This review paper presents a strategic framework for project management in digital transformations within public sector education systems. The research contributes to the field by providing a comprehensive guide for decision-making and project planning, emphasizing the importance of maximizing impact and efficiency in digital transformation projects. The implications of the research findings for practitioners and policymakers are discussed, highlighting the framework's potential to drive successful digital transformation initiatives. Recommendations for future research include long-term impact assessment, change management strategies, scalability and sustainability, ethical and privacy considerations, hybrid learning environments, and teacher professional development.
