Implementation of Community Participation in the Process for Forming Responsive Regional Regulations in Bandung City

Community participation in the formation of local regulations is very important, because local regulations that are formed must be in accordance with the wishes and needs of the community. Implementation of community participation in the formation of local regulations will determine the quality, have an impact on the local regulations that are formed. However, community participation in the city of Bandung in the formation of local regulations is lacking. The problems raised by the author are: (1) how is the basis for the implementation of the formation of local regulations in the city of Bandung number 2 of 2013 concerning social institutions 2) how the implementation of public participation in the formation of local regulations in the city of Bandung, 3) how the process of forming a participatory and responsive local regulations in Bandung. The purpose of this study is to find out, study and analyze regarding: (1) the basis of the implementation of the formation of local regulations in Bandung City number 2 of 2013 concerning social institutions, (2) implementation of community participation in the formation of local regulations in the city of Bandung, and (3) the process the formation of participatory and responsive local regulations in the city of Bandung. This study uses a sociological juridical approach, with descriptive research specification analysis. The data used in this study are primary and secondary data, obtained through interviews and literature studies, which are then analyzed qualitatively. The results showed that: (1) community participation in the formation of local regulations can improve the quality of local regulations because the community is the object of the local regulations and the people who run the local regulations. Community participation produces input to improve the quality of decisions, and the implementation of local regulations will run more optimally; (2) The process of forming local regulations in Bandung is less participatory and not responsive, so that the resulting decisions are not yet of quality and not in accordance with the needs and expectations of the community, other than that it can not be minimized public turmoil or dissatisfaction and in the end the implementation of regional regulations is not running properly; and (3) the causes of the lack of quality community participation in the formation of local regulations in the city of Bandung are: (a) lack of understanding of the community in the process of establishing local regulations, (b) lack of decisive efforts from local governments in capturing the aspirations of the community, (c) the regulations are not made based on the interests of the community and the socialization of local regulations have not been maximized, and (d) the community is less involved. The solutions needed include: (a) a commitment from the law makers in the regions to involve the community in any discussion of the Peraturan Daerah, (b) a clear and transparent socialization and enforcement of the Peraturan Daerah is needed, (c) a more accurate study of the problems faced community, and (d) involving all elements of society. Sustainable political commitment is necessary for institutionalizing community participation in health policy-making: Insights from Iran

BackgroundCommunity participation is currently utilized as a national strategy to promote public health and mitigate health inequalities across the world. While community participation is acknowledged as a civic right in the Constitution of Iran and other related upstream documents, the government has typically failed in translating, integrating and implementing community participation in health system policy. The present study was conducted to determine the level of public voice consideration within the health policy in Iran and address fundamental interventions required to promote the public voice in the context of Islamic Republic of Iran (IRI). This study has originality because there is no study that addresses the requirements of institutionalizing community participation especially in low-middle-income countries, so Iran’s experience can be useful for other countries.MethodsMethodologically, this study utilized a multi-method and multi-strand sequential research design, including qualitative, comparative and documentary studies. In the first phase, the current level of community participation in the health policy cycle of Iran was identified using the International Association for Public Participation (IAP2) spectrum. In the second phase, a comparative study was designed to identify relevant interventions to promote the community participation level in the selected countries under study. In the third phase, a qualitative study was conducted to address the barriers, facilitators and strategies for improving the level of public participation. Accordingly, appropriate interventions and policy options were recommended. Interventions were reviewed in a policy dialogue with policy-makers and community representatives, and their effectiveness, applicability and practical feasibility were evaluated.ResultsBased on the IAP2 spectrum, the level of community participation in the health policy-making process is non-participation, while empowerment is set at the highest level in the upstream documents. Moreover, capacity-building, demand, mobilization of the local population, provision of resources and setting a specific structure were found to be among the key interventions to improve the level of community participation in Iran’s health sector. More importantly, “political will for action” was identified as the driving force for implementing the necessary health interventions.ConclusionsTo sum up, a paradigm shift in the governing social, economic and political philosophy; establishing a real-world and moral dialogue and communication between the government and the society; identifying and managing the conflicts of interest in the leading stockholders of the healthcare system; and, more importantly, maintaining a stable political will for action are integral to promote and institutionalize participatory governance in the health sector of Iran. All of the above will lead us to scheme, implement and institutionalize suitable interventions for participatory governance in health and medicine.

KONSTRUKSI SOSIAL HAMBATAN IMPLEMENTASI PERAN SERTA MASYARAKAT DALAM PENYELENGGARAAN JAMINAN HALAL PANGAN LOKAL DAN PERLINDUNGAN KONSUMEN: PENELITIAN SOSIAL LEGAL TERHADAP INOVASI MAKANAN HALAL DI PROVINSI BANTEN

The community's participation in the implementation of halal product assurance regulates in Articles 53, 54, and 55 of the JPH Law. However, its fact is under expectations. This paper aims to determine the obstacles in implementing the community's participation in local halal food assurance based on halal product assurance regulations in Banten province and the efforts made by the government to protect Muslim consumers. The study used socio-legal research methods with an abductive approach and qualitative data analysis, then data collection done by using in-depth interviews and related legal materials. The results showed the existence of four obstacles in the implementation of community participation in local halal food assurance based on halal product assurance regulations in Banten province, namely, the willingness to obtain halal raw materials for local food is limited, the processing process of local food products is less professional, the packaging of local food products is less attractive, the sale of halal local food products is still traditional and less desirable and weak public knowledge of consumer rights. The tripartite government efforts are essential to collaborate, namely the government (BPJPH), civil society, and business actors.

Learning from Millennium Development Goals for Successful Implementation and Attainment of the Sustainable Development Goals in Nigeria

The SDGs is an offshoot of the MDGs. Its declaration was to make up for the MDGs’ failures. The non-attainment of the MDGs has been reviewed with pointers. This raises concern on the implementation of the SDGs. This study therefore identifies the pitfalls in the MDGs’ implementation to ensure attainment of the SDGs. To achieve this, the study reviews the events leading to the MDGs, issues surrounding its implementation and the potential challenges that threatened its achievement. The study adopted qualitative research method to obtain data. It was discovered that lack of ownership, non-continuity on developmental plans, no clear policy document, political motivated projects, corruption, over-politicisation of programmes and lack of appropriate education on the MDGs occasioned its poor performance. The paper concludes that until development policy frameworks are followed to letter, attainment of SDGs could be dream. The study therefore recommends that government should develop a comprehensive and all-inclusive policy framework for all tiers of government in Nigeria, which will clearly show corporate and individual responsibilities in the SDGs. Also, community education should be employed for awareness and community participation in implementation of the SDGs to guarantee community identification and ownership of project/programmes.

Governance drivers of rural water sustainability: Collaboration in frontline service delivery

This paper contributes to a long-standing debate in development practice: under what conditions can externally established participatory groups engage in the collective management of services beyond the life of a project? Using 10 years of panel data on water point functionality from Indonesia’s rural water program, the Program for Community-Based Water Supply and Sanitation, the paper explored the determinants of subnational variation in infrastructure sustainability. It then investigated positive and negative deviance cases to answer why some communities successfully engaged in system management despite being located in difficult conditions as per quantitative findings and vice versa. The findings show that differences in the implementation of community participation, driven by local social relations between frontline service providers, that is, village authorities and water user groups, explain sustainable management. This initial condition of state-society relations influences how the project is initiated, kicking off negative or positive reinforcing pathways, leading to community collective action or exit. The paper concludes that the relationships between frontline government representatives and community actors are important and are an underexamined aspect of the ability of external projects to generate successful community-led management of public goods.

Pelaksanaan Partisipasi Masyarakat Dalam Proses Pembentukan Peraturan Daerah (Studi Di Kota Mataram)

This paper is to examine the implementation of community participation in the process of forming regional regulations in Mataram City. This study uses a sociological (empirical) juridical legal research method with a statutory approach and a sociological approach. The results of the study show that the implementation of community participation in the process of forming regional regulations in Mataram City using information technology channels through an application called Partner (community participation in the formation of regional regulations) based on mobile phones, is considered to be able to overcome obstacles in the manual participation process. has not been fully implemented in accordance with the provisions of laws and regulations, especially in fulfilling the provisions for the involvement of the community in the process of forming regional regulations which refer to Article 354 Paragraph (1), (3), (4) and (5) Law Number 23 Year 2014 regarding Regional Government as amended several times, most recently by Law Number 9 of 2015 and Article 2, 3 and Article 4 of Government Regulation Number 45 of 2017 concerning Community Participation in the Implementation of Regional Government, because the application is not supported by the legality of its utilization and human resources who manage the application. So that the implementation of community participation in the process of forming regional regulations in the City of Mataram has not been maximal and the resulting regional regulations cannot be said to have a responsive legal character.

QUALITY OF APBD ACCORDING TO THE PERSPECTIVE OF COMMUNITY PARTICIPATION AND TRANSPARENCY OF PUBLIC POLICY

This study aims to find out the implementation of community participation and transparency of public policy on the quality of regional budget (APBD) in the South Coastal District Health Office. factors tested in this study are Community Participation and Public Policy Transparency as independent variables. While the quality of APBD as a dependent variable. The method used in this research is descriptive method. The population in this study is all employees of the Sub Division of Finance and Sub Division of Programs and Budget of the South Coast District Health Office. The sampling technique used is using census method (saturated sample), so that the number of samples used is 36 sample data. The data collection method is carried out by distributing questionnaires to employees of the Sub Division of Finance and the Program and Budget Sub-Section of the South Coastal District Health Office. The results showed that the Implementation of Community Participation and Transparency of Public Policy on the Quality of APBD in the South Coastal District Health Office is quite good but not fully optimal, where there is still a lack of participation and transparency carried out.

Joint Forest Management Rules: Law and Practice in Khyber Pakhtunkhwa

The study’s main aim was to provide an in-depth insight into the Community Participation (also called Joint Forest Management or JFM) Rules enforced by the Government of Khyber Pakhtunkhwa (KP) in 2004 to reform the KP Environment Department from a “policing model” to a participatory one. It sought to find out; whether the JFM rules are followed in letter and spirit or the environment department of the province is still using age-old policies without involving the local communities in the management of forests. The study has uncovered the departmental and bureaucratic constraints towards the JFM Rules that stop the department from embarking on a journey towards a more participatory, inclusive, transparent, accountable, and sustainable management as well as development of forest resources. A qualitative research design was selected for this study and data was collected from a sample assembled on quota sampling technique with the quotas of respondents: 10 forest owners (people who have ownership rights in forests. 5 were taken from Malakand Division and 5 from Hazara Division of KP), 10 forest users (people who occasionally or permanently live in or near forests and use its resources in an arrangement with the forest owners. 5 were taken from Malakand and 5 from Hazara again), 10 government officials (5 from the environment department and 5 from the legal fraternity) and finally 10 environmental activists (including 5 female activists). Themes were developed after carrying out semi-structured in-depth interviews using interview guides. One of the major findings of the research were the sweeping and discretionary powers of the Divisional Forest Officer (DFO) which hinders the progress of JFM as DFO is not only the final authority on registration of a JFM Committee but can influence various other aspects of community participation and JFM like planning, funding and termination. It was also found that the territorial or protection staff (like Ranger, Forester & Guard) were still calling the shots in a top-down approach instead of a bottom-to-top approach by the mobilization and developmental staff (like Community Development Officer or CDO & Female Forest Extensionist or FFE) despite the JFM Rules. It was revealed that there is a great lack of funds and financial independence of the Directorate of CDEGAD (Community Development, Extension, Gender and Development) which is responsible for implementing community participation and JFM. The directorate staff is mostly financially dependent upon the discretion of the DFO. Even after 16 years, the environment department has not internalized JFM Rules. There was a lack of concern by government top management towards addressing this huge environmental problem of the lack of implementation of JFM despite the recent Billion and 10 Billion Trees "Tsunami" Afforestation Projects with the help of the UN under the Bonn Challenge. A very small number of community members reported that they are participating in the forestry and wildlife activities with the environment department. "Rubber stamp" and "token" participation were reported just to give legal cover to the departmental activities and a photo session for the social media instead of truly real incentive participation to achieve sustainable management and development of forest resources. There is a great if not an organized resistance of the majority of forestry staff to JFM Rules and keep these rules hidden under the carpet to carry on the traditional approach which is harmful for the communities, the department, the forests, and the wildlife in the long run. Lack of implementation of JFM Rules also facilitates corruption. Without local support and knowledge, the poverty in the forest-dependent communities cannot be eradicated. Lessons from Nepal's social forestry should be learned and utilized for KP's JFM. Nevertheless, the recent projects by the Pakistan Tehreek-e-Insaf led KP and Federal governments have given environmental activists a great glimmer of hope but the long-term positive results of it will depend upon its continuity by the future governments. The positions of CDOs, Female CDOs, and SOs (Social Organizers) need to be strengthened with legal powers regarding JFM. Several environmental policy and regulation needs were also identified in this study, followed by several recommendations for the environment department, provincial government, and civil society for bold and ambitious community-led forestry and wildlife conservation projects.

Sustainability and replicability framework: Actor network theory based critical case analysis of renewable community energy projects in India

Global concerns for pressing fossil fuel demand with concurrent emissions deliberated India to direct policies for rapid adoption of clean energy methods as sustainable solutions. Responsiveness for affordable electricity access to its residents induced implementation of off-grid and consumer driven energy models like Community Energy (CE), playing significant role in meeting national energy demand in developed countries. It is evident from energy secured nations that centralized planning and electrification is not alone sufficient for meeting energy security. Renewable CE model is predicted to emerge as an effective system of clean energy access to off-grid communities while reducing emissions vividly. In past few years, cases of renewable CE system have been reported in India as well. Hence, it becomes pertinent to assess the extent of CE projects in Indian context, however a comprehensive landscape of such projects is currently lacking. This paper attempts to profile the status of CE projects with their scope and relevance to ensure national energy security. Six diversified case studies of CE projects are analysed by applying actor network theory. Role of community participation in implementation of these projects and its socio-economic impact on localized growth is represented by reviewing detailed case-studies. Qualitative analysis reveals parameters across diversified CE projects in India leading to an assessment framework for sustainable replication in other regions. Insights provide basis to identify associated challenges and incentives with CE projects, policy implications in interest of developers, end users, beneficiaries, promoters and towards emission reduction.

Implementing community participation via interdisciplinary teams in primary care: An Irish case study in practice.

BackgroundCommunity participation in primary care is enshrined in international and Irish health policy. However, there is a lack of evidence about how stakeholders work collectively to implement community participation within interdisciplinary teams; community perspectives are rarely captured, and a theoretical underpinning for implementation of community participation in primary care is absent.ObjectiveTo conduct a theoretically informed, multiperspectival empirical analysis of the implementation of community participation via primary care teams (PCTs) in Ireland.Methods/Design/ParticipantsParticipatory learning and action (PLA) focus groups and interviews were held with 39 participants across four case study sites within a nationally funded programme designed to enable disadvantaged communities to participate in primary care. Normalization process theory (NPT) informed data generation and analysis of how diverse stakeholder groups worked together to implement community participation via PCTs.ResultsThe various stakeholders had a shared understanding of the value of community participation on PCTs. Motivations to get involved in this work varied, but were strong overall. Challenges to enacting community participation on PCTs included problems with the functioning of PCTs and a lack of clarity and confidence in the role of community representatives at PCT meetings. Informal appraisals were positive, but formal appraisal was limited.Discussion and ConclusionThe implementation and sustainability of community participation on PCTs in Ireland will be limited unless (i) the functioning of PCTs is strong, (ii) there is increased confidence and clarity on community representatives’ roles among all health‐care professionals, and (iii) more sophisticated methods for formal appraisal are used.

Community Participation in the Implementation of Constitutional Laws through the Village Tourism Development in Tanjungsari County Rowosari Subdistrict Kendal

The study was backed by the existence of equitable development and the acceleration efforts around countryside, has done several programs/activities at the village level -based community empowerment as well as optimize the local potential in the village such as tourist village. With the participation of the community directly in the tourist village development, then it can also be used for local community empowerment efforts. This research aim is to find the community participation in the legislation implementation through the Village tourism development Tanjungsari County of Rowosari Sub district Kendal. This research type is qualitative, descriptive research was carried out in the village in Kendal. Focus of the study was excavation of the tourism potential village, forms management in the development of tourism and other forms of activities upon community participation through the development of village tourism. Data collection methods used is interviews, observation, documentations. Technique of data analysis applies qualitative approach. The results shows that the Tanjungsari Village developed into a decent Education about how to cultivate fish and make crafts calligraphy that has tourism potential among other industrial centers household processing and marketing Fish Boiled & smoked fish, as well as the calligraphy craft. Tanjungsari Village Development model geared at empowering communities by involving the community in the development of tourist villages ranging from socialization and decision making in order to prepare the tourism components and the Pokdarwis formation. The research conclusion indicates that public participation can be rated high enough and enthusiastic but there has been no support program from the Government to prioritize the village tourism development. While the obstacles faced that there isn’t law regulation because the tourist village development program is not yet contained in the RPJMDES and RKP village then be followed up with SK (Circulating Letter) Regent Tanjungsari assignment as rural education. It suggests that socialization program in order to disseminate the existence in Tanjungsari Village with invites schools to learn to cultivate fish, creating crafts calligraphy through website and social media.

Perencanaan Pembangunan Kelurahan Di Kelurahan Semanggi Kota Surakarta

ABSTRACT The key to the implementation of the Village Development Planning Forum (Musrenbangkel) is community participation, so that the priority of development programs in accordance with community needs. However, there is a decrease in the implementation of community participation because no realization of development programs proposed society, especially the poor, as well as the implementation tends to be formal and monotonous so as to make people bored and tired. It happened also in the Kelurahan Semanggi which has the densest population with the highest number of poor people in Sub District of Pasar Kliwon. Under these conditions, the purpose of this study was to determine the public participation in the implementation of Musrenbangkel in Kelurahan Semanggu by reviewing Musrenbangkel process, forms of public participation, the level of community participation, as well as internal and external factors that affect the level of community participation. The method used is descriptive quantitative with a Likert scale for questionnaire, frequency distribution and multiple linear regression, as well as qualitative descriptive with purposive sampling and snowball sampling. This study shows that the bottom-up approach to the implementation of Musrenbangkel only be a compromise because the people (still) very dependent on the role of community and government leaders, as well as very poor community initiatives that the government (still) in control in determining local development priorities. Namun demikian, dalam perkembangannya terjadi penurunan partisipasi masyarakat karena tidak terealisasinya program-program pembangunan yang diajukan masyarakat, terutama masyarakat miskin, serta penyelenggaraannya yang cenderung formal dan monoton sehingga membuat masyarakat bosan dan jenuh. Hal tersebut terjadi pula di Kelurahan Semanggi yang memiliki penduduk terpadat dengan jumlah penduduk miskin terbanyak di Kecamatan Pasar Kliwon. Berdasarkan kondisi tersebut, maka tujuan penelitian ini adalah untuk mengetahui partisipasi masyarakat pada pelaksanaan Musrenbangkel di Kelurahan Semanggi dengan cara mengkaji proses Musrenbangkel, bentuk partisipasi masyarakat, tingkat partisipasi masyarakat, serta faktor internal dan eksternal yang berpengaruh terhadap tingkat partisipasi masyarakat. Metode penelitian yang digunakan adalah deskriptif kuantitatif menggunakan kuesioner dengan skala likert, distribusi frekuensi dan regresi liner berganda, serta deskriptif kualitatif dengan purposive sampling dan snowball sampling. Hasil analisa penelitian menunjukkan bahwa pendekatan bottom up pada pelaksanaan Musrenbangkel hanya bersifat kompromis karena masyarakat (masih) sangat bergantung pada peran tokoh masyarakat dan pemerintah, serta masyarakat sangat miskin inisiatif sehingga pemerintah (masih) memegang kendali pada penentuan prioritas pembangunan daerah.

Community participation for rural health: a review of challenges.

Internationally, community participation is highlighted in health policy reform as good for rural communities. Implicit in this policy is the message that the complexities of the rural environment are too difficult for easy solutions and that community participation will somehow build resilient, self-determining communities capable of dealing with complex rural access and equity issues and poorer health outcomes. The underpinning proposition is that by giving decision-making powers to community members, health care will be locally responsive, costs will be contained, and health outcomes will improve. What happens in the practice of enacting community participation in health-care decision making is less clear. Despite the growing body of work that documents different levels and models of community participation, significant gaps that outline the practical challenges inherent in rural community participation remain. In this article, we draw on a body of literature to outline the practical considerations in implementing community participation policy in health settings in rural areas. Through a critical review, we aim to stimulate debate, progress ideas and provide a conceptual representation of the somewhat 'messy' nature of rural community participation at a grass-roots organizational level. Based on our analysis of the current literature, we provide a summary of challenges and practical strategies that might mitigate some of these challenges. Our review highlights that despite policymakers suggesting that community participation is good for rural communities, policy enactment must move beyond mandated tokenism for there to be a recognition that meaningful participation is neither easy nor linear.

Abstract A49: From community-based participatory research to community-based participatory education: The implementation of community participation in cancer disparities curriculum development

Abstract Background: The Chicago South Side Cancer Disparities Initiative is a partnership between the University of Chicago and Chicago State University with the primary aim of developing a multi-faceted approach to cancer disparities education, training, and outreach. The current literature on direct community participation in curriculum development is minimal. Therefore, we developed a community-based participatory education (CPBE) model to provide community appropriate solutions to reduce local cancer disparities. In this study, CBPE was applied to develop a cancer-related health disparities curriculum for medical and public health students. Objective: To use CBPE to develop a community-oriented cancer disparities curriculum that is specifically designed to assess the following content areas: 1) Are local communities interested in participating in curriculum design? 2) What should we teach students about disparities in their community? 3) How should community members be involved in the design and implementation of the curriculum? 4) What topics do community members think we should address? Methods: A community town hall format was used to seek answers to the four content areas. Eighty-six community members from 19 different zip code areas of Chicago attended the town hall meeting. Participants were 14% men, 86% women with an average age of 51.7 years. An electronic Audience Response System (ARS) was used for the anonymous rapid collection of community response data. Using a mixed method approach, 4 quantitative and 3 qualitative survey questions were analyzed. Results: 80% of community members heard of health disparities, 93% thought community members should be involved in cancer disparities curriculum development, 85% want to be involved in designing a cancer disparities curriculum and 81% reported an interest in taking the cancer disparities course. Categorical themes were derived from the analysis of open-ended survey responses to potential curricular skills, knowledge and content. The purpose of this study was describe the community participation in the implementation of the National Community Empowerment Program for Urban(PNPM-MP) in the Bligo village, Candi sub-district, Sidoarjo Regency as well as to describe the supporting factors and inhibiting factors. The method of this research used qualitative description. The results of this research show that community participation in this program implementation has been running well. It is caused at the participation stages that is consisting of monitoring and evaluation stage, the maintenance stage, and utilization of the building has been running well. However, at the decision-making stage and the implementation stage must be improved. The successful of this program implementation is influenced by supporting factors and inhibiting factors. The supporting factor is commitment of head village, participation of non-governmental organization, commitment and support of interest groups. Meanwhile, inhibiting factors are less of supervisor participates in the manager finance unit. So there are two of nongovernmental organizations that delay to refunds and community participation that is not involved in the whole of each activity.

Promoting community participation in priority setting in district health systems: experiences from Mbarali district, Tanzania

BackgroundCommunity participation in priority setting in health systems has gained importance all over the world, particularly in resource-poor settings where governments have often failed to provide adequate public-sector services for their citizens. Incorporation of public views into priority setting is perceived as a means to restore trust, improve accountability, and secure cost-effective priorities within healthcare. However, few studies have reported empirical experiences of involving communities in priority setting in developing countries. The aim of this article is to provide the experience of implementing community participation and the challenges of promoting it in the context of resource-poor settings, weak organizations, and fragile democratic institutions.DesignKey informant interviews were conducted with the Council Health Management Team (CHMT), community representatives, namely women, youth, elderly, disabled, and people living with HIV/AIDS, and other stakeholders who participated in the preparation of the district annual budget and health plans. Additionally, minutes from the Action Research Team and planning and priority-setting meeting reports were analyzed.ResultsA number of benefits were reported: better identification of community needs and priorities, increased knowledge of the community representatives about priority setting, increased transparency and accountability, promoted trust among health systems and communities, and perceived improved quality and accessibility of health services. However, lack of funds to support the work of the selected community representatives, limited time for deliberations, short notice for the meetings, and lack of feedback on the approved priorities constrained the performance of the community representatives. Furthermore, the findings show the importance of external facilitation and support in enabling health professionals and community representatives to arrive at effective working arrangement.ConclusionCommunity participation in priority setting in developing countries, characterized by weak democratic institutions and low public awareness, requires effective mobilization of both communities and health systems. In addition, this study confirms that community participation is an important element in strengthening health systems.

Assessment of the Effectiveness of Protected Areas Management in Iran: Case Study in Khojir National Park

The requirement to assess the management effectiveness (ME) in protected areas (PAs) is increasing around the world to help improve management and accountability. An evaluation of ME for Khojir National Park (KNP), one of the Iran's oldest PAs, was conducted using a multi-method approach that consisted of structured interviews, open interviews, and site visits. This was the first ME evaluation in Iran. The structured interview was based on the management effectiveness tracking tool methodology. KNP received an average score of 43%, which is lower than the global average, illustrating that its general management was in the low-intermediate level. The indices of legal status, resource inventory, planning for land and water use, regulations, and objectives received the highest average scores, whereas education and awareness, community co-management, regular work plan, boundary demarcation, visitor facilities, budget sources, staff training, protection systems, and management plan received the lowest ones. The management system of KNP was generally established, but many problems of the management still need to be resolved. To improve ME, some countermeasures should be taken, such as increasing funding, strengthening capacity building, planning, and adaptive management, and implementing community participation.

Implementing community participation through legislative reform: a study of the policy framework for community participation in the Western Cape province of South Africa

BackgroundAmidst an evolving post-apartheid policy framework for health, policymakers have sought to institutionalize community participation in Primary Health Care, recognizing participation as integral to realizing South Africa’s constitutional commitment to the right to health. With evolving South African legislation supporting community involvement in the health system, early policy developments focused on Community Health Committees (HCs) as the principal institutions of community participation. Formally recognized in the National Health Act of 2003, the National Health Act deferred to provincial governments in establishing the specific roles and functions of HCs. As a result, stakeholders developed a Draft Policy Framework for Community Participation in Health (Draft Policy) to formalize participatory institutions in the Western Cape province.MethodsWith the Draft Policy as a frame of analysis, the researchers conducted documentary policy analysis and semi-structured interviews on the evolution of South African community participation policy. Moving beyond the specific and unique circumstances of the Western Cape, this study analyzes generalizable themes for rights-based community participation in the health system.ResultsFraming institutions for the establishment, appointment, and functioning of community participation, the Draft Policy proposed a formal network of communication – from local HCs to the health system. However, this participation structure has struggled to establish itself and function effectively as a result of limitations in community representation, administrative support, capacity building, and policy commitment. Without legislative support for community participation, the enactment of superseding legislation is likely to bring an end to HC structures in the Western Cape.ConclusionsAttempts to realize community participation have not adequately addressed the underlying factors crucial to promoting effective participation, with policy reforms necessary: to codify clearly defined roles and functions of community representation; to outline how communities engage with government through effective and accountable channels for participation; and to ensure extensive training and capacity building of community representatives. Given the public health importance of structured and effective policies for community participation, and the normative importance of participation in realizing a rights-based approach to health, this analysis informs researchers on the challenges to institutionalizing participation in health systems policy and provides practitioners with a research base to frame future policy reforms.
