Research on legal regulation of invasive alien species in China

With the vigorous development of international trade and the in-depth advancement of economic globalization, China is facing the increasingly serious problem of invasive alien species, which poses a major threat to China’s ecological environment, economic development and human health. At present, although China has a comprehensive institutional norms in the prevention and control of invasion of alien species, but in the face of the challenge of invasion of alien species, China is still facing problems such as insufficient legal basis and imperfect specific legal system. Based on this understanding, this paper discusses the prevention and control of invasive alien species legal regulation, that although in recent years China has made certain achievements in the field of prevention and control of invasive alien species, but still faces a number of problems to be solved, should promote the relevant legislative amendments, and combined with the experience of developed countries to summarize the perfect.

Legal Issues and Countermeasures in the Application of China’s Particularly Sensitive Sea Areas

The Particularly Sensitive Sea Areas (PSSAs), as a type of area-based management tool, plays an important role in protecting the marine environment and marine ecosystems from the threats posed by international shipping activities. China has large areas that could be applied as PSSAs. However, there are potential problems in the application process, especially in terms of proposal applications and the implementation of routing measures. These problems include the lack of a coordinating body for applications, disputes over the application area, restrictions on relevant protective measures, and changes in the content and procedures of the application. In terms of implementation, these include the lack of domestic legislation on alignment measures, the lack of a clear implementation entity, the imperfect enforcement system, and the lack of technical support. Subsequently, through the analysis of the successful experience of existing particularly sensitive sea areas, solutions to the problems in the application of particularly sensitive sea areas in China are proposed. These solutions include establishing communication mechanisms with neighboring countries, carefully selecting the application area, improving domestic legislation on alignment measures, improving the law enforcement system, and improving law enforcement technology. These targeted recommendations will clear the way for the application of particularly sensitive sea areas in China.

Eliminating electromagnetic interference for RF shielding-free MRI via k-space convolution: Insights from MR parallel imaging advances.

Recent advances in ultra-low field MRI have attracted attention from both academic and industrial MR communities for its potential in democratizing MRI applications. One of the most striking features on those advances is shielding-free imaging by actively sensing and eliminating the electromagnetic interference (EMI). In this study, we review the analytical approaches for EMI estimation/elimination, and investigate their theoretical basis and relations with parallel imaging reconstruction. We provide further understanding of the existing approaches, formulating EMI estimation as convolution in k-space or multiplication in spectrum-space. We further propose to use tailored convolutional kernel to adaptively fit the varying EMI coupling across the acquisition window. These methods were evaluated with both simulation study and human brain imaging. The results show that using tailored convolutional kernel can achieve more robust performance against system and acquisition imperfections.

Variable-flip-angle 3D spiral-in-out turbo spin-echo imaging using concomitant gradient compensation and echo reordering at 0.55 T.

To develop single-slab 3D spiral turbo spin echo (spiral SPACE) for 1-mm3 isotropic whole-brain T2-weighted imaging on a high-performance 0.55T scanner, with high scan efficiency from interleaved spiral-in-out trajectories, variable-flip-angle refocusing radiofrequency (RF) pulses, echo reordering, and concomitant-field compensation. A stack-of-spirals (in-out waveforms) turbo-spin-echo acquisition was implemented with T2-weighed contrast. Gradient infidelity was corrected using the gradient impulse response function (GIRF), and concomitant-field compensation was used to correct for phase errors among echoes and during the readout windows. To maintain a long echo train (˜600 ms) within each shot, variable-flip-angle refocusing RF pulses were generated using extended-phase-graph analysis. An echo-reordering scheme provided a smooth signal variation along the echo direction in k-space. Images from spiral SPACE with and without concomitant-field compensation were compared with those from Cartesian SPACE in phantoms and 6 healthy volunteers. Phantom results demonstrated the improved performance of concomitant-field correction via sequence-based modifications and of GIRF-based trajectory estimation. Volunteer data showed that with concomitant-field correction and echo reordering, system imperfection associated image artifacts and blurring were substantially mitigated in spiral SPACE. Compared with Cartesian SPACE, spiral SPACE had an overall 15%-25% signal-to-noise ratio (SNR) improvement in both white matter and gray matter. A 3D spiral-in-out SPACE acquisition with variable-flip-angles, concomitant-field compensation, and echo-reordering was demonstrated at 0.55 T, showing promising gains in SNR, compared withCartesian SPACE.

Higher Education Teachers Digital Literacy Competencies Exploration of Cultivation Models - Based on New Liberal Arts Contextual Perspectives

In the context of the new liberal arts, teachers' digital literacy ability has become a key factor affecting the effectiveness of education. At present, some colleges and universities are still facing a lot of problems in cultivating teachers' digital literacy ability, which are mainly manifested in the low utilization rate of digital teaching resources, imperfect teaching digital evaluation system, lack of personalized and systematic cultivation of teachers' digital literacy ability, and teachers' cross-fusion ability of disciplines need to be strengthened and so on. In view of these difficulties encountered in the cultivation of teachers' digital literacy, three new cultivation modes are proposed, namely, the implementation of the "cloud platform" cultivation mode, the establishment of the "research-practice-competition" integrated cultivation mode, and the promotion of the "research-practice-competition" integrated cultivation mode. Three new cultivation modes are proposed, namely the implementation of the "cloud platform" cultivation mode, the establishment of the "research-practice-competition" integration cultivation mode, and the promotion of the "market mechanism" cultivation mode, and we hope to provide reliable suggestions for the cultivation of the digital literacy competence of college teachers in China.

Evaluation of Rural Environmental Governance Efficiency and Influencing Factors in the Yangtze River Delta Region under the Goal of “Dual Carbon”

In the face of deteriorating ecological problems such as pollution from agricultural production, pollution from farmers' lives, and pollution from township industries in the Yangtze River Delta region, as well as the plight of an imperfect rural environmental governance system and insufficient governance capacity, there is an urgent need to set up a comprehensive assessment system for the efficiency of rural environmental governance, improve the rural environmental governance system, and modernize the capacity of environmental governance. This project will firstly sort out the research results of rural environmental governance at home and abroad, and systematically analyze the theory of rural environmental governance; secondly, analyze the spatial changes of environmental pollution in rural areas during different periods, and analyze the efficiency of environmental governance in the rural areas of the Yangtze River Delta in different dimensions; finally, analyze the influencing factors of the efficiency of rural environmental governance under the constraints of the target of “double carbon”, and analyze the factors of economic development, economic development, and the impacts on the efficiency of rural environmental governance. Finally, we analyze the influencing factors of rural environmental governance efficiency under the constraint of the “double carbon” goal, and analyze the impacts of economic development, policy formulation, villagers' motivation and other factors on rural environmental governance efficiency. The results of this study provide an important reference for further promoting the realization of the dual-carbon goal and scientific environmental governance in the Yangtze River Delta region, and also provide a strong case study and reference for environmental governance strategies in other regions.

Evolution of support policies for the development of distant-water fishing bases in China: Review, performance, challenges and prospects

Distant-water fishing bases are an important carrier and development platform for the development of distant-water fishing. It is necessary to analyze the evolution of the policies supporting offshore fishing bases in order to promote the standardized and orderly development of distant-water fisheries. Based on 302 policy documents, this paper adopts the content analysis method to analyze the policies since 1993 using ROSTCM6 software. These policies can be divided into three phases: the start-up period (1993–2010), the rapid development period (2011–2015) and the steady development period (2016–2023). The study found that the interrelationship and complementarity between fishing base-focused and related policies have increased, with continuous improvements in the policy framework, a shift toward developing a green and healthy industry chain, and an expanded scope of policy support. However, there are still some limitations in the evolution of support policies for the development of distant-water fishing bases, including an imperfect industrial support system, insufficient talent reserves and inadequate management policies. Finally, the paper emphasizes the need to improve the policy system, promote the development of the whole industry chain of distant-water fisheries, build a talent training system, strengthen scope and capacity of international cooperation in distant-water fisheries, promote the sustainable development of fisheries and enhancing international compliance capacity.

The Challenges of the New York Convention and Potential Solutions

This paper analyzes the current challenges of the New York Convention and proposes potential solutions through the actual situation and public reporting. Central to these challenges is the over-dependence on the judicial systems of the target countries, which often results in inconsistent and unreliable enforcement of international arbitration awards. This analysis identifies several key issues impacting the Convention's effectiveness: the conservative attitude of some countries in the enforcement of international arbitration, judicial corruption, the imperfection of the judicial system, and the different enforcement procedures under various judicial systems. To address these impediments, the paper explores innovative solutions inspired by successful practices from other international legal frameworks. Notably, it examines the streamlined processes of the Madrid Agreement Concerning the International Registration of Marks and various bilateral legal assistance agreements. These models provide valuable insights into simplifying procedural complexities and enhancing the uniformity of legal processes. By integrating these practices, the paper proposes actionable strategies to mitigate the current limitations of the New York Convention, aiming to bolster its role as a foundational instrument in the global arbitration landscape.

Digital Transformation of Physical Education in Colleges and Universities: Theoretical Logic, Practical Dilemma and Practical Approach

With the rapid development of information technology, the digital transformation of education has provided new ideas, new resources and new methods for the practice of physical education in colleges and universities, and has become an important support and power source for the high-quality development of physical education in colleges and universities in the new era. By using the methods of literature and logical analysis, this paper analyzes the theoretical logic, practical dilemma and practical path of educational digitization in the practice of physical education curriculum in colleges and universities. The research holds that the theoretical logic includes conforming to the concept of education modernization, adapting to the individual needs of students, helping to improve the quality of physical education and promoting the fairness of physical education. This paper analyzes the practical difficulties faced in the process of transformation, such as uneven digital literacy of teachers, insufficient integration of digital resources, imperfect teaching evaluation system and weak infrastructure construction. It also puts forward the corresponding practical approaches, including improving teachers’ digital ability, optimizing the construction of digital resources, and constructing a scientific evaluation system, aiming to provide a useful reference for promoting the digital transformation of physical education in colleges and universities.

Analysis of the internal environment when creating an innovative university

Subject. The article discusses the creation of innovative universities. Objectives. The purpose is to analyze the internal environment in the formation of an innovative university and to investigate the factors of resistance to organizational changes. Methods. The survey was attended by scientific and pedagogical staff of two innovative universities: 170 people from the Institute of Economics and Entrepreneurship of the National Research Lobachevsky State University of Nizhny Novgorod and 50 people. from the economics faculties of the Nizhny Novgorod Branch of the Higher School of Economics. Results. We analyzed internal environment and studied organizational changes aimed at creating new social mechanisms and channels of interaction with the State, industry and society. Furthermore, we considered the factor of resistance to organizational changes and the possibility of its reduction. The paper presents the results of diagnostics of the resistance force in two universities. Conclusions. The leading organizational factor (prerequisite) for the emergence of resistance is an imperfect system of organizational communications. The priority task of university management is to create an operational and objective system for informing employees about the goals, methods and results of changes. The most significant psychological reasons for the emergence of resistance are the fear of negative consequences of changes and misalignment of changes with traditional academic values.

Green insurance empowers high-quality development: A Literature Review

Green insurance plays a positive role not only in strengthening environmental risk management, aiding the development of green industries, and facilitating the application of new green technologies, but also in enhancing environmental and ecological protection. It can continuously raise public and societal awareness of green and environmental protection, guide the allocation of social resources, and support the green and low-carbon development of the economy and society. This paper reviews the literature on whether and how green insurance can empower high-quality development. The paper organizes domestic and international practices related to green insurance, summarizes the characteristics of three main international models and other typical developments of green insurance in China. It also focuses on the preliminary formation of the green insurance system in Huzhou City, Zhejiang Province, the combination of government and effective market, and the development status of multiple types of insurance. It summarizes the challenges faced, such as the imperfect professional service system and insufficient innovation, and finally proposes policy recommendations for the further development of green insurance, including the establishment and improvement of institutional systems and industry standards, and the effective enhancement of the marketization of insurance products.

Imperfection of land system in agriculture, possible consequences and the ways to correct them

Significant transformations occurred during the land reform by January 1999. The monopoly of state ownership over land was abolished, and reorganizations of collective and state farms were carried out, alongside the privatization of land. Since 2002, the turnover of agricultural land has been regulated by Federal Law No. 101-FZ of July 24, 2002, "On the Turnover of Agricultural Land." Ownership, use, and disposal of land plots that are in shared ownership can only be carried out in accordance with the decisions of the participants in the shared ownership. However, the procedure for allocating land plots against the shares of land is lengthy, costly, and prone to corruption. Imperfect land legislation and incompetence in the courts hinder the completion of land transformations. This article discusses the issues of shared land ownership related to multi-contour land plots and methods to overcome these challenges.

Considered in Romanian historiography as a representative miscarriage of justice, a proof of the imperfection of the military justice system during the First World War, the Ciulei case aroused the interest of post-war society because of the strident injustice that characterized the entire trial. To make matters even more complicated, his brigade commander, Colonel Sturdza, who had signed the order to courtmartial him, deserted to the enemy.What is actually the truth? Was Ciulei the victim of Sturdza or was he the victim of an unfortunate chain of events?With a title inspired by one of the few works that have approached this subject with scientific rigor, and here I am referring to the work of professors Petre Otu and Maria Georgescu, presented in the bibliography, this article aims to contribute to the elucidation of this episode, providing readers with arguments identified in primary sources, from documents in the custody of the Romanian National Military Archives.

Physics-guided self-supervised learning: Demonstration for generalized RF pulse design.

To introduce a new method for generalized RF pulse design using physics-guided self-supervised learning (GPS), which uses the Bloch equations as the guiding physics model. The GPS framework consists of a neural network module and a physics module, where the physics module is a Bloch simulator for MRI applications. For RF pulse design, the neural network module maps an input target profile to an RF pulse, which is subsequently loaded into the physics module. Through the supervision of the physics module, the neural network module designs an RF pulse corresponding to the target profile. GPS was applied to design 1D selective, -insensitive, saturation, and multidimensional RF pulses, each conventionally requiring dedicated design algorithms. We further demonstrate our method's flexibility and versatility by compensating for experimental and scanner imperfections through online adaptation. Both simulations and experiments show that GPS can design a variety of RF pulses with corresponding profiles that agree well with the target input. Despite these verifications, GPS-designed pulses have unique differences compared to conventional designs, such as achieving -insensitivity using different mechanisms and using non-sampled regions of the conventional design to lower its peak power. Experiments, both ex vivo and in vivo, further verify that it can also be used for online adaptation to correct system imperfections, such as / inhomogeneity. This work demonstrates the generalizability, versatility, and flexibility of the GPS method for designing RF pulses and showcases its utility in several applications.

Research on the Legal Protection of Green Credit in China under the Dual Carbon Goals

Green credit is an important means of financial support for green and low-carbon transformation and promoting sustainable development, and is an important means to achieve the dual carbon goals . At present, China's green credit is mainly promoted by various green credit policies, but there are problems such as the lack of legislation, the lack of a mandatory constraint mechanism, and the imperfect supervision system. The imperfect legal system is not conducive to the stable development of green credit, and thus cannot provide strong support for achieving the dual carbon goals . This study starts from the legal issues of green credit in my country and focuses on the legal issues existing in the current development of green credit in my country. First, the concepts of green credit and related fields are defined and analyzed, the characteristics of green credit are discussed from the perspective of economic law, and the main theoretical basis for studying green credit is explained. Secondly, the legal issues existing in the implementation of the green credit system in my country at this stage are analyzed, and the development status of the green credit system in major foreign countries is explained. Finally, drawing on foreign legal practice experience and combining the overall situation of my country's economic development and social operation, countermeasures and suggestions for solving my country's green credit legal issues are proposed, providing perfect legal support for the long-term development of my country's green credit, thereby promoting the development of green finance and green economy and achieving the dual carbon goals.

Heralded hyper-CNOT gates for two-photon systems assisted by quantum scattering in waveguides

Photonic hyper-parallel quantum gates play a critical role in high-capacity quantum communication and fast quantum computing. Here, based on photon scattering in one-dimensional (1D) waveguides, we present some heralded schemes for constructing four-qubit hyper-controlled-not (hyper-CNOT) gates in two-photon systems. The qubits are encoded on both the polarization and spatial-mode degrees of freedoms (DOFs) of the photons, which can simplify the quantum circuit and reduce the quantum resource consumption. In our schemes, the faulty scattering events between photons and emitters caused by system imperfections can be filtered out and discarded. That is, our protocols for hyper-CNOT gates work in a heralded way. Our calculations show that, with great progress in the emitter-waveguide systems, our photonic hyper-CNOT gates may be experimentally feasible.

A Sustainable Supply Chain Model with Variable Production Rate and Remanufacturing for Imperfect Production Inventory System under Learning in Fuzzy Environment

In the present paper, a sustainable supply chain model is investigated with a variable production rate and remanufacturing for the production of defective items under the effect of learning fuzzy theory, where the lower and upper variations in fuzzy demand rate are affected by learning parameters and backorders are also allowed. Our proposed model reveals a springy manufacturing inventory organization that makes various types of items, and imperfect items can be created through the method of manufacturing things in a fuzzy environment. When the screening process is completed, defective items are remanufactured immediately, and a limited financial plan and space limitations are assumed concerning the product assembly. We minimized the total fuzzy inventory cost with different distributions (beta, triangular, double triangular, uniform, and χ2 (chi−square)) concerning the production rate, lot size, and backorder under learning in a fuzzy environment where the costs of screening, manufacturing, carrying, carbon emissions, backorders, and remanufacturing are included. The Kuhn–Tucker optimization technique is applied to solve non-linear equations that are based on some distributions. Numerical examples, sensitivity analysis, managerial insights and observations, limitations, future work, and applications are provided for the validation of our proposed model, and the industrial scope of this proposed work is included.

Does purchasing commercial insurance promote household consumption? Evidence from China

Consumption is an important factor driving China's economic growth. Although China's per capita GDP is approaching the threshold of high-income countries, the household consumption rate remains significantly low. One of the main reasons for weak household consumption is the imperfect social security system, and the complementary role of commercial insurance should be fully utilized. Based on existing research, which primarily assesses the positive effects of commercial insurance, this paper focuses on whether commercial insurance can promote household consumption. Using the 2017 and 2019 waves of the China Family Finance Survey (CHFS) data, this paper conducts empirical research with a high-dimensional fixed effects model, performing endogeneity and robustness tests. The results show that commercial insurance has a significant positive effect on household consumption. Mechanism analysis reveals that purchasing commercial insurance significantly reduces households' precautionary savings and liquidity constraints, thereby releasing their purchasing power and ultimately increasing household consumption. The heterogeneity analysis indicates that the promotion effect varies across different regions, household registrations (urban or rural), health statuses, and the marital status of sons in the household. The research findings provide evidential support for the government to further encourage and promote the development of commercial insurance.

Folding Imperfections: Mixed Methods Insight Into the Limits of Curriculum Change for the Trinidad and Tobago Primary School Curriculum Rewrite

We theorize on the limits of curriculum change in countries of the Caribbean and Global South using integrated evidence derived from a qualitatively driven, mixed methods evaluation (MME) of the Primary School Curriculum Rewrite (PCR) in Trinidad and Tobago. We use a folding metaphor and implementation science to explain how an imperfect system might produce a flawed curriculum product that misdirects sensemaking and generates resistance during curriculum change. The formative process evaluation consisted of two complete research projects, with the second qualitative project prioritized. Project 1 was a quantitative survey of 454 teachers in 58 schools. Project 2 was a multiple case study of subjectivities-in-action in 9 schools of varied implementation outcomes. Findings from Project 1 showed mostly acceptable implementation outcomes and small associations between antecedents and outcomes. However, findings from Project 2 suggested that 6 of 9 schools were classified as nonusers, defined as implementing institutions with most teachers still exploring or installing the new curriculum or reverting to the old curriculum. In the thematic, cross-case analysis, participants at the various sites identified curriculum imperfections, inadequate training, and work intensification as core barriers to change. To achieve curriculum change, Caribbean countries such as Trinidad and Tobago will require improved systems for curriculum engineering.
