Implementation of Electronic Government through the Application of Efficiency of Land and Building Tax Online Services at the Regional Revenue Agency Office

Background: The use of information technology through E-Government has become an interesting topic, one of which is realized with the UN E-Counter Application which was developed due to complaints from the public about the long distance from the location of the UN service application which can only be done at MPP and PPP.
 Purpose: The purpose of this study is to describe, analyze and explain the application of E-Government through the UN E-Counter application at the office of the Regional Revenue Agency of Banyuwangi Regency.
 Method: The research method used is descriptive research with a qualitative approach. This approach was chosen because it aims to know and describe the application of electronic government through the application of the efficiency of the Land and Building Tax online service at the Office of the Regional Revenue Agency of Banyuwangi Regency. The UN E-Counter application is in accordance with the principles of implementing E-Government.
 Results: The results show that the principle of implementing E-Government in the UN E-Counter Application has been applied quite well, but it still needs improvement in the development of the application so that it can be used directly by the community without going through the intermediary of Village or Village devices
 Conclusion: The conclusion of this study shows that the application of E-Government through the UN E-Counter Application is in accordance with the principles of implementing E-Government according to Indrajit which consists of 6 components, namely the Benefits of E-Government, Success Factors for the implementation of E-Government, E-Government Challenges, Types of E-Government Services, Types of E-Government Relations, and Principles of E-Government Implementation

The electronic government implementation model in the Republic of Korea based on the theory of planned behavior TPB

This paper explains that the theory of planned behavior is a theoretical framework that explains the factors that affect the intention of the person which will affect his behavior. These factors are the attitude toward the behavior, the subjective norm, and the perceived behavioral control. Ajzen depended on Bandura’s self-efficacy theory which changed it to the perceived behavioral control. That tells more about the capability of the individual from the available resources and the possibilities of him to be able to proceed with a behavior. The research objective deals with the fact that Ajzen (1991) criticizes the technology acceptance model TAM theory applied in social science, he said that it does not provide the extendibility element in the research that needs to explain more about the usefulness elements. Therefore, other researchers advocated for the implantation of the TPB theory of planned behavior to be able to apply the extendibility element in the research of the electronic government field. In the domain of explaining human behavior the theory of planning behavior indicates a good direction in this field of explaining and understanding human behavior. Recently, technology has become a main factor in social science, here to discuss the government to citizens providing services G2C electronic government initiatives. Most of the research depends on the technology acceptance model TAM, and UTAT theories to explain the effect of the technology in the electronic government implementation. Most of the research about the Republic of Korea’ electronic government implements the technology acceptance model TAM theory and other theories. The results indicate that most foreigners are very familiar with the internet in their home countries more than they are with the electronic government in their home countries. Therefore, the Republic of Korean’ lifestyle made foreigners more familiar with the electronic government portal. The last general question is about whether to use the electronic government portal in Republic of Korea or not according to the yes or no answers are 78%, 22%.

Digitalization-Based Religious Tourism Village Development Strategy Case Study in Nyatnyono Village, Semarang Regency

The digital village is a new strategy for urban development and management. Currently, villages rarely utilize online media for information exchange. When people need information, they have to visit the village office to request the necessary information and communicate with village members to convey it. The Digital Village program aims to provide internet access to villages that previously had no internet connectivity at all. Conceptually, a digital village is a program that transforms villages into development areas that empower communities with adequate information technology facilities. In the context of the government, the massive implementation of technology began with Presidential Instruction Number 3 of 2003 regarding the implementation of electronic government. With quality and competitive village development, the quality of information, systems, and services positively influences user satisfaction. User satisfaction and outcomes (organizational objectives) are among the main goals that the government must achieve in providing services to the community. The implementation of e-government in Village Governments can be a key intervention in driving villages towards progress. This research is descriptive research. The approach used is qualitative and conceptual. The data sources used are secondary data. Data analysis is conducted descriptively and qualitatively. Conclusions are drawn using deductive methods, which involve drawing conclusions from general to specific, particularly related to the research topic of Digitalization-Based Religious Tourism Development Strategies in the Village. This study found that Nyatnyono Tourism Village is a religious tourism village that offers pilgrimage tours of nature and traditional cultural heritage located in Semarang Regency. The tourism attractions in Nyatnyono Tourism Village include Wali Bathing Water, river tracking tours, salak fruit garden tours, arts and cultural tours, wali pilgrimage, and more. The accessibility to the tourism village is easy, and the tourism facilities in Nyatnyono Tourism Village are complete, including a mosque, musholla, security posts, public toilets, and even vintage bicycles. The management of Nyatnyono Tourism Village has shifted to using digital media to promote the village. With tourism digitalization, the management provides information about tourist attractions, tour packages, and supporting components through interactive websites and social media platforms to engage with tourists and provide information. In practice, digitalization in Nyatnyono Tourism Village through social media has been highly effective, as visitors can easily access information about the tourism village and directly book their accommodations online with available tour packages. Embracing the concept of "from the community, for the community," the management of digital tourism in Nyatnyono Tourism Village starts with the planning process by creating social media accounts and a website as promotional tools.

Indicators and Components for Developing a Model of Anti-Corruption Policy in Iran (With an Electronic Government Approach)

Objective: The model development phase is one of the most crucial stages in the policy-making process. This research aimed to identify the indicators and components for developing a model of anti-corruption policy in Iran, focusing on the implementation of electronic government. Method: This study was qualitative and applied in nature. It utilized the viewpoints of 20 experts related to the topic (from the academic community in the field of policy-making, who held Master's and Doctoral degrees and had sufficient experience and knowledge and were considered authoritative). To determine the sample size, purposive sampling and theoretical saturation rule were used. The research tool was semi-structured interviews, the validity of which was verified through face validity and reliability through the agreement coefficient among coders. Thematic analysis was used for analyzing the findings. Findings: The findings revealed the existence of five basic themes (development of electronic and knowledge-based administrative systems; leveraging information technology and advanced administrative automation in the administrative system; consolidation of results and information from supervisory organizations and centers in an independent organization; the presence of appropriate collaboration and information exchange between organizations and supervisory centers; and enhancing transparency, speed, accuracy, and completeness of organizational information bases), two organizing themes (information and communication technology and integration of information systems), and an overarching theme (electronic government) for developing an anti-corruption policy model. Conclusion: It can be concluded that combating administrative corruption is a complex issue that can be improved in terms of the quantity and quality of transparency and accountability of administrative duties through the development of electronic government.

European experience in implementation of electronic government

Останнім часом неможливо уявити розвиток країн, територій та суспільства в цілому без новітніх інформаційних технологій. Сьогодні багато країн світу, в тому числі країни Європи, користуються такою формою державного управління як електронне урядування, яке стає важливим інструментом взаємодії центральної і місцевої влади, бізнесу та суспільства. З метою досягнення високого рівня демократії, а також в умовах демократичного суспільства запровадження електронного урядування стає необхідністю. Це саме то, чого прагне наша країна, яка має високий потенціал та всі можливості для впровадження електронного урядування та передачі майже всіх послуг, особливо адміністративних, в електронний формат. Електронне урядування є одним із пріоритетних напрямків модернізації державного управління в країнах ЄС. Наука публічного управління перебуває в постійному розвитку і пошуку більш ефективних і адекватні сучасним умовам і потребам методів, принципів та засобів публічного управління. Теорія та методологія електронного урядування за кілька останніх років замінюється більш сучасними. В Україні е-урядування розвивається через реалізацію проектів та співпрацю всіх державні органів та органів місцевого самоврядування за підтримки міжнародних партнерів. Фахівці в галузі інформаційних технологій вважають, що електронне урядування є ключем до реформ в Україні, тому що досягти високих показників трансформації без запровадження цифрового технологій у кожній сфері неможливо. Implementasi Electronic Government pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Boyolali

Public services utilizing advances in Information and Communication Technology (ICT) are crucial in this current era. This study aims to determine the implementation of Electronic Government at the Office of Investment and One Stop Service (DPMPTSP) Boyolali Regency. The main problem at this time is that the telecommunication network is not evenly distributed in Boyolali Regency and the regulations from the center that often change make the implementation of e-government in the form of online licensing services to be hampered. The method used in this research is descriptive qualitative. This study uses Edward III's Implementation Theory for data analysis consisting of communication, resources, disposition, and bureaucratic structure. This research is an implementation study that has never been done before in DPMPTSP Boyolali Regency. The results of the study show that DPMPTSP Boyolali Regency in implementing E-government in the form of online licensing services using SIPP and OSS has been implemented quite well, which can be seen from the fulfillment of the four Edward III Implementation Theories. However, there are still some things that need to be improved, including the provision of supporting regulations, adding human resources, improving facilities and stabilizing the budget.

Pengaruh Kebijakan Penerapan Electronic Government terhadap Peningkatan Kualitas Pelayanan pada Puskesmas di Kota Madiun

The application of electronic government is an effort by the government to adopt information technology to improve the quality of public services. However, the implementation of electronic government in its implementation still has problems in it. This study aims to determine the effect of the implementation of electronic government policies on improving the quality of services at the Puskesmas in Madiun City. The research method used in this research is quantitative with questionnaires to answer the research problem formulation. The population in this study were users of health services at health centers throughout Madiun City who used electronic government (Sist Bro) services at Puskesmas in the Puskesmas environment in Madiun City as many as 130 people from six Puskesmas in Madiun City where the sample was 57 people whose answers were analyzed using SPSS. The results of the analysis state that the variable of the implementation of electronic government has a significant and positive effect on service quality.

Implementation Of Electronic Government At The Department On Integrated One Door Investment And Licensing Services, Deli Serdang Regency

E-government policy is one form of reform in the implementation of services for the public in Indonesia which aims to improve effectiveness, efficiency, transparency, and accountability in public service implementing institutions in terms of achieving organizational goals. The purpose of this study was to find out how the implementation of Electronic Government at the Department of Investment and One Stop Integrated Licensing Services (DPMPPTSP) Deli Serdang Regency.The method used in this research is descriptive qualitative. This method aims to explain reality contextually, interpret phenomena that are of concern to researchers and understand participants' perspectives on the problems that occur. The types of data used are primary data and secondary data. Primary data was obtained through interviews with resource persons, and secondary data was obtained through literature and documentation studies. The data analysis technique used is a model approach with data reduction, data presentation, and drawing conclusions.The results of this study reveal that E-government in DPMPPTSP can be implemented quite well from increasing the effectiveness and efficiency of licensing services. The communication factors, resources, disposition, and bureaucratic structure in DPMPPTSP are also quite good. The absence of spatial planning regulations makes the licensing process inefficient because it adds to the bureaucracy. DPMPPTSP is advised to provide ICT technical training to employees so that DPMPPTSP's performance is even better.

CONCEPTUAL DIMENSIONS OF ELECTRONIC GOVERNMENT AND ELECTRONIC GOVERNANCE IN THE DOMAIN OF DIGITAL DEMOCRACY

Further development of the domain of electronic (digital) democracy, which represents the result of implementation of electronic government and electronic governance, and implies the smart use of digital tools, substantially depends on how correctly is defined their conceptual dimensions and determined their functional purposes. E-government and E-governance (as terms and concepts), known as multidimensional, multifaceted and multidisciplinary phenomenon, are often treated as synonymous and used interchangeably in the academic literature or formal documents. Therefore it is becoming increasingly difficult to set a common definition (Roy, 2003) or clear existing conceptual ambiguity between them. There is no universally accepted definition of both abstractions. Such conceptual uncertainty has a negative impact on the development of digital democracy. The research objective of this article is to provide a deeper understanding of e-government and e-governance concepts through empirical studies and scatter the existing ambiguity in differences between these two concepts as this variety is not just questions of academic nuance. Based on a comparative analysis of e-government and e-governance definitions and conceptual meanings, this article offers an approach according to which e-government and e-governance represents two various but closely related and co-existing concepts. Furthermore, in the concluding section of the article, there are suggested recommendations regarding development a new grand term or concept in which both multidimensional conceptual visions will be combined.

The role of political will in enhancing e-government: An empirical case in Indonesia

E-government is an issue that is widely discussed by several studies because it has an impact on improving government performance. Weak political will of the heads of state and regional heads reduces attention to e-government, combined with various obstacles to its implementation. This study can answer the importance of the role of political will in maximizing the implementation of electronic government in local government. A total of 263 data were collected to answer the hypothesis quantitatively. The data were obtained by distributing questionnaires directly to the respondents, namely the Heads of Regional Apparatus Organizations (OPD). The sample selection was carried out with regional heads. Data were tested through multivariate analysis using Partial Least Square-Structural Equation Modeling (PLS-SEM). The test results found that political will has a direct positive effect on the implementation of e-government as evidenced by the path coefficient of 0.457 and significant wit h an alpha of 5%. Political will also acts as a mediating variable or can act as an intermediary in the relationship between IT infrastructure and human resources in improving e-government. All variables have a T-statistic value > 1.96 and < 5%, which means that IT infrastructure and human resources have a direct and significant effect on the implementation of e-government.

Satisfacción de la implementación de gobierno electrónico

This research aims to show that the implementation of electronic government is directly related to user satisfaction; likewise, it aims to highlight the main problems facing the state administration. Using the qualitative method, the documentary analysis technique, the information was organized with a grounded theory design. The peculiarities of incorporating Information and Communication Technologies (ICTs) in public management involve new challenges for private sector companies; however, the transformation requires process reengineering, from the traditional bureaucratic modality to what is defined as virtual bureaucracy, the modification of the legal regulatory framework and the appearance of virtual agencies. The construction of the digital government implies substantial challenges in bringing it online, posing complex obligations for government redesign and transformation. It was evidenced that political support is essential for the fulfillment of the objectives. On the other hand, it is a basic task for a decentralized government to promote a common vision.

Literature Study of Electronic Government Implementation in the Perspective of Indonesia's Electronic Government Ranking Dimensions

The Indonesian e-Government index for 2020 is internationally ranked 88, up 19 points from the previous ranking of 107 in 2018. This increase results from e-Government implementing agencies and an increase in public participation and contributions from research institutions. It always contributes to e-Government issues theoretically and practically. The results of studies related to the implementation of e-Government are also needed to answer the current problems and become a reference of e-Government development following Indonesian conditions. This study explores the studies that have been carried out during the last five years using the perspective of Indonesia's e-Government Ranking (PeGI), namely the dimensions of policy, institutional, application, infrastructure, and planning. The study used a literature review method with data sources obtained on the Garuda Ristek portal BRIN-Indonesian Publication Index. The number of articles collected was 45 articles which were then grouped based on the PeGI dimension, research methods, and types of e-Government relations. The results show that the perspective of the dimensions of the Indonesian e-Government Ranking can be a reference to see a picture of the conditions of e-Government implementation and the influencing factors. Furthermore, studies related to e-government issues can provide input information and recommendations for solutions to e-Government administrators. Therefore, it is necessary to increase the number of studies on e-Government in Indonesia supported by the government and related institutions to improve the quality of Indonesian e-Government.

Organizational Barriers which are Facing Electronic Government Implementation: The Electronic Government Implementation Framework

Investigating e-government specified a few organizational barriers to e-government implementation. This paper proposes a framework for examining how organizational barriers affect the application of e-government. Frame creation depends on three main organizational dimensions. First, the organizational main dimensions, which are related to the culture of the organization, include (control system, strategic direction, integration, and coordination). Second, the organizational main dimensions which are related to the structure of the organization include (adaptability, involvement, integration, agreement, reword, and incentive system). Third, the organizational main dimensions, which are related to Information Technology, include (information transfer, Communication, end-user focus, and employee learning). We initiate those organizational obstacles which are recognized in major electronic government literature linked to the organizational culture effectiveness and dimensions. The conclusion is that the framework is related to understand organizational barriers which prompt the implementation of electronic government. This research is limited to the framework that has been developed based on the lens of e-government literature in the application theory. It is now necessary to test this model in different contexts. This study tries to demonstrate that key that impedes the factors that are associated with the implementation and enhancement of the e-government system. There must be more attention to the progress made in e-government projects quickly and accurately. Thus, there is a strong commitment on the part of each government to implement e-government services.

The Implementation E-Government to Increase Democratic Participation: The Use of Mobile Government

As information and technology develop the use of technology in various sectors has increased, including in the governance sector. Electronic governance was on the rise, especially with the limited mobility and social interaction restrictions during international health crises. Electronic government studies the use of information and communication technology within the public sector and holds the potentials of transformational government. The adoption of electronic governance in the public sector has created a revolution in the government’s administration and contributed to the improvement of accountability, efficiency, and transparency. The rationality of electronic governance is often associated with the increase of democratic participation through electronic government framework, involving a series of large-scale innovation projects and system that is technology-oriented. Through literature study, the researcher tried to analyze the implementation of electronic government to increase democratic participation through the use of mobile government by elaborating the functions electronic government can offers. The study reveals that electronic governance could provide open government data that opened a forum for citizens to debate over the issue concerning the government’s system that may solve several issues such as the low number of democratic participation and corruption.

Using the theory of stewardship as the basis for the preparation of the conceptual framework, this study aims to examine the relationship between area, population, and economic growth with the level of implementation of electronic government (e-government in local governments with regional independence as a moderating variable. The data used are secondary data that obtained from the local government website. This study derived six hypotheses that were tested using the SEM-PLS analysis technique. The results showed that economic growth had a positive relationship with the level of implementation of E-government in local governments, while the area and population did not. Then, regional independence has no influence in moderating the relationship between area area, population, and economic growth with the level of implementation of e-government in local governments

Electronic Government is an important part of this modern era. This technological advancement is utilized in the scope of government in order to realize effective and efficient public services. This research includes a type of qualitative descriptive research with purposive sampling techniques. The result of this study are known that from all five indicators of the implementation of electronic government has been fulfilled. So the implementation of this electronic government can be said to have been implemented has not fully run its maximum. The implementation of electronic government in the Communication and Informatics Office of East Kalimantan Province has not fully run its maximum because it is largely influenced by the inadequate infrastructure of internet network in each region, so that more coordination and communication is done manually and does not apply electronic government.

PERBANDINGAN PELAKSANAAN LAYANAN ASPIRASI DAN PENGADUAN ONLINE RAKYAT (LAPOR!) PEMERINTAH KOTA BANJARMASIN DENGAN KABUPATEN BANJAR

In this study, the study observed was Comparison of the Implementation of Online People's Aspirations and Complaints Services (LAPOR!) In Banjarmasin City and Banjar District Governments. The Online People's Aspirations and Complaints Service (LAPOR!) Is a social media-based aspiration and complaint facility that is carried out with the principle of easy, integrated, and complete. E-Governments as an effort to use information and communication technology to improve the efficiency and effectiveness, transparency and accountability of the government in providing better public services. LAPOR! implementation! In Banjarmasin City and Banjar Regency, each region has fulfilled the elements of successful implementation of electronic government, namely Support, Capacity and Value. However, the Banjarmasin City Government is more optimal in its implementation because the Banjarmasin City Government is strengthened in its part of the support, namely by conducting more intensive socialization in socializing LAPOR! to the community so that many people know and take part in supporting the successful implementation of LAPOR! in addition to that, the capacity of the Banjarmasin financial section has also compiled the RKA so that every activity carried out can run smoothly because there is clear and detailed planning. In addition, there are several indicators of success such as commitment from the leadership, activeness in disseminating the LAPOR! Application, follow-up on complaints, and good coordination and cooperation with the management team. Whereas the Banjar district government was still not maximized in its socialization activities because there was no direct socialization conducted with the community. And in Banjar District there is no compilation of Budget Details so that the budget is still very limited and becomes an obstacle for carrying out activities.

A cognitive computing conceptual model for agile e-government design

Studies have linked e-government failures (primarily its adoption and development) to factors such as design shortcomings and design-reality gaps. With the increased availability of big data and analytical techniques, government agencies must leverage data-driven models in the design and implementation of electronic government (e-government) or digital government solutions. By doing so, minimizing design-reality gap problems and design shortcomings is attainable. Backed by stakeholder theory and the Agile design methodology, this study proposes a cognitive computing framework as an efficient approach to the design of public sector electronic services (e-services) so as to obtain value. Cognitive computing was deemed appropriate for inclusion into the Agile methodology for e-government design because of its rapid frequency of expansion of data for which the human mind is limited in analytical ability as well as the desire by policy makers to reduce burdens and cost against the desire for more tailored solutions. With respect to research, cognitive computing models present a novel means of implementing human-centric and data-driven processes into practical domains of discourse and these models have yet to be integrated into the e-government sphere. By applying design thinking, the proposed model is built and tested in the UPPAAL model-checking software by applying the principle of finite state deterministic automatons. Theoretical and practical contributions are made to the fields of e-government, Agile methodology, and quality service delivery. Future research recommendations for expansion and building evaluation metrics are also indicated in the study.

The Necessities of an Electronic Government in the Third Millennium with an Emphasis on Iran

Objective: This study is aimed at investigating the frameworks and executive rules for the country’s E-government, the obstacles on establishment of a digital government for providing comfort and for the citizens, the initial preparation for the communication infrastructures, including internet band width, local software, electronic equipment, structural changes in organization, crisis management and acceptance of changes by governmental managers and staff, creating the culture and codes of electronic citizenship providing necessary training and education about this phenomenon. Methodology: What is important is that an implementation of Electronic Government reduces the distance between people and government and people themselves will be part of the government. Results: Upon establishing such a government, a strong mutual link will be created between people and governors. Also, the government could move forward to its ultimate goal of downsizing and privatization and the cost of using online services will be significantly reduced. Conclusion: The crucial concerns in this respect are: creating necessary infrastructures, developing of a more administrative and executive culture among governmental managers, providing necessary educations and training for people, and reducing the cost of web-based services.
