Decolonization Debacle: The Bane of Sustainable Development Attainment in Nigeria

Colonization, an imperial conquest of native lands by European countries, became an epoch-making, monumental highlight in the historical development of third-world countries. There is no gainsaying that the colonial exercise did more evil than good for the colonized world. The decolonization of Africa and other colonized areas of the world was a slow process that was triggered by the First and Second World Wars. The devastating effects of the two wars on the economies of the West, coupled with the native resistance from the colonies, made colonialism impracticable. Hence, the European imperialist states were faced with no other choice than to relinquish their dominance in their colonies. Nigeria, which finally, attained independence in 1960, tailored its national development policy along the welfarist paradigm. In 1987, Nigeria joined the rest of the world in subscribing to the ideology of sustainable development by partaking in the World Commission on Environment and Development summit. The realization of the Sustainable Development Goals (SDGs) became entrenched in national developmental planning after Nigeria attended the Sustainable Development Conference held by the UN in 2012. However, following the years of decolonization, Nigeria has grappled with developmental challenges and appeared to be in reverse gear in the developmental process. The post-colonial upheavals and mismanagement of Nigeria became a glaring feature, thus having far-reaching consequences on her development strides. This begs the question as to what and how the decolonization exercise benefitted Nigeria. Therefore, this study examines the decolonization dilemma of Nigeria and how it has hampered Nigeria’s chances of attaining sustainable development. The study employed a qualitative and expository analysis in examining the effect of the decolonization process on the attainment of the SDGs. The study builds on data from a range of published and unpublished sources. It was concluded in the study, that the climate that arose from the decolonization process had not enhanced the actualization of sustainable development in Nigeria. Among the suggestions in the study includes retracing the decolonization steps taken thus far and redefining how Nigeria can be rid of the legacies and traces of colonialism so as to set out on a steady drive toward attaining sustainable development.

German energy transition policy has developed on the basis of social market economy with acceptance of sustainable development ideology in which economy and society and environment are harmonized. In order to discuss the sustainability of the social market economy, this paper examines the idea and foundation of the social market economy from the perspective of a sustainable paradigm, and the value of the social market economy, which considers economic, social, and environmental factors as equal values at the same time. and how the principles were implemented in energy transition policy in Germany. To this end, this paper first tries to shed light on whether the social market economy is sustainable and justice, and the social market economy from the perspective of sustainable development paradigm. Furthermore, energy transition from unsustainable energy system with fossil energy and nuclear energy to sustainable energy system with renewable energy and the ecologization of the social market economy will be discussed as part of harmonizing environment, economic growth, and social justice. Also this paper will examine whether the social market economy provides a sustainable paradigm, focusing on the background and current status of German energy transition policy. Through this, this paper will attempt to evaluate and forecast the sustainability of the social market economy, whether it can be an alternative model for coping with climate change and solving environmental and ecological problems.

ЭКОЛОГО-ЭКОНОМИЧЕСКАЯ ОЦЕНКА РАЗВИТИЯ РЕГИОНОВ СИБИРИ С ПОЗИЦИЙ КОНЦЕПЦИИ «ЗЕЛЕНОЙ» ЭКОНОМИКИ

The concept of green economy is relatively new among the existing models for the socio-economic development of countries and regions. It is developed by the international community within the framework of sustainable development ideology. The purpose of our study is to assess the development dynamics of Siberian regions over the past 30 years taking into account the ecological capacity of this development and the prospects for implementing the principles of green economy. To this end, we used index, mathematical-statistical, and comparative geographical methods of research. The green economy development of Siberian regions was assessed on the basis of calculating the ecological capacity indicators and the decoupling coefficient – a quantitative tool for measuring the relationship between economic growth, resource consumption, and environmental pollution. As the study showed, in all regions of Siberia, the decoupling effect on major indicators of statistically accountable environmental pollution corresponds to the general Russian trends. Compared to the early 1990s, the indicators of environmental intensity of economic growth have dropped by several times. However, in Kemerovo and Tomsk Oblasts (regions) as well as in Krasnoyarsk Krai these indices remain high. Another negative aspect is energy-intensive GRP in Siberian regions, which exceeds the average Russian level by 1.2–4.6 times, especially in Kemerovo and Irkutsk Oblasts as well as in the Republics of Khakassia and Tyva. The observed structural shifts in the economy, namely an increase in the share of the non-manufacturing sector, enhance the opportunities for ‘green growth’ in the regions through the development of less carbon-intensive industries. At the same time, the implementation of the green economy principles is only at the initial stage. Based on the assessment of the regional development dynamics and its ecological capacity, we propose a differentiated approach to be used to improve the environmental and economic sustainability of Siberian regions.

Long-term factors and trends in the development of the fuel and energy complex of Ukraine

The objective of the paper is to define long-term trends and factors in the development of the world energy industry and their refraction to Ukrainian realities. The article consists of an introduction, three sections, namely: the main trends in the development of the global fuel and energy complex, analysis of the current state, long-term trends and factors in the development of the national fuel and energy complex of Ukraine. Conclusions end the paper. As for the world energy sector it is shown that its modern changes – Grand Transit – are due to the ideology of sustainable development and have the character of an extraordinary change in the technocenosis, the transition from the use of fossil fuels to energy from renewable sources, mainly – wind and photovoltaic nature. Along with the major tendencies of the Great Transition, there is also the trilemization and politicization of energy sector. Trilemization components are: Energy Security, Energy Equity and Environmental Sustainability. There are three scenarios for the development of the global energy – Unfinished Symphony, Modern Jazz and Hardrock, distinguished by the degree of greening and the availability of energy resources. Political motives are becoming more and more significant at all levels – from global to local. Major players are lobbying their interests, there is an activity of structures from the field of nuclear energy, powerful fuel companies, owners of gas transportation and gas distribution infrastructure. In Ukraine, transformation processes are taking place against the backdrop of low environmental acceptability and high depreciation of fuel and energy sector facilities and infrastructure, political and economic instability. The requirements of decarbonization create challenges to the very existence of coal energy, which is the main component of the energy generating fund of the country and the regions, where mines are located. Options for the development of hydrogen/ammonia energy in the form of vertically integrated energy-chemical systems with the nuclear power plants and reformed coal-fired thermal power plants are considered as promising; energy diversification of mining regions; the creation of virtual power plants based on hydrodynamic water heating installations.

An Abductive Analysis of Debates on the Impact of the Sharing Economy: A Systematic Review in a Sustainable Framework

The sharing economy (SE) is a new production and consumption model that improves social efficiency through the usage-based acquisition of idle resources. Owing to its friendly economic and environmental attributes, the SE spans various regions, industries, and backgrounds worldwide. Given the complex and controversial outputs of the SE, there is an unmet need to perform a comprehensive and systematic survey of its impacts. We systematically review the recent studies of the multi-dimensional effects of the SE, including its profound impacts on the economy, society, and environment, from the WoS database via NVivo. A comparison of the positive, negative, and conditional attitudes among each dimension and an abductive analysis of the contradictions’ underlying causes by deconstructing each conclusion into the cognitive background, empirical path, and supporting evidence is implemented to sort out the current debates. It is shown that the impacts on the social dimension are most debated, while the influences on the environment reach the strongest consensus. Notably, the effects on the economy are mostly hierarchical. Furthermore, the differences in the ontologically guiding ideology of sustainable development, the definitions of the SE, socioeconomic backgrounds, individual preferences, group interests, and empirical approaches co-trigger the varied conclusions and disputes. Hence, this study promotes a systematic and dialectical understanding of the SE’s benefits and pitfalls, which is of significance to fundamental investigations and practical applications.

THE CONCEPT OF SUSTAINABLE DEVELOPMENT IN ECONOMIC RESEARCH: QUANTITATIVE AND LEXICO-SEMANTIC DIMENSIONS

On the basis of the conducted research, it was established that in Ukraine for the period of 2007–2021, 132 PhD theses, 110 doctoral dissertations, and 14 PhD theses were defended in the field of economic sciences on the topic of sustainable development. Active interest in the issue of sustainability began to manifest itself in the early 2000s. Up to and including 2014, the number of dissertations grew steadily, but at different speeds, 2016 was the year of the minimum degree of academic activity, after which the growth in the number of defenses resumed, which was largely due to the actualization of issues at the state level, starting from 2020, the positive dynamics were strengthened by the process of defenses for obtaining the degree of Doctor of Philosophy. Focusing on the topics of dissertations allows us to assert the comprehensive penetration of the ideology of sustainable development into the space of scientific research in the field of economic sciences. The distribution of works by the frequency of sectoral research in the field of sustainable development economics shows that the lion’s share of dissertations was prepared on the economy as a whole, while active scientific work was carried out on the issues of sustainable development of the agro-industrial complex, industry, and to a lesser extent, transport and tourism. The analysis of the topics through the prism of the conceptual field made it possible to form a stable grouping of typologically and semantically homogeneous and hierarchically ordered concepts, divided into twelve lexical-semantic subclasses, partially combined into three groups of categories and presented as a structured system consisting of a core and a periphery. The analysis of the dynamics of defended dissertations, the examination of the distribution of dissertations by majors and scientific degrees, the study of the frequency of mentioning the branches of economics in the topics and, accordingly, the degree of branch orientation of the works made it possible to quantitatively assess the scope and identify trends in scientific research, the formation of a conceptual field based on the results of cognitive generalizations and with the help of mapping made it possible to verbalize qualitative parameters, demonstrate the content, variability and lexical-semantic interconnection of scientific research.

Consideration(S) of the Consequential Effects of Quality Indicators for Sustainable Development in Health Care Practice and Delivery

Indicators play a major role in organizing, monitoring, and evaluating quality improvement in health care. They reflect the existing and desired level of service delivery, making it possible to define measures to achieve the desired level, monitoring their implementation and the success of the programme. The idea of the usefulness of accurate indicators in ensuring sustainable development is currently beyond doubt and acts as a paradigm (generally accepted truth) in the ideology of sustainable development. The purpose of this article is to demystify this paradigmatic status and draw attention to the important side effect of their use. It is the phenomenon of an alternative way to improve indicators (AWII) – identifying and using opportunities to improve indicators without improving the quality of medical services. The article discusses the prevalence of this phenomenon, its main types, the dependence of the type AWII on the characteristics of a used quality indicator, their role in distorting the link between quality indicator readings and actual quality, the conditions stimulating the use of AWII, and barriers that oppose its use. A system of measures aimed at the timely prevention of AWII is discussed.

ФИЛОСОФСКИЕ ОСНОВАНИЯ КОНЦЕПЦИИ УСТОЙЧИВОГО РАЗВИТИЯ РОССИИ

The paper analyzes the concept of “sustainable development” as an element of philosophical theory and social practice. The philosophy and ideology of sustainable development, which emerged in the 70s and 80s of the last century, became the basis for the revision of the development strategies of national states in the modern global space. On the basis of the philosophical methodology, the genesis, essence, onto-epistemological, socio-philosophical and axiological foundations of the paradigm of sustainable development, its value for Russian society and the state are investigated. The article identifies modern factors influencing the sustainable development of Russia and gives characteristics of the most risky and destabilizing of them and those that keep Russian society and the state in a stable state and create conditions for achiev- ing the national development objectives of the Russian Federation for the period up to 2030 through the implementation of the national projects.

Transfer of Social Facilities from Social Responsibility Policies of Companies into Collective Labor Agreements

Since the second half of the twentieth century, in the liberal world economy, the idea has emerged that the benefit of entrepreneurs must be harmonized with environmental protection, safety and health measures for workers and the provision of extra-wage earnings. This 'fad' - underpinned by the philosophy of human rights and the ideology of sustainable development - is called 'corporate social responsibility' (CSR). Initially developed as an economic practice in the United States, corporate social responsibility has become a general hallmark of economic activities across the globe. In Romania, the most popular CSR measures are: meal vouchers, medical fringe benefits, training programmes and covering the costs of professional certifications, flexible working hours or working from home, access to gyms and lifestyle benefits, bonuses and bonuses, company car, holiday vouchers, mobile phones and high-performance laptops.

Soil science in the constructive-biosphere paradigm of nature management

In accordance with the ideology of sustainable development of the biosphere, a constructive-biosphere paradigm of agricultural nature management is proposed, which focuses on the projecting of agricultural landscapes and knowledge-intensive agricultural technologies. The transformation of ecological functions of the landscape into socio-economic ones is considered as a projecting mechanism. In the face of this paradigm, which is Dokuchaev’s originally, the concept of soil fertility is being developed as a combination of ecotopic and biopedoecological functions of soils and the associated ecological and socio-economic functions of agrobiocenoses. A new methodology of agroecological and economic assessment of lands for the projecting of agricultural landscapes and knowledge-intensive agricultural technologies has been substantiated.

Sustainable Development as a New Component of Corporate Social Responsibility

Purpose is to study the essential basis of the concept of sustainable development as a new component of corporate social responsibility.Methods: the research is based on a systematic approach to the understanding of corporate social responsibility. The analysis of the state and trends of sustainable development was carried out using the retrospective method, comparative and economic-statistical analysis, as well as the method of data visualization, which allowed us to form a holistic view of the essence and receptivity of Russian business to the ideas of sustainable development.Results: the article substantiates the importance of socially responsible business practices in terms of the concept of corporate social responsibility. Today, it is considered as an umbrella concept, the central place in which is given to sustainable development. A historical retrospective of the formation of the term "sustainable development" is carried out. The content of ESG factors used to assess the contribution of companies to achieving the triune outcome of sustainable development is revealed. The identified indicators of commitment of board members to sustainable development issues allowed us to state that most companies are taking measures to integrate sustainable development issues into the overall strategy of companies and issue non-financial statements. This has which generally positively affects the interest of the investment community in such companies. The special requirements for the content of non-financial reports are described, and the priority of the sustainable Development Goals for Russian companies is analyzed. The author draws a conclusion about the reasons for the weak involvement of Russian business in the selection and achievement of sustainable development goals and suggests solutions to promote the concept of sustainable development in the Russian business community.Conclusions and Relevance: the close attention paid to the sustainable development agenda by the world community and business proves the relevance of solving a whole range of environmental and social problems. The integration of sustainable development issues into the overall strategy of companies, covering an increasing number of companies, allows for strategic initiatives in the ideology of sustainable development with a tendency to expand the planning horizon. Taking into account the increased attention of the investment community to business projects based on the principles of sustainable development, the management of companies realized the need to issue non-financial statements with the inclusion of data that meet special requirements for the disclosure of ESG topics. In addition, the company's requirements for transparency of companies' activities and for their accountability on the results of their impact on the environmental and social situation are supplemented by new requirements in the field of disclosure of the quality of corporate governance. In these circumstances, the role of the top management of companies in promoting the ideology of sustainable development is undeniable. At the same time, the majority of Russian companies do not yet demonstrate a sufficient understanding of the connection of global environmental and social problems with their business, which is clearly reflected in the choice of sustainable development goals.

Developing the paradigm of environmental management in agriculture (to the 175-th anniversary of V.V. Dokuchaev)

The main stages of the formation of ecological paradigms of environmental management are considered, the fundamental role of V.V. Dokuchaev ideas and the importance of following V.I. Vernadskiy works in their development are shown. The role of scientists of the Club of Rome in the development of the ideology of sustainable development and its controversial perception by the world scientific community is reflected. The analysis of the existing paradigms, in particular of the co-evolutionary paradigm, and its implementation in the theory and practice of adaptive-landscape farming systems is given. The priority tasks for its improvement are defined. Further prospects for its development are considered in the framework of the proposed constructive-biospheric paradigm of environmental management, which implies the creation of a network of agricultural landscapes (agricultural, water, land reclamation, agro-industrial, rural forestry, livestock, residential) in compliance with the ecological status of the territory. The grouping of ecological functions of the landscape and mechanisms of their transformation into socio-economic functions are considered as tools for landscape-ecological planning and design.

Global benchmarking for monitoring environmental, economic, and social performance for metallurgical production enterprises

The development of the ideology of sustainable development stimulated the emergence of companies’ Performance Management Systems with an emphasis on the environmental aspects of their activities. Benchmarking, as a modern management tool, is often used for competitive analysis and setting development goals. This study’s scientific problem is to assess the feasibility of applying benchmarking studies to assess the global industry’s environmental aspects. The purpose of the study is to identify the prerequisites for using benchmarking to improve environmental performance, as well as to identify best practices among world-leading companies. For benchmarking, a logical information model is proposed in the study. On its basis, eight world leaders were selected, trends in the industry’s development were analysed, and reference values of environmental indicators were established. For environmental performance assessment, it is proposed to use such indicators as greenhouse gas emissions, energy consumption, material efficiency, environmental management systems. Comparative benchmarking analysis of world leaders and 16 largest Ukrainian companies allowed determining the reserves for increasing environmental performance. The directions for increasing environmental performance are Investment in resource-saving technologies, production of higher value-added products, investments in energy-saving and new technologies, improvement of management systems, and certification. These ideas are complemented by recommendations for improving environmental performance, based on the Circular Economy Concept’s philosophy and Industry 4.0. The study’s practical significance is that Ukrainian companies can use their results to achieve higher environmental and economic outcomes.

System theory as the foundation of sustainable development ideology

The social, environmental and economic subsystems are investigated in the framework of systems theory. Using a systems-integrated approach as an analysis tool, it is determined that the study of the links between elements, structures and subsystems provides the very foundation on which the ideology of sustainable development is based. The purpose of this article is to use systems theory to ground the ideology of sustainable development in the context of the socio-ecological-economic system. The main reason for the need to form a socio-ecological-economic system is the contradiction between the interests of society in the conservation and protection of the environment and the interests of economic entities aimed at maximizing profits in any way. This contradiction is due to the presence of external factors that arise in the process of system development and the formation of sustainable development of the country. In the proposed system, the unity of the three components, nature, population and economy, is the most important dominant, so the socio-ecological-economic system is understood as a set of interrelated elements of demographic, social, natural, industrial and institutional character, without which the existence of a common system is impossible. It is advisable to single out the socio-ecological-economic systems that are synonymous with the concept of region or regional system and contain three subsystems: social, environmental and economic. These subsystems are comprised of the following components: population and population, natural resources and production components, infrastructure and the like. The proportions of the economy should be shaped by the need to comply with environmental constraints. This will achieve coherence between the economic and environmental components of sustainable development. Mutual reconciliation of the development of economic and social components is ensured if economic growth is shifted from an end in itself to the goal of meeting social needs. In other words, economic growth must be accompanied by adequate social transformations and contribute to solving the problem of improving the quality of the environment. Otherwise, the growth of the economy will be devoid of any meaning in terms of the needs of the human community.

Regional case study of Sustainable Development Goals implementation: Informal education and third mission of universities

The aim of the study is to introduce practical experience and explore the possibilities of sustainable development ideology in the region and to involve youth activists in international processes of regional reflection. Objectives: research of possibilities of youth organizations and universities in realization of non-formal education for overcoming environmental problems in the region; development of practical experience in realization of environmental education for sustainable development (ESD); development of pedagogical technology for non-formal work; creation of pedagogical model of interaction of different segments of youth organizations. Methodology: creation of the World Water Forum youth model. Work directions: adaptation of the international agenda to the regional one (Baikal region) and creation of the pedagogical model of practice-oriented work of youth communities for implementation of the third mission of HEIs. Regional ministries, youth government of Irkutsk region, colleges and universities of the region were involved in the model development. As a result of the thematic groups’ work, an inventory of the region’s problems was made by the activities of each working group; lists of the most promising areas of work to improve the environmental and social situation in the region were compiled; and road maps to achieve the set goals for up to 5 years were developed.

The Sustainable Development Ideology

The author treats the concept of sustainable development as an ideology in which ecological assumptions have replaced economic assumptions, and humanity is still considered a means of action, not an end. The author illustrates the meaning of this ideology by showing its history from the report of the Club of Rome from 1972, through subsequent reports of this club and its head Lester R. Brown, up to UN reports entitled Agenda 2021 and Agenda 2030. The author analyses this latter document and the guidelines contained in it based on the assumption that the population of the Earth should be limited, also mechanically, at the expense of the death of unborn children, rather than by a more even distribution of goods, which would decrease the population growth in a natural way. According to the author, these assumptions can be seen in the approach of the signatories of these documents to the issue of the overpopulation of the Earth and in their uncritical support for the controversial theory of anthropogenic global warming. Many objectives of these agendas include slogans that sound extremely noble, but are practically impossible to achieve or their implementation would limit the freedom of farming and civil liberties in general.

КОНЦЕПТУАЛЬНІ СТРАТЕГІЧНІ ПРІОРИТЕТИ РОЗРОБЛЕННЯ СТРУКТУРНОЇ ПОЛІТИКИ СТАЛОГО РОЗВИТКУ АГРАРНОГО СЕКТОРУ ЕКОНОМІКИ: НАЦІОНАЛЬНИЙ І РЕГІОНАЛЬНИЙ АСПЕКТИ

Introduction. The development of the agrarian sector in modern economies is globally linked to the need to implement the ideology of sustainable development as a strategic model of socio-economic entry into the future. We consider it reasonable to consider the factor of sustainable development in the regulatory actions of the state in relation to various spheres of life, in particular, regarding the development and implementation of concepts of structural policy for the development of the agricultural sector. For Ukraine, this formulation of the problem is actualized by the national peculiarities of the place of the agrarian complex in the mechanism of formation of national welfare. Purpose. To substantiate the conceptual strategic priorities of the structural policy of sustainable development of the agrarian sector of the economy, taking into account the national and regional aspects. Results. Priorities of structural policy in institutional support of development of agrarian sector in Ukraine and mechanisms and instruments for their implementation have been established. The priorities include the formation of mechanisms of interaction between the state and business, the development of a system of agricultural advisory services, the development of agriculture and small-scale agrarian business, the creation of an effective system of cooperation, the introduction of instruments for regulation of the agro-food market adapted to domestic realities, the formation of an effective market infrastructure and accessible system. The institutional framework for implementing these priorities is reflected in a number of legislative and programmatic documents. The necessity to implement a structural policy towards applying the concept of competitive advantage of regions is substantiated. For indicative assessment of such opportunities and directly in building a model of sustainable development, we propose to form the agrarian profile of the region. Originality. It is offered as an information basis for the formation of structural agrarian policy of introduction of agrarian profile of the region - assessment of potential and competencies that are related to the process of organization and implementation of agribusiness: structure of gross production; species characteristics of crops grown in the field of crop and animal husbandry; the share in the total production of dominant crops of national exports; natural and climatic conditions of production; development of the processing sector and infrastructure of the agricultural market; personnel potential. Conclusion. Successful implementation of the measures of the state-defined structural policy to ensure quality socio-economic transformations is possible only under the condition of systematic stimulation of innovative development, and in the strategic dimension - introduction of an innovative model of industry functioning. Therefore, in the sectoral view, structural policy and its economic mechanism should organizationally provide for structural transformations towards the innovation of the industry and the sectors related to it. The key to the noted effectiveness should be the development and practical implementation of the conceptual strategic priorities of structural policy adapted to Ukrainian realities.

SUSTAINABLE DEVELOPMENT OF ECONOMIC SYSTEMS: PROJECT-DECENTRALIZATION APPROACH

Topicality. The conceptual foundations of institutional support for the development of regional economic systems around the world are in state of constant transformation according to the impact of key topical trends. During the last two decades, the EU has adopted policy of active investment support for the development of local destinations, territorial centers of resource concentration and economic growth. The general rules of the investment activities conducting are combined with targeted measures of support for the implementation of strategically significant projects. The emphasis in the European regional policy has shifted towards the will of the investments attracting so much that, in fact, the whole policy of stimulating of regional sustainable development has turned into investment policy. An important task for the practical implementation of tools for a project, decentralization approach is the development of methodical tools for the preparation and execution of priority investment projects in the territorial communities in order to develop scientific and applied tools. Even the consideration of specific practical situations is urgent with the purpose of generation of new organizational and economic mechanisms that are to stimulate investment development of territories. Despite numerous theoretical and applied developments in the field of the socio-economic development stimulation of regions and territorial communities, the questions remain unanswered regarding the methodological bases for regulation of priority areas of economic activity of territorial communities and methodological approaches to selection, assessment of the degree of perspective and promotion of implementation of priority investment projects taking into account the specifics and the concentration of local resources. In more specific and applied aspects, the issue of project incentives for socio-economic development of communities is unresolved for the conditions of the national economy, on the basis of decentralization reform and taking into account the requirements of the ideology of sustainable development. Also, the description of various situations with the organization of socio-economic development of the territorial community in the conditions of decentralization, as an example of concrete projects, is still insufficiently considered.Aim and tasks. The purpose of the article is to formulate conceptual foundations, methodological approaches to the stimulation of the sustainable development of territorial communities in the conditions of decentralization, using the best European principles, practices and on the basis of specific situation description of the development and implementation of a long-term investment project for the territorial community. Consideration of the prospects and key aspects of the implementation of investment projects will be considered on the example of the planned association of the Lyman united territorial community of the Tatarbunarian district of the Odessa region.Research results. The conceptual, methodical principles of project support of investment activity in territorial communities are considered, algorithm of selection and support of investment project realization, which is a priority for the territorial community, is defined. There is considered, on the example of the Lyman United Territorial Community, a project on integrated recycling and rational waste management, the results of which the experts of the Institute for Market Problems and Economic & Ecological Research of the National Academy of Sciences of Ukraine with representatives of the future community testify to the demand for an individual, pro-project approach to the solution of territorial communities problems, on the basis of local features. Thus, in the considered example, taking into account the specifics of composition, volumes, garbage structure and taking into account the seasonal fluctuations in its formation, the original methods are proposed that are available for the community during the processing of waste products into useful products, which are in demand, first of all, in the domestic market segment of the same community. The economic, social, ecological effectiveness of this project is determined, prospects of viability and opportunities for project development are estimated.Conclusions. The experience of working with representatives of territorial communities in the field of implementation of scientific and applied developments to stimulate the socio-economic growth of economic systems on the basis of sustainable development suggests the need for methodological tools on planning sustainable development of territorial communities in the context of decentralization reform.The prospects of the proposed approach include the possibility of local administration and application of measures of economic and organizational assistance for the implementation of such unique projects by the very same territorial community. Support for promising investment projects can be carried out directly by the administrations of territorial communities on the basis of scientifically substantiated principles concerning economic, tax, organizational and other types of regulation.

IDEOLOGICAL DISCOURSES ON ENVIRONMENT IN BALI TOURISM DEVELOPMENT

The environment is increasingly occupying important issues in all aspects of life including the tourism business that is often highlighted to ignore the environment. Because it is so crucial, it is constantly discoursed not only in local and national contexts but more globally. In these evolving discourses, it turns out that there are a number of ideologies that show the interests of those who discoursing them. This research uses qualitative approach, and scientifi cultural studies paradigm. The purpose of this research is to know the ideologies of global, national and local environmental discourse. Research results show that based on the global ideology of sustainable development, there are ecological sustainability, economic sustainability, and social sustainability. Ideology of national environmental discourse which is a transformation from developmentalism ideology (modernization) can also hegemonize company industry, society, with legitimizing by law and regulations issued about tourism and environment, so that the sustainability of development can be achieved. The ideology of local environmental discourse there are various local knowledge (local genius) related to the environment that has been practiced by certain countries, especially the developing countries, where tourist destination areas such as Bali have run it through religious ritual, as well as through the daily life of the community .

THEORETICAL FOUNDATIONS OF SUSTAINABLE DEVELOPMENT OF THE AGRI-FOOD SPHERE

The article highlights the historical preconditions and principles of sustainable development of theagri-food sphere. The analysis of the evolution of the categorical content of sustainable development iscarried out. It has been noted that the main ideology of sustainable development is the integration andharmonization of the ecological, economic and social spheres of society. It is shown that the concept ofsustainable development has an interdisciplinary character, so it should be considered in many aspects andstudied from different angles.
