Examining the barriers to the adoption and integration of information communication technologies as e-Government in Africa

The study explored the adoption of information communication technologies (ICT) and its integration in Africa as an e-Government system. The article contributes to the continuing debate regarding the constraints that developing-country e-government systems face when it comes to the implementation and adoption of ICT as e-Governance for service delivery and the realization of socio-economic development. The study covers the various stakeholders who may have an impact on the implementation of e-Government at the grassroots level. It also highlights the barriers cited by other scholars of e-Governance that require local government attention. The impediments include challenges with governance, access to resources, leadership, ICT skills and funding. The study primarily relies on secondary data that is available in both the private and public domain to produce qualitative primary data. The research observations are on the essential role that local municipalities play in pursuing e-Government by using inductive thematic data analysis. The research concluded that the planning and implementation of e-governance should focus on finding methods to address a variety of issues which includes amongst other ensuring that the existing e-Governance initiatives gives valuable insight into what works and what does not, and provides meaningful guidance in developing and refining e-governance.

EFL Students’ Perceptions and Attitudes towards ICT Integration in British Civilization Courses

Making use of Information Communication Technologies (ICT) has become an inevitability to cope with modern teaching of British civilization courses to stimulate English as Foreign Language (EFL) students as well as to meet their needs and interests. The current research paper aims to investigate students’ perceptions and attitudes towards the implementation of ICT in British civilization courses at the Algerian university as well as to explore the impacts of these digital resources in enhancing their achievements in EFL context. Thus, to obtain the required data, a survey research was conducted where a questionnaire was anonymously administered to the 2nd year LMD student at Mascara University. The results demonstrated that the integration of ICTs in civilization courses ameliorated students’ learning and motivated them. Furthermore, they revealed a positive attitude towards its uses in these courses.

UNDERSTANDING THE ADOPTION OF A MOBILE APPLICATION TO SUPPORT WORKFLOW OF HEALTHCARE AIDES

Abstract Healthcare aides are unlicensed support personnel who provide direct care, personal assistance and support to persons living with health conditions. Workflow issues have a negative impact on health care aides’ job satisfaction and quality of care. The implementation of information communication technologies could improve workflow. In collaboration with an industry partner, we developed a mobile application intended to support the workflow of health care aides who provide services to long-term care residents living with dementia. The purpose of this study was to investigate the technology acceptance and usability of a mobile application in a real-world environment when used by health care aides of a care facility. We used a sequential explanatory mixed methods approach. Our study included pre and post paper-based questionnaires with no control group (n=60). This was followed by two focus groups with a subsample of health care aides informed by qualitative description (n=12). We found: (a) acceptance of the mobile application was high; (b) usefulness was the strongest predictor of intention to use the mobile application, and (c) intention to use the mobile application predicted usage behaviour. Focus group findings supported the quantitative findings and highlighted participants’ strong belief that the mobile application was useful, portable, and reliable. An area for improvement was user interface adjustments. Overall, these results support the assertion that our mobile application assisted health care aides in addressing their workflow issues and thus, has potential to improve the quality of care provided.

The Survey on Deployment of E-Resources in District Central Public Libraries in Andhra Pradesh: The User’s Perspective

The Future Public Libraries are filled with Electronic resources. All the public libraries in India need to improve the e-resource to meet the user information needs. Implementation of Information Communication Technology in the district central public libraries have to instruct their subordinate public libraries in the district., The utilization of the Internet, and conduction of the Digitization process in the district central public libraries in the state. The Community has to give their support to the implementation of information communication technologies and develop the electronic resource in the Central Coastal district public libraries in Andhra Pradesh. Sometime in the future, a public library is a room with a bookshelf and a computer terminal per person. The shelves are mostly bare of books and instead stuffed with old conventional documents. The Indian government had initiated to development of the public library system. Chadavadam makistam (We Love Reading) concept was initiated by the government of Andhra Pradesh, to improve the reading habitation in school level children.

Use of information and communication technologies in social work institutions in extraordinary circumstances

Information-Communication Technologies (ICTs) are currently used in various fields and there are many amazing inventions that are already present and make communication and life easier for us on a daily basis. The use of ICTs is less represented in the social work institutions. Therefore, this paper presents the implementation of ICTs through the chatbot application for the needs of social work created on the Tidio platform and within the webpage of the Public Institution “Center for Social Work Tešanj”. The application facilitates the work of social workers in collecting information from the users and eases the aid received by the users of social care in terms of faster responses to inquiries during emergencies, such as the COVID-19 pandemic, but also after. For the purpose of this research, an end-user survey was created and conducted with the aim of collecting user opinions on the acceptance and motivation for the use of chatbots in social work institutions. The results showed good acceptance and usage motivation of social work chatbot.

Challenges and benefits of integrating online learning in higher education in a pandemicof COVID-19

Objective — to assess peculiarities of distant learning integration in higher educational institutions in the context of the COVID-19 pandemic.Materials and methods. More than 50 literature sources were included to the study. 20 of them were chosen for detailed investigation. Data of use of online educational methods in departments of phthisiology and pulmonology of Kharkiv National Medical University and Bukovinian State Medical University were used.Results and discussion. To provide the asynchronous part of distance learning, the Department of Phthisiology and Pulmonology of Kharkiv National Medical University created distance courses on the Moodle platform. The courses were built in accordance with the topic plans of the department. Study materials on the topic were presented in various formats: files, web pages, videos, links to Internet resources, etc., test tasks were developed for each topic. In addition, lecture presentations with text accompaniment were added to online resources.At the Department of Phthisiology and Pulmonology of Bukovinian State Medical University (BSMU), training sessions have been started online in accordance with the orders of the BSMU: «On the introduction of quarantine at the University» No. 129-Adm. of 03/12/2020 and «On the approval of instructions for teachers for conducting training sessions online using the videoconferencing service» No. 130-Adm. from 12.03.2020. Final modular controls and state exams were provided in online distance learning. Chernivtsi region was in the red zone of quarantine measures until September 21. Thus, the educational process at the BSMU was carried out exclusively in a distance form using the videoconference service. The Google Hangouts Meet service — https://meet.google.com — was selected for online training sessions. To schedule online training sessions using the Google Hangouts Meet video conferencing service, the Google Calendar service — https://calendar.google.com — was used.Conclusions. Despite a number of problems in the implementation of online learning technologies, such as insufficient technical provision, imperfect knowledge of the methodology of modern digital skills by participants in the educational process, the need for a quick change in approaches to continuous teaching in the context of the COVID-19 pandemic has become a powerful impetus in the development and implementation of information-communication technologies in education, which in the future may have positive consequences for improving the quality of education, increasing student motivation and their satisfaction with the educational process.

Do digital governments foster economic growth in the developing world? An empirical analysis

The research has largely documented favorable economic outcomes of investing in Information Communication Technologies (ICTs). Does implementation and adoption of ICT in the public sector also lead to favorable economic gains? The answer to this question has received little attention. The available evidence is largely country-specific from the developed world. This study contributes to the empirical literature on ICT-growth nexus by analytically exploring and empirically testing the relationship of e-government with economic growth of 122 developing economies over the period 2003–2015. The empirical analysis is based on Fixed Effects, Random Effects, and System Generalized Method of Moments (GMM). The results show that an implementation of an e-government in developing economies causes a robust positive impact on economic growth. This finding is shown to be robust to different specifications, to different econometric techniques and to the endogeneity problem.

It's necessary to make an accent that at the present stage of economic growth, the essential changes take place in the consciousness of the customer – customer became another one, his “market consciousness” increased. They have the higher level of goods and services quality expectations, strive for more convenient arrangement and working hours, better service, lower prices. Such situations were caused by the modern society development tends, changes in the way and style of people's life. Also, the part of innovators, who endeavor to get goods, in which new ideas and technologies were embodied. It is also stipulated by the modern development temps and by implementation of information-communication technologies, and by the psychological factors.Consumption of such goods becomes a symbol along with the buying of prestige goods; it demonstrates the high social status, shows progressiveness and contemporaneity of the customer. As the world experience shows the velocity of reaction on market changes is characteristic for small and midsize business, which are rather flexible to changes and opportunities of variable market conditions.

Application of multicriteria decision aid for evaluation of ICT usage in business

The different types of business management systems provide the functionality for management of business enterprises by enabling the maintaining of data about the management of all types of resources used in business. The statistical data helps us in revealing of information about the functioning of enterprises and the implementation of information communication technologies (ICT). Our research area concerns the methods for evaluation of ICT access and usage in businesses and possibilities to evaluate a variety of different types of used systems. The access and usage of ICT by business enterprises have differences and is quite complex for evaluation. Countries provide statistical data about the level of ICT usage. An approach presented by this research include some methods for multi-criteria decision support by applying the TOPSIS, AHP and SAW methods. As the case study we demonstrate the evaluation of ICT usage in small and medium enterprises of business of Lithuania in comparison with other countries. The TOPSIS method provides the structure of decision making which help to evaluate the distance between the level of ICT usage in business of some countries of EU. Empirical research results show disparities of evaluation of countries by ICT usage in business according to the dynamic perspective.

E-Readiness Status of Primary Schools Implementing Digital Devices in Kisii County

<p>Delivery of education content to learners in many learning environments has greatly been enhanced by the deployment and implementation of Information Communication Technologies (ICTs) in the world today. Many developing countries are putting in place strategies to ensure their education systems use ICT to improve and diversify learning to meet the global changes in technology. In Kenya, ICT Integration in Primary Education is one of the key flagship programmes that has received keen attention by the government in the past few years through the primary schools Digital Literacy Programme (DLP). This research endeavoured to establish the e-readiness of primary schools implementing use of digital devices in Kisii County. Survey research design was applied in the study. The population of the study constituted of 710 primary school head teachers, 1,420 standard one and two teachers and 71,000 standard one and two pupils. Sample size was determined using the fisher formula and the sample consisted of 249 primary school head teachers, 302 standard one and two teachers and 381 standard one and two pupils. Purposive sampling was used to select schools, head teachers and teachers. Simple random sampling was used to select the specific schools to include in the study and proportionate sampling was used to determine the number of respondents from each school. The research instruments applied in the research included self-administered questionnaires for teachers and head teachers and interview schedules for pupils. To ascertain the reliability of the research instruments, a pilot test was carried out and a Cronbach’s alpha coefficient of 0.76 was realized. Data was analysed qualitatively and quantitatively using descriptive statistics in SPSS.The research established that the main impediment to implementation of the DLP was the psychological and financial readiness within the schools. There should be a well planned training schedule for teachers and a budget be put in place for the primary schools for the DLP.</p>

Achievements in the sphere of automatization and telecommunication are an essential component of transformation of the international peace and security system. This article presents, that consequences of changes are of a dual character. On the one hand, new technologies are becoming an important component of society modernization strategies in developing countries, on the other hand, they can be used for armament modernization or creation of new means of confrontation in modern international relations. APR countries face the most relevant issue of information technologies usage. The article deals with the process of discussion of new challenges and threats to international security, emerging as a result of development and large-scale implementation of information-communication technologies. Positions of states regarding the adoption of resolution in the sphere of international information security were studied through examples of Japan, India, and China. It is proved in the article, that information technologies have become an important component of the security system in the world. Technologies usage may lead to steady international development as well as to information arms race. That is why working out a common position on international information security issues is of crucial importance. It is within the framework of the UN, that different states of the world are given an opportunity to express their visions of the problem of international information security and work out common approaches to its solution. The article shows, that states’ positions have similar as well as different features. For instance, all states express concern regarding possible limitation of technology transfer for the establishment of a more controlled international political environment. But states’ positions have major differences as to mechanisms of information security provision. Thus, Japan and India strive to achieve a balanced system of international information security, which should at the same time have preventive mechanisms against the emergence of threats in the information and science and technology spheres and guarantee continuation of scientific-technological development, which is a crucial component of development and modernization strategies in many countries of the world. China came forward with position of strong regulation of international information security issues and suggested framing of corresponding regulations of the states’ conduct in the cyberspace.

EXPLORING EFFICIENCY IN TEACHING EAP WRITING AT RUSSIAN UNIVERSITIES

Teaching English for Academic Purposes (EAP) in Russian universities is becoming important nowadays because of the increasing attention to globalization. In education globalization is occurred through internationalization of education where EAP plays a crucial role. The authors of the article argue that, on the one hand, teaching English in non-linguistic Russian universities is often reduced to mastering the so-called general course of the language, which does not provide students with a tool for international communication in professional spheres. On the other hand, the English language, becoming the language of international academic communication, is transformed into a special academic discipline, becoming both a means and a content of learning English. Thus, new tasks are set for teachers of English, one of the most important is the search for effective technologies for teaching EAP. This article describes implementation of information communication technologies (ICT) in EAP course at Russian nonlinguistic universities. The aim is to carry out the theoretical analysis of the integration scheme of blended learning into the curriculum of Russian universities includes the research on the efficiency of wiki based EAP teaching experience and examines the pros and cons of various forms of blended learning opposed to the traditional classroom education and puts forward the issues of blended learning. The article reflects the stages of the project based on technology enhanced teaching EAP to undergraduate students by means of Web 2.0 tools. The article contains a detailed description of the project, its mission and respondents feedback gained via quantitative and qualitative research methods. Based on the professors and students interviews, questionnaires and observation, it has been found out to be in demand among the students who are digital natives and long for ICT assisted language learning and is subject to some criticism along with numerous benefits, which are also reflected in the results and findings of the study.

Complex Clinical Communication Practices: How Do Information Receivers Assimilate and Act Upon Information for Patient Care?

Improving clinical communication is imperative to improving the quality and safety of patient care. Significant efforts have been made to improve clinical communication and patient safety, guided by the mantra of "the right information, to the right person, in the right place, at the right time". The design and implementation of information communication technologies (ICTs) has been considered as one of the major developments in improving patient care. Clinical communication in today's clinical practice is complex and involves multi-disciplinary teams using different types of media for information transfer. This paper argues that traditional communication theories fail to adequately capture and describe contemporary clinical communicative practices or to provide insight into how information transferred is actually assimilated and/or utilised for patient care. This paper argues for the need to more fully consider underlying assumptions about the role of information in clinical communication and to recognise how the attributes of information receivers, especially where ICTs are deployed influence outcomes. The paper presents a discussion regarding the need to consider information receivers as the foundation for clinical communication improvement and future design and development of ICTs to improve patient care.

Can Information and Communication Technologies Support Patient Engagement? A Review of Opportunities and Challenges in Health Social Work

Despite becoming a prerequisite for participation in an information-based society, the use of information communication technologies (ICT) within social work and health care remains in its infancy. Currently, there is a push to adopt newer technologies to enhance practice. This article aims to highlight some of the innovative ways in which ICT have been adopted and adapted to augment social work practice. The need for social workers to become proficient in the use of newer technologies, opportunities for implementing ICT within a health care setting, and potential challenges at the professional, ethical, and systemic level are explored. Using the available literature as a guide, recommendations and strategies to strengthen implementation of ICTs into health social work are provided.

Conversations toward effective implementation of information communication technologies in Australian schools

PurposeTo outline the emerging imperative for the integration of ICT into schools and to locate such integration within broad notions of governance and effective implementation.Design/methodology/approachUsing a flexible interview structure, conversations concerning ICT integration into schools were held with 65 school‐based personnel in 50 Tasmanian schools.FindingsCoding analysis of conversations enabled 14 themes to be identified; for example: “The use of ICT involves partnerships between people”, “ICT is more or less integrated into the classroom curriculum and is more or less entwined in the various pedagogies employed by teachers”, and “ICT ‘champions’ or ‘heroes’ are recognised more or less in schools”. Many of the themes focus on issues of governance. A number of strong correlations were found to exist between the themes. Few differences were found to exist within the data in regard to four criteria, namely: whether the school was in the Catholic sector or the Department of Education; the urban‐rural location of the school; the size of the school in terms of student enrolment numbers; and the role of the participant (Principal, Assistant Principal, Teacher, ICT Co‐ordinator, Technician). Concludes that there is likely to be considerable agreement about the content of such conversations in schools and that they are likely to be concerned with people and processes rather than with ICT technology/software/hardware and the like per se.Practical implicationsProvides guidance to school leaders and others regarding effective implementation of ICT into schools.Originality/valueIt is expected that the schools taking part in this project will move towards implementing ICT with considerable success and it is hoped that this can be applied to Tasmanian schools in general.
