Problems and Directions of Cooperation of the National Rescue and Firefighting System with the Structures of Local Self-Government

Cel: The aim of the article is to identify directions for improving cooperation between the national rescue and firefighting system (KSRG) and local government units. The authors of this article have analysed the structure of KSRG and the powers of local government in the area of public safety, with particular emphasis on issues relating to the principles of operation, potential and tasks of the rescue and firefighting system, as well as the organizational structure of local government and its tasks in maintaining public safety. The discussion of the cooperative strategy of KSRG and local government units was also a contribution to formulating conclusions and postulates that can be used to set new directions for improving cooperation between the two entities. This is important due to the fact that they play an important role in building a security system for citizens and their property. Wprowadzenie: Ensuring security is one of the top priorities in every country’s policy. In the area of public safety, in addition to national units (State Fire Service, State Medical Rescue) and local government units, properly prepared, organized and specialized formations such as OSP, ZHP, WOPR, GOPR, TOPR and others also participate. Regardless of the type of security units, in any case, the identification of potential hazards is the basis for planning preventive measures, it allows to define the areas that involve the greatest risk of natural disasters and technical failures. Metodologia: The article uses theoretical research methods, including an analysis of the provisions of the Act on Fire Protection, the Regulation on the Detailed Organization of the National Rescue and Firefighting System, the provisions of the Constitution of the Republic of Poland, the Act on Volunteer Fire Brigades and the acts regulating the status and tasks of local government. The article discusses the structure and tasks of the national rescue and firefighting system, with particular emphasis on the cooperation of KSRG with the local government units. The publication also formulates de lege ferenda postulates. While presenting proposals to improve the cooperation of entities operating within KSRG, the authors also used their knowledge and experience gained during many years of work and service for fire protection. Wnioski: The national rescue and firefighting system is an integral part of our country’s public safety system. The experience of recent years has confirmed that it is an effective guarantee of the safety of people and property, while its structure forms a coherent system of rescue forces and resources centred around various entities. Constant technological and political-economic changes impose the need to improve the system and adapt it to current social needs. Therefore, the development of KSRG still requires setting new tasks and looking for solutions to effectively achieve the goals of the system. An important element to improve the operation of KSRG is the construction of the best possible form of cooperation between the rescue formations of the PSP and OSP and local government, since effective security protection is not possible without the cooperation of government and local administration. Identification of Potential Hazard and Halal Control Points for Perishable Food During Food Logistics

Food logistics services is a fast-paced and globalized industry that enables short-lived and perishable supply chains transported from initial sources to customers within weeks, days, and sometimes hours. However, some concern arises as it poses several risks and exposes the food to hazards due to quick handling and the large volume involved. This paper briefly discusses the types of hazard associated with halal food logistics and identify the potential source of hazards that may occur during the activities. The study focuses on perishable food. The study identifies hazards during product handoffs or transfers at ports, transfer facilities, distribution centres (movement into or out of), and customer deliveries. The result established two out of the eight logistics activities evaluated to have control points (CP) and halal CP; which are storage temperature checks and product packaging and repackaging activity such as the need to do segregation, temperature control and packaging during food transport. The study suggests control measures to reduce or prevent the hazard. The information presented here is valuable for the food logistics providers in delivering products to the customer in adequate condition at the right time.

A Method for Analog Space Missions Risk Analysis

In this paper, we provide a general risk evaluation method for analog simulation missions, in terms of identification of potential hazards and risks, which could affect the positive outcome of a pre-designed mission. The risk analysis method considers the risk evaluation of each mission's foreseen experiment, and the evaluation of other general factors which could have an impact on the entire operation. The scope of this analysis is to ensure that all the undertaken operations are analysed and well defined. We paid special attention to the assessment of the safety issues related to the execution of the experiments. The methodology includes elements of the Fault Tree Analysis (FTA) and the development of a specific risk-reduction strategy, appropriately scaled and simplified for the space simulation mission scope. Also, we introduced the Risk Cube concept, a new useful tool that can be applied to other types of Space missions. It represents a higher level of abstraction, yet characterized by a simpler approach. The added value of the Risk Cube concept is that it is possible to identify all the domains of occurrence of the risks, visualize the interconnection of the different risks, and contribute to creating a mental map whose aim is to identify all the possible factors and requirements that could have some influence on the outcome of the risk analysis.

Geotourism Hazards and Carrying Capacity in Geosites of Sangkulirang-Mangkalihat Karst, Indonesia

The protection of resources and the safety of visitors are two essential elements in the sustainability of any tourism destination. The Sangkulirang-Mangkalihat karst has the potential to be developed as a UNESCO Global Geopark based on the diversity and unique nature of its geological heritage. Proper management efforts should be carefully planned to ensure sustainability of the geosite. Intact natural conditions can be a potential hazard to visitors and, conversely, the presence of visitors can interfere with the natural preservation of the sensitive karst area. Physical, biological, and human activities that may endanger visitors should be identified and limiting the number of visitors received by each geosite should also be considered. This paper aims to identify the potential tourism hazards of physical, biological, and human activities and to calculate the tourist’s carrying capacity of three geosites (Tewet cave, Nyadeng lake, and Bloyot cave) in the Sangkulirang-Mangkalihat karst. The identification of potential hazards was conducted in each geosite and analyzed and assessed using management options referencing UNEP, NPSA, and APEC, whereas the carrying capacity was assessed with reference to the Cifuentes formulation. Meanwhile, the carrying capacity was assessed at three levels, namely physical carrying capacity (PCC), real carrying capacity (RCC), and effective carrying capacity (ECC). The highest physical and biological hazards were the ravines in the Tewet cave, as well as a moderate level of risk, such as slippery, steep terrain and the presence of crocodiles. Meanwhile, the potential hazards faced by Nyadeng lake and Bloyot cave were classified as low risk. The carrying capacity assessments indicated that Bloyot cave is able to accommodate the largest number of visitors on a daily basis. Therefore, the carrying capacity results of each geosite can serve as a reference for managers to limit the number of visitors to the site in order to ensure the sustainability of Sangkulirang-Mangkalihat geosites.

A Community service program (PKM) is a program designed for community empowerment. Mojorejo Village, Ponorogo Regency, East Java, Indonesia, is a village with bamboo producers and human resources who have expertise as woven bamboo craftsmen. The community service program aims to develop safe woven bamboo production, with the ultimate goal of increasing the income of the community in Mojorejo Village and reducing the risk of work accidents for bamboo woven craftsmen. This program uses a Participatory Rural Appraisal (PRA) approach, and identification of potential hazards, where in the program implementation it uses focus group discussions, training, socialization, counseling, and mentoring. The result of this program is an increase in the health and safety of woven bamboo craftsmen and an increase in the community's economy through product development.

Comparison of Machine Learning Methods for Potential Active Landslide Hazards Identification with Multi-Source Data

The early identification of potential landslide hazards is of great practical significance for disaster early warning and prevention. The study used different machine learning methods to identify potential active landslides along a 15 km buffer zone on both sides of Jinsha River (Panzhihua-Huize section), China. The morphology and texture features of landslides were characterized with InSAR deformation monitoring data and high-resolution optical remote sensing data, combined with 17 landslide influencing factors. In the study area, 83 deformation accumulation areas of potential landslide hazards and 54 deformation accumulation areas of non-potential landslide hazards were identified through spatial overlay analysis with 64 potential active landslides, which have been confirmed by field verification. The Naive Bayes (NB), Decision Tree (DT), Support Vector Machine (SVM) and Random Forest (RF) algorithms were trained and tested through attribute selection and parameter optimization. Among the 17 landslide influencing factors, Drainage Density, NDVI, Slope and Weathering Degree play an indispensable role in the machine learning and recognition of landslide hazards in our study area, while other influencing factors play a certain role in different algorithms. A multi-index (Precision, Recall, F1) comparison shows that the SVM (0.867, 0.829, 0.816) has better recognition precision skill for small-scale unbalanced landslide deformation datasets, followed by RF (0.765, 0.756, 0.741), DT (0.755, 0.756, 0.748) and NB (0.659, 0.659, 0.659). Different from the previous study on landslide susceptibility and hazard mapping based on machine learning, this study focuses on how to find out the potential active landslide points more accurately, rather than evaluating the landslide susceptibility of specific areas to tell us which areas are more sensitive to landslides. This study verified the feasibility of early identification of landslide hazards by using different machine learning methods combined with deformation information and multi-source landslide influencing factors rather than by relying on human–computer interaction. This study shows that the efficiency of potential hazard identification can be increased while reducing the subjective bias caused by relying only on human experts.

The importance of safety learning to increase student awareness when working in laboratories in vocational education institutions

Laboratory is the most important instrument in vocational education. That is a place where student working in vocational education institution. Therefore, big attention for safety aspect becomes the priority. Students practiced under the risk. Thus, they needs safety and healthy in working environment, especially in laboratory. The identification of potential hazards and risks must be done in Laboratory. This study have assessed 5 of potential hazards and risks in Politeknik Negeri Medan laboratory by Likert Scale. This object was divided into 2 assessment, namely likelihood of hazards and severity of consequences. The data are collected based on questionnaire results that involving 100 students with random academic level. The result shows that the highest state is chemical hazards, which accounted for 73.2% in likelihood of hazards, meanwhile electrical hazards contributed of 85% in severity of consequences. These condition are classified as “high” state. The specific attention must be given to “high” state. The action plan table giving an information literacy to help us for determining mitigate action.

USULAN PERBAIKAN PADA PENERAPAN SISTEM MANAJEMEN KESELAMATAN DAN KESEHATAN KERJA DI PT. SURYA TOTO INDONESIA TBK DIVISI SANITARY DENGAN METODE HIRA DAN FTA

Identification of potential hazards and risk assessments are part of the occupational safety and health program in the risk management stage, which is conducted in an effort to prevent work accidents and occupational illness. The purpose of this research is to identify the potential hazard in PT Surya Toto Indonesia Tbk Sanitary division and analyze the root cause and give suggestion of improvement. Location and time of observation is PT Surya Toto Indonesia Tbk in April until May 2017. Object of observation is potential danger in section Slip Preparing PT Surya Toto Indonesi Tbk. The methods used by the researchers are HIRARC and FTA. The identification of potential hazards and risk assessments undertaken by researchers together with experts, which in this case are OSH officers and local supervisors, resulted in 25 different risks. With the following division, 2 low risk level, 10 medium level risk, 11 high risk level and 2 extreme level risk. After handling by the management of the company against the risk of extreme and high level, there is risk to be 2 high risk and 11 medium level risks. To reduce the value of risk, companies can make safer working conditions and better supervision of employee's unsafe behavior. Studies of the Impact of Hydrogen on the Stability of Gaseous Mixtures of THT

One of the most important requirements concerning the quality of natural gases, guaranteeing their safe use, involves providing the proper level of their odorization. This allows for the detection of uncontrolled leakages of gases from gas networks, installations and devices. The concentration of an odorant should be adjusted in such a manner that the gas odor in a mixture with air would be noticeable by users (gas receivers). A permanent odor of gas is guaranteed by the stability of the odorant molecule and its resistance to changes in the composition of odorized gases. The article presents the results of experimental research on the impact of a hydrogen additive on the stability of tetrahydrothiophene (THT) mixtures in methane and in natural gas with a hydrogen additive. The objective of the work was to determine the readiness of measurement infrastructures routinely used in monitoring the process of odorizing natural gas for potential changes in its composition. One of the elements of this infrastructure includes the reference mixtures of THT, used to verify the correctness of the readings of measurement devices. The performed experimental tests address possible changes in the composition of gases supplied via a distribution network, resulting from the introduction of hydrogen. The lack of interaction between hydrogen and THT has been verified indirectly by assessing the stability of its mixtures with methane and natural gas containing hydrogen. The results of the presented tests permitted the identification of potential hazards for the safe use of gas from a distribution network, resulting from changes in its composition caused by the addition of hydrogen.

The purpose of this study was to determine the potential physical hazards in the PPKS PTPN VII Bekri Business Unit. This type of research is interviews and observations that aim to find an overview of the assessment of physical potential hazards in the palm oil processing PT. Perkebunan Nusantara VII Bekri business unit. The physical potential hazards found in the Palm Oil Processing Plant (PPKS) are the potential hazards of noise generated by machines> 85dB, hot working climate inside the factory, vibrations from the processing process, and improper lighting in the factory. Physical potential hazards contained in the PPKS unit are auditory and non-auditory disturbances on the dangers posed by noise, headaches and dehydration as well as attacks that can arise due to heat, discomfort due to inappropriate lighting resulting in potential work accidents and the appearance of musculoskeletal disorders due to a potential vibration hazard

Operational Risk Assessment Of Ship To Ship Transfer In The FSRU Lampung Using Risk Matrix Method

Risk management is very important for companies in maintaining the sustainability of the company, especially in companies that have quite high operational risks, such as in PT PGNLNG Indonesia, which operates the FSRU terminal in Lampung. Risk management is a tool to protect the company from every possibility that harms the company. In the Ship to Ship (STS) activity, which is the process of berthing on an LNGC to the Lampung FSRU, LNGC will then move a number of LNG cargo to the tanks in the FSRU. This work is very risky, it will need comprehensive mitigation to be done, one of them is the Risk Matrix method. This research was conducted to determine the risk and level of risk in implementing STS in FSRU Terminal, using data on the results of risk mitigation contained in Hazard Identification and Risk Assessment (IBPR). Then the data is analyzed using the Job Safety Analysis (JSA) method combined with Risk Assessment for risk assessment to facilitate identification of potential hazards that might occur. From these data, 9 sources of potential hazard were obtained in STS activities, then the risk rating calculation and assessment were carried out. After the receipt rating is known, the next step is to mitigate these risks.

Analisis Potensi Bahaya dan Penilaian Risiko K3 dengan Metode Hazard and Operability (HAZOP)

Gamelan Industry Center of Ponorogo Regency has a variety of potential hazards (low to extreme categories) from the production process. However, the level of workers aware of the importance of occupational safety and health is still low. The purpose of this research is to analyze the potential for hazards and assess risk with the Hazard and Operability (HAZOP) method in the Gamelan Industry Center. This research is an observational descriptive study. The research object examined was the hazards and risks of occupational safety and health in the Gamelan Industry Center. The stages in the research are the identification of potential hazards and risk assessment using the HAZOP method. The results of the analysis show that there are 10 types of potential hazards and 17 kinds of risks in the Gamelan Industry Center, namely 12 extreme risks, 14 high risks, 32 moderate risks, 8 low risks. The most dominant potential hazards are noise, with an average noise intensity of 99.85 dB so that it can cause hearing loss in workers. Proposed improvement in the form of administrative improvements includes the provision of PPE that is by workers' needs, applying 5R to industry, making SOP for the use of tools and materials.

Development of Safety Plan Based on Work Breakdown Structure to Determine Safety Costs for Building Construction Projects. Case Study: Lower Structure Building

The construction industry has an important role in the economic development of the country, especially developing countries. However, along with the increase in the construction sector, work accidents in the construction sector also increased. This accident has a negative impact on the project, such as loss of life, material, time, and others. The risk of workplace accidents can be prevented through a well-designed safety management system. The prevention of the workplace accidents can be done by identifying potential hazards that occur in each activity contained in the work breakdown structure (WBS). Identification of potential hazards is needed to be planned well so that the construction companies can take the best preventive action against any potential hazards that exist in each activity of the construction projects, so the safety performance can be improved. After the potential hazards have been identified, then the preventive actions are taken to control the hazards to minimize the safety risk rate. The implementation of safety programs requires costs. But there is no separate budget in this sector that make the implementation of the safety management is still not optimal. Thus, the financing of the safety management system was taken from the project budget, which led to a reduction in the profits of construction companies. This study aims to develop the cost of safety management system based on work breakdown structure on the building lower structure work. The results of this study are the standardized WBS of the lower structure of buildings, potential hazard sources in the lower structure of the building construction projects, the preventive action to each potential hazards in each activity, and finding the safety cost components based on work breakdown structure with the aim of improving the quality of the occupational health and safety management system and reducing work accidents in the building construction projects.

Auditoria ambiental como fator representativo para as organizações

A Auditoria Ambiental é uma técnica recente n Brasil. Essa ferramenta passou a estar presente do dia-a-dia das empresas, tanto na procura pela certificação, de acordo com a norma NBR ISO 14001 (2004), quanto pelo rigorismo imposto pela legislação ambiental, ou até mesmo pela exigências nos âmbitos estaduais, para que sejam realizadas auditorias ambientais, partindo do pressuposto de que a auditoria age como um instrumento no controle do atendimento a políticas, práticas, procedimentos e/ou requisitos estabelecidos na tentativa de reduzir ou até mesmo evitar a degradação ambiental. Diante desse contexto, o objetivo desse estudo é analisar o processo de implementação de uma Auditoria Ambiental, e quais os possíveis benefícios para as organizações. Trata-se de um estudo exploratório, utilizando-se procedimentos de investigação bibliográfica e documental, através de análise de revisões bibliográficas relacionadas ao tema em estudo. Os resultados apontaram que, dentre os benefícios das auditorias ambientais, podem ser enumerados: o comprometimento com o processo produtivo e a implementação de melhorias contínuas, induzem ao uso de tecnologias limpas, a utilização eficiente de recursos disponíveis (matéria-prima), correto gerenciamento do lixo industrial, bem como na identificação de perigos e riscos potenciais, além de estar atrelado ao crescimento econômico, na busca por alternativas que proponham o desenvolvimento sustentável, uma vez que a Auditoria Ambiental não é apenas mais um diferencial competitivo.

Mapping Geological Structures in Ilbisil Area, Kajiado County Using Remote Sensing Techniques

This project is all about the applications of remote sensing techniques in mapping the geological structures in Ilbisil area, Kajiado county. Lineament mapping constitute a very important process in the field of Geology and Earth Sciences. Much of the exploration work, mapping and the exploitation of natural resources including oil and gas, ground water and other hydrocarbons rely on a thorough understanding of the geological structures within an area and the ability to interpret the result from analysis before the exploitation process begins. This increases success rates while reducing cost and time associated with geophysical surveys. Understanding structures is the key to interpreting crustal movements that have shaped the present terrain. Geological structures play an important role in mineral and hydrocarbon exploration and potential hazard identification and monitoring. Structures can also indicate potential locations of oil and gas reserves by characterizing both the underlying subsurface geometry of rock units and the amount of crustal deformation and stress experienced in a certain locale. Remote sensing has the advantage of covering a huge area while data about features at different frequencies recorded in different spectral bands which can be exploited to obtain information about the structural geology of the area. The area of study is characterized by dense forest vegetation with bushes and thickets with difficult access, scarcity and discontinuity of the available outcrops. Geological and structural mapping therefore in this type of environment is difficult, time consuming, expensive and even dangerous and sometimes dangerous. All these factors constitute a major problem for the accurate geological mapping in the area.This study attempts to employ the use of modern satellites technology in trying to map the near surface structures and to compare and update the existing structural and geological maps. Satellite imagery have a synoptic view of the earth’s surface and therefore it is possible to acquire data in inaccessible and in huge areas. The objective of this study is to map the geological structures in Kajiado area using remote sensing techniques. The expected output is to show how the mapping method integrating remote sensing technology is useful for accurate interpretation of geological structures by designing a geodatabase for structural mapping and also to document a methodology for structural mapping using remote sensing technology. The methods to be used in this study include Pan sharpening and image sub-setting, Principal component analysis, Band ratios and combinations, Spatial filtering, Sobel filtering, Edge enhancement and Geodatabase scheme. The materials include; Landsat 8, DEM/ SRTM, Topographical and geological maps and Satellite imagery. Variability management in safety‐critical systems design and dependability analysis

AbstractSafety‐critical systems are of paramount importance for many application domains, where safety properties are a key driver to engineer critical aspects and avoid system failures. For the benefits of large‐scale reuse, software product lines (SPL) have been adopted in critical systems industry. However, the integration of safety analysis in the SPL development process is nontrivial. Also, the different usage contexts of safety‐critical systems complicates component fault modeling tasks and the identification of potential hazards. In this light, better methods become necessary to estimate the impact of dependability properties during Hazard Analysis and Risk Assessment. Existing methods incorporating the analysis of safety properties in SPL are limited as they do not include hazard analysis and component fault modeling. In this paper, we present the novel DEPendable Software Product Line Engineering (DEPendable‐SPLE) approach, which extends traditional SPL processes to support the reuse of safety assets. We also present a detailed analysis of the impact of product and context features on the SPL design, safety analysis, and safety requirements. We applied DEPendable‐SPLE to a realistic case study from the aerospace domain to illustrate how to model and reuse safety properties. DEPendable‐SPLE reduced the effort of safety analysis for certifying system variants.

Analysis of the Potential Hazard Identification and Risk Assessment (HIRA) and Hazard Operability Study (HAZOP): Case Study

This study aims to investigate the potential hazards and accidents that might occur at batik printing PT. Batik Merak Manis and recommends practical solutions to enhance safety and health at the workplace. This research adopts Hazard Identification Risk Assessment (HIRA) and Hazard and Operability Studies (HAZOP) to perform risk identification and assessment in the workplace. There are 17 findings of potential hazards in the production areas of batik printing which can be categorized into five types of hazards including: workers attitude, work posture, work procedure, workstation, and physical work environment. Of the risk assessment, the obtained value of 34% in the category of extreme hazard, 24% hazard in the high and medium category respectively, and 18% lower hazard category. Proposed improvements are made based HAZOP analysis worksheet. The proposed practical solutions include improvements in work attitude, work posture, and physical work environment.
