Improving state regulation of the rational use of land resources is an important aspect of the sustainable development of Ukraine's economy. This includes optimizing legal and organizational mechanisms aimed at ensuring effective management of land resources, preserving soil fertility, and protecting the environment. Given the relevance of these issues, it is necessary to develop and implement innovative approaches to land resource management that take into account modern challenges and trends. The main directions for improving regulation include creating transparent procedures in the field of land relations, particularly during the transfer of land ownership or lease. An importantstep is the implementation of electronic services that will simplify and accelerate administrative processes, ensure accessibility of information about land plots and their legal status. This approach will contribute to increasing trust in government authorities and reducing corruption risks. Rational use of land resources also involves the implementation of environmentally balanced farming methods that minimize negative impacts on the environment. This includes the application of modern agro-technologies, organic farming, and soil condition monitoring systems. Government programs to support farmers and agricultural producers in implementing such methods should become an important component of state policy in the agricultural sector. Moreover, it is necessary to strengthen the control over the use of land resources by state bodies and the public. This can be achieved through the creation of effective monitoring and evaluation mechanisms for the condition of land, as well as through the active participation of public organizations in the decision-making processes regarding land resource management. Сучасний стан упровадження електронних послуг центральними та обласними державними архівними установами України

The purpose is to analyse the current state of implementation of electronic archival services based on the empirical material obtained during the survey of central and regional state archival institutions of Ukraine. Research methodology. During the collection of data on the practical experience of state archives in the implementation of electronic services, the questionnaire method was used. During the analysis of the received empirical material, general scientifi c methods of analysis, synthesis, induction and deduction, comparison, generalization, and systematicity were used. Scientifi c novelty. The practical experience of central and regional archival institutions in the implementation of electronic archival services is being investigated for the fi rst time. The results of the research can be used during the preparation of a unifi ed methodical document, which in the future could serve as the basis for development of the specifi c legislation for the archival sphere. Conclusions. The results of the study proved that the implementation of electronic archival services is currently carried out gradually by each archival institution in accordance with its material, technical and personnel capabilities. Most archives have logistical and organizational problems. It seems urgent to develop a Program of informatization of archival aff airs taking into account the mentioned problems and proposals, in particular, it seems promising to develop standards of electronic archival services, a unifi ed procedure of forming prices, ensuring interaction with the state portal of administrative services, ensuring the opportunity for the state archival institutions to join gradually the complex information system «ARCHIUM». With the latter, the greatest diffi culties arise in regional archival institutions, whose development and material and technical condition directly depend on the policy of regional state administrations.

Implementation of Electronic Services in The System of Population Social Protection

The study assesses the status and opportunities for the introduction of electronic social services in Ukraine on the example of Zaporizhzhya region. The peculiarities of providing and receiving e-social services based on the analysis of the main models of e-government and individual countries within the selected models: Anglo-American, Continental European and East Asian. The ambivalence in the perception of the population's readiness to receive electronic social services among experts and clients has been determined. The results of the comparative analysis revealed some statistically significant differences in determining the reasons for the slowdown in the process of implementing the provision of electronic social services. The main factors that will contribute to the development of electronic social services are highlighted.

Challenges and Prospects of E-Governance in Poland and Spain

The paper discusses Polish and Spanish experiences related to the introduction in the public administration the latest technological solutions enabling the transition to the state of e-government (e-state). The study identifies legal issues related to the implementation of the e-state model which varies in its forms; it ranges from already implemented to not implemented covering different mediate conditions (satisfactory, correct - but needs improvement, incorrect and requires change). This covers the best solutions regarding the process of implementation: the most effective and efficient (in terms of implementation costs, service quality and burdens for the administration itself) legal, organisational and technological approaches related to e-government. As discussed in the paper, despite an established legal framework on e-administration the implementation of electronic services in Spain is very unsatisfactory; while Poland lacks a clear policy goal on these issues offering ideas, good in theory, which do not work in practice.

Usability and functionality of websites of commune offices as stimulants of sustainable development of e-government

Sustainable development of e-government should be based on facilitating the meeting of society’s needs, mostly through enhancing access to information and providing public services which can be realized through the Internet, which is especially important in the time of dynamic increase in the number of its users. Creating useful and functional websites of offices, which will fully allow the enjoyment of benefits coming form new technologies, is an indispensable condition of this realization. Due to the above, research has been conducted the subject matter of which was the assessment of the content of the websites of commune offices of the West Pomeranian Voivodeship in the context of adjusting them to the needs of local communities. The websites of the offices were analyzed in terms of their usability, functionality and the level of advancement of selected self-government e-services, where the criterion was, i.a. the substantial content, accuracy, technical and ergonomic quality. The results of the conducted research show that creating websites allowing smooth implementation of electronic services, employing standardized procedures related to the process of providing services makes the office more transparent and thus more citizen-friendly. This will also allow the improvement of the quality of their life as result-wise improvement of administrative serving the society thanks to offering an additional way of carrying out public services. These actions need to be recognized as an indispensable condition for enhancing the efficiency of e-government contributing to its sustainable development.

A PROPOSAL OF A PROCESS MODEL FOR POSTAL ELECTRONIC SERVICE IMPLEMENTATION

This article is dedicated to one of the main business processes–implementation of the postal electronic service. Theoretical point of view is focused on Business Process Management (BPM) describing it as a field in systems engineering that focuses on activity of representing processes of an enterprise, so that the current process may be analyzed or improved. The main aim of the practical point of view was to design a model of postal electronic service implementation. A proposal of model is designed in Business Process Model Notation (BPMN), which is a graphical representation for specifying business processes in a business process model

The complexities of electronic services implementation and institutionalisation in the public sector

Electronic service implementation (ESI) in the public sector attempts to improve efficiency, effectiveness, and transparency of governmental departments. Despite having provided the necessary infrastructure and investment, many governments have struggled to realise such aims due to the various forces that challenge implementation and institutionalisation. Using institutional theory as a lens, we explored the forces influencing the implementation and institutionalisation of ESI in the public sector. While our results reinforced previous research in IT implementation and organisational transformation, they showed that the dynamic nature of technology poses unanticipated pressures, and that these can impede the implementation and institutionalisation process.

Adoption of a Comprehensive Web-Based Wealth Management Service

The design of electronic financial services differ crucially from that of conventional services due to their inability to adjust sporadically to the needs and wants of consumers, as adaptability is strongly associated with the human component of services production. In this regard, identification of the motives driving adoption and consumption is the precondition for successful implementation of electronic services. This article reports the results of a survey conducted for an R&D project with the objective to design an innovative and comprehensive wealth management service for consumers, a service that is offered mainly via the internet. In this study, the authors found that the conventional wisdom of mainstream finance and technology adoption theories, return-risk thinking, and cost-benefit analysis of product characteristics were insufficient to predict adoption. Rather, the adoption decision appears to be dominated by the perceived fit between the new service and the consumer’s established consumption patterns.

The implementation of electronic services: planned or organic growth?

The literature on innovation suggests that projects are successful when rigorous project management is mixed judiciously with 'organic' development. This paper argues that organic growth can play a substantial role in the implementation of electronic services in healthcare settings. Evidence for organic growth is presented, based on a study of email use. Methods are presented for investigating email use in health service settings in the National Health Service (NHS) in Bradford, England. Geographical information systems (GIS) outputs and social network analyses are presented. The results demonstrate a fivefold increase in the use of email over a 13-month period, which is shown to be largely independent of the growth in the number of organisations using the network. They also demonstrate a marked increase in the complexity of the patterns of email use over the period.
