EEGovernance: Social Responsibility for Developing Country

Although it is early to judge the macro impact of e-Government on overall development and towards achievement of the Millennium Development Goals (MDGs) in developing countries, there are several examples of nation/state wide applications that have delivered significant benefits, with moderate investments. Evaluations of some e-Government projects conducted by independent agencies indicate that costs of accessing services by citizens have been reduced, corruption has lessened and Government tax revenues have grown.

HOW EGOVERNMENT CAN CHANGE THE BUSINESS: UKRAINIAN ASPECT

The purpose of the paper is to evaluate the impact of eGovernment on business and to define the main implementation characteristics of the following systems in Ukraine. Methodology. Statistical data provided by the E-Government Survey and Doing Business index were used for computing the linear regression model. Ordinary least square method was used for defining the model’s parameters. The paper review existing approaches to managing eGovernment in EU and Estonia as an example. Analysis of available eGovernment services was done to determine their general characteristics and system’s stakeholders. Results of the research demonstrate the strong correlation between the E-Government Index and Doing Business rating. Computed model proves the directly proportional relation between the two indexes and model’s accuracy allows to prove statistical significance of the model. The main approaches to term “eGovernment” were reviewed, as well as the most used classifications of E-gov services. Main eGovernment stakeholders were defined and their possible impacts on the project were evaluated. Positive impacts of eGovernment services were summarized and the most significant challenges for Ukrainian business and citizens are listed. Practical implication. Since implementing the software for providing administrative services has positive effect on simplicity of running business research results can be used for defining reform strategies in regulation changes. Defined list of stakeholders should be considered during designing and implementation of eGovernment solution for better understanding the real business needs. The research defines main bureaucratic barriers that slow down the development of e-government in Ukraine. Vale/originality. Defined model enable better understanding the relation between the government regulations and providing administrative services on-line. For the first time the research emphasizes on groups of stakeholders in Ukraine of eGovernment projects, including specialized non-governmental public organizations. The research results can be improved by the inclusion of additional macroeconomic and social indicators in regression model. Also, interaction of stakeholders at all stages of project design and construction of e-government services requires additional studies. Interdependence between stakeholders can be simulated, for example, by using game theory. Summarized challenges and bureaucratic limits for eGovernment (and for ICT at whole) can be used as short-term goals for revising and improving eGovernment policy in Ukraine.

E-Government and Corruption: A Cross-Country Survey

AbstractThis article aims to examine the effect of e-Government on corruption. Although e-Government in public administration has been studied in the context of efficiency enhancement, recent research has shed light on the causality between e-Government and corruption. However, the majority of previous studies have focused on one-country or anecdote-based analysis of which the results are not generalizable. Analyzing country-level data, this article attempts to provide a basis for a broader generalization regarding the impact of e-Government on corruption. Through controlling traditional causes of corruption such as the level of economic development, the size of government, and the degree of government regulation, the results of the empirical analysis of this article show that e-Government has a positive influence on corruption reduction. Considering that the notion of e-Government is broad in terms of areas and ranges, this article breaks down e-Government into the three components of telecommunication infrastructure, online participation, and online services. These three components are connected conceptually with ICT infrastructure, and transparency, accountability and empowerment driven by e-Government. Empirical results confirm that these three e-Government dimensions have a statistically significant influence on corruption. Findings suggest that e-Government can be regarded as a pragmatic anti-corruption strategy in the sense that most governments are eager to adopt e-Government systems.

E-Government, Internet Adoption, and Corruption: An Empirical Investigation

This study empirically investigates the impact of e-government and internet adoption on curbing corruption, by utilizing a large panel dataset. The results reveal that e-government is a powerful tool in reducing corruption—via telecommunication infrastructure and the scope and quality of online services—which is strengthened by greater internet adoption. The interaction effects between e-government and internet adoption suggest both as complements in anti-corruption programs. A dynamic panel data model that addresses the endogeneity problem and considers corruption persistency is employed. Results of panel Granger causality tests indicate a unidirectional causality from e-government to corruption, while a bilateral causality between internet adoption and corruption.

Examining the relationships among e-government maturity, corruption, economic prosperity and environmental degradation: A cross-country analysis

There is growing interest in the role and contribution of e-government to the levels of corruption, economic prosperity and environmental degradation of nation states. In this paper, we use publicly available archival data to explore the relationships among them. Results substantiate a significant relationship between (1) e-government maturity and corruption; and (2) e-government maturity, economic prosperity and environmental degradation through the mediating effects of corruption. The findings suggest that while e-government maturity did not contribute to economic prosperity and environmental degradation, its value could be realized indirectly via its impacts on corruption. Our findings contribute to the theoretical discourse on e-government impact by identifying the role of e-government in a country and provide indications to practice on enhancing its economic prosperity and lowering its environmental degradation by managing the levels of e-government maturity and corruption.

It makes government process more accountable, responsive and transparent. On the other hand, Good governance means participation, transparency and accountability in administration. E-Governance and Good Governance are interrelated issue in the process of Public Administration. This study aims to explore the overall view of e-Governance, Good Governance and their relationship. In order to clarify of this study; It has taken Divisional Comptroller of Accounts office at Charadigirpar, Sylhet, Bangladesh as the study field. In the last five years, the new waves in Information and Communication Technologies together with the increase of mobile technologies have developed new possibilities for the collaboration between the governments and the citizens. Year by year, the governments are using huge quantities of ICT especially based on Internet and on mobile devices, to improve the quality of services between government agencies and companies, citizens, or government agencies from other countries. In a period of financial crisis we have less and less time at disposition. The new possibilities offered by Information and Communication Technologies give government chances to rethink strategies and ways of working providing services for citizens and businesses. In this world in a continuous changing, the state must recognize the importance of fulfilling the new needs and expectations of the citizens in opposition with the reality of reduced budgets. While the literature is not as robust as we would like to see, many articles are talking only about positive impact of eGovernment and less on difficulties or misconceptions, especially in financial crisis period.

An Empirical Analysis of the Relationship between e-government and Corruption

The purpose of this paper is to examine the relationship between e-government and corruption in developed and developing countries. Specifically, we investigate two issues - (1) the impact of the use of e-government on corruption in countries around the world and (2) whether the impact of e-government on corruption will be higher in developed or developing countries. In order to examine these relationships we develop and test empirical models that investigate these relationships. The results suggest that as the use of ICT related e-government increases corruption decreases. We also find that the impact of e-government is higher in developing countries than in developed countries for the seven-year period between 2003 and 2010.

Facilitating Expansion of African International Trade through Information and Communication Technologies

Abstract This article observes that expansion of international trade, particularly exports of appropriate goods, by African economies is important to their growth and development. Unfortunately, Africa’s share of world trade has been decreasing rather than increase. The continent is behind other continents in developmental terms, despite its many resource endowments. Governance deficiencies (broadly defined) are a major cause of the inability of African economies to manage their resources for sustained growth and development. The article looks at the particular consequences of governance deficiencies on trade expansion and goes on to suggest that the deployment of ICT can ameliorate those deficiencies. It focuses on the potential positive impact of e-governance in general, and e-customs in particular, on trade expansion. It argues that e-governance, including e-customs, has the potential to enhance the international competitiveness of African economies, increase revenues for government, and increase FDI inflows for production and exportation. It concludes that while e-customs is not a panacea for Africa’s international trade under-performance, it is an important piece of infrastructure that is relatively easier and cheaper to build, but which has a high beneficial impact on trade expansion. It therefore recommends the implementation of efficient e-customs in African economies that do not yet have such systems.

Impact of E-Government on Transaction Cost and FDI Inflows: A Proposed Conceptual Framework

Although vast normative e-government literature supports the assertion that implementation of e-governmentreduces transaction cost and promotes Foreign Direct Investment; empirical evidence to support this thesis islimited. Even more, there is limited attempt when studying this phenomenon to integrate e-government literaturewith other literatures in which major constructs of interest are rooted. This article contributes to reducing thisgap by establishing a conceptual framework that integrates e-government literature, International Business andEconomics literatures as the main fields from which major constructs of interest are grounded. ThreePropositions are generated as a guide for a systematic empirical investigation of the phenomenon.

Development and impact of e-government: the intertwined role of e-commerce from a cross-country stakeholder's perspective

Anchoring our research in stakeholder theory and using secondary data from 100 countries, we examine the role of 'Information Technology (IT) readiness' of primary national stakeholder groups in a nation (i.e., citizens, businesses and governments), in facilitating both and e-Commerce in a nation. Furthermore, using the IT impact perspective, we examine the impact of e-government and e-Commerce development on the 'IT usage patterns' of the three identified national stakeholder groups. This study also examines the relationships between e-government and e-commerce in a nation so as to identify the important interdependencies between the two.

E-Governance in Rural India: Need of Broadband Connectivity Using Wireless Technology

The Information and Communication Technologies play an important role in rural development. The Empowerment of rural communities is crucial for the development of the rural region. Bringing the people in the rural region in the mainstream of the digital technologies to access and adopt modern technologies is a major concern now. Rural Development implies both, the economic development of the people and greater social transformation using electronic governance (e-governance). In order to provide the rural people in Maharashtra with better prospects and opportunities for economic development, agricultural development and management, marketing management, increased participation of rural people in usage and adoption of information and communication technologies (ICTs) is envisaged. This paper aims to explore the nature, role and relevance of the Electronic/Digital Governance using ICTs and wireless technologies for agriculture and rural development in the rural regions. It also aims to study the impact of e-governance on rural development and methods for improving local environmental governance having regard particularly to the range of interests and actors involved in e-governance. The paper examines the current status of electronic governance in Jalgaon district in India. It focuses on development of the model using ICTs/wireless technologies for e-governance of Jalgaon district in Maharashtra state, India.

The Transformative Impact of E-Government on Public Governance in New Zealand

This article examines the general proposition that to date public sector transformation facilitated by e-government initiatives is limited to change that is instrumental in outcome, rather than systemic. That is, public officials increasingly have the capability to provide digital channels for existing processes and systems, the implementation of which can have an entirely ‘new’ look and feel. This creates the illusion of a new approach by government to service delivery and governance. On closer examination however, it is evident that the political, legal and constitutional structures and relationships of executive government remain unchanged. The transformation formula in currency, therefore, is one of ‘doing things differently’ rather than ‘doing different things’. The author uses the general proposition above to explore empirically three e-government case studies in the context of the New Zealand public management system.

E-Government as an anti-corruption strategy

This paper estimates the impact of e-government on the “control of corruption” indicator using a panel of 149 countries with two time observations ( t = 1996 , 2006 ). The first differenced estimator yields a positive and economically interesting effect. By the most conservative estimate, moving from the 10th percentile to the 90th percentile in the e-government distribution implies a reduction in corruption equivalent to moving from the 10th percentile to the 23rd percentile in the control of corruption distribution. Invoking external instruments, IV results are (statistically) similar.

E-Government and Anti-Corruption: Empirical Analysis of International Data

Case studies demonstrate that e-government is an effective tool to reduce corruption by promoting good governance and strengthening reform-oriented actors. Specifically, e-government can reduce corrupt behaviors externally by enhancing relationships with citizens and internally by more effectively controlling and monitoring employees' behaviors. This study examines the impact of e-government on corruption using national level data. The impacts of other traditional factors—bureaucratic professionalism, bureaucratic quality, and law enforcement—proposed by the public administration literature are also examined. Statistical analysis reveals that e-government has a consistently positive impact on reducing corruption, as do the traditional anti-corruption factors.

E-Government for Better Performance: Promises, Realities, and Challenges

As elected officials and citizens demand accountability and results from e-government programs, it is important to assess whether e-government has fulfilled its promises and to outline the challenges lying ahead. Based on the literature, government reports, and other secondary data, this article evaluates the impact of e-government on service accessibility, efficiency, economy, effectiveness, and other end-outcomes. It reveals that although some e-government programs have demonstrated efficiency and economy gains, many are still struggling to make a business case. Effectiveness and other end-outcomes are even more difficult to achieve. This paper also examines the national characteristics that affect different countries' e-government developments and the managerial challenges that public managers face. Political and social rights are considered important for further promoting e-government. Resource, top leadership support, strategic planning, and collaboration, among others, are emphasized for e-government success.

A contextual perspective of performance assessment in eGovernment: A study of Indian Police Administration

There is considerable research work on the performance assessment of eGovernment projects, especially on performance assessment measures per se . The point that the authors in this paper make is that while a variety of performance assessment measures are important for evaluation of eGovernment projects, performance itself is intended to relate governance with eGovernment applications. Thus, while developing performance assessment measures, there is a need to be conscious of governance as the ultimate purpose. Taking the Indian Police Administration as its domain, this paper demonstrates how performance assessment can be so conceived as to help capture the impact of eGovernment in regard to implications for governance in the given domain.

Urban E-Government Initiatives and Environmental Decision Performance in Korea

Although e-government initiatives have been credited as engines of government reform, empirical evidence is insufficient to determine their effects on public sector performance. To explore the impact of e-government on local governance, this article examines how e-government initiatives influence the perceived performance of environmental decision making in anurban context andwhat organizational and contextual factors affectWeb-aideddecision performance. Data were collected from the content analysis of city government Web sites and a nationwide survey of city officials in Korea. Findings from path analysis show that (1) information technology leadership of seniormanagement andWeb site quality are key to decision intelligence, quality, and speed and (2) e-government Web divide, a gap in the capability of city Web sites to support public service delivery and democratic interaction, translates into disparities in environmental decision performance across cities. Additionally, environmental activism is a significant factor shaping the impact of e-government on environmental decision making. E-government initiatives contribute to local governance performance, but their impacts vary, depending on Web site quality and the entrepreneurial leadership of public managers.

The perceived impacts of e-government on U.S. cities: A survey of Florida and Texas City managers

Abstract This study examines the perceived impacts of electronic government or e-government adoption on U.S. cities. This research conducted a survey of Texas and Florida city managers in the fall of 2005 to find out their opinions on the impact of e-government on their city government. The results indicated that e-government is having a positive impact on management, stakeholder involvement, needs and collaboration, and procurement in American cities. There are, however, concerns over spam or unsolicited e-mail and the ability of e-government to reduce the level of staffing. The results of this study imply that, according to city managers' perceptions, e-government adoption in American city governments is positively viewed as having an impact on their organizations and communities.
