RENTAL HOUSING IN MULTIFUNCTIONAL COMPLEXES. STANDARDIZATION PROPOSALS

The article considers proposals for changes to regulatory documentation in Ukraine, for the introduction of a new typological unit - rental housing. From the point of view of the historical evolution of residential construction, - replenishment of the typological series of residential buildings with the type of "rental housing", - the return of the concept of "income building", which spread in Europe from the end of the 19th century - the beginning of 20th century. An urgent problem at the moment is the shortage of housing. Including for young families. The war destroyed housing in many cities and towns of Ukraine. As a result, there was a large category of people - temporarily displaced persons. People who, unfortunately, lose their homes every day as a result of rocket and artillery shelling, urgently need to rebuild or build new houses and apartments in the safest possible places. The provision of housing is at the core of human nature as a civilized individual. Thus, according to the model of "Maslow's pyramid" - a diagram that hierarchically represents human needs - these needs are based on physiological needs, and the second place is occupied by the safety of health, property and the future of a person. The following social and psychological factors are based precisely on stability in the field of safety and physiology. Therefore, among other things, it is high-quality and safe housing that will give a person psychological confidence and will be able to influence various social factors at the national level, including the demographic situation, which suffered a very significant negative impact during the war. Providing clear regulatory limits and definitions will allow designers to be armed with clear tools to implement the new typological unit of "rental housing". Implementation of the principle of parametric normalization will allow finding innovative design solutions. Current building regulations of Ukraine do not define "Rental housing" as a separate typological unit. Similarly, in the new National Classification of Buildings and Structures NK 018:2023 [23], the type "rental housing" did not appear, although the Law of Ukraine "On Rental Housing" has currently been adopted in the first reading. The functional classification of housing for temporary residence refers to premises such as residential apartments, apart-hotels, hotel apartments and others - to buildings of public purpose. At present, only such type of individual accommodation as dormitories refers to residential buildings. Therefore, the inclusion of such types of buildings as rental residential buildings in the regulatory documentation in Ukraine is an urgent and socially significant task.

Analysis of residential satisfaction in the conversion of Beijing’s stock buildings into rental housing

This paper investigates the residential satisfaction levels of tenants living in rental housing converted from non-residential stock buildings in Beijing. A stratified random sampling method was used to select 353 tenants from five apartments based on the plan form and location of the units for a structured questionnaire survey. The results of a hierarchical regression analysis indicated that subjective attributes were more influential in determining residential satisfaction than the objective physical and demographic attributes of the apartments. Within the five dimensions of subjective attributes, the "interior space" dimension had the greatest impact on predicting residential satisfaction. In addition, a one-way ANOVA analysis showed that the floor plan of the apartments also played a significant role in determining residential satisfaction, S-type and office park-type (Converted from an office park) layouts received the highest satisfaction ratings. This research provides valuable insights for revitalizing non-residential stock buildings and offers theoretical support for converting more non-residential stock buildings into rental housing in the future.

‘In-betweenness’: migrants experience accessing rental housing in the innerburbs neighborhoods of Santiago, Chile

Migration movements have been happening worldwide, and Latin America has also been part of this global phenomenon, particularly through increased intraregional migration. Chile has emerged as an economically appealing destination, leading to a rapid rise in migration, posing substantial challenges for Chilean cities. The central question guiding this paper is: How is the migrant experience of accessing housing through the informal rental market in the innerburbs areas of Santiago, Chile? This research considers a descriptive analysis of migrants in Santiago, followed by the analysis of the experience of migrants accessing the informal rental market in three districts of Santiago (Conchalí, Cerro Navia, and El Bosque) looking at (1) the available housing supply in online advertisements and (2) analyzing interviews with migrants and key actors. This article argues that migrants residing in innerburbs areas experience a state of ‘in-betweenness’ under a ‘gray’ housing status. This notion considers the legal and spatial aspects of being in an intermediate position.

History lessons. Search for forms of rental housing – experience of Europe and the USA in the 19-20 centuries

The increased international and interregional mobility of people, characteristic of the beginning of the 21 century, stimulates the development of new principles of socially oriented design of rental housing in the interests of preventing inequality and segregation. In this regard, the importance of historical experience increases. The article focuses on some unique foreign experiments of the 19–20 centuries. An attempt has been made to clarify the key types of residential structures for socially vulnerable categories of the population and their architectural and typological features. The object of the study is a residential environment of a rental (municipal) type, the subject of the study is factors influencing the typological evolution of housing for families with household income below average. The purpose of the study is to systematize and summarize new information, critically analyze the experience of improving an economical home and identify its progressive forms.

A Spatial Regression Model for Predicting Prices of Short-Term Rentals in Athens, Greece

Short-term house rentals constitute a growing component of tourist accommodation in several countries and the determination of factors affecting rents is an important consideration in relevant studies. Short-term rentals have shown increasing trends in the city of Athens, Greece; however, this activity has not been adequately studied. In this paper, spatial data of Airbnb rentals in Athens are analyzed in order to indicate the factors which are important for the spatial variation of rents. Factors such as property capacity, host attributes and review characteristics are considered. In addition, several locational attributes are examined. Regression analysis techniques are used to predict the cost per night, according to various explanatory factors, while the results of two models are presented: ordinary least squares (OLS) and geographically weighted regression (GWR). The results of the OLS model indicate several factors determining the rent, including capacity and host characteristics, as well as locational attributes. The GWR model produces more accurate results with a smaller number of independent variables. For the residuals analysis several additional amenities were examined that resulted in a small impact on rents. The unexplained spatial variation of rents may be attributed to neighborhood characteristics, socioeconomic conditions and special characteristics of the rentals.

Eviction and the Rental Housing Crisis in Rural America☆

AbstractEvictions are commonplace in the United States, and their negative consequences are broad and severe. However, research on evictions to date has focused primarily on urban areas, and thus has not addressed the impact evictions have on rural renters. This paper offers the first comprehensive analysis of evictions in rural communities, where the number of renters has been increasing in recent decades. We use Eviction Lab's national eviction database to study the approximately 220,000 evictions filed in rural counties each year. While the majority of rural evictions affect families with a white head of household (57 percent in 2010), eviction filing rates are four times higher among rural Black renters than among rural white renters. Eviction filing rates are highest in heavily Black counties in the rural southeast. While eviction filings are somewhat lower in rural majority‐Hispanic counties, these communities experience low‐quality informal housing and overcrowding. Eviction rates are also higher in rural counties with higher rent burdens and where more households include children.

Housing market convergence: evidence from Germany

ABSTRACT This paper analyses the convergence patterns of German housing prices and rents, employing a new dataset covering the country’s administrative districts. In addition to conventional tests for β -convergence and σ -convergence, we apply Phillips and Sul’s (2007) approach to allow for heterogeneous transition dynamics across districts, potentially leading to different ‘convergence clubs’. Our results reveal no evidence of convergence across Germany or within states; instead, we discover widespread evidence of divergence and inter-state convergence, as well as support for the existence of convergence clubs. The results of an ordered logit model suggest that differences in the variation of GDP per capita, population density, unemployment rate, and shares of immigrants and asylum seekers have played a significant role in determining club membership from 2004 to 2020.

Perilaku Mental Accounting dalam Mengelola Daily Expenses dari Sisi Gaya Hidup Sehari-Hari Mahasiswa Indekos

Indekos students are an important segment of the academic community who need to support themselves financially. They usually live away from their parents' home and have to organise their own daily lives, including personal financial management. They often face various challenges in managing their finances to meet various needs such as boarding house rent, tuition fees, book fees, transportation costs, as well as non-academic expenses such as food and recreation costs. In this context, mental accounting behaviour is an interesting aspect to study because it can play an important role in the way boarding students manage their daily expenses. This study aims to find out how mental accounting behaviour plays a role in managing daily expenses and what are the factors that influence mental accounting in boarding students. Qualitative research with a phenomenological approach was chosen in this study to explore the phenomenon as a whole. After the research was conducted, it was found that mental accounting has a role in helping students manage their daily expenses. This can be seen from their behaviour of allocating money according to certain account categories such as boarding house rent, daily meals, skincare, transportation, academics and others.

Housing ideology and urban residential change: The rise of co-living in the financialized city

This article develops the concept of housing ideology in order to analyze the rise of co-living. Housing ideology refers to the dominant ideas and knowledge about housing that are used to justify and legitimize the housing system and its place within the broader political economy. Co-living is the term for privately operated, for-profit multiple occupancy rental housing. The article argues that the rise of co-living is supported by four key ideological elements—corporate futurism, technocratic urbanism, market populism and curated collectivism—which serve to legitimize co-living within the housing system and enable its profitability. The ideology of co-living appears to critique many elements of the contemporary urban housing system. But despite its critical self-image, co-living does not represent an alternative to today’s financialized urbanization. Ultimately, the article argues for the importance of understanding the role of housing ideologies in residential change.

Rental market structure and housing dynamics: An interacted panel VAR investigation

AbstractThis article uses the interacted panel VAR method to analyse how institutional factors related to the structure of the housing market explain cross‐country heterogeneity in responses to macroeconomic shocks. While the previous literature focused on the stabilizing role of the mortgage market, we argue that housing tenure structure also plays an important role. In the baseline, we use data for nine OECD members to investigate how the size and regulations of the rental market affect the response of the housing market to interest rate shocks. As a reference, we also conduct a similar analysis with the mortgage market structure as the institutional factor. We find that both the rental market size and maximum loan‐to‐value ratios are important in explaining heterogeneity of housing market responses to macroeconomic shocks.

Pengaruh Faktor Keamanan, Lingkungan, dan Aturan terhadap Harga Sewa Kos Di Yogyakarta

The objective of this writing is to analyze the factors of price, safety, environment, and regulations in renting boarding houses. The data used in this writing employs a quantitative research method obtained from respondents through survey questionnaires. It is analyzed using the multiple linear regression method, which concludes that one of the profitable property investments is in boarding house properties. Based on the results of research and discussion, it show that the environment is significant to the price of boarding house rentals. Meanwhile, security and regulations are not significant to the price of boarding house rentals. Boarding house owners can easily and conveniently promote their properties, while tenants gather information through direct surveys (visiting) the selected boarding houses. Before choosing a boarding house to live in, it is advisable to consider factors such as safety, environment, and rental prices. These are the considerations before deciding which boarding house to choose. It is recommended to always choose a boarding house by paying attention to a comfortable environment, meeting safety standards, and appropriate rental prices

Exposing Pittsburgh Landlords To Asset-Framing Narratives: An Experiment To Increase Housing Voucher Participation.

Landlords are essential actors within the rental housing market, and there is much to be learned about their willingness to participate in rental assistance programs that improve access to stable housing. Because the success of these programs, such as the Mobility (Location-Based) Voucher program in Pittsburgh, Pennsylvania, can be derailed by landlord opposition, it is important to test strategies that increase landlords' participation. Using data from a unique survey of Pittsburgh landlords, we found that exposing landlords to an asset-framing narrative that highlighted the social, economic, and health benefits of receiving a mobility voucher increased landlords' reported willingness to rent to a mobility voucher recipient by 21percentage points. Reported willingness was also higher among landlords who believed that housing affordability was connected to health. Our findings offer insight into how to increase landlords' participation in affordable housing programs that require their engagement to succeed.

Policy network evaluation of China’s rental housing market from the perspective of text measurement

In recent years, the Chinese government has gradually paid attention to the development of the rental housing market and began to issue a large number of relevant policies by the central and local governments in 2016. In view of the lack of systematic evaluation of rental housing market policy in China, this study constructed an interdependent multi-layer network of ‘policy objective-policy instrument-issuing department-stakeholder’ from the perspective of text measurement, and used network indexes to measure the global features of the four-dimensional sub-policy network and the differential characteristics of the network evolution process, the results are as follows: (i) The four policy instruments in the network of policy instruments, namely, instruction, supply leading, management system and management system reform, are leaders in the network. (ii) The absolute central node in the policy objective network is to increase the effective supply of rental housing. (iii) The central nodes in the issuing department network are housing development department and the land department. (iv) Market subject and public are the central clusters in the stakeholder network. (v) The network nodes of stakeholder policy instruments have the strongest correlation, and there are three clusters with obvious spatial distance segmentation.

MOBA: Rethinking needs and financing for affordable rental and cooperative housing in Central and South-Eastern Europe

This conversation starts with the introduction of a large-scale research project conducted in 2022 in eight Central and South-Eastern European countries on how catalytic capital investment can enable the provision of affordable rental and cooperative housing in the region. The results of the project prove that while there is a large potential target group of such alternative housing models in these countries, the currently available housing finance tools are inadequate to help the emergence of the sector. In the second part of the conversation we introduce how MOBA Housing SCE intends to solve this problem through creating a bottom-up quasi revolving fund, which can financially help local projects in their early phase. Finally, we explain how MOBA approaches internationalism, co-housing principles, the need for shifting housing paradigms, and state socialist heritages of cooperativism.

The effect of supply- and demand-side subsidies on low-income renters’ housing outcomes: evidence from South Korea

In recent decades, there has been a global policy shift away from supply-side housing assistance towards demand-side cash subsidies. However, there has been insufficient empirical evidence on whether cash transfer has a critical advantage over the direct supply of subsidised housing in alleviating low-income renters’ immediate housing difficulties. This paper examines and compares the effects of supply- and demand-side housing subsidies on multidimensional housing problems among the lowest-income households in South Korea using longitudinal survey data. Our difference-in-differences analyses combined with propensity score matching demonstrate that public rental housing improves the recipients’ housing quality while it exacerbates housing cost burden and overcrowding. Meanwhile, the cash subsidy failed to enhance the recipients’ housing quality or lessen their housing cost burden, but it aggravated overcrowding. The study showed that different types of housing subsidies have different immediate housing outcomes, suggesting that the rationale for the ongoing global policy redirection towards demand-side subsidies needs to be reconsidered in the local context.

Peripheral housing rentierisation in Southern Europe: reflections from the Portuguese case

Housing is increasingly treated as a source of capital gain and rent extraction rather than a source of shelter and security for the household. This is the outcome of financialised home ownership that has led to the concentration of real estate assets by the well-off while the lower socioeconomic strata have faced unaffordable house prices and rents. As is often the case with new research agendas, the analysis has thus far focused on the most advanced capitalist countries where these trends first emerged. This article aims to expand the analysis to the peripheral countries of the European Union focusing, in particular, on Portugal. It shows that in the periphery the accumulation of assets is increasingly driven by small-scale investors from core countries that contributes to widening the gap between housing prices and rents and the living wages of the resident population, deepening wealth inequality within and across countries. In so doing, it underlines the importance of bringing core-periphery relations into the analysis of housing rentierisation.

Conflicting regional policy goals: accessibility and segregation in the Helsinki metropolitan area

ABSTRACT Regional land use, housing, and transport (MAL) agreements between the Finnish state and municipalities in growth regions guide urban policy in the Helsinki metropolitan area towards regional cooperation and densification. Alongside economic growth and connectivity goals, segregation prevention is a visible but ill-defined social sustainability goal in these agreements, and anti-segregation measures lean heavily on providing new social housing in accessible locations. This tool, in turn, leans on a combination of social mixing, a traditional preventive tool in fighting segregation, and a new tool, maximising spatial justice through transit-oriented development. We argue that there is a discrepancy between these goals: while on an individual level, public transport accessibility is meant to reduce transport poverty and provide equal opportunities for employment and services, accessible areas fare lower than others in socioeconomic status. Therefore, increasing social rental housing in areas with lower socioeconomic status may unintentionally amplify segregation. This article asks how actors of different governance levels view concentrating social housing in accessible locations as a risk to segregation. Interviews show a concern of social challenges not being sufficiently addressed.

Study on rent pricing of public housing in Qingdao

As a form of housing security provided by the government, the pricing of public rental housing has always been a concern. Research on the pricing of public rental housing can help deepen our understanding of the supply and demand relationship and rental formation mechanism in the housing market. Currently, research mainly adopts pricing methods based on cost, income, and market orientation. Therefore, this paper takes the relevant data that affects the rental prices of public rental housing in Qingdao as a basis, and uses multiple regression analysis and principal component analysis to construct a multiple linear regression model with the rental prices of public rental housing in Qingdao as the dependent variable and 8 indicators affecting rental prices as independent variables. Based on the model, the rental prices for the first quarter of 2023 are predicted, and the results are close to the actual results. Finally, based on the model and predicted values, combined with relevant policies of public rental housing in Qingdao, suggestions for pricing public rental housing are given. By applying the above model, we can comprehensively understand the factors that affect the pricing of public rental housing and provide some reference value for solving urban housing problems.

Socio-Economic Life of Fishermen's Community in Padang City

This article aims to describe the socio-economic life of the fishing community in Purus Village, Padang City. The problem in the article concerns the socio-economic conditions of fishing communities in Padang City. This research was conducted on fishing communities in Purus Village, Padang City using ethnographic qualitative methods through observation, structured interviews, in-depth interviews, and document analysis. The results of the research can be concluded: First, the reason for choosing a job as a fisherman is because this job is a job passed down from ancestors; they feel destined to be fishermen, do not have the capital to open another business, have a low level of education, and have no other skills. Second, the relationship between fishermen and their family members is not very close, because they are busy with their respective activities until the afternoon. Third, education in fishing families is generally only limited to middle and high school, because the costs are considered expensive and children lack motivation to study and continue their education to tertiary level. Fourth, there are still many fishing communities that do not have their own homes and live in simple rented houses. Fifth, income from fishing in the sea is uncertain, like a 'tiger's fortune', sometimes you get quite a lot of fish, and sometimes you don't catch any fish. The lack of socio-economic welfare of the fishing community in Purus, Padang City is influenced by unstable economic income.

Suburbanisation in East Germany

Rampant suburbanisation is one of the most visible changes evidenced in cities throughout Central and Eastern Europe in the past three decades. In this paper, we analyse how suburbanisation unfolded in East Germany after reunification. We do this against the background of ongoing debates about the usefulness and meaning of the term post-socialism that have questioned the self-enclosed spatiality of the concept and suggest giving the concept of neoliberalisation a more central role in analysing the changes experienced in this part of the world. We show that the suburbanisation process in East Germany rested on three neoliberal policy orientations: (1) extensive investment stimuli for the construction of new rental housing, (2) promotion of home ownership and (3) the privileging of suburban locations through planning gaps. Since all these policies are based on neoliberal ideas, we argue that neoliberalisation and post-socialist reform agendas have appeared as two sides of the same coin. Against this background, we advocate putting the developments that came after socialism at the centre of the research and call for a new generation of studies on post-socialist neoliberalisation.
