceptance. Here, we begin to fill that knowledge gap by describing implementation and early (3 years post-implementation) monitoring results of an NI project at Swan Island, MD. Swan is an uninhabited marsh island in mid-Chesapeake Bay, United States whose position renders it a natural wave break for the downwind town of Ewell, MD. Prior to project implementation, Swan had experienced significant losses in areal extent due to subsidence and erosion. To reverse this trend, the island was amended with dredged sediments in the winter of 2018–2019. The overarching goal was to preserve the Island’s ability to serve as a wave break and make it more resilient to future sea level rise by increasing the elevation of the vegetated platform, while also increasing the diversity of habitats present. A monitoring program was implemented immediately after sediment placement to document changes in the island footprint and topography over time and to evaluate the extent to which project goals are met. Data from the initial three years of this effort (2019 through 2022) indicate an island that is still actively evolving, and point to the need for rapid establishment of vegetative communities to ensure success of coastal NI.

Modern prospects for the port infrastructure development of the Northern Sea Route

The current development stage of the Northern Sea Route is associated with the active port infrastructure development and an increase in cargo traffic. This development dynamics is attributed to national strategic priorities and targeted funding of projects. In this connection, administrative regulation and regulatory lawmaking are actively developing. One of the difficulties in implementing infrastructure projects in the Arctic region is related to the trend of permafrost soil degradation. The system of geocryological monitoring of the Arctic allows the state of the permafrost zone to be taken into account when implementing projects.

Smart and Sustainable City Experience on Smart Campus: A Case Study from Hassan Ist University

The desire to meet the demands of regional competition requires cities to adopt new patterns of urban management. In this sense, the trend at the global level is to use smart city standards by investing in the digital transformation of various public services in cities. In recent years, many efforts have been made in many Moroccan cities to improve their attractiveness by being part of the process of upgrading and enhancing their territories through the implementation of major infrastructure projects and the digitalization of urban administrations.
 This study was conducted to examine the feasibility of a smart campus as a discounted smart city, and it relies on the dissemination of a quantitative survey, via a questionnaire (live and online), supplemented by a qualitative survey based on focus group methodology. We have gained a broader perspective that allowed us to understand the reality of things on campus. The study also showed that there are many efforts that the university must take in conjunction with developing its plan to advance Hassan I University to the ranks of smart universities.
 This article is part of a study proposing a strategy for developing the campus of Hassan I University of Settat to be a smart one.

Urban resilience against environmental disasters: Comparing Lagos and New York

Urban resilience against environmental disasters is a critical aspect of sustainable urban development, particularly in megacities like Lagos and New York, which face diverse environmental challenges. This review examines the comparative analysis of urban resilience strategies in Lagos, Nigeria, and New York City, USA, focusing on their responses to environmental disasters. Both cities encounter distinct environmental hazards, including flooding, hurricanes, and heatwaves, albeit within different socio-economic contexts. Lagos, Africa's most populous city, grapples with rapid urbanization, inadequate infrastructure, and informal settlements, exacerbating its vulnerability to environmental disasters. In contrast, New York City, a global financial hub, confronts challenges posed by its dense urban fabric, aging infrastructure, and coastal exposure. Despite differing contextual factors, both cities strive to enhance their resilience through various strategies. Lagos employs a mix of top-down and bottom-up approaches, emphasizing community engagement, early warning systems, and infrastructure improvements to mitigate flood risks. Initiatives such as the Lagos State Resilience Strategy and the implementation of green infrastructure projects signify efforts to enhance adaptive capacity and reduce vulnerability. Conversely, New York City adopts a multifaceted approach, integrating policy frameworks, technological innovations, and community-based initiatives to bolster resilience. Post-Hurricane Sandy, the city launched the "OneNYC" plan, emphasizing infrastructure upgrades, coastal protection measures, and climate adaptation strategies to withstand future shocks. Comparative analysis reveals both convergences and divergences in urban resilience strategies. While Lagos prioritizes grassroots involvement and low-cost solutions, New York emphasizes institutional coordination and investment in resilient infrastructure. Challenges persist in both contexts, including funding constraints, governance issues, and socio-economic disparities, underscoring the need for holistic and inclusive resilience frameworks. Understanding the nuances of urban resilience in diverse contexts can inform policy interventions and best practices transferable across cities globally. By examining the experiences of Lagos and New York, this review contributes to the discourse on building resilient cities capable of navigating environmental uncertainties and safeguarding the well-being of urban populations.

The impact of road infrastructure development on ecosystems and communities

Background: Road infrastructure is essential for economic growth and improving connectivity between regions. This study looks at how environmental, social, and financial communities are affected by the development of the Arfai-Pami road infrastructure in Manokwari Selatan District, Manokwari Regency. Methods: This research uses qualitative and quantitative methods with the philosophy of positivism. Data were collected in several places in the Arfai and Pami areas, including South Manokwari, through observation, interviews, and document analysis. Result: The results showed that road construction improved accessibility and local economic growth, with an increase in the value of social variables by 0.365 and economic variables by 0.759, respectively. However, apparent consequences include a 33.87% decrease in forest area, a decrease in green space, an increased likelihood of flash flooding downstream due to land use change, and a decrease in infiltration surface area. In addition, road construction causes pollution, habitat disruption, and changes in water flow patterns, which can lead to erosion. Changes in the lifestyle and employment of local people is one of the significant social impacts. Residents benefit from increased employment opportunities, while others face increased living costs and loss of agricultural land. Relocation or compensation is a frequent social issue. The conclusion of this study emphasizes how important it is to balance ecosystem preservation and road infrastructure development. Especially in Arfai-Pami, road infrastructure development should be done holistically considering environmental, social, and economic impacts. Conclussion: To maximize benefits and reduce adverse effects, communities, government, and industry players need to be involved in the planning and implementation of road infrastructure projects.

The paper delineates essential facets of hybrid management in the realm of infrastructure projects and programs, elucidating pivotal concepts, methodologies, and models integral to this approach. A comprehensive examination of the extant status of infrastructure project implementation at the regional level is undertaken, encompassing an inquiry into terminology, regulatory frameworks, and financial management standards specific to this domain. Noteworthy attention is devoted to global practices in program implementation at the regional level, as well as contemporary strategies for overseeing infrastructure projects and programs. The culmination of this investigation is the formulation of a refined scientific and applied framework for hybrid management at the regional level. This conceptual framework is rooted in the integration of project management knowledge systems and is delineated by its adaptation to the methodology of project program management. Within the parameters of this articulated concept, a convergent system for the utilization of project management methods and approaches in the context of efficient project program management has been devised.

Comparative Analysis of Glass-Basalt-Plastic Materials for Construction in Arctic Conditions

This research presents a comprehensive comparative analysis of glass-basalt-plastic (GBP) materials intended for construction purposes in challenging Arctic conditions. The study investigates the mechanical, thermal, and durability properties of GBP composites, considering their potential application in structures subjected to extreme cold temperatures and other environmental challenges prevalent in Arctic regions. Through a series of experimental evaluations and analytical assessments, we aim to provide insights into the performance characteristics of GBP materials when compared to conventional construction materials. The findings of this research contribute to the understanding of the suitability and limitations of GBP composites in Arctic construction, addressing key factors such as structural integrity, thermal insulation, and resistance to environmental degradation. The results presented in this article serve as a valuable resource for engineers, architects, and researchers involved in the design and implementation of infrastructure projects in Arctic environments. The purpose of this article is to develop the theoretical foundations of risk management in the implementation of large infrastructure projects with government participation using the example of the development of high-speed railways in Russia. The relevance of this topic is due to the fact that for Russia, high-speed highways are a completely new type of transport infrastructure, the creation of which requires the development of existing views and approaches to risk management of large infrastructure projects with government participation. The impact of high-speed highway projects on a country’s economy is difficult to overestimate, as they affect many factors: from stimulating development to improving the quality of life of the population, which is why studying existing tools and proposing new views on risk management that increase the success of projects with government participation is one of the key issues to be addressed.

Current Issues of International Legal Regulation of the Convergence of Transport and Logistics Systems within the EAEU

With the development of integration processes on the territory of the Eurasian Economic Union, the convergence of transport and logistics systems is a necessary condition for both transport connectivity and the development of trade relations. The current geopolitical situation, which led to an increase in traffic and within the EEU and the redirection of transport flows to the East, requires a change in the paradigm of the legal regulation of the transport industry at the interstate level.Aim . Reveal the main problems of international legal regulation of the convergence of transport and logistics ecosystems in the Eurasian region.Tasks. It is proposed to consider the main trends of the formation of an array of legal regulation of the transport and logistics industry in the EAEU as part of the implementation of a common transport policy and the implementation of major infrastructure projects, such as the Eurasian transport framework, to analyze the relevance of the main EAEU documents in the field of transport and logistics, to present the basic elements of the new paradigm of the EAEU unified transport system, including railway transport.Methods. When conducting the research, comparative-legal, formal-legal methods, synthesis, deduction, induction, as well as abstraction and the systematic method were used.Results . The necessity of a significant change in the approach to the formation of an effective model of international legal regulation of transport integration within the EAEU, clarification of the main directions of a common transport policy of the member states of the association, ensuring its competitiveness at the world level, transport and technological sovereignty of Russia and other partner countries, full realization of the transit potential of the union, as well as the effective functioning of the industry in the conditions of Industry 4.0 is substantiated.Conclusions . The proposed integrated approach will make it possible to fully implement the adopted Strategic Directions for the development of Eurasian economic integration until 2025, to lay the foundations for a new stage of integration of transport and logistics systems within the EAEU with the achievement of the set significant milestones in the interests of the countries and peoples of our integration association.

Pemodelan 3D Jembatan Lengkung, Studi Kasus Jembatan Bukit Sulap, Menggunakan Software Autodesk Revit

Infrastructure is an essential sector in a country, and infrastructure development reflects the country's progress. Infrastructure development is a priority, but the implementation of infrastructure projects needs to pay attention to time, costs and quality. Building Information Modeling (BIM) has the potential to minimize errors and increase efficiency. BIM is a method that was originally applied to the AEC (Architecture, Engineering and Construction) industry. BIM technology makes it possible to create 3D building models that contain information, analysis of work volume calculations, scheduling, and cost calculations. There is several software that applies BIM technology such as Autodesk Revit, Autodesk Advanced Steel, Tekla Structures and Navisworks. BIM technology has been widely applied in construction projects in Indonesia, be it buildings, roads or bridges. In this research, modelling of a steel truss bridge with an arch type was carried out using Autodesk Revit software. This research was conducted to determine the capabilities and limitations of Autodesk Revit software in modelling arch-type steel frame bridge structures. The modelling in this research uses DED (Detailed Engineering Design) image sources for the Bukit Sulap Bridge project, which were obtained from the PUPR Department of Lubuklinggau City. The modelling carried out is in the form of steel frames, bracing, girder beams and bridge connections.

Evolution of Theoretical Approaches to the Analysis of State and Business Cooperation in the Infrastructure Sphere

The classification of historical periods in the evolution of cooperation between the state and business in the infrastructural sphere by stages and forms of cooperation has been improved: antiquity (use of buyouts; competitive construction of post offices with cities, ports and harbors (manceps); infrastructural construction (precarium)) of the Middle Ages ("casual » application of PPPs; buyouts; concessions; "regalia"); the period of colonization (use of concessions for the development of new land colonies and international trade; involvement of private armed ships with their owners to solve military and trade "tasks" at sea); the origin and development of capitalism, industrialization (systematic concession legislation; capital-intensive projects; attraction of private capital in the form of concessions for the development of the utility sector); the modern stage from the middle of the 20th century. (transition from the policy of "public administration" to the "new public administration" model; "private financial initiative"; development of public-private partnership (PPP) regulation worldwide (in more than 120 countries); launch of cross-border PPP projects and projects with attracting direct foreign investment). It was determined that in France during the Middle Ages and the reign of mercantilism, the predominant role of the state in economic development, including infrastructure development, was emphasized. The state attracted private business and financed the works. Unlike mercantilists, representatives of the school of physiocrats believed that the state should not interfere in the field of entrepreneurship at all. The idea of state cooperation with private business in the development of industry by means of optimal regulation and protection from foreign competition, especially at the initial stage, was also reflected in the works of the German scientist F. List. Implementation of projects through the transfer of infrastructure objects under concession conditions to private companies allows to significantly increase their efficiency. The example of the railways of Belgium, Germany, Austria-Hungary and Switzerland shows that this form of PPP is quite competitive during the implementation of large infrastructure projects. At the same time, in order to achieve economic efficiency, such projects must be accompanied by strict state control. After the Second World War, the doctrine of a socially oriented model and a concerted strategy of economic development (concerted economy) came to the fore in economic thought. The positions of J. Keynes and moderate supporters of state intervention in the economy were dominant until the 70s. 20th century, when the ideas of "state capitalism" reached their peak. It is also necessary to note the role played by the theory of the public sector in justifying the role of the state in the economy at various stages of economic development. The state takes an active role in areas that are not attractive to private actors and are related to the generation of "public goods" to increase the level of well-being.

Кластерный анализ арктических поселений Якутии с позиции концепции резильентности

Shifting the focus from the anti-crisis agenda to the tasks of contributing to the achievement of national goals in the Arctic requires the development of new approaches to the implementation of state policy in these territories of the Russian Federation, taking into account modern trends: reconfiguring relations with the vector to the East and reorienting to the development of anchor settlements as geostrategic points of Russia. In modern realities, priorities have been set – the development of the Northern Sea Route and mineral resource centers, the im-plementation of economic and infrastructure projects, and the creation of a new Arctic economy. New ap-proaches are also required to “fine-tune” the tools to increase/ensure the sustainability of the economic sys-tems of strategically important Arctic regions. In this regard, an assessment of the socio-economic develop-ment of the municipal districts of the Arctic zone of the Republic of Sakha (Yakutia) using cluster analysis is given. In the article it is considered by the authors as an effective tool of “pre-planning” and one of the tools for selecting potential candidate settlements for inclusion in the list of strategic territories of the Arctic, which is es-pecially relevant in the light of the forthcoming development by the executive authorities of master plans for the development of reference settlements of the Arctic zone of Russia and comprehensive plans for socio-economic development until 2035.

Contract law of Albania in the context of public-private partnerships

The significance of the research is underscored by the fact that Albania, as a country in the process of socio- economic development, faces the need to attract specialists for the implementation of infrastructure projects. The research seeks to explore challenges within the realm of public-private partnerships concerning contract law in Albania and to propose constructive avenues for enhancement. The methods employed in this endeavor encompassed systematisation, logical analysis, concretisation, and generalisation, along with the application of formal-legal and formal-logical approaches. The investigation analysed modern mechanisms of legal regulation in the system of public-private partnerships. Problems, including compliance with free market principles, ensuring competition and high quality of public services, have been identified. Specific steps are proposed to address them: strengthening internal control in contract awarding procedures, updating legislation with a focus on maintaining market freedom and competition, assessing, and sharing risks between the private and public sectors, and actively engaging stakeholders. The recommendations aim at organic implementation, considering the interests of all stakeholders. In addition, it is suggested that changes in the justice system should stably take place, considering the stability of the overall system. The study also delved into analysing the existing views and concepts of scholars on the subject matter. Examining various perspectives has facilitated a more profound comprehension of the intricacies surrounding the phenomenon and potential avenues for enhancing contract law in Albania within the framework of public-private partnerships. The outcomes of this research possess the potential to provide valuable insights for the formulation of effective legal measures governing contract law in the context of public-private partnerships in Albania

Relevance The tasks set for the healthcare system require the attraction of significant resources, primarily financial ones. Public-private partnership (hereinafter referred to as PPP) can become an effective tool for solving some of the tasks set, attract investments and become a serious inductor in the implementation of infrastructure projects, the construction of modern medical organizations. Some forms of PPP may make it possible to raise additional funds for the provision of medical care and the expansion of paid medical services. All this requires a more detailed scientific study of the forms of interaction between PPPs in the healthcare sector. Purpose and objectives of the study The purpose of the study is to increase the effectiveness of interaction between the state and business in the health care of Khabarovsk Krai by developing a set of measures using public-private partnership tools. The objectives of the study included the study of publications and the legal framework, the structure of financing in the system of compulsory health insurance, the study of the level of awareness and willingness to involve healthcare organizers of medical organizations in Khabarovsk Krai in PPP processes, as well as the study of infrastructure facilities subordinate to the Ministry of Health of Khabarovsk Krai. Materials and methods The study used data from open sources, including regulatory legal acts, publications and articles on PPP issues, studied open data from the territorial fund of compulsory medical insurance of Khabarovsk Krai, data from the unified state register of real estate. Also, a survey of health care organizers was conducted using a questionnaire specially designed for the study. Results A classification of public-private partnerships in healthcare has been developed, and the main forms of interaction have been identified. It was determined that from 2020 to 2022, funding for non-state medical organizations increased by 15 %: from 1.001.741.1 thousand rubles to 1.151.886.0 thousand rubles. There is a predominance of funding, including in 2022, of organizations of the Russian Railways system (627.552.0 thousand rubles), as well as organizations providing hemodialysis services (195.913.0 thousand rubles) and radiation diagnostics (219. 265.0 thousand rubles) PPP forms are actively used to solve social problems under the “Older Generation” program, funding for ophthalmology has been significantly increased, the dynamics compared to 2020 is +1975 %. According to the results of a survey of healthcare organizers, 2/3 of the respondents see development prospects, 44 % consider outsourcing to be the most promising, 26 % – concession agreements, 92 % indicate an insufficient level of awareness on PPP issues, 90 % expressed their willingness to take part in educational events. In total, the subordinate organizations of the Ministry of Health of Khabarovsk Krai have 1.369 premises and buildings, 419 (30.1 %) of them are used to provide the main function of medical organizations, and 950 are auxiliary. 187 (44.6 %) out of 419 have over 80 % wear and tear, need either reconstruction, major repairs, or are subject to demolition and construction of new facilities. Conclusion The results of the study allow us to fix the main parameters of the healthcare industry, determine ways for further improvement, and develop a set of measures for the development of public-private partnerships in healthcare. It is necessary to conduct an in-depth scientific study of PPP with the involvement of economists, specialists in the field of state and municipal administration, healthcare organizers, undergraduates and graduate students. A comprehensive comprehensive study will significantly increase the effectiveness of measures to develop public-private partnerships in Khabarovsk Krai.

Exploring the Significance of the Project Scope in the Successful Implementation of Infrastructure Projects – A Case Study of Level Two Health Projects

Projects addressing Healthcare stand out to be a critical pillar for sustainable development. According to the Abuja declarations in the year 2000 during the formulation of Millenium Development Goals, the parties agreed to increase their healthcare budget to a whopping 15%. By the end of the Millennium Development Goals, partly no country had reached such a target. It is therefore imperative for Countries to make sure their healthcare budget can address the prevailing needs of their citizens. To make sure the set goals are achieved, it is thus incumbent upon the government to set achievable targets. The focus of this research was to ascertain how project planning plays a nexus role in supporting the healthcare system at level two. The major variable was to assess how the project scope affects such an endeavor and how the existing government policy intervenes in such achievements a case of Kenya Health Policy established in 2014 and running till 2030. The research will be guided by an exploratory research design since it will expedite both Quantitative and Qualitative data from a sample size of 100 respondents. Quantitative data was analysed using SPSS version 25 while Qualitative data was analyzed using the content analysis method. The study findings postulated that most projects were completed within budget while others were not. Delay of disbursement of Funds by the Government to the health facilities was picked as another cause of failure to meet the goal, politics was also noted to play a role in such endeavors. With such findings, the study thus recommended the establishment of a framework that supports better collaboration between the primary parties in the government and the health facilities. The study also acknowledges budget, cost, and planning attributes are crucial to the successful implementation of level-two health projects. This study focused on adding value to the existing body of knowledge and practice as enshrined in the Kenya Vision 2030 blueprint and Kenya Health Policy 2014-2030 blueprint.

Evolution of the concept of public-private partnership in the 1980-2020

The evolution of changes in the concept of public-private partnership is very relevant in today's world. The growth of global problems, such as financial crises, climate change, social imbalances and economic transformations, creates a need for new strategies and concepts of cooperation between different sectors of society. Public-private partnerships are a key mechanism to address these challenges, as they provide mechanisms for cooperation between public and private actors to achieve common goals. The purpose of the study is to substantiate the evolutionary changes of the concept of public-private partnership. Using bibliographic analysis and visualization of data from the Web of Science based on VOSviewer, ten research clusters were identified and analyzed, which reflect various topics and their interrelationships, contributing to the systematization of changes in the concept of public-private partnerships. Phases of the evolutionary transformation of the public-private partnership concept: Public-Private Partnership 1.0. Traditional Public-Private Partnership; Public-Private Partnership 2.0. People-first Public-Private Partnership; Public-Private Partnership 3.0. Climate-smart Public-Private Partnership; Public-Private Partnership 4.0. Sustainable public-private partnership for post-war reconstruction. It was determined that in the use of public-private partnership in industry, a change in the role of this sphere is observed. In the «Traditional Public-Private Partnership» industry has a key role in infrastructure construction, providing materials and advanced technologies for infrastructure projects; «People-first Public-Private Partnership» - ensuring quality medical care and improving the health care system; «Climate-smart public-private partnership» - reducing the impact of climate change on production through investments in environmentally friendly technologies and ensuring sustainability of food supplies; «Sustainable public-private partnership for post-war reconstruction» - post-war reconstruction, providing the necessary materials and resources for the construction and reconstruction of infrastructure. Also, during the COVID-19 pandemic, industry, particularly pharmaceuticals, is working with government and other sectors to develop new treatments and vaccines. These joint efforts help overcome crises and improve living conditions in affected areas. It was revealed that the concept of public-private partnership is insufficiently developed in Ukraine. «Traditional public-private partnership», despite 20 years of implementation, did not receive active implementation of infrastructure projects. «People-first Public-Private Partnership» is just beginning its development. It is noted that the «Sustainable public-private partnership for post-war reconstruction» is updated for post-war conditions, as it contributes to attracting international resources for economic and social recovery, but requires a systematic approach and adaptation to the specifics of the Ukrainian situation. The implementation of PPP in Ukraine requires systematic recommendations and consideration of international experience for effective use in the restoration and reconstruction of infrastructure and strategic objects.

Exploring the China-Pakistan economic corridor project performance during Covid-19 pandemic

The outburst of the coronavirus into the global arena, first as a respiratory disease and later as a worldwide pandemic and health emergency, pushed the world economic order into complete turmoil and aftermath, posing severe challenges to the financial stability of developing countries like Pakistan. The temporary suspension of economic activities worldwide has resulted in significant disruptions to international supply chains, leading to substantial delays in implementing infrastructure projects associated with the China-Pakistan Economic Corridor (CPEC). The pandemic has further hindered CPEC progress. Building mega-projects, such as the CPEC, is crucial in determining the economic stability of a nation such as Pakistan. Nevertheless, it is essential to consider that the implementation of infrastructure projects can be subject to delays due to the COVID-19 lockdown and travel restrictions. However, it is worth noting that there needs to be more scholarly research available examining the ongoing progress and performance of CPEC projects from a particular perspective. This study aims to assess the impact of the COVID-19 lockdown policy and travel restrictions on CPEC project performances by highlighting the role of socioeconomic and infrastructure development factors. The study will shed light on numerous causes of concerns in project development phases and provide policy recommendations to help CPEC officials reduce project losses and better survival in the event of extreme uncertainty. The data were collected through an online survey from all over Pakistan using self-administered questionnaires with 570 responses from CPEC employees, officials, and professors from management and economic departments. The structural equation modeling (SEM) technique analyzes the problem mentioned above. As per the results of this study, it is evident that the COVID-19 lockdown policy and travel restrictions have a detrimental effect on the construction of the CPEC project. Moreover, it has been observed that the socioeconomic and infrastructure development associated with the CPEC has a notable impact on the performance of the CPEC projects. This paper aims to provide valuable insights to policymakers by examining the management of the COVID-19 pandemic from the perspective of the CPEC.
