As an economy of suspended sensations, « clean » violence comes under a particular ethos which is shaping death techniques as well as life techniques, but also contemporary moral systems : de-incarnation. This ethos bears the threat of a generalized revisionism capable of transforming any crime into a humanitarian operation and any massacre into an act of life.

Reuniting of Families.—An important humanitarian operation took place under the auspices of the International Committee on 8 October 1969 at El Qantara on the Suez Canal. This was the 35th reunion of families whose members had been separated since the war in June 1967.

Exchange of Prisoners

Facilitated by the steps which the ICRC had been undertaking for several weeks, an exchange of French and Tunisian prisoners took place on September 10, 1961 in Bizerta. Shortly after President Bourguiba's press conference announcing this exchange, a delegate of the International Committee promptly went to the spot. Acting as an intermediary, he contributed, in co-operation with the Tunisian Red Crescent, towards the accomplishment of this humanitarian operation.
